Maps for the Putfontein 2 farm, were

forwarded, as requested. The Nieverdient

Area is on the right of the R49, and the farm

Putfontein 2 is on the left, and the maps have

been prepared to indicate that area. Mr

Gunther was invited to indicate if he required

maps for the whole Nietverdient area. It was

also noted that the southern part of the

alignment may change, depending on the

confirmed new location for the proposed

Watershed B substation. This information will

be forwarded to all I&APs when available.

Pat Loots owns on Putfontein 2 portion 4. He indicated that he is

a game farmer (has lions and crocodiles etc.) and he has a

private air strip on his farm. He wanted to understand the

possibilities that the transmission line will go through or be close

to his property. He stated he will lose his accreditation for game

farming if the lines are visible to his guests and he is worried that

the aeroplanes won’t be able to land on the farm anymore.

He requires an urgent response as he is also looking at

investment opportunities from a BBBEE partner (they came to

possibilities. He says he needs to be open with them but don’t

want to tell them if the possibilities are low.

He stated he was positive about changes and will be willing to negotiate but he needed to know in order to make decisions rather sooner than later.

The project team indicated that we are

currently in the feasibility phase of the project,

so we are still a minimum of twelve months

away from a decision as to whether to

construct the line or not. This decision will be

taken by SAPP CC, as the client, as well as

the two Sponsor utilities. As the appointed

Transaction Advisor, Aurecon is actively

engaging with affected stakeholders and

considering potential impacts on the proposed

line route. At this early stage of the project, the

first step in this instance is to review the line

route in light of the specific constraints that

you have brought to our attention. The

outcome of this review will be communicated

in due course.

Is there currently any maps available indicating whether the

transmission line will cross railway or pipeline servitude(s) in the

area?

The Transnet stakeholder that will register will depend on which

servitudes is being impacted.

The line servitude within the affected Woodland vegetation types

(Dwaalboom Thornveld, Madikwe dolomite, Zeerust Thuornveld,

Dwarsberg-Swartruggens Mountain Bushveld and Mafikeng

Bushveld) will affect various protected tree species – mostly

Combretum imberbe, Vachellia erioloba, Sclerocarya birea and

Boscia albitrunca. These veld types are listed as least

threatened and one as vulnerable, but most are under-protected.

The latter factor is taken into consideration should therefore be a

decision that a biodiversity off-set should be considered. The

protected tree species are abundant, but they are listed as

protected because of their keystone species value, and various

threats that need to be controlled by licensing.

The number of mature protected trees to be affected by the

proposed activities must be estimated (sometimes done by

extrapolation of tree numbers from benchmark sites). If more

than 2000 mature protected trees are affected within the

servitude, then investigation would then focus on the veld types

affecte4d their protected area targets and to what extent the

targets have been met, the relative biodiversity value, rarity of the

veld type and threat status, before it is decided whether an off-

set might be necessary.

The application in terms of Section 15 of the NFA has to be

made for a licence destroy protected tree species, and in that

Water use authorisation to be obtained. Why is the border line

option not an option? There is already safety and a disturbed

flora corridor. I think the fence will also be upgraded as like all

other SA border fences.

Interconnection Project will undertake the

relevant authorisation in term of the National

Water Act (Act 36 of 1998). A pre application

meeting was held with the Mahikeng DWS

Regional office on the 28 February 2017 with

Clement Makwela. Water uses that are

identified for authorisation includes the

following:

• Section 21 (c and i) water uses for

construction of pylon within the

500m buffer of wetland or within the

1:100 year flood line of the water

course or within a

wetland/watercourse.

• Creation of access road to farmland

Negative impacts

• Change in land use (displacement of people/fields, taking part of the productive fields, ranches or grazing areas etc.). This will lower Agricultural production

• Loss of Productive land- displaced farmers may find alternative fields in less productive areas.

• Clearing of a large piece of land may affects the rangeland for livestock grazing

• Labour competition. People may opt to abandon crop production during construction for temporary jobs.

• Waste disposal. If waste is not managed properly it may be a health hazard to both farmers and livestock

• Transmission lines can negatively affect field operations

e.g. aerial spraying, spray irrigation and future land development.

Disturbance of the soil during clearing of right of way and use of

big trucks and machinery during construction (can cause erosion

or compaction)

• Noise during construction

• Encroachment of certain plant species due to disturbance of the area.

