Srinagar: Jammu and Kash-mir High Court Monday heard and listed on March 18 again a petition filed by Na-tional Conference president Farooq Abdullah’s against an Enforcement Directorate’s order attaching his properties in a case of alleged money laundering.

A bench of Justice Dhiraj Singh Thankur heard the plea and or-dered its continuation next week after briefly hearing the parties.

Last week, Justice Ali Mohammad Magrey had re-cused from hearing the plea and had posted it for today be-fore a separate bench.

Will hit...clear that August 5, 2019 was

the darkest day in the history of J&K that nobody will forget. We will strive hard for restoration of Statehood to J&K and if Delhi de-lays it, we will not hesitate to hit the streets,” he said.

Bukhari highlighted the Apni Paty’s achievements in the past one year and stated that getting the job policy order where youth of J&K were entitled for only Class fourth jobs, reversed, was the party’s biggest achievement.

“There are other issues which we are pursuing like 15 years for becoming a domicile of J&K. We are also aware of the ploys as to how J&K Bank was weakened by stripping off its autonomy. This institution is our backbone and we will continue to fight for restoration of its autonomy,” he said.

Demanding early Assembly polls, Bukhari said that if the Apni Party is voted to power, it will take historic steps, especial-ly making 25 years mandatory for becoming the domicile of the State. “We ensured that land pol-icy was amended and today, our 88 percent land is safe, which is the outcome of our meeting with the Prime Minister Narendera Modi and Home Minister Amit Shah,” he said.

Bukhari lamented on the Na-tional Conference’s decision of staying away from Delimitation Exercise. “The biggest party could have participated in the process and put forth its point. They choose otherwise and I at times believe, boycotting some-thing is aimed at facilitating the bigger plans. Perhaps, Delhi’s plan was to be made successful by staying away,” he said, taking a jibe at NC. Bukhari urged the DC to finish its job as soon as pos-sible stating that the exercise was so simple and not complicated as being projected. Bukhari also took a dig at the J&K administra-tion for not being able to resolve the mutton crisis in Kashmir.

“How strange it is that even af-ter four months of stalemate, the government is not able to resolve the mutton issue in the Valley. Mutton dealers should be taken into confidence and the crisis must end sooner the better,” he said.

Bukhari expressed serious concern over the frequent closure of Srinagar-Jammu highway stating that earlier the highway would remain closed for two days a month and open for 28 days, but today reverse is the case. “Is this being done deliberately? Is this also a ploy to keep the Kashmir valley cut-off? This needs to be inquired into. Why Mughal Road is not open for the entire year. When Ladakh highway is being re-opened in February and kept open for the remaining year and Mughal Road is kept closed,” he said

About the property tax, Bukhari said that Kashmiris have been given away things in the past seven decades and as far the property tax is concerned, the Government should give “us all the facilities, before demand-ing property tax.” Bukhari also lashed out at the bureaucrats for disturbing assets between the two Union Territories (UTs) without taking the stakeholders on board. “What kind of mechanism is this that property is being distributed between brothers, but none of the two is aware,” Bukhari asked. (KNO)

Kashmir...WD, which originated from the

Arabian Sea and is approaching the region through Afghanistan and Pakistan, will hit the region on Wednesday,” he said.

He said under the influence of the WD, rain and snow would occur at most places in the valley for three days from Wednesday. “There is a weather warning for Thursday and Friday during which thunderstorms, lightning and hail storms with gusty winds would occur,” he said, adding this system could result in dis-ruption of surface and air con-nectivity of the valley with the rest of the country.

Much to the delight of tourists, Gulmarg, which is already cov-ered under several feet of snow, received fresh snowfall since ear-ly this morning, resulting in dip in the day temperature. Kongdori and Apharwat, the highest point of the cable car project in Gul-marg, also received light to mod-erate snowfall. The ski resort was the only place in the valley where the night temperature set-

tled below freezing point. Against minus 0.7 degree recorded on Sunday, the mercury dipped and settled at minus 1.7 degree, which is about 2 degree above normal. “Despite snow since early this morning, the tourists are out on ski slopes enjoying different ac-tivities,” a hotelier said.

He said the ski resort, which is about 55 km from here in north Kashmir, witnessed a huge in-flux of tourists this winter sea-son after zero business during the last two years. “Most of the hotels are booked to April end in Gulmarg,” he added.

The night temperature in the summer capital, Srinagar dipped about a degree from Sunday due to overnight rain though settled above normal. Against 7 degrees recorded on Sunday, the night temperature in the city dipped and settled at 5.8 degree, which is about 3 degree above normal. The people woke up to a chilly and rainy Monday morning in the city, which witnessed huge traffic jams on most roads follow-ing heavy downpour. Pedestri-ans were also finding it difficult to walk on the roads, which were waterlogged in Srinagar. The city witnessed a considerable dip in the maximum temperature on Monday, forcing people to once again wear sweaters and jackets.

World famous health resort of Pahalgam, about 100 km from here in south Kashmir, received rain late last night, resulting in a dip of about 2 degree since Sun-day in the night temperature, which settled 1.1 degree, about 2.5 degree above normal.

However, the upper reaches in Pahalgam, including Chandan-wari, received very light snow-fall. Amarnath cave shine and its periphery, besides Sheshnag, Mahagung, Pisso top and Pan-jterni, also received light to mod-erate snowfall.

Other parts of the valley, in-cluding the tourist resort of Kokernag, Kupwara in north Kashmir and Qazigund, gate-way to the valley, Pirpanjal also received snow and rain late last night. (UNI)

Rs 200cr...A separate women safety di-

vision has also been set up in the home ministry to sensitise states and UTs on women safety related issues including timely comple-tion of investigation of sexual as-sault cases, it said.

“The government has sanc-tioned Rs 200 crore to states and UTs to set up Women Help Desks in police stations, and to set up or strengthen Anti Human Traf-ficking Units in all districts of the country as also on vulnerable bor-ders,” the statement said.

