GON NOTIFIES ON CREATION OF DEDICATED SDRFThe Government of Nagaland has notified the creation of a dedicated State Disaster

ResponseForce(SDRF)with240personnelsdrawnfromtheCivilDefence&HomeGuardsforproviding timely and effective response to anyDisasterwhichmay affect the state. The 240personnel’swouldbepostedingroupsof30(thirty)eachateightstrategiclocationsacrossthestate.

ThededicatedNagalandStateDisasterResponseForceshallcarryoutcommunityawarenessandtrainingprogrammesonDisasterManagementduringpeace/normaltimes.

TheSDRFshallbeplacedunderthecontroloftheCommandantGeneralofCivilDefence&HomeGuardsattheStatelevelandDistrictCommandantofHomeGuards&CivilDefenceattheDistrictlevel.

TheNagalandStateDisasterManagementAuthority(NSDMA)shallinco-ordinationwithCommandantGeneral ofHomeGuards&CivilDefence requisitionandutilise the servicesofSDRFattheStatelevel.

At the district level, the Chairman of District DisasterManagement Authority (DDMA)shallrequisitiontheservicesofSDRFasandwhenrequiredwithdueintimationtotheNSDMA.InaneventofemergencytheSDRFshallactasafirstcallofresponse inthesearch&rescueoperations.

TheCivil Defence&HomeGuards shall co-ordinatewithNSDMA in developing annualcommunityawarenessprogramandfamiliarizationexercise(FAMEX)forSDRFandsubmitthesameforapprovalofStateExecutiveCommittee(SEC).

AtthedistrictleveltheDistrictCommandant,CivilDefence&HomeGuardsshallco-ordinatewith the ChairmanofDDMA to carry out community awareness programand familiarizationexercise(FAMEX)approvedbyStateExecutiveCommittee(SEC)duringnormaltimesandSearch&RescueoperationintheeventofEmergency.

terms and conditions of the Complaint Committee

1. The Committee shall receive compliant from anywomanwho is a victimof sexualharassmentatherworkplaceandcauseanenquiryintothecompliantandsuggestmeasurestoredressthecompliant.

2. The Committee will take measures to create awareness of the rights of femaleemployeesinthisregardbyprominentlynotifyingtheguidelinesinasuitablemannerandothersuitableawarenesscampaigns.

3. ComplaintCommitteewillbedeemedtobeaninquiryauthorityforthepurposesofCentral/StateCivilServices(Conduct)RulesandthereportoftheComplaintCommitteeshallbedeemedtobeaninquiryreportundertheRules.Thereafterthedisciplinaryauthoritywillactonthereportinaccordancewiththerules.

4. The Complaint Committee shall submit an annual report to the Department ofPersonnelandAdministrativeReformswithdetailsofthecomplaints,ifanymadetoitandtheactionthereof.

Communityparticipationisthemostaffective formofwildlifeprotectionandconservation, statedChiefMinister ofNagaland,T.R.ZeliangwhilespeakingasthechiefguestduringtheprogramonHuman-Animal ConflictMitigationAwarenessCampaignandreleaseofsatellitetaggedbirds at Beisampeukam village on 4thNovember2016.Heemphasizedthat,wehaveintrudedoftenintotheabodeoftheanimals.Notrealizingtheinterdependencyofmanandanimal,wetendtothinkwearedoingwhatwehavetodoandtherebyforestandanimalshavediminishedgreatly.Wearenowinastageofdiminishingreturn.

Heurgedthegatheringandspecial emphasized to the villagers ofBeisampeukamtoprotectandpreservetheIntangkiNationalForest,whichisadjacenttotheirvillage,ashasbeenagreeduponaspertheMOUwiththegovernment.

TheNationalForesthasthepotential tobe thehotspotof tourist inIndiaandfurtheraddedthat,weshouldrededicateourselvesfortheprotectionofwildlife.Healsosaidthat,theyear2017willbedeclaredas ‘TheYearofPlantation’ inordertoreviveourecosystem.HelaudedtheeffortsoftheHungarianScientist.Itshouldserveasanexampletousall,headded,andcalluponthepeopleofNagalandtomake

ourstatethetruecapitalofAmurFalcon.Minister for Forest,Dr.NickyKire

GovernorofNagalandP.B.Acharyavisited theDoyangHydroElectricPlant(DHEP) underWokha district and hadinteractionwiththeofficialsofthepowerplanton8thNovember,2016.