• Safety of both farmers and livestock is not guaranteed at all times

It was explained to Mr. Moremedi and Tribal

Authority Council that a Heritage specialist has

been appointed as part of the ESIA process to

investigate the potential impacts on the heritage

resources along the alignment.

In accordance with the NHRA of South Africa,

the developer is not allowed to remove or

destroy graves without following statutory

procedures.

A 1 km corridor is being assessed to allow the

team to move towers to avoid graves should

these be in the way of the currently proposed

route. Although this will not be required, in the

event of graves being relocated for any project,

the developer may not remove or destroy the

graves without a formal process being followed

and permission being granted by authorities

and communication with the affected families to

allow for the necessary rituals.

According to community understanding and the requirements of

the municipality, the affected communities should benefit from

local projects inform of jobs opportunities and empowering local

SMMEs etc.

What sorts of benefits can they expect from this project?

Follow-up comment:

Companies like Vodacom and MTN built a network tower in their

community and as part of their benefits these companies pay the

Chief a certain amount of money per annum.

The project is still in the feasibility stage. A decision as to

whether to construct the line or not has not been made.

The ESIA is still scoping issues and will look in

detail at the benefits and mitigation of impacts

from the projects in the next phase of the

project. The benefits for the affected

communities will still be addressed in more

detail, informed by comments received from the

community during the stakeholder engagement

process.

More detailed information on this aspect will be

communicated to the communities during the

next public meetings (ESIA Phase).

Will the electricity be supplied to the communities from the

Mafikeng substation?

The line will link to substations and will feed

electricity directly to the national grid of each

country. There will be no take-off to local

communities. Furthermore, there is currently no

regional supply demand balance at risk. The

project is aimed to facilitate trade flexibility and

create an additional route to be potentially

utilized.

Based on the outcomes of the feasibility

studies, a decision as to whether to construct

the line or not will be made.

All communication must go through the Farmer’s Union and they

will disseminate the information. They will contact Aurecon if they

think of any other issue or comment.

used have a very small footprint and no

trenching will be required as this is an

overhead transmission line. All the impacted or

construction.

SA 17 July 2017 Eskom: Eskom normally has a community

support initiative for all their community-based

projects. The community initiative for this

particular project will be discussed and agreed

upon with the relevant traditional authorities,

councillors and local municipality as they have

a better understanding of the community

needs.

Electricity companies need the land to construct the powerline

but there is not always proper consultation. There is a need for

proper consultation.

Aurecon: These public meetings form part

stakeholder engagement process for the ESIA

process and stakeholders will be consulted

throughout this ESIA process. Outside of the

ESIA process, a stakeholder facilitator will be

engaged and a Steering Committee will be

formed that comprise of: traditional leaders,

municipal leaders, Eskom, and other important

stakeholder groupings. The steering

committee will be used to disseminate

information, manage concerns and to make

decisions that involve the local affected

communities.

What are the timeframes of the project? Lehurutshe Tribal

SA 17 July 2017 Aurecon: The project length in South Africa is

about 140 km. The project is depended on

another project (Watershed B substation) that

still needs to be finalised, but it is estimated

that the construction will last approximately 2

years once the approvals are in place.

Will there be an information board that informs the community

about the project, including construction company, date etc.

Aurecon: The construction will be a rolling

process and at every section there will be a

construction message board with all relevant

information.

Information will also be disseminated through

the Community Steering Committee. The

committee members will be member from the

various communities. Therefore, every

community will be represented in the

committee.

In what manner will the labour be sourced from the local

community

Aurecon: Recommendations from the social

specialist include that the contractor should be

required to employ local labour, where

possible. The requirement for the employment

of local labour should be formalised by

incorporating it into the contractor’s contract.

Quotas for local employment should be set

based on the availability of appropriate local

skills as indicated in the skills databases.

Opportunities should be investigated for

encouraging indirect employment creation in

the informal sector.

Eskom: Labour will be sourced from the local

communities through the Steering Committee.

What is the principle employed for appointing contractors and

sub-contractors?

SA 17 July 2017 Eskom: The bidding process will be advertised

on the Eskom tender website, and the

contractor will be chosen through that formal

tender process.

The distribution of work by contractor will be

decided by the Steering Committee.

