Westley Wallace Law (W. W. Law) Administrative History:

In February of 1917, National Association for the Advancement of Colored People’s (NAACP)

Field Secretary, James Weldon Johnson (1871-1938), met with a group of prominent Savannah

African Americans to establish a Savannah branch. Joseph C. Lindsay was elected as the first

president and by December of 1918 the branch had 79 members. One of the first activities of the

Savannah branch was to work with Savannah Mayor Wallace Pierpont as they protested the

proposed move of the “red light district” to the predominantly African American neighborhood

west of West Broad Street. Throughout the 1920s and early 1930s the Savannah branch fluctuated

in membership and their main activities included funding lawyers for wrongly convicted African

Americans and hosting national NAACP leaders to encourage membership. However, by 1939 the

branch was considered inactive and the charter was revoked.

The revival of the NAACP Savannah branch was made possible through the leadership of

Reverend Ralph Mark Gilbert (1899-1956). Recently installed as Reverend at First African Baptist

Church, Gilbert called a meeting in March 1942 to reestablish the branch. Gilbert was elected

President and served the Savannah branch in this capacity from 1942 to 1950. Under Gilbert, the

branch’s role in the Civil Rights Movement grew through the use of new confrontational protest

techniques and the establishment of a youth council. The Savannah Youth Council was formed in

January 1943, and by March of that year had 614 members with Norman L. Gadsden serving as

the first president. Reverend Gilbert was also instrumental in the establishment of the Georgia

State Conference of NAACP branches. In January 1943, representatives from Georgia NAACP

branches met in Savannah to convene the first meeting of the conference and elected Gilbert as the

first state President; he served until 1950. Gilbert believed the Georgia State Conference was

integral to establishing more branches throughout the state, especially in rural towns and colleges.

In 1950, the NAACP Savannah branch elected Westley Wallace “W. W.” Law (1923-2002)

President, who at 27 years old was, the youngest branch president in the country. Law had

previously served as Savannah Youth Council President and was a mentee of Gilbert’s. Law also

served on the NAACP Board of Directors from 1950 to 1980 and was the Georgia State Conference

President, from 1955 to 1967. For his leadership in the NAACP, Law faced several instances of

discrimination, specifically in 1961 when he was fired from his position with the United States

Post Office. Law was only reinstated after national leaders and lawyers advocated on his behalf.

W. W. Law led several protests, boycotts, mass meetings, sit-ins, pickets, and marches, leading to

the successful integration of several Savannah institutions. The years 1960 and 1961 were the

height of these protests, including a sixteen-month boycott of downtown Savannah businesses that

refused to service or hire African Americans. Boycotts and protests made such a significant

revenue impact, many store owners began to implement integration plans by July 1961. Other

Savannah facilities integrated as a result of NAACP protests include public libraries, recreational

facilities, movie theaters, the municipal golf course and auditorium, Tybee Beach, and public

transportation. A lawsuit fought by NAACP lawyers in 1963, Ralph Stell v. Savannah-Chatham

County Board of Public Education, led to the integration of public schools in Savannah. The

NAACP recruited students to attend all-white schools, and in the fall of 1963, nineteen African

American students integrated Savannah High and Groves High schools. All of this was achieved

before the passage of the Federal Civil Rights Act of 1964 by Congress.

The NAACP Savannah branch continued to fight for equal rights throughout the 1970s and 1980s

by taking on employee discrimination cases, protesting police violence against African Americans,

and holding voter registration drives to elect African American leaders. NAACP members faced

discrimination and violence for their efforts to end racial biases. One example of such violence

was the death of City of Savannah Alderman Robbie Robinson, a NAACP lawyer murdered by a

mail bomb sent by Walter Moody in December 1989.

Law resigned as NAACP Savannah branch President in 1976 and became President Emeritus of

the Savannah branch for his tireless and sacrificial efforts to the Civil Rights Movement. Curtis

Cooper succeeded him as Savannah branch President until his death in 2000. The NAACP

Savannah branch is still active, hosting voter registration drives, political debates, and other

The National Association for the Advancement of Colored People (NAACP) Savannah branch

records (1911-2013, no date, bulk 1931-2001) contains the operational, membership, and

administrative records of the Savannah, Georgia branch of the NAACP. The records were created

during W. W. Law’s tenure as President of the Savannah Youth Council, NAACP Savannah

branch, and Georgia State Conference, as well as when he was a board member of the National

other Georgia branches. The significance of this collection is its detailed insight into the national

and local Civil Rights Movement, as well as how the local branch interacted within the larger

NAACP structure, reflected in the records documenting activities such as voter registration drives,

discrimination complaints, court cases, mass meetings, membership campaigns, protest

demonstrations, lectures, and participation in NAACP conventions. Items of interest include

correspondence from national Civil Rights leaders, including Rosa Parks, Langston Hughes, Roy

Wilkins, Clarence Mitchell, and Ruby Hurley, in which they discuss national, local and state

Savannah branch records – Correspondence (1942-2002, no date) consists of letters, postcards,

telegrams, notes, and greeting cards which document the NAACP Savannah branch activities

throughout the local, state, and national Civil Rights Movements. Incoming and outgoing

correspondence reveal the interactions between the NAACP Savannah Branch office and local

businesses, prominent community members, wrongly convicted prisoners, government officials,

as well as the NAACP national office and out of state NAACP regional and youth branches. Items

of note include correspondence between W.W. Law and national leaders in the Civil Rights

Movement, including Langston Hughes, Rosa Parks, Thurgood Marshall and Medgar Evers.

