Draining is needed because a screen protecting the pump from debris is completely blocked, he says. The work provided the council the opportunity to clean out all the rubbish that had been chucked in the lake for 15 years. COCKBURN city council has received a ticking off by a local school principal for draining a lake at Smart Park in Spearwood and leaving the works unfenced.

Hugh McCracken, who lives on nearby Barrington Street and is principal at Palmyra primary, took two of his sons to the park on the weekend: One wandered into the worksite and narrowly avoided injury after tripping on debris.

Mr McCracken contacted central ward candidate Phil Eva who’s taken up the cudgels on his behalf: “It’s been left in a terrible state,” Mr Eva told the Herald, noting there was no signage announcing the works. “The place is used for weddings on the weekend—what if someone had turned up to fi nd this?”

FREMANTLE mayoral c a n d i d a t e M a t t h e w Hanssen has flagged

cutting council programs to fund his election commitments.

His focus is reducing waste but concedes his desire to extend free parking, resume verge mowing and introduce weekly recycling collection comes with a cost.

“If you remove the waste—and there’s always waste in any sort of business or organisation—it’s about having a look at the expenditure and going through that and trying to cut,” he said.

“OK, we might have to cut some programs or some elements, but it depends—if they are adding true value back into the city, or are they just wishy-washy programs that aren’t really delivering anything back into it.

“I mean...like the amount of advertising and the advertising campaigns that seem to be going on...this must be costing tens of thousands of dollars and a lot of it is unnecessary.”

ScrutinyMr Hanssen says the council’s

arts budget won’t be immune from scrutiny but he’s reluctant to target it: “I’m not looking at cutting money from the arts grants but I think without being able to have a look at the full set of books it’s very, very hard to make those sorts of decisions.”

He’s also fl agged an $800,000 annual saving by dumping SMRC waste collection and sending garbage to an incinerator that converts it to energy.

“At the moment the SMRC is costing us something like $210 per tonne. A waste-to-energy facility—$110 a tonne.”

He says the Barnett government is pushing for an incinerator—also known as a waste-to-energy facility—to be built in Kwinana.

Mr Hanssen also plans to target councillors’ “pet projects” and get the council on a more fundamental “rates, roads and rubbish” track: “There’s some great initiatives in relation to bike riding, but there’s some really far-out initiatives there that I think really are just pipe dreams more than anything else.”

Mayor Brad Pettitt says his challenger’s promises are reckless and expensive: “There’s all these promises upon promises—you put them all together and you start looking at the rates being sky-high or he’s got to be up-front about the services he’s going to cut.”

He dismisses weekly recycling

collection as pointless: “We went out and did surveys in that regard and we worked out that merely by providing a bigger bin you can provide exactly the same function. It’s a big cost—it’s hundreds of thousands of dollars to have a whole new truck that does an extra round and picks up those bins—and the carbon implications of driving that around.”

He says he deliberately hasn’t made a list of promises because, “my view is actually what we’re doing is pretty good”. If re-elected his main role will be to oversee the implementation of projects already in the pipeline, such as the Kings Square and Cantonment Hill redevelopments.

He is keen to develop a solar farm on the old South Fremantle tip site, predicting it’ll pay for itself in a couple of years and makes use of land that’s a burden on the city. He acknowledges he’ll take some baggage into the election following bruising debates over increasing density and height

in the CBD and building a skate park on the Esplanade reserve but two big development applications dropped onto the council’s desk this week have lifted his mood, as he sees them as vindicating decisions the council took.

“This week a DA was lodged for the Spotlight site...and that’s been empty for a long time now. It’s going to be the maximum height under the new Amendment 49, it’s going to be a hotel with ground fl oor retail.”

The second application is for the Point Street site formerly owned by the council that recently sold for $10 million. It will include 5000sqm of o ce space, which Dr Pettitt says will add to the 30,000sqm planned for Kings Square, giving the CBD a huge shot in the arm.

He says together they’ll account for about 1500 jobs, with the aim to double that by negotiating with land owners.

IS a major new soccer ground likely for Melville?

Last week the Melville city football club posted on its website it was, “in discussion with another party regarding a new sporting ground development, in conjunction with the City of Melville”.

