Dear Progress Seminar Attendees,

As we convene this weekend to celebrate the 50th Anniversary of the Progress Seminar, it is important to reflect upon what makes this event even happen every year. We believe it can be summed up in a few short words – “We Are One San Mateo County.”

There is something undeniably special about San Mateo County. Maybe it’s because we don’t have one big city to dominate the discussion and bully the political landscape, or maybe it’s because we have to fight together in order to get our fair share against the counties with big cities.

Whatever the reason, we get things done through great collaboration. We don’t hold grudges when we dis-agree, we take care of our own when the going gets tough, and we never give up looking for ways to solve a problem.

In late February, we in San Mateo County were notified that the hotel we sit in today was on a boycott list and authorized for a picket line due to a short-sighted decision to use non-union labor on a major HVAC project at the hotel. Since that day our three organizations have been in overdrive and worked daily to get the right people talking, to influence the hotel ownership group into collaboration with the Monterey/San Cruz Building Trades Council, and to finally bring about the temporary lifting of the boycott which allowed many of us to be in Monterey this weekend.

It’s an example of how when business and labor work together on the issues that impact our members col-lectively, we bring about the best possible public policy solutions to challenges facing everyone from CEOs to our elected officials, from our community organizations to the working men and women of our unions who teach our children, fix our roads, drive our busses, answer our 911 calls, service our hotel rooms, fly our planes, construct our buildings, protect our communities, care for our elderly, and myriad other jobs that contribute to making San Mateo County a great place to live, work and raise a family.

The Chamber is proud to count among its longtime members many labor council affiliates and the Labor Council and Building Trades Council are proud to be a sponsor of this year’s Progress Seminar. We are thankful to everyone who supported our efforts to find a path forward to participating in the 50th Anniver-sary Progress Seminar together as “One San Mateo County”, and we look forward to all we are able to accomplish together in light of this renewed and reinvigorated partnership.

Kevin Mullin was first elected in 2012 and re-elected in 2014, 2016 and 2018 to the California State Assembly representing the 22nd District in San Mateo County. On December 3, 2018 he was sworn in as Assembly Speaker pro Tem for the 2016-17 legislative session. As the #2 officer in the Assembly, he continues his role as part of Speaker Anthony Rendon’s leadership team and presides regularly over Assembly floor sessions. In this role, Kevin makes rulings on parliamentary inquiries and helps ensure bi-partisan cooperation and civility during Assembly business.

Elections reform and strengthening our democracy is Kevin’s top legislative priority. Through 2018, there have been 52 Mullin authored bills signed into law. Kevin has authored laws reforming the recount process for statewide elections, ensuring legitimate votes are counted by enhancing vote-by-mail ballot signature verification, and enabling San Mateo County to be the first county in the San Francisco Bay Area to conduct a regularly scheduled off-year election entirely by mail. He was also a co-author of the landmark law automatically registering Californians to vote.

Another landmark elections bill Kevin authored, AB 249 (The CA DISCLOSE Act), was signed into law by Governor Brown in 2017, giving California the strongest campaign disclosure law in the nation.

California voters will now be able to make informed decisions based on honest information about who the true funders are of campaign ads.

Kevin also authored AB 516, which will modernize California’s system of getting license plates on vehicles at the point of sale. This bill will increase public safety and eliminate toll evasion which has denied local toll agencies millions of dollars in revenue. AB 516 will go into effect in January 2019.

His other legislative priorities focus on transportation infrastructure and congestion relief, affordable housing, economic opportunity for all, maintaining a balanced budget with a healthy rainy day fund, clean tech and nurturing our innovation economy as Chair of the Select Committee on Biotechnology and as a member of the Tech Caucus.

A 4th generation Californian and San Mateo County native, Kevin graduated from Junipero Serra High School, received a B.A. in Communications from the University of San Francisco, and a Master's degree in Public Administration (M.P.A.) from San Francisco State University. Kevin also completed the Harvard University, Kennedy School of Government’s Leadership for the 21st Century Program.

Kevin served on the South San Francisco City Council from 2007 - 2012, serving as Mayor in 2011. His background also includes serving as district director for then-State Senator Jackie Speier (now Congresswoman) and as political director for his father, former State Assemblymember Gene Mullin.