What is the amount of money that will be spent on the project,

what is the project worth?

Eskom: This amount is not yet available as we

are still in a feasibility stage, but a rough

estimate will be available in the ESIA phase.

As Eskom will need land for the project what long-term benefit

will the community obtain from the project? Compensation vs the

long-term benefit for the community.

Eskom: Eskom is governed by the Electricity

Act and the community will be compensated

for the land lost as well as for livelihood

restoration. Eskom would also take part in

Corporate Social Investment (CSI) initiatives in

the area and after consultation with the local

leaders (traditional and municipal) Eskom will

decide which initiatives to take forward.

The owner will be compensated for the land

acquired permanently by Eskom. Farmers will

still be able to use most of the land for grazing

and/or other farming activities.

Will current and future uses of the land be taken into

consideration in the compensation?

lost and also for current land uses. The future

land use potential will be looked at on a case

by case basis and where there is a formal plan

in place to assess this aspect.

All the project activities conducted within the village must adhere

to the protocol in the area. This must be done in consultation with

all the tribal authorities.

Aurecon: Noted. Effort was made to meet

some of the tribal authorities prior to this

meeting. This will continue throughout the

process.

There was limited or no input from the traditional leaders at the

start of the project.

Aurecon: The project is still in the feasibility

stage and the input from the traditional leaders

is crucial to the success of the project. This

consultation process is the first stage of

consultation at the earliest possible stage of

the project. Ongoing communication and

engagement will continue throughout the

duration of the project.

Effort was made to meet some of the tribal

authorities prior to this meeting.

It has been requested that there be a meeting with the traditional

leaders of the area, to explain the project in detail, this will assist

the leaders to deal with complaints and issues raised by

community members.

on a regional basis. The project will also

improve power pool stability between strong

and weak systems, system control, reliability

potential congestion. It will not however,

provide electricity on a local level to

communities.

community initiative for this particular project

will be discussed and agreed upon with the

relevant tribal authority representatives,

affected local municipality (ward committee),

main contractor and other important

community structures.

Integrated Development Plan (IDP) future

Compensation

Eskom is governed by the Electricity Act; a

once-off compensation is paid before

construction phase based on the required land

for servitude of the proposed powerline.

Skills development

Eskom encourages the contractors to provide

training opportunities to train local semi-skilled

labourers and certificates. Some trained

labourers end up receiving permanent

employment opportunities with the main

appointed contractor after the project is

complete.

National Forest Act of 1998, will be affected by the proposed

activities. Application must be made to DAFF for the removal of

Once information on the tree species, their number and habitats

affected have been received with the licence application, further

investigation will be done to decide whether a biodiversity off-set

should be considered, which focuses on the following:

• The protected area targets;

• To what extent the targets have been met;

• The relative biodiversity value;

• Rarity of the veld type; and

• Threat status.

The assessment of the unique or protected species, habitats including vegetation listed vegetation units forms part of the EIA phase aquatic and terrestrial ecological assessment. The main focus of the ecological assessment will be to determine the best alternative alignment that will minimise the potential impacts through avoidance of areas that contain large numbers of protected species or intact portions (high ecological value) of habitat. Furthermore the ecological assessment will also provide recommendations on the final placement of pylons and the process that should be followed during the Search and Rescue operation (if required). This will then be linked to rehabilitation and monitoring specifications once construction has been completed to ensure that important species and habitats will remain in a stable state. Data will be provided to fulfil the DAFF requirements in order to determine if any offsets will be required, however it is the intention of the proponent to avoid any high value areas.

Several types of heritage resources have been identified to be

located within and around the proposed powerline routes. These

include Palaeo-Arthropological sites, Stone Age Iron Age sites,

Rock Art sites, battlefields, cerneteries, historic farmlands,

historic rural towns, historic institutions, and scenic routes.

Recommendations provided include that the final alignment of

the Watershed B to BOSA connecting lines be subject to a

Heritage Walk-down to ensure that it will not impact on historic

battle sites associated with the Siege of Mafikeng. It is also

recommended that a Heritage Impact Assessment (HIA) be

conducted that will include desktop data collection, field surveys,

oral interviews and public consultation.