The post talked about, “a multi-million dollar program” and a “facility [that] will be a showcase location for football in the state”, ready by mid-2015.

The Herald contacted the club to seek details but received no reply. Shortly afterwards, the post was deleted from the website, replaced with a similar

article that had stripped out the line “in conjunction with the City of Melville”.

The Herald contacted the council but no specifi c answers were given. CEO Shayne Silcox says the council is “investigating all possible options” to ensure future demand for sporting grounds is met and that there is “severe overuse” of existing reserves.

He did not name the club, but says the council is “meeting extensively with key stakeholders and local sporting groups to explore possible strategies that may help us improve sporting ground capacity across the city”.

The email is unapologetic

for being so forthright: “If this somewhat political email off ends you then please consider the signifi cant amount of frustration your committee suff er (sic) weekly when facing obstacles imposed by the council today,” it says.

Club treasurer Elaine Johnson says she doesn’t know who sent the email either.

“I’m not interested, I’ll make my own mind up,” she said. “Dave [Kindness] I imagine must have said it was okay. The buck stops with the president.”

CHIEF JUSTICE Wayne Martin opened a new mental health law reference library at the mental health law centre on Wednesday.

It’s named after Fremantle barrister Stephen Walker and off ers users resources on topics such as law reform, statistics and publications.

Meanwhile, St Bartholomew’s House used national mental health week to raise awareness about the rising rate of homelessness amongst people with mental illness.

Chair Andrew Birch says the cycle of mental illness and

homelessness is a vicious one: Homeless people often report di culties accessing healthcare due to a lack of fi xed address, limited access to transport and issues such as not having a

Medicare card. St Bart’s reaches out to more than 1200 people a year. On any given night, one-fi fth of those staying in St Bart’s emergency accommodation suff er mental illness.

uproar after an email—supposedly from the club’s management committee—encouraged members to vote for six candidates, including the mayor’s daughter, in this month’s council elections.

Club president Dave Kindness says the email was not authorised and he does not know who sent it.

“That was a mistake,” he said when the Herald called. “We’re a volunteer organisation, we’re not in the political game.”

The extraordinary email, supposedly signed by “the committee”—but with no names attached—claims some incumbent councillors are “anti-development” and “a breath of fresh air” is needed.

Vocal minorityLambasting the “obstruction

in moving ahead with the syntehic (sic) turf proposal” for Len Shearer Reserve and lashing “a vocal minority of residents” the email enthusiastically endorses Rebecca Aubrey for city ward.

“Rebecca is daughter of Mayor Russell Aubrey and is a keen sports person,” says the email, which also complains that because Len Shearer and Winthrop Reserves are public open space the club has been unable to erect sponsor signage, “and we similarly don’t see investment in the clubroom buildings”.

But “things are changing!” it says.

A long journeyLISTEN here Herald, while everyone around me up here 39,000 feet in the air is watching American movies and eating peanuts, I am sweating away to get you a little piece of wisdom for the weekend’s edition. I hope it is of use at this late junction of the week:

With the precinct system all but extinct, community groups like the Fremantle Society ineff ectual, and the community worn out by fake consultation, these local elections have been a non-event.

This is a great pity, as elections in the past have shown an engaged community defending its values.

We keep being told a renaissance is around the corner, and so we get on with our lives, and leave things to the aff able mayor and his councillors.

But two pivotal decisions by the incumbents will defi ne them in history, and prejudice our future. I am not referring to council’s woeful lack of maintenance of its own heritage assets ( highlighted in a report on FICRA’s blog), but by:

a) a massive increase in building heights on key city centre sites;

b) a 4100sqm skateboard plaza on a green park.

In both cases, decades of planning wisdom and green values were thrown out the window to speed the “coming renaissance”. Valuable assets like the human scale of the city centre and the “urban forest” nature

A mown about bludgersTHIS morning I woke to the sounds of numerous whipper-snippers and lawn mowers coming from my neighbour’s house.

The volunteer taskforce was at it again, providing garden maintenance service to the aged and disabled people of our community.

A quick fl ick through the taskforce website gave a bit of insight in to its background and selection criteria for assistance, plus where it gets its funding from.