The home ministry said the Bu-reau of Police Research and Devel-opment has distributed 14,950 Sex-ual Assault Evidence Collection kits to states and UTs and these SAEC kits will facilitate the effi-cient collection, handling and stor-age of forensic evidence in cases of sexual assault.

The government is committed to the safety and security of wom-en and children and many proj-ects are underway which will not only assure their well-being but also empower women to live inde-pendently, the statement said.

The government under Prime Minister Narendra Modi’s leader-ship has taken a number of steps in the last seven years towards women empowerment and their safety and security, the ministry said.

Taking a tough stand against heinous incidents of sexual as-sault, the government has made the punishment of rape more stringent through the Criminal Law Amendment Act, 2018, the statement said.

To ensure that amendments in the law effectively translate at the ground-level, various initiatives have been taken by the home min-istry and their progress is continu-ously monitored, it said.

These include Investigation Tracking System for Sexual Of-fences (ITSSO), National Database of Sexual Offenders (NDSO), Cri-MAC (Crime Multi-Agency Cen-tre) and New Citizen Services and these IT initiatives help in timely and effective investigation, it said.

The home minister has strongly recommended the effective use of these online tools to all states and UTs, the statement said, it said.

The home ministry said the Investigation Tracking System for Sexual Offences (ITSSO) is an online analytical tool launched to monitor and track timely com-pletion of police investigations in sexual assault cases — currently two months as per Criminal Law (Amendment) Act 2018 — and the National Database of Sexu-al Offenders’ (NDSO) has been launched to identify repeat of-fenders and receive alerts on sex offenders, as also in the investiga-tion.

An Adjournment Alert module has also been developed as a step towards facilitating states and UTs to ensure timely in disposal of criminal cases.

As per this, whenever a gov-ernment prosecutor seeks an adjournment in a criminal case more than twice, the system has a provision to send an alert to se-nior officers to prevent unavoid-able delays.

The Crime Multi Agency Cen-ter (Cri-MAC) was introduced on March 12, 2020 for police stations and higher offices in all states and UTs to share information on heinous crimes and other issues related to coordination in cases of inter-state crime, the state-ment said.

It can be used to send alerts or related information on crime and inter-state criminals to the states and UTs via e-mail or SMS, it said.

The home ministry said the projects funded by Nirbhaya Fund are also being fast-tracked by it to enhance the safety and se-curity of women.

HC to...and subsequently an FIR No.

27/2012 dated 10.03.2012 under Sections 409, 406, 120B RPC was registered in PS Ram Munshi Bagh naming the erstwhile Gen-eral Secretary and Treasurer namely Saleem Khan and Ahsan Ahmad Mirza as accused per-sons.”

He said along with initiating a police investigation regarding these allegations, Farooq submits that he constituted an In-House Probe Committee comprising of independent members of the Working Committee. “This Probe Committee submitted its interim report on 13.05.2012 and confirmed the embezzlement of funds by cer-tain office bearers of the JKCA.”

He said ED’s 18 December 2020 action, attaching his properties, was illegal and arbitrary.

“A bare perusal makes it amply clear that the ED has simply adopt-ed the case of the CBI and the re-sulting Final Report filed against the Petitioner (Farooq). Barring the recording of a handful of state-ments under Section 50 PMLA, no independent inquiry has been conducted into the present case, rendering it inherently biased,” he said, adding, “Nowhere has the ED satisfactorily offered reasons to believe the (Farooq) is in posses-sion of proceeds of crime, or that such proceeds are likely to be con-cealed, transferred or dealt with in any manner which may result in frustrating any proceedings under the PMLA, as is required under Section 5 PMLA. Admittedly, the properties attached have no rela-tion to the present case.”

He said that all properties at-tached by the ED are either an-cestral or acquired by him prior to the date of the alleged offences. “The allegations against (Farooq) pertain to the period 2004 to 2009.The attached properties were ac-quired prior to the alleged com-mission of the offences, and hence were not involved in any alleged money-laundering or related crim-inal activity,” he said and sought directions to stay the proceedings pending before the Adjudicating Authority in relation to the “Orig-inal Complaint No. 1387 of 2021 during the pendency of the present petition.” (GNS)

Mehbooba's...impediment for the police agen-

cy to expedite the verification.”In her plea, Mehbooba Mufti

submits that the passport issued to her was valid till 31st May 2019.

Subsequently, she applied for issuance of a passport before the Regional Passport Officer on 11 December last year.

Former Advocate General and senior lawyer Jahangir Iqbal Ga-nai, representing her, submitted that as per circular instructions

issued by the Ministry of Exter-nal Affairs, Government of India, the passport of an individual is to be issued within 30 days.

However, he said, in the in-stant case, despite the lapse of three months, the passport has not been issued to Mehbooba.

The senior counsel further submitted that Mehbooba while availing the tracking facility on the Passport Officer’s website, came to know about the status of the passport as “pending for physical verification at respec-tive Thana under SP office, Dis-trict Srinagar.”

He submitted that Mehbooba approached the Senior Superin-tendent of Police on February 13 this year with the request to forward the police report to the passport office but till date, there is no change in the status of the passport on the portal of the pass-port office . Therefore, he said, Mehbooba had no option but to approach the Court for relief.

She has also sought directions declaring the action of officials concerned in not allowing her to travel abroad as illegal and un-constitutional violating her fun-damental right to travel abroad as guaranteed under Article 21 of the Constitution or India.

T.M. Shamsi, ASGI waived notice on behalf of MEA 1 and Passport Officer while B.A. Dar, Senior Additional Advocate Gen-eral waived the notice on behalf of local government and police.

“It is made clear the pendency of writ petition shall not form any impediment for the police agency to expedite the verifica-tion,” the court said.

Meanwhile, the high court while hearing a plea by Mehboo-ba’s mother, issued notice to the concerned on the plea for pass-port to her as well. (GNS)

the amount has been proven to be proceeds of the narcotics,” he said.