As an entrepreneur, Kevin created KM2 Communications—a multimedia production business in South San Francisco. He has produced numerous documentaries and public affairs programming seen on local television, and has hosted various programs on Peninsula-TV Channel 26.

In 2016 Kevin received the John F. Foran Legislator of the Year Award from the Metropolitan Transportation Commission for leadership in transportation policy.

He lives in South San Francisco with his wife, Jessica Stanfill Mullin, their twin sons Liam and Landon and their rescue beagle, Sunshine.by Governor Brown in 2017, giving California the strongest campaign disclosure law in the nation.

Carole Groom was elected to the Board of Supervisors in June 2010, served as President of the Board in 2011 and 2015. Prior to Supervisor Groom’s appointment in 2009, she served nine years on the San Mateo City Council, including two terms as Mayor, and on the San Mateo Planning and Public Works Commissions.

Supervisor Groom’s legislative priorities include expanded access to quality preschool and literacy, improved access to healthcare for all, environmental protection, preservation of County’s parks, and growing the local economy. In December 2012, she was appointed to the California Coastal Commission by then California State Assembly Speaker, John Perez.

In 2009 she launched "Active San Mateo County," which convenes an annual Fall conference that explores the health and wellbeing of residents through planning, recreation, and policy, as well as the annual countywide event, “Streets Alive! Parks Alive!” In 2012, the San Mateo County Parks & Recreation Directors Association honored her for her efforts with their "Champion of the Community" award.

Since 2011, she has worked with the San Mateo County Office of Education and Silicon Valley Community Foundation to increase the reading proficiency of third graders countywide. This initiative, called The Big Lift, was formally launched in 2013 and seeks to raise the reading proficiency of third grade students in San Mateo County from 58% to 80% by 2020 through key interventions including access to preschool, inspiring summer experiences, reducing chronic absenteeism and increasing family engagement from preschool to third grade.

In 2014, Supervisor Groom and Supervisor Dave Pine began the process of establishing Peninsula Clean Energy (PCE), a community choice energy program to provide consumers with an option for more renewable energy sources. With the support of the Board of Supervisors and participation of all 20 San Mateo County cities, a feasibility study was completed in 2015 and, in 2016, the Joint Powers Authority was formally created to launch Peninsula Clean Energy. In 2017, PCE served over 288,000 residential and business accounts across San Mateo County.

Her professional experience includes 18 years as a Vice President of Mills-Peninsula Health Services. She also serves on the Boards of Directors of the San Mateo Police Activities League and Leadership San Mateo/Foster City/Burlingame/Hillsborough. Supervisor Groom resides in the city of San Mateo

Redwood Shores, and approved a $90 million recycled water plant and secured funding to restore Bair Island. She is also credited with working tirelessly on Redwood City’s Downtown Precise Plan which served as the catalyst for the transformation of Redwood City’s downtown. Ms. Foust also served on the boards of the San Mateo County Transportation Authority for ten years, five as Chair and seven years on the San Francisco Bay Restoration Authority.

Today Ms. Foust serves on the boards of the Bay Area Council Economic Institute, First Five San Mateo County, NOVA-Workforce Investment Board which encompasses northern San ta Clara County and San Mateo County, the Redwood City Improvement Association, Peninsula Television, Casa de Redwood-senior affordable housing complex, and the RWC-SMC Chamber.

Ms. Foust holds an MA in Public Administration; BA in International Studies and Economics; completed multiple Executive Education programs at Stanford University’s Graduate School of Business and the Executive Management program at UCLA’s Anderson Graduate School of Management.

Ms. Foust has been honored by the San Francisco Business Times as one of the “Most Influential Women in Business in the Bay Area” from 2009 until the present.

As the President & CEO of the San Mateo County Economic Development Association (SAMCEDA), Ms. Foust is a leading voice of the business community in San Mateo County and across the Bay Area on issues important to maintaining a strong local and regional economy, attracting and retaining major employers and good jobs, and creating partnerships between business and government to address the critical issues of affordable housing, mobility improvements, and maintaining a good quality of life.

Previously, Ms. Foust had a twenty-year career with Alsace Development International USA, Inc. As Executive Vice President & Treasurer of the Corporation she managed offices in Boston, Los Angeles, Redwood City and Sydney, Australia.

