BANGLADESHI FIRMS SLOW IN INNOVATION Bangladeshs firms and institutions are lagging behind their counterparts in India Vietnam and Sri Lanka when it comes to invention and protection of intellectual property owing to inadequate research investment and awareness The Department of Patents Designs amp Trademarks (DPDT) granted patents for 106 inventions in 2016 out of 344 applications submitted by local and foreign firms Of the approved only seven were local patents In 2015 the state-run intellectual property rights authority approved 101 patent applications of which 11 were local In the same year 1388 products or inventions were patented in Vietnam and 6022 in India according to the World Intellectual Property Organisation The number of patents was also higher in Sri Lanka ldquoThe low number of patents is a symptom of weakness of our economy as higher number of patents reflects that an economy is on track of innovationsrdquo said Mustafizur Rahman a distinguished fellow of the Centre for Policy Dialogue a think-tank He said investment in research and development (RampD) especially in science and technology should increase to promote innovations of new products and technologies ldquoChina and India are investing more in RampD whereas our investments are lowrdquo the economist said citing that the two Asian economic powerhouses are registering for patents for higher number of items He said it is vital to encourage science education as the global economy will be more technology-driven in the coming days ldquoSo Bangladesh needs to focus on making the economy innovation-drivenrdquo Bangladesh advanced three notches to 114th in the WIPOs Global Innovation Index this year Yet the country growing at more than 6 percent annually is a laggard among its South Asian neighbours India ranked 60th and Sri Lanka 90th Nepal and Pakistan were also ahead of Bangladesh Rahman suggested the government offer incentives to the private sector so that they invest in RampD Md Sanowar Hossain registrar of the DPDT said lack of awareness and education is one of the reasons responsible for the low number of patents ldquoNew invention is necessaryrdquo he said DPDT officials and other stakeholders said public sector institutions have some RampD activities but investment in RampD by the private sector is scanty ldquoIncentives should be given to universities and innovatorsrdquo Hossain said ldquoAbove all increased awareness on the importance of intellectual property is necessaryrdquo The DPDT registrar however said the number of application for patents is higher this year from a year ago Total tally will be made available at the end of the year he added In Bangladesh 38 percent of the applications were submitted for patent of biotechnology between 2001 and 2015 followed by food chemistry organic fine chemistry and pharmaceuticals State-run Bangladesh Council of Scientific and Industrial Research (BCSIR) is much ahead of others in filing patent applications according to DPDT officials Md Zahurul Haque director of the Institute of Food Science and Technology at the BCSIR said many scientists are not aware of patenting

ADP SPENDING RISES 42PC IN JUL-OCT

Development spending rose 42 percent year-on-year to Tk 23815 crore in the first four months of the current fiscal year on the back of increased use of foreign aid The spending by the ministries and divisions between July and October was 1451 percent of the total allocation for the annual development programme according to figures from the Implementation Monitoring and Evaluation Division At this point last fiscal year Tk 16772 crore was spent which was 1360 percent of the total allocation The government has allocated Tk 164085 crore for development spending The use of foreign aid has been higher both in terms of implementation rate and amount In the first four months aid spending stood at Tk 11119 crore almost treble the amount of Tk 4861 crore from the same period a year earlier Aid utilisation was 1880 percent in July-October in contrast to 1215 percent in the same period a year ago The government is contributing Tk 95515 crore to the ADP from its own accounts Of which 1210 percent was spent in the four-month period The implementation rate was 1432 percent in the same period last fiscal year meaning this years outlay fell by more than 2 percentage points The spending however rose in terms of amount Tk 11555 crore was spent in the four-month period against Tk 10124 crore a year earlier A planning ministry official said a major target of the government this fiscal year has been to speed up the foreign aid-funded mega projects The government plans to spend about $7 billion in foreign aid in the current fiscal year The spending is on the right path the official said Of the 15 large ministries and divisions that account for 8083 percent of the allocation combined five spent higher than the average

