Chapter 1
Executive Summary
1.1 General
“Bharatmala” is the name given to the ambitious road and highways project of present Union
Government. The project starting from Gujarat and Rajasthan, moving to Punjab and then cover
the entire string of Himalayan states -Jammu and Kashmir, Himachal Pradesh, Uttarakhand - and
then portions of borders of Uttar Pradesh and Bihar alongside Terai, and traverse
to Sikkim, Assam, Arunachal Pradesh, and right up to the Indo-Myanmar border in Manipur and
Mizoram where it ends. The Government under the scheme plans to construct about 5,300 km of
roads under the Bharatmala Project.
The Strategic Importance of the Project are:
It will improve connectivity in border areas. Currently supplies to India’s troops as well as
military transport happens through poor quality roads which can be a negative factor for
armed force during emergency and war situations “Bharat Mala” is designed to take care of that;
There is a crucial economic factor too behind “Bharat Mala” project as through proper infrastructure of roads borders will open up and border trade will start which will boost up
the economy of hilly area and native people. Roads are the machinery of development as
they drive the economy. States with proper road connectivity are economically at good
position.
The National Highways Authority of India (NHAI) has been entrusted with the assignment of
Project Management Consultancy including preparation of Feasibility Study/ Detailed Project
Report of selected road stretches/corridors of various roads in the States of Bihar, Gujrat,
Rajasthan, Uttar Pradesh, West Bengal, Tamil Nadu & Puducherry and Odisha to Two/Four lane
with paved shoulder NH configuration under BHARAT MALA Project.

The Consultancy services are to be provided in three stages as brought out below:
Stage 1 : Inception Report
Stage 2 : Feasibility Report
Stage 3 : Detailed Project Report (DPR)
Inception Report & QAP
The Draft Inception Report including Quality Assurance Plan (QAP) Documents was submitted
vide letter no. Marc/NHAI/BM/05/2015-16/18 dated 29.03.2016.The Inception Report covering
existing project details, detailed approach and methodology, further development of the Project
road, design standards and proposed cross sections, etc. was discussed in detail, with the Client.
The Final Inception Report including QAP documents, incorporating Clients
comments/observations were submitted vide letter no. Marc/NHAI/BM/05/2015-16/53 dated
02.08.2016.
1.1.2 The Report
The report in hand is the Final Feasibility Report, based on the approach & methodology
detailed out in the Inception Report and from the available data, and the results of surveys and
investigations carried out in pursuance to the feasibility studies.
1.2 An Overview of MoRT&H/NHAI
Chapter-2 of Final Feasibility Report presents an overview of MoRT&H/NHAI and the NHAI
Organization and activities and project financing and cost recovery mechanisms.
1.3 Project Description, Possible Alternative Alignments & Technical Engineering
Alternatives
Chapter 3 of Final Feasibility Report describes about the Project Description including
possible Alternative Alignments and Technical Engineering Alternatives.
1.3.1 Project Highway Description
Project Road sections “Tanot-Ramgarh-Bhadasar-Jaisalmer (NH-68) and Mokal-Sarkaritala upto
Pakistan Border were selected by the NHAI for development programme under Bharat Mala
Project for upgradation to Two/Four lane with Paved Shoulder NH . The total length of these road
sections, under the study as per TOR is 205 Km. The project Road Sections fall under District
Jaisalmer in the state of Rajasthan. Based on various stakeholders consultations a final decision
was taken vide DGMO letter no.NHAI/PIU-Barmer/BM/DPR/Pkg-05/2016-17/1713 dated
26.12.2016 and the Section wise road lengths are as under :

1.3.1.1 Need of the project
Currently supplies to Indian troops and military transport happens through poor quality roads and
military which is a negative factor for armed forces during war situations. The Project road is
designed to take care of that. There is a crucial economic factor also as through proper road
infrastructure borders will open up and border trade will boost.
The Project road lies in Jaisalmer district of Rajasthan and is the major link to Indian Army for
accessing Indo-Pak border during peace time and operation time. The Army conduct exercise in
this area during peace time also. Widening of this road to 2-Lane with paved shoulders would
further improve the connectivity in terms of achieving smooth and safe traffic flow and improve
level of service along with, substantial socio-economic gain in terms of reduced Vehicle
Operating Cost (VOC) and reduced travel time and speed access. Hence improvement of this
road is required.