The SAHRA Archaeology, Palaeontology and Meteorites (APM)

Unit requests that an HIA must be conducted for the section of

the proposed development located in South Africa. The HIA

must assess all heritage resources as defined in section 3(3) of

the National Heritage Resources Act, Act 25 of 1999 (NHRA) and

the HIA must comply with section 28(3) of the NHRA. The Visual

Impact of the proposed development on heritage resources and

any comments provided by the public regarding resources must

be taken into account during the HIA. The HIA must be

submitted to SAHRA during the Public Review period as per the

NEMA EIA 2014 Regulations.

Aurecon: A locality map of the proposed

Aurecon requested permission from the Traditional Authority

Council to conduct project awareness, public meetings and site

Aurecon should liaise with Mrs. Mogwera from

the Tribal Office fourteen (14) days before any

event take place at any Tribal Authority land.

It was queried whether the proposed powerline was a special line

different from the normal transmission line in the area and if it

would feed into the local grid.

Eskom: The proposed powerline is a big

transmission line with a capacity of 400 kV.

This line be transmitting power from

Watershed B in Mahikeng to Isang substation

in Botswana. The Watershed B substation in

turn will be receiving its power supply from a

proposed 400kV powerline coming from Pluto

Substation in Carltonville, Johannesburg,

The power from Watershed B substation in

Mafikeng will be distributed to smaller

distribution substations in the area via 132kV

powerlines. The distribution substations then

supply households and businesses through

smaller 88kV/11kV powerlines. This line

would therefore not benefit the community

directly but there will be services for the

community from other proposed projects.

It was queried whether the project would solve the problem

of load shedding in the area. The capacity of the powerline

in the area is very weak and windy conditions easily cause

power outages in the area. This has a negative impact on

the current and potential local businesses.

Eskom: The existing Watershed substation

located in Lichtenburg that supplies electricity

to Lehurutshe and Zeerust is currently being

upgraded with an addition of a transformer. It

is anticipated that the upgrade will be

completed within the next 6 months. After the

upgrades, the capacity should improve and

area should get a more stable power supply.

The purpose of the proposed BOSA project is

to improve the power supply and trade

electricity with Botswana.

What are the predicted environmental impacts of the proposed

project and how are they going to be managed?

Aurecon: During the scoping phase of the

project, both the environmental and social

impacts were identified on a desktop level.

Some of the impacts identified include impacts

on the heritage features (i.e. graves),

vegetation, wetland or rivers and birds.

During the ESIA phase, the specialists assess

the significance of the anticipated impacts

after they have undertaken fieldwork. All the

potential impacts are identified and potential

mitigation measures to minimise the impacts

will be documented in an Environmental

Management Programme (EMPr) and an

Environmental Impact Report (EIR). The

These documents are also submitted to the

Department of Environmental Affairs (DEA) for

approval. During the construction of the

project, the EMPr is used by the appointed

contractor and associated sub-contractors to

It is a 400kv cross border transmission power line which is

intended to share and increase the power capacity in both

countries and provide benefit on a national scale. However, there

is a commitment from Eskom to support local projects in the

communities affected by the proposed project.

In addition, employment opportunities will be available for the local

communities during construction. Eskom will communicate the

logistics of the employment strategy with the relevant local

authorities in the affected areas at the time the project

commences. A Project Steering Committee (PSC) will be

established to disseminate information, facilitate recruitment

process, skills development and local SMMEs empowerment.

Eskom:

The BOSA project is dependent other projects (i.e. the proposed

Mahikeng substation and Pluto Powerline from Carletonville)

whose planning processes are still underway. However, Eskom

anticipates that all the necessary authorisations for construction

to commence will be in place by the end of 2020 for all the

projects. It is estimated that the construction of the proposed

BOSA project will last approximately 2 years once all the

approvals in place.

SAPP:

Project negotiations with the Minister of Energy are part of

acquiring necessary approvals. In addition to the ESIA process,

feasibility studies will be required, funding must be obtained; land

acquired and competent contractors appointed.

What are the Terms of Reference for SAPP in

this project?

Eskom and SAPP:

SAPP is an organisation responsible to coordinating the

development of transmission powerlines across Southern African

Development Communities. (SADC) to reduce power congestion.

