Introduction

1.1. Background Atkins has been appointed by G F Tomlinson to undertake a Travel Plan (TP) to consider the proposed development of an Alternative Provision (AP) School on the site of the existing Teaching and Learning Centre in Lincolnshire. The location of the proposed site is shown in. It is situated in the Grantham area of Lincolnshire, approximately 1.4km from the City Centre.

The proposed school is to accommodate 63 pupils ranging from 5-16 years of age and 30 staff. Alternative provision is defined by the departments statutory guidance for local authorities as: ‘education arranged by local authorities for pupils who, because of exclusion, illness or other reasons, would not otherwise receive suitable education; education arranged by schools for pupils on a fixed period of exclusion; and pupils being directed by schools to off-site provision to improve their behaviour.’

The proposed site is located off New Beacon Road in the residential area of Grantham. The site has good accessibility to services and amenities of Grantham Town Centre located to the south-west. Figure 1-1 shows the location of the proposed site

1.2. Travel Plan Context A ravel Plans have become an important means for the delivery of national, regional and local transport policy. A need for reducing car dependency and increasing travel choices can be established by preparing a Travel Plan for developments during the initial stages of their inception. The designs can reflect specific travel needs and can make it easier for sustainable travel choices to be utilised.

As set out in the Transport Assessment guidelines ‘A Travel Plan is a site specific package of practical measures which minimise the negative impacts of travel and transport and aims to co-ordinate transport with wider policy issues’.

The FTP will set out measures and targets that will be implemented to encourage the residents of the site to use sustainable transport modes. The FTP will include;

Objectives & Targets;

Measures & Initiatives;

Action Plan; and

Monitoring & Co-ordination Strategy.

The FTP will be implemented through the Action Plan that will set out key milestones to be accomplished pre and post occupation of the site.

This FTP aims to increase modal choice through the implementation of a package of measures and initiatives. This will provide a range of benefits for residents, by helping to manage travel costs and promoting the health benefits of choosing more sustainable modes of travel.

The key objectives of this FTP are to:

Provide an Action Plan for the proposed residential development to encourage sustainable travel to the site, whilst reducing single occupancy car use;

Reduce the vehicle traffic generated by the proposed residential, compared to that which would be generated without a FTP; and

Promote healthy lifestyles and sustainable, vibrant local communities.

The framework of this TP is a ‘living’ document which will be continually reviewed and revised over time to reflect the occupiers of the building. This ensures that the measures will remain tailored and relevant to individual end users.

1.3. Travel Plan Structure Following this introduction, the TP is structured as follows:

Section 2 summarises the relevant national, regional and local policy and details how the TP supports these key policy documents;

Section 3 summarises accessibility to the site by vehicles, public transport, walking and cycling; Section 4 summaries Staff Mode Share; Section 5 includes objectives and SMART targets for the TP; Section 6 proposes a range of TP measures for the development site; Section 7 details the Action Plan; Section 8 outlines monitoring, coordination and review of the TP; and Section 9 concludes the report.

Policy and Guidance Review

2.1. Introduction This chapter considered a range of policies that relate to the development proposals. In this chapter, the following documents are reviewed:

National Planning Policy Framework (2012); Lincolnshire Local Transport Plan (2015); and South Kesteven Draft Local Plan (2017).

2.2. National Policy

2.2.1. National Planning Policy Framework The National Planning Policy Framework (NPPF) came into force on 27th March 2012. It aims to make the planning system less complex and more accessible, and to promote sustainable growth. The NPPF replaces all the previous Planning Policy Statements (PPSs) and Planning Policy Guidance (PPGs), including PPG13 (Transport) and PPS3 (Residential).

The NPPF sets out the Government’s economic, environmental and social planning policies for England. Taken together, these policies articulate the Government’s vision of sustainable development, which should be interpreted and applied locally to meet local aspirations.

