ILGA, founded in 1978, is the world federation of national and local organisations dedicated toachieving equal rights for lesbian, gay, bisexual, trans and intersex (LGBTI) people and their liber-ation from all forms of discrimination everywhere.
ILGA’s vision is of a world where the human rights of all are respected and everyone can live inequality and freedom; a world that is enriched by the diversity of sexual orientations, gender iden-tities and gender expressions.

Foreword from ILGA Co-Secretaries-General
2011proved to be a very important year for theLGBTI movement all over the world: in manycountries legal reforms have opened the doorsto the same sex couples formal recognition, thepossibility to build up other types of families withthe possibility of adoption; the possibility of reas-signment of sex and legal renaming, new legalframeworks to protect peo-ple against discriminationbased on sexual orientationand gender identity, and –last but most certainly notleast – the groundbreakingresolution approved at theUN Human Rights Councilin June, requesting for thefirst time ever “the HighCommissioner to commis-sion a study […] to docu-ment discriminatory lawsand practices and acts of violence against indi-vidual based on their sexual orientation andgender identity”.
2011 proved to be also a very important year forILGA in particular, as our organization wasgranted consultative status with the UNEconomic and Social Council (ECOSOC), afteryears of boycott against ILGA’sapplication by a block of hostilecountries in the UN NGOCommittee. The importance ofthe re-acquisition of this strate-gically fundamental tool for anorganization like ILGA within theUN system became evident asthe Office of the HighCommissioner for Human Rights used, amongother data sources, ILGA’s annual State-spon-sored Homophobia Report in the process of writ-ing the historic report commissioned by theHuman Rights Council following the above men-tioned resolution. As the South African Resolution at the HumanRights Council and the report of the HighCommissioner mark more the beginning of a
new phase than the conclusion of an old one, weare likely to witness a greater involvement ofILGA and its members in the future in the work ofthe Council. In other words, universal decriminal-ization may not be around the corner just yet, butfew doubt that ILGA, its members and allies will be able to represent the demands of the global
LGBTI movement from astronger and more incisiveposition.
The inevitable focus on theUN, however, did not pre-vent ILGA from coveringother essential aspects ofits mission in 2011. Fromthis perspective, the firstInternational IntersexOrganizing Forum inBrussels in September,
sponsored and facilitated by ILGA and itsEuropean Region, ILGA-Europe, represents avery important development, as for the first time24 activists representing 17 intersex organiza-tions from all continents had the opportunity tomeet and establish an informal network to cam-paign for the respect of intersex people’s humanrights on international, regional and national lev-
els (a second meeting of theForum is expected to take placetowards the end of 2012).
Equally important was theincreasing involvement and theparticipation of Board Membersin Academic debates, and ourcollaboration in the strengthen-
ing of the alliances with other Human Rightsmovements and the interlocution with local gov-ernments.
In conclusion, despite financial difficulties expe-rienced during the first half of the year, 2011 cre-ated very good conditions, particularly in relationto the UN system, for ILGA to step up its activi-ties in the coming years.