These orders are a first of its kind in which bank accounts have been frozen by the compe-tent authority, Sharma said.

The process involves proving such accounts to be proceeds of narcotics and the case is heard by Foreign Exchange Manipulation Act (SAFMA) which is the com-petent authority, he said.

The case, after full investi-gation, had gone to the SAFMA which had given orders to freeze the bank accounts, the SP said.

Investigating Officer Parvez Sajjad proved beyond reasonable doubts that all such money is the proceeds of narcotics and the competent authority confirmed the freezing orders of all the ac-counts, the SP added.

pasted in public transport and the other places to create aware-ness in this regard.

Dr Mughal when asked whether there is a rise in do-mestic violence cases, said that the increase in population is certainly leading to an increase in such cases, adding that such cases have got mounted due to mental stress caused to the peo-ple in wake of loss in business and lockdown during COVID outbreak.

Asked whether the special po-lice station will be established, SSP Srinagar said that although there is a need of establishing special police stations for wom-en, at present the ladies police have been deputed at every po-lice station to look into the issues of women.

Reading books is an attribute of civilized nations. Since a long time, it is the book that has been the companion of

those who want to progress. The de-veloped personalities have the virtue of reading books. They know this fact that behind anyone’s victory, the books have played the greatest role. If they become the richest persons in the world, they never leave the bond of books. William Bill Gates has one of the best libraries at his home. He al-ways likes the company of books. So, it becomes clear that it is necessary for every person to like books as they like air, water, clothes and food. But in the present times, this is not the case. The already crumbled system of reading culture, has become the target of new threats like internet. Internet is the hub of libraries. However, internet is full of distractions that makes it pos-sible to get deviated quite often. Apart from Internet, there are many caus-es that has made it possible to abhor reading books. In this article, let us try to know some of the causes.

First is that we don’t know our pur-pose of living. We have no aim. Our only concern is to fill our bellies, have bank balances, rituals and customs, etc. When this is the condition of any country, nation or state, they auto-matically have no liking for learning. However, if they learn, their learning is of no value. Their only concern is paper degrees. They get these by hook or by crook. They won’t think of learn-ing beyond the academic books. It is a pity that they don’t even learn their academic books; but go on rote learn-

ing the things so that they pass the ex-amination. An Israeli student reads 40 books in a year. In Jammu and Kash-mir, this trend will take years. Hence, we lag behind.

Second is educational system is not compatible with learning. Here, donkeys rule the roost. Intellectualism has lost its way in the dreary desert of dead habitation. People hate those persons who buy and sell books. They call it madness to read books. They, in-stead, want to follow materialism. Big houses, cars, colourful clothes, etc., are the main motives of life. Reading a book is not in their domain. They don’t have time for this. They want to spend their precious time in useless talks and chats but never bother to open a book and read some pages of interest.

Third is internet. The world is at finger tips. Why to carry a load of books instead of keeping it in a single device? Internet promised us that ev-ery kind of knowledge is there. Indeed, it is. But the poison it has brought with it many limitations. There are millions of libraries on the internet but more than this there are the things that divert a person's mind. Games and apps like TikTok, gambling, Chess

and video making reduce the chances of learning anything new. It has also affected our health. Suicides have in-creased. Mental depression is on rise. Social distancing has increased. Alien-ation is the order of the day. Money earning has become the newest trend. Craziness is the art of everyone. So, it has marred our society.

Fourth is the lenient approach of the government. They themselves are ignorant and uneducated. They can’t do anything in this regard. They need power, money and fame. Their only concern is promises that are to be bro-ken. They know that politics is about coming and going. Why should they use my mind in this hectic job of in-culcating the spirit of reading culture? It is better to enjoy the years that are in my luck. Why to take this extra re-sponsibility? But they don’t know that it is their main responsibility to ac-quaint the masses about the world and themselves. But they will waste mon-ey and time in futile pursuits; rather than in this good endeavor. It means that we have not still produced the ideal statesmen. Statesmen like Abra-ham Lincoln, George Washington, Mu-hammad Ali Jinnah, Voltaire, Imran

Khan, Recip Tayyib Erdogan, etc., are rarely found. They were, are and will be voracious readers. They left, leave and will leave a long last effect on the masses.

Fifth and last is that we themselves are not interested. We hate books. We are impatient. We become bored when reading a book. We want something delightful. We want something charm-ing. We want something attractive. We want something colourful. But it is de-ception. The charm lies in reading and imitating the best minds of the world. Steve Jobs, William Bill Gates, Jeff Bezoz, etc., share their experiences of lives and make us aware about the real motive of the temporary life.

In the backdrop of the above lines, it becomes clear that in order to prog-ress in this world, reading culture should be our first preference. Other things should follow it. From home to the market, every one should be awak-en that reading culture is as important as oxygen.

A labor should be in a position to read a book. Khalil Gibran, J.K. Rowling, Roald Dahl, William Word-sworth, William Shakespeare, Salman Rushdie, Khalid Hosseini, Syed Omar, Maryam Jameelah, Edward Said, Han-nah Arendt, Virginia Woolf, Bertrand Russell, G.B. Shaw, Ernest Hemming-way, Shahnaz Bashir, Aga Shahid Ali, Murakami, Sayyid Abul Ala Maududi, Naeem Siddiqui, Sayyid Qutb, Orya Maqbool Jan, Allama Iqbal, Shibli No'mani, Muhammad Asad, Marma-duke Pickthall, Thomas Arnold, etc., should be read at theearliest. The need of the hour is to leave leniency and embark on the path of reading culture. Reading rooms should be available at in nook and corner of country. Then, there are the chances that we may go forward in this endeavor.

