• a comprehensive checklist for use by relevant stakeholders (project proponents, public officers, advisory bodies, professional bodies, etc.)
• To guide the sustainable planning, preservation, development and management of the Victoria Harbour and its harbour-front areas.

• Discourage: cargo handling areas/ maintenance depots/ pumping station
• Relocate these outside the inner core of Victoria Harbour
Recreation and Leisure Uses
• Create public space for active and passive recreation
• Landbased and water based recreation activities should be encouraged
Open Space• Connect inland and harbourfront open
space to increase visual and physical permeability
• Integrate open space with waterfront promenades/ ferry pier/ landing steps/ retail/ dining to create a focal point
• Waterfront promenade of adequate width for strolling, jogging, pedestrian circulation, street furniture, tree planting and landscaping & reserve for utility installation