The power division spent the highest 3595 percent followed by the local government division 2267 percent the agriculture ministry 1972 percent the road transport and highways division 1965 percent and the shipping ministry 1571 percent On the other hand some ministries and divisions underperformed One of them is the bridges division which is implementing a number of mega projects But it could only spend 512 percent of the allocation it received in July-October The biggest project under the division is the Padma Bridge project which got Tk 5524 crore for the current fiscal year But only Tk 342 crore was spent The total cost of the priority project is Tk 28793 crore of which half has been spent till October this year The budget set aside Tk 10502 crore for the science and technology ministry in the current fiscal year with majority of the fund going to the Rooppur nuclear power project In the first four months the ministry spent only Tk 218 crore or 021 percent of the allocation A planning ministry official said the construction work of the power plant will start in full swing from January next year ldquoSo at the end of the fiscal year the implementation rate will improverdquo he said The ICT division spent 1105 percent of the ADP fund the health services division 932 percent and the secondary and higher education division 1134 percent The railways ministry the primary and mass education ministry the energy and mineral resources division the housing and public works ministry and the water resources ministry were able to spend between 415 percent and 9 percent Source httpwwwthedailystarnetbusinessadp-spending-rises-42pc-jul-oct-1494250

AB BANK SHARES SUDDENLY IN DEMAND DESPITE LOSSES IN Q3

AB Banks shares were suddenly in demand yesterday although the private commercial lender incurred losses in the third quarter The bank was the most traded shares on the Dhaka Stock Exchange yesterday with securities valued nearly Tk 86 crore changing hands AB was one of the top gainers as it rose 672 percent The bank advanced Tk 16 to close at Tk 2540 the highest since April 4 according to the DSE The bank is trying to mobilise capital through issuing rights share which may have a positive impact on its stocks said a senior executive of AB Bank The board of the bank decided to issue two rights shares against three existing ordinary shares and is expected to get the approval from the Bangladesh Securities and Exchange Commission (BSEC) The decision will be approved at an extraordinary general meeting scheduled to take place today In July the bank submitted a proposal to the stockmarket regulator seeking permission to offer four rights share against five existing shares at a price of Tk 10 but the BSEC authorities did not give consent

BB GIVES LAFARGE 90 DAYS TO REMIT TK 504CR Bangladesh Bank has kept the valuation of Holcim shares unchanged at Tk 57202 -- 47 percent lower than the price proposed by Lafarge -- in its final approval casting a pall of uncertainty on the proposed merger of the two cement giants The central bank has given Lafarge 90 days more to remit the money to Amsterdam-based Holderfin whose shares in Holcim Cement Bangladesh it is acquiring As per the approval given back in September 17 Lafarge can remit a total of Tk 50478 crore for 88244 shares of Holcim within one month meaning the process was supposed to be completed by October 17 But Lafarge could not do it Lafarge had valued each share of Holcim at Tk 106 lakh and it sought permission from the BB to remit Tk 936 crore Earlier in October Lafarge asked the BB to review its decision according to a position paper of the company ldquoFor the interest of both Lafarge Surma Bangladesh and Holcim Cement (Bangladesh) its shareholders employees and for the future investment in Bangladesh allowing the remittance of the full amount under the share purchase agreement is very importantrdquo it said in its position paper Otherwise there is every possibility that this deal will fail which will be a bad example for the present and potential foreign investment in Bangladesh it added In December last year Lafarge Surma signed an agreement with Amsterdam-based Holderfin to purchase its holdings of Holcim Cement Bangladesh for Tk 936 crore ($117 million) Each of Holcims 88244 shares was valued at $132588 (Tk 106 lakh) The central bank has set the share price of Holcim in line with the international valuation method said a BB official It compared the share price of Holcim with that of British American Tobacco Bangladesh whose share is considered the most expensive in the Dhaka stock market The BB also looked at the share price of Heidelberg Cement Bangladesh a comparable stock for both Lafarge and Holcim

