SECTION 1 – GENERAL 1. SCOPE OF WORK
a. These specifications outline the MBTA’s requirement for inspection and routine adjustments and maintenance, and Certification of overhead and jib cranes throughout MBTA system per crane manufacturers’ recommendations and as required under 29 CFR 1910.179 over a 2 year period.
b. Item to be inspected to include but not be limited to items listed below and sample inspection form (APPENDIX C). Blank for must be provided with bid package.
i. Hoisting and lowering operation ii. Trolley travel iii. Bridge travel iv. Limit switches, locking and safety devices v. Trip setting of hoist limit switches vi. 1. Change seal and oil as required c. The inspection form the contractor plans to use must be submitted with bid and
approved by the MBTA before use. d. Services to be provided under this contract shall consist of inspections of overhead and
jib cranes. Contractor to be accompanied by MBTA personnel. The work includes of travel, time, service charges, parts and material to complete the inspections. Also included in this work are parts supply and/or installation where applicable.

e. The work under these specifications shall be “TURN‐KEY” such as the when work is completed each crane shall be fully operational and ready for general service including suitable training for MBTA personnel.
2. LOCATION a. Location addresses can be found in APPENDIX B
3. SAFETY a. The contractor shall provide, place, and maintain suitable safety guards and barriers for
the prevention of accidents during the course of the work under these specifications. b. The contractor shall be responsible for the safety of his employees during the work, this
shall include but not be limited to providing and maintaining any safety equipment or protective clothing required to protect employees from injury or harm.
c. If the contractor plans to use a crane or other lifting devices to remove or place equipment, it will be necessary for the contractor to furnish the name of the crane company or other subcontractors to the MBTA prior to the start of work. All cranes and crane operators shall have the necessary permits, licensed, etc.
d. All contractor personnel must attend an 8‐hour Right of Way Safety Class sponsored by the MBTA before performing any work on MBTA property. Please contact the MBTA Training Dept. at 617‐222‐5377 to schedule the 8‐hour Safety class.
4. JOB CONDITIONS a. It is the contractor’s responsibility to familiarize himself with the site conditions and
work conditions. The MBTA will not be responsible for any extra costs incurred due to contractor’s unfamiliarity with the site and working conditions.
b. Contractor shall be responsible for securing and storing all materials, equipment, and tools off site unless prior arrangements are made with MBTA supervision for onsite storage. In the event on site storage space is provided the contractor shall be solely responsible for the security, and condition of all materials, equipment, and tools left on MBTA property.
5. CONTRACTOR REQUIREMENTS a. Contractor must be a manufacturer authorized inspector of the cranes to be inspected.
Proof of authorization shall be supplied before contract is executed. b. Contractor shall only employ workman who can work in harmony with MBTA personnel
and its contractors who may be employed at the work site.
6. SCHEDULING a. Contractor shall schedule 2 weeks in advance actual work shifts with site supervision at
garages to minimize disruption to MBTA’s normal site operations. b. Contractor shall notify the MBTA’s Engineer at least one week in advance of scheduled
start of work to allow Engineer time to coordinate work schedule, equipment movement, etc with site supervision
c. Contractor shall not be allowed to commence any work until he has all materials on hand for each type of crane in this contract Contractor shall notify the MBTA’s Engineer when all materials have been received.
d. Contractor shall have four months from receipt of order to complete work outlined in these specifications. If in the opinion of the MBTA, contractor cannot meet this time schedule the MBTA reserves the right to cancel the contract.
e. Once contractor has commenced work, the inspections shall continue uninterrupted until complete. All inspections shall be completed in no more than 30 days after start of work.

f. All work shall be performed without impacting ongoing MBTA business activities. Work will be performed in a workman like manner. Job sites will be left clear of all debris, used parts or fixtures.
7. GUARANTEE a. Contractor shall guarantee all materials and workmanship for one year from date of
acceptance by the MBTA. b. Contractor shall supply all necessary labor and materials to perform warranty work
without any additional cost to the MBTA. c. Contractor shall perform all warranty work on a 24‐hour basis until all work is
completed and crane is back in operation. d. All parts and equipment supplied for warranty work shall be manufacturer’s original
equipment, no substitutes allowed.
8. SECURITY a. Contractor shall comply with all MBTA policies concerning security and Protection of
MBTA property from unauthorized person(s). b. At a minimum contractor personnel shall comply with the following requirements:
i. Photo identification must be carried and visible at all times ii. Personnel may only enter MBTA property with prior permission. iii. Personnel may not carry fire arms or weapons on MBTA property iv. MSDS sheets must be submitted for any hazardous chemicals used by the
contractor’s personnel. v. If contractor has his own enhanced security plan, this plan should be submitted
to the MBTA prior to start of work. c. Failure to comply with the above requirements will result in the contractor’s employee
or contractor being expelled from MBTA property

