INTRODUCTION This introduction is not part of the licence and docs not purport to be a legal interpretation of the licence.

This revised waste licence is for the operation of an incinerator to burn non-hazardous waste and to recover energy in the form of steam which will be used to generate electricity at Carranstown, Ih leek . County Meath. The facility is located within a site area of approximately IO hectares.

Only residual non-hazardous waste (household, commercial and industrial) inay be accepted at the facility. The licence authorises a maximum of200,000 tonnes of waste pet- annum to be accepted at the facility for incineration. and 2.000 tonnes of waste per annum to be accepted for treatment in the proposed residue solidi tication plant.

Infrastructure for the incineration plant includes waste reception area. furnace. boiler. energy recovery system. facilities for the treatment of exhaust gases. facilities for handling and storage of incineration residues, stack. devices and systems for controlling, recording and monitoring of the incineration process. The plant will have one incineration line with a design capacity o f 2 6 . 7 tonnes per hour. T h e heat produced from the process will be used to generate approximately 17.2MW of electricity. of which 2.1MW will be used on site and 1 S . lh lW will be exported to the national grid.

The facility falls within the scopc of Annex I of Council Directive 2008i I E C concerning integrated pollution prevention and control. The following IPPC Ilirecti\re activities will be carried on at the installation:

2. I . 1 Tlie licensee shall employ a suitably qualified and experienced (minimum IO years in incinerator operation) facility manager wlio shall be designated as the pet-son in charge. The facility manager or a nominated, suitably qualified and experienced deputy (minimum 5 years incinerator experience) shall be present on the facility at all times during its operation or as otherwise required by the Agency.

2. I .2 Tlie licensee shall ensure that persontiel perlbrming specifically assigned tasks shall be qualified on the basis of appropriate education. training and experience as required and shall be aware of the requirements of this licence.

2 .2 Management Structure

2.2. I Prior to the commencement o f \vaste activities. the licensee shall submit lvritten details of the maiiagement structure o f tlie fhcility to the Agency. Any proposed replacement in tlie management structure shall be notified in ad\.ance in writing to tlie Agency. Written details of the management structure shall include the fk)llowing information:

a) tlie names of all pcrsons who are t o provide the management and supervision o f tlie lvaste activities authorised by tlie licence. in particular the name of tlie facility manager and any nominated deputies;

details oftlie responsibilities for each indi\idual named under a) above; and

details of tlie relemnt education. training and experience held by each of’ the persons noniinated under a) a b o \ ~ .

'1 he licensee shall arrange fbr the conipletion. by an independent and appropriate qualified consultant. of a comprehensive and fully costed Environmental Liabilities Risk Assessment (ELRA) to address the liabilities from past and present activities. The assessment sIi~111 include those liabilities and costs identified in Condition 10 for execution o f the L)ecornmissi(~tiitig Management Plan. A report on this assessment shall be submitted to tlie Agency for agreemerit prior to the acceptance of waste at tlie facility. Prior to tlie acceptance of waste at the facility. tlie licensee shall. to the satisfaction of tlie Agency. inake financial provision to cover any liabilities identified in Condition 12.2.2.