BANKS URGE BB TO GIVE MULTIPLE PAYMENT SWITCHES Banks yesterday urged the central bank to allow them to route their card transactions through multiple switches instead of a single platform the National Payment Switch of Bangladesh (NPSB) The call was made at a meeting between Bangladesh Bank Deputy Governor SM Moniruzzaman and the Association of Bankers Bangladesh (ABB) a platform for chief executives of the countrys scheduled banks The BB on August 24 instructed all banks to route their card transactions through the NPSB from the new year -- a move that was met with trepidation by banks and payment brands alike because of the risks it presents Anis A Khan chairman of the ABB welcomed the BB move to make card transactions cheaper by routing them through the NPSB ldquoBut we want a second source as depending on a single platform can be too risky A single node system is an easy target for hackers and fraudstersrdquo For instance there can be a technical failure in the NPSB bringing card transactions to a halt The switch can also be prone to hacking Similar moves like this in other countries have exposed the market to repeated and targeted cyber-attacks and delayed the introduction of world-class safety and security features according to ABB Khan who is also the managing director of Mutual Trust Bank said the leading global payment solution providers such as MasterCard and Visa can be other options Syed Mahbubur Rahman managing director of Dhaka Bank cited the case of neighbouring India where its central bank has its own payment network but the international payment brands ecosystem is also allowed Cards are issued based on customers discretion ldquoBut the BB has instructed banks to route all their card transaction through the NPSB This is not logical Card transactions through only NPSB will acutely create a single point dependencyrdquo MasterCard and Visa have already informed banks that they will not take any responsibility for any data breach while routing the cards through the NPSB according to the Dhaka Bank MD The NPSB is yet to get the PCI-DSS certification a global security standard for organisations that handle branded cards The standard was created by the five major payment brands -- JCB American Express Discover MasterCard and Visa -- to increase control around cardholder data to reduce fraud Furthermore the NPSB as of now has the capacity to handle transactions of magnetic stripe cards and not the more secured and the latest EMV chip cards Accordingly almost all card issuers in Bangladesh have started sending out EMV cards to their customers

Even one transaction from an EMV card routed to NPSB but treated as magnetic stripe transaction increases compromise risk said MasterCard Bangladesh in a letter to Moniruzzaman recently Besides banks nowadays offer a host of facilities on card usage in association with MasterCard and Visa which they would no longer be able to provide if all card transactions are run through the NPSB sidestepping the two global vendors gateways Rahman said ldquoCustomers will also be discouraged to use cards if they can no longer enjoy the benefitsrdquo he added Against the backdrop banks have urged the central bank to review its directive to route all card transactions from 2018 through the NPSB Subhankar Saha BB executive director and spokesperson said the central bank has taken the suggestions from banks positively ldquoWe will take a decision in this regard in the best interest of the countryrdquo he added MasterCard will also sit with the central bank to voice their dissatisfaction about the BB initiative Source httpwwwthedailystarnetbusinessbanks-urge-bb-give-multiple-payment-switches-1494226

