The bodies of the deceased were handed over to their family mem- bers after the postmortem. Haryana increases guest lecturers' monthly remuneration to Rs 57,700 CHANDIGARH : Haryana gov- ernment led by Chief Minister Manohar Lal Khattar has extend- ed the benefit of 'Equal Pay for Equal Work' to the contractual guest/extension lecturers working in various government colleges of the state. While stating this here on Thurs- day, Education Minister Ram Bi- las Sharma said that all eligible contractual and extension lectur- ers will be paid remuneration of Rs 57,700 per month wherever the complete workload and other duties are being met by such in- cumbents. "By extending this benefit to such incumbents, an additional exchequer of about Rs 81.27 crore annually will be borne by the State government," said Sharma. Under an agree- ment inked by the bank with the Stock Holding Corporation of India as a result of which the services were started today.The formal inaugura- tion was done today at the head of- fice of the bank at Sector-34 by the Cooperation Minister S. Sukhjinder Singh Randhawa and the Revenue Minister Mr. Gurpreet Singh Kangar. In his address on the occasion, S. Randhawa said that this novel initia- tive of e-Stamping has been started today at the 32 tehsils through the 27 branches situated in different parts of the state. He also said that this would be prove to be of great help to the customers of the bank especially the farming sector. Describing coopera- tive banks as the backbone of the farming sector, the minister said that the department has taken a decision to upgrade the branches of the Cen- tral Cooperative Banks and make them customer friendly. Apart from this, all out efforts would also be made to improve the financial lot of Agricultural Cooperative Societies. The Cooperation Minister further said that this initiative would lead to the saving of precious time of the people and would save them the ha- rassment. The farmers would be spared the burden of cash carrying and the financial position of the banks would be strengthened be- cause the daily sale of the e-Stamps worth Rs. 8 crore-Rs. 10 crores is ex- pected. AGENCY FARIDABAD, JUNE 27 A man allegedly stabbed a medical student on June 25 after she resisted a molesta- tion attempt by him, on Mathura Road in Faridabad, said an official. Locals admitted the vic- tim to a nearby government hospital where she is being treated. The incident was caught on the CCTV cameras installed in the area. The victim is a 1st-year student of Bachelors of Ayurvedic Medicine and Surgery (B.A.M.S) and is practising in a private hospi- tal in Faridabad. "I was returning to my house from the hospital when he came and molested me. I resisted and hurled abuses at him after which he left. I kept moving forward when he re- turned from behind and groped me and stabbed me with a knife" said the victim. The girl said that the man was unknown to him. "The girl is being treated in a government hospital. We have filed a complaint under different sections of Indian Penal Code (IPC) against the accused. We are trying to identify the accused through the CCTV footage and we will arrest him soon", said Balbir Singh, Investigating officer. Mr Shah, while chairing a high-level meeting on security, said the rule of the law should be enforced at any cost. ''During his first visit to the state of Jammu and Kashmir, the Union Home Min- ister held a number of meetings with offi- cials to assess the security scenario in the state, reviewing preparations for the Amar- nath Yatra and provide good governance in the state,'' J&K, Chief Secretary B V R Sub- rahmanyam and Ganiash Kumar, Addition- al secretary, J&K, in Ministry of Home Af- fairs (MHA) told reporters during a press conference here on Thursday. ''The meetings in Srinagar were attend- ed by Governor Satya Pal Malik, the Union Home Secretary, all four Advisors, the Chief Secretary and senior officials of the state and Central Governments, of Security Agencies and the Armed Forces,'' they said. After a detailed briefing on the prevail- ing security scenario in the state, the Union Home Minister, while appreciating the sig- nificant improvement in all the parameters relating to the security situation, said there should be zero tolerance towards militancy and militants. The Union Home Minister praised the J&K police for countering militancy and di- rected that the state Government should commemorate the martyrdom of its police- men in their hometowns/ villages in an ap- propriate manner each year. Prominent pub- lic places should also be named after mar- tyred policemen. Mr Shah further added that he would periodically review the per- formance of the state on multiple fronts. A senior police officer was among those injured in the mayhem. The trou- ble started soon after a jail inmate, un- dergoing a trial in a drug case, died at a Patiala hospital