While interactingwiththeofficials,GeneralManager (C)/HeadofPlantD.S.RaistatedthatDoyangHydroElectricPlant(DHEP)hasgenerated222millionunitsofelectricity tilldateagainst the targetgenerationof227millionunits for theyear2016-17.Theplantwillbegeneratingits target/designenergyby theendofNovember,2016 i.e.4monthsaheadoftime.D.S.Raisaidthattheplant isfacingdifficultiesinitsdaytodayactivitiesduetobadroadandinternetconnectivitywhichheappealedtotheGovernortolookintothematter.

TheAngamiGazettedOfficers’Krotho(AGOK)held its32ndAnnual sessionon12thNovember,2016atCampionSchoolGround,JakhamawithEx.MLAandMember-AdvisoryBoard,AngamiPublicOrganisation,Dr.Dietho-oYhoshüasthemainspeaker.TheeventwashostedbytheSouthernAngamiGazettedOfficersKrotho(SAGOK).

Addressingthegathering,Dr.Dietho-oacknowledgedthepioneeringeffortsofthefirstpresidentLateKeyiekhrieKeditsuAngamifromMeriemavillagewhohadrenderedhis

bestfortheinterestandupliftmentofAGOK.Thespeakerminutelydwelledonthecrisesandproblemsconfrontingoursociety inthisfastchangingworld.HealsochallengedandstronglyurgedtheAGOKmemberstodevelopanattitudeofdifferenceratherthananattitudeofindifferenceineverysphereoflife.

DescribingtheAGOKasthe‘brain’oftheAngamiswhiletheAPOisthehead,Dr.Dietho-oremindedthememberstoconsiderthemselvesastheprivilegedpeopleofthesocietyandurgedthemtoberolemodelsforotherpeople.Statingthat‘ourknowledgeisalways little’,heurged theofficers toexpandtheirhorizonandbuildupthebestworldview.

Dr.Dietho-ourgedtheAGOKmemberstobegratefulas thestatusandpositiontheyareintodaywerepassedontothembysomeonewhohadtoileddayandnightfortheinterestofthepresentgeneration.He asked themembers to strive to beknowledgeableandbeeverreadytobecomepersonswhoarepreparedforandcapableofrespondingtothesituationsorchallengesoflifeinwaysthataregoodandright.

Dr.Dietho-oalsourgedthememberstoworkwithsincerityanddevotionandleavealegacybehindforotherstoemulate.Statingthattherewerelotsofchallengesahead,heurgedthemembersbuildupavisionwhichisnotconfinedonlytoAngamisbutNagasasawhole.Hechallengedthegatheringtowork, learn,growandmakesomeonebetterandtallerthanthemselves,quotingtheLatinexpressionof ‘summumbonum’,meaning‘thehighestgood’.

PresidentSouthernAngamiPublicOrganisation, Dr. Neiketou KisowhilegreetingtheAGOKmembers,mentioned


theimportanceofunityandunderstandingwhichhefeltwastheneedofthehourinallmovements.AsaretiredGovernmentservanthimself,Dr.Kisonoted that theAGOKhasprogressedagreatdealfromitsearliestdayswhengatheringsweresimplerandsmaller.Heurgedthememberstoleadexemplarylivessothatyoungergenerationscanaspiretoemulatethem.

PresidentAGOK,KetohoLuhowhiledeliveringthePresidentialaddress,saidthatthemainobjectiveofAGOKwastolookafterthewelfareofourpresentaswellasfuturegenerationandtoworkfortheinterestofitsmembers,irrespectiveofgoodorbadtimes.HesaidthattheAGOKshouldstandunitedwhenanyofitsmembersfacevictimizationand to always stand for thewelfareofmembers.

