i) The primary responsi bi lity is to effectively monitor the implementation of the

schemes and programmes of the M inistry of R ura l Development as also ensure that the funds

are used for the purpose for w hich they are mcanL.

ii) This forum should effectively li nise and coordinate w ith the Ministry of Rural

Development and State Gov\;rnmcnt.

iii) The Committc~ -;hflll ensure th ~1} ,1 1! :--:hemes are implemented in accordance with

the Guideli nes.

iv) The Committee would keep track of th o.:: progress of the implementation process to

ensure that the agreed targets are met. 'J he Committee wo uld undertake both Input

Monitoring (i.e. whether re ·ources arc being mobil il'cd as planned) and Output Monitoring

(i. e. whether services and prnjccts are being deli ' crcd on schedule)

v) The Committee should look into cornplaiu ts/ alleged irregularities received in

respect of the implemenwtion of the Programme:-,, including complains of wrong selection of

beneficiaries , misappropriMion I diversion or fu nds and recommend fo llow up actions. The Committee shall have thl' authority to summon nnd inspect any record fo r th is purpose. The

Committee may refer an~ matter for enqui ry to the I)( 'C'EO/PD or suggest suitable action to

be taken in accordance ' ' ith rules which sha ll be acted upon by him within 30 days. If such

action is not initiated wi thin this time, the rele' ant programme funds to which the direction

pertains to, may be withhd d.

vi) The Committee shall exercise preventive vigilance to ensure that irregularities,

diversion and misappropriation of funds arc a\'oidcd and the selection of benefi ciaries is

strictl y in accordance wit h the n uidelines of' the Progr:1111 mes.

vii) The Member-Secretary of the District Vigi lance & Moni toring Committee shall

have the information as ind icated in fo rmals at /\ nnex ures fll (A) to lfl (J ) placed before the

meeting alongwith Anncxure II.

viii) The Commit tee would monitor all th\! Schemes of the Ministry of Ru ral

Development implemented in' the district and , in pnnictilar :

a) Closely watch tile Il l' \\. of fund s at various channels including the funds allocated,

funds released by both Centr ' nnd the St:1te. utilinnion and unspent balances under each

Scheme.

b) Monitor the \\ork · under the different chemes with special reference to the

fo llowing:

(1) Mahatma Gandhi Nat ional Rural Emnloymcut G u:1rnntcc Schcm c(MGNn EGS):

Proper selection and cxccution of works, prupcr selection of benefic iaries, proper and

timely disbursement of wnges and adherence to all The processes prescribed.

{7) National Land Records modernization Progra m me (NLRMP) : Progress of works in

(ix) For action on any points pertaining to the State Government, the Committee shall