Thursday. DCP Ashwani Kapoor said Sunny Sood was referred to a Patiala hospital due to illness Wednesday, where he died. As the news reached here, his fel- low gangsters started instigating other prisoners, the DCP said. They also accused police of "mur- dering" Sood, he said. Kapoor said the jail staff had to open fire to control the situation, which had turned serious. "The jail police had to open fire when two group of gangsters started pelting each other with stones at the cen- tral jail here. One jail inmate was killed and 35 others, including a assistant com- missioner of police (ACP), received in- juries," DCP Ashwani Kapoor said. The jail authorities said the ACP of the city police and some members of the jail staff received injuries due to fierce brick batting by the inmates. Taking serious note of the incident, in which one inmate was killed while five prisoners and around half a dozen police personnel were injured, the Chief Minister has asked for a detailed probe to identify the instigators of the violence. AGENCY NEW DELHI, JUNE 27 Swiss authorities have issued orders to freeze four bank accounts linked to billionaire jeweller Nirav Modi, a move that adds to the celebrity de- signer’s troubles who is already in a London jail pending a decision on In- dia’s extradition request. “His four Swiss bank accounts with deposit worth Rs 286 crore have been frozen,” a source familiar with the development in Enforcement Di- rectorate said. The ED has already seized Nirav Modi’s assets worth around Rs 2,000 crore in India and abroad. The ED is among the central agencies that started investigating Ni- rav Modi after state-run Punjab Na- tional Bank first accused companies owned by the fugitive businessman and his uncle Mehul Choksi of a $ 2 billion loan fraud in January last year. HPCC spokesperson Vikas Chaudhary shot dead FARIDABAD: Haryana Congress Spokesperson Vikas Chaudhary was shot dead by unidentified as- sailants outside a gym in Sector 9 here on Thursday, police said. According to police, they fired more than 10 bullets from close range when the 42-year-old Congress leader came out of the gym at around 0915 hrs. The assailants fled from the spot after committing the crime. Mr Chaudhary was rushed to a hospital in Sector 8 where the doctors declared him brought dead. The body has been sent for postmortem, police further said. The CCTV footage of the place has been collected and a man- hunt launched to nab the accused, police added. Nirav Modi’s 4 Swiss Bank accounts frozen SRINAGAR, JUL 27 Eleven people, including nine girls, were killed when a ve- hicle fell into a deep gorge on historic Mughal road on Thursday. Seven people were injured in the incident. Official sources said a passenger tempo on way to Shopian from Poonch skid- ded off the road and plunged into a deep gorge at Lal Ghu- lam area in Pir-ki-Gali. A rescue operation was immediately launched, they said, adding that while two persons died on the spot, 16 others were injured. ''The in- jured were immediately taken to a hospital, where nine oth- ers succumbed, taking the death toll in the accident to 11,'' they added. PSPCL touches newhigh in power supplyCHANDIGARH: A spokesman ofPSPCL informed in a press note thatPunjab State Power Corporationlimited has successfully catered tohistorical maximum demand of 12,842MW on 27th June, 2019 againstprevious historical maximum demandof 12,677 MW met on 26th June,2019. Last year, the highest evermaximum demand was 12,638 MWmet on 10th July, 2018. Maximumdemand on 27th June, 2019 i.e.12,842 MW is about 165 MW higheras compared to 12,677 MW met on26th June, 2019 and 204 MW higheras compared to 12,638 MW met on10th July, 2018. Last year maximumdemand on 27th June was 10674.7MW. PSPCL supplied 2,742 LakhUnits (LUs) of electricity on 26th June,2019 to all the power consumerswithin Punjab without imposing anypower cut on Domestic, commercialand industrial consumers and 8 hrs toAP consumer which is highest duringthe ongoing paddy/summer seasonthus far which is 77 Lakh Units (LUs)more than last year (2,665 Lus) on thesame day. Last year, PSPCLsurpassed its own record of highestever energy supplied during a day withsupply of as high as 2,749 LUs ofenergy within state on 04th August,2018. PSPCL stated that 4 units ofGGSSTP Rupnagar, 3 units of GHTPLehra Mohabbat , 31 units of Hydelincluding 3 units of RSD were runningin addition to all the five units of IPPsin the state. A womanwas also injured in the attack.The lone militant was alsokilled by the security forcesin the retaliatory firing.However, he was notidentified but a local militantoutfit Al-Umar claimedresponsibility for the attack.Khan was admitted to AllIndia Institute of MedicalSciences (AIIMS), NewDelhi where he succumbedon June 16. Two AssistantSub Inspectors RameshKumar, Neeru Sharma,constable Satinder Kumar, MK Kushwa and MaheshKumar were also martyred inthe attack.