The SAPP was established over 20 years with offices across

Southern Region and the head office is in Zimbabwe. The

organisation requests funding from organisations such as DBSA

and the World Bank to improve electricity in Africa. SAPP projects

currently underway:

• Ongoing powerline studies connecting SA and Mozambique

• Angola to Namibia powerline studies

• BOSA – connecting South Africa and Botswana

• Powerline studies connecting Botswana, Namibia and Zambia

The organisation is also coordinating other projects in East and

West Africa.

SAPP works closely with utilities (Eskom and BPC in this case) to

implement these cross-border projects. Eskom in South Africa will

commission the necessary studies to be undertaken for the

project to be approved for construction. They will also undertake

tender processes to appoint the contractor and oversee

appointment of sub-contractors.

Aurecon:

Yes; Aurecon conducted a survey for the Resettlement Policy

Framework (RPF) / Relocation Action Plan (RAP) to assess

livelihoods impacts of the proposed project. The RPF / RAP

looked at how the loss of assets should be managed and how the

people should be compensated if needed. The study revealed that

about 77 farms are directly affected and two household at

Dinokana village should be resettled.

Necessary relocation process and compensation agreements will

only take place the project has all the approvals and funding to

start construction. At this stage, no agreements have been made

with the affected landowners.

How will Eskom accommodate the affected

landowners who have future plans for their

land and will they be compensated monthly

because their properties will be permanently

owned by Eskom?

Eskom:

No compensation for future plans will be considered. The

compensation process used by Eskom is governed by the

Electricity Act and the compensation is a once off payment. The

compensation amount will vary depending on land use, affected

infrastructure or the value of the land (i.e. business / cultivation).

Once a servitude has been bought out by Eskom, certain activities

will not be allowed within the registered servitude, for example

building houses.

Aurecon:

Environmental studies have been done to avoid most sensitive

impacts (i.e. social, heritage and biodiversity) during the design

phase of the project.

An Environmental and Social Management Plan (ESMP) has

been compiled as part of the ESIA. This is a legal document to

manage and/or mitigate the negative impacts of the project during

construction and operation of the project. This document will be

implemented by the appointed contractor on a day-to-day basis

and Eskom has the overall responsibility to monitor the contractor.

An independent Environmental Control Officer will be appointed

by Eskom to oversee the implementation of the ESMP.

The pylon structures that will be used have a small footprint and

no trenching will be required as this is an overhead transmission

line. All the impacted or disturbed areas will be rehabilitated after

construction as per the rehabilitation plan. Follow up inspections

or monitoring will be done until the ensure efficiency of

rehabilitation.

The project should empower local supply and

skill development in the affected areas.

Eskom:

Compensation for the affected landowners / farmers, will be

assessed by independent land evaluator (specialist who have

working experience in the area). The cost for the servitude will be

calculated according to the state of the properties. Land use (i.e.

land used for cultivation and business purposes) will be

considered when calculating the total cost. Livestock farmers can

still use the affected land for activities such as cattle grazing and

cultivation after the erection of Eskom pylons, using low irrigation

systems. However, building of any structures under or within 50

m from powerline pylons is prohibited. Eskom will not fence the

powerline towers after construction.

The area has poor electricity supply, which is

affected by wind. Expensive electricity bills for

farmers have been reported to the local Eskom

offices. No assistance has been rendered to

them.

Zeerust and the surroundings is currently being upgraded with an

addition of a transformer. It is anticipated that the upgrade will be

completed very soon. After the upgrades, the capacity should

improve and area should get a more stable power supply.

The proposed BOSA project is under the Eskom Transmission

Division responsible to transmission of power. Local landowners

should report electrical fault to Eskom Distribution, which is the

division responsible for distributing the electricity to residents.

Part of compensation request by directly

Eskom:

Compensation for the affected landowners / farmers, will be

assessed by independent land evaluator (specialist who has

working experience in the area). The cost for the servitude will be

calculated according to the state of the properties. Land use (i.e.

land used for cultivation and business purposes) will be

considered when calculating the total cost. Livestock farmers can

still use the affected land for activities such as cattle grazing and

cultivation after the erection of Eskom pylons using low irrigation

system, however building of any structure under or within 50 m

from powerline pylons is prohibited. Eskom will not fence the

powerline towers after construction.

A RPF / RAP has been developed specifically for the identified

corridor to assist with resettlement of the affected houses.

Further communication and logistics or the resettlement process

will be negotiated with the relevant affected parties.