Ms. Foust served for twelve years on the City Council in Redwood City, including as Mayor and Vice Mayor. During her tenure she successfully negotiated the Development Agreement to bring Stanford University to the community, oversaw the building of a brand new Public Library in

Opening General Session KeynoteColonel (retired) Dean L. Winslow, M.D.Professor of Medicine, Stanford University

Dean Winslow, MD is Professor of Medicine with appointments in both the Division of Hospital Medicine and the Division of Infectious Diseases and Geographic Medicine at Stanford University. He has been a member of the Stanford faculty since 1998 and served from 2003-2008 as Co-Director of Stanford University’s Infectious Diseases Fellowship Training Program. He grew up in Dover, Delaware, attended Penn State as an undergraduate (where he ran varsity track and cross-country under legendary coach Harry Groves) and Jefferson Medical College in Philadelphia. He completed his internal medicine training at Medical Center of Delaware and infectious disease fellowship training at Ochsner Clinic in New Orleans. He was in private practice in Wilmington, Delaware where he started the state’s first multidisciplinary clinic for HIV patients in 1985. In 1988 he joined the DuPont Pharmaceutical Company where he worked both as a bench scientist on HIV drug resistance then later designed the clinical trials eventually leading to the FDA approval of Sustiva (efavirenz).

In 1996 he joined Agouron Pharmaceuticals where he helped direct clinical trials of Viracept (nelfinavir) and formed the Medical Affairs group responsible for post-marketing studies, medical information, and drug safety.

In 1999 he became Vice President of Regulatory Affairs and Clinical Research at Visible Genetics Inc. His group was responsible for the FDA clearance of the first pharmacogenomics diagnostic device, the TRUGENE HIV-1 drug resistance test in 2001. Dr. Winslow joined the staff at Santa Clara Valley Medical Center in 2003, where he served as Chief of the Division of AIDS Medicine from 2003-2012 and finally as Chair of the Department of Medicine from 2011-2013, the largest academic and clinical department at VMC with 200 faculty members and 76 interns and residents. Dr. Winslow returned to Stanford University fulltime in 2013, and currently is an attending on the inpatient University Medicine and Infectious Disease consult services and does bedside and didactic teaching at Stanford Hospital and Palo Alto VA. In 2015 he was appointed Academic Physician-In-Chief at Stanford/ValleyCare and Vice Chair of the Department of Medicine and he served in these roles through 2017. He served as a Resident Fellow in Robinson House 2013-2017 and was visiting faculty at Oxford University through Stanford’s Bing Overseas Study Program in 2017.

Dr. Winslow’s professional interests are focused on patient care and clinical teaching and serving as a mentor for residents and infectious disease fellows who are interested in pursuing careers as academic clinician/educators. Dr. Winslow is a Fellow of the American College of Physicians and a Fellow of the Infectious Diseases Society of America. He is the author of 71 papers published in peer-reviewed journals and 92 presentations at national and international meetings. He is Chair of the Conflict of Interest and Ethics Committee, is a member of the IDSA Sepsis Task Force, and he previously served as Chair of the Standards and Practice Guidelines Committee of the IDSA. He served on the editorial board of the journal AIDS, and he is associate editor of Infectious Disease Alert. In both 2014 and 2015 he received Stanford University’s David A. Rytand award for excellence in clinical teaching. In 2017 he was the recipient of the Society Citation award of the IDSA.

Colonel Winslow entered the Louisiana Air National Guard in 1980 as a general medical officer. He became a flight surgeon in 1983 and he was a Distinguished Graduate of the School of Aerospace Medicine. He served as Commander of the 159th Medical Group 1992-1995 and was State Air Surgeon, Delaware Air National Guard 1995-2011.

Hannah Gordon is entering her eighth season with the 49ers and first as chief administrative officer and general counsel.

In her role, Gordon oversees Legal, Public Affairs, Strategic Communications, Risk Management, Community Relations, the 49ers Foundation, 49ers EDU, 49ers PREP, Fan Engagement, and the 49ers Museum. Gordon advises on all legal issues involving both the football team and Levi’s® Stadium, including events such as Super Bowl 50, Wrestlemania 31, Beyoncé’s Formation World Tour, the Copa America Centenario, and the 2019 College Football Playoff National Championship. In 2017, the 49ers were named the ESPN Sports Humanitarian Team of the Year and NFL Pop Warner Little