The NPPF introduces 12 core planning principles which suggest planning should:

1. Be genuinely plan-led. This should include providing a practical framework within which decisions on planning applications can be made with a high degree of predictability and efficiency;

2. Be a creative exercise in finding ways to improve the places where people live;

3. Drive and support sustainable economic development;

4. Seek to secure high-quality design and a good standard of amenity;

5. Take account of the different roles and character of different areas;

6. Support the transition to a low carbon future in a changing climate, taking full account of flood risk and coastal change;

7. Contribute to conserving and enhancing the natural environment and reducing pollution;

8. Encourage the effective use of land by reusing land that has been previously developed;

9. Promote mixed use developments, and encourage multiple benefits from the use of land in urban and rural areas;

10. Conserve heritage assets in a manner appropriate to their significance;

11. Actively manage patterns of growth to make the fullest possible use of public transport, walking and cycling, and focus significant development in locations which are or can be made sustainable; and

12. Take account of and support local strategies to improve health, social and cultural wellbeing.

Section 4 of the NPPF covers ‘Promoting sustainable transport’. Relevant elements of this section are summarised below.

Transport policies have an important role to play in facilitating sustainable development but also in contributing to wider sustainability and health objectives. The transport system needs to be balanced in favour of sustainable transport modes, giving people a real choice about how they travel. However, the Government recognises that different policies and measures will be required in different communities and opportunities to maximise sustainable transport solutions will vary from urban to rural areas.

The NPPF advises that developments should be located and designed where practical to:

1. Accommodate the efficient delivery of goods and supplies; 2. Give priority to pedestrian and cycle movements, and have access to high quality public transport

facilities; 3. Create safe and secure layouts which minimise conflicts between traffic and cyclists or

pedestrians, avoiding street clutter and where appropriate establishing home zones; and 4. Consider the needs of people with disabilities by all modes of transport.

The NPPF recognises that a key tool to facilitate this will be a Travel Plan. All developments which generate significant amounts of movement should be required to provide a Travel Plan. It does not give any guidance on what should be considered as ‘significant’, but does provide further support for the requirement of Travel Plans. Travel Plans, in association with the parking standards for non-residential developments, provide an opportunity and mechanism to encourage the use to sustainable transport modes to access new non-residential development sites.

2.2.2. Good Practice Guidelines: Delivering Travel Plans through the Planning Process (Department for Transport, 2009)

The Good Practice Guidelines: Delivering Travel Plans through the Planning Process provides assistance with the preparation and implementation of TPs developed through the planning process, as well as providing good practice steps for achieving a robust TP.

The document defines a detailed TP as:

“a long term management strategy for a site that seeks to deliver sustainable transport objectives through positive action, and is articulated in a document that is regularly reviewed.”

The Guidelines also state that a number of benefits will be experienced providing a commitment is shown in supporting the TP from the early stages of its development through implementation and beyond. These benefits can include the following:

Fewer vehicle movements, which can result in an improvement in safety;

The TP will educate those on site and alter their perceptions about the alternatives to the use of the private car for single occupancy journeys; and

Enhancing the local environment.

The Guidelines also stress the importance of producing up-to-date evidence and a monitoring database

2.2.3. Door to Door: A strategy for improving sustainable transport integration (Department for Transport, 2013)

This strategy aims to encourage and enable more people to choose sustainable transport modes (walking, cycling, public transport and car sharing) for their journeys by improving the entire door-to-door journey. The strategy focuses on four core areas, one of which is to provide “accurate, accessible and reliable information about the different transport options for their journeys”.

This means ensuring that people have reliable and comprehensive travel information when they require it. This includes route maps, fare details, timetables and real-time arrival and departure information available. This makes it easier for travellers to plan and make their door-to-door journey by sustainable transport with confidence and ease.

2.3. Local Policy - Lincolnshire Transportation Plan

2.3.1. Plan Overview In April 2013, Lincolnshire County Council (LCC) produced the Lincolnshire Local Transportation Plan (LTP), which provides an overarching strategy document that sets out what the County Council’s strategic aims and goals are for Transportation in Lincolnshire. The main aim of the document is to create a transport network that delivers exactly what Lincolnshire needs to be able to function and to grow.

