Minutes of the 171st Meeting of
Operation Co-ordination Sub-Committee (OCC)
(held on 09.10.2020 through WebexVC)
1. Introduction
1.1 The 171st Meeting of Operation Coordination Committee of SRPC was held on
09th October 2020 at SRPC, Bangalore through Webex video conference. The
list of participants is given at Annexure-1.1.A.
1.2 Shri A Balan, Member Secretary, SRPC and Chairperson of Operation
Coordination Sub-Committee (OCC) of SRPC extended a warm welcome to all
the members and participants to the 171stOCC Meeting. He stated the following
on the grid operation side:
a) During September 2020:
i. Grid operated at a frequency 50 Hz. and above at around 56.44%
of time which is a matter of concern.
ii. Energy Consumption during September 2020: 25272 MU: 1139
MU less compared to September 2019 (26411 MU)
iii. Maximum Demand met during September 2020: 44625 MW: 34
MW more compared to September 2019 (44591MW).
iv. Storage in reservoirs as on 7th October 2020: 12996 MU: 673 MU
less compared to 7th
October 2019 (13669 MU).
v. On 08.10.2020 SR Demand was 6133 MW more than last year
same day. SR consumption was 108 MU more than last year same
day which indicates picking up of loads (which was less due to
Covid) and power consumption may increase.
b) A meeting was held to discuss on Ramagundam Islanding Scheme on
23.09.2020 and the minutes are available at SRPC website.
c) As decided in the 170th OCC Meeting, a meeting was held between SRPC
& SRLDC on 14.09.2020 to discuss on the scheduling / accounting issues
during primary frequency response testing of generators as per IEGC
5.2.g. After deliberations a testing procedure was recommended. OCC
may approve the procedure.

d) Second SRPC TP Meeting was held on 01.10.2020 through Video
Conference. He requested all the concerned to check whether all the
Station Names are spelt correctly, Schemes are correctly pictured so that
there won’t be any issue in future correspondences.
e) A special Meeting was carried out to discuss on High voltage issues in
Telagana System on 05.10.2020. All the States will be covered in
forthcoming months in order to have concrete plan to mitigate these
issues.
f) A Meeting w.r.t to RSD was convened on 19.08.2020 and 03.09.2020
through WebEx VC. It was agreed that the RSD proposal would be
implemented on Trial Basis for two months. Beneficiaries (including
PGCIL, Goa and Odisha) are requested to give their concurrence for trial
operation for two months. TS, KER , PGCIL SR I and Goa had intimated
their concurrence. All others were requested to concur for the same.
g) A web meeting on schedule fixation methodology adopted in SR was
held on 15.05.2020. The Minutes of the meeting was issued on
22.05.2020 and the same is available at SRPC website. Advantages and
disadvantages in the existing methodology in SR and other regions were
analyzed. After deliberations the beneficiaries were requested to revert
back on their choice. Majority of constituents agreed for adopting all
India schedule fixation methodology in Southern Region. SRPC Forum
had suggested to take up the implementation of the same by SRLDC.
SRLDC had informed that SRLDC has taken up with the developer for
implementation of the above and required changes were incorporated in
the Web Based Scheduling program (WBES) w.e.f 00:00 hours of 20th
September 2020.
h) PGCIL have informed that Raigarh-Pugalur SPS-1 signal has been
taken into service w.e.f 16:00 hrs of 24.09.2020. NLDC Code and
SRLDC code were taken.
i) Due to Covid -19 pandemic, SRPC is unable to Audit the Sub-Stations.
Therefore, as discussed in the COM SR October 2020 meeting held on
17.09.2020, a list of officers comprising 2 from each Entities were
selected for Audit. SRPC vide letter dated 18.09.2020 had requested that
the Nodal Officers may kindly arrange to conduct the audit in respect of
their Sub-Stations listed in Annexure of the letter, fill the Audit Format

attached , which is also available in the SRPC Website and submit to
SRPC e-mail ([email protected]) by 30.11.2020.
j) From MoP the following could be noted :
i. MoP vide notification dated 01.10.2020 had published Draft
Electricity (Change in Law, Must Run status and other
Matters)Rules, 2020. These rules are proposed for pass through in
cases of Change of Law and compensation to RE generators for loss
of generation due to non-scheduling by the procurers/intermediary
procurers. The comments are requested by 22.10.2020. He requested
all RE rich states to go through the Notification and furnish their
comments/observations within the stipulated time.
ii. Draft SBD- Guidance Note to SBDs for Privatization of Distribution
Licensees : The Ministry of Power had issued the Standard Bidding
Documents (SBD) for encouraging and supporting acceleration of
Private Sector Participation (PSP) in power distribution utilities across
the country.
1.3 ED SRLDC welcomed all to the meeting. He appraised about the growth in
demand observed during last few days. Wind generation is coming down. Some
LGB issues are noticed during night hours when solar generation coming down
and demand goes up. Frequency is hovering below IEGC band. Such high
deviation especially at low frequency is a cause of concern. It is imperative for
each control area to restrict the drawl within schedules at all times by ensuring
appropriate proactive/real time measures. He highlighted the need for
implementation of RSD procedure in the present scenario of increasing load.
Few states had concurred for two months trial operation. He requested others to
furnish the official communication concurring for the trial operation.
Implementation of RSD procedure will help in utilizing the available generation
optimally. Raigarh – Pugalur one line has come, which is great relief for
importing power. NNTPP Unit II has got extension from CERC to draw
commissioning power till November 2020. Commissioning of NNTPP will also
help in meeting the demand in peak months. Devanahalli connectivity will be
replaced by 10.10.2020 which is need of the hour. Communication availability
is a regulatory requirement, SRLDC and SRPC had nominated the committee
members and requested the concerned to nominate for the committee.
1.4 MS, SRPC requested SE (Operation) to take up the agenda items for discussion.