He served as ANG Assistant to the Commander, 59th Medical Wing, Joint Base San Antonio/Lackland AFB 2011-2014. His last military assignment before retiring from the Air National Guard in December 2015 was Special Assistant to the Adjutant General, Delaware National Guard. Colonel Winslow has deployed to the Middle East six times from 2003-2011 as a flight surgeon supporting combat operations in Iraq and Afghanistan. In January 1999 Colonel Winslow led a military medical relief mission to Honduras in the aftermath of Hurricane Mitch. In September 2005 he coordinated military public health and force protection in Louisiana in the aftermath of Hurricane Katrina. In 2006 Colonel Winslow served as an ER physician at the United States Air Force 447th EMEDS (combat hospital) in Baghdad and in 2008 served as hospital commander of the same unit during the surge. In 2009 Colonel Winslow was selected to serve as a physician for several weeks in Antarctica supporting the National Science Foundation. He is a 2007 graduate of Air War College.

Since 2006, Dr. Winslow has arranged medical care, transportation and housing in the U.S. for 25 Iraqi children and adults who have complicated medical conditions for which surgical care is not currently available in Iraq. In 2008 he was recognized by the Iraqi Army for humanitarian service to the people of Iraq. In 2015, Dr. Winslow and his wife, Professor Julie Parsonnet, started The Eagle Fund of the Silicon Valley Community Foundation, which is currently focusing on providing aid to Syrian, Iraqi, and Rohingya refugees. In 2018 he co-founded Scrubs Addressing the Firearm Epidemic (SAFE), which unites doctors, nurses and health care professionals to address gun violence in the US as a public health issue and to advocate for education of health care providers, research, and evidence-backed policy to reduce gun violence. They have four children. Personal interests include running, hiking, road biking, and flying. He holds an Airline Transport Pilot license and type ratings in the Boeing 737, Douglas DC-3, the L-29 Delfin, and L-39 Albatross racing jets.

Jackie Speier is a fearless fighter for women’s equality, LGBTQ rights and the disenfranchised who has dedicated her life to eliminating government corruption while working to strengthen America’s national and economic security. She was named to Newsweek’s list of 150 “Fearless Women” in the world and one of “Politico's 50” most influential people in American politics for bringing the Me Too reckoning to Congress.

She proudly represents California’s 14th Congressional District, stretching from the southern portion of San Francisco through San Mateo County to East Palo Alto, and serves on the House Armed Services Committee (HASC) and as the Chairwoman of the Military Personnel Subcommittee, on the House Permanent Select Committee on Intelligence and on the House Committee on Oversight and Government Reform. Speier is also Co-Chair of the Congressional Armenian Caucus,

Co-Chair on the Bipartisan Task Force To End Sexual Violence, and the Communications and Policy Chair for the Democratic Women's Working Group (DWWG).

Fighting for Women’s RightsSpeier brought the Me Too movement to Congress in the fall of 2017, with the introduction of her ME TOO Congress Act. It became the basis for the bipartisan Congressional Accountability Act of 1995 Reform Act (CAA Reform Act), which passed the House unanimously in February of 2018. If passed by the Senate, the bill would hold Members of Congress financially responsible if they cut a settlement for sexual harassment or discrimination or if they are found to have committed such acts through congressional oversight andinvestigation.

Scholars Team of the Year and have been honored by local organizations such as Family and Children Services of Silicon Valley and CityTeam for their work in the community. In addition to overseeing all community impact efforts, Gordon helped form the legal structure for The Golden Heart Fund, an independent non-profit established by 49ers alumni Ronnie Lott, Ron Ferrari, Harris Barton, and Brent Jones that aides alumni in need. Gordon is active in league-wide matters and hears appeals as a member of the panel that administers the NFL Player Tuition Assistance Plan and the NFL Severance Pay Plan.

Gordon joined the 49ers in 2011 as director of legal affairs, a role she held for four seasons, before becoming the vice president of legal and government affairs in 2015, then general counsel from 2016-17. Gordon came to the 49ers from the NFL Management Council where she worked on NFL player contracts, salary cap compliance, the 2011 NFL collective bargaining agreement, and labor issues, including the 2011 lockout. Prior to the NFL, Gordon practiced at Latham & Watkins LLP.

