Executive Summary
GVT assigned a project for promotion of sustainable sanitation by creating awareness and construction of 80 (60+20) Individual Shouchalayas (Latrines) in NTPC proximity village Ratdiya.
Name of Funding and supported agency: National Thermal Power Corporation (NTPC) situated at block Anta, District Baran of Rajasthan State.

Summary of Progress during project period

About NTPC
NTPC is India’s largest energy conglomerate with roots planted way back in 1975 to accelerate power development in India. Since then it has established itself as the dominant power major with presence in the entire value chain of the power generation business. From fossil fuels it has forayed into generating electricity via hydro, nuclear and renewable energy sources. This foray will play a major role in lowering its carbon footprint by reducing green house gas emissions. To strengthen its core business, the corporation has diversified into the fields of consultancy, power trading, training of power professionals, rural electrification, ash utilization and coal mining as well.
NTPC became a Maharatna company in May 2010, one of the only four companies to be awarded this status. NTPC was ranked 431st in the ‘2015, Forbes Global 2000’ ranking of the World’s biggest companies.
About GVT
GVT is a National Level Organization established by Krishak Bharti Cooperative Limited (KRIBHCO) with the support of Government of India and Department for International Development (DFID), UK. Working since 1992 under the aegis of KRIBHCO, GVT has managed projects costing Rs. 111 crore during 1992-2006. Until 2005-06, it was directly funded by DFID. It is run as a trust; overseen by a Board of Trustees, which includes two Directors from Ministry of Chemicals & Fertilizers.
It has about 450 employees working in thirteen states (Gujarat, Madhya Pradesh, Maharashtra, Chhattisgarh, Rajasthan, Uttar Pradesh, Haryana, West Bengal, Odisha, Bihar, Jharkhand, Andhra Pradesh and Telangana). During the financial year 2013-14, it managed projects costing Rs.39.16 crore and is expected to cross Rs.40 crore in financial year 2014-15
The underlying strategy behind GVT’s approach to rural development and livelihood improvement is to promote skill development & income generating activities; encourage social entrepreneurship; improve farm productivity & add value to farm and non-farm based activities; provide market linkages for rural output (produce, goods or services); build capacity for sustainable and healthy approach to use of natural resources, agriculture related inputs and watershed management; and reduce risk & vulnerabilities relating to nutrition, health and shelter.
GVT aims to act as a repository of knowledge and implementing capacity for wholesome approach to poverty alleviation and livelihood related risk mitigation. It manages a National Livelihood Resource Institute from a fully equipped residential campus at Ratlam (MP); and a Krishi Vigyan Kendra (KVK) at Godda Ranchi.
GVT has managed two major DFID funded projects in the past and now implements projects for various Central Ministries, State Governments, National Rainfed Area Authority, NABARD, World Bank, International Fund for Agriculture Development (IFAD), Rockefeller Foundation, Asian Development Bank, European Commission, and Corporates like Larsen & Toubro, LANCO, CFCL, NTPC etc.
GVT is working with its vision to bring about sustainable improvement in living standards of rural poor and marginalized communities and empowering them to lead a dignified life.

