AGENCY JAMMU, OCT 28 A mini bus fell into a gorge in Doda district of Jammu and Kashmir on Thursday killing 10 and injuring 15 others. Prime Minister Narendra Modi expressed his condolence and an- nounced ex gratia to the next of kin of the deceased and injured per- sons. Police said the mini bus was on its way from Thathri to Doda when near Sui Gowari it fell into the gorge. Eight of the bodies have been identified so far. "Ten people have died and 15 injured," the police said, adding that the rescue operation was launched immediately along with the locals and the district adminis- tration. The Prime Minister's Office tweeted: "Saddened by the road ac- cident near Thatri, Doda in Jammu and Kashmir. In this hour of grief, I convey my condolences to the be- reaved families. "I pray that the people who have been injured recover at the earliest. An ex-gratia of Rs 2 lakh each from PMNRF would be given to the next of kin of those who have lost their lives due to the accident in Jammu and Kashmir. The in- jured would be given Rs. 50,000." Earlier, Union Minister Jiten- dra Singh tweeted: "Learnt about tragic road accident near Thatri, Doda. Just now spoke to D.C.Doda Vikas Sharma. Injured being shift- ed to GMC Doda. Whatever further assistance required will be provid- ed. Meanwhile, my sincere condo- lence to the bereaved families." Office of Lieutenant Governor Manoj Sinha also expressed condo- lence: "Deeply anguished to hear about the tragic road accident in Doda. My thoughts and prayers for the families who have lost their loved ones. Have directed the dis- trict administration to provide im- mediate relief to families of the de- ceased and best medical assistance to the injured." Seven of the criti- cally injured were airlifted to the Government Medical College and Hospital in Jammu. Former Rohatgi, who repre- sented Aryan Khan, told media, "Bombay HC has granted bail to Aryan Khan, Arbaz Merchant, Munmun Dhamecha after hearing the arguments for three days. The detailed order will be given tomor- row. Hopefully, all they will come out of the jail by tomorrow or Sat- urday." Bombay High Court grant- ed bail to the three accused after hearing arguments for three days which began on October 26. Rohatgi expressed happiness over the order and said, "For me, it is a regular case - to win some, to lose some. I am happy that he (Khan) has got bail." The former AG said during the hearing that there was "no case of possession of drugs" against Aryan Khan, he was arrested wrongly and "it was a fit case for bail". He also focussed upon the histor- ical ties between India and ASEAN, its shared values, traditions, lan- guages, texts, architecture, culture and food and drink. "History is witness that India and ASEAN have had vibrant relations for thousands of years. Their glimpses show our shared values, tra- ditions, languages, texts, architecture, culture, food and drink. A bench of Justices M R Shah and A S Bopanna made it clear that it wants full im- plementation of its orders. Under the guise of enjoy- ment you (manufacturers) cannot play with lives of cit- izens. We are not against par- ticular community. We want to send strong message that we are here for the protection of fundamental rights of citi- zens, the bench said. The apex court said the earlier ban order on fire- crackers was passed after giving elaborate reasons. All firecrackers were not banned. It was in larger pub- lic interest. There is a partic- ular impression being creat- ed. It should not be projected that it was banned for partic- ular purpose. Last time we said that we weren't coming in way of enjoyment but we cannot come in way of fun- damental rights of people, the bench said. The top court said there must be some responsibility entrusted to authorities who have been given the right to implement the order on the ground. The bench said even to- day fire crackers are openly available in market. We want to send a mes- sage that we are here to pro- tect the rights of people. We have not put 100 per cent ban on firecrackers. Everybody knows what the people of Delhi are suffering (due to the pollution caused by fire- crackers, the bench said. The matter will be heard now at 2 pm. The apex court had or- dered six manufacturers to show cause why they should not be punished for contempt of its orders. India is peace-loving, but ready to take on any challenge: Rajnath Haryana: Speeding truck mows down 3 women at farmers' protest site JHAJJAR: Three women were mowed down by a speeding truck at the farmers' protest site on the Tikri-Bahadurgarh border on Thursday morning. Three other women were injured in the accident. One of them has been referred to the PGI, Rohtak. The deceased have been identified as Chhinder Kaur, Amarjeet Kaur and Gurmel Kaur, all of Mansa (Punjab). They had been participating in the farmers’ protest for the past few days. The accident occurred when the women were sitting on a divider waiting for an auto-rickshaw on the Jhajjar road to go to Bahadurgarh railway station to catch the train for Mansa, when the speeding truck hit them. Two of the women died on the spot while another succumbed to her injuries at the Civil Hospital in Bahadurgarh.