1.3.1.2 Built up Location of project road
The Project Highway Traverses through Jaisalmer district in Rajasthan State. The project
highway starts at Tanot and passes through eleven villages Ranao, Ramgarh. Joga, Sanu,
Mokal, Bhadasar, Lanela, Rupsi, Bharamsar and Badabagh. It ends at Jaisalmer (NH-68) Km.
325.877.Existing road width is of 2 Lane configuration. The available ROW varies 25 m to 35
m.A detailed study of the project highway has been carried out in two stretches as described
hereunder:
Stretch – I : From Chainage 0.000 to 123.875 (Jaisalmer to Tanot (NH-68))
From Chainage 323.863 to 325.877 (Jaisalmer to Tanot Old NH-15(NH-68))
Stretch – II : From Chainage 0.000 to 68.150 (Mokal to Sarkaritala).This stretch passes
through villages Sultana and Sarkaribuli.
The map of project road is given in Figure 1.The details of the habitations are given in Table1.2.

1.3.1.3 Characteristics of Existing Project
The existing paved carriageway width is intermediate lane, single lane, gravel road and 2-
lane.The road is deficient in meeting horizontal and vertical alignment standards. Salient features
of existing project highway have been summarized in Table 2.

From the traffic projections it is seen that section Km. 114.758 to Km. 125.573 (Design Chainage) is done for 4 laning in view of
MoRT&H Circular no RW/NH-33044/37/2015/S&R(R) dated 26 May,2016 .

1.3.1.6 Engineering surveys & Investigations
1.2.1.6.1 Topographic Surveys
Topographic survey has been carried out on the Project Highway. The GTS Bench mark value of
224 m (RL) Rail Track from Jaisalmer railway station is applied all along the Project Road.
1.2.1.6.2 Existing pavement
CBR Value
The soaked CBR values of existing sub-grade soil varies from 8.0 to 12.00%.
Roughness Survey was carried out along the Project Highway. It is observed that roughness is
high, and the surface condition of the road is fair to very poor.
The evaluation of structural strength of existing flexible pavement was carried out using a
Benkelman Beam in accordance with the procedure given in IRC 81-1997.
To assess the characterization of Sub-grade, following tests were conducted on each of the
subgrade samples collected from trial pits:
Grain size distribution (Wet)
Atterberg’s Limits (Liquid limit and plastic limit) Modified Proctor Density at three compaction levels
Four days soaked CBR at three energy levels
The laboratory test results are included in the Chapter 4B Engineering Survey & Investigations.
The road construction materials have been identified by the Consultant and the details are given in
Chapter 4 B Engineering Surveys & Investigations.
As per details obtained from the field verification the existing ROW generally varies from 25 m to
35 m in both sections. Existing ROW for Old NH-15 (New NH-68 ) is 45m.

The 2/4 Lane Project Highway has been proposed for development as per Manuals of
specification and standards for two/four laning of highways (IRC:SP:73-2015/IRS:SP:84-2014)
and Ministry of Road Transport and Highways (MoRTH) Guidelines. In Case of any deviations
from these guidelines, the reasons have been specifically mentioned in Schedule-D. All efforts
have been made to maintain consistency of design criteria factors on account conditions. Design

1.3.1.8 Improvement Proposals
4 laning has been proposed in a length of 10.815 Km. as per design chainage 114.758 to 125.573.
Two Laning has been proposed in the remaining length as given below:
(i) Tanot to Jaisalmer - Ch. 0.000 to Ch. 114.757
(ii) Mokal to Sarkaritala - Ch. 0.000 to Ch. 67.950.
For section Proposed for 2 lane with paved shoulders existing ROW is sufficient while for section
proposed for 4-laning 60/45 m ROW has been proposed.
The following widening options are proposed for 2/4 lane sections.
(i) Proposed Widening to the Left/Right of the Existing Carriageway
(ii) Concentric Widening of Existing Carriageway .