The overarching aim of the LTP has been divided into three objectives:

Supporting Growth and the Local Economy – creating a transport system that supports economic growth, regeneration and a thriving local economy and successfully provides for population and business growth;

Improving access to employment, training and key services – With an ageing population and 12% of Lincolnshire’s population living within the 20% most deprived areas of England a key challenge for the LTP is to ‘further develop innovative and affordable initiatives to improve access to jobs training and other key services’;

Contributing to a healthier community – recognising the role that transport has in contributing to improved health in all ages the LTP is aimed at:

o Encouraging an active lifestyle; o Improving road safety; o Better access to healthcare; o Reducing health impacts.

2.3.2. Walking and Cycling The LTP sets out the overarching vision for walking within Lincolnshire and sets out the strategy to achieve it. The key objectives of the walking strategy are as follows:

Objective 1 - Improved facilities for walking and cycling through the Community Travel Zones, Rural Priority Initiatives and Rights of Way Improvement Plan;

Objective 2 - Work under the ‘Healthy Schools’ initiative as part of the delivery of school travel plans;

Objective 3 - CATCH (Choose Active Travel, Choose Health) funding (in partnership with NHS Lincolnshire) for schools to provide a range of facilities including cycle storage, access improvements for pedestrians and parent waiting shelters; and

Objective 4 - The rollout of Bikeability cycle training.

2.3.3. Public Transport Buses play an important role in tackling congestion and improving access to large urban areas and market towns. The focus for the Lincolnshire LTP is:

A new Public Transport Interchange in association with a major city centre retail development; Park and Ride; Quality Bus Corridors; and Small scale walking, cycling and public transport improvements.

Although the rail network within Lincolnshire is limited, the County Council is open to opportunities to work with network rail to improve the situation.

2.3.4. School Travel Plans Progress has been made through previous LTPs in achieving modal shift in schools with 100% of schools in Lincolnshire having a travel plan in place. CATCH funding is a capital grant programme for Lincolnshire schools provided in partnership with Public Health which has benefitted 26 schools with footpath enhancements, cycle storage and parent waiting shelters. The LTP encourages the sustainable transport officers to continue to work with schools and promote the use of these facilities.

2.3.5. Lincolnshire Planning Guidance - Parking Following the publication of the National Planning Policy Framework local authorities are to take into account

the accessibility of the development; the type, mix and use of development; the availability of and opportunities for public transport; local car ownership levels; and an overall need to reduce the use of high-emission vehicles.

As such local authorities no longer need to set maximum car parking standards and proposals are to be dealt with, ‘on a case-by-case basis’.

The main issue is having sufficient off-street parking to avoid overspill of parked vehicles onto the road.

2.3.6. South Kesteven Draft Local Plan (2017) The draft local plan sets out the key aims derived from the Grantham transport study. These are to:

Making Grantham a better place in which to live, work and shop; Making alternative ways of travelling more attractive; Making the most of the railway station; Helping people get around town more easily; and Catering for new developments.

The strategic objectives for the local plan include:

Making effective use of land by maximising development on sites in locations which reduce the need to travel;

To minimise the need to travel by locating new development where services and facilities can be easily accessed through walking, cycling or public transport; and

All new development should demonstrate how they can support low carbon travel (ie. Electric car charging points etc.).

2.4. Policy Summary The National and Local policies aim to ensure developments are located such that users are provided with a choice of sustainable travel modes, which will reduce the need to travel, reduce average journey length and reduce the reliance on the private car.

Site Accessibility

3.1. Overview This section assesses the accessibility of the area of the development site considered in this TP, allowing for the identification of any issues or opportunities which can be addressed through the measures and initiatives in this TP.

The assessment of accessibility in this section is built on current accessibility, and it should be recognised that in the future there may be changes with future developments in the vicinity of the site. For example, new walking routes, cycling networks and bus services.

3.2. Site Location The proposed site is located in the residential area of Grantham, on the site of the former Teaching and Learning Centre. The site is located off New Beacon Road and has two existing accesses which lead to parking at the front of the centre and back of the centre. New Beacon Road will form the main vehicle and pedestrian access to the site. The site has good accessibility to services and amenities of Grantham town centre located to the west.