Don’t get me wrong, I am perfectly OK having a small portion of my tax assigned to organisations that assist real people in need: My problem is this house is occupied by an elderly lady as well as fi ve or more able-bodied adult males and females.

My FIFO roster gives me ample time to see the other occupants do not engage in any form of work and are more than happy to require the assistance of an ambulance or the discipline of the police on any given week.

I fi nd it hard to swallow that a small portion of my tax allows my neighbours to live their lives the way they do, but now to fi nd out they also get free garden maintenance is just ludicrous!

What happened to work-for-the-dole? There’s plenty of work around, even if it’s just mowing their own lawns!

I will be contacting the volunteer task force and suggest it re-assess the services it provides my neighbours.

So, while the council is energetically taking us on a long journey to the promised land, it has been done so with a lack of due process, not wisdom.

MYRE has opened, after much anticipation, in the

former Myer (originally Boans) department store in Kings Square, central Fremantle. Here’s good luck to them and a little gratuitous advice. Their enthusiasm and enterprise deserves both.

There’s a traditional format for the progress of such “market-style” operations. Alright, it refuses to be identifi ed as a market, but the underlying set-up is similar. The routine is: open with a fl urry and fuss, settle in over three to four weeks, curious visitors drift in and out, business variable, some tenancies move around or out, a pick-up toward Christmas, post-Christmas and “back-to-school” hit; crash and burn.

So, fi rst advice: don’t do that!Knowing the risks in advance

and taking pre-emptive action, should minimise becoming “myred” in the distress and controversy that ensues. Enthusiastic, mostly young entrepreneurs are placing their hopes and dreams along with their products in the venture and in its management and the responsibility is very

great. Urgency is the guiding imperative in developing the project’s full potential.

It’s not very di cult to open a retail venue of this type, believe it or not that’s the easy part—the trick is in keeping it open after the fi rst three months. More than in any other type of retail experiment, success depends upon a close relationship between tenants and management on a “we’re all in this together” basis.

At the best of times, it ain’t easy and these are not those; shopkeepers need support, advice and encouragement, often in quite basic and obvious ways, even such as putting prices on goods (at last sighting, some had not done so).

There is one particular aspect of this experiment that might make the diff erence—the second level. Should that make good its promise of production, workshops, artisans etc, that innovation may create another (upper level) layer of unique attractions.

Meanwhile, the rooftop bar/

café has unique potential but only that, pending how it is set up.

Catering for a particular age-group is something to be consciously avoided. If services, stock lines and marketing are directed toward a narrow demographic, that’s what you’ll get and wish you hadn’t.

“Activation” is the buzz-word around Fremantle these days, but the act of appearing is not activation in itself, that comes from within. The front windows, for instance, are passive. Myre must be bursting with action and light, colour, movement, sound, as well as novelty and originality. Most of that has been done before but it’s a matter of how eff ectively it’s done. It must explode out onto the square.

Let us hope this new arrival on Fremantle’s scene will be something to be “admyred” and its occupants happy. The concept fi ts with Fremantle’s future. Be brave MYRE, bold, strong, and exciting. Keep those smiles coming, be successful and help lift the city’s fortunes.

Bypassing namesIT is amazing that after four years as a councillor representing the most congested ward, that E e Nicholson has failed to recognise the Roe Hwy extension to Stock Rd forms a bypass for the City of Melville.

This road has colloquially been called the Roe Bypass for nearly 10 years. This might explain why Cr Nicholson and her brother Nick Pazolli, who have unfailingly voted together for four years, consistently voted against building a road that would take Fremantle and Cockburn-bound tra c away from the congested suburban streets of Melville and place

A clear choiceELECTIONS, selections, directions…

We are nearing the end of an unprecedented year of election overload. Essentially we have had four elections—both houses of state parliament and both houses of federal parliament (half the Senate, at least)—and we still have two to go: Council ward and mayoral elections.

So what are our choices in Fremantle this time around?

The wards: Two councillors returned unopposed—Dave Coggin (east) and Josh Wilson (Beaconsfi eld).