Women In Leadership: Achieving An Equal Future In A COVID-19 World

There is no doubt in saying that COVID-19 pandemic is a boon for the working women folk all over the world. It is a

blessing in disguise for working ladies as through digitization in working system they can handle and balance their personal and professional lives more efficiently and smoothly. It saves their time as they have to work from home only. So, now they are able to take better care of their families. This has significantly improved their lives. Another blessings is that it has helped

to achieve gender parity as before lockdown women were submissive in

work places but now they are treated equally in every way i.e. given equal

wages, no sexual harassment, they get more time for self care, etc. Also, during lockdown there was no one to help the ladies still they continued to work silently as frontline workers all over the world risking their own lives. Doctor nurtures the patient and heals their wounds and God has naturally given this gift to women. For a treat-ment to be successful humanity is needed. God has imbibed women with all the rules that are necessary for humanity i.e. kindness, empathy, hu-mility, patience, modesty, and What..tt Not..tt? Women are naturally empa-thetic and cannot see anyone in pain and, therefore, suffering.

Even if they have to sacrifice their own lives, they will, for the betterment of humanity.

An uncommon neurological birth imperfection - Arnold Chiari Malformation

Regardless of the cause, congenital disorders or commonly known as birth defects usually result in disabilities which may affect physically, intel-

lectually or cause developmental delays. While such complications may hamper the quality of life of the child for life-long, timely intervention may help in curbing down the symptomatic complications and improve the functional outcomes.

Chiari Malformation is one such defect which is ma-jorly a congenital defect which may or may not present its symptoms until early teenage. It is a structural defect in the cerebellum part (which is responsible for controlling body balance), where the brain tissues extend into the spinal canal abnormally. This defect usually triggers its progression from the fetal development stage.

While majority of the cases of Chiari malformation occurs during fetal development, only in few cases the condition may be acquired at later stages of life when excessive amounts of cerebrospinal fluid may drain out due to some reason (injury/ infection etc).

Attributing to a plethora of reasons including ge-netic mutation, improper diet during pregnancy by the mother due to lack of essential nutrients, trauma during pregnancy, infection or exposure to any toxic substance etc, the bony space at the base of the skull remains ab-

normally small. This in turn exerts pressure on the cerebel-lum blocking the flow of the CFS which surrounds and helps in protecting the brain and spinal cord.

Prevalence and identificationThis condition is considered to be one of the rare birth

defects, and various repots suggest that its prevalence is only one in a thousand births in the last decade. But with advancement in technology and diagnostic imaging techniques, the condition may have been under-report-ed. In most of the congenital cases, the new born do not have any visible symptoms or the symptoms become prominent around their adolescence, which make the exact estimation of this defect extremely difficult. For sporadic reasons, this defect is known to affect female more than male.

This complication can be classified into four catego-ries –

Type 1 – the prevalence of this type of malformation is the most common among children, where only the lower part of the cerebellum (excluding the brainstem) extends into the opening at the base of the skull, which usually has opening only for the spinal cord. This is the only type which can be acquired.

Type 2 – this type is usually a consequence in children born with spina bifida (split spine defect). Also known as the classic Chiari Malformation, in this both, the cerebel-lum and the brain stem extend into the opening.

Type 3 – this, despite being a rare case, is the most serious form, as it involves herniation and protrusion of the cerebellum and the brain stem into the opening which has a great potential to cause severe neurological defects.

Type 4 – Being the rarest of all the other types, this type of malformation involves an incomplete/ underde-

veloped cerebellum and is sometimes associated with exposed parts of the skull.

While birth defect in the spine (spina bifida) is a com-mon reason, yet other conditions associated with the Chiari Malformation can be excessive build-up of the cerebrospinal fluid(hydrocephalus), cyst development in the central canal of the spinal cord (syringomyelia), dis-order in the spine which is progressive that leads to the attachment of spinal cord to the bony spine, or other spinal curvature deformities like scoliosis.

What are the symptoms?Depending upon the type and severity of the malfor-

mation, the symptoms may vary from person to person. While some may be present with no symptoms until late adulthood, others may have persistent symptoms in the early childhood itself.

The most common symptoms include –Complications with body balancing and coordinationPoor visionMild to severe episodes of headachesWeakness in the muscles and numbnessIn mild cases of type 1, people suffering from this

condition do not even know until the malformation is di-agnosed accidentally. But in its severe form the patient may undergo severe pain in the lower back of the head connect-ing to the neck. This intensifying pain triggers with any activity that exerts pressure in the brain such as sneezing or coughing. Unlike type 1, congenital patients with type 2 develop excess CSF accumulation which causes debilitat-ing pain during bending, coughing or sneezing, consti-pated bowel movement, or strenuous physical activities.

Is it treatable? – Yes!

Upon suspicion of the malformation, the treating doctors require physical examining to confirm the condi-tion which involves inspecting the proper functioning of the spinal cord and cerebellum. If the person has proper and normal body balance, motor skills, sensation, re-flexes, this condition may be ruled out for further diag-nostics. On the contrary, other diagnostics like CT scan and MRI may be used to identify the condition with precision.

If the symptoms are not persistent and do not hinder with the quality of life, then treatment may not be necessary. While in severe cases where medication provided to subside pain, do not provide relief and interfere with daily activities, the patient may require a surgical procedure. While surgery remains the last resort to correct the functional outcomes or curb down the progression of the damage rate to the nervous system, the surgery aims to relieve the pressure on the brain and spine, and re-establish the normal fluid circulation. Various surgical interventions include –

Decompression surgery of the brain stem opening - this procedure requires to surgically remove a minor portion from the bottom of the skull or spinal column to rectify the irregular structure, and creates additional space for the proper circulation of the CSF.

Spinal Laminectomy – In this procedure, a part of the arched bone roof I nthe spinal canal is removed to increase the canal size and reduce the pressure on the nerve roots and spinal cord.

While additional procedure may be required to correct the condition associated with hydrocephalus, but in most cases surgery results in a significant drop in the symptoms and a prolonged time of remission.