In 2015, Gordon was named to the Legal 500’s GC Powerlist – U.S. Rising Stars, and in 2017 received the Sili-con Valley Business Journal and San Francisco Business Times’ Corporate Counsel Diversity Champion of the Year award for the work she did along with 49ers ownership on restructuring the 49ers Denise DeBartolo York Fellowship and implementing a diverse-slate interviewing policy, making the 49ers the first team in the NFL to commit to interviewing at least one woman and at least one person of color for every business opening. She continues to advocate for fundamental reforms to end the epidemic of sexual assault in the military and on college campuses, and she is leading the fight against sexism in the fields of science and technology and academia overall. And she is at the forefront of efforts to increase constitutional protections against sex discrimination through ratification of the Equal Rights Amendment and to end gender-based discrimination in the pricing of goods and services through the passage of the Pink Tax Repeal Act.During her 18 years in both chambers of the California Legislature, she had more than 300 bills signed into law by both Republican and Democratic governors. Speier secured justice for women and children with a series of bills that led to the collection of more than $2 billion in delinquent court-ordered child support payments. She authored a measure that gave the state the nation’s strongest financial privacy law and was integral to the passage of California’s Gender Tax Repeal Act in 1996. Eliminating Government Waste, Fraud, Abuse, and CorruptionCrusading for the safety, health, and rights of all Americans is one of Speier’s driving core principles; from getting tough on big banks to ending taxpayer bailouts, and from eliminating wasteful and fraudulent government spending at all levels to serving as a check on the federal government in the fight against corruption. She is equally dedicated to keeping housing and student loans affordable; protecting private information from cyberwarfare and cyberespionage as well as the dissemination of nonconsensual pornography, or so-called “revenge porn”; and stopping abusive practices like so-called “gay conversion therapy” and discrimination against our transgender military servicemembers. She is also a champion for funding and research for traumatic brain injury, Alzheimer’s, breast cancer, and gun violence prevention. Strong on National DefenseAs ranking member of the HASC Subcommittee on Military Personnel and a member of the House Intelligence Committee, Speier is committed to keeping the United States secure from terrorists and hostile nations and honoring and supporting our veterans, military servicemembers, and their families. That means ensuring that American troops have the right equipment to do their jobs and save taxpayers’ money by fighting for improved cyberdefenses and sound management practices at the Pentagon.On these committees, and in her previous assignments, she has led numerous congressional investigations and hearings to protect the public by exposing a lack of oversight and enforcement of our laws and the Uniform Code of Military Justice (UCMJ). That includes violations of UCMJ’s codes of conduct for the use of nonconsensual pornography against servicemembers and wasting billions of taxpayers’ dollars on disastrous programs like the F-35 and LCS. She has passed numerous amendments through the National Defense Authorization process to reduce sexual violence within our military and aid survivors, address misconduct by senior officers, and increase transparency about how our wars are funded and fought.

Prior to CongressSpeier first ran for Congress in 1979, facing a crowded field in a special election for a seat formerly held by Congressman Leo J. Ryan, for whom Speier had served as a legislative aide.The special election was called after Ryan was shot to death in Jonestown, at the compound of the People’s Temple, a cult in Guyana that had previously been based in Ryan’s District. Speier traveled with Ryan on that trip in 1978 in an attempt to rescue some of the cult’s 900 members. She was left nearly lifeless on the airport tarmac after being shot five times at point blank range with an assault rifle.Speier underwent multiple surgeries after the tragedy and while recovering she realized she had a choice to make: Did she want to be a victim or did she want to be a survivor?Speier chose to be a survivor, noting that “looking death in the face can make fearless.”

Speier received her B.A. in Political Science from the University of California at Davis and her J.D. from UC Hastings College of the Law. Along with her husband, Barry Dennis, and her children, Jackson and Stephanie, she is a proud fan of the San Francisco Giants, the Golden State Warriors, and a lover of all things California. STEPHEN M. WAGSTAFFE, District Attorney, County of San MateoSteve Wagstaffe grew up in Menlo Park and is a lifelong resident of San Mateo County. He obtained his Bachelor’s Degree at the University of Notre Dame in South Bend, Indiana in 1974 and his Law Degree at the University of California, Hastings College of Law in 1977. Steve was hired as a Deputy District Attorney in 1977 and has been with the San Mateo County District Attorney’s Office for over 40 years. He was promoted to Assistant District Attorney in 1986. In 1991, he was appointed Chief Deputy District Attorney and served in this role for 19 years. In 2010, he was elected San Mateo County District Attorney and took office in January, 2011. Steve is the immediate past president of the California District Attorneys Association and continues to serve on its Board of Directors.