3.3. Pedestrian and Cycle Access

3.3.1. Pedestrian Access Research by The Chartered Institution for Highways and Transportation (CIHT) entitled ‘Providing for Journeys on Foot’ suggests walking distances acceptable for commuting which are relevant to Grantham and are summarised in Table 3-1.

Figure 3-1 shows that within 5 minutes (420m), pedestrians are able to access a range of local destinations including residential areas, based on a walking speed of 1.4m/s. Based on this walking speed, it is possible for pedestrians to walk 2000m in 25 minutes.

There are good quality pedestrian streets in the vicinity of the proposed AP school, with street lighting lining most of the surrounding road network with good facilities at crossing points. A plan showing the walking accessibility is shown in Figure 3-1.

The main vehicular access to the site off New Beacon Road has pedestrian footways and lighting on both sides of the road. These footways provide connectivity to Harrowby Lane and the surrounding residential streets.

As shown in Figure 3-1 there are two crossing points on New Beacon Road, these include a pelican crossing located at the shops near the junction with Harrowby Lane, and an uncontrolled crossing, in the form of a dropped kerb arrangement, located adjacent to the Harrowby Church of England Infant School.

Figure 3-2 shows the walking accessibility isochrone for the site. It shows that within 25 minutes, it is possible to reach residential areas surrounding the development.

3.3.2. Existing Cycle Access In order to identify areas that are within a reasonable cycling journey of the site, cycling isochrones have been plotted for 5, 10 and 15-minute journey times by bicycle. A cycling speed of 4.4m/s has been used which refers to the Sustrans Information Sheet FF11 or “Cycle Friendly Employers’ Information Sheet”. This document states that “a five-mile journey can be comfortably cycled by an adult in 30 minutes”. It is therefore assumed that in five minutes it is possible to cycle a distance of approximately 1,300m, in 10 minutes it is possible to cycle a distance of some 2,600m and in 15 minutes it is possible to cycle a distance of 4,000m. The cycling isochrones have been plotted in Figure 3-3, which shows that within 15 minutes cyclists are able to access a range of local destinations, including nearby residential areas and Grantham Town Centre. They are also able to make use of local cycle routes, both on and off street.

The site is well connected to Grantham’s cycle network as shown in Figure 3-3. There is a shared cycle footway on New Beacon Road directly adjacent the site. Cycle parking provision in the form of a Sheffield stand is provided adjacent to the pelican crossing on New Beacon Road which can accommodate up to 10 bicycles. National Cycle Network Route 15 is located to the East of the site. This route is mainly off road and passes through Belton, Coningsby, Nottingham and Sleaford. Grantham Town Centre is within 10 minutes travel time of the site, providing access to a variety of facilities within a reasonable distance from the site.

Figure 3-4 shows that a wide range of locations can be accessed within 25 minutes from the development site, including Grantham Railway Station. This model is based on the local road network and cycle routes rather than adopting an ‘as the crow flies approach’, therefore offering realistic catchments.

3.4. Public Transport Bus Access

Figure 3-5, shows the bus stops which are located within 400m of the development site.

Within 400m of the development site there are four bus stops, all of which provide regular services to major facilities and town centres. These are summarised in Table 3-2. The walking routes to these bus stops are all reasonable and safe.

Figure 3-6 below shows the location of the closest railway station to the proposed school located approximately 2.0km away.

A ‘Plus Bus’ service is in operation from Grantham railway station allowing commuters to travel within the area shown in Figure 3-7 for an additional fee with their rail ticket.

3.5. Proposed Vehicular Access The site currently has two vehicular access points on New Beacon Road and provides linkages to residential areas and Grantham Town Centre. The development proposals include upgraded access arrangements to include upgrading existing northern access and relocating the southern access further south. The site will operte a one-way traffic system with vehicles entering at northern access and then exiting the site via the relocated ‘egress only’ access to the south. The existing main access will be stopped up for vehicles and replaced by a new pedestrian only access.

Travel Modes Splits

4.1. Overview This section outlines the potential travel modes for the staff to the school. Due to the nature of the school it has been initially assumed that all pupils will be travelling to the school via taxis. Staff have been assumed to travel to school in line with the Census Travel to Work data.