If we lived in a world where resourceswere not scarce, there would many more interven-tions, projects and activities that ILGA, the worldfederation of LGBTI organizations, could and nodoubt would undertake in order to further LGBTIequality. Sadly we do not live in such a world.
Instead we live in a world where violence againstLGBTI people seems to be on the increase, makingit even more dangerous, and sometimes impossiblefor LGBTI activists to advocate for equal rights intheir own country. In addition financial resources forLGBTI related work appear to be more difficult tosecure and still concentrated within a small group ofenlightened funders, if compared with other causes.
It is against this background that ILGA carried outthe first of its three year strategic plan SpecificallyILGA focused on three main areas: the work at theUnited Nations, the strengthening of its regions(Pan Africa ILGA, ILGA Asia andILGA LAC) and, the productionof world reports and mappings.
At the United Nations level, ILGAproduced a new strategy and forthe first time allocated a full timemember of staff to co-ordinatingand developing such work.Patricia Curzi, who re-trainedfrom her original position as thewomen’s project co-ordinator, became the first ILGAUN Liaison Officer. Several projects were also con-ceived in partnership with other stakeholders andILGA members for which specific funding wassought. Last year’s historical events at the UN in fur-thering recognition of the human rights of LGBTIpeople planted the seeds for more extraordinarydevelopments to come.
In the coming years ILGA is hoping to work moreclosely with its members and allies at the UN build-ing on the recent developments by providing LGBTIactivists, especially those from the global south with
the platform and opportunities to make their voicesheard and to drive this process of change still fur-ther. In addition, ILGA will no doubt make good useof its recently re-gained ECOSOC status, andaddress the relevant UN fora on behalf of its 917members , making it more difficult for hostile gov-ernments to ignore ourclaims for the recognitionand respect of our humanrights.
Supporting the growth ofILGA’s regions is, at thesame time, one of the mostchallenging areas of workand one of the higheststrategic priorities. In 2011 ILGA continued to hirelocal LGBTI activists in Cameroon, South Africa,Peru and The Philippines to support the growth ofthe regions within the remit of the regional develop-ment and communication project. Although the
project ended in December2011, the regional boards andthe ILGA secretariat reflectedon its achievements and chal-lenges which led to variouspositive actions includingmembers’ consultation inAfrica and Asia and more co-ordinated strategic thinkingand planning at regional lev-els. As a result we hope that
this will lead to more cohesive regional LGBTImovements with clear regional-led strategies andpriorities that are supported by strong leaders andwith more financial resources to achieve their vision.
Last but certainly not least, the production of worldand mapping projects was another key activity ofILGA for the year and which will remain so at leastuntil the revision of the current strategic plan. Lastyear the State Sponsored Homophobia report andthe associated world and regional maps wereupdated and further improved to the extent of thereport being quoted regularly by mainstream media

(continued) and in various high profile reports. Wealso started the much needed work of researchingsome the laws affecting trans peo-ple worldwide, which will lead in2012 to the production of a reportand map along the lines of theState-Sponsored Homophobiareport. At the same time as improv-ing current reports and producingnew ones, we also started to inves-tigate other world mapping projectsincluding the situation of lesbiansand violence against LGBTI peopleabout which we hope to report backin more detail next year.Documenting the laws and thehuman rights violations againstLGBTI people are fundamentalactivities in helping ILGA andactivists worldwide in building thearguments for their advocacy workand for making it increasingly difficult not only forunsympathetic governments to deny the discrimina-tion and persecution we face, but also to supportfriendlier ones to be better equipped in exercisingpeer pressure on those other coun-tries.
It is difficult to honour all the hardwork and successes that took placeover the year for example the workon intersex issues, on lesbianhealth and the work undertaken tostrengthening the secretariat butmore details can be read in thereport that follows. Surely it wouldnot have taken place without theguidance and volunteer work of ourExecutive Board, the passion andtenacity of all our staff and thepainstaking work of our volunteersthroughout the world. In the secre-tariat in Brussels, we were sad tosee our Press and Communication Officer, MarioKleinmoedig, leaving in December 2011 but we
were also pleased to welcome Alessia Valenza whojoined the team as the new Membership and
Communication Officer.
The work of the team in the secre-tariat, however, would not havehad the same exposure and out-reach without the formidable sup-port of our communication team inthe regions for which we are verygrateful. We are also grateful to thesmall group of enlightened funderswho support us and we hope thatour collective good work will sooninspire new funders to join us.
I look forward to the year ahead. Iam conscious of course of theongoing challenges. There are stillcountries that wish to introducemore onerous legislation against
LGBTI people and others that wish to create a moredifficult social climate. I am also very mindful of thereported episodes of extreme violence against us.However I look forward to continuing our attempts to
influence change. I refer specifical-ly to leading ILGA’s operations atthe UN where LGBTI issues arefinally on the agenda and also tothe regions where local move-ments will benefit from a renewedand stronger partnership betweenthe regional boards and the secre-tariat. I am excited too about all theother areas of ILGA’s work as out-lined in this report that will con-tribute not only to overcome anysetbacks we experienced in 2011but also to push the process ofchange one step further.
Until such time when we live in aworld where resources are not
scarce and attitudes are more enlightened, there iswork to be done.