Admin's permission mandatoryfor Kinner Kailash trek: DC

Kinnaur Deputy Commissioner Gopal Chand said that no trekkers andpilgrims will be allowed to move on Kinner Kailash trek withoutpermission of the district administration. He said that the touroperators organising treks in the district should be registered with thetourism department and submit the list of trekkers at nearest policestation before commencing the trek/activity. He said that touroperators should also submit the list of trekkers at police station afterfinishing the trek. The DC expressed concern over trekking by fivetrekkers towards Kinner Kailash without informing districtadministration out of which two trekkers died. The three trekkers wererescued by the police and Home Guard Quick response team. Whilepresiding over a meeting regarding illegal adventure and trekkingactivities in district Kinnaur, he said that the as per the HimachalPradesh Miscellaneous Adventure Activities Rules, 2017 any trekkingactivity in the district has to be carried out with prior permission of thetourism officer and camping permission of the trek is to be obtainedfrom the forest department. The Deputy Commissioner also urged thelocal people to support the district administration and not advice peopleto trek towards Kinner Kailash.

The Chief Ministercalled upon Gadkari hereon Thursday afternoon topress for his intervention toclear the state’s pendingprojects/approvals underhis department. He invitedthe Union Minister to visitPunjab to help revive theMSMEs in the state.

Gadkari assured Cap-tain Amarinder that all Pun-jab related issues pendingwith his ministries wouldbe looked into and ad-dressed at the earliest. Healso assured of full supportand cooperation to the state

government in pursuanceof their road infrastructuredevelopment projects, be-sides various initiatives inthe field of MSMEs.

According to an offi-cial spokesperson, CaptainAmarinder informed theUnion Minister that stategovernment had alreadyconveyed its consent tobear 50% cost of land ac-quisition for constructionof Ring Roads around ma-jor cities of

Mohali/Chandigarh, Lud-hiana, Jalandhar, Patiala,Sangrur and Bathinda, inline with the MORT&Hguidelines of Bharatmala“build including Ring Roador Bypass, which was not apart of the Bharatmala shelfof Projects. Such a newproject would be taken upfor consideration by theMinistry only if theState/Agency is ready tobear at least 50% cost ofland acquisition. The Chief

Minister said the Ministryhad already approved thering road around Bathinda.

The Chief Minister alsosought the Union Min-istry’s immediate approvalof funds to the tune of Rs.636.45 lakh for appoint-ment of technical consult-ant for the ring roads proj-ect to work out the align-ments needed for the roads.

Captain Amarinderalso urged Gadkari to facil-itate expeditious clearance

of the Delhi-Amritsar-Ka-tra Expressway project, forwhich Government of Indiahas already approved a planfor constructing 800 Km ofExpressways under Bharat-mala Scheme Phase-I. Thestate government had re-quested the Ministry timeand again for early start ofthis project but so far eventhe alignment has not beenfrozen upon, he lamented.

The Chief Minister alsoimpressed upon the UnionMinister the need for im-mediate declaration of Na-tional Highway and ap-proval to four laning of Pa-tiala-Sirhind-Morinda road,which the Union Ministrywas pressing for develop-ment as a Greenfield proj-ect while the state wanted itto be a brownfield project.

Govt relaxes eligibilitycriteria for PCMS doctors

Considering the long pending demand of PCMS doctors, thePunjab Government has relaxed the eligibility conditions forPCMS doctors for admissions in PG Courses. It was dis-closed in press communiqué here today by Health & Fami-ly Welfare Minister Balbir Singh Sidhu.