REJOINDER AND OUR REPLY Major (Retd) Abdul Mannan former chairman of Bangladesh Industrial Finance Company (BIFC) a non-bank financial institution issued a rejoinder against a report titled BIFC on the verge of collapse published in The Daily Star on November 14 Here is what Mannan said in the rejoinder BIFCs loan recovery from 42 borrowers during 2005-2015 was unsatisfactory when the total loan sanctioned was Tk 39429 crore Loan recovery until 2015 was only Tk 8179 crore But the interest accrued was Tk 44545 crore plus the penal interest at Tk 735 crore Upon receiving an audit report from the Bangladesh Bank I as the sponsor director and former chairman of BIFC board assured Bangladesh Bank to help recover the loan of Tk 31250 crore and the interest thereon In the meantime most of the 42 borrower companies have applied to BIFC for waiving interest on Tk 50766 crore with Tk 9669 crore penal interest which as per the borrowers was very high Some of the borrowers met with the BIFC board members and Bangladesh Bank officials to convince them to get the interest portion waived but no settlement on the interest element could be secured yet However I have been continuously persuading the borrowers for the loan repayment which could be possible only if the BIFCs current board considers waiving some portion of the high interest charged by BIFC But BIFCs problem is elsewhere The current board represents only 5 percent public shareholders They do not have the mandate to settle the BIFCs current issues BIFCs current board has been declared illegal by the High Court and an EGM is on the cards Once the legal board is elected through the EGM BIFCs current financial crisis can be solved Our reply We made the report based on Bangladesh Banks findings The rejoinder did not address issues mentioned in the report and brought some issues that were not in the report Umme Kulsum Mannan wife of Mannan and also a former chairman of BIFC was contacted for the report She said the dues are being paid off gradually So we stand by our report Source httpwwwthedailystarnetbusinessrejoinder-and-our-reply-1494220

NBR ISSUES FINAL DEMAND NOTICES TO 4 TELCOS TO PAY TK 883CR The National Board of Revenue has issued final demand notices to four mobile operators asking them to pay Tk 88335 crore in second phase of outstanding SIM replacement tax within 90 days In four separate demand notices to Grameenphone Banglalink Robi and Airtel (now merged with Robi) the Large Taxpayersrsquo Unit (Value-Added Tax) of the revenue board on Monday said that the companies dodged the amount in supplementary duty and VAT on sales of SIM between July 2012 and June 2015 The mobile operators evaded the tax against around 241 crore SIM cards through SIM replacement process under which the operators sold the SIMs to new subscribers but declared those as replacement to original subscribers according to the demand notices of the LTU Of the amount GP dodged the highest amount of Tk 37895 crore against 106 crore SIMs Robi Tk 28520 crore against 7526 lakh SIMs Banglalink Tk 16891 crore against 4575 lakh and Airtel evaded Tk 5026 crore against 1359 lakh SIMs in the period through selling new SIMs which they claimed as replacement Officials of the LTU said that they found the evasion in second phase scrutiny of VAT returns of the companies Mobile operators on June 22 lost a legal battle at NBRrsquos VAT appellate tribunal regarding previous dispute over SIM replacement tax worth Tk 2048 crore for the period from July 2007 to December 2011 and filed writ petition at Appellate Division against the verdict The LTU on June 29 issued primary demand notices along with show-cause notices for the second phase SIM replacement tax asking the companies to explain within 15 days why they will not pay the amount to the government exchequer The operators can also attend hearings to place their arguments against the LTUrsquos claim according to the show-cause notices

CABINET OKAYS RATIFICATION OF DEAL WITH BHUTAN The cabinet at a meeting on Monday approved ratification of the agreement between Bangladesh and Bhutan on avoidance of double taxation and evasion of tax between the two countries Presided over by prime minister Sheikh Hasina at her office the cabinet decided to ratify the agreement that aimed at increasing trade and commerce between the two South Asian neigbours Cabinet secretary Mohammad Shafiul Alam during a briefing at the secretariat said the deal was signed when the PM visited the Himalayan kingdom in April Officials of the National Board of Revenue said that they would publish a gazette notification within few days after getting the decision of the cabinet They will also convey the message to its Bhutanese counterpart The agreement will come into effect once Bhutan will complete all processes including ratification of the agreement they said Avoidance of Double Taxation Agreement is an international tax treaty which boosts cooperation in the areas of trade and investment between two countries The major objectives of the agreement are to avoid double taxation on its citizens and prevent tax evasion and capital flight from the country Currently Bangladesh has such agreements with 34 countries including Bhutan