4.2. Mode Share

Analysis of the census data shows that 68.5% of people travel to work via private car. There are 30 staff members proposed to work at the new school, so therefore 21 members of the staff would use their private car with 9 staff members using sustainable modes of transport.

Pupils Due to the transient nature of pupils and the unknown catchment area it is difficult to define associated mode splits. As the site becomes operational and the Travel Plan becomes active, the Travel Plan Co-ordinator will derive the pupil mode split percentages from the trave survey data.

Objectives and Targets

5.1. Overview This section outlines the objectives and targets of this FTP to encourage and facilitiate sustainable travel to and from the school by working towards a defined set of objectives and meeting a number of key targets.

5.2. Objectives A FTP which is implemented effectively can significantly impact on travel patterns of users. Therefore, the overarching objectives of this FTP is to support the reduction of the reliance of the private car for single occupancy car trips at the site, through the promotion of and encouragement to use sustainable modes.

To encourage access by walking, cycling and public transport;

To provide facilities and infrastructure that supports access by walking, cycling and public transport within the site;

To manage car travel to the site by providing dedicated and controlled facilities for taxi pick up;

To use promotional activities and incentives such as through-ticketing, ‘plusbus’ and information to encourage sustainable travel to and from the station;

To work in partnership with the local authority and other stakeholders when developing measures and promotional strategies to encourage sustainable travel; and

Nominate a Travel Plan Co-ordinator who will be responsible for the implementation of the travel plan, undertakling surveys and monitoring the set targets.

5.3. Targets Targets have been included in the TP to help monitor and measure the success of the TP in meeting the objectives set out above. These targets are ‘SMART’ in nature, which is described as follows:

Typically, modal share is used as the key target for monitoring the proportion of journeys taken by different travel modes and the achievements in modal shift from single car occupancy to public transport, cycling and car sharing. In general, modal share should be reviewed annually and targets should be considered in the short term(one year), medium Term (three years) and long term (Five years).

Table 5-1 sets out the proposed mode share targets that the development should aim to achieve.

The Travel Plan will also be amended in light of any fundamental changes in numbers of staff working at the site and provision of facilities and services.

Travel Plan Initiatives

6.1. Travel Plan Initiatives This section outlines the means by which Travel Plan targets and objectives will be achieved. This action plan sets out the activities and initiatives for the proposed development will use to promote the use of sustainable modes of transport to and from the new development. Travel Plan promotion is an ongoing process which starts when new residents come into the development.

Travel Plan initiatives and measures selected have been chosen to reflect the highly accessible nature of this site. This section also sets out how the action plan will be implemented, monitored and reviewed during the first five years to ensure that progress is being made in achieving sustainable travel behaviours.

The proposed initiatives cover a range of activities:

Travel Plan implementation and monitoring;

Marketing and promotion;

Facilitating and promoting walking;

Facilitating and promoting cycling;

Promoting public transport; and

Facilitating and promoting car sharing.

Each Initiative listed presents:

The actions required to implement and develop each Travel Plan measure; and

Who will be responsible for implementing the initiative.

Marketing and Promotion

The Travel Plan targets and objectives should be explained to residents and employees to enable them to understand how their travel choices impact upon the aims of the Travel Plan.

Travel information will be distributed, either web-based, or paper copies within the reception area, or on a notice board within a communal area (e.g. reception). This provides, for example:

Public transport operator timetables, stop locations, directions and maps;

Contact details for the public transport information services;

Information about nearby facilities such as doctors, hospitals, train stations etc.;

Details of online point-to-point journey planning software;

Telephone numbers for taxi companies;

Details on cycle user groups if in place;

The health and cost benefits of using non-car modes of transport; and

Incentives to use Public Transport.

The information will be regularly updated to ensure that residents and employees have access to the most ‘up-to-date’ information and that the information is kept fresh and interesting.

