Peter Paul’s 2013-2014 fiscal year was inspirational, humbling, joyous, sad, celebratory, and productive. As we gather our thoughts around the pieces that made up the emotions, we think first of those who made it possible – the dedicated Board, donors, volunteers, and staff.

Our deepest thanks to each and every one of you for your critical role in making sure that Peter Paul serves the East End community to the best of its ability. Because of you, five seniors graduated from high school, hundreds of families received food, children began to read, students were successful in school, and senior citizens remained engaged.

This fall, the Board of Directors adopted a five-year strategic plan. The plan brought focus and purpose to Peter Paul’s work; the next five years are dedicated to the sustainability and growth of the organization. Already, we are proud of what we have accomplished as an organization in fulfilling the plan.

In a national program facilitated through the Partnership for Nonprofit Excellence and sponsored by Capital One, Peter Paul received Blue Ribbon status as a Service Enterprise through Points of Light. A Service Enterprise is a non-profit or for-profit organization that fundamentally leverages volunteers and their skills to successfully deliver on the social mission of the organization. The year-long program included an organization-wide assessment, intensive training sessions, individual coaching, and funding to support the volunteer program and its growth. During the assessment process, Peter Paul was distinguished as one of only two Blue Ribbon Service Enterprise organizations in Richmond.

Just after Memorial Day weekend, Peter Paul lost a dear friend, The Rev. Dr. David Anderson, after a long struggle with cancer. David worked tirelessly as a leader, volunteer, Board member, advocate, and donor for Peter Paul. It was through his vision, not only for Peter Paul but also for the East End as a whole, that dramatic change has occurred over the years. And, it is through his legacy that the change will continue as we educate more youth, all to build a vibrant and thriving community.

To bring a celebratory end to the fiscal and academic year, Peter Paul is most proud of its five recent high school graduates. An incredible group of young adults, these five students are testaments to the good work that Peter Paul accomplishes through its intensive academic program. Their futures are bright because of your dedication to Peter Paul and fulfilling its mission.

YOUTH PROGRAM PPDC’s Youth Program helps students attain success in school and prepares them for a life after high school graduation. Our intensive, individualized programs supported an unduplicated 125 East End students ages 7 to 18 (grades 2-12) during the past year. We serve students through two components: the After School Learning Immersion Program and Summer Promise.

After School Learning Immersion ProgramThe After School Learning Immersion Program, now in its sixth year, was offered at two locations during the 2013-2014 school year: PPDC and Fairfield Court Elementary School (PPDC@FCES). A total of 123 students attended the after school program. Students at both locations received academic instruction, reading assistance, enrichment experiences, mentoring, and tutoring.

Eighty-two students attended the program at the Center five days per week (Mondays through Fridays) from immediately after school until 6:00 pm. Forty-one students in grades 2-5 attended the program at Fairfield four days per week (Mondays through Thursdays) from 3:15-5:30 p.m. The 2013-2014 academic year marked the second year of the PPDC@FCES program, which utilizes the same program model that PPDC utilizes on-site, with a few modifications based on transportation.

Summer PromiseAt PPDC, we know that academics cannot stop during the summer months. The eight-week Summer Promise program provides students with a wide variety of educational and cultural activities that ensure their continued education. During the 2013 Summer Promise program, 75 students in grades 2-12 attended five days per week (Mondays through Fridays) from 9:00 a.m. to 3:00 p.m. Five high school students served as junior counselors – providing leadership in the classroom and receiving a daily stipend. In addition, the high school students participated in a leadership seminar program with Leadership Metro Richmond.

MAP AssessmentTargeted and individualized education is the key to PPDC’s success with students in the Youth Program. This past year, students were tested using Northwest Evaluation Association’s Measures of Academic Progress (MAP) assessment. This nationally standardized test is aligned with Common Core Standards. After attending national trainings, several PPDC staff members are now qualified to administer tests, determine individual instruction needs, set evidence-based targets, and track progress.

YOUTH PROGRAM This is the first year that PPDC has utilized the MAP assessment, after previously having used the Woodcock-Johnson assessment. The efficiency and immediate results that can be used by the teacher in the classroom have proved the new assessment tool to be ideal for PPDC’s students and their needs.

Students were tested a minimum of two times and a maximum of three times over the past year. The first test establishes each child’s baseline and growth projection, while subsequent tests evaluate their level of growth. The growth projection is individualized and designed to make sure that students are on-track to successful high school graduation (aligned with Common Core Standards).