2. Confirmation of the Minutes of the 170th
Meeting of OCC of
SRPC held on 11th
September 2020 through Webex
The Minutes of the 170th OCC was issued on 28.09.2020 .No comments were
received from any of the entities and the minutes of the 170th
OCCM were
confirmed without any modifications.
3. NEW ISSUES
3.1 Utilization of Decommissioned Thermal units as Synchronous
condensers.
a) NLDC in its operational feedback (April to June 2020) had mentioned the
following:
i. Present installed capacity of RE in Southern Region stands to be 35% and
Southern Region has experienced maximum of 30 % RE penetration over a
day with reference to demand met. And many of the thermal units are kept in
Reserve Shut Down (RSD).
ii. According to the Flue-gas desulfurization (FGD) phasing plan, Kothagudem
thermal power station Unit-1 to Unit-8 (4x60+4x20) were already
decommissioned and the Neyveli Thermal Power Station-1 units will also be
decommissioned gradually. Shutting down of the thermal units coupled with
continuous increase in amount of renewable energy into the grid might impact
the system inertia. Hence, it is proposed that Synchronous machines in
decommissioned plants (NLC STG1) and KTPS STG1) may be converted into
synchronous condensers for providing inertia and reactive support.
iii. Considering the above issues, a study may be conducted on utilizing the
decommissioned generating units as synchronous condensers for providing the
grid inertia. In addition to inertia, these units can also be used for providing the
reactive power support (injection/absorption) to the grid which would help the
grid in maintaining better voltage profile.
A. Deliberations
i. SRLDC informed the in the scenario of increasing RE penetration most of the
Thermal Units will be under RSD and the inertial and reactive support
receiving from conventional generators will be jeopardized. The feasibility of

utilizing the decommissioned units for providing inertia as well as reactive
power may be explored. There was a Meeting held with CEA regarding this
issue and in which one of the vendors had given a presentation in this regard.
Space required is quite less since there is no boiler and turbine requirement
and the existing infra-structure could be utilized in an optimal way. For
increasing inertia additional flywheel also may be thought off. Supporting the
voltage during the fault, synchronous condensers will be helping by providing
dynamic VAR.
ii. W.r.t. decommissioned at Kothagudem, DE, TSTRANSCO informed that they
had informed TSGENCO authorities and they are exploring the possibilities.
Once they come up with their views it will be informed accordingly.
iii. With respect to decommissioned Ennore TPS, TANTRANSCO informed that
as of now there is no overvoltage issues at that pocket. Since all the lines from
Ennore Stage I is removed at present further studies are required before taking
decision in this regard.
iv. SE(O), requested TANTRANSCO to explore the possibility since this will help
in providing dynamic VAR(absorption/injection).
v. ED, SRLDC underlined that this is a need of the hour and requested all to
discover the possibility of this proposal. After receiving the views from
generators, the proposal may be taken up to higher forums for Commercial
Mechanism.
vi. MS SRPC stated that many modifications are required, control system needed
to be changed, to keep the lines in service O/M cost may come. He pointed out
that commercial aspects such as tariff/incentive terms needed to be looked into.
He opined that detailed study needed to be carried out to assess modification
time/cost, recurring cost to maintain the lines. To attract the generators to
participate in this proper incentive scheme may be framed. Comparison on cost
for using the decommissioned units and new ones to be done. A presentation
on synchronous condensers/ Technology for converting generators to
synchronous condensers by GE is being planned in next week. After that a
separate meeting may be convened with generators and SLDCs to discuss on
the same.
B. Conclusion

i. The technical feasibility/willingness to go for the proposal/cost aspects /
time envisaged for modification etc. needed to be explored.
ii. SRLDC stated that this is a requirement of the hour and requested all to take
a positive approach towards this and commercial part can be taken up with
higher bodies accordingly.
iii. A Special Meeting would be convened with Generators, SLDCs and
GENCOs in this regard.
3.2 SPS for +/- 500 kV Talcher-Kolar HVDC system & lines
a) SR II, PGCIL vide their letter dated 17.09.2020 (Annexure-2.2.A) had noted the
following:
i. SPS scheme in place for Talcher-Kolar system for automatic load shedding /
Generation control during forced outages. This scheme was conceived in 2003
considering the available alternate transmission corridors at that point of time.
Subsequently several corridors were commissioned for evacuation of power
from Talcher station. The following corridors are available which will be able
to handle 2000 MW.
1. Talcher – Jharsguda – Raigarh – Pugalur
2. Talcher – Jharsguda – Raipur– Chandrapur – Ramagundam
3. Talcher – Angul - Srikaklam – Vemagiri– Chilakaluripeta
4. Talcher – Meramudali – Jaypore – Gazuwaka
5. Talcher – Rangali – Indravathi - Jaypore – Gazuwaka
6. Talcher – Jharsguda – Raipur– Wardha – Nizamabad
7. Talcher – Jharsguda – Raipur– Warora – Warangal
b) In view of the above, backing down of generation may not be necessary at
Talcher. During the 165th OCC meeting held on 13.03.2020 at SRPC, Bengaluru,
SRLDC has informed that review of SPS issue (Talcher II generating backing
down/unit tripping) had already been taken up with NLDC and NLDC would be
visiting SRLDC in a week time for mutual discussion and revised scheme would
be finalized and would be deliberated in due course. PGCIL requested SRPC to
kindly take up the issue at the earliest.
c) In the 169th
OCC Meeting SRLDC had informed that a preliminary discussion
on SPS for tripping/run back of Talcher Units when both Talcher- Kolar pole
goes out was carried out among NLDC/ERLDC/SRLDC and most likely the
inter trip was to stay. As the lines from Talcher to Meramudali was straightened

