Prime Minister Narendra Modi has time and again stressed on the need for ush- ering in 5G for an enhanced digital governance, and this has seen the government roll out a liberal bailout package for the beleaguered telecom industry in September last year. The government hopes that companies such as Airtel, Reliance Jio, and Vodafone Idea will take a lead in making the transition to 5G telephony, which is likely to have a stronger case in the enterprise segment ini- tially than in the consumer space. The government hopes that the auctions, which will begin on July 26 and have a value of around Rs 4.3 lakh crore just at the reserve price, will prepare India for the next generation of mobile telephony as the world transitions to the era of machine to machine ( M2M ) communications, smart factories, remote sur- geries, autonomous driving, immersive experiences, intelligent agriculture and education, as well as internet - of - things (IoT). Our nation eyes transition to high - speed 5G up telepho- ny, the country is set to wit- ness. During the meeting, a street vendor from Sector 8 mar- ket said he had been allotted space in the parking lot of Sector 8 but was unable to do business there. For time being, theparty's core Hindu baseis intact, but volublesegments areincreasingly seeking amore robust Hindutvastance. The assumptionthat the Hindu voterbase would not ask formore after the legalbattle on the RamMandir was won andArticle 370 wasnullified has provedwrong. Mathura and Kashitemple - mosquedisputes are heating uponce again in courts, butthis should only havebeen expected. As anypop psychologist willtell you, onceaspirations start beingmet, they whet theappetite for more. BJP'sHindu base is not goingto be satiated with justthe Ram Mandir inAyodhya.

In his firstIndependence Dayspeech on August 15,2014, the PM sought a10 - year moratorium oncontentious issues. Hesaid then "I appeal to allthose people, whether itis the poison ofc a s t e i s m ,c o m m u n a l i s m ,regionalism, (or)discrimination on socialand economic basis, allthese are obstacles t inour way forward. Let'sresolve for once in ourhearts; let's put amoratorium on all suchactivities for 10 years. We shall march ahead toa society which will befree from all suchtensions. And you willsee that how muchstrength we get frompeace, unity, goodwilland brotherhood." This is the gulf that thePM needs to bridge, forthe rupture in Hindu -Muslim relations comesat a very bad time for

him and the country, what with inflationrising , growth slowing, the Russia Ukraine warnarrowing India'sgeopolitical options, andthe China -Pakistannexus making India'sexternal securitye n v i r o n m e n tchallenging. Given thetrust deficit between thegovernment andopposition, the last thingwe need is morecommunal tension. The Modi government

has arrived at a criticalpoint in its political life. While the partycontinues to grow andmay yet gain newterritories, the gulfbetween what the PMstands for and what theparty's grassroots maybe aspiring for may bewidening. Nothing exemplifiesthis more than theNupur Sharma affair, where the party'sspokesperson, possiblyprovoked by commentsabout the 'shivling',made remarks thatangered many Muslims, and Muslim nations. But it would be foolishto deny that Nupur, especially after deaththreats, has sympathiesof significant segmentsof the Sangh Parivar.VHP, at a recent DharmSansad, while notspecifically backing heroutburst, asserted it wasnot the equivalent of"hate speech".Two things happened todeny Modi this 10 - yearmoratorium. In the firstterm, the party refrainedfrom pushing aheadwith its core agenda(Ram Temple, Article370, Uniform CivilCode, et al), but Modiand BJP were painted bya defeated oppositionand the media as anenemy of minorities.

Whenever strayinstances of minorityindividuals orinstitutions comingunder attack surfaced("church attacks", "moblynchings"), thenarrative was taken farbeyond to make it seemlike an all - out waragainst minorities. Andthis despite the PMmaking theadvancement ofminorities, especiallyMuslims, a key plank ofhis official policies. Hisslogan was "Ek haathmein computer aur ekhaath mein Quran." Theproblem for BJP hasalways been that despitewhat it actually does forminorities, perceptionsabout it have not budgedone inch. Needless to say, somesegments of the BJP /Sangh base saw Modi'spolicies as yet morepandering to minorities( ie, pseudo -secularism). This subtleunderlying tensionbetween the leadershipand the base was neverpublicly articulatedearlier as Modi'spersonal popularity wasfar ahead of the party's,and the latter could notopenly oppose hispolicies. In Modi's first term, theparty and the leadershipstayed on the same pageas a second term couldnot be jeopardised. Nowthat the government hasbegun implementing apart of the party'spolicies in the secondterm, vocal sections inthe base are gettingimpatient. They thinkthat Modi is powerfulenough to win a thirdterm, and so there is noneed to pussyfootaround the Hindutvaagenda anymore.

Commissioner News ServicePATIALA : Train services havebeen stopped in some states asviolence continues over the newAgnipath recruitment scheme. The countrywide agitationagainst the Centre’s scheme hasdisturbed railway services, resulting in further delays incoal supply to Punjab and othernorthern states.“This may disrupt themovement of coal rakesspecifically to Punjab and othernorthern states, located far awayfrom coal mines in Jharkhand,”said a top Punjab State PowerCorporation Limited (PSPCL)functionary. “Consumers canexpect a price hike in powerranging from 70 paise to Re 1per unit, depending on theimported coal consumption tomeet the peak paddy seasondemand. With this agitation, there could be further delays intrain movements, delaying coalsupply,” added the official.

A senior functionary confirmedthat at present Ropar had coalstock for 16 days, LehraMohabbat 15 days and Rajpura21 days. However, the coalstock at Talwandi Sabo is justsufficient for five days and atGoindwal Sahib for one dayonly. As of now three of the four unitsof Ropar, two of the four unitsof Lehra, both units of Rajpura, all three units of Talwandi Saboand one of the two units ofGoindwal Sahib thermal plantsare running.“From yesterday, eight-hourpower supply has been startedfor paddy sowing. Although dueto the fall in temperature due to

the rain in some parts of thestate, power demand is hoveringaround 12,000 MW. Butdemand is expected to increaseto 15,000 MW in the comingdays when transplantation startsat the full swing,” said anotherPSPCL officer. The PSPCL is expecting start ofcoal supply from its Pachhwaracoal mine by June-end, but withagitating youth targetingrailways infrastructure, it maynot happen.Already Punjab’s powerdemand is high this season andthe limited coal stock has addedto the worries of the PSPCL.

Ipray that all survive.’’The realisation that there will beno letup in the attacks on Sikhsand Hindus by the ISIS (knownas Islamic State KhorasanProvince — ISKP) and a tweetby philanthropist PuneetChandhok led to overnightprocessing of visas. The issuance of visas to the lastbadge of Sikh and Hindu

minorities in Afghanistan comesagainst the backdrop of a 12-page pamphlet published by theISKP, threatening attacks on “allHindus” for the growingcloseness between the Talibanand New Delhi and thecomments made against ProphetMuhammad. It also called forwidespread massacre of Hindus“wherever you find them”.Another reason is that anyconnection with India will helpbuild the image of the recentlycreated Islamic State HindProvince (ISHP) with focus onthe subcontinent. The ISKP isunderstood to be bringing out itsliterature in Indian languages ina bid to radicalise vulnerableyouth in Pakistan, India andBangladesh. The “44 ways of jihad” bookletis popular among all kinds ofjihadists.