Horrific Death Must Not Repeat

In yet another instance of attack by street dogs, a minor boy, aged eight-years-old has died after he was attacked by the street dogs

in South Kashmir’s Pulwama district a few days back. However, it is unfor-tunate that the government acted as mute spectator without uttering a word in this regard. The death of a minor boy is a tragedy for the family, but no one seems concerned to ensure that such deaths are put to an end immedi-ately. One fails to understand why the numbers of street dogs, instead of de-clining, are growing in every road, street and areas. There is a need to curb the dog population so that such attacks especially on the minors will be put to an end. It is not for the first time that such an attack has taken place, but such reports continue to be report-ed. One fails to understand how long such attacks will continue. The govern-ment had earlier taken steps to decline the dog population, however, the pro-cesses turned unsuccessful, thus add-ing to the miseries of the people on the ground. The government especially the concerned authorities across Kash-mir must look for an alternative to bring a solution and ensure that deaths and injuries due to the dog attacks will come to an end with immediate effect, which is the need of the hour.

SRINAGAR: Asserting that men and women are equal and can work together in shaping the world, senior Communist Party of India (M) leader Mohammad Yousuf Tarigami on Monday alleged that despite all the talk of women empowerment the reality is that gov-ernment itself undervalues women in our country.

On the occasion of International Women’s Day, Mr Tarigami said that while celebrating women's achieve-ments and increasing visibility, calling out inequality, is the key.

Amid the challenging times, the per-fect way to celebrate the day is to remind everybody that all men and women are equal and can work together in shaping the world. Focusing on women’s issues and empowerment is what we should strive for, he said.

The origin of International Women’s Day lies in the struggles of women work-ers against their exploitative working

conditions and to assert their rights and this struggle continues to this day. Despite all the talk of ‘women’s empow-erment’ by the government, the reality is that the government itself undervalues women’s work in our country.

The lakhs of women employed by the Government of India (GoI) in its vari-ous schemes, like the anganwadi work-ers and helpers of the Integrated Child

Development Services (ICDS) scheme, the Accredited Social Health Activists (ASHAs) of the National Health Mission (NHM) or the midday meal workers – all of whom cook and feed women and children, take care of their health – are not even recognised as workers and are paid a measly amount as ‘honorarium’ or ‘incentive’.

In addition, India is one of the coun-tries where the wage gap between men and women performing the same jobs, is very high. On an average, women are paid only two thirds of the wages paid to men.

Women workers, particularly the scheme workers, are fighting to be rec-ognised as ‘workers’, for ‘wages’ for their work, not honorarium; women workers are fighting for equal wages, for mater-nity benefits, crèches and safe, sexual-harassment free workplaces and dignity at workplaces as well as in the society.

On this International Women’s Day, let us pledge ourselves for carrying for-ward such struggles, he said.

Illegal Constructions in full glare despite appointment of New ComAGENCIES

SRINAGAR: The illegal construction of structures in the summer capital doesn’t seem to be stopping in near future as various structures have come up despite the ap-pointment of a new commis-sioner. According to news agency dozens of wards in both downtown and uptown areas of the city have wit-nessed a surge in the con-struction of illegal structures.

The areas in which these illegal structures have come up include Ali Jan Road, 90 feet road, Jawahar Nagar, Rajbagh, Safakadal, Lal Bazar Chanapora and many other localities.

The officials are in a deep slumber and are yet to take notice of these illegally built structures. These structures have put the entire city of Srinagar into mess.

According to sources there is a large scale corruption in the Srinagar Municipal Corporation (SMC) and money is the only thing that matters for the officials and hence they keep on ignoring the illegality happening in the city.

The SMC has been in head-lines in the past also for incompetence, large scale bungling, nepotism and in-efficiency of officials. And yet again no one seems to abide by the law here.

Despite the appointment of a new commissioner the SMC is yet to witness the change on the ground and the illegal constructions are going in full glare.

Locals have appealed the new commissioner to inter-vene in the matter, look into the illegal constructions and save the city from mess. (KDC)

Women empowerment cornerstone of our development agenda: NCSO NEWS DESK

SRINAGAR: The Jammu and Kash-mir National Conference today said the women’s political participation besides being a human right, is also a key to thriving democracy and that the National Conference has tradi-tionally and frontally worked to end gender bias.

In her message on the internation-al women's day Party's State Secre-tary and Former Minister Sakina Itoo asserted the cornerstone of the development programme of the party is to empower, economically, politi-

cally and socially the women of J&K.She said that it was Sher e Kash-

mir who brought women of Jammu and Kashmir into the political dis-course. "It was NC that took upon itself to change the fate of women of J&K under its revolutionary Naya Kashmir manifesto. In the later decades also, whenever NC was in power, it left no stone unturned to transform its vision of empowering women into reality. It was Madre Meharban, who used education as a fundamental tool to bring about change in the attitude of women on the line of the vision enshrined in

the Naya Kashmir document, "she added.

Itoo said that the contemporary women of Jammu and Kashmir are suffering from more predictable issues as a result of conflict, house-hold violence, dowry, destitution, poverty and unemployment. "There has been no headway towards bol-stering the socio, economic and political prospects of women since 2015.The successive governments since 2015 claimed much as an act of tokenism but on ground nothing was done to mitigate the suffering of women,” She said.

Party’s Provincial President (Women’s Wing) Er. Sabiya Qadri meanwhile addressed a meeting of Party's women's functionaries here at party headquarters Nawa-e-Subha in connection with the international women's day. Addressing the women functionaries, she said that the party was working on improving Women’s involvement in politics. She said the ratio of women is significantly lower than that of their male counterparts in the Democratic spaces. Some of the main challenges identified, she said were lack of support from family and the lack of equity as well.

West Indies overcome batting jitters to clinch seriesJamaica: Fabian Allen essayed cru-cial roles with the ball and bat - at the start and the finish respective-ly - as West Indies overcame jittery moments in the third T20I in Anti-gua to secure a three-wicket victory and with that the series. Allen, who bowled four of the first seven overs after Sri Lanka opted to bat, finished with impressive figures of 1 for 13 that was instrumental in restricting Sri Lanka to 131 for 4, despite good knocks from Dinesh Chandimal and Ashen Bandara in the latter half of the innings. Allen then came to West Indies’ rescue with the bat after they had slipped to 105 for 7, finishing with an unbeaten 21 to help the hosts over the line.