Walking

Walking is a cheap way of travelling and also provides health benefits such as reducing the risk of heart disease and strokes, helping to control weight and reducing stress. It is important that residents who are capable of walking to their place of work, are encouraged to do so to reduce the number of car trips and carbon emissions. Building upon these objectives the following initiatives or actions should help increase the number of employees walking to work:

Provision of information on walking distances and directions to local amenities and key destinations in the welcome/induction packs;

Promotion of health benefits of walking using active travel information supplied by Health Promotion Agency, Walking for Health – live Well, etc; and

Promotion of walking activities.

Cycling

Cycling also provides health benefits such as reducing the risk of heart disease and strokes, helping to control weight and reducing stress. Cycling can often get residents or employees to their place of work more quickly and reliably in areas where there is traffic congestion as well as providing exercise. Cycling is also good for the environment and is a relatively low cost mode of transport.

It is important that residents and employees who can cycle within a reasonable distance are encouraged to do so to reduce the number of car trips and parking pressures as well as carbon emissions.

The Travel Plan will encourage cycling for short trips across Grantham by:

Providing covered and secure cycle parking facilities for bicycles to accommodate employees bicycles close to a building entrance in an internal area;

Promoting the economic, health and environmental benefits of cycling – saves money, helps lose weight, delivers a less polluted journey;

The TPC will also promote the Cycle Streets website (https://www.cyclestreets.net/) which provides a journey planning service, cycle parking and cycle shops.

Providing staff with the option to avail of the Bike2Work initiative;

Public Transport

There are many advantages of using public transport such as saving money on city centre parking and reducing the stress of finding a parking space. Public transport is also a more environmentally friendly mode of travel.

It should be noted that other integrated journeys associated with public transport travel are walk and ride and cycle and ride. These modes will be promoted in association with the need for active lifestyles and health promotion by:

Promoting existing services, tickets and travelcards on notice boards. This will include information on local bus services. It will also show the location of the nearest bus stops as well as providing information on timetables and fares for services serving the area.

Travel Information

Information boards will be displayed at main access points to the building and will contain details on:

Local cycle shops / service centres;

Walking directions from the proposed building and other key destinations;

Promotion of travel-based events at the proposed site or other organisations in Grantham; and

Travel Plan Coordinator contact details.

Monitoring and Coordination

8.1. Overview This section provides a plan for the coordination of the TP, including details of the Travel Plan Coordinator (TPC) role. The coordinator plays an integral part in the successful delivery of the TP, as well as an ongoing point of contact for those occupying the site. It is anticipated that a TPC will be appointed for the site, who will then work on implementing meaures. This section also proposes a strategy for monitoring the progress and achievements of the TP and reporting progress to the Local Planning and Highway Authorities. Monitoring is an important part of delivering a successful TP and allows outcomes to be understood. As implementation progresses the results of monitoring can be used to accommodate and inform adapted learning during the implementation of the TP. It supports the evidence base necessary to inform the TP review and therefore provide amendments that are prudent, effective and deliverable, partly as a result of changing circumstances but also emerging best practice, not forgetting innovative new ideas and emergence of sustainable technologies.

8.2. Management and Ownership of the Travel Plan Appropriate structures and processes will be put in place to ensure the effective management and delivery of the TP. The TPC will manage and implement the TP measures post-occupation.

8.3. Travel Plan Coordinator Role The TPC will take overall responsibility for the successful delivery of the Travel Plan. The TPC will ensure that monitoring is undertaken and carried out at times that are representative of the typical day to day travel characteristics of the site. Upon appointment, contact details for the TPC will be provided to all staff, and to the relevant representative of Lincolnshire County Council.

A suggested list of responsibilities for the TPC is as follows:

Development and issuing of the Welcome Travel Pack;

Promotion and coordination of site-wide sustainable travel measures and initiatives to achieve the overall modal split targets identified in the TP;

Designing and implementing effective site-wide marketing and awareness raising campaigns to promote the TP;

Managing the dissemination of sustainable transport information via a public website to help promote travel by sustainable modes;

Maintaining a database of sustainable travel-related information relevant to the site;

Acting as a single point of contact for TP-related information;

Liaising with Lincolnshire County Council;

Liaising with public transport operators;

Promoting and encouraging the use of modes other than the car, including publicity;

Identifying baseline travel patterns through surveys;

Ensuring relevant information is provided to all intended users of the TP and that the information is clearly displayed;

Acting as a point of contact to provide travel advice to employees and visitors.