• The line will still be visible from his lion hunting camp and this will have an impact on his accreditation;

• He suggested the following alignment (see kml attached);

• He wants to buy, if not possible, rent Putfontein Portion 3 and 4, to expand his operations;

• The proposed alignment will still cross Portion 3 and 4 but he is happy with what he proposed, as it will not be visible from his hunting camps.

National Forest Act of 1998. Therefore,

license application for removal, disturb and

damage of the above protected trees will have

to be made with the Northwest Regional office.

Page 17 and 19 of the Aquatic and Terrestrial

Ecological Assessment report reported that a

small population of protected tree species

such as Vachellia erioloba and Boscia

albitrunca has been identified in the study

area, the number of such protected trees to be

affected need to be indicated as well as the

area where such trees will be removed (this

must be indicated on a suitable scale aerial

image showing an overlay of the powerline

servitude and line position). This might lead to

further investigation on whether a biodiversity

offset should be considered.

be undertaken before the final placement of pylons prior to

construction, to avoid affecting protected trees. As the footprint

of the pylons is small it is expected that this should be achieved,

Prunus Africana trees be affected, a licence for removal or

disturbance of such species will be made at the Northwest

Regional office at the time and the implications in terms of

numbers will need to be considered. The Northwest Regional

Office of the Department of Agriculture, Forestry and Fisheries

will be kept involved in the process should any protected trees be

affected.

Water uses that are identified for authorisation includes the following: Section 21 (c and i) water uses for construction of pylon within the 500m buffer of wetland or within the

Proposed 400kV transmission power line, stretching between the Mahikeng area (North WestProvince) in South Africa and Gaborone in Botswana. The line will connect the existing Isangsubstation in Botswana to the proposed Watershed B substation in South Africa.

Aurecon South Africa (Pty) has been appointed by the Southern African Power Pool (SAPP) to conduct anEnvironmental Impact Assessment (EIA) process for the proposed Botswana-South Africa (BOSA)Transmission Interconnection Project, North West Province. A draft Scoping Report has been submitted interms of the National Environmental Management Act, Act No 107 of 1998 (NEMA) and the NEMA EIA 2014Regulations. It must be noted that this project crosses the border of South Africa to Botswana. The commentsissued by SAHRA apply only to the section of the project within the borders of South Africa.

The proposed development will include the construction of approximately 560 km 400kV transmission lineconnecting the Isang 400kV substation in Botswana to a proposed new Watershed B 400/132 kV substation inthe North West Province, South Africa and further connecting the proposed Watershed B substation to theMookoodi and Pluto 400kV substations in the North West Province, South Africa. A total of five (5) alternativeroutes are being considered. Option C is the preferred route. Three routes are being considered for theWatershed B-Isang Route, Option 2 is the preferred option. Three alternative locations are being consideredfor Watershed B Substation, Option C is the least preferred option.

G & A Heritage: Heritage Management Consultants were appointed to conduct the Heritage Pre-ScopingReport.

Gaigher, S. 2016. Heritage Pre-Scoping Report for the First Phase of Investigation into the Heritage Sensitivityof the proposed BOSA Power Line Alignment.

Several types of heritage resources have been identified to be located within and around the proposedpowerline routes. These include Palaeo-Anthropological sites, Stone Age and Iron Age sites, Rock Art sites,battlefields, cemeteries, historic farmlands, historic rural towns, historic institutions, and scenic routes.

subjected to a Heritage Walk-down to ensure that it will not impact on historic battle sites associated with theSiege of Mafikeng. It is also recommended that a Heritage Impact Assessment (HIA) be conducted that willinclude desktop data collection, field surveys, oral interviews and public consultation.

Interim Comment

The SAHRA Archaeology, Palaeontology and Meteorites (APM) Unit requests that an HIA must be conductedfor the section of the proposed development located in South Africa. The HIA must assess all heritageresources as defined in section 3(3) of the National Heritage Resources Act, Act 25 of 1999 (NHRA) and theHIA must comply with section 38(3) of the NHRA. The Visual Impact of the proposed development on heritageresources and any comments provided by the public regarding heritage resources must be taken into accountduring the HIA. The HIA must be submitted to SAHRA during the Public Review period as per the NEMA EIA2014 Regulations.