from Angul. Two lines are at different lengths and flow on one line is higher
causing N-1 issue whenever there is a pole outage and flow crosses 800 MW
dependent on antecedent condition. This was informed to SRLDC as well as
CEA in the meeting on Tacher Back up. However, further deliberation would be
held between RLDCs and NLDC and subsequently it would be put up to
ERPC/SRPC OCC.
A. Deliberations
i. SE (O), SRPC opined that there may be a need for reviewing the SPS considering
the enhancement in ER Transmission system. He requested SR II and SRLDC
to give their views.
ii. SR II, PGCIL informed that SPS scheme was conceived in 2003 considering the
available alternate transmission corridors at that point of time. Subsequently
several corridors were commissioned for evacuation of power from Talcher
station and backing down of generation may not be necessary at Talcher.
iii. SRLDC informed that the SPS for Talcher lines at Talcher involves
tripping/back down at Talcher Stage II was already reviewed. Two schemes are
existing, SPS 400 and SPS 1000. Many rounds of discussions had been carried
out between NLDC/ERLDC and SRLDC in this regard and a tentative scheme
had been formulated. After finalization (expected within two weeks), the
proposed scheme would be put up to WRPC/SRPC OCC.
iv. Talcher, NTPC informed that the load flow is taken from HVDC flow and not
from Talcher Stage II Exbus generation. There are 6 lines available from NTPC
switchyard to ER and there won’t be any evacuation problem and SPS for run
back/tripping of units may not be required. He suggested that a scheme may be
formulated for run back (not unit tripping) of Talcher generation in case Talcher
- Maramundali line flow goes beyond 800 MW.
v. SE(O), SRPC suggested that before finalizing the tentative scheme NLDC may
call a joint meeting keeping in loop all the stake holders and may be validated
with studies.
vi. In the Grid Maps many nodes are not clear and voltage levels also not mentioned
properly. There is direct link between Talcher Stage II bus and Stage I bus and
evacuation is through lines from Stage I. He requested to NTPC to explain the
connectivity. He desired to know the Capacity of Interlink between two stages.

vii. NTPC Talcher informed that Talcher have 6 no of buses. From Bus I & II there
are six lines connected to ER Corridor. When HVDC poles are out the power is
evacuated through the six lines at Bus I & Bus II. Capacity of link is 2000 MW.
Two breakers are available, each can take 1000 MW safely.
viii. SRLDC stated that N-1 is normally available when flow is towards SR. Suppose
Talcher Stage II generation is around 2000 MW and poles trips or go to GRM
then the flow on the link is the difference between the generation at Talcher and
the flow through GRM(150 MW). If at that time Orissa loads are high there will
be a heavy overloading on Talcher- Meramudali lines since the lines are of
different length. On a query by MS SRPC, SRLDC confirmed that there are two
set of links, one link is 4 lines from Talcher Stage II to HVDC Talcher and the
other link is the interconnector to Talcher Stage I.
ix. Shri D G Rao, CGM Kaniha, informed that regarding Maramundali line loading
beyond 800 MW, SPS can be formulated to back down from Talcher –
Meramundali line instead of backing down from HVDC. He requested SRLDC
to give this feedback to NLDC.
B. Conclusion
i. SRLDC informed that discussions had been carried out between
NLDC/ERLDC and SRLDC in this regard and a tentative scheme had been
formulated. After finalization (expected within two weeks), the proposed
scheme would be put up to WRPC/SRPC OCC.
ii. SRPC suggested that before finalizing the tentative scheme NLDC may call a
joint meeting of all the stake holders.
3.3 Operational Constraints observed at Bhadrawati Back to Back
HVDC link
a) Bhadrawati Back to Back HVDC link is an important link between Western
Region and Southern Region whose power order is used as a control to ensure
reliability of the system. The control provided by HVDC link is helpful not only
to manage contingencies but also to facilitate the charging of new elements in
the grid.

b) NLDC vide letter dated 22.09.2020 (Annexure-3.3.A) had informed that
recently, during request to change the power order of HVDC Bhadrawati,
following constraints were expressed by the operator at HVDCBhadrawati:
i. On 14th August 2020, in order to accommodate testing of HVDC Raigarh-
Pugalur pole-1 at 1500 MW, code was given to reduce the power order of
Bhadrawati B/B HVDC from 300 MW (West to South) to 200 MW (South to
West). But during this power ramp down, south side system voltage increased
to 431 kV. Bhadrawati operator informed that tap of position of south side
converter transformer has moved to tap position number one (bottom most)
and Pole control of HVDC gave alarm of “Valve winding voltage limit
exceeded”. Therefore, power flow of HVDC Bhadrawati could be reduced only
to 250 MW (West to South). The net change is only 50 MW instead of
requirement of 500 MW.
ii. The Bhadrawati station operator at times is also reporting issues of thermal
overloading of HVDC filters while reducing power order or operating HVDC
at lower power order.
iii. The site is also reporting that at lower power order harmonic issues are being
observed in HVDCs and lower power orders beyond a certain level are
difficult.
c) Since flexibility provided by HVDC links are important for system reliability, it
is requested to look into these issues, identifying root cause and taking suitable
measures to resolve the issues such as (but not limited to)
i. Feasibility of changing the tap setting such that power order change is
permitted say beyond 431 kV.
ii. Resolving the harmonics issue through suitable measures of HVDC controls
and/or filter operation.
iii. Probably, above may also resolving filter over load issue.
A. Deliberations
i. SRLDC explained the issues and stated that there are mainly three
constraints as follows:
a. Whenever the bus voltage is 431 kV, the tap position is at bottom most
Tap and further optimization of converter transformer tap changing is
not possible and power order is not changed.