How did West Indies fare at the start of the chase?

Quite well. Akila Dananjaya had another expensive outing, going for 31 off the three overs he bowled in the powerplay. He opened the attack and was smashed for a four and a six by Evin Lewis, who had no trouble in putting away a couple of short deliveries. Dushmantha Chameera conceded a couple of boundaries in his second over after Lewis had played a paddle sweep off Dananjaya for a four as the West Indies openers kept finding the ropes regularly. The man in form, Wanindu Hasaranga, ended Lewis’s stay by trapping him in front, but Lendl Simmons ensured a fiery finish to the powerplay, slam-ming two fours and a six off Danan-jaya, to help West Indies to 53 for 1 after six overs.

A Sri Lanka fightback that goes in vain Hasaranga, Sandakan and Chameera bowled with a lot of heart as they tried to keep Sri Lanka in the game. Simmons was out stumped off Hasaranga while Sandakan de-ceived Chris Gayle in the flight to knock the stumps over. Nicholas Pooran struck two sixes off the chinaman bowler but his stay was ended by Chameera who got one in with a fair bit of pace to strike tim-ber. The equation for West Indies was 37 off 30 balls, and a mis-hit six by Rovman Powell further eased the pressure. But Sandakan used his googlies to good effect to send Powell and Dwayne Bravo back off succes-sive deliveries to leave West Indies at 105 for 7 after 17 overs. Despite

Holder clearing the fence off Hasa-ranga, the game was still well-poised with West Indies needing 20 off the last two overs. But Allen ensured the game didn’t head to the final over, finishing it off with three sixes off Dananjaya who ended up with fig-ures of 0 for 53.

What went wrong for Sri Lanka?Their batting in the powerplay.

West Indies employed spin straight-away as Allen and Kevin Sinclair ap-plied the stranglehold on Sri Lanka. The fact that they scored only one boundary in the first six overs tells the sorry tale of Sri Lanka, who in their attempt to get a move on also lost wickets. Danushka Gunathilaka was out to a stunning return catch by Allen, Niroshan Dickwella’s at-

tempted slog sweep off Sinclair re-sulted in a top edge while Pathum Nissanka chipped a catch to mid off to give Jason Holder a wicket as Sri Lanka were 27 for 3 at the end of the first six overs in what was a terrible start.

How did they finish with 131?Thanks to Chandimal and Banda-

ra. The pair only got together mid-way in the 10th over after Angelo Mathews fell cheaply. At the halfway stage of their innings, Sri Lanka had only managed 47 for the loss of four wickets, with only two fours and an overthrow that went to the ropes. A pull from Chandimal off Obed Mc-Coy gave Sri Lanka their first four in more than four overs and the batsman also struck a four apiece off Holder and Bravo to help his team get a move on.

The first big over came in the 16th when Bandara slog-swept McCoy for a six and then got an edge for a four, with 13 coming off the over. Chan-dimal registered a hard-working 42-ball fifty before Sri Lanka man-aged another 13-run over - courtesy Bandara who struck a six and a four off Bravo in the final over to finish unbeaten on 44 off 35 - as the visitors had something to offer to their bowl-ers to fight for.

Brief scores: Sri Lanka 131/4 in 20 overs (Dinesh Chandimal 54*, Ashen Bandara 44*; Fabian Allen 1-13) lost to West Indies 134/7 in 19 overs (Lendl Simmons 26, Nicholas Pooran 23; Lakshan Sandakan 3-29) by 3 wickets.

Icc announces decision to expand women's cricket from next cycle

DUBAI:The International Cricket Council, on Monday (March 8), announced the expansion of cricket events for women post the 2023 cy-cle, with more teams partic-ipating in both the 50-over and T20 World Cups from 2026 onwards. The ICC an-nouncement came on Inter-national Women’s Day, with the cricket governing body stating that the decision was taken as part of a “long-term commitment to growing the game globally and in a sus-tainable fashion.”

As per the revised struc-ture for global events in-volving women, there’ll be two fifty over World Cups and three 20-over World Cups from 2025 to 2031 while the ICC has also introduced a T20 Champions Cup which will be held twice in this cy-cle.

“The revised formats will give more teams the chance to compete on the global stage and important-

ly provides Members with a window to grow the game domestically and to chal-lenge internationally as the changes take place,” stated the ICC in a media release.

The 2025 50-over World Cup will involve eight teams in 31 matches while the event will be expanded to 10 teams and 48 matches in 2029. The T20 World Cups, in 2026, 2028 and 2030 will all in-clude 12 teams participating in it, with each tournament having 33 matches. The T20 Champions Cup, which is slated to be held in 2027 and 2031, will involve six teams with a total of 16 matches in each edition.

“We have a clear focus and commitment to an am-bitious long-term growth plan for the women’s game. We have been building momentum around the women’s game for the last four years investing in global broadcast coverage and marketing to drive fan

engagement,” said Manu Sawhney, the ICC Chief Ex-ecutive. “The results speak for themselves with the ICC Women’s T20 World Cup 2020 attracting record num-bers, 1.1 billion video views, making it the most-watched women’s cricket event of all time and having 86,174 fans attending the final at the MCG, a record attendance for a women’s cricket event.

“This decision to expand our women’s events builds on these foundations and allows us to give more member countries greater opportunities to compete on a global stage. This means that more teams will also get the opportunity to com-pete in the qualification pathways for the respective ICC events over the coming years. I am sure these initia-tives will go a long way in helping us achieve our stra-tegic goal of continuing to build strength and depth in the women’s game,” he said.

