On the occasion of 73 rd Independence Day 2019 the Chief Minister Mr. Prem Singh Tamang announced that the Article 371f of the constitution that provides special privileges to Sikkim will be protected, conserved and consolidated by both the Government of India and the State and informed about the assurance given by the Union Home Minister in the matter on August 06, 2019. He also welcomed and supported the creation of two Union Territories in Jammu and Kashmir and Ladakh and thanked Prime Minister for new direction for development studies and significant policy interventions. He said that as announced in the budget 2019-20 the government is now committed to regulate the entire functioning of the pharmaceuticals and other industries which have come up under various Industrial Promotion Scheme of the Governments of India and Sikkim. He said that many innovative new development measures and institutional designs will be introduce which will bring about visible transformation in the socio economic development of the people of the Sikkim and that the State endeavours to move New Delhi, August 17: Chief Minister Mr. Prem Singh Tamang (Golay), accompanied by Minister for Rural Development Department, Mr. Sonam Lama, and Minister for Urban Development Department, Mr. Arun Upreti called on Union Minister of Home Affairs, Mr. Amit Shah at New Delhi, today. Later, on the auspicious occasion of Rakshabandhan, three groups namely, Tibetan Women’s Association, Gangtok, Dattatreya Math, Sikkim and Sisters from Brahmakumaris, Gangtok called on the Governor and offered him Rakhi. Expressingthat the national levelprogrammes should not bepoliticized, he reiterated thatSKM government would not turnthe religious, cultural andnational celebration into apolitical programme.

He said that as the ChiefMinister of Sikkim he is not forcreating records and receivingawards but for the service toSikkim and the fellow citizens.

He further informed thatthe state government has

prepared the budget for one timedispensation of arrears to thegovernment employees.

Citing the example ofActress Ms.Gitanjali Thapa, hesaid she was born in this regionand educated here as well butwith her utmost dedication andhardwork she has proven herselfin national and internationallevel. So the upcominggeneration should learn anddedicate themselves to the fullestin the field of their choice andraise the name of the state to thepeak.

He said that under thescheme of smart cities, theprevious government has onlyfocused on urban areas andcompared the state to Switzerlandwith nil importance to the ruralareas but our government havethe clear vision to make SMARTVILLAGES which resultsautomatically in Smart State in thenear future.

economic scope of tourism in themodel GPU which will aid theyouth and public of the area tobe self-sufficient and self-reliant.He spoke about the set-up ofCentral Nursery which willfacilitate the production of seedlings of fruits such asoranges, kiwis and bananas aswell vegetables and spices suchas ginger, turmeric and cardamonas per land suitability.Additionally, he also spokeabout the varied opportunitiesthat progressive farmers ofMamley Kamrang GPU can availthrough training programmes,study tours and farm visits whichwill aid them in their agriculturalpractices.

NOTICEIt is seen that despite our repeated awareness camps conducted through various

Workshops conducted in the districts, correspondences to the departments, individualpersonal contacts and earlier advertisements in two leading local newspapers (Englishand Nepali) and Local Cable News Channel, many Contributory Pension Fund (NationalPension System) Subscribers still has not filled up S1 (Now CSRF1) Form for generation/allotment of PRAN. It is to be understood that the failure to obtain Permanent RetirementAccount Number (PRAN) will entail loss of INTEREST. Unless the subscriber is allottedPRAN his Monthly CPF Subscription will not accrue any INTEREST. Thus allotment ofPRAN is utmost IMPORTANT.

Hence, it is brought to the notice of all CPF Subscriber who have not yet filled up theForm for generation of PRAN to immediately fill up the same. Further CPF Subscriberswho had earlier filled up the form for allotment of PRAN but their PRAN is not generatedshould also fill up the form immediately.

The background of thestudy is to carry out theKnowledge, Attitude, Belief,Behaviour and Practices (KABBP)among the respondents so thatrequired interventions could bemade to enhance electoralparticipation and to assess theefficiency of the interventions afterthe election. The proposal of thisassignment is to understand thecommunication needs of differentsection, of the society mostnotably, the voter and theinfluencer viz. family members,Community/ Religious leaders,Civil Society based group, mediaetc. Apart from this, the study willalso cover the youth, teachers andstudents.

The main objective of theSurvey is to understand thereasons for gaps in electoralparticipation, both for enrolmentstage and voting; to understandthe underlying reasons for lowvoter turnout in the last election inthe State; to identify the barriersto voting; to identify the