8.4. Travel Plan Monitoring Strategy A robust monitoring strategy is essential for measuring the performance of the TP against the agreed objectives and targets. The TPC will be responsible for ensuring that monitoring is undertaken and carried out at times that are representative of the typical day-to-day travel characteristics of the site.

8.4.1. Annual Monitoring and Review Annual employees’ monitoring travel surveys will be undertaken by TPC to demonstrate progress in promoting sustainable transport measures. The first monitoring survey will be undertaken one year after the development proposals have been completed.

The TPCs will be responsible for collating and reviewing the results of these surveys and to compile, submit an annual monitoring report and provide a TP review to the Local Planning and Highway Authorities for approval. This report will be submitted annually, on each anniversary of the date of the completion of the development, for a period of five years from the completion of the improvements.

8.4.2. Mitigation If targets are not being achieved, additional actions will be taken to help attain them. Explanations and information about what is going to be done over the subsequent period to meet the targets will be provided to Lincolnshire County Council. An example of possible further mitigation measures that could be implemented are as follows:

Increase the marketing and promotion of the TP and travel options;

Undertake Personal Travel Planning with employees, e.g. producing tailored travel maps;

Participate in further national event days;

Hold ‘TP days’ to promote the TP.

Conclusion

This Travel Plan has provided a clear and coordinated strategy to encourage travel to work by sustainable modes (walking, cycling, public transport and car sharing). The Action Plan provides a detailed range of measures through which this can be achieved, which aims to reduce vehicle traffic generated by the development and promote health lifestyles and sustainable, vibrant communities.

Throughout time, this TP can be reviewed and revised to ensure that the measures remain tailored and relevant to individual end users.

It is therefore concluded that this TP will provide a contribution to employers, companies and the wider public good by helping reduce reliance on private cars.

Travel assistanceEvery day we help people book tickets and we also provide a free service for our older and disabled passengers to get on and off trains and get around our stations. All our trains have wheelchair spaces and universal toilets with baby changing facilities.

If you’re able to get in touch at least 12 hours before your journey this helps us make sure that one of our team will be available to help.

Ticket information and penalty faresIf you’re getting on at a station that has a Ticket Office, a ticket machine or a Permit to Travel machine, you must buy your ticket before you get on the train. If there are no ticket facilities at the station, you can buy a range of tickets on board from the Train Manager or Senior Conductor. It’s your responsibility to approach them as soon as you can when you get on the train.

Failure to buy a ticket for your entire journey could mean you’re charged a penalty fare (details on the website: eastmidlandstrains.co.uk) or get prosecuted for fare evasion. We’d rather not go down that route if we don’t have to and if you buy a ticket then we won’t have to.

Keep your ticket until you leave the station as there may be ticket gates or a member of staff may ask to see it.

Cycles on our routeThere are two cycle spaces available on each train, free of charge. Book in advance via the website to guarantee travel:

Folding bikes can be taken onto all trains without a reservation, as long as they can be safely kept in the luggage racks.

A whopping 88 of our 90 stations offer free cycle storage and we have secure, state-of-the-art cycle hubs at Sheffield, Nottingham and Loughborough. Some stations have integrated changing facilities and even a local cycle shop for all your cycling needs, including repairs.

Delay RepayWe hate to be late as much as you do. Our Delay Repay scheme is an easy method of claiming compensation for delays of over 30 minutes. For more information visit: eastmidlandstrains.co.uk/information/Delay-Repay or pick up a form from one of our manned stations.

Catering Fancy a cuppa? Our trolleys are packed with nibbles and drinks to keep you refreshed during your journey. They roll down the aisles of most of our services on the Liverpool to Peterborough part of the route. (You can see where in the blue shaded sections).

Reservations Be the envy of the carriage by reserving a seat for your journey. You can do it up until 2359 the night before travel, and it’s free to do. Advance tickets can be bought from eastmidlandstrains.co.uk or via the East Midlands Trains app. Have both your ticket and reservation when you travel.
