Construction perspective
PPPs shift the focus from construction to end use
Fletcher is the design-builder contractor, delivering a facility that
will allow the operator to meet its obligations. “Operator led”
Our client is the SPV – and there is agreement on what we have
to deliver. The agreed documentation rules! No variations.

The impact of a different focus
The construction process is documented in detail, with a rigorous
testing regime. This can be seen as an administrative burden.
The independent reviewer can be seen negatively as a return to
„Clerk of Works‟…
But we have greater control over programming and there is more
clarity of detail at an early stage

Relationships / Trust – perception that any change is motivated
by wrong reasons.
So it is critical to gain Department of Corrections‟ confidence – for
both SPV and contractor.
Relationships need to change / evolve: at bid phase (interactive
meetings); financial close (legal / commercial terms); and
construction (focus on how the facility will be operated)

Triumphs / challenges of the project to date
No benefit from early completion but we are doing well
against programme.
Commenced design pre-award – a punt that paid off.
„Operator-led design‟ – with a clear brief.
On site the day of Financial Close / contract award.
Design information ahead of requirements.(!)
Careful consideration of optimal staging based on
previous experience with similar construction projects.
Early involvement of key sub trades during bid and on
into the delivery phase.

Future Focus
Confidence by the Crown in the procurement process
– “PPP‟s work in New Zealand”.
February 2015 Construction Complete
Even now the focus is changing firmly towards
operations for both the SPV and the Department of
Corrections… a real measure of success.
