MABALACAT CITY – Mayor Crisostomo Garbo has assured the relatives of five abducted individu-als in Barangay Dau here of the city’s assistance in finding the whereabouts of their missing loved ones.

Garbo, on Tuesday met with parents and relatives of the missing men, identified as Finest Nathaniel Mendoza, 37 years old; Nomer Gon-zales, 59 years old; Jon-jon Flores, 28 years old; Alexander Euperio, 45 years old; and, one iden-tified only as “Warlie.”

Mendoza, Gonzales and Flores are all from

this city while Euperio is from nearby Angeles City. They were reported-ly taken by armed men in civilian clothing at the Pi-neda Compound in Ba-rangay Dau last August 21, 2022.

Mayor Garbo said that regardless of the reason behind their dis-appearance, justice must prevail and that they must be found.

“Huwag po masyado mag-alala. Ang pamaha-laan po ng Mabalacat ay nasa likod ninyo at hindi po tayo titigil sa pagha-hanap,” Garbo told rela-tives.

CABANATUAN CITY - Nueva Ecija has a new police director.

Col. Richard Caballe-ro was installed as new officer-in-charge of the Nueva Ecija Police Pro-vincial Office in simple rites at the headquarters here Friday.

Caballero assumed the post vacated by Col. Jess Mendez in ceremo-nies officiated by Brig. Gen. Jerry Bearis, depu-ty regional director for ad-ministration of the Police Regional Office 3.

Mendez who served

as acting NEPPO direc-tor for only seven months cited provincial police personnel for their “hard work and dedication in implementing the law,” during his stint.

For his part, Cabal-lero who was previously assigned at the Admin-istrative Resource Man-agement Division of Area Police Command, North-ern Luzon said that he has committed himself to continue the legacy of the outgoing APD, to pursue the prosecution of cas-es and to suppress crim-inality in the province. He added that, he is honored

and privileged to follow the footsteps of his pre-decessor.

Mendez’s accom-plishments, he said, would never be forgotten.

Globe seeks unified front vs cybercriminals

AS THE Philippines’ leading digital solutions plat-form, Globe has been at the forefront of clamping down on scammers accessing personal data of mo-bile phone users in their ever-evolving modus ope-randi to dupe people out of their hard-earned money.

Globe reiterates that it has long put in place strin-gent measures to ensure the sanctity of customer data, bar attempts of third-party breach and guard against scammers. The company further stepped up its efforts at the height of the pandemic, when cyber-criminals found new ways to dupe customers.

To date, Globe has spent $20 million or roughly P1.1 billion in capital expenditures to boost its ca-pabilities in detecting and blocking scam and spam messages of international and domestic sources, in-cluding app-to-person and person-to-person SMS. Globe also maintains a 24/7 security operations cen-ter, with over 100 people working tirelessly to detect attacks, breaches and spam and text messages.

Through these efforts, the company was able to block 784 million scam and spam messages from January to July this year, deactivated 14,058 scam-linked SIMs and blacklisted 8,973 others. Globe also blocked 610 domains or URLs.

“We work closely with the National Telecommuni-cations Commission and the Data Privacy Commis-sion in pursuit of our common goal to crack down on cybercriminals and protect data privacy. GCash also coordinated with law enforcement agencies such as the PNP Anti-Cybercrime Group and the NBI Cy-bercrime Division on reported scamming incidents, which have led to arrest and prosecution,” said An-ton Bonifacio, Globe chief information security offi-cer.

To date, GCash was able to block 900,000 fraud-ulent accounts from January 2021 to March 2022 as well as helped arrest fraudsters.

Globe also partnered with banks and online retail-ers for threat intelligence and data sharing to boost multi-industry shared efforts against cybercriminals.

As the company does its part in combating online fraud, it also encourages all stakeholders– govern-ment, including regulatory bodies and law enforce-ment, business, and the public– to scale up vigilance and work better together against cybercriminals.

