2. Identify the topics to be dealt with on the pan-European level

5. Develop guidelines and tools to put the necessary actions resulting from the pan-European master plan into practice

1. Preparation phase: Definition of main topics
2. Elaboration phase: Elaboration of inputs for main topics + consolidation draft master plan

4. Adoption of master plan for cycling promotion
5. Implementation phase: Identification of projects and funds

Support implementation of declaration of Luxembourg
1. Support for the call of ministers and state secretaries to establish a European focal point for cycling.
2. Invite the new European focal point to use THE PEP partnership on cycling as the platform to gather and disseminate best practices among the existing national cycling officers
