Purpose: Preserve Farmland & Provide Tax Credits
The Statutes, Maps and GISGeneral
- 91.02(1) Dept shall promulgate rules that set forth technical specs for farmland preservation zoning maps
- 91.03 Dept. shall cooperate in sharing and standardizing relevant information, mapping significant ag. resources, and planning and evaluating the impacts of state actions on agriculture.
- 91.04 The dept shall report to the board bi annually the following:
(1) Farmland availability, uses, and trends in WI including farmland conversion by state & county
(2) Participation by political subdivisions and landowners
(3) Location of counties with certified Farmland Preservation Plans
(4) Location of political subdivisions with certified Farmland Preservation Zoning
(5) Nature and location of AEA’s
(6) Location of farms covered by farmland preservation agreements

-91.10 (1) Farmland preservation plan that does the following:
-(d) Clearly identifies areas that the county plans to preserve for ag uses., which may include open space, but may not include any area that is planned non-ag within 15 yrs
-(e) Includes maps that clearly delineate areas planned for Farmland preservation so that the reader can easily determine whether a parcel is within an identified area.
-91.10 (2) farmland preservation plan is consistent with the comprehensive plan.
-91.16(3)(b)(1) The dept may review the farmland preservation plan for compliance.

-91.38(1) A farmland preservation zoning ordinance does not qualify unless it:
(c) clearly designates farmland preservation zoning districts
(d) includes maps that clearly delineate each farmland preservation zoning districts, so that the reader can easily determine whether a parcel is within a farmland preservation zoning district, that are correlated to the text, and that comply with technical specifications that the dept. establishes by rule.
-(f) farmland preservation zoning ordinance is substantially consistent with a certified farmland preservation plan.
-(g) land is not included in a farmland preservation zoning district unless the land is included in a farmland preservation area identified in the county certified farmland preservation plan.
(h)(2) overlay districts must be shown on a map in a way that allows a reader to easily identify the underlying farmland preservation zoning district and it boundaries.

Ag. Enterprise Areas
- 91.84 (1)(a) Designation
1. The dept. may by rule designate AEAs
3. The parcels in the area are contiguous.
4. The area is located entirely in a farmland preservation plan area
- 91.84 (4) In a rule designating an AEA, the dept. shall include a map that clearly shows the boundaries of the proposed AEA so that the reader can easily determine whether a parcel of land is located within the AEA.
- 91.86 (3)(a)3. A petition needs to contain a map that clearly shows the boundaries of the proposed AEA so that the reader can easily determine whether parcel of land is located within the AEA.
Map and GIS Guidelines
Map should:
• Titled “Farmland Preservation Plan Map for (Jurisdiction).”
• Farmland preservation areas clearly delineated.
• “Overlays” do not obscure farmland preservation area.
• Follows current parcel boundaries
• Show political & parcel boundaries, sections, roads & water.
• Legend has symbols for all data represented on the map.
• Farmland preservation area titles correspond to text.
- ALL areas/districts listed in text even if not utilized.
• Identify map scale, north arrow, map date & producer.
• Map scale <= 1” = 2,000’. (1:24,000). Series OK.
• Submitted in .pdf or equivalent file format