CONSULTATIVE MEETING ON NAGALAND MUNICIPAL ACT, 2001 AND AMENDMENT ACT

AconsultativemeetingonNagalandMunicipal Act, 2001 and AmendmentActwasheldon16thNovember,2016attheCapitalconventionHall,Kohima.Themeetingwastodiscuss the issueswhichhavebeenraisedbythedifferentHohosandtobringaboutasolutiontotheissues.TheChiefMinister,ChiefSecretaryandMembersoftheLegislativeAssemblyandtheTribalHohosattendedthemeeting.

TheChiefMinister inhis speechthankedthedifferentHohosfortheirpositiveresponsetothemeetingwhichwasheldinsuchshortnotice.Hestatedthatthemeetingwasbasedon the suggestionsgivenbytheAngamiPublicOrganisation(APO)andAoSenden.Thefirstproposalwastoomitordeletetheprovisionforreservationofseat forScheduleCaste intheMunicipalDepartment.AspertheNagalandcensusreport2011,thereisnorecordedScheduleCaste inNagalandandalso there isnoPresidentialOrderundertheConstitutionof IndiathatspecifieswhoaretheSCofNagaland.Therefore,inpracticetherewillbenoreservationforSCintheMunicipalbodies.Hefurtheraddedasapreventivemeasure

andtoclearthedoubt,thegovernmentisopentotheideainremovingthereservationofSCassuggestedbytheAPO.

TheChiefMinisteralsomentionedthetwosuggestionsgivenbytheAoSendenon33%reservationforwomenandtaxationoflandandbuildings.Onwomenreservation,hestatedthataseriesofmeetingswereheldwith theNagaMothers’Associationandotherwomenorganizationsbuttheyhavedecidedtowaitfortheverdictofthecourt.Therefore,onthis issuethestatecabinethasalreadydecidedtogobytheexistingprovisionsofNagalandMunicipalAct2001asamendedin2006.

Thesecondsuggestionontaxationof landandbuildings, theChiefMinistersaidthatthegovernmenthastakenseriousthought on the pressing issue and have broughta fewoptions.Hefurtheraddedthatthestategovernmentappearstohavetakenuponitselfmostofthepowersandresponsibilitiesontax.

Municipalitiesbringelectedbodiesof thepeoplemaybegiven thepowerandresponsibilitiestodecidewhattaxesorfeestheywanttoimposetoraisetheirownresourcesandatsuchrateasmaybeproposedbythemsubjecttotheapprovaloftheratebythegovernment.Therefore,thegovernment is thinking to take thefollowinglinesofaction:Section120clause3maybeamendedandreplacedby thefollowingproposals.Thetaxesprovidedinthesub-sectionclause1andthetaxeswhichmaybe leviedunder sub-sectionclause2shallbe leviedat suchrateasmaybeproposedbythemunicipalityandwiththeapprovalofthegovernmenttobeconveyedtogovernmentnotificationandshallbecollectedinaccordancewiththeprovisions

ofthisActandtherulesandprovisionsmadeunderSection120clause4andSection120clause5maybedeleted. InSection121clause7andSection121clause8thewordsanctionmaybesubstitutedbythewordapprove.Thisisbecauseofthetaxproposalsubmittedbythetaxcommunitywillonlybeapprovedandnot sanctionedby thegovernment.SimilarlyinSection123clause2theworddeterminemaybereplacedbythewordapprove.This isbecauseoftherateoftaxesonlandandbuildingsasmaybeproposedbythemunicipalitywillonlybeapprovedbythegovernmentandnotdeterminedbygovernment.

Healsoaddedthatauctionforsaleof landmaybeopenonly to theNagaindigenouspeopleofthestate.Heconcludedtheprogrammebysayinginviewofthe33%reservationforwomen,unlessthepetitioner(thewomenorganization)agrees,thereisnoquestionofcompromising.Hence,thecabinetdecidedtoagreewiththereservationofwomen.Inregardtotaxation,accordingtotheActthegovernmentwilldeterminetherateofthetaxesandtheMunicipalwillcollect,buttheyhavereversedit,Municipalwillproposeandthegovernmentwillagree.Healsoassuredthatthegovernmentwillalwaysprotectthelandholdingsystemorthecustomarysystem.HefurtheraddedthatiftheMunicipalelectionswillkeepgettingheldbackneitherthemenorwomenwillbenefitfromitandwewillbelosinggroundindevelopment.