In reading, 52% of Peter Paul students met their individual growth projection and 76% showed improvement. In mathematics, 52% of students met their individual growth projection and 84% showed improvement. Overall, 78% of students hit their individual growth projection in at least one subject area and 98% of students showed growth in at least one subject area.* In addition to the MAP assessment, PPDC benchmarks its Youth Program (After School and Summer Promise) on student promotion rate, attendance, and program retention rate.

The testing and identification of each student’s individual academic needs is a unique component of the PPDC Youth Program. PPDC students are surrounded by teachers and staff who understand and respond to their individualized learning needs. This combination leads to an effective out-of-school time environment that makes a true difference in the lives and trajectory of the students.

*A student’s individual growth projection is the average growth that was observed in the latest Northwest Evaluation Association (NWEA) norming study for students who had the same starting RIT (Rausch Interval Unit) scores in that particular subject. The growth projection was calculated using NWEA’s Growth Calculator. The calculator takes into account the amount of instructional weeks, which gives a more accurate growth projection of a student.

YOUTH PROGRAM Support ComponentsPPDC expects every child to be present and engaged every day. Instructors supervise the daily behavior of students and hold each young person to the highest conduct standard. Attendance and behavior is monitored daily.

The majority of students at PPDC participate in the free and reduced lunch program at their schools. In order for students to be engaged learners, we know they must be healthy. Peter Paul students are served a nutritious and filling meal every day after school as well as breakfast, snack, and lunch during Summer Promise. We served 16,879 balanced meals over the past year to the Peter Paul students, senior citizens, and students participating in Church Hill Academy (which rented space from Peter Paul during the school year).

Students need to be present in order to learn. PPDC provides free transportation from school (or home during the summer) to PPDC and then to individual student homes every evening.

YOUTH PROGRAM Our StudentsIn the PPDC neighborhood, the median household income is just under $15,500 and nearly half of residents above age 25 have not completed high school or its equivalency. However, we believe that demographics should not define our students. Every single one of our students has potential waiting to be unlocked. And, with the right supports, all of these students can thrive. Children are not products of just their environment; they are products of our expectations. To that end, the PPDC programs set high expectations and surround students with the structure, love, safety, and instruction that they need to be successful.

Our GraduatesHigh school students at Peter Paul are provided with a more flexible program and trusted with more responsibility than younger students. All of the participants volunteer and/or work at Peter Paul to gain practical experience and support. These students receive assistance with college applications, help with SAT/ACT preparation, and are engaged in targeted career discussions.

Five students graduated from Peter Paul this year and each has post high school plans. All of these students graduated on-time (4 years). This year’s graduates have a long association with Peter Paul, having attended the program between five and twelve years in a row. We are so proud of these amazing young adults. They are an inspiration for every student in the Peter Paul program and a living example of Peter Paul’s impact. Three of the students are attending four-year colleges in the fall; one will enlist in the military; and one will attend community college part-time while working part-time.

YOUTH PROGRAMEvents and ActivitiesDuring the 2013-2014 academic year, PPDC students enjoyed a variety of enrichment projects and activities, a few of which are detailed below.

• The “PPDC Economy” was implemented: each student had a classroom job, its required responsibilities, and received payment in PPDC money.

• Middle School students learned computer coding from Altria volunteers.

• 2nd and 3rd grade students worked to grow and harvest fruit and vegetables in the PPDC garden.

• 4th and 5th grade girls learned tennis skills and sportsmanship through VCU’s Lobs & Lessons program. The boys played lacrosse with PAL (Police Athletic League) and learned hip-hop dance routines at The Robinson Theater.

• Students at Fairfield partnered with SPARC to experience performing arts.

COMMUNITY PROGRAMS Food DistributionPPDC has continued its partnership with FeedMore to distribute food twice-monthly to residents in the 23223 and 23231 zip codes. In the past year, 9,046 cumulative individuals were served through the distribution program (some individuals would have participated in the program multiple times). Of these, 3,615 were children, 3,812 were adults, and 1,620 were seniors. Several volunteer groups assisted with food distribution, including the Episcopal Diocese of Virginia, First Presbyterian Church, St. Peter’s Episcopal Church, VCU’s ASPiRE Program, Richard Towell, and Shalom Farms.