Flexible pavement has been proposed for main carriageway and for slip roads. Rigid

Drainage system including surface and subsurface drains for the Project Highway shall be

1.3.1.17 Retaining Wall/ Brest wall
Retaining wall / breast wall shall be provided as per site requirements and Cross sections
given to accommodate in the proposed ROW. In addition to the above, retaining wall shall
be provided at the locations where the ROW is insufficient and other locations of high
embankment as per site requirement and decided by the Independent Engineer, IRC
guidelines and standard specifications, as per IRC Manual. The length provided is 51.193

have been proposed in the Improvement Proposal and in the Cost Estimates.
1.4 Construction Material
Due to favorable topography earth material for the project is available in abundance close to the
project road. Soil samples of identification borrow areas mostly conform to MoRTH specification
and will be operated and rehabilitated as per IRC : 37-2012. Stone aggregates will be sourced from
existing licensed quarries. However/contractor may use any source subject to compliance of
statutory/legal requirements. Sand is also available in plenty in nearby areas of the project road.
Water requirement for construction will be met through irrigation department or public health
department.
1.5 Socio-Economic Profile of the Project Influence Area
The socio-economic status of the project influenced districts.
Both the Project road sections lie in Jaisalmer District. Jaisalmer is located within a rectangle
lying between 26°.4’ –28°.23' North parallel and 69°.20'-72°.42' east meridians. It is the largest
district of Rajasthan and one of the largest in the country. The breath (East-West) of the district is
270 Kms and the length (North-South) is 186 Kms. District Jaisalmer is bounded on the north by
Bikaner, on the west & south-west by Indian boarder, on the south by Barmer and Jodhpur, and on
the east by Jodhpur and Bikaner Districts. The length of international boarder attached to District
Jaisalmer is 471 Kms.
The project districts have a lot to offer for Tourism. A number of tourist places and religious and
other famous places are near to the Project road as detailed in Chapter 5 Socio-economic Profile
of Project Influence area.
Jaisalmer district is one of the six districts, those comes under Jodhpur division. District Collector
is head of the district for revenue, Law and order matters. District Collector & District Magistrate
is the head of District Administration. For administration and development, the district is divided
in Sub Divisions and tehsils (sub-districts). The District Jaisalmer has 3 sub-divisions. Each of the
sub-divisions is headed by a Sub-divisional Officer (SDOs) / Magistrates, the officers are
responsible for implementation of law and order matters in their respective sub-divisions.
Infrastructure facilities viz; education, medical, drinking water, communication, postal services
and banking are available in the District.
1.6 Environmental Screening and Preliminary Environmental Assessment
Preliminary environmental assessment / environmental screening has been carried out in the
project area during January-February 2017. The results of the preliminary screening lead to
identification of the nature and extent of environmental issues needing more detailed examination.