CARLOS BOLANOS, Sheriff, San Mateo CountySheriff Carlos G. Bolanos has 39 years of law enforcement experience. He began his career with the Palo Alto Police Department in 1979 and has served as a Captain with the Salinas Police Department, Chief of the Redwood City Police Department and Undersheriff of the San Mateo County Sheriff’s Office.

Sheriff Bolanos was appointed to his current position in July 2016. His priorities are community engagement and relationship building, programs that promote positive relationships between youth and law enforcement, and programs in our Correctional Facilities that provide inmates with an opportunity for a better life upon their release.

Sheriff Bolanos has a Bachelor’s Degree in Economics from the University of San Francisco, and a Masters of Public Administration from California State University, East Bay. He is also a graduate of Command College and the Homeland Security Executive Leaders Program.

LISA MAGUIRE, Assistant Chief Defender, San Mateo County Private Defender ProgramLisa Maguire became the Assistant Chief Defender in December 2017 after sixteen years of handling Private Defender cases ranging from misdemeanors to capital cases. While in private practice, in addition to handling some of the Program’s most serious cases, Lisa provided mentorship to newer attorneys on the panel, as well as law students doing their internships with the Private Defender Program. In her role as Assistant Chief Defender, Lisa assists Chief Defender, Myra Weiher, with overall operations of the Program. They regularly consult with the lawyers about their cases and the need for experts and investigations. They monitor attorney caseloads and performance measures. They also attend community events and maintain positive working relationships with their Criminal Justice partners. And, they work cooperatively with the County regarding budget and contract terms in order to ensure the continued success of the Program.

JOE GOETHALS, Deputy District Attorney, County of San MateoJoe is a lifelong resident of San Mateo. He received his Master Degree in Public Health before attending Law School at Santa Clara. He was a law clerk for the Santa Clara County DA, the First District Court of Appeal, and the U.S. Attorney in San Francisco before becoming a prosecutor. After 10 years in Alameda County working serious and violent crime, Joe came home where he has served the residents of San Mateo County on sexual assault, domestic violence, and homicide cases. Joe continues to serve on the San Mateo City Council. He was mayor in 2016 and he is raising his three daughters in San Mateo with his wife Sharon.

JEFF GEE, Vice President, Swinerton Management & ConsultingJeff Gee leads Swinerton Management & Consulting. As a division of Swinerton, his group provides program, project and construction management services to Owners in the areas of education, public buildings, infrastructure and commercial development. Examples of his Public/Private Partnership projects in the Bay Area include: Phase 1 of Doyle Drive, the Oakland Airport BART Connector; and the Science Garage at South San Francisco High School.

In addition, Jeff is the Vice Chair on the TransBay Joint Powers Authority (TJPA). He was appointed to the TJPA Board by the Joint Powers Board (Caltrain) in December 2015. SEAMUS MURPHY, Chief Communications Officer, San Mateo County Transit DistrictSeamus Murphy is the Chief Communications Officer for SamTrans, Caltrain and the San Mateo County Transportation Authority.

Murphy oversees internal and external communications to all relevant audiences including agency employees; customers; the media; local communities and public officials at the local, state and federal levels. Murphy has become a key player on the California Transit Association Executive and Legislative Committees and a crucial strategist in the efforts of the San Francisco region and the state to go forward with plans to accommodate statewide high-speed rail service on the Caltrain right-of-way. In 2009, Murphy was named one of the industry’s “Top 40 Under 40” by Mass Transit Magazine.

She was recently elected to represent the peninsula on the CASA Compact Legislative Task Force. ARMANDO SANCHEZ, Executive Director, HEART of San Mateo CountyArmando Sanchez is the Executive Director of the Housing Endowment and Regional Trust of San Mateo County (HEART). HEART is dedicated to increasing the supply of affordable housing by providing financing for the acquisition, construction and rehabilitation of affordable and workforce housing. Prior to joining HEART, Armando worked for 20 years as a management consultant for nonprofit agencies and as a redevelopment consultant for cities. JIM HARTNETT, CEO & General Manager, San Mateo County Transit DistrictJim Hartnett is General Manager/CEO of the San Mateo County Transit District, a post that includes General Manager of the bus and transit agency SamTrans, Executive Director of the commuter rail system Caltrain, and Executive Director of the San Mateo County Transportation Authority, which administers the proceeds of a half-cent sales tax for transportation projects. Prior to joining the transit agency in March 2015, Hartnett had a distinguished career in law and civic office. He served as Chair of the Board of Directors of both the Caltrain and SamTrans Boards and Vice Chair of the Board of the California State High Speed Rail Authority, serving 4 years on the High Speed Rail Board until March 2015. He is a past mayor and 15 year council member in Redwood City.