Senior CitizensPPDC has continued its partnership with the Senior Center of Greater Richmond to build a robust Senior Citizens Program. Over the past year, the program worked with 67 participants between the ages of 52 and 92 twice per week from 10 a.m. to 1 p.m. Members participated in a wide variety of activities including daily exercise and devotionals, computer classes, games, Tai Chi, art, and informational sessions. Seniors are provided transportation to and from their homes as well as lunch.

Outreach CoordinatorDuring the 2013-2014 academic year, PPDC and Richmond Promise Neighborhood (RPN) received a grant from The Community Foundation Serving Richmond and Central Virginia to hire a shared Outreach Coordinator. The Outreach Coordinator is responsible for assisting PPDC and RPN in overall outreach project coordination and support, including maintaining all stakeholder and resident relations, for people who live and/or work in the East End of Richmond. New programs for PPDC and RPN under the leadership of the Outreach Coordinator include:

• Mental Health First AidThis certification program is bringing much needed mental health information to the community and beginning an important dialogue to reduce mental health stigma. During the 2013-2014 fiscal year, 21 community members were trained and began sharing their knowledge with the larger community.

• Informed NeighborsThe Informed Neighbors program included a 12-session class about Richmond’s future redevelopment of the Creighton Court public housing community. Twelve local residents have been trained and are now equipped with the tools they need to inform their neighbors about redevelopment and advocate on their behalf.

• PPDC Parent CouncilTo provide program feedback and incorporate parent voice into the Youth Program as a whole.

In 2013, 3,615 children, 3,812 adults, and 1,620 seniors were served through the PPDC and FeedMore food di#ribution program.

In addition to their normal aca"mic and extracurricular schedules, PPDC #u"nts received an average of 5 * hours of dire& aca"mic in#ru&ion and 3 * hours of enrichment a&ivities per week.

COMMUNITY PROGRAMS Info FeastsPPDC partners with RPN to host community events (called Info Feasts), which provide resources and tools for parents and fun, educational activities for children. Info Feasts, held at Peter Paul, allow for information sharing and relationship building and provide a unique platform for community dialogue. Four Info Feasts were held this year, with a cumulative attendance of over 600 people (some people would have attended multiple times).

Other AssistanceMany organizations and individuals provided crucial goods and services for our students and families, including A.C.T.S. (Area Congregations Together in Service), PPDC Children’s Garden Coordinators Rick McCormick and Bob Siegfried, Community Garden Coordinator Hope Thompson, Shalom Farms, and Tricycle Gardens.

THE DAVID T. ANDERSON ENDOWMENT FOR YOUTH EDUCATION To support Peter Paul’s core program of youth education, the David T. Anderson

Endowment for Youth Education will provide a legacy of sustainable funding. The fund will be remain intact, with revenue providing support for the education of youth at PPDC and its satellite locations.

PPDC’s shift from an after school and summer recreation center for youth to an academically focused Youth Program in 2008 has provided a model for out-of-school time education that is sustainable and poised for growth. The Rev. Dr. David T. Anderson was instrumental in the establishment of PPDC’s current building, Youth Program, and the recent expansion of PPDC’s after school program to nearby Fairfield Court Elementary. David carried the banner for making education the equalizer and means to bring children out of poverty. PPDC’s Youth Program model, which includes pre- and post-testing students in the core subjects of reading and math, developing an individualized education plan, and utilizing small classroom settings to truly affect a student’s academic skills were important to David. To honor his work, passion, and life, the David T. Anderson Endowment for Youth Education will provide a sustainable stream of income to ensure that PPDC’s Youth Program continues to affect and impact the lives of youth.

2013-2014 GIFTS IN-KIND PPDC is most grateful for many in-kind donations provided – over the past year, generous donors have

given Christmas gifts to students, a garden shed, school supplies, and much more. These gifts are invaluable to the organization and those we serve. And thank you to all of our 837 volunteers! The tremen-dous volunteer workforce (listed on following pages) provided 6,692 hours of service, which is equivalent to $150,510. Peter Paul’s volunteers come from every part of town – from schools, churches, corporations, community partners, and individually. They are diverse in age, race, income, and talents, but they all share a commitment to a better future for Richmond’s East End. The true measure of our volunteers lies in the spirit they bring to Peter Paul. It is the spirit of hope, which breathes life into every Peter Paul program.