Incumbent Sam Wainwright is up against Frank Acocella in Hilton ward and Claudia Green is challenging Cr Andrew Sullivan in south. In city ward, frontrunner Simon Naber looks likely to fend off Steve Cook (and others) to take over from Cr Tim Grey-Smith, retiring after four years, while in north ward, Cr Doug Thompson (who has represented the community for 25 years) is up against Matthew Hanssen.

Mayoral: There were six mayoral candidates at the last election, some with similar platforms, policies and vision. This time we have just two very diff erent candidates, with very diff erent visions for Fremantle, making the choice much clearer.

Dr Brad Pettitt supports a greater Fremantle, remaining as a city council in its own right, with its own identity. Mr Matthew Hanssen supports Fremantle being swallowed up by Melville. Dr Pettitt spent four years as a ward councillor before being elected mayor in 2009; Mr Hanssen has no council experience.

Pettitt or Hanssen?—a very clear choice.

One aspect of the mayoral election that diff ers from other elections is you are actually voting for a leader. The public does not vote for a prime minister, nor a premier, nor leaders of either upper house. So the question is—how important is the mayor in leading the local council?

If the past four years are anything to go by, you would have to say pivotal, if

My great hope is it voted to preserve this wonderful piece of Cockburn’s heritage.

Regardless of the outcome, I do want to say a huge well done and thank you to Lyndsey Wetton for her eff orts to try to save it.

Lyndsey has driven a local community campaign to preserve this house, door-knocking Spearwood with a petition, working with local media, putting a submission in to the state heritage register and promoting the cause on her blog, www.22suburbs.com.au.

Lyndsey’s passion for our area, her energy, her engagement with local issues and her pragmatism have been clear to me—qualities that will make her a great Cockburn councillor. I am giving her my support in these elections, and I hope others will too.

Never before in Fremantle’s history have we had such a cohesive and internally co-operative council. Despite being made up of a range of ages, backgrounds, beliefs and political persuasions, this council has enjoyed a distinct lack of in-fi ghting, controversies, scandals and mismanagement. This is a testament to how the mayor has steered the ship to actually achieve outcomes and results, rather than having to manage a combative, divided council fuelled by egos and hidden agendas. The councillors and o cers have their role; however at the end of the day, the captain chooses the course.

However, before a leader can be appointed you must vote. In 2011, 35.88 per cent of Fremantle participated in council voting. The state average was 30.94. It is your democratic right to vote and the only opportunity to vote directly for a leader.

Fill in your postal vote and ensure you sign the back of the envelope; otherwise your vote is invalid. If you have not received voting papers apply for new ones at the town hall. Postal votes need to be posted by October 15, or you can vote in person at the town hall on Saturday October 19.

THE mouldering Royal George Hotel—an icon of the town—is a big priority for East Fremantle mayoral candidate Cliff Collinson.

Handed to the National Trust by the WA government in 2009 the state heritage-listed building has been at the centre of a battle between the Trust and council ever since. An artist’s enclave and home to restaurants for many years, the tenants were summarily evicted as the Trust entered a development partnership that promised to transform the building into a boutique hotel.

“A 12-storey block of fl ats,” is how Cr Collinson describes plans that were presented to the horrifi ed council.

Subsequent plans also failed to win support, deemed as unsympathetic to the building’s heritage or as too intensive for the historic Plympton neighbourhood.

Over the four-year hiatus fi ttings have been ripped out, vandals and rats have done their damage, paint is peeling, windows are boarded over, fascia hangs off and brick work is fretting—all under National Trust ownership.

The retired teacher has been talking to anyone who will listen about the Royal George and if successful plans to sort it out. A six-year veteran on the council, he is keen to ensure the the town’s identity is not lost when inevitably swallowed by either Melville or Fremantle or both under Colin Barnett’s amalgamation jihad.

The town’s submission had been

ruled “invalid” because it re-iterated that as a fi nancially stable council, with zero debt, it should continue to exist as a stand-alone municipality.

He notes that amalgamations in the eastern states, notably Victoria and Queensland, have not resulted in promised savings and e ciencies. Bigger councils mean more bureaucracy, less service and less support for local clubs.

“We have a huge number of sporting clubs who rely on council to some extent,” he says, fearing for their future under a mega-council.