GOVT SETS APRIL 2018 DEADLINE FOR COMPLETING REMEDIATION The government has set April 2018 as the deadline for completing remediation works in the readymade garment factories inspected under the joint initiative of Bangladesh government and the International Labour Organisation The Department of Inspection for Factories and Establishments on Sunday started holding meetings with the factory owners on evaluation progress and asked for removing all the safety faults in the units by April 2018 lsquoNow we are holding meetings with the factories housed in their own buildings to evaluate their remediation progress and the factory authorities have been asked to complete remediation by April 2018rsquo DIFE inspector general Md Shamsuzzaman Bhuiyan told New Age on Monday He said that if any factories inspected under ILO supported national initiative failed to fix all the faults by the deadline they would have to face legal action Shamsuzzaman said that DIFE would not allow renewal of licence for the noncompliant RMG units after the deadline According to the DIFE statistics some 1549 garment factories which remained outside the purview of the inspection conducted by two buyersrsquo groupsmdashAccords and Alliancemdashhad been inspected under the national initiative Following the completion of initial inspection in November 2015 the factories registered about 20 per cent progress in remediation in last two years DIFE inspector general said that of the 1590 factories inspected under the national initiative 513 have been closed 64 relocated to new buildings 14 located in economic zone areas and 178 factories added to the list of global buyersrsquo platformmdashAccord and Alliance After the Rana Plaza building collapse that killed more than 1100 people mostly garments workers in April 2013 EU retailers formed Accord on Fire and Building Safety in Bangladesh while North American retailers formed Alliance for Bangladesh Workersrsquo Safety Both the initiatives launched inspection programmes in the Bangladeshi RMG factories from where their members procure products and the initiatives completed their primary safety assessments in over 2200 factories lsquoNow we are monitoring the remediation work in 780 factories under the government initiative and of them 312 factories are housed in their own buildings while 468 housed in shared and ranted buildingsrsquo Shamsuzzaman said The DIFE held meetings with the factory authorities who run their units in their own buildings in Dhaka and Narayanganj zones on Sunday and Monday respectively Meetings with the factory owners of Gazipur and Chittagong zones would be held on today and Saturday next respectively In the month of August this year DIFE held meetings with the owners who are running their factories in shared or rented buildings and asked them to submit timeframe for completion of corrective action plan at their units

TIB SUBMITS DRAFT GOLD POLICY TO GOVT SUGGESTS OPENING UP IMPORT Transparency International Bangladesh has placed a draft policy on gold trade to the government suggesting reduction of import duty full opening of import in phases and bringing all gold traders under licence for ensuring discipline transparency and accountability in the sector It also suggested the government for offering legality of all gold and gold ornaments irrespective of their sources through declaring a general impunity Traders will be able to make their gold legal within a timeframe by paying taxes and the government will confiscate the unregistered gold and ornaments after the deadline The government will also encourage export of gold ornaments through giving incentives and duty rebate on import of gold for export oriented traders the draft policy stated Berlin-based anti-corruption watchdog Bangladesh chapter has recently placed the draft before finance minister AMA Muhith following his request as the ministry took a move to frame a policy for the sector after recent surge of gold smuggling into the country and exposure of dark side of the countryrsquos gold business Customs Intelligence and Investigation Directorate of the National Board of Revenue alone seized around 1200 kilograms of smuggled gold in the last three years at international airports of the country The directorate seized 540kg gold from Apan Jewellers outlets in May as the business house failed to furnish documents of the sources of the gold during drives No businesses will be able to furnish documents as the jewellers in the country depend on informal supply chain including smuggling for gold to meet the domestic demand in the absence of easy legal system for its import There is no policy on gold trade and regulations though the precious metal is very important in trade and investment In the draft the TIB proposed to make obtaining licence mandatory for gold and gold ornaments traders within a deadline Traders must have taxpayersrsquo identification numbers Gold trade will be brought under value-added system and transactions above Tk 1 lakh would be made through banking channel Gold mortgage business will also come under legal framework According to the draft a gold warehouse will be established in the country under the supervision of Bangladesh Bank which will sell gold seized by different authorities to the traders Initially traders will be allowed to import gold needed to meet their annual demand Bangladesh Bank and the National Board of Revenue will monitor the issue Finally the government can make the import open considering the economic strengths of the country The government will also increase capacity of agencies including customs and law enforcement agencies for preventing gold smuggling into the country and for using the country as a corridor The TIB also estimated based on information from different sources that the overall annual demand of gold might be around 35-40 tonnes for the gold industry Of which around 10 per cent of demand is met from recycled gold