A detailed walkdown by an appropriately qualified specialist will be undertaken before the final placement of pylons prior to construction, to avoid affecting protected trees. As the footprint of the pylons is small it is expected that this should be achieved, However, should any Vachellia erioloba, Boscia Albitrunca or Prunus Africana trees be affected, a licence for removal or disturbance of such species will be made at the Northwest Regional office at the time and the implications in terms of numbers will need to be considered. The Northwest Regional Office of the Department of Agriculture, Forestry and Fisheries will be kept involved in the process should any protected trees be affected. Response: Several aquatic systems were confirmed within the study area, therefore a water use authorisation will be required. The application will be submitted to the relevant provincial authority once the detailed design is complete and precise water crossings are known. Will there be access road watercourse crossings, road drains? Will they adhere to SANRAL drainage manual....Is that sufficient? Will maintenance include erosion/sedimentation issues? Response: The project is still in the early stages of design, road crossings have not yet been identified or designed and tower positions have not yet been confirmed, hence we have not submitted the application with the DWS. We do however we anticipate that some of the access roads and towers might be within 500 m of the watercourses which will trigger section 21 c and I application. Application will be made once authority once the detailed design is complete and precise water crossings are known Will there be Plant Species Plans drawn up as part of rehabilitation? Response: The project is still in the early stages of design,  road crossings have not yet been identified or designed and tower positions have not yet been confirmed, hence we have not submitted the application with the DWS. We do however we anticipate that some of the access roads and towers might be within 500 m of the watercourses which will trigger section 21 c and I application. Application will be made once authority once the detailed design is complete and precise water crossings are known  Will there be Plant Species Plans drawn up as part of rehabilitation? Response: Yes the plant species plan will be incorporated in the rehabilitation plan.   Please let me know whether we answered all your questions and that you are happy with the feedback. Interim CommentIn terms of Section 38(3), 38(8) of the National Heritage Resources Act (Act 25 of 1999)

Proposed 400kV transmission power line, stretching between the Mahikeng area (North WestProvince) in South Africa and Gaborone in Botswana. The line will connect the existing Isangsubstation in Botswana to the proposed Watershed B substation in South Africa.

Aurecon South Africa (Pty) has been appointed by the Southern African Power Pool (SAPP) to conduct anEnvironmental Impact Assessment (EIA) process for the proposed Botswana-South Africa (BOSA)Transmission Interconnection Project, North West Province. A draft Scoping Report has been submitted interms of the National Environmental Management Act, Act No 107 of 1998 (NEMA) and the NEMA EIA 2014Regulations. It must be noted that this project crosses the border of South Africa to Botswana. The commentsissued by SAHRA apply only to the section of the project within the borders of South Africa.

The proposed development will include the construction of approximately 560 km 400kV transmission lineconnecting the Isang 400kV substation in Botswana to a proposed new Watershed B 400/132 kV substation inthe North West Province, South Africa and further connecting the proposed Watershed B substation to theMookoodi and Pluto 400kV substations in the North West Province, South Africa. A total of five (5) alternativeroutes are being considered. Option C is the preferred route. Three routes are being considered for theWatershed B-Isang Route, Option 2 is the preferred option. Three alternative locations are being consideredfor Watershed B Substation, Option C is the least preferred option.

G & A Heritage: Heritage Management Consultants were appointed to conduct the Heritage Pre-ScopingReport.

Gaigher, S. 2016. Heritage Pre-Scoping Report for the First Phase of Investigation into the Heritage Sensitivityof the proposed BOSA Power Line Alignment.

Several types of heritage resources have been identified to be located within and around the proposedpowerline routes. These include Palaeo-Anthropological sites, Stone Age and Iron Age sites, Rock Art sites,battlefields, cemeteries, historic farmlands, historic rural towns, historic institutions, and scenic routes.

subjected to a Heritage Walk-down to ensure that it will not impact on historic battle sites associated with theSiege of Mafikeng. It is also recommended that a Heritage Impact Assessment (HIA) be conducted that willinclude desktop data collection, field surveys, oral interviews and public consultation.