Giving details here today, Balbir Singh Sidhu said thatthis relaxation for admissions in PG Courses was providedon the Directive of Chief Minister Punjab CaptainAmarinder Singh. He said that earlier the PCMS doctorswho had completed 4 years of service in difficult rural areasand 6 years service in other rural areas were given 30% in-centive marks and allowed to pursue PG Courses. Now therequirement of rural service has been reduced from 4/6years to 2/3 years. The Health Minister said that the doctorswould get 20% and 30% incentive marks on completion of2/3 and 3/4.5 years of Rural Service. The doctors who getadmission under incentive category would get full pay dur-ing their PG Course.

Deputy Commissioner Varinder Ku-mar Sharma today directed the rev-enue officers to speed up the recov-ery from the wilful defaulters andany type of laxity will not be tolerat-ed at any cost.

Presiding over a meeting to re-view the collection of recovery hereat District Administrative Complextoday, Mr Sharma said that the offi-cers must accord top most priority tothe collection of these recoveries forenhancing the revenue of the stategovernment. The Deputy Commis-

sioner also asked the Sub DivisionalMagistrates to personally monitorthe cases pertaining to recovery sothat the process could be expedited.

He said that this process must becompleted at the earliest without anydelay. Sharma said that any wilful

defaulters must not be spared andstern action must be taken againstthem. The Deputy Commissionersaid that the recovery of pending ar-rears from the wilful defaulters needsto be ensured at early. He said thatwilful defaulter should not be al-lowed to take the law for granted andevery effort must be made to recoverthe pending arrears from them at theearliest. Disability pension of all ranks of armedforces to be exempt from Income TaxNEW DELHI: The Centre on Monday clarified that disability pension of allarmed forces irrespective of rank shall continue to be exempt from income tax.The tax exemption will be only for personnel who have been invalided fromnaval, military or air force service on account of bodily disability attributable to oraggravated by such service and not to the personnel who have been retired onsuperannuation or otherwise, a circular issued by the Central Board of DirectTaxes on June 24 clarified. Moreover, the disability pension exempt under TheIncome-tax Act, 1961, will be the entire disability pension including serviceelement and disability element.

Teenager raped bylover and his friendBANDA (UP): A 17-year-old girl wasallegedly raped by her lover and hisfriend in Uttar Pradesh's Chitrakootdistrict, police said Thursday. Theincident took place on Tuesdayevening while the girl was headinghome and the two men abducted andraped her, Assistant Superintendent ofPolice (ASP) Balwant Chaudhary said.The girl was let off on Wednesdaymorning on the condition that shewould not tell anyone about theincident, the ASP said. Later, an FIRwas registered by the girl's father andshe was sent for medical examinationwhich confirmed rape, he said. CBI takes over probeinto death ofbizman's wifeNEW DELHI: The CBI has taken overinvestigation into the nearly two-year-old mysterious death of a Raniganj-based businessman's wife on theorders of Calcutta High Court, officialssaid on Thursday. Pushpa Bhalotia(39) was admitted with burn injuries ina hospital in Durgapur, West Bengalwhere she had succumbed to herinjuries on October 5, 2017. As thepost mortem report showed a bulletinjury in her head, her husband ManojBhalotia was arrested. The CBI wasroped in by the High Court after apetition was filed by Pushpa's brotherGopal Kumar Agarwal claiming thatthere were differences betweenfindings of autopsy report and chargesheet filed by the police. While Manoj'sfamily claimed that Pushpa committedsuicide by setting herself on fire,Agarwal told the court that the postmortem report had said that the burninjuries were prior to the gun shotinjury while the charge sheet claimedthat the victim died of gun shot andthe burn injuries were subsequent. Hesaid that there were several CCTVrecords available with police whichwere not considered by theinvestigators before filing their finalreport in the matter. Seeking the CBIinvestigation into the death of hissister, he dismissed the claims of thecharge sheet that Pushpa had shotherself. The High Court found thearguments convincing and handedover the probe to the Central Bureauof Investigation on February 7, 2019.Pointing loopholes in the theory ofpolice, the court noted that withoutconsidering the CCTV footage whichwas available with the investigatingagency, it should not have inferred thatthe death was suicidal in nature andnot a homicide. "The charge sheet asit stands today raises more questionsthan answers. The charge sheetexplains the death as a suicide. Ittakes a view that, the gun shot wasprior in point of time than burn injuries.The burn injuries were sustained bythe victim due to ignition of thecooking gas from the spark of the gunshot," it said.