Three things were In Carlos’ mind to consider in light of the myriad problems the country is beset with from, virus to debt, versus the political system that appears un-able to properly and adequately respond to the difficult circumstances the nation is fac-ing.

The intelligence of our political leaders or representatives may be it.In a parlia-mentary system, she opined, those who don’t have it, that is a higher level of intel-ligence as a opposed to a lower degree, will be found out or will not make it. If you don’t have something between the ears,or isn’t competitive, she essentially said, you will a hard time debating or defending your position on the Parliament floor during the question hour. . Or, as some newbie in the Phlippine Senate, complained, it’s hard to catch up with the legislative conversation.

Eventually, those who don’t have or doesn’t have enough of it will be weeded out. Ultimately, no “bobo”, as Carlos called a spade a spade, will make it in or to the Parliament.

The 18th century British philosopher John Stuart Mills predicted that 200 years ago or so in his book on representative government. He pointed out that low intel-ligence is likely, though not always inevita-ble, in a representative government regard-less of position.

Carlos, like Mills, seems to agree a par-liamentary way is the better way forward.

There is, for another, the issue of polit-ical dynasty that has plagued our political system for far too long. Carlos promised: a parliamentary system will vanish it from the political landscape like a resident evil exorcised for good. That means, the party list system, which properly defines what is a democrazy, will be sad thing of the past, too.

Carlos’ third point is about a stronger, not necessarily bigger, bureaucracy. This applies to the nitty gritty of responding to public needs for services. Technocracy, and expertise more than connection and influence, are implied.

Basically, the issues between the two systems are power and flexibility. In a par-liamentary , the executive is hoghly depen-dent on the legislature for support. The Philippine presidential system is the opposite.No less than Sen. Rolando dela Rosa has pointed out what’s wrong with it: Cabinet members can even defy the Senate in a power play between the execu-tive and the legislative.

In the Philipp been ines, the presiden-tial system has been tried and tested for a long time now, and it has been found want-ing ,the definition of proverbial insanity of doing the same things over and over and expecting different results. The Tagalog old adage is more succinct: lumalaon bumubu-ti, sumasama kaysa dati.

On the other hand , does insanity learn from any experience at all? The last pres-idential election had it 31 million Filipinos

A shift to federal system , which was supported by many, including former Pres-ident Duterte, or a presidential one, will not do. Governance requires intelligence, and that’s where the competition should be, not on the political chest or populari-ty. It’s no wonder,corruption is still the big-gest cottage industry in the country.

Carlos’ idea should be welcome like fresh air to extinguish what has been chok-ing this country for lack of clean oxygen. Never mind if she,like her boss, admires Machiavelli. Her idea is about solution, not absolution.

Newly -minted National Security Adviser Clarita Carlos has recently aired a political pref-erence as an alternative to the current political system in the country: a shift from presi-dential to parliamentary. SANTA MARIA, Bulacan -- Tinututukan ng pama-halaang panlalawigan ang paghabol sa mga iligal na operator ng quarrying sa Bulacan habang suspen-dido ang lahat ng uri ng pag-quarry at pagmimina sa buong probinsya.

Ayon kay Bulacan En-vironment and Natural Re-sources Office chief Ju-vic Degala, pinakabago sa mga nasabat ang iligal na operasyon ng paghuhu-kay ng mga batong Scom-bro o Bulik sa Barangay Camangyanan sa Santa Maria. Isa itong high-end na mga bato na nakade-posito sa naturang lugar sa mahabang panahon.

Nabuo aniya ang mga batong Scombro mula sa

mga lava na ipinutok ng mga bulkan noong pre-his-toric period, kung saan ang katauhan ay umaasa sa mga inukit na mga bato para sa kanilang mga pangunah-ing pangangailangan.

Natuklasan ng BENRO na iligal na namimina ito sa Santa Maria sa nakali-pas na 30 taon. Ikinubli ito sa pamamagitan ng kun-waring palaisdaan at buki-rin kung saan inilulubog at ibinabaon sa ilalim ang nasabing bato.