MANAGING THE BANKING SECTOR FAULT LINES

Reforms over the past two decades or so have greatly improved the quantity and quality of banking services in Bangladesh

The urban areas are well served by a competitive banking sector with convenient access and a range of banking products including electronic banking The rural areas are increasingly coming under the spread of commercial banking supplemented by the large growth of microfinance institutions A growing number of the unbanked rural population is being serviced through mobile financial services Interest rates are falling sharply and many borrowers with good track record are getting loans at single digit interest rate But there is still a long way to go especially to service the remaining large unbanked population and to meet the financing requirements of the host of micro and small enterprises that do not have access to banking sector credit Still the above achievements are to be celebrated Policy effort should now seek to consolidate the gains and focus the banking sector agenda to achieve the countrys dream of securing the upper-middle income status by 2031 How well prepared is the sector to respond to this challenge Unfortunately there are signs that some deep fault lines are emerging which if not addressed swiftly and with resolve could create serious difficulties and hurt the countrys effort to move to the upper middle-income status These fault lines can broadly be grouped under two headings the growing incidence of non-performing loans and the growing asset concentration among single borrowers International evidence suggests that both present high risks to the financial health and stability of the banking sector Indeed the range of prudential norms underscored in the Basel rounds (Basel III now in place) is meant to guard against these and other systemic risks International evidence also shows the critical importance of having a highly professional and autonomous banking sector regulator globally known as the central bank to serve as the guardian of the banking sector health and to protect the depositors confidence in the banking system The lack of autonomy of the Bangladesh Bank is the third fault line that requires careful political debate and resolution The amount of NPL climbed to an astounding Tk 70400 crore ($88 billion) in fiscal 2016-17 which is 90 percent of Bangladeshs actual annual development spending for the year While traditionally the NPL phenomenon is large in public banks for well-known governance problems the evidence of rising NPLs in private banks presents additional challenges In a market economy business-cycle related downturns can cause financial difficulties for private firms that could spill over to the banking sector But there are many corrective instruments that the BB can use to manage these shocks What are near-impossible to tackle are difficulties infused in private banking by political interventions including constraints on the effectiveness of BB supervision One of the prudential instruments for portfolio management is the selection of bank board members based on the ldquofit and properrdquo test There is a widely shared concern in the banking professional community that the quality of the boards in many private banks is weakening There is a growing dominance of non-professional private bank boards often based on family connections and the BB has very little authority in practice to correct that As a result lending decisions are not always made on solid business evidence but on connections In this case the risk to NPLs will obviously increase Furthermore there is now a proposal under active consideration to further relax the prudential norm regarding board selection by increasing the tenure of board membership and allowing as many as four members of the same family to sit on the board