A Bill which will amend theDentists Act, 1948 and help torestructure the Dental Councilswas introduced in the LokSabha on Thursday . The Billprovides certain modificationsto the provisions of the DentistsAct with regard to themembership of the DentalCouncil of India andmembership of state and jointstate dental councils. Ministerof State for Health and Familywelfare Ashwini Choubeyintroduced the The Dentists(Amendment) Bill, 2019. Theamendment will helprestructure the Dental Councilsand the representation of thecentral government membersand elected members would nolonger be made mandatory inthe dental councils. Theminister also introduced TheIndian Medical Council(Amendment) Bill, 2019,which is aimed at bringing intransparency, accountabilityand quality in the governanceof medical education in thecountry and would provide forsupersession of the MedicalCouncil of India (MCI) for aperiod of two years or until thesaid council is reconstituted,whichever is earlier. During

this period, the Board ofGovernors will exercise thepowers and functions of theMCI as assigned under the IMCAct, 1956. The number ofmembers in the Board ofGovernors will be increased to

12 from existing 7. Further, itallows for persons with provenadministrative capacity anexperience to be selected in theBoard. The Bill provides forBoard of Directors to beassisted by a Secretary General

appointed by the centralgovernment and will be head ofthe secretariat in the council.The Bill seeks to replace theIndian Medical Council(Amendment) SecondOrdinance, 2019.

The government on Thursdaymaintained that Delhi-MumbaiExpressway project and other roadprojects are going on at the desiredpace and wherever there are halts tothe works or delay, essentially it isdue to the land acquisition issue.

Minister of Road Transport andHighways Nitin Gadkari informedLok Sabha during Question Hourthat in several states, the road

works are impactedand delayed due toland acquisitionissue and in thiscontext, he suggestedthat the electedlawmakers can alsotry to influence the

decision making process at the statelevel. "You also try to find out atyour level what is the cause of thedelay," Mr Gadkari told partycolleague Tapan Gogoi fromAssam. He said at times there aredelays due to forest clearance andsuch impediments at the state level.

In this matter, he has alreadyheld meeting with Assam ChiefMinister Sarbananda Sonowal andmaintained that all elected MPsshould also try to help in resolvingthe stalemates at the state levels.

28-year-old Bihar bank officerkilled while travelling in train

PATNA, JUNE 27

Miscreants killed a 28-year-old bank officer on arunning train in Bihar, police said on Thursday.Milind Kumar, who worked in the Canara Bank inJamui district, was stabbed and his throat slit whenhe was travelling in the Gaya-Jamalpur Fast Pas-senger train on Wednesday. “After attending ameeting at the bank, Milind boarded the train forKiul Railway Station but was attacked with a sharpweapon between Sarari and Lakhisarai railway sta-tions,” police said. Even after being gravely in-jured, Milind himself went to a hospital nearLakhisarai Railway Station but succumbed to hisinjuries due to excessive bleeding, officials said.

Angry over the incident, residents, bank offi-cials and family members of the victim staged aprotest, blocked the road and demanded action.Lakhisarai district police officer Manish Kumar as-sured the family that the matter would be taken tohigher authorities and strict action taken againstrailway police personnel who were on the train dur-ing the incident.

It is a placewhere we can rest our wearyself and bask in a state of love.It is like taking a vacation to sitby the seaside and enjoy theocean, free from the cares ofthe world. Satsang should beour vacation from the prob-lems of life. During that time

we should relax and bask inthe spiritual waves of love lap-ping against our soul, like thegentle ocean waves at thebeach. The love of God ispouring out to us through theeyes of the Master. If we couldopen up, without any thoughtsto distract us, we would feelthat love flows to us. Anythoughts will block out thelove flowing to us from God.That hour of satsang wouldrecharge us with love to helpus stay focused on Godthrough the rest of the day orweek.

Second, our attentionshould be absorbed in a stateof love when we meditate.Meditation is not a dry chorein which we go through cer-tain steps mechanically. It is aprocess of sitting in silence tobask in the love within. The si-lence helps us receive the lovethat is innate in our soul. We

can then witness the light andsound of God within, which isalso love.