And with just nine councillors planned to represent the entire Melville-Fremantle-East Fremantle area, it means negligible access to elected representatives for those with grievances and concerns.

He believes big developers will be the winners and East Fremantle’s heritage the loser if the town disappears. “You cross Petra Street [the East Fremantle and Melville border] and you can see the diff erence.”

A member of the Greens for 20 years, Cr Collinson is keen to continue his push for a greener council, including hybrid cars and wind power. “Council has to be setting up models for the community to follow.”

He wants folk to start thinking about things like redeveloping Leeuwin Barracks and East Fremantle oval, and connection to the

foreshore: “We should be starting with the high end planning of the Leeuwin Barracks and the foreshore now—the sale of the barracks is an inevitability.”

He is highly critical of the council’s approach to the oval’s redevelopment, saying it presented the community with too many pre-conceived ideas. He wants to start again.

THE imminent disbanding of the Swan River Trust makes local councils more relevant than ever, says East Fremantle mayoral hopeful Jim O’Neill.

The town is at the end of the line for what happens upriver, he says.

“The river is at a fragile point…and I see council needs to have more of role to play.”

If elected he’s keen to see community groups such as the Friends of the Foreshore reactivated, making protecting the river a grassroots issue.

Mr O’Neill was mayor for six years, retiring in 2007.

A big issue bringing him out of retirement is the Barnett government’s determination to fold East Fremantle into a bigger council.

“There are things people love about this town, and we need to work hard to protect that and get the best possible outcome,” he says.

He fears the government’s preferred Melville-Fremantle-East Fremantle proposal will be infl uenced too much by Melville’s development-at-all-costs ethos and see unfettered, high-rise, development peppered throughout East Fremantle and Fremantle.

The town must ensure its planning schemes and policies are rock solid to present a good case when a future Melville-based scheme is drawn up to cover the area, he says.

“We have to say there are things that are important and non-negotiable—if not, we will just be another suburb.”

The Allen Street resident opposes council plans to develop part of East Fremantle oval for housing.

“I’m not in favour of selling A-class reserves anywhere in the town. Once you start where do you stop?”

He says footpaths also need more attention.

A THWARTED bid to break into the housing market has Fremantle councillor Rachel Pemberton calling for a rethink of WA’s zoning laws.

Cr Pemberton and a few mates wanted to buy a block in the ‘burbs and split it into smaller lots, with green space in between.

But they were stymied by R-Codes which she said would have forced them into building a single house bigger than any of them needed, with just a granny fl at out the back.

“At this moment, we are creating a self-fulfi lling prophecy about what the market wants. There is a fallacy that everyone wants a four-bedroom, two-bathroom house.”

She says creating sellable mini-blocks in the suburbs will bring a raft of benefi ts, including more aff ordable and sustainable housing.

She says not everyone who wants to live in a small home wants a city apartment, arguing more diversity creates stronger, more resilient communities, with singles, childless couples and retirees mixing it with families.

Mandating green spaces would combat the heat island eff ect created by current sub-division rules, which demand paved and concreted driveways.

“We have so many hard surfaces that refl ect and don’t absorb the heat,” she says.

“We put undue stress on our drainage infrastructure, as opposed to when we used to have gardens and things that would soak it in.”

A sticking point is car parking and Cr Pemberton says people’s expectations must change.

“I think it’s an absolute tragedy that we eliminate good places and aff ordable housing and living spaces based on our treatment of cars.

“We need to accept the fact we may not get to park directly outside of our house.”

But the head of the WA’s chief planning body says the mix is right already.

“The [R-Codes] currently provide local government with the fl exibility to provide the full range of choices for housing type and design, to

meet the needs of their community,” says WA planning director-general Eric Lumsden. “Local government should ensure that it uses the most appropriate mix of codes in its local planning scheme to meet the needs of existing and intended future communities.”

He says R60 coding allows for single homes, villas, townhouses and apartments to co-exist.

But if that’s the case, the concept doesn’t appear to be fi ltering out to big developers. The Chook checked out fi ve of the latest land releases in WA, including off erings from Mirvac, Stockland, Australand, Peet and MMJ Real Estate’s Eliza Ponds Estate in Spearwood. In each the lot sizes are in the 300sqm to 400sqm bracket with nary a sliver of green between them.