Defence Minister Rajnath Singh onThursday said India is a peace-lovingcountry, but is ready to face any chal-lenge, as he spoke about the discus-sions held at the Army Commanders'Conference.

Speaking at Terminal BallisticResearch Laboratory (TBRL) inPanchkula after inaugurating a testingfacility associated with warheads, theDefence Minister said it was dis-cussed how countries around theworld, their relations, trade, politicaland security affairs are changingacross the world.

"India has always been a peace-

loving country. It is against our valuesto start a conflict. But if need be, ourcountry is ready to face any chal-lenge," Singh said.

"Our PM says private industryshould be supported," he said.

Speaking at the conference onWednesday, Singh had commentedon the situation on the northern bor-der and expressed "full confidence"that "while troops are standing firm,the ongoing talks for peaceful resolu-tion of crisis will continue".

Referring to the situation alongthe western borders, he compliment-ed the Indian Army’s response tocross-border terrorism.

Jindal Stainless announces results HISAR: The financial results of Jindal Stainless (Hisar) Limited (JSHL) for Q2FY22 were taken on recordby its Board of Directors today. Accelerated pace of the vaccination drive and consistent decline in thepandemic’s impact have led to a quick economic recovery after the second wave of COVID in Q1FY22.Normalisation of demand from all consumer-facing segments has led to a rebound in sales volume.JSHL’s sales volume grew by 25% to 188,178 tonnes in Q2FY22 over Q1FY22. Primarily driven by high-er volumes in both domestic and export markets along with an increase in the share of Specialty ProductDivision (SPD) volumes, EBITDA grew by 31% in Q2FY22 over the sequential quarter. Chief Secretary Vijay Vardhan,reviews Jal Shakti MissionJASWINDER SHARMAKARNAL: Chief Secretary Vijay Vardhan reviewed the Jal Shakti Mis-sion, repair of damaged roads due to rains and crop residue manage-ment and availability of DAP manure with the Deputy Commissionersthrough video conferencing and gave necessary directions to them. TheChief Secretary took the progress report of the above schemes fromthe district wise Deputy Commissioners and asked them to work onthem at a faster pace in their respective districts. He laid special em-phasis on crop residue management and said that the burning of stub-ble should be completely stopped and action should be taken againstthe culprits. Every senior citizen ofPunjab can call on 14567 forany grievance.

Addressing the function,the Cabinet Minister said thatthe helpline will act as a uni-fied platform to reach out toevery senior citizen of Punjabby providing necessary infor-mation and interventionthrough highly committedpartners including govern-ment agencies, NGOs, Hel-pAge and volunteers. Besides

providing support and guid-ance, it will also make awareabout government schemesand programmes for theirwelfare and facilitate queries.For this purpose, the govern-ment has appointed field offi-cers in all 23 districts of thestate to help elders at groundlevel, she added.

Referring to the variouswelfare schemes of the stategovernment for elderly peo-ple, Mrs. Sultana said that theChief Minister S. CharanjitSingh Channi led state gov-ernment was taking all neces-sary initiatives to create theright policy framework forthe care of the elderly. Thestate government has doubledthe amount of old age pensionfrom Rs.750 to Rs.1500 permonth. At present, 18.15 lakhpersons are availing benefitsof the Old Age PensionScheme.