Background
Behavioural change is a key ingredient for successful adoption of better sanitation practices
in rural India. Sanitation programs have, for some time now, incorporated the need to raise
awareness and emphasize the benefits of toilet usage. These endeavours, often combined
with subsidies linked to toilet construction by households, seek to create a demand for
sanitation goods. Yet, progress in securing the desired outcomes from sanitation programs
has been slow. Moreover, benefits of sanitation largely take the form of externalities, which
individuals do not take into account when making their own decisions about investments.
This makes sanitation promotion at the household level particularly challenging.
In way of creating awareness for sanitation habits and promoting to national flagship
program of government of India “SWACHH BHARAT ABHIYAN” NTPC had taken initiatives
under proximity village ‘RATADIYA” in ANTA block of Baran district by constructing sixty
individual toilets.
Scenario of Sanitation in Rajasthan Rajasthan has 33 districts with 248 blocks, 9177 Gram Panchayats and 41353 habitations most of them with scattered population. Geography of the state is varying, from desert in western Rajasthan to hilly area in southern part. It has also varied culture, customs, and beliefs and therefore there are varied practices regarding sanitation and personal hygiene. It is therefore apparent that the requirement of each area has to be addressed in different ways as per the need. There is a steep progress in number of household toilets from the reported coverage of 14.61% in 2001 as per Census data to almost 67% in July 2011 as per Department of Drinking Water and Sanitation (DDWS) online monitoring data. Presently, all the schools in the State have been provided with toilet facilities, of which approximately 80% of the schools have separate toilet facilities for boys and girls. Almost 60% anganwadis in the State has access to sanitation facilities. But most of the toilets may not been used. For example, in 2008-09, while Total Sanitation Campaign reported that toilets were constructed in almost 40% of the rural households in Rajasthan, a study of National Sample Survey Organization reported percentage of people accessing latrines is less than 18%. Till date “Nirmal Gram Purushkar” has been awarded to 289 Gram Panchayats which is 3% all Gram Panchayat. Some of the NGP winners may have been relapsing back to practices of open defecation. The Infant Mortality Rate (IMR) in Rajasthan is 59 per 1,000 live births and 69 in rural Rajasthan, which remains much higher than the national average of 50. IMR in Rajasthan is the fifth highest amongst states in India. The Total Fertility Rate at 3.4 (SRS 2007) was higher than the national average of 2.7. The Maternal Mortality Ratio (MMR) at 388 per lakh live berth (SRS 2004-06) is also much higher than the national average of 254. Malnutrition among children of 0-3 years age remains as high as 44% (NFHS-3; 2005-06). These health indicators undeniably reflect the alarming situation of sanitation and hygiene in the State. Coherent and supportive policy at the government level is critical to provide the basis of planning and implementing initiatives to scale up access to sanitation services.

About Project
NTPC, Anta under its Corporate Social Responsibility scheme, is implementing various
welfare activities through the well planned formed programmes in their proximity rural areas.
A part of this NTPC signed MoU for construction of 60 individual toilets at village ‘Ratdiya’
situated in anta at Baran district of Rajasthan. Where it’s well know that NTPC has its own
setup of thermal plant at anta, Baran District in Rajasthan.
NTPC and GVT mutually have constituted project for toilet construction at Ratdiya village
under Swachh Bharat Abhiyan of Government of India.
Regarding that, an agreement had signed between GVT and NTPC as on dated 23rd
January 2015 for 60 IHHL construction and on Mar 16, 2015 for 20 IHHL construction

Project Financial Outlay
The total sanctioned cost of project was Rs. 1852485, (Including cost to management,
monitoring, IEC activities and others) and per toilet cost Rs. 19000
Amount Rs.2000 charged from Beneficiary in kind (Labour), purposely to create their
ownership towards use and maintenance of toilet.
Awareness Activities
With the construction of toilets 12 events organised under the campaign for awareness held in project areas as pre awareness, mid awareness and post awareness activities, i.e awareness camps, Nukkad Natak (Drama), rally and training programmes were organised under the awareness activities as per below detail.
A. Pre Awareness Activities Three Awareness Camps have been organised respectively as on dated 16th Feb, 21nd Feb and 23rd Feb 2015. Information for improving good sanitation habits have shared in camp. Discussion focused to promoting use of toilet.

B. Mid Term Awareness Activities
B.1 Nukkad Natak
Two Nukkad Natak (Drama) for promoting good sanitation habits and use of toilets have organised as on dated 18 Mar’15 at Ratdiya village. GM of NTPC Sh.Vipin Kumar was chief guest of event; he addressed to villagers and students of Ratadiya village and shared the objective of programme. Community and specially children have shown their good interest in event.

B.2 Awareness Rally
An awareness rally organised as on dated 18th March 2015 at Ratdiya village for awareness among community towards sanitation. NTPC General Manager Sh.Vipin Kumar, HR Manager Sh. Digvijay Prasad Singh, Ex Zila Parishad Member SMT. Kalawati Dhakar and Gram Sarpanch SMT. Sona Nagar had shown the green flag to initiate Rally. Community and students joined the rally. Rally visited village and spread message of awareness for sanitation and use of toilet.

C. Post Awareness Activities
After the completion construction work of 80 Toilets 4 training programmes have organised under the campaign for awareness towards sanitation and use of toilets, which held in project areas as post awareness activities at Ratadiya village. 80 participants participated in trainings, where sanitation kit distributed to all project beneficiaries. During the training programmes trainers focused about use of kit and improve in sanitation habits.