In an Interim Comment issued on 10/08/2017, SAHRA stated that an HIA must be conducted for the section ofthe proposed development located in South Africa. The HIA must assess all heritage resources as defined insection 3(3) of the National Heritage Resources Act, Act 25 of 1999 (NHRA) and the HIA must comply withsection 38(3) of the NHRA. The Visual Impact of the proposed development on heritage resources and anycomments provided by the public regarding heritage resources must be taken into account during the HIA. TheHIA must be submitted to SAHRA during the Public Review period as per the NEMA EIA 2014 Regulations.

Gaigher, S. 2017. Phase 1 Heritage Impact Assessment Report for the Proposed Botswana South Africa(BOSA) Transmission Project.

It is noted that the entire transmission line was not surveyed and service delivery protests made it difficult toaccess the development area.

The proposed line is located in areas of very high to low palaeontological sensitivity. It must be noted that Fig.29 and 30 do not show the proposed line over the palaeontological sensitivity map.

Heritage resources such as Middle Stone Age (MSA) and Later Stone Age (LSA) artefacts were identifiedalong the proposed route. Possible high risk areas for Stone Age sites were noted in Fig. 41 of the HIA.Surface scatters of Iron Age potsherds were identified along the proposed route. The area is known to consistof Early Iron Age sites, as well as Later Iron Age sites (LIA). Through Lidar and aerial photographs, no suchsites could be identified within the proposed corridor. Smaller Early Iron Age sites may be evident within theproposed route, as the Lidar or aerial photographs would not provide clear images of these smaller sites.Possible sensitive areas for Iron Age sites are noted in Fig. 45.

Several heritage resources were identified from historical maps, such as cemeteries, graves and ruins. Allsites identified from the historical maps are located well outside the development footprint. Several villagesand farmsteads were identified within the proposed route. As is the practice, burials can occur within theconfines of these settlements. The documentation of these burial grounds will form part of the social impactassessment.

The impact assessment showed that the impacts to the palaeontological resources, Stone Age sites, Iron Agesites, Built Environment and burial sites will be medium negative pre-mitigation and low negative post

mitigation.

Recommendations provided in the report include the following:

The final pylon placements should be subjected to a walk-down survey to verify that no sites will beaffected;It is recommended that the development designs consider the positive and negative characteristics ofthe existing cultural landscape type and that they endeavor to promote the positive aspects while at thesame time mitigating the negative aspects;A Chance Finds Procedure is recommended.

The Appendix 9: Heritage Management Plan (HMP) of the Environmental Management Programme (EMPr),and the recommendations contained therein are noted.

Interim Comment

A desktop palaeontological must be conducted by a qualified palaeontologist for the proposed project. Thedesktop study must comply with the 2012 Minimum Standards: Palaeontological Component for HeritageImpact Assessments.

A map/s showing the areas surveyed in relation to the proposed powerline must be submitted. SAHRA doesnot accept the statement in 2.5 of the HIA. Additionally, the Lidar data and aerial photographs used to surveythe line must be provided. Photographs of the Iron Age pottery must be supplied

Aurecon has been appointed to undertake an Environmental and Social Impact Assessment (ESIA) study to assess and

address environmental and social impacts associated with Botswana-South Africa (BOSA) Transmission Interconnection

Project. A social assessment of the study area is required to inform the ESIA of the potential impacts posed by the

construction and operational activities of the proposed project.

I would like to organise a meeting with the reserve manager to obtain input and look at how the proposed project will impact

the reserve.

I am in the area next week with the public participation meetings and would like to sit down with him/her on Wednesday 19

July, as we are of the opinion that the reserve is a key stakeholder in this project.

you more Background Information regarding the proposed project.

As discussed we are currently busy with the scoping phase of the environmental and social impact assessment process for the Botswana South Africa Transmission interconnect Project (BOSA). According to legal requirements we need to inform all stakeholders about the proposed BOSA project and the associated Environmental and Social Impact Assessment (ESIA) process. In the process we are legally required to ensure that the project is advertised in newspapers and site notices needs to go out in order to inform the different stakeholders about the project and the meetings. These needs to go out according to the above mentioned legal requirements, this week in order to meet the given time lines. We do not currently know who all the stakeholders are that might be influenced by the process. We therefore would like to organise meetings on the 17th and 18th of July 2017. The purpose of the meetings is to involve all affected and interested stakeholders and explain the process to them. It is also to ensure that they are included on our database so that we can forward all reports and future information to them. Because it is such a large project, with many stakeholder, we would like to as many interested and affected parties on board.