b. At lower power orders harmonic issues are more.
c. Filters are getting overloaded.
ii. SR I informed that control of Bhadravathi is with WR and WR can only
address/give feedback on this issue.
B. Conclusion
The issue would be discussed in the next OCC meeting involving WR .
3.4 Frequent / Daily Hand tripping of 765 kV & 400 kV Lines –
Stress on EHV equipment due to frequent switching
a) SR I PGCIL vide letter dated 23.09.2020 (Annexure-3.4.A) had expressed
concern regarding the frequent switching (hand tripping) of 765 kV & 400 kV
elements due to over voltage in the system.
b) The following were mentioned:
i. The issue was discussed in 33rd
, 34th, 35
th, 36
th and 37
th SRPC meetings held
on 17.2.2018, 11.8.2018, 17.2.2019, 12.7.2019 & 1.2.2020 respectively and
SRLDC have assured to take up the issue proactively and shall take out one
of the double circuit lines on sustained basis ie 07 days to avoid frequent
switching.
ii. NLDC is issuing the codes on daily basis for taking the 765 kV Nizamabad –
Maheshwaram and 765 kV Kadapa – Thiruvalam Lines out of service in
evening and taking it back into service next morning. The total no. of
switching operations and Over Voltage trippings from Jun’20 to Aug’20 is as
below:

iii. Due to High voltage in the system and also due to frequent tripping/switching
of 765 kV and 400 kV Lines, EHV equipment are losing its useful life due to
the stress during the switching surges.
iv. GIS equipment at these stations are imported and in the prevailing pandemic
situation and current state of affairs at diplomatic level, any unforeseen failure
of such nature may lead to prolonged outage due to unavailability of support
from the OEMs for supply of spares / providing services.
v. PGCIL requested to examine the possibility of reducing the number of
switching operations by bringing in grid discipline and control over voltages
instead of frequent switching of 765 kV / 400 kV Lines. In case isolation of
grid lines is unavoidable, then possibility of keeping one element of D/C lines
isolation on sustained basis for alternate weeks may also be kindly examined
as already minuted in the 37th
SRPC meeting.
c) This issue had been deliberated in the 170th
OCC Meeting and the following
were noted:
i. A Special Meeting would be convened to discuss the high voltage
issues/reactive power management. Node - wise analysis where reactive
injection is there would be carried out in the Special Meeting.
ii. Taking out of 765 kV Nizamabad -Maheshwaram would be considered by
SRLDC/NLDC as there was a parallel 400 kV quad Nizamabad –
Shankarapalli-Maheshwaram route.
iii. Switching operations at GI stations would be optimized by SRLDC/NLDC.
iv. Identified Reactors needed to be expedited without linking it with PSDF
funding.
v. Support of generators (including RE) needed to be ensured.
vi. Intra state reactive accounting to be considered by the States.
vii. STATCOM around Bengaluru may be proposed by KPTCL to SRPC TP.
SRLDC stated they would support the cause. KPTCL stated that they would
take up with SRPC TP and the STATCOM could be funded through PSDF.
viii. SRLDC agreed that violation messages for reactive injection at high voltage
nodes would be issued.
A. Deliberations

i. SRLDC informed that concern of PGCIL had already taken up with
NLDC. NLDC have agreed for optimization of the opening of
Chilakkaluripeta- Kadappa lines. But if 765 kV Nizamabad –
Maheshwaram line is kept open for a sustained period TTC/ATC
reduction of 800 MW is envisaged from New grid to SR (Inter Regional).
If constituents agree, line can be open for sustained period.
ii. SE(O), SRPC opined that TTC/ATC declaration/computation which
needed to be carried out according to Regulations and cannot link with
operational issues.
iii. MS SRPC stated that the healthy/safety of the equipment needed to be
given first priority. Failure of costly equipment should be avoided. He
desired to know regarding the utilization of inter-regional corridor at
present. SRLDC informed that around 9000 MW capacity is utilized out
of 12000 MW capacity available. He requested SR I to apprise on the
number of switching operations permissible at GIS S/Ss and how many
operations had occurred till date. He opined that the life of the equipment
also can be assessed on this basis. SR I stated that there are two categories
of switching operations, one at rated voltage and another at fault/tripping
at over voltage. SR I informed that they will revert back on the same
shortly.
iv. TSTRANSCO, KPTCL, APTRANSCO (confirmed via mail
subsequently) & TANTRANSCO endorsed SRPC’s view. KSEBL stated
that opening of lines continuously for 7 days needed to be carried out after
assessing anticipated grid conditions.
v. SR I informed that reactor is available at Kurnool end but not at
Maheswaram end on Kurnool-Maheswaram line.
vi. ED SRLDC opined that ATC reduction in case of taking out a line is not
as per Regulation. Line can be taken out and as and when system
warrantees line can be brought to service. ATC/TTC issue may be
discussed in Commercial Committee Meetings. Only operational issues
will be discussed in the Meeting.
B. Conclusion
i) SRLDC informed that NLDC had agreed for optimizing Switching
operations at GI sub stations.