The membership is the very core of ILGA:the solidarity and the support of members iswhat created ILGA in 1978 and helped itbecome the international federation ofLGBTI organisations that it is now, with asolid structure, funding and a clear strategy.
It is therefore extremely encouraging to seethat, after over 30 years, new organisationscontinue to want to be part of ILGA. In 2011the membership increased by 16%, reach-ing 834 members. All regions increasedtheir membership, with Africa, NorthAmerica and ANZAPI registering thehigher increases.
This achievement would not havebeen possible without the painstak-ing work of our regional communication offi-cers who month after month haveresearched and made contact with dozensof local groups linking them to ILGA, itsmembers and allies. Although Europe isstill the biggest region of ILGA, holding 43%of the membership, its dominance isdecreasing year after year, to the benefit ofILGA-LAC, ILGA-Asia and Pan Africa ILGA,which are becoming stronger.
The outreach work of ILGA also meant that1484 new organizations were added toILGA’s Global Directory of LGBTI organiza-tions since March 2011, and that a seriesof actions were implemented inorder to increase ILGA’s profileand attract more members.

In 2011 more people from countries from the south of the world, where they are most likelyto be persecuted on grounds of sexual and gender identity, have accessed more informationand resources thanks to the new ilga.org. One of ILGA’s strategic objectives and key prior-ities is to support the growth of regional LGBTImovements, mainly by providing information,guidance and advocacy tools, by facilitating thecreation of local alliances and partnerships, andby connecting local organisations and regionalmovements with the international one wheneverappropriate.
In operational terms, ILGA strives to do so inseveral ways. One way is the technical develop-ment and maintenance of a one-stop informationweb-portal on LGBTI rights, ilga.org. The site,which is featured in four languages (English,Spanish, French and Portuguese), and its inter-
active map were accessed by over 40,000 visi-tors a month in 2011, a 10% increase from 2010.
In addition, and thanks to agrant obtained in early 2011from Google, ILGA was ableto coordinate a series of cam-paigns in order to raise awareness of LGBTIissues by generating traffic to www.ilga.org,especially from countries in the global south.These campaigns, which are visible in four lan-guages, generated almost 6 million views of ourads and drove over 125,000 visitors to ilga.orgfrom April to December 2011.

In 2011 ILGA continued to support the growthof regional movements also through outreachactivities aimed at finding and linking LGBTIorganizations worldwide, encouraging the build-ing of alliances and the creation of new net-works. Thanks to the work of the regional com-munication officers based in Manila, Douala,Johannesburg and Lima, ILGA has mapped the
LGBTI movement and collected details of over3200 organisations, which are displayed inILGA’s Global Directory. This tool, which makesit easier for organisations to find and connectwith each other, also allows ILGA to widely dis-seminate information of local and internationalrelevance via its weekly regional e-newsletters.

Although 2011 was the last year of the regionaldevelopment and communication project, athree-year project that started in 2009, ILGA’scommitment to supporting the work of itsregions remains unchanged. In 2012 ILGA willcontinue to hire regional communication officerswhile redefining the work in the regions instrong coordination with the regional boards ofILGA Asia, Pan Africa ILGA and ILGA LAC.
This strategic process already started in 2011through member consultations in Africa andAsia and the development of regional opera-tional plans and fundraising strategies by theregions in partnership with the ILGA secretariat.

ILGA’s Team in the regions
ILGA to bridge the gap between EU institutions and third countriesIn 2011 ILGA took part in the NGOs coalition with the European Council on theIndonesian Human Rights Dialogue and liaised with local LGBTI organizations inIndonesia to make sure that LGBTI issues were included in the agenda anddiscussed. Opportunities are arising for ILGA to be a focal point between EUentities and third countries. However, given the limited resources available, ILGAwill focus on thos countries where homosexuality is being criminalized and whereILGA can count on the support of strong members.

The 5th edition of ILGA’s State-Sponsored Homophobia report “a worldsurvey of laws criminalising same-sex sexual acts between consentingadults” was launched at the Chancellor's Hall, Institute ofCommonwealth Studies, School of Advanced Study (University ofLondon), on May 16.
A panel “Homophobia: Once a Virtue, Now a Reason for Shame”,chaired by human rights law professor Robert Wintemute and ILGA’sco-Secretary General Renato Sabbadini was followed by testi-monies from two lesbian refugees from Jamaica and Uganda.
ILGA would like to thank itsmembers and the many volunteers who have

20,000 printed copies of ILGA’s world and regional maps (Africa,Asia and Latin America) on gay and lesbian rights were disseminatedwidely to ILGA members, LGBTI activists, institutions and govern-
ments. This was possible thanks to a generous in-kind donation of UNISON. The maps were alsomade available to the media and LGBTI organizations to disseminate and illustrate the debate tak-ing place on May 17th, the International Day Against Homophobia.