The project road sections traverse through the district of Jaiselmer in the state of Rajasthan.
Section 1 starts from Tanot-Ramgarh-Bhadasar-Jaisalmer ( NH-68) and Section 2 is connecting
Mokal - Sarkaritala . Both the sections covering a total length of about 191.875 kms. Section 1 is
running south-east to north-west direction between Longitudes 70056' & 70021' and lies between
Latitudes of 26055’ & 27047’. While section 2 under the project is running from south to north
direction between Longitudes 70045' & 70054' and lies between Latitudes of 27007’ & 27042’ within the state of Rajasthan.
Rajasthan is one of the driest regions in India. Except in the hills of the Aravali range, temperature
in most other parts of the state reaches the 45oC mark during the summer months. Winters are mild
in Rajasthan with the temperatures ranging between 22oC and 8oC. The climate of Rajasthan is
characterized by dry and hot winds. The rainfall, which is characteristically scanty, comes during
the month of July and September. However rainfall is comparatively high in the hilly Aravali
range. The southwest region of the state, being on the tropical region is considerably humid.
The project road does not pass through any protected areas (national park, wild life sanctuary,
reserve/protected forests). Road plantation is done with very thin vegetation cover in open and
barren land use while thin vegetation covers in area with agricultural land use near the canal
crossing and irrigated land
1.7 Initial Social Assessment and Preliminary land Acquisition/Resettlement Plan
It is evident from the screening and secondary records obtained from the NHAI and BRO that the
available ROW is sufficient to accommodate the proposed improvements. Land acquisition will be
required at few proposed locations that will be carried out as per the provisions of the National
Highways Act, 1956 and further amendments.
A resettlement action plan (RAP) will be prepared on the basis of social impact assessment and
through meaningful consultation with the affected persons. The RAP will include measures to
ensure that the displaced persons are (i) informed about their options and entitlements pertaining to
compensation, relocation, and rehabilitation; (ii) consulted on resettlement options and choices;
and (iii) provided with resettlement alternatives. During the identification of the impacts of
resettlement and resettlement planning, and implementation, the client will pay adequate attention
to gender concerns, including specific measures addressing the need of female headed households,
gender-inclusive consultation, information disclosure, and grievance mechanisms, to ensure that
both men and women receive adequate and appropriate compensation for their lost property and
resettlement assistance, if required, as well as assistance to restore and improve their incomes and
living standards.

Base line socio-economic and census survey to assess the impacts on the people, properties and
loss of livelihood due to the proposed project implementation were carried out. The socio-
economic status of the local community and the affected persons are also assessed.
1.7.2 Acquisition of Land
The proposed upgradation of the Project Highway of 193.523 km length is to 2-Lane carriageway
with Paved shoulders in a length of 182.708 km, the remaining section of 10.815 km to 4-Lane
divided carriageway with paved shoulders. To accommodate the required lane configuration,
approximately 58.97 Ha. land is required to be acquired as per preliminary survey and engineering
designs.

Civil cost has been estimated based on MoRTH’s Data Book
The basic rates for material and cartage have been taken from the SOR (2016-17) of
Jaisalmer PWD.
The basic rates for labour has been taken from Labour SOR (2016-17) of Jaisalmer PWD
The basic rates of Bitumen and Steel have been taken from websites of nearest IOCL
refinery and SAIL respectively.
The basic rate of cement has been taken from INAMPRO site.

1.9 Economic Analysis
Economical Analysis has been carried out for the Project Highway using HDM-IV
The sensitivity scenarios take into account possible construction costs overrun, traffic volume,
revenue short falls, interest rate volatility, non-compliance or default by contractors, and political
risks, has also been carried out considering the following four scenarios:
Case-I Base Cost and Base Benefits
Case-II Base Cost plus 15 % and Base Benefits
Case-III Base Cost and Base Benefits minus 15%
Case-IV Base cost plus 15 % and Base Benefits minus 15%
The output of Sensitivity analysis obtained from the HDM-4 is presented in the Table 11.6 for
Case-1, Case-II Case-III and Case-IV for both the alternatives respectively. Summary of the same
is tabulated below:

The economic analysis thus carried out reveals that the project for a period of 30 years &
Discount Rate of 12% for Optimistic Growth Scenario results in Undiscounted NPV (in
million Rs.) 27952.62, Discounted NPV (in million Rs.) 400.90 & EIRR of 12.8% which is
more than the minimum 12% criteria and thus seems to be economically viable for the
present cost & present traffic condition

Based on the project structure traffic study and toll rate analysis, financial feasibility
analysis has been carried out as per the methodology outlined in earlier sections. The
minimum Equity IRR (Return on Equity) considered for the project is negative in this
section, VGF during construction 40%. As per current scenario, existing traffic is low.