ii) W.r.t 765 kV Nizamabad – Maheshwaram lines, it was suggested that one
line may be kept open for 7 days alternatively and as per real time system
requirement line may be brought back. NLDC may be appraised of the
operational issues.
iii) Installation of identified Reactors needed to be expedited without linking
it with PSDF funding.
iv) Support of generators (including RE) needed to be ensured.
vii. Intra state reactive accounting to be considered by the States.
viii. SR I may intimate the number of switching operations permissible at GIS
S/Ss and how many operations had occurred till date.
3.5 High voltage at Ramagundam RSTPS
a) NTPC, Ramagundam (RSTPS) vide E-mail dated 24.09.2020 (Annexure-
3.5.A) had intimated regarding the higher 400 KV voltages since last one week
especially during night (21:00-03:00 Hrs). After tripping of Nagarjuna Sagar
Line-1 & 2 & with Maximum absorption of MVAR NTPC is not able to contain
the voltage in normal range. RSTPS units are operating at "Under Excitation
Limiter" conditions during above said period of high 400 KV line voltage.In
view of stability of on bar units, NTPC is forced to operate the units at reduced
load vis-à-vis SG and thus causing high DSM losses during such period. 4
incidents in one week had been observed. It was requested take necessary action
to control 400 KV voltage, reduce commercial loss to NTPC on this ground of
no fault from RSTPS side.
b) NTPC, Ramagundam (RSTPS) vide E-mail dated 01.10. 2020 (Annexure-
3.5.B) had further submitted that NTPC is forced to operate the units at reduced
load vis-à-vis SG given and thus causing DSM losses on 20.09.2020,
22.09.2020 & 28.09.2020 (about Rs 12.85 Lakhs). Further, NTPC
Ramagundam is also forced to reduce the DC from 820 MW to 790 MW (14
Blocks) due to MVAR restriction on 28.09.2020 and requested that necessary
action may be taken to control the voltage which will improve the grid stability
as well as reduce the commercial loss to NTPC Ramagundam.
A. Deliberations
i. NTPC, Ramagundam (RSTPS) expressed concern regarding the higher 400
KV voltages forcing NTPC to operate the units at reduced load causing
turbine vibration issues.

ii. SRLDC stated that over voltages at Ramagundam is observed when
Telangana consumption is low/sudden dip in consumption in spite of
opening of around 60 lines including Nagarjunasagar lines. Ramagundam
500 MW units are performing well by absorbing around 150 MVAR each,
as per capability curve. SRLDC presented on the scenario of voltage
situation on the days highlighted by NTPC. Telangana consumption was
very high those days, around 220 MUs and it dropped to 180/140 MU. This
is the real cause for high voltage at Ramagundam(around 420 kV). SRLDC
had presented the number of lines opened during September 2020. From the
MVAR analysis it was observed that units are absorbing around 150
MVAR(500 MW units).
iii. MS SRPC observed that on 4.10.2020 (Sunday) evening around 7’O clock
all the lines were injecting MVAR to Ramagundam bus like Bhadravathi,
Hyderabad and Ditchipally lines. To MS query, NTPC clarified that only
one reactor(63 MVAR) at N’sagar end is available and there is no feasibility
to install further reactors because of constrains in space availability.
iv. SRLDC suggested that converting the line reactor at Ramagundam(63.5
MVAR – ownership-NTPC) on Ramagundam-Nagarjuna Sagar line to
switchable reactor. SR I informed that the physical connection of reactor,
whether it is after isolator or before isolator.
B. Conclusion
i. It is observed that more reactive power is flowing from Bhadravathi to
Ramagundam which may be contributing to over voltage at Ramagundam
and this issue may be taken up with WR for correct filter settings etc..
ii. NTPC suggested that when Ramgundam generation is less i.e. around 1500
MW, Ramagundam Ditcipally / Ramagundam-Warangal lines could also be
taken out which are lightly loaded. SRLDC agreed for the same.
iii. NTPC/SRLDC were suggested to give feedback to planner in this regard.
The possibility of converting line reactor at Ramagundam on Ramagundam-
N’Sagar to switchable reactor may also be explored.
iv. NTPC was suggested to bring to the notice of OCC forum if such over
voltages are again perceived.
3.6 Minimum Load for Unit-3 of Simhadri
A. NTPC Simhadri vide letter dated 18.09.2020 (Annexure-3.6.A) had informed
that Unit-III TG shaft vibrations were maintaining high at Bearing -1 since
January 2020. For rectifying the same, unit was taken under shut down (AOH)