The current of light andsound is God’s love flowingout from God. When we seeand hear the light and soundcurrent, we are connecting oursoul with a river of love thatleads us back to the ocean ofall love. Meditation should bea time in which we are con-nected with love. We shouldstay open to that love, withoutany distracting thoughts.Then, when we come out ofmeditation to do our worldlychores and responsibilities,that love stays with us. Wethen radiate our own love toothers. Third, our attentionshould be absorbed in a stateof love when we do selflessservice. Selfless serviceshould be a time of sweetnessin which we are serving theLord in love.

Ayoung Muslim man, accused of stealing a motorcyclein the Saraikela-Kharsawan area in Jharkhand, was fa-tally beaten by a mob recently. But it became clear that

Tabriz Ansari was beaten senseless not for being a thief, al-legedly, but for what his religion was. The mob repeatedlyasked his name. He gave his nickname, which was religion-neutral. The mob demanded his formal name, and when that is-sued from his lips the beating got worse. Then he was forced toraise Hindu religious chants as he fainted.

Interestingly, all of this was shot on video by the perpetra-tors and made public. Evidently, there was no fear of the law.The police registered an FIR and took the victim into judicialcustody. Apparently, they recorded a confession that he hadstolen a motorcycle, but the FIR failed to mention his seven-hour-long violent beating. What does this point to - that the po-lice was innocent of the facts?

After a hue and cry followed Ansari's death in custody, thepolice arrested 11 persons and suspended two policemen. Itwill be interesting to see how the case ends up. Prime MinisterNarendra Modi, speaking in the Rajya Sabha on Wednesday,expressed his sorrow about the episode but attacked the Oppo-sition for blaming a whole state, though it is not quite clear whohas blamed Jharkhand or its people.

Mr Modi's words of sorrow may have carried a clear mes-sage of intent if he asked the BJP-run state government to crackdown hard on the criminals and ensure communal violence ischecked forthwith. He could have reminded Parliament that hewas sincere about his new slogan of winning “sab ka vishwas”.

In cases of this kind some have pointed a finger at the BJP,which runs the Jharkhand government. Murders of Muslimshave been committed by cow vigilantes in the state and a Unionminister feted the criminals at this home once.

But it is not just Jharkhand. Just after the Narendra Modigovernment was elected to its second term in unambiguousfashion, two episodes of anti-Muslim violence caught attentionin BJP-run states — Assam and Haryana. At Barpeta in Assam,a group of Muslims was belaboured and forced to chant “JaiShri Ram” along with “Pakistan Murdabad”. At Gurgaon inHaryana, a young Muslim man had his skullcap removed andbeard pulled as he too was forced to chant the same slogan.Former Test cricketer Gautam Gambhir, a newly-elected BJPMP, was trolled by Hindutva types when he denounced theGurgaon incident, and asked to choose his causes with care.

There is a long history of communal violence in the coun-try, but in recent years this has occurred with regularity in BJP-run states. Typically, the perpetrators act in groups, and the ac-cused get away lightly as leaders continue to make pious nois-es about the Constitution.

EditorialWill PM’s sab ka vishwas help?

The urgency with whichthe discussion on hold-ing simultaneous polls

for the Lok Sabha and stateLegislative Assemblies wasinitiated by Prime MinisterNarendra Modi gives a clearsignal that this is one of thetop priorities of the Modi 2.0government.

The widespread discussionwhich the country witnessedover the issue of holding si-multaneous elections showedthere are visible advantages,but at the same time manyconcerns over holding simul-taneous elections. The argu-ment put forward in supportof holding simultaneouselections are: a cut in gov-ernmental expenses on hold-ing elections and enablingthe government to pay moreattention to developmentwork.

But there are concernsabout holding simultaneouselections affecting the feder-al structure of the country,affecting the autonomy ofstates and the possible con-centration of powers in thehands of a few big politicalparties, as smaller regionalparties may get marginalisedin the electoral contest.There are also issues aboutfeasibility — whether this ispractical, and can be imple-mented. If elections are to beheld simultaneously for allstates along with the LokSabha elections, what wouldhappen if there there is anuntimely dissolution of the

state Assembly in one ormore states? At the moment,it is neither possible to esti-mate how much money couldbe saved if the elections areheld simultaneously and howmuch faster could be thepace of development, nor isit possible to assess the ex-tent of the impact this mighthave on the electoralprospects of regional partiesand the federal structure ofIndia if elections are held si-multaneously.