Four senior medical officers ofIndira Gandhi Medical College,Shimla, have tested Covid-19,according to health officials onThursday.

According to officials, foursenior medical officers fromENT and Surgery departmentsof Indira Gandhi MedicalCollege (IGMC), Shimla, havetested Covid-19 positive,creating a scare in the state-level hospital.

As per the information,samples of doctors were takenat IGMC on Tuesday, whereinfour doctors were testedpositive on Tuesday night,while the report of one of themis yet to come.

Confirming the report,IGMC Medical Superintendent,Dr Janak Raj said peopleshould abide by the Covid-19guidelines.

Meanwhile, 249 peopleincluding 79 students inHimachal Pradesh were testedCovid-19 positive. In Kangradistrict, as many as 59 schoolstudents were tested positive,while two corona positivepatients died on Tuesday.

Keeping in view thegrowing number of studentstesting Covid-19 positive, thestate government has decided to

close the schools and collegesfrom November 1 tillNovember 7 to break the chainof the virus.

According to the latestreport, the government willtake a final decision to open theschools on November 1 duringa Cabinet meeting.

The worst affected are fromKangra with 840 active cases,followed by Hamirpur with 377cases, Una with 229 cases,Mandi with 185 cases, Bilaspurwith 136 cases, Shimla with106 cases, Solan with 31 cases,Kullu with 37 cases andChamba with 22 cases. Nocases existed in the Sirmaurdistrict, which was declaredcorona free earlier this week.

Dengue cases and fakedoctor's rise in city

Despite Zirakpur being the most modern city in Mohali district, thenumber of dengue patients in the city is increasing day by day anddengue seems to be rampant in the city. The entire health departmentand the administration seem to have failed to control dengue in thecity. According to the report of Dhakoli Hospital, dengue has beenconfirmed in about 435 patients and the official report has confirmedthe death of 10 people with dengue. The number of dengue patientsand deaths in the city is on the rise. According to the informationreceived, there are many fake doctors in Zirakpur city whosegovernment does not have any record and these doctors try to earnmoney by treating patients without any degree. PM Ayushman Bharat-Health Infrastructure Mission: A giant leaptowards achieving self-reliance in future Pandemic Response

The COVID-19 pandemic presentedus with a set of complex challenges,demanding prompt response to the

evolving situation in a manner that also fa-cilitates rapid scaling up of public healthinfrastructure, with an approach calibratedto varying maturity of health systemsacross the country.

The unfolding public health emer-gency reiterated the need of a concertedand “Whole of Government” and “Wholeof Society” approaches to build up a com-prehensive, robust and prompt responsesystems. While the pandemic highlightedthe importance of public health functionsin response to such outbreaks, it alsogave us an opportunity to understand keystrengths and weaknesses in our currentsystems. We realized that significant in-vestments are needed to strengthen thehealth infrastructure, surveillance and re-

search and build the capacity to respondto outbreaks/disasters ensuring the avail-ability of essential services during suchtimes. Such response will also comple-ment country’s journey towards achievinggoals and targets of the National HealthPolicy 2017 and the Sustainable Develop-ment Goals (SDG).

Addressing the aforementioned con-cerns, the GoI has launched the PMAyushman Bharat-Health InfrastructureMission scheme amounting to Rs. 64,180crores, which is focused in building ca-pacities of health institutions across all lev-els of care, and to provide health infra-structure, surveillance and research tomake country self-dependent and enablestates to respond effectively to the currentand future public health emergencies. Thescheme has been designed to build pub-lic health capacities to make them ready

to deliver full range of services acrosscontinuum of care to all citizens and will bea game changer for the health sector.