Tissier served three terms as the District 5 representative on the San Mateo County Board of Supervisors from 2005 to 2017 and was elected twice by her colleagues as President of the Board. Supervisor Tissier represented the Board of Supervisors on the Metropolitan Transportation Commission (MTC), the transportation planning, coordinating and financing agency for the nine-county San Francisco Bay Area, served on the Board of Directors for the San Mateo County Transit District (SamTrans), and the Peninsula Corridor Joint Powers Board (Caltrain). Adrienne was also a member of the San Mateo Medical Center Board of Directors, the Board of Supervisors liaison to the Commission on Aging, the Children’s Fund and Jobs for Youth, and represented the Board on the Local Agency Formation Commission (LAFCo). Before her election to the Board, Supervisor Tissier was a businesswoman for more than 20 years and served as a councilmember in Daly City for eight years including two terms as mayor. She holds an economics degree from the University of California, Berkeley, is an avid golfer and a long-time fan of the San Francisco Giants.

STACEY WAGNER, Director of Public Affairs, Kaiser PermanenteStacey Wagner has served as the Director of Public Affairs for Kaiser Permanente in Redwood City for 12 years. She is responsible for the Redwood City Medical Center, San Mateo Medical Offices, and the Bovet Mental Health & Wellness Clinic in San Mateo. Public Affairs encompasses government and community relations, community health, and internal and external communications. Stacey has also worked in the telecommunications and waste management industries, and for two members of the California State Legislature.

TOM MOHR, Former President of Cañada College, Former Trustee of the Community College District, and Former Superintendent of San Mateo Union High School DistrictTom Mohr began a fifty-year career in education as a high school chemistry and math teacher and subsequently served as principal of three different high schools in northern San Mateo County. He became an assistant superintendent at the San Mateo Union High School District in 1985. He assumed the position of superintendent in 1996 — a position he held until his retirement in 2004.

Shortly after retirement from the high school district, Mr. Mohr became the President of Cañada College and served in that role for six years before retirement. He was elected to the Board of Trustees of the San Mateo County Community College District in November 2013 and served in that capacity through 2018. He was President of the Board in 2017.

Mr. Mohr has donated his time to several educational and philanthropic foundations; they include:· Board member: Peninsula TV, Peninsula Coalition, San Mateo Youth Foundation, San Mateo County Community Colleges Foundation, Redwood City Parks and Arts Foundation, Redwood City-San Mateo County Chamber of Commerce, Threshold 2009

Mr. Mohr was the recipient of the Cornerstone Award from the Redwood City-San Mateo County Chamber of Commerce and the Phi Theta Kappa Michael Bennett Lifetime Achievement Award. He has received numerous resolutions of honor from local Congressional representatives, cities and other organizations.

Flood & Sea Level Rise Resilience Agency - A Unified Voice for a Resilient San Mateo County Shoreline by 2100

PANELISTS

Len Materman, Executive Director, San Francisquito Creek Joint Powers Authority Len Materman is the Executive Director of the San Francisquito Creek Joint Powers Authority, an independent government agency named after the physical feature that divides and unites cities and counties in the heart of Silicon Valley. Serving a Board of elected officials from five jurisdictions, Len leads the agency’s strategic planning, projects, operations, partnerships, communications, and finances. With its staff of four, and the support of colleagues at its founding agencies and consultants, the Authority plans, designs, and implements a regional vision of connected major capital projects that reduce a proven flood threat, enhance ecosystems and recreational opportunities, and improve disaster response.

Since Len joined the SFCJPA in 2008, funding for projects that achieve agency objectives has grown from zero to $106 million from local, state, federal and private sources.

Recently completed is the $77 million S.F. Bay–Highway 101 project that created a newmarsh floodplain within a widened creek channel and new highway bridge to protect thousands of properties from recurrent flooding as well as sea level rise 10 feet above today’s high tide, making it the largest completed SLR project in California. The SFCJPA is now designing two adjoining major capital projects with similar objectives along miles of Bay shoreline and creek.