As there are no clear esti-mates about the extent of fi-nancial gains the countrymay enjoy and speculationabout what may be the loss-es, convening an all-partymeeting in an effort to builda consensus to bring aboutthis big electoral changeshould be seen as a welcomestep.

It is heartening to note thatthe even Congress leaderMilind Deora welcomed thisdiscussion and went on tostate that “our democracy isneither fragile nor immatureand debate on ‘one nation,one poll’ calls for an openmind on either side of thespectrum.” I am sure a dis-cussion with an open mindwould help in having betterunderstanding on this issue,but some hard facts are al-ways helpful for beginning adiscussion.

Let’s look at some hardfacts about simultaneouselections. Since the 1989Lok Sabha polls, there havebeen 35 instances of simulta-neous elections for the As-semblies in different statesalong with the Lok Sabhaelections held in this period.These are Andhra Pradesh

(1989, 1999, 2004, 2009,2014 and 2019), Odisha(2004, 2009, 2014 and2019), Sikkim (2009, 2014ad 2019), Arunachal Pradesh(2009, 2014 and 2019) Kar-nataka (1989, 1999 ad 2004),Tamil Nadu (1989, 1991 and1996), Maharashtra (1999),Assam (1991 and 1996),Haryana (1991 and 1996),Kerala (1989, 1991 and1996), Uttar Pradesh (1989and 1991), West Bengal(1991 and 1996) and Telan-gana (2014).

When simultaneous elec-tions were held in thesestates in 27 elections, the ma-jor political party of the statepolled a similar percentageof votes both for the LokSabha as well as for the As-sembly elections. There wereonly eight instances of peo-ple expressing different po-litical choices even whenthey were voting to choosetheir local MLA and theirMember of Parliament at thesame time.

There are exceptionswhen people have voted dif-ferently for the Lok Sabhaand Assemblies, but such in-stances are fewer than in-stances of people voting sim-ilarly both for the Assemblyand the Lok Sabha election.In the most recent 2019 LokSabha elections, Odisha wasthe only exception while vot-ers in Andhra Pradesh,Sikkim and ArunachalPradesh voted in a more orless similar manner both for

the state Assembly and theLok Sabha. Going by thesefigures, it seems that the fearof national parties dominat-ing both the national and thestate elections resulting insmaller regional parties get-ting marginalised in the longrun in not totally uncalledfor. Concerns over a largenumber of fake or dummypolitical parties are justified,but a diverse country like In-dia, with 29 states, a largernumber of political partiesdoes not seem undesirable.Unfortunately, there is noformula to suggest howmany political parties Indiashould have.

Regional parties do playan important role in Indiandemocracy as they representthe aspirations of the margin-alised sections of society anddifferent regions of India.Holding simultaneous elec-tions does pose some chal-lenge for the survival ofthese regional parties in var-ious states, especially instates where the national par-ties have a sizeable presence.

One can hardly disagreethat holding simultaneouselections would help reducegovernment expenditure onholding polls, reduce the bur-den on the administrativesetup and security and mayallow the government to de-vote more time on develop-ment activities, but to build astronger argument and alarge consensus in favour of“one nation, one election”, it

may be appropriate to comeup with some roadmap re-garding this. It is true that thegovernment spends a hugeamount for conducting freeand fair elections. As per es-timates, over Rs 6,500 croreswere spent on holding the2019 general election, whichwas more than double theamount spent on the 2014Lok Sabha elections. But it isalso true that besides this ex-penditure, political partiesand candidates also spend ahuge amount to contest elec-tions, and efforts should bemade to put a check on thatexpenditure as well. Holdingsimultaneous polls should re-duce government expendi-ture on holding elections, butit is still not clear to what ex-tent and how one would en-sure that money could besaved and this money wouldbe used for developmentalwork.