THE Swan River Trust says it’s closing in on a decision on whether to prosecute the Swan Yacht Club for constructing four boat pens without approval.

The Trust has been investigating the club for more than a year and has given it

A SEVEN-YEAR-OLD girl was left in tears as she watched workers chainsaw a mature gum that had nesting parrots in it.

Amanda Harris had run out of her White Gum Valley house with her young daughters after awakening to the sound of workers felling the tree—home to nesting parrots and visiting galahs, black cockatoos and lorikeets—at the rear of a nearby property on Newbold Street.

“I asked the workers to stop, but they just laughed at me,” she told the Herald.

“My daughter got really upset because there were green parrots nesting in the tree as it was getting cut down.

“The workers said the tree had a cavity in it and was unsafe; but they could have cut it back and let it regrow.”

In a last-ditch act of desperation Ms Harris’s husband called police to see if they could stop the workers.

Two cars arrived as more neighbours, including city councillor Ingrid Waltham, gathered to witness the tree’s demise.

“It was distressing to see a majestic tree, especially one with birds in it, cut down,” Cr Waltham says.

“Unfortunately, as the tree is on private property the council

has very little jurisdiction over the matter.

“We are looking into a signifi cant tree register which would help safeguard mature trees on private blocks.”

Eventually the disconsolate locals dissipated as police confi rmed they were powerless to intervene.

The Herald understands the owner has subdivided the lot to build more dwellings.

Local resident and real estate agent Frank Sander says too many trees on private properties—especially in Beaconsfi eld and White Gum Valley—are being felled by

developers too lazy and cheap to develop tree-saving designs.

“One of the reasons I moved to Newbold Street, around 14 years ago, was because of the beautiful trees in the area,” he says.

“But sadly we see more and more developers chopping them down to squeeze in more houses—it’s very sad.”

Ms Harris says trees at the soon-to-be-redeveloped old Kim Beazley school site are also in jeopardy.

“We believe policies relating to permission for the removal of trees are far too weak,” she says.

“The natural environment in our urban areas are being progressively diminished by development, with no real monitoring of tree removal or requirement for the replacement of trees removed.

“Not only is this removing vital habitat for endangered native birds and having an wider negatively environmental eff ect, it also impacts our quality of life.”

Parrots put out

The question is often asked if “selling off the back yard” is subject to

capital gains tax.

Everyone probably knows that under current law any capital gain made when selling the family home is not taxable.

However, there are some circumstances whereby selling your “primary residence” could be subject to capital gains tax.

Buyers ought to be cautious, for example, when purchasing the family home as a “trustee for a trust” especially when it comes time to sell. This is because, in general, the tax rules enable only individuals residing in their home to generate a tax-free gain when selling. Indeed, sellers have the onus to prove that the sold property is in fact their primary home. Holding utility accounts in your name, having your possessions in the property and sharing the home with your family members are all examples of “proof of residing”.

The question is often asked if “selling off the back yard” is subject to capital gains tax. In short, the advice I have read indicates “yes

it is”. This is because the principal residence tax exemption applies only to a “house” with the land. The original cost of buying the property is normally able to be deducted to determine any profi t in such circumstances and the gain discounted by half if the land is held for more than twelve months.

When deciding to relocate the family for a period and rent the primary residence, property owners have the right to return to

their home within six years and retain the tax exemption when selling. The exemption applies only when the seller did actually reside (intention to reside is not suffi cient) in the property and did not purchase and live in that other home during the period of renting the original house.

For those who have inherited a house from a deceased family member the rules are more complex although normally for a recent inheritance the profi ts from the sale of the property is tax-free if the property is either sold within two years of the person’s death or the home becomes the main residence of the benefi ciary under the will.

In summary, in unordinary circumstances it is worth checking with your accountant or tax professional before selling your home to ensure any gain you make is safe from the Taxman.

HEADLESS chooks would have taken more notice of the

Down at Chogajip Korean restaurant on Essex Street, there’s a small but cleverly varied $15 lunch menu to enjoy alongside renditions of Beatles classics reimagined with traditional Korean instruments.

