T Vision/GoalsBy implementing mixed use infi ll development in the district, the concentration of industrial uses currently in this area are embraced and gain the potential to become an interesting and vibrant part of the community. Access to and across the river around 10th or 11th Avenue will play an integral role in making this disrict a sustainable, multimodal community by enhancing connectivity and access to the South Platte River greenway. Together these efforts will result in a community that is rich with a strong sense of place, economic opportunity, transportation options, and the natural amenities of the South Platte River.

• Coordinate with transit oriented developments to provide accessibility to and around the Light Rail station areas at 10th and Osage and the Federal/Decatur station to sustain the multimodal transportation system.

• Development of an east-west pedestrian connection across I-25 and the South Platte River that connects Sun Valley and LincolnPark neighborhoods.

• Maintain industrial uses while integrating mixed use and affordable residential developments with strong urban design to defi ne the area.

• Showcase the South Platte River as an asset to the community’s vitality by making it a multimodal path as well as a recreationaldestination with increased accessibility.

Implementation

LegendPriority 1Priority 2

Priority 3´Critical to the revitalization of the industrial park is the creation of a grid network within the industrial park to allow for greater connectivity and access throughout. To begin the process we suggest the city adopt a transportation and development strategy that incorporates the above perceived blocks drawing to guide all future transportation improvements, land use decisions, and infill developments to build a safe, multi-modal community..

Short-Term - • Rezone C-RX or C-MX to promote future residential mixed use development• Redevelop South Platte River Greenway and build bridge linking the East and West banks at 10th or 11th Avenues• Street improvements along Zuni St. and 13th Ave. to develop a complete street network.

Mid-Term -• Rezone area to I-MX-3 or I-MX-5 based on further research.• Implement street improvements to Yuma St. and W. 12th Ave. to add pedestrian amenities and introduce green space.• Develop complete street along W.13th Ave linking Sun Valley and Lincoln Park. • Incremental mixed use redevelopment will occur based on market conditions.

Long-Term -• Complete revitalization of the industrial park will require future assessment of the existing conditions as they emerge. Redevelopment of the South Platte River will require continued research as mixed uses expand so future planning efforts are guided to develop this unique multi-modal, mixed use, industrial community to its full potential.

Catalyst Projects -• Sun Valley Riverfront Park and Weir Gulch Improvements• Lakewood Gulch Expansion• Lincoln Park TOD Development• Sun Valley and Federal Station TOD Development

Recommendations

Expand Industrial Mixed Use Zoning along W. 12th Ave and Yuma St.

Promote and maintain existing land uses while researching and encouraging potential new uses to revitalize the industrial parks

Expand residential uses by encouraging mixed use development along Federal Blvd between 9th and 10th Avenues and South Platte and I-25

Promote the development of the Sun Valley Riverfront Park and Weir Gulch expansion of Rude Park and Lakewood Gulch

Transportation

Develop 13th Avenue, 10th Avenue & Decatur Street as complete streets to enhance connections between the Lincoln Park and Sun Valley neighborhoods, and the light rail stations

Increase intersection density within the multi-family residential and industrial mixed use areas to activate neglected and underused portions of the district

Enhance local bus service around the Federal Station and the 10th & Osage Station, as well as the connection along 13th Avenue

Celebrate the heavy rail lines and spurs that promote efficiency within the industrial areas

´Link Rude Park to South Platte greenway (and proposed Sun Valley Riverfront Park) by extending and improving existing streets and bike trails.

Join Sun Valley to the industrial park and improve access to the South Platte by constructing a pedestrian bridge from Sun Valley across the river and I-25 to connect with Yuma Street.

Develop pedestrian/bike path from Yuma Street along W 12th Ave over heavy and light rail to connect with Lincoln Park.

Improve existing trails connecting parks and South Platte greenway

Site Plan

Eco-Industrial Park & Transit Oriented DevelopmentMixed-use and Transit Oriented Development on both the east and west sides of I-25 will be a catalyst to reactivate the industrial park and lead to an eventual transition to an Eco-Industrial Park. Regional transit connections along with an expanded local employment base provide an important labor supply for the revitalized industrial park. Access to

freight and revitalized connections to the local area and within the park provide for improved coordination between businesses in the park. Massing of

parcels in the park allows for the creation of a management entity that oversees the use of the park to provide for maximum efficiency and collaboration of

business entities.