from 05.08.2020 to 26.08.2020 and the rectification works were carried out.
The maximum shaft vibrations were observed to be coming down but it is being
detected that at technical minimum loads (275 MW) shaft vibrations are
touching the alarm values (200 microns) and are varying with grid frequency &
ambient conditions. With this running the Unit safely at technical minimum
load is becoming difficult. Hence it is requested that technical minimum load
for Unit-III may be revised to 325 MW and revise Stage-II technical minimum
load to around 568 MW (Ex-bus) till the problem is addressed.
A. Deliberations
i. NTPC Simhadri requested to revise technical minimum of Unit I of Stage II
to 325 MW and revise Stage-II load to around 568 MW (Ex-bus) till the TG
shaft vibration problem is addressed during the Annual O/H planned in
September/October 2021.
ii. APTRANSCO suggested that NTPC may go for another trial of rectification
works during Nov/Dec 2020 (as already taken out from 05.08.2020 to
26.08.2020). Since APTRANSCO is expecting reduction in demand in
coming few days, it is appreciable from NTPC side to attempt one more time
to rectify the issues taking short shut down in November/December 2020.
NTPC’s request to allow Technical Minimum of 325 MW involves
commercial issues and the views can be given only after discussing with
higher ups.
iii. TSTRANSCO suggested that NTPC may do the rectification works during
Simhadri - Kalapkka line shut down which is planned in Nov/Dec 2020.
Short shutdown may be taken to rectify the issue and unit can be brought
back with normal technical minimum. If not possible, it was recommended
that the shutdown may be planned during April to June 2021 or
November/December 2021.
iv. NTPC expressed that they have already taken shut down from 05.08.2020 to
26.08.2020 and the issues were not rectified. Spares are to be received which
will take time, planning is required. OEM (BHEL) support is very much
necessary.
v. KPTCL informed that KPTCL cannot accept the proposal since during low
load conditions KPTCL cannot accommodate higher technical minimum
(Unit – III technical minimum of 325 MW instead 275 MW) share of
KPTCL.

vi. TANTRANSCO suggested that NTPC may carry out the rectification works
taking short shut down and annual over haul may be planned in low load
period.
vii. KSEBL intimated their disagreement for NTPC’s proposal.
viii. SRPC observed that Simhadri units are taken out once in two years for
maintenance works and in view of the vibration issues persisting in Simhadri
units there is a need for reviewing of maintenance schedule periodicity and
a detailed study may be carried out to address the issues in fruitful way.
ix. NTPC informed that except at Talcher (Units are getting full schedule almost
all the time), turbine issues are being faced at all other units of NTPC stations
in SR where frequent change in schedules are received.
x. MS SRPC desired to know whether this type of issues are being faced at all
NTPC Stations (all India level).
xi. NTPC informed that issues are observed in units which are prone to schedule
variation. NTPC is analyzing the issues.
xii. SRLDC opined that an exhaustive study may be carried out by NTPC at All
India level, scrutinizing performance of all NTPC stations to reach at real
cause of turbine issues and to decide on correlating the issues with schedule
variations.
xiii. SRLDC/SRPC stated that Unit Technical Minimum may be kept in
compliance to IEGC provisions. NTPC may furnish their feedback/issues
for TCC deliberations.
B. Conclusion
i. SRPC observed that Simhadri units are taken out once in two years for
maintenance works and in view of the vibration issues persisting in Simhadri
units there is a need for reviewing of maintenance schedule periodicity and
a detailed study may be carried out to address the issues in fruitful way.
ii. NTPC informed that except at Talcher (Units are getting full schedule almost

3.7Schedule for APC (Advanced Process Control) tuning at
SimhadriU-4 / Tuning at NTECL units
a) NTPC, Simhadri vide email dated 07.09.2020 had furnished schedule for APC
(Advanced Process Control) tuning at Simhadri unit-4. In the 170th OCC
Meeting, it was requested to all the constituents to give the required schedule to
enable NTPC to conduct the test. It was also suggested that in coordination with
all NTPC stations dates may be rearranged to avoid coincidence of outages.
b) Further NTPC vide letter dated 28.09.2020(Annexure 3.7.A) had requested for
schedules for Simhadri Stage II units for conducting APC tests and permit to
bring back Unit-IV from RSD.
Deliberations
i. NTECL Vallur informed that in the 170
th OCC meeting approval was given for
tuning from 15.10.2020(3 weeks). Tuning will be carried out at Unit I from
15.10.2020 since Unit is going for Annual Outage from 24th
November 2020. He
expressed that schedules are getting during evening hours and there won’t be any
issue regarding the required schedule for testing and requested SRLDC to suspend
SCED and RRAS during that period. He stated that whenever SCED is coming
into picture suddenly schedules are coming down.
ii. SRLDC clarified that during the testing period care would be taken to suspend
RRAS and SCED in coordination with NLDC.
iii. SRLDC requested NTECL to give prior intimation regarding the testing schedule
and SRLDC would request NLDC to disable SCED and RRAS w.r.t NTECL
during this period.
iv. SE(O) suggested that if NTECL & NTPC Simhadri are getting schedules
simultaneously they both can move ahead with testing. If not getting schedules,
one testing can be carried out at a time, in such situation NTECL is given priority.
v. DE, TSTRANSCO suggested that testing may be carried out in morning hours.
KPTCL also suggested the same.
vi. SE(O), SRPC suggested that if NTECL &Simhadri are not getting schedules
simultaneously, NTPC Simhadri can carry out the testing during 06:00 hours to
10:00 hours since TS is having more share from Simhadri. NTECL can carry out