Head coach Chris Silverwood has confirmed that the En-gland players taking part in the IPL will stay for the whole

tournament which means that if any are involved in the final stages, they are almost certain to miss the opening Test against New Zealand at Lord’s which begins on June 2.

The IPL schedule was confirmed on Sunday (March 7) with the play-offs tak-ing place on May 25, 26 and 28 and the final set for May 30, all at the Narendra Modi Cricket stadium in Ahmedabad. England’s two-Test series against New Zealand, recently ranked the world’s number one team until India pipped them, begins at Lord’s just two days after the IPL final. Of the 13 English players who will be playing in the IPL, seven were selected in the Test squad for parts of the series against Sri Lanka and India.

There is a reluctance within the ECB to go back on an agreement made with the players that they are allowed to play the entire IPL and also an ac-ceptance of the logistical challenges of adapting and changing plans to fly players back from series and tourna-ments in a bio-secure manner. As a re-sult, despite Silverwood saying “play-ing for your country is a big thing” he also said it was “difficult to change anything” in terms of the IPL.

“We haven’t looked at selection or anything like that for the Tests yet, but, for me, playing for your country is a big

thing,” Silverwood said. “It’s difficult to change anything so they’ll be staying for the whole IPL as it stands, yes. Lis-ten, we’ll be looking at the Test series and working our way back to see what sort of preparation we need and we ha-ven’t done that at this time. It’s some-thing we will be doing.”

It is likely that England’s manage-ment would want players to have, as a minimum, three days of red-ball train-ing before the first Test which would therefore require them to be available from May 30. But players would also need to be at home for at least a cou-ple of days before that to recover from the journey back from India, making it likely that England would only be able to consider players back in the UK by May 28.

That would rule out anyone involved in the second IPL qualifier on May 28 and the final two days later. Even if players were knocked out of the tour-nament in the Eliminator game on May 26, it would be cutting it extremely fine for them to return home and get them-selves ready for the first Test of an im-portant series having spent more than a month in a bio-secure bubble playing T20 cricket.

Of course, if none of the Test players reach the knock-out stages of the IPL, England could have a full strength team to choose from against New Zealand. But the worst case scenario for the ECB would be if the Rajasthan Royals made the IPL final, ruling Ben Stokes, Jos

Buttler and Jofra Archer out of the first Test, three of England’s first choice team in home conditions.

A number of England’s all-format players missed Tests against either Sri Lanka or India because of the ECB’s concerns about them spending the ma-jority of the first five months of this year in bio-secure bubbles, a period that includes the IPL. As a result, But-tler, Archer, Stokes, Sam Curran, Mark Wood, Jonny Bairstow, Moeen Ali and Chris Woakes all missed Tests they might otherwise have played.

The IPL playoffs and final will be played between May 25 and 30. En-

gland’s first Test against NZ is on June 2.

Silverwood once again justified En-gland’s rotation policy despite the 3-1 series loss to India. “The rotation sys-tem, I’m happy with that,” he said. “You look at the amount of cricket that we’ve played and the amount we have in front of us, we have got to be proactive in looking after our players, making sure we keep them as fresh as possible so we can keep them going as long as possible.

“We talk about working our way to-wards the Ashes and I want the squad to arrive there fit and in form, both phys-ically and mentally. It’s a tough tour, we know that, and one we’re prioritis-ing. So we want to make sure everyone arrives at that point in as good a place as possible. We have to look after our players.”

Given the packed summer schedule and then the World T20 and Ashes next winter, Silverwood confirmed that the ECB’s policy could be in place through-out the year and could extend as far to the Ashes. “It’s certainly something we have to be aware of and consider because we don’t know what the land-scape will look like from a Covid point of view yet, do we? I know things are slowly opening up, but we will be guid-ed by the medical advice and what’s happening in the country.

“We are trying to grow a group of players where we can put a strong side all the time. Again, we have to be aware that we have to look after our players. There is a whole load of crick-et coming up this summer, then we very quickly disappear abroad once our summer is finished. We’ve got to make sure we are proactive and look after our players.”

When asked if that meant players could fly home during next winter’s Ashes series, Silverwood said: “Well we have to be proactive in looking af-ter them, so it’s certainly something that we may have to look at, yes.”

Despite England’s defeat, Silver-wood said he hoped his side would be better for the experience and refuted suggestions that the rotation policy was the result of England not priori-tising the Test series against India. “’No-one took this series lightly I can promise you that, absolutely not,” he said. “We came here wanting to win this and we went hard in that first Test and won it. India then came back hard in the last three Tests.

“It’s a very difficult place to come to and win. We’ve seen that time and time again. History tells you that, not just for England but for other coun-tries as well. Don’t for one minute think we took this series lightly be-cause we didn’t. But we knew it was going to be tough.

“The vision that Joe and I have got is that we become world number one. Not only that we do that, but we stay there. I think we have the talent in there to do that. We’ve got a very good mix of experience and youth. Not everything is going to go our way, we know that. Equally, we have won six Tests in a row and been successful on the subcontinent.

“We know that we’re not the finished article and we knew India were always going to be a very tough side to beat in their own backyard. But I think the ex-periences the lads have got throughout this tour will stand them in good stead and we hopefully see the rewards of that further down the line.”

England players will stay back for IPL playoffs if needed: Silverwood

Barca has deficit to overcome to recover in Champions League

Álvaro Morata is finding his best form at the right time for Ju-ventus. Morata had not scored

in the league since December and was sidelined recently with illness but the Juventus forward has scored three times in his last two matches -- including in Saturday’s 3-1 win over Lazio. Mora-ta has scored six goals in this season’s Champions League, two more than team-mate Cristiano Ronaldo. The 36-year-old Ronaldo was given some much-needed rest at the weekend and went on only for the final 20 minutes, which should leave him fresh for Tuesday’s match against Porto. Juventus has been dealing with illness and injuries. Coach Andrea Pirlo hopes Giorgio Chiellini and Matthijs de Ligt will recover in time to play Porto. Forward Paulo Dybala is still sidelined, while Rodrigo Bentancur is also out after contracting the coronavirus. Porto also has some injury problems, including de-fender Pepe with a right leg ailment.