The scheme focuses on strengthen-ing the districts, and enhancing self-re-liance through creation of infrastructure,which would ensure that districts have therequired capacities for surveillance andoutbreak management and are able toprovide primary as well as critical carewith equitable access to citizens, espe-cially to women, children and those be-longing to weaker sections.

Underlining the need for provision ofuniversal access to high quality Compre-hensive Primary Health Care, the Healthand Wellness Centres would enable at-tention to community and primary healthcare interventions in both rural and urbanareas. The PM Ayushman Bharat-HealthInfrastructure Mission would provide infra-

structure support to 17,788 HWCs in ruralareas of High Focus states including threeNorth Eastern States.

Based on the learnings from the man-agement of the current pandemic, whichaffected the urban areas disproportionate-ly including the migrants and other vulner-able subgroups, strengthening and ex-pansion of primary health care emergedas a pressing need for urban areas. Ac-cordingly, it has been planned to enablethe decentralized delivery of primaryhealth care services closer to the citizensthrough 11,044 Urban Health and Well-ness Centres (Urban-HWCs) in close col-laboration with Urban Local Bodies(ULBs). Currently, our Block Level health carefacilities are mostly focused on clinicalservices, and the COVID-19 outbreakhighlighted that sub optimal health focusat block level led to a constrained publichealth response; and thus, the schemeproposes to establish 3,382 Block PublicHealth Units (BPHUs), to address currentcapacity deficits and enhance the self-re-liance at the sub district levels. The dis-ease burden in the country also demon-strated the need for high quality laborato-

ry services at district and sub district lev-els. Given the limited capacity of publichealth surveillance, the investments arebeing made to establish Integrated PublicHealth Labs (IPHL) in 730 districts to de-velop and strengthen comprehensive di-agnostics and surveillance under oneroof.

Culled lifeWith the advent of the Covid-19 pandemic,

normal life — in India and across the world— has been fundamentally disrupted. More

worrying is the fact that the virus has also adverselyaffected life expectancy. A recent study has revealedthat life expectancy at birth of both men and womenin India decreased by around two years — from 69.5years and 72 years in 2019 to 67.5 years and 69.8years, respectively — in 2020 owing to Covid-19. Theterm refers to the average number of years that a new-born is expected to live if the mortality pattern at thetime of birth remains constant in the future. Given thatthe number of Covid deaths in the country has by nowcrossed 4.5 lakh — this is the official tally — the dropin life expectancy is not surprising. The pandemic haseven undone a decade’s efforts to increase life ex-pectancy in the country — it has now regressed to the2010 figures. But this is no reason to lose heart. Ex-perts argue that such a decline is not uncommon aftera health crisis of a massive scale — life expectancy inAfrica had dropped drastically owing to theHIV/AIDS epidemic, but it recouped in a few years.

The parity in the decline in life expectancy acrossthe gender divide can be misleading: the impact of thepandemic on men and women has been far fromequal. Globally, as in India, more women lost theirjobs during Covid-19 than men. During the lockdown,this difference amounted to 40 percentage points. Theburden of unpaid care work at home, exacerbated bythe pandemic, also fell disproportionately on femaleshoulders. However, government outreach and pallia-tive measures have not been weighted appropriatelyto correct this imbalance — even as India adminis-tered one billion jabs, official data indicate that 6 percent fewer women are getting vaccinated. Other mar-ginalized constituencies are being affected unevenlytoo. The pandemic’s wrath has fallen even moreharshly on the transgender community — many havereportedly been deprived of even the subsistence al-lowance of Rs 1,500 pledged by the Union govern-ment. The inoculation campaign has, thus, beensmeared by existing social cleavages. That the pan-demic would curtail life was expected; but it is theduty of the government to ensure vulnerable con-stituencies are not disenfranchised — socially, eco-nomically and in terms of health. Vigilance and clos-er monitoring of the health and rightful benefits ofwomen and those on the margins are key to equitablehealthcare and quality of life.