the testing during 16:00 hours to 21:00 hours since TN is having more share from
NTECL.
B Conclusion
i. If NTECL & NTPC Simhadri are getting schedules simultaneously they can move
ahead with testing. If not getting schedules, one testing can be carried out at a
time, in such situation NTECL is given priority.
ii. As suggested by TSTRANSCO, NTPC Simhadri may carry out the testing during
06:00 hours to 10:00 hours since TS is having more share and NTECL may
schedule the testing during 16:00 hours 21:00 hours when TANTRANSCO (more
share) have more load.
iii. SRLDC requested NTECL to give prior intimation regarding the testing schedule
and SRLDC would request NLDC to disable SCED and RRAS w.r.t NTECL
during that period.
3.8Issues by changing technical minimum 257.8 MW to zero for
NTECL
a) NTECL vide E-mail dated 25.09.2020 (Annexure-3.8.A) had informed that it
was observed that SRLDC has withdrawn NTECL Vallur technical minimum
at 22:39:35 hrs in DC web page after initially maintaining technical minimum at
257.8 which led to reversal of schedules for block no's -53 to 66 ,74 to 88. In
revision 196,198 the SG of previous block also got changed. It was requested
that the withdrawal of assuring technical minimum schedule by SRLDC may
please be exercised for future blocks of the day.
B Deliberations/Conclusion
i. SRLDC informed that it was made inadvertently and will not be repeated.
ii. NTECL informed that even though beneficiaries are giving Technical
minimum if RRAS is coming to picture, schedule is going below technical
minimum.
iii. SRLDC informed that in new program of RRAS and SCED, technical
minimum schedules are being taken care, and schedules will not go below
technical minimum.
iv. NTECL may bring to SRLDC notice in real time if such issues arises
which will be intimated to NLDC and the generator whichever is running
with support of only one or two states will be excluded from RRAS
support.

3.9 Inclusion of 400 kV KKNPP-Tuticorin pooling station
transmission lines under loading issue
a) KKNPP vide their letter dated 18.09.2020(Annexure-3.9.A) had informed that
400 kV KKNPP-Tuticorin pooling station transmission lines – 1&2 (ACL13
&ACL 21) are very much under loaded as compared to 400 kV KKNPP-
Tirunelveli transmission lines (ACL 22 & ACL 23). This is resulting in increased
loading of 400 kV KKNPP-Tirunelveli transmission lines and leading to
deterioration of some switchyard components corresponding to these lines, like
joints and connectors. Also, it is observed that in case any of the 400 kV
KKNPP-Tirunelveli transmission line is taken out of service, the other one is
getting heavily loaded. This situation can lead to unwarranted line outages and
is detrimental to grid security.
b) An instance of switchyard connector failure in ACL23 400 kV KKNPP-
Tirunelveli line-1 occurred on 21.03.2020. The power flows through various
grid elements at KKNPP end at different stages of line outage and repair work
on that day also had been furnished by KKNPP.
c) It is requested that the issue may please be included in the upcoming OCC
meeting agenda and reviewed in detail for necessary solution.
A Deliberations
i. SE(O), SRPC intimated that this issue was discussed in 2nd
SRPC TP Meeting
and minutes are awaited. Some modification has been suggested such that three
lines would be available to Thirunelveli and one line to Tuticorin. He recalled
that two lines were shifted to Tuticorin on written request from KKNPP
pointing out reliability, and one line was extended to Madurai also for some
period of time.
ii. SRLDC informed that one of the line from KKNPP to Tuticorin PS will be
LILOed at Thirunelveli and three lines would be available to Thirunelveli and
one line to Tuticorin.
iii. SR II informed that power flow is more on KKNPP - Thirunelveli line since
the line length is less compared to KKNPP – Tuticorin line. The power flow is
reaching sometimes around 1460 MW also. Continuous high power flow is
affecting equipments and hot spots are observed.
iv. SRLDC informed that there is high loading of KKNPP to Thrunelveli line II
which is going to 1300 MW. Even during outage of this line, at 400 kV there

won’t be evacuation problem since lines are QUAD (capability 1700 MW).
But 220 kV side where KKNPP Tuticorin Auto and Sriperumbudur-
Kudankulam lines will trip immediately and 220 kV KKNPP side may go dead.
SRLDC had been requested to TANTRANSCO to address this issue by
radializing the loads accordingly.
v. TANTRANSCO stated that LILOing of KKNPP- TTPS pooling station at
Thirunelveli or restoring the Thirunelveli line only will help in over loading at
220 kV side.
vi. The forum suggested that SR II may seek separate approval from Standing
Committee and shifting of line can be done quickly and the problems will be
solved. Since bays and lines are available only some jumpering works are
required to be carried out.
vii. SRLDC informed that every line should be capable of carrying its thermal
limits on a constant basis to take care of N-1.
viii. KKNPP is requested to expedite the revival of KKNPP – Thirunelveli line – I
which is out from 21.07.2020.
ix. MS SRPC opined that evacuation from Nuclear Stations should be viewed
seriously. Four more Units are in pipeline at Kudankulam. He requested
PGCIL to take care of all such issues also while designing the lines. It is also
wind prone area.
x. On a query to MS SRPC that whether there is possibility of installing FSC to
address this issue, SRLDC informed that installing FSC cannot help in
addressing this issue. SR II stated that at direct evacuation system usually FSCs
are not installed.
xi. The suggestion of opening of two ICTs simultaneously by TANTRANSCO,
KKNPP informed that it is not possible according to the Norms(two power
supply at different voltage levels).
B. Conclusion
a) KKNPP is requested to expedite the revival of KKNPP – Thirunelveli line – I
which is out from 21.07.2020.
b) The forum suggested that SR II may seek separate approval from Standing
Committee and shifting of line can be done quickly and the problems will be
solved.