NLA REVOKES RESOLUTION ON 33% WOMEN RESERVATION

TheDeputyCommissioner,Kohima,RovilatuoMor,IASinhisspeechreiteratedthethemeasrelevantandpertinentwhichis an important issue to be pondereduponandadhereindaytodayfunctioningofGovernment institutions.Apart fromfinancialandothercorruptions,DCsaidthattimecorruptionisoneimportantissuewhichhasconsequencestothepublicandurgedeveryGovernmentservanttomakesincereeffortsbyenforcingtimelyarrivalanddepartureinrespectiveestablishmentsoastoeradicatetimecorruption.TheDeputyCommissioneralsoadministeredthepledgeontheoccasion.

The chairmanwelcomedallthememberspresentatthemeetingand reviewed the lastmeetingminutes.ThechairmaninformedthehouseregardingtheSDDCFwelfare fundwhichwastobecollectedinthemonthofAugust2016willnowbecollectedinthemonthofNovember2016.Rs.1000/-asregistrationfeeandRs.500/-asannualfeewhichistobecollectedinthemonthofApril.

TheDimapurDistrictPlanningandDevelopmentBoardmeetingforthemonthofNovemberwasheldattheTrainingHallofTaxesDepartmenton5thNovember2016.ThemeetingwaschairedbyADC,Dimapur,ElizabethNgully.

RoadReservationofNationalHighwayStretch and bottling ofmineralwatersubmittedbyMinister forPHEwere themainagendasduringthemeeting.Inregardto road reservationofnationalhighwaystretch,Tokheho,expressedconcernovertheencroachmentofroadsidebydifferentindividualsleavingnoreservationforfuturedevelopmental activities.He thereforefelt the need for some corrective andprecautionarymeasures.Hefurtheraskedtheadministrationnotto issueanypattawithoutproperverificationandnottoallowanyconstructionworkstobedoneintheroadsidewithout thepermissionof theadministrationtomakesurethatenoughreservationiskeptforfuturedevelopmentalactivities.

Onbottlingofmineralwater,Ministersaidthatconstructionofdeeptubewellbythebottlingindustrybesidesmanyhouseholdsoptingfortubewellsmaycauseprobleminthefuture.Heobservedthatthehouseholdshavingringwellsarenotgettingenoughwater.Hethereforesuggestedsomerestrictionstobeimposedonexcessivegroundwaterusesasprecautionarymeasuresfortheinterestofgeneralpublic.Theboardresolvedtosetupacommitteetoverifythematter.

Tuensang District Planning andDevelopmentMeetingheldon5thNovember2016atDC’sConferenceHallTuensang.TheDeputyCommissionerand theViceChairmanofDP&DBconductedthemeeting.ThemeetingwasattendedbytheDistrictAdministrativeofficers,PoliceServices,OtherDistrictofficers,NGOsandsecurityservices.

Themeetingreviewedthepreviousmeetingminutes,where the report oftheconcernofficeronpublicgrievancesonthenewBillingsystemof theDistrictwasdiscussedandsummarizedwiththeimplementationofthenewtariffsystemoftheelectricalbillinginthedistrict.

TheproposalontheregistrationandtherenewalofthesocietieswerediscussedbasingonthedocumentssubmittedanddecidedtoforwardtotheTuensangDistrictLocalTaxiDriversUnionfortheregistrationandEbenezerMissionSociety,ChareTownfortherenewal.

TheKohimaDistrictDevelopmentCoordinationandMonitoringCommittees(DDCMC) (DISHACommittee)held its3rdquarterlymeetingunderthechairmanshipofCo-Chairman,RajyaSabhaMP,K.G.KenyeatDC’sConferenceHallon4thNovember2016.MinisterforSocialwelfare,KiyaniliePeseyieandDeputyCommissioner,Kohima,RovilatuoMorIASwerealsopresentinthemeeting.