DORTMUND VS. SEVILLA (3-2)Borussia Dortmund’s 4-2 loss to

Bundesliga rival Bayern Munich at the weekend could leave its mark for Tues-day’s visit from Sevilla. Star striker Er-ling Haaland, who scored twice in Dort-mund’s 3-2 win over Sevilla in the first leg, was taken off early with stud marks on the back of his right ankle after a nasty challenge from Jérôme Boateng. Although Haaland told Dortmund coach Edin Terzić “it wouldn’t be a big prob-lem.” The loss in Munich marked the end of Dortmund’s four-game winning run across all competitions. The team

was without Jadon Sancho, Raphaël Guerreiro and Gio Reyna. All three face a race to be fit for Tuesday. Sevilla has been struggling since the first-leg loss to Dortmund, losing three of its four match-es since then. It is coming off a loss to rel-egation-threatened Elche in the Spanish league, and was eliminated by Barcelona in the semifinals of the Copa del Rey de-spite a 2-0 first-leg win.

PSG VS. BARCELONA (4-1)Barcelona seems like a different team

to the one which played so badly in the second half at home to PSG. Ronald Koe-man’s lineup is 16 games unbeaten in the league and the defense appears to be considerably stronger now that he has ditched the ineffective 4-3-3 formation for a 3-5-2 system which offers his central defenders more protection. Veteran de-fender Gerard Pique is a doubtful starter for the game, however, after hurting his knee midweek. A lot will rest Wednesday on Barça’s French defenders Clement Lenglet and Samuel Umtiti, with PSG

is almost at full strength. Goal-scoring winger Angel Di Maria is back from inju-ry and Neymar is close to a return after getting back to training. PSG coach Mau-ricio Pochettino may see no valid rea-son to drop the 4-2-3-1 formation which worked so well in Spain, with Kylian Mbappe helping himself to three goals despite playing wide and not as the cen-tral striker. Even though PSG defends a big lead at Parc des Princes, there may be some nerves about facing Lionel Mes-si in top form once again. PSG went out after losing 6-1 in Spain in 2017 having won the home leg 4-0. But this Barcelona lineup is not as strong as the 2017 squad, and PSG is more resilient now.

LIVERPOOL VS. LEIPZIG (2-0)The teams return to neutral territory

at the Puskas Arena in Budapest with Liverpool’s two-goal cushion perhaps not as commanding as it seems given the team’s recent problems, particularly in its injury-hit defense. The pressure is on the soon-to-be-deposed English cham-pions because winning the Champions League might be the most likely route back into the competition for next sea-son. Juergen Klopp’s squad currently sits outside the Premier League’s top four. Leipzig is on a six-game winning run in the Bundesliga and briefly took over top spot on Saturday. Leipzig coach Julian Nagelsmann omitted Angeliño from the team that beat Freiburg 3-0, but dampened hopes the Spanish winger will return in time for Liverpool. Uncharac-teristic defensive lapses helped Liver-pool in the first leg.

Bajrang Punia takes gold and number one rank in rome, bronze for KaliramanaRome: Tokyo-bound Indi-an wrestler Bajrang Punia pulled off a two-pointer in the last 30 seconds of the gold medal bout to defend his ti-tle at the Matteo Pellicone Ranking Series event, a re-sult that pushed him back to world number one rank.

Up against Mongolia’s Tulga Tumur Ochir, Bajrang was trailing 0-2 till the final moments of the 65kg final but managed to level the scores, 30 seconds from the whistle.

Since the last scoring point came from the Indian he was declared the winner on criteria on Sunday night.

Bajrang seemed to have improved upon his leg de-fence in the one-year break, forced by the coronavirus pandemic.

Bajrang was placed second in the rankings before the event and is now on top of the ranking table in the 65kg category with 14 points.

The fresh rankings are based on results of this tour-nament only. So whoever gets on top of the podium will be ranked number one in the world.

Vishal Kaliramana too im-pressed in the non-Olympic 70kg category by winning a

bronze with a 5-1 win over Syrbaz Talgat from Kazakh-stan.

Meanwhile, Narsingh Pan-cham Yadav, who recently made a return to competitive wrestling after a four-year doping ban, lost his bronze play-off 0-5 to Kazakhstan’s Daniyar Kaisanov.

He though, impressed with his power and temper-ament.

India returned with seven medals from the first Rank-ing Series event in a year with Vinesh Phogat and Sa-rita Mor winning gold and a silver respectively in the women’s event.

Greco Roman wrestlers—Neeraj (63kg), Kuldeep Malik (72kg), Naveen (130kg) — bagged three bronze medals. —PTI

Novak djokovic breaks Federer's record for most weeks as World No. 1

London: Serbian tennis great Novak Djokovic on Monday set a record for most weeks at No. 1 in the 48-year history of the ATP rankings. Djokovic entered his 311th week at the top of the rank-ings, one week longer than Swiss 20-time Grand Slam winner Roger Federer's re-cord.

Eighteen-time Grand Slam champion Djokovic grabbed his ninth Australian Open title last month. Federer had set the record in July 2012, surpassing American Pete Sampras' record of 286 weeks.

Djokovic, 33, had fallen to No. 22 in May 2018 amid a series of injuries and down-turn in form. However, he

stormed back into the top five after winning Wimble-don and the US Open in 2018 and following that up with a win at the 2019 Australian Open and 2019 Wimbledon.

Federer, Djokovic and Spain's Rafael Nadal have dominated men's singles ten-nis, particularly the Grand Slams, for nearly two de-cades.

From the 2003 Wimbledon to the 2021 Australian Open, the three players have won 58 out of 70 Grand Slams. They won 18 consecutive slams from the 2005 French Open to Wimbledon in 2009, and 13 consecutive slams from the 2017 Australian Open to the 2020 Australian Open. — IANS