SECTION 2 – MATERIALS 1. GENERAL
a. Conduct an Inspection, perform adjustments and maintenance, and certify all cranes per manufacturers’ recommendations and 29 CFR 1910.179. All material and hardware shall be new and unused of the manufacturer’s latest design.
b. During the inspections, contractor shall open up, clean, lubricate and adjust the components for each crane as required. Every component shall be inspected for wear and suitability for continued use. Also perform load test as needed.
c. No bidder may subcontract labor or equipment without the approval of the MBTA. A list of all subcontractors must be submitted to the MBTA upon approval and re‐submitted for each new additional sub‐contractor.
d. The Contractor and its employees, agents, representatives, subcontractors, guests, and invitees shall cooperate with MBTA and its property insurers to achieve and maintain a Highly Protected Risk (HPR) rating for MBTA facilities under contract and shall refrain from any action or inaction that jeopardizes such rating for such facilities or any other MBTA properties.
e. Failure to acquire or maintain the insurance coverage in the minimum amounts of insurance required shall be grounds for termination of the contract.
f. Contractor shall identify himself and sign in facility log book when coming on MBTA property.
g. For security purposes all contractors must possess a photo ID at all times when accessing MBTA property. The MBTA is not responsible for denied access due to unacceptable ID, no exceptions.
h. Contractor shall identify and shall provide training records for all employees responding under this contract to the MBTA prior to the commencement of the contract. Only those employees identified by the contractor and the training records provided as having meet the state and federal training requirements will be allowed to respond under this contract.
i. It shall be the contractor's responsibility to obtain all necessary permits, licenses, etc., as required under laws and regulations from Federal, State or local agencies for all work performed.
2. CRANE QUANTITIES AND LOCATIONS a. Crane quantities and locations can be found in APPENDIX A.
3. MISCELLANEOUS a. Work hours shall generally be performed between the hours of 6:00 AM and 2:30 PM or
other hours that may be agreed to in each work order. b. At the end of each working day, the contractor shall report to the Maintenance Control
Center (617‐222‐5278) all service and/or maintenance work performed that day, identifying the location(s) and the tasks performed.
c. At the end of each working day, the contractor will submit a written daily work sheet to the Mechanical Maintenance Division, Building #2, Charlestown. The work form will be pre‐approved prior to contract award.
d. All invoices shall be typed, itemizing parts and labor, and identifying the location serviced, including work performed. The signature of the MBTA employee on site shall be required, indicating the time arrived and the time leaving the property.
e. All work shall be performed without impacting ongoing MBTA business activities. Care shall be taken to minimize or prevent damage to adjacent walls, doors, ceilings, etc.

Work will be performed in a workman like manner. Job sites will be left clear of all debris, used parts or fixtures. All debris must be disposed of offsite and not in MBTA trash receptacles.
4. SITE VISITS a. The bidders may coordinate with MBTA to visit one (1) job site, typical of all others, and
inspect the working conditions, accessibility and operational requirements.
5. PRE‐QUALIFICATION OF BIDDERS a. The MBTA reserves the right to reject any or all bids if it is in the public interest to do so.
6. DEFINITIONS a. Where the word MBTA is used, it shall be understood to include the General Manager or
their designee.
7. TERMS a. The contractor shall provide labor and management, which can work in harmony with
the MBTA and all other elements of labor employed or to be employed by the MBTA. b. The contractor will pay their workers the prevailing rates of wages for their trades as
published by the Massachusetts Department of Labor and Industries. c. The bid hourly rate listed in the proposal shall be full compensation for the cost of labor,
travel, fringe benefits, insurance, tools, equipment, vehicles, fuel and Contractor overhead and profit.
d. Copies of the original invoices for materials must be included with invoices for work. e. If subcontractors are needed, the contractor may mark up their costs by the same
percentage as Materials. f. Each billing submission must include the Purchases Order, the Authority Work Order, a
signed work sheet by an Authority Representative noting the arrival and departure time of the technician, and the materials requisition.
g. Invoices must be emailed promptly to the appropriate parties after work is complete and verified.

SECTION 3 – EXECUTION 1. GENERAL
a. Contractor shall supply all necessary labor, materials, tools and equipment required to complete the work outlined in these specifications.
b. Work shall be carried out by factory trained and authorized workmen skilled in their trades and type of work under these specifications.
c. Contractor shall certify he will furnish labor, which can work in harmony with the MBTA’s workforce and all other elements of labor employed or to be employed on the work site.
d. Contractor shall coordinate work with the MBTA’s Facility supervisor to minimize interruptions to the garage’s normal activities and operations. The contractor shall not store any materials, tools or equipment without permission of the garage supervision. Contractor shall be responsible for the security of stored materials, tools and equipment left on MBTA property.
e. All work shall be complete and ready to operate (TURN‐KEY). f. Contractor shall be responsible for securing the worksite whenever they are absent
from the worksite. Secure shall mean that all danger of an accident, such as falling into a hole, is prevented
g. Contractor shall be responsible for visiting the work site prior to commencing work to familiarize himself with site conditions. No extras shall be allowed for Contractor’s unfamiliarity with the site conditions.
h. All work shall be first class and meet all applicable codes. i. Contactor shall track work on a spreadsheet and manage the spreadsheet as needed.
This spreadsheet must be submitted to the MBTA Engineer no less than monthly. The MBTA reserves the right to draft its own spreadsheet for the contractor to manage. The spreadsheet shall include, but not limited to:
i. Crane Information, model numbers, serial numbers, date of manufacture, date of replacement, etc.
ii. Hoist Information, model numbers, serial numbers, date of manufacture, date of replacement, etc.
iii. Trolley Information, model numbers, serial numbers, date of manufacture, date of replacement, etc.
iv. System inspection dates v. System condition vi. Certification testing information
j. Contractor may be required to input information directly into MBTA computerized maintenance system or receive work orders or calls directly from the system.
2. TESTING a. Upon completion of the work, a certificate will be placed on each crane that it was
inspected and certified as of that date. Also furnish a written and/or electronic report documenting that the inspection was completed and detailing all findings and recommendations.
b. After each inspection is completed, the equipment shall be tested in accordance with the provisions of OSHA 1910 Safety Standards for Overhead Cranes. At a minimum, a load test of 125% shall be used. Test weights to be supplied by the contractor.

3. TRAINING a. Upon completion of the inspections, contractor shall train employees at each location
on proper use of crane and provide each employee trained with document/certificate stating that the employee was trained on the specific date.