Prudential norms usually limit the banking sectors exposure to an individual and or family to a small number (usually to 10 percent) with a view to protecting the domino effect of the collapse of a business on the banking sector Global evidence of business collapses during an economic downturn is plenty The most recent episode was the global financial crisis of 2008-2010 triggered by irresponsible lending and economic downturn in the US A large Bangladeshi business dealing with speculative commodity trading stock market shares or real estate transactions can easily go under which could lead to its inability to service its bank loans The larger the exposure of this firm the larger the risk to the banking sector It is a no-brainer that the BB needs to protect the health of the banking sector against this risk by setting banking sector-wide exposure limits and closely monitoring its implementation Due to confidentiality the BB does not publish the asset concentration data But there is common talk in the banking profession that this asset concentration is growing including through acquisition of several banks under single family ownership Whether or not it is true the government and the BB would know best If true the BB needs to worry a lot and alert the highest level of policymaking about the associated risks and the possible reform options The degree of autonomy granted to a central bank is a contentious subject in most developing countries In advanced economies this is taken for granted and is an important indicator of good governance As Bangladesh aspires to attain upper middle-income status it must also reform its institutions including the establishment of a professional and autonomous central bank If this principle is accepted the government may want to re-examine the current management of the banking sector and strengthen the reach of the BB supervision to all banks along with full application of all prudential norms It must also refrain from any intervention in the functioning of the BB Bangladesh should be proud of its many achievements in the banking sector It now needs to build on them and push ahead with banking reforms that will support the realisation of upper middle-income status by 2031 Several deep fault lines have emerged that should be deftly managed to prevent backsliding on progress A combination of growing NPLs and asset concentration if unchecked can jeopardise the stability of the banking sector Swift actions are needed to address these concerns The best solution is to increase the authority and autonomy of the BB to strengthen supervision of all banks (public and private) and apply the full prudential norms Source httpwwwthedailystarnetbusinessmanaging-the-banking-sector-fault-lines-1494187

BANGLADESHI FIRMS SLOW IN INNOVATION Bangladeshs firms and institutions are lagging behind their counterparts in India Vietnam and Sri Lanka when it comes to invention and protection of intellectual property owing to inadequate research investment and awareness The Department of Patents Designs amp Trademarks (DPDT) granted patents for 106 inventions in 2016 out of 344 applications submitted by local and foreign firms Of the approved only seven were local patents In 2015 the state-run intellectual property rights authority approved 101 patent applications of which 11 were local In the same year 1388 products or inventions were patented in Vietnam and 6022 in India according to the World Intellectual Property Organisation The number of patents was also higher in Sri Lanka ldquoThe low number of patents is a symptom of weakness of our economy as higher number of patents reflects that an economy is on track of innovationsrdquo said Mustafizur Rahman a distinguished fellow of the Centre for Policy Dialogue a think-tank He said investment in research and development (RampD) especially in science and technology should increase to promote innovations of new products and technologies ldquoChina and India are investing more in RampD whereas our investments are lowrdquo the economist said citing that the two Asian economic powerhouses are registering for patents for higher number of items He said it is vital to encourage science education as the global economy will be more technology-driven in the coming days ldquoSo Bangladesh needs to focus on making the economy innovation-drivenrdquo Bangladesh advanced three notches to 114th in the WIPOs Global Innovation Index this year Yet the country growing at more than 6 percent annually is a laggard among its South Asian neighbours India ranked 60th and Sri Lanka 90th Nepal and Pakistan were also ahead of Bangladesh Rahman suggested the government offer incentives to the private sector so that they invest in RampD Md Sanowar Hossain registrar of the DPDT said lack of awareness and education is one of the reasons responsible for the low number of patents ldquoNew invention is necessaryrdquo he said DPDT officials and other stakeholders said public sector institutions have some RampD activities but investment in RampD by the private sector is scanty ldquoIncentives should be given to universities and innovatorsrdquo Hossain said ldquoAbove all increased awareness on the importance of intellectual property is necessaryrdquo The DPDT registrar however said the number of application for patents is higher this year from a year ago Total tally will be made available at the end of the year he added In Bangladesh 38 percent of the applications were submitted for patent of biotechnology between 2001 and 2015 followed by food chemistry organic fine chemistry and pharmaceuticals State-run Bangladesh Council of Scientific and Industrial Research (BCSIR) is much ahead of others in filing patent applications according to DPDT officials Md Zahurul Haque director of the Institute of Food Science and Technology at the BCSIR said many scientists are not aware of patenting