c) TANTRANSCO is requested to consider SRLDC suggestion of radialization
of loads to avoid overloading of 230 kV lines from KKNPP.
d) SRLDC informed that every line should be capable of carrying its thermal
limits on a constant basis to take care of N-1. Maintenance should be carried
out accordingly like attending the hot spots, jumpering etc.
3.10 RE potential and RE projects being implemented under
intra-state system in Southern Region
a) In the 1st SRPC-TP meeting held on 16.12.2019 it was noted that SRPC
secretariat would monitor the following:
i. RE projects being implemented under intra-state system in SR states.
ii. RE potential already developed in SR States.
iii. RE potential which could be developed at different location (connected to
ISTS/state grid) based on availability of land and other infra-structure in SR
states.
b) SRPC vide letters dated 10.03.2020, 19.05.2020 and 17.09.2020(Annexure-
3.10.A) had requested all the states to furnish the information. It is noted with
concern that only TSTRANSCO & KSEBL had furnished the details.
c) Second SRPC TP Meeting is scheduled on 01.10.2020.
Conclusion
All the states requested to furnish the information.
3.11 Implementation of Intra-State Reactive Power Accounting
a) Possibility of implementation of intra-state reactive power accounting in line
with ISTS may be discussed. Whether it could be extended to intra state
generators may be discussed.
A. Deliberations
i. SRPC stated that intra-state reactive power accounting in line with ISTS may
be implemented to take care of high voltages prevailing at present. State
GRIDCODE should be in line with IEGC as per Electricity ACT.
KPTCL: A note have been put up to higher management. Discussed
in KEGC review meeting also.

TANTRANSCO: Will be covered in SAMAST software. Note has
been submitted to TNERC, and TNREC has to notify the procedure.
KSEBL: Will be covered in SAMAST software.

SRLDC: State GRIDCODE should be in line with IEGC. Since
Regulations are not there at present, states are requested to approach
State Regulators.
3.12 Issue in downloading SG (Scheduled Generation) from
SRLDC website
a) NTECL vide E-mail dated 01.10.2020 & 05.10.2020 (Annexure-3.12.A) had
informed that auto updation in NTECL control room display getting
intermittently stopped due to master.csv file not updating in SRLDC server for
every revision . This is causing them to monitor every block SG by refreshing
web page.
b) In the Meeting CGM, SRLDC informed that they will look into the issue and
revert back.
3.13Persistent over drawal by SR Constituents on 19.09.2020
and 24.09.2020 which caused frequency to go below IEGC
band for considerable duration
a) SRLDC in their agenda submitted for 171st OCC Meeting, had noted the
with concern w.r.t the persistent over drawls by AP, TS, KAR & TN
(i) On 19-09-2020
- AP over drawl of 1013 MW at 49.66 Hz
- TS over drawl of 411 MW at 49.66 Hz
(ii) On 24-09-2020 at 49.64Hz over drawl of SR states as follows
- AP (243 MW), Karnataka (525 MW), TN (217MW) (iii) Southern states deviation for 19
th & 24
th September 2020 is attached
at Annexure-3.13.A
(iv) All constituents are requested to maintain their drawl close to
schedule in order to have secured grid operation.
(v) All states are requested to provide ADMS operation details along
with SOE and quantum of load relief provided by ADMS.

b) SRLDC vide letters dated 05.10.2020 (Annexure-3.13.B) had furnished
deviation in drawal by AP, TS, KAR & TN during 31st August 2020 to 27th
September 2020.
c) Subsequently SRLDC vide letter dated 08.20.2020 had taken up the issues
with States.
Deliberations
a) SRLDC expressed concern regarding the persistent over drawal by SR
constituents on 19.09.2020, 24.09.2020, 05.10.2020, 06.10.2020 &
08.10.2020 which caused frequency to go below IEGC band for
considerable duration in the evening peak. SRLDC was forced to do first
level of physical regulation by opening Munirabad ICT(KPTCL) on
08.10.2020 in the evening at low frequency. KPTCL approached SRLDC
and stated that this action will trip feeder which is incidentally feeding
Oxygen Plant and because of Covid, tripping of this feeder is not advisable.
SRLDC desired to know from KPTCL that how tripping of 400 kV ICT
caused tripping of 220kV or 110 kV line.
b) KPTCL informed that on 24th September variation in Wind generation
caused for over drawl. On 5th October 2020 solar variation attributed for over
drawl. On 4th solar generation was 1600 MW whereas on 5
th only 300 MW
solar was available. UPCL, YTPS and BTPS were not able to come on bar
citing technical issues. Generators are declaring DC and when schedules are
given not able to come up. Management has not given permission to RTM
provisions for purchase of power.
c) KPCL expressed concern regarding frequent change of MOD and RSD
messages affecting operation of KPCL Thermal Units. Even the situation
like all the RTPS units are also happening. He opined that at least one unit
availability of Thermal unit can address the issues.
d) APTRANSCO informed that on all occasions the major cause was variation
of actual wind generation w.r.t forecast provided QCAs. Variations in actual
compared to forecast varied from 600-1600 MW. Utilization of RTM was
also restricted by high prize/less quantum/zero quantum available.
e) TSTRANSCO informed that the overdrawals were caused mainly due to
unexpected climate changes and variation in demand w.r.t forecast. CGS
power recall also was restricted because of implementation of 7-8 time

blocks for schedule revision. He requested SRPC to address this issue to
CERC. The flexibility available with SLDCs are jeopardized. Had a meeting
with shift officials to address this issue.
f) TANTRANSCO informed that the overdrawals were caused mainly due to
sudden pick up of load and variation in demand w.r.t forecast. On 5thOctober
2020 there was a sudden demand pick up and simultaneous reduction of
wind generation which caused 1700 MW over drawl. Forecaster gave a
forecast of 3700 MW in the peak hour and actual wind generation realized
was 2800 MW. Immediately all the units at NTECL Vallur was brought back
from RSD.
g) All the states expressed regarding the difficulties faced by them in managing
LGB after implementation of 7-8 time blocks for schedule revision.
h) MS SRPC expressed concern regarding the huge overdrