idem Tart.win rommm,i thatsuch securities shall he issued in thefuture without the approval of theinterstate commerce commission busedupei a finding tlial the issues are forless than par for stock anil not less j

Railroads claim this restriction willseriously interfere with their borrow-ing a hilly. The a niendments then de-
signed to prevenl liver issues or' stocksand honil.s and the custom known as"vv a toting." If adopted I is said, theamendment also would put ami end towhat is known as "speculative con-s- i

tin' proposed amendments giving ship-pers the right of selecting a throughroute for their goods and giving theinierstate commerce commission fileright to lniliale coniplalms and holdup new ratinas and rate classificationsuntil sufficient cause shall he shownlor them.
It whs said today that no bill hasheen prepared by the administrationto carry out the president's view as toa federal corporation law. He willleave the working out of this measureto congress. Ho will, however, rec-
ommend that the law lie a voluntaryone. The terms upon which chartersare to be allowed and licenses grant-ed will have to bo included in thelaw but it Is believed that no law canempower the executive branch of thegovernment to revoke either a charteror a license that such revocation can

PRESIDENT CHANGES
HIS PLANS FOR MESSAGEi
Recommendations ConcerningTrust Law to Go in Thursday; Railroad Section De-
ferred Until Later in Week,
By Morning Journal gnerinl Leaned WireWashington, Jan. 3. Following a
forenoon conference with presidentsof six of the great railroad systems,President Taft late this afternoon an-
nounced a change of program in thesending of his message dealing withinterstate commerce an unti-t- i list, lawsamendments to congrega.
The message will he split in twoparts. The .section dealing with trustswill he sent to congress Thursdaynoon. The section dealing with theinterstate commerce law in whichrialroads are directly iiiteresiod willbe deferred until Friday. The presi-dent's special message on the con-
servation of natural resources Is ex-
pected to be i ot'- for congress onMonday.
A short lime aft.e, t ie railroad pres-idents had left the v hite House, itwas announced that the president stillhoped to have his message ready foremigres on Wednesday. It had beenhis original Internum to treat togeth-er the two subjects of inierstate com-merce and anti-tru- st amendments. Tt
was said late this afternoon that themessage would probably receive great-er attention if divided in two parts, neither of more than 4. uno svonlX
As a result of the call of the rail-road presidents, it was said that onlya few verbal changes would he made,in the message dealing witli the inter-- )state commerce laws and that thesewould make the president's fosilion!more clear.
President Taft found the railroadmen most considerate in presentingtheir views. While dep., dating Ji.-- '
idea oí any legislation ,,t til '., íh.ri '
time, when, they declared, conditionsin the railroad and industrial worlds;are righting themselves after two!years of depression, they did not seek '
to dccr Die picsidciu from sendingins message. They devoied 1,,.,,!- - j
fo,os in more or less speciric ojijec-- ;tions to the bill prepared by AttorneyGeneral Wickersham which forms the1text of the message,
The president, it is declared, willnot attemnt to force n, VVI..L- ..,.,., ...or any other bill upon congress. Hewill say in his mes-sag- that such a
'
hill has been drafted and is at the dis- -
posai oi congress. i ne railroad pros- - j
idents admitted that their objectionsto proposed amendments to the inter- -
state commerce act were gem ral in '
their application to all the iimend-menl-
The president, however, hadmade his position clear to .1. lierpontMoigan in a brief interview last Fri-day morning. Mr. Morgan in turn ar-ranged j
ful' today s conlercnce and n.l-vl-
the railroad nu n to confinethemselver to suggestions of changesin amendments rather than to an at-tempt to Influence the president as tohis general course. j
M:. Tuft has let it be known ho notonly will make recommendations forchanges In the law bul that he expectscongress to adopt the suggestions atthis, session and thus carry out thepromises of the liepuhUcan platform.
Those who attended the conferencetoday were (''resident MeCrea of thePennsylvania; I.ovvti of the Haniman
'
lints; Brown of the Ww York Central'Mellen of the .New York. NVw Haven j
und Hartford: Hacr of the Philadelph- -ia & Heading and Finley of the South- - j
ern.The presidents brought Lewis Cass
of .New York witli them así'general counsel. Attorney (ioneral
lA'ickersham represented the legal de-partment of the government.
One of the changes which PresidentTaft agreed to make in his recom-mendations has to do with the lan-guage of the proposed amendmentprohibiting a railroad company fromitecjuiring slock in any t ipetiiig rail-road in the future or from holdingstock In a competing railroad altera given date, it v claimed thatthe wording of this proposed amend-ment was such that it might be heldtn apply tn lines like the New YorkCentral and the West Shore. The lat-ter is, and for many years has beena New York Central lire., serving vir-tually as an ovirllow trackage sys-tem on the western shore of the Hud-son river.
The law, as President Tatt will suggest, will provide tli.il where a rail-- !road owns fifty per cent or more ofthe stock of another, it mav acipiirethe remainder. This, it is said, wouldaltera a lili asure ol protection t m! '
norlty stockholders for, if the rail-- Iroad owning the majority of the Mockshould be prohibited from aoitiiringany more, t lie minority would lose j
their only probable purchaser,Where a railroad holds less than themajority of the stock in another line, however, it will be provided that itcan in quire no more.
Nothing in tne Interstate conim roeamendments will bo s" drawn a lolegalize the ho!, ling of stock in a c m- - '
peting lino w li'io the hoidii g ..f theitoek results in violation of tli anti- -
trust 1'ivv.

Continuing, Mr. Burns said:"Almost in every county I have vis-
ited I have found a strong sentimentamong democrats in favor of an in-
itiative and referendum and bankguaranty provision in the constitution.1 'find tills sentiment especially strongIn the Democratic counties of Olla,Graham and Yavapai, and I believethere is a strong sentiment in favorof these provisions In Cochise."
Mr. Burns said that from one endof the territory to tho other the Dem-ocrats were in harmony and that hefailed to find a single note of discordor factional light in a single county.
The work of tho committee, whichwas to propose plans for the thoroughorganization of the party, in readinessfor the first statehood campuign, isabout completed. The appointment ofthe committee was the result of thebelief among democrats that the elec-tion of tile republican delegate in1908 was due to the lack of systematicand thorough organization.

The hank statement published nfttrtho close of the stock market on Fri-.Ki- .,
m.1,1 clear the reason for theconstriction of supplies in today'smoney market. The surplus reservewas depleted to a slender remnant, while the huge money settlements orestill to be provided for. In large part.Reduction of loans by the .clearinghouse institutions was thus made, im-

most largely concerned with the finan-

relieve a flurry in the money market.Absence of such relief today promptedan inference that higher rates fortheir money whs more by

As the same forces have been cred-

In other directions the speculationsaw discouragement. Railroad presi-

INDICATES RETURN
OF PROSPERITY
Comparison .of Same Monthsin 1908 and 1909 ShowsLatter Year's Receipts Ap
nroximatelv Three TimesLarger Than Former,
According to a statement made yes-
terday by Acting District ForesterWoolsoy of the United Slates forestservice, the returns from timber salesin the Third district point overwhelmingly to a revival of business.
The contrast between conditionsduring November, 1908, and November, 1909, fB very marked, TJie actualreceipts during November, 190S,
amounted to only $.2B2.BH, whereasduring November, 1909, the receiptswere 110.027.16. In other words, thisyear's receipts are approximately throetimes those or isas, uuring oveni-bc- r.
1908. the timber sales contractedfor amounted to $1.802.2,7, while during November. 1909, they aggregated$119,139.63. Although much of thislimber will bo cut during a period ofyears, the large November sales are a
sure Indication of prosperity. DuringNovember, 1908, the value or the tim-ber actually cut, according to reportsfrom supervisors, amounted to 2,
whereas during November, tfln! lin ntual cut was to the valueof $9,221.58.' It is evident that thereis some, disparity between the re-
ceipts for timber sales and timber cut. This is uccounted for by the fact thattimber is paid for In advance of cut- -
tina- huí. irenerallv sneaking, it is apparent that the timber disposed ofduring November, 1909, was two tothree times as much as during No-
vember, 190S. This is exceeding!..viitit'vintr in view of Hie improvedsilvicltural methods employed, und inview of the conservative methods ofeniihiu: in order words, the timbersale business is Increasing, and yet thesilvicultura) methods employed, and inmore carefully looked alter than everbefore. These increased sales indicad,, that the disposal of timoer is onn cmmil nraetieal basis, and there istill much mature stumpage that pre-
sents an attractive Investment forlumbermen.
