A sheriff’s deputy wrote the person who started the trash fire a ticket for ignoring the burn ban. Another state firefighter had been standing by with another bulldozer as a backup. The LDAF requires its firefighters to respond to fire calls in pairs or more for safety reasons. The LDAF Office of Forestry is legislatively tasked as the state’s primary agency responsible for the detection and suppression of wildfires within the state. Goodwin is headquartered in Oak Grove, but he is well-known and works well with the eight volunteer departments in West Carroll Parish. He’s also the chief of the volunteer department in the village of Pioneer. Goodwin is a Forestry Crew Leader with the LDAF, partnered most recently with Forestry Crew Specialist J.J. Gregory. On Nov. 14, 2019, the United States Department of Agriculture (USDA) announced China’s deci-sion to lift its ban on poultry im-ports from the United States, said Louisiana Department of Agricul-ture and Forestry Commissioner Mike Strain, D.V.M.

“Not only is this great news for America, but this is welcome news for Louisiana. The lifting of the ban opens the market for Louisi-ana producers as well as the rest of the country. Poultry in Louisi-

ana is a $2 billion industry,” said Strain. “Also, the Port of New Or-leans is one of the largest poultry exporters in America. It will also benefit being able to export poul-try to China.”

The USDA said China is an im-portant export market for Amer-ica’s poultry farmers and estimate they will now be able to export more than $1 billion worth of poul-try and poultry products each year to China.

China banned all U.S. poultry in January 2015 as a result of the avian influenza outbreak in De-cember 2014, even though the United States has been free of this disease since August 2017. The United States exported over $500 million worth of poultry products to China in 2013.

The United States is the world’s second largest poultry exporter, with global exports of poultry meat and products of $4.3 billion last year.

Pecan, Orange & Bourbon Ham by Sugar Land Pecans

1 ½ cups fresh pecan halves or pieces, toasted and coarsely ground in food processor1 spiral cut, bone-in, smoked ham1tsp orange zest¼ cup fresh orange juice2 tbsp. bourbon¼ cup maple syrup¼ cup Dijon mustard1 cup packed brown sugar¼ tsp cayenne pepperPinch of salt

Preheat oven to 275 degrees. Place ham, flat side down, in a shallow baking dish, cover lightly with foil, and bake until it reaches and internal temperature of 130 degrees (approximately 2 hours).

While the ham is cooking- In a medium bowl, whisk together orange zest, orange juice, bourbon, maple syrup, Dijon mustard, brown sugar, cayenne, and salt. Stir in the coarsely ground pecans. Remove ham from the oven and increase the temperature to 425 degrees. Spoon or brush ⅔ of the glaze over the top and sides of the ham and bake uncovered for 10 minutes. Spoon or glaze remaining glaze and cook for an additional 10 minutes until the glaze is bubbling and the pecans turn dark brown in spots.

3 lbs. sweet potatoes, peeled & cut into 1.5 inch chunks4 cups apple cider2 cups water1/2 cup granulated sugar1/4 cup firmly packed light brown sugar2 tbsps. unsalted butter, melted1 tsp. Slap Ya Mama Original Blend Cajun 1/2 tsp. apple pie spice1/2 tsp. orange zest1/4 tsp. kosher salt2 large eggs4 cups miniature marshmallows

Preheat oven to 350 degrees. Spray a 13x9 baking dish with cooking spray. In a medium Dutch oven, bring sweet potatoes, apple cider and 2 cups water to a boil over medium-high heat. Reduce heat, and simmer until tender,15 to 17 minutes. drain, reserving 1/3 cup cooking liquid. In a large bowl, place sweet potatoes reserved 1/3 cup cooking liquid, sugars, melted butter, Slap Ya Mama Original Blend Cajun Seasoning, apple pie spice, Zest, and salt. Using a potato masher, mash to desired consistency. Stir in eggs. Spoon into prepared pan spreading evenly. Cover with foil. Bake for 30 minutes at 350 degrees. Uncover and bake 10 minutes more. Sprinkle with marshmallows and Candied Pecans. Bake until marshmallows are lightly browned.

Candied Pecans6 tbps. firmly packed light brown sugar.3 tbsps. unsalted butter.1/4 tsp. Slap Ya Mama Hot Blend Cajun Seasoning.1/8 tsp. kosher salt.1 1/2 cups pecan halves, toasted.

Line a small baking sheet with foil; spray with cooking spray. In a medium skillet, combine brown sugar, butter, Slap Ya Mama Hot Cajun Seasoning, and Salt. Cook over medium heat, stirring until coated. Spoon mixture onto prepared pan. Let stand until completely cool. Break into pieces.

Advanced master Cattleman classes set for Jan. 2020

The LSU AgCenter will host a series of four Advanced Master Cattleman classes at the De-Witt Livestock Facility in Alex-andria beginning in January.

The classes are set for Jan. 10, March 13, April 17 and Sept. 11, 2020, and will run from 8:30 a.m. until 4:30 p.m. The AgCen-ter DeWitt Livestock Facility is located adjacent to LSUA off U.S. Highway 71. Participants must be graduates of the LSU Master Cattleman Program, be Beef Quality Assurance (BQA) certified and have a Louisiana pesticide applicator permit.

A registration of $200 covers materials and lunch each day. Participation is limited to the first 50 registered participants.

LDAF Hosting Industrial Hemp Orientation MeetingsLDAF is hosting a series of Industrial Hemp Regulatory Ori-

entation Meetings. All persons interested in obtaining a license to produce,

transport or process industrial hemp in Louisiana are encouraged to attend.

The meetings will be held on Tuesday, December 17 & Wednesday, December 18 at the LDAF office in Baton Rouge, La. Both morning and afternoon sessions are available on both days. The meetings are free, but individuals must regis-ter to attend.

Arson is another matter. The LDAF has forestry enforcement agents who are full-fledged law enforcement officers, who investigate suspicious fires and can write citations and make arrests. Gregory remembers one bicycling arsonist who was setting fires in Morehouse Parish and just across the state line in Arkansas.  The arsonist was fairly prolific, and local deputies as well as state inspectors were watching closely. One officer stopped the bicyclist  to ask if he had seen anything that could help find the fire starter, and the guy confessed it was him. “We got him with six counts, and Arkansas got him with nine” Gregory said.

Goodwin was already a  volunteer firefighter in Pioneer before he was hired on at the LDAF. He worked for a local farmer who was also a volunteer, he said.

“Frankie Jones was chief in Pioneer and he told me about this job that was coming open if I wanted it. I’ve been here ever since.” That will be 24 years come February, he said.

Gregory has been with the state a little over 13 years. Originally from

Houston, he moved to Bastrop in 2002 to be with family. He was in building construction, but the work was sporadic. “I always wanted to do something to help the public, but I never had. When the state forestry department offered me a position I was up in an attic hooking up an ac unit,” Gregory said of his hiring.

Gregory and Goodwin said the state has about 110 wildland firefighters statewide. They are forest specialists, and they have lots of other work to do besides fighting fires. One of the jobs that take a lot of time is checking for compliance on land in the federal Conservation Reserve Program (CRP). The CRP pays landowners to grow trees or native grasses for wildlife habitat on what had been marginal farmland. The requirements are strict and strictly enforced.  

The specialists even help perform understory burns for pine forests and prescribed burns for some grasslands.

From tree planting inspections, conducting prescribed burns to maintaining the fire equipment, Goodwin said they stay busy.

However, all other duties are abandoned for fire calls. “When they have a woods fire, they want us there,” Goodwin said.

The state forestry firefighting for wildfires has undergone a metamorphosis, though. Fire towers were once a major source of detection for wildfires and directing firefighters. Now the towers are a thing of the past,  shut down and most removed, as the agency has progressed to aerial detection with aircraft.

Goodwin said the bulk of his fire calls come via cell phone. More people moving to the country puts more eyes on the woods and grasslands. Local fire departments call. Airplanes spot fires and direct firefighters. Private citizens also assist with the reporting of wildfires. And response times are better than ever. Rapid response means firefighters can contain the fires before they get out of control.

Figures from the LDAF show that during the ten-year period ending last year, the department suppressed an average 1,279 wildfires annually.

A department spokeswoman said wetter than normal conditions and efforts by the LDAF during the past five years have helped to keep the numbers lower than they might have been otherwise.

All LDAF wildland firefighters are FEMA and National Wildfire Coordinating Group certified, and the firefighters must attend annual training every October at a state facility in Woodworth.

Yet there’s another part of the job that isn’t fighting fires or inspecting tree plantings, etc. that is also very important. Smokey Bear presentations!

“We’ve got Smokey Bear costumes we wear,” Gregory said. He said the costumes are used for fire prevention programs at classrooms, job fairs, or programs at which they are requested. Mostly, they hand out brochures and pose for pictures, he said.

As Smokey Bear says, “Only you can prevent wildfires.” But if they do occur, please know that LDAF wildland firefighters are ready to respond 24 a day, 365 days a year.