Building a consensus on“one nation, one election”should be welcome. Whatmay be worrisome is that thismay be implemented withoutcareful consideration. Oneshould keep in mind that In-dia is not just one nation, it isa nation with 29 states. Wedo have one election to electthe national government, andwe have elections to electstate governments as well.Any effort making it manda-tory for elections to be heldsimultaneously will have tobe very carefully thoughtthrough.

Adani Ports plans to raise USD 750 millionNEW DELHI: Adani Ports and Special Economic Zone Limited (APSEZ)Thursday announced plans to raise USD 750 million (approx Rs 5,195 crore) tofund its capital expenditure requirement and also to retire some of its debt. "Thefinance committee of Adani Ports and Special Economic Zone Ltd has approvedthe issuance of fixed rate senior unsecured notes aggregating to USD 750million and has approved the pricing, tenure and other terms of the notes,"APSEZ said in a regulatory filing. "The applicant has accessto considerable financialresources, supported by anincreased (bail bond security)offer of 2 million pounds, the

judge noted. The High Courtjudge stressed that while it wasnot for her to take a "definitiveview" on the evidence, she hadproceeded on the basis that thegovernment of India has actedin good faith in what isundoubtedly a serious case anda sophisticated internationalconspiracy to defraud,together with moneylaundering.

UNODC explains thesignificantly higher figures are due inpart to improved research and moreprecise data, including moreknowledge of the extent of drug usefrom new surveys conducted in Indiaand Nigeria, two of the most populouscountries in the world.

"The findings of this year's WorldDrug Report fill in and furthercomplicate the global picture of drugchallenges, underscoring the need for

broader international cooperation toadvance balanced and integratedhealth and criminal justice responsesto supply and demand", said YuryFedotov, UNODC Executive Director,in a statement.

Whilst the overall figure for druguse in 2017, an estimated 271 million

people, was similar to the previousyear, the trend is rising, and thenumber of people using drugs is nowsome 30 per cent higher than it was tenyears ago. This is partly attributed to a10 per cent increase in the globalpopulation aged 15-64, but alsoincreased opioid use in Africa, Asia,Europe and North America, as well ashigher cannabis consumption in Northand South America, and Asia. Opiodsare the class of illegal drugs derivedfrom heroin – opium poppies –including synthetics such as fentanyl,and other prescription medicationssuch as Oxycontin and Vicodin. Themanufacture of cocaine – chiefly fromSouth America - reached an all-time

high in 2017, with an estimatedproduction of 2,000 tons in 2017, upby a quarter on the previous year. Atthe same time, seizures of cocaine rose13 per cent to 1,275 tons, anotherrecord figure.

Synthetic opioid misuse, centredaround Fentanyl and similar drugs, isan ongoing crisis in the US andCanada, with over 51,000 overdosesreported in 2017. Countries in West,Central and North Africa areexperiencing an opioid crisissurrounding another drug, Tramadol,which has flooded the market in recentyears: seizures of Tramadol jumpedfrom less than 10 kilograms in 2010 toaround 125 tons in 2017.

Sensex, Nifty end marginallylower on F&O expiry

Domestic equity benchmarks ended marginally lowerThursday after a highly volatile session as Junederivatives contracts expired. After swinging over 300points, the 30-share BSE Sensex settled 5.67 points, or0.01 per cent, lower at 39,586.41. The index hit an intra-day high of 39,817.22 and a low of 39,510.44.

The broader NSE Nifty slipped 6 points, or 0.05 percent, to end at 11,841.55. During the day, the indextouched a high of 11,911.15 and a low of 11,821.05.

Top losers in the Sensex pack included TechMahindra, HCL Tech, RIL, ITC, Infosys, PowerGrid,Kotak Bank, Yes Bank and Vedanta, shedding up to 2.26per cent. On the other hand, Tata Motors, M&M, ONGC,Axis Bank, HDFC, SBI, IndusInd Bank, Bharti Airtel,Sun Pharma and HUL rose up to 2.95 per cent.

According to traders, market witnessed heavyvolatility as June futures and options (F&O) contractsexpired. The domestic market opened on a positive noteand continued to trade with strong gains till noon amidpositive cues from global markets ahead of the G-20summit. "However, post noon, market lost gains amidreports of heightening uncertainty over US-Iran standoffafter latter issued warning message to the US, adding to