During Len’s tenure, the SFCJPA received a Technology Innovation award for its state-of-the-art flood early warning system, and it has been highlighted as a model of regional collaboration and effectiveness in two books, the Wall Street Journal, Los Angeles Times, and most Bay Area media. In recent years, Len has been a guest lecturer for graduate level classes at Stanford University, where he worked prior to joining the SFCJPA. Len also has served as a consultant to nonprofits, foundations, and the U.S. State Department; and as executive producer of a film on water that was broadcast nationally on PBS. During the Clinton Administration, he served as a full-time advisor to the Director of FEMA and as FEMA’s representative on two White House Task Forces. Prior to his work in Washington, Len was the director of government affairs for UC Berkeley, where he received two Chancellor’s Distinguished Service Awards. Len has degrees in political science and biological sciences from UC Davis.

Larry Patterson, Former City Manager, City of San MateoMr. Patterson joined the City of San Mateo in June 2000. He was appointed Interim City Manager in October 2013 and became the City Manager in March 2014 and served in that capacity until he retired in December 2018. Prior to being appointed City Manager, Mr. Patterson was the Public Works Director and was responsible for engineering, maintenance, wastewater treatment and facilities management within the City. He is currently assisting the County of San Mateo and the City/County Association ofGovernments (C/CAG) with the formation of the Flood and Sea Level Rise Resiliency Agency.

Prior to joining the City of San Mateo, Mr. Patterson owned his own consulting engineering firm and provided traffic consulting services throughout northern California. He obtained his Bachelor of Science in Civil Engineering from the University of Texas at Arlington and his Masters of Science degree from the University of California, Berkeley Institute of Transportation Studies.

Dave Pine, District 1 Supervisor, County of San MateoDave Pine was first elected to the San Mateo County Board of Supervisors to represent District 1 in a special election in May 2011. He is currently Board President and also served in that position in 2014.

As chair of the SF Bay Restoration Authority, chair of the San Mateo Countywide Water Coordination Committee, and a member of the SF Bay Conservation and Development Commission and the San Franciscquito Creek Joint Powers Authority, Pine works extensively on the intersecting issues of flood control, sea level rise and tidal land restoration. He played an instrumental role in the passage of Measure AA, the nine county Bay Area parcel tax to fund shoreline projects that will protect and restore the Bay.

Supervisor Pine also is the founding chair of the Peninsula Clean Energy Authority which provides San Mateo County residents and businesses with cleaner energy at competitive rates. In addition, he is active in transportation issues and serves on the Caltrain Joint Powers Board and the San Mateo County Transit District Board. Supervisor Pine previously

Erika Powell, Flood Resilience Program Manager, San Mateo CountyDepartment of Public WorksErika Powell is a California registered civil engineer. As a native of New Orleans, she has a lifetime of experience with flooding and the consequences of extreme weather events. Erika has dedicated her professional career to the implementation of over $1B of multi-beneficial flood protection and restoration projects across California and Louisiana, and is now leading the development of similar investments for the County of San Mateo as the County’s Flood Resilience Program Manager. Her passion for protecting the environment and mitigating the socio-economic impacts of major floods are backed by her numerical modeling skills and her leadership on numerous projects for the US Army Corps of Engineers, Los Angeles County, the Santa Clara County Valley Water District and the California Department of Water Resources. Her focus is on whole-watershed approaches with an emphasis on implementing multi-purpose projects that incorporate the needs of all stakeholders, especially in disadvantaged communities. In her free time, Erika enjoys hiking in San Mateo County and Marin County’s watersheds and traveling the world with her husband and their daughter.

was a school board member for the Burlingame School District from 2003 to 2007 and the San Mateo Union High School District from 2007 to 2011. He is also a past president of the San Mateo County School Boards Association.

Before focusing his career on public service, Pine worked as an attorney representing start-up and high-growth technology companies. After working in private practice with Fenwick & West, he served as Vice President and General Counsel for Radius, Excite@Home, and Handspring. Originally from New Hampshire, Pine is a graduate of Dartmouth College, where he was awarded a Harry S. Truman scholarship, and the University of Michigan Law School. He resides in Burlingame with his wife Jane and their two sons.
