Green paper“Towards a better integrated Trans-European Networkat the service of the common transport policy”
The Green Paper describes:- “foundations on which future TEN-T policy should rest” and - “issues at stake for future TEN-T development”,resulting into 13 questions to stakeholders and the public.
The Green Paper has offered three options:1. Dual Layer: comprehensive network and priority projects
(current structure, with amendments)2. Single Layer: priority projects, possibly in extended form3. Dual Layer: comprehensive network and “core network”:
“core network” consisting of 2 pillars:“geographical” and “conceptual” *)
*)“conceptual pillar”: small-scale, (also soft) infrastructural measures,equipping networks in order to improve operation and services,according to the objectives of EU transport policy:environmental issues (climate change),innovation and new technologies (energy, de-carbonisation; ITS), etc.

TEN-T policy review:Following Steps
Elaboration of a transparent, rational strategic Planning Methodologyfor TEN-T core network, on the base of:- studies,- results and recommendations of expert groups,- consultation with member states within TEN-T committee.
Consultation (opening scheduled for May 2010).
Identification of core network, including the “conceptual pillar”,applying the strategic Planning Methodology;minor revisions of comprehensive network (together with MS).
Commissions Proposal (late 2010 or early 2011),Decision of European Parliament and Council.
