However, prior commitments prevent him from accepting the invitation. As I understand that IPU has invited you to attend the Assembly in light of your responsibilities relating to the Democracy Fund. We would therefore be grateful if you would deliver a message to the gathering on behalf of the Secretary-General. The IPU representative in New York has indicated the IPU would welcome this arrangement. I would appreciate your confirming that you will, in fact, attend the Assembly and that you will be able to deliver a message from the SG either at the opening session, or the following morning. For a freedom of expression that is recognized and applied with respect for religions andbeliefs, based upon what the precepts of the faith set out as fundamental values of peace Algeria 15 Februaryand tolerance for all human beings and for humankind.

Procedure to be followed:Under the terms of Assembly Rule 11.2(a). "A request for the inclusion of an emergency item must relate to amajor event of international concern on which it appears necessary for the IPU to express its opinion. Such arequest must receive a two-thirds majority of the votes cast in order to be accepted." Moreover, AssemblyRule 11.2(b) stipulates that "The Assembly may place only one emergency item on its agenda. Should severalrequests obtain the requisite majority, the one having received the largest number of positive votes shall beaccepted."