The Co-Chairman of the DISHACommittee,K.GKenyechairingthemeetingsaid that thedistrictDISHA committeemeetingwas considered an importantcommittee at theMinistry level,whichreviews theprogress report of flagshipprogrammesunder theMinistryofRuralDevelopment implemented by variousdevelopmentdepartmentsintheState.OnJalMargVikashProject(InlandWaterWays),theMP,KenyeinformedthehousethattheInlandWaterwaysofIndiahasidentifiedthreeriverstreamsnamelyTizu,DhansiriandDoyangrivers inthestateofNagalandasNationalWaterways.Hefurther informedthatTizuriverhasbeenrecentlyidentifiedtobetakenupasSuperWaterwaysbytheGovernmentofIndia.HesaidthataproposalforconstitutionofStateInlandWaterwaysBoardhasbeenproposed to the StateGovernmentandexpressedhisoptimismthattheBoardwouldbeconstituted,whichwouldbeadedicatedCommitteeforfurthernecessaryactions.

Themeetingreviewedthelastmeetingminutesanddiscussedthepresentationofflagshipprogrammesimplementedatthedistrictlevelbyvariousdepartments.

TheDC&MemberSecretaryDISHACommittee also requested concerned

Inthisregard,thehousedecidedtowritetotheDirector,PostalServicestorequestforafullfledgedPostOfficeatPughobototown.

TseminyuDepartmentalCoordinationmeetingwas held on 24thNovember2016atADCconferencehallunder thechairmanshipofADCTseminyu,VikhwenoMeratsu.ThemeetingdiscussedTseminyuTownCouncilelectioneeringmatterswheretheADCandAEROTseminyuinformedthedepartmentalofficerstosubmitthelistofstaffemployeeswiththeircontactnumbersandtheirvillagenametoADCofficeattheearliest.

The launching of UJLA scheme,PhekwasheldatPhekon28thNovember2016whichwaslaunchedbyPhekDeputyCommissioner,MurohuChotso.

NewlyupgradedofficefortheExecutiveEngineer(Road&Bridges),Pughobotowasinauguratedby theMinister for SchoolEducation,SCERTYitachuinthepresenceof theR&BMinister,Y.Vikhehoon16thNovember2016.

AT IMDH MOKOKCHUNG

ImkonglibaMemorialDistrictHospital(IMDH)MokokchungisnowequippedwithColposcope,a sophisticatedmachine toscreenwomenforpossiblecervicalcancerandtostudythecervicalcellsunderhighmagnificationandidentifiesabnormalandprecancerouschangesinthem.Firstof itskindinthehospital,thecolposcopemachinewas formally inauguratedbyNagalandGovernor,P.BAcharyaonhis2-dayvisitofMokokchungon17thNovember2016.

MedicalSuperintendent, IMDH,DrMedem and Senior Gynaecologist, DrAdemla said theColposcopeMachine,worthRs. four lakhwaspurchased fromIMDHWelfarefundtohelpreducemorbidityandmortalityassociatedwiththedisease,

cervicalcancer.Wheninquiredaboutthecolposcopemachine,which looks likeaHandycamwith broadstand,Dr.AdemlasaidthatColposcopeisamachinethatusesanintensesourceoflightthroughasystemoflensesthatmagnifytheimage(Max-52x).Itisusedinscreeningofwomenforcervicalcancerandstudiesthecervicalcellsunderhighmagnificationandidentifiesabnormalandprecancerouschangesinthem.ShesaidcervicalcancerisaleadingcauseofdeathinwomeninNorthEastIndiaespeciallyinMizoram,NagalandandTripura.‘Ifdetectedinearlystageandifproperinterventionisapplied,theconditioncanbesuccessfullytreated,’DrAdemlasaid.

This isnotthefirst time,the IMDHMokokchung ispurchasingurgentneedmachinebuthasbeenengagedinacquiringmachinesfromtheirownfundtoprovidebetterhealthcareinthehospital.