ILGA’s panel “The GrowingConsensus: Towards the End ofCriminalization and Human RightsViolations based on SexualOrientation and Gender Identity”
On 22 March 2011 a Joint Statement onending violence and related human rightsviolations based on sexual orientation andgender identity at the UN Human RightsCouncil presented by Colombia was readon behalf of 85 member countries, callingfor an end to violence, criminal sanctions
and human rights violations against peoplebecause of their sexual orientation or gen-der. ILGA, through and with the support ofits members, lobbied various governmentsto ensure that they were signing it. The jointstatement was a significant step as itshowed that there was an increasing con-sensus amongst States on LGBTI people’srights thanks to the painstaking work of

Following the Joint Statement, in June ILGA organ-ised a panel which was supported by the BelgianMission and opened by its representative HugoBrauwers (Deputy Permanent Representative,Mission of Belgium in Geneva). The panel dis-cussed the growing consensus of governments >>
The UNCommissionon the Statusof Women(CSW)
Over the last fewyears ILGA hasbeen present at theCSW with a dele-gation of activistsfrom various parts
of the world, but especially from the globalsouth, in order to increase visibility of LBTwomen at the UN. In February 2011, ILGA heldthe panel: “Sexuality, homophobia and trans-phobia: the need to improve access to educa-tion and work”. In September, six intersexactivists from South Africa,Argentina, Australia, NewZealand, USA and Taiwanjoined others from withinEurope, sponsored byILGA-Europe to networkand strategise on intersexissues. The aim of theForum on IntersexOrganising was not only toincrease awareness of inter-sex issues internationally, butalso to potentially agree onadvocacy priorities. TheForum agreed a set ofdemands aiming to end dis-
Global Review on Trans RightsIn 2011, Anna Kirey on behalf of ILGA and itsTrans Secretariat has been researching the textof national laws on six specific areas relating totrans rights: if national/local legislation includespossibility of changing name and/or gender inofficial documents; if surgeries and/or irre-versible sterilization are required to changename or gender marker; if gender identity is list-ed as discrimination grounds in legislation; andif there are criminal provisions related to genderexpression/identity. The initial research (whichincluded extensive consultations with mem-bers) enabled us to gather information on over80 countries, but mainly in Europe, NorthAmerica and South America. However, thanksto a partnership with a renowned international law firm which has branches throughout the world wehave also been able, towards the end of 2011, to gather information on several other countries andespecially in Africa and The Middle East. The final report, which will be reviewed by an AdvisoryGroup of leading experts in the field, should be available on ilga.org in the first half of 2012.

crimination against intersex people and to ensure the right of bodily integrity and self-determination.This newly established informal network also agreed to campaign for the respect of intersex people’shuman rights on international, regional and national levels. ILGA staff received a one-day training onintersex issues together with ILGA-Europe staff and board members in order to raise the knowledgeand awareness of the issues faced by intersex people within the organisation. This project was designed to raise awareness of some mis-conceptions on lesbian’s health and sexual behaviour, anissue that appeared to be high in the priorities of those whocompleted last year’s survey on ILGA’s work on womenissues.
The resource pack consists of three double-sided sheets withillustrations on the topics of Breast and Cervical Cancers, HIVand Sexually Transmitted Infections (STIs), and Well-Being.The illustrations at the back of each sheet help to understandwhat are the “myths” and the “realities” of lesbians’ health oneach of the topics. A quiz, which can also be used in raisingawareness trainings and workshops, gives the opportunity totest knowledge on the subjects.
The resources were produced inFrench, Dutch, English and Spanish.Nine Belgian partners and ILGAWomen’s Secretariat, MinorityWomen in Action (Kenya), participat-ed in the translation, review, selectionof illustrations and dissemination.Local groups adapted and translatedthe resources into Bahasi (Indonesianlanguage) and Filipino and Bulgarian and Italian organisationsare also planning their translation.

This summary is based onILGA audited accounts for2010 and 2011. The totalexpenditure in 2011 was534,443 EUR compared to655,689 EUR in 2010. Thehigher expenditure in 2010 ismainly due to the organiza-tion of the World Conferencethat cost more than 100,000EUR. In 2009, ILGA's expen-diture was 442,883 EUR andthe total income was 500,686EUR. These figures might bemore informative and fit bet-ter the comparison sincethere was no WorldConference organized in2009 and 2011.