You could tell the soy fi sh was cooked in a new batch of oil: It smelled fresh, was golden in colour and had a great crunch to it. The thick slices of fi sh were subtly fl avoured, working as a neutral base for the soy sauce, biting chilli and a light salad (which helped with the guilt of eating a deep-fried meal for lunch).

The udon hot pot with bulgogi is a big dish served in a cast-iron pot, with plenty of chunks of soft, tender marinated beef swimming alongside fat, savoury udon noodles in brothy soup sprinkled with delicious umami powder. Served just slightly cooler than the surface of the sun, it’s a perfect hearty meal for a windy day.

Dak bulgogi was an enjoyable mix of grilled chicken marinated in soy sauce, sugar and sesame oil, served alongside boiled rice. A nice, lighter alternative to the rich, dark bulgogi marinade.

For the middle of the table we picked up sweet chili prawns and were pretty blown away by the incredibly rich, sweet (and slightly spicy) sauce they were bathed in. This wasn’t one of those dishes with three prawns hiding in an ocean of sauce: There were plenty of shrimp strewn throughout the dish from fat plumpers to small juicy ones.

Overall, lunch at Chogajip is a pretty nice midpoint between a $6 burger at Hungry Jack’s and taking out a second mortgage to eat on the cafe strip.

SAINT CRISPIN is the patron saint of shoe-makers so it’s apt an art

exhibition featuring works made from discarded thongs should be launched on St Crispin’s Day (a day made famous by Shakespeare in Henry V’s stirring speech to gee up the Brits at Agincourt).

The “happy few” behind the exhibition are Fremantle’s Sandy McKendrick and artist mates Emma Washer and Cara Ratajezak.

The “foe” they battle aren’t the French but a colossal proliferation of rubbish tossed into the world’s oceans.

“Anything we can do to avoid it going into landfi ll is great,” McKendrick says.

Over four years the artists collected a mind-boggling array of fl otsam from beaches as far fl ung as South Beach and the Christmas and Cocos Keeling Islands, turning them into quirky—and beautiful—works of art.

It started as a community art project on the islands and many of the works are not for sale, as the islanders want them back.

McKendrick recalls raised eyebrows at Customs as she shipped 260kg of old rope, thongs, toothbrushes, driftwood and bits of toys back to Fremantle.

“Hundreds of toothbrushes wash up [on Christmas and Cocos],” McKendrick says.

Some driftwood found on the island bears colourful paint seen on Indonesian fi shing boats, and McKendrick believes they could be from sunken vessels.

One work is a lifering, edged

with cut-out black thongs, a memorial to lost refugee lives.

“[It’s[ a representation of night, and the oppression and fear of the unknown.”

Many items used in the exhibition are from closer to home with local rock lobster fi shers happy to provide stuff pulled up with their pots.

McKendrick spends many hours walking South Beach, or snorkeling off Cottesloe, where

she’s collected an impressive array of goggles that feature in the artworks.

Part of the Fremantle Festival the exhibition will also feature works suspended at Kidogo Art House on Bathers Beach, and stunning photos of the islands by Eva Boogaard.

Art Adrift will fl oat into Fishing Boat Harbour and Kidogo Arthouse October 25 to November 10.

A FRENCH busker has pleaded guilty to a charge of assault after snipping a lock of hair from a festival-goer at last weekend’s Fremantle Street Arts Festival.

Madcap mime artist Rodolphe Couthouis—aka Flochard—was given a spent conviction, but was slugged $125 in court costs.

“Everything is over and I’m a free man!” he laughed. “I am not a haircut criminal.”

Mr Couthouis says a woman who later insisted on his being charged had burst out laughing when he snipped off a ringlet while performing his rst show Blah Blah Blah on Easter Saturday.

“During the show, when I can see someone without hair on his head, I look at someone with long hair, and think maybe I can help the person with no hair,” he told the Herald. “I go to my bag and get my scissors out, come next to the woman and cut a little piece of hair and put it on his head.

“I did it very slowly—three times I look at her, look at him, so she can see what I’m doing.