Found throughout the sub-series are letters from Jimmy Carter, Georgia Governor and United

Scope and Content:


Savannah branch records – Savannah branch activity records (1943-2001, no date) contains

records that reflect the activities of the local branch to fight discrimination against Savannah

citizens. These activities include court cases, boycotts, fundraisers, receptions, mass meetings,

protests, exhibitions, voter registration efforts, youth council events, school integration efforts,

anniversary events, employee discrimination complaints against the local government and

businesses, and lectures. The record types include flyers, event programs, souvenir programs,

personal witness statements, petitions, notes, speeches, and resolutions. Items of note include

boycott flyers with graphics imploring the Savannah population to withstand purchases from

segregated institutions; handwritten witness statements by individuals who were discriminated

against in a work place or saw violence perpetuated against a minority; and gravestone rubbings

of African Americans buried in Laurel Grove South Cemetery.

Scope and Content:


Savannah branch records – National, Regional, State, and other branches activity records (1912,

1945-2001, no date) includes records that reflect the activities of the national, regional, and state

offices, as well as other NAACP branches. The activity records reflect the participation of

members in annual conventions, fundraising dinners, symposiums, banquets, marches, resolutions

voted on by the membership at conventions, and receptions honoring national leaders. The national

annual convention records are detailed and start from the 38th Annual Convention in 1947 to the

89th Annual Convention in 1998. Other annual conventions include the Georgia State Conference,

national youth conventions, leadership conferences, and regional conventions. The convention

records include delegate kits, reports, resolutions, speeches, event programs, and press releases. A

highlight of this sub-series is the variety of material found within the delegate and convention

packets that were handed out to branch delegates and convention attendees. The material within

these packets include promotional items for sponsoring businesses, maps and brochures on the city

the convention was held in, notepads for delegates, and identification badges. Unique conferences

that delegates attended include the Midcentury White House Conference on Children and Youth

in Washington, D. C., December 3-7, 1950, and the National Youth Legislative conferences held

at Howard University, Washington, D.C. in 1948 and 1954.

date) includes the records of the Savannah branch, Southeastern Region, Georgia State

Conference, National Board, and related local organizations membership records. The records

include individual membership details, meeting minutes, national and local committee records,

membership awards, officer nominations and election records, constitutions and by-laws,

membership campaigns, membership contacts, and National Board of Directors meeting minutes,

reports, and meeting notices. Information can be found on national, local, and regional leaders.

Also included in this sub-series are related local organization records for groups such as Chatham

County Crusade for Voters, Political Advisory Council, and the State-Wide All Citizens

Registration Committee. These organizations had a close relationship with the NAACP Savannah

branch and often collaborated on activities to reach a wider audience. Items of note include the

records from specific Savannah branch committees including the Labor and Industry Committee,

Gingerbread Village Committee, Housing Committee, Transportation Committee, Textbook

Committee, and Day Care Committee. Also of note are the national Youth Work Committee

records that W. W. Law was a member of, including meeting minutes and information packets.

Sub-Series 1121-102.5 National Association for the Advancement of Colored People (NAACP)

Savannah branch records – Publications (1918, 1933-2002, 2012-2013, no date) contains a variety

of print publications produced for and from the NAACP national office, state, regional, and local

branches and leaders to promote and operate the organization. The publication types include

brochures, periodicals, pamphlets, booklets, manuals, program guides, books, news articles, and

essays. Authors include national leaders such as Benjamin Hooks and Clarence Mitchell, as well

as local leaders such as W. W. Law and Ralph Mark Gilbert. Included in this sub-series is Crisis,

NAACP’s nationally produced magazine, first issued in 1910 by W. E. B. DuBois. Several articles

of the Crisis reference the efforts of the Savannah branch and Youth Council as well as other

branch activities throughout the nation. Highlights of this sub-series are the local branch

publications, including a newsletter by the Savannah Youth Council, “Watchdog,” from 1948-

1949 and a booklet, “We shall Not be Moved: Collection of ‘Freedom Now’ Songs as Sung in the

NAACP Savannah branch and Youth Council,” 1969.

Scope and Content:


Savannah branch records – Administrative, financial, and reporting records (1911, 1946-1999, no

date) detail the daily operational records produced by the local, state, regional, and national

NAACP offices. The administrative records include notes, phone messages, stationary, and draft

letters. Financial records include invoices, disbursements, travel expenses, agreements,

contributions, receipts, fundraising campaign information, financial statements, and budgets. Also

included in this sub-series are the reporting records, including annual, membership, activity,

departmental, and officer reports. Records of note include the various reports from NAACP

national departments detailing their specific efforts within the organization, W. W. Law’s personal

notes on branch meetings, and Law’s travel schedules for the organization.

Scope and Content:


Savannah branch records – Library of Congress, National Association for the Advancement of

Colored People Records, reproductions (1915-1967, no date) consists of documents found in the

national office NAACP records held at the Library of Congress. The reproductions in this sub-

series all relate to Savannah and Georgia NAACP branch activities. They include correspondence,

financial records, and membership reports spanning the creation and revival of the NAACP

Savannah branch, creation of the Youth Council, the establishment of the Savannah State

University branch, and W. W. Law’s and Ralph Mark Gilbert’s presidencies. Some highlights of

this sub-series are correspondence related to the establishment of the Savannah branch in 1917,

and documents related to a fine imposed on the Savannah branch and NAACP for picketing

violations issued by the Superior Court of Chatham County in the case National Association for

the Advancement of Colored People v. Haldred Overstreet, verdict issued in 1963. The case was

appealed and argued by NAACP lawyers before the United States Supreme Court in 1966.