Air pollution reduces sperm countUniversity of Maryland School of

Medicine (UMSOM) researchershave shown how air pollution re-

duces sperm count by causing inflamma-tion in the brain.

The findings of the study were pub-lished in the journal 'EnvironmentalHealth Perspectives'. Scientists alreadyknow that the brain has a direct line to thereproductive organs affecting fertility andsperm count under stressful conditions.For example, emotional stress can lead toskipped menstrual periods in women.However, this latest study connects thedots on how breathing polluted air canlower fertility.

"Our findings showed that the damagedue to air pollution -- at least to the spermcount -- could be remedied by removing asingle inflammation marker in the brainsof mice, suggesting that we may be able todevelop therapies that could prevent or re-verse the damaging effects of air pollutionon fertility," said lead study authorZhekang Ying, PhD, Assistant Professorof Medicine at UMSOM.

Charles Hong, MD, PhD, the MelvinSharoky, MD Professor in Medicine andDirector of Cardiology Research at UM-SOM said, "These findings have widerimplications than just fertility, as there aremany conditions, such as high blood pres-sure, diabetes, and heart disease that canresult from brain inflammation due to airpollution."

About 92 per cent of the world popu-lation lives in areas where the level of fineparticles in the air smaller than 2.5 mi-crometres in diameter exceed the mini-mum safety standards set by the WorldHealth Organisation. These particles cancome from sources such as car exhaust,factory emissions, wildfires, and wood-burning stoves.

In past studies, some results haveshown that mice exposed to air pollutiondid not always have inflammation of thetestes -- the male sex organs that makesperm -- meaning that some other mecha-nism was potentially responsible for re-duced sperm counts. Knowing the directlink between the brain and the sex organs,the researchers tested whether air pollu-tion increased inflammation in the brain.

For this new study, researchers testedhealthy mice and mice bred to lack amarker of inflammation in the brain,called Inhibitor KappaB Kinase 2, orIKK2 for short, specifically located in thebrain's neurons.

They exposed both healthy and IKK2mutant mice to filtered air or air pollutionand then tested their sperm counts. Themice bred without the IKK2 inflammationmarker in their neurons did not have re-ductions in their sperm counts when ex-posed to the polluted air, unlike thehealthy mice.

Researchers then removed IKK2 fromspecific neurons to determine more pre-cisely how air pollution was leading to

lower sperm counts. They found that onespecific kind of neuron typically associat-ed with the sleep cycle and obesity was re-sponsible for the reduced sperm count dueto air pollution.

These neurons typically are found inthe hypothalamus, a part of the brainwhich controls hunger, thirst, and sexdrive. The hypothalamus also works withthe brain's pituitary gland, which makeshormones that communicate directly withreproductive organs.

"Looking back, it makes perfect sensethat the neurons in the hypothalamus arethe culprits perpetuating this inflamma-tion response that results in low spermcount, as we know that the hypothalamus

is a major pathway link between the brainand the reproductive system," said DrYing.

Consumer purchases of gold jewellery increased 33% y-o-yto 443t. Meanwhile bars and coins - a category of physicalgold products overwhelmingly bought by retail investors -saw a fifth consecutive quarter of year-on-year gains, with262t purchased in Q3. for ‘Shehzada’Kartik Aaryan is wasting no time in jumping from one project

to another and is all set to start shooting for his next, titled'Shehzada', with co-star Kriti Sanon. Taking to his

Instagram handle, Kartik posted a classy picture in which he canbe seen holding the clapperboard of the film in a stylish fashion.

For the picture, Kartik stands on the glossy, reflective floorof an elegant, white corridor. Adding a crown emoticon, he

wrote the caption, "#Shehzada Shuru..." Helmed by RohitDhawan, 'Shehzada' will mark the second collaboration

between Kriti and Kartik after their 2019 hit romanticfilm 'Luka Chuppi'. Apart from Kriti and Kartik,

Monday launched a voice-based social media app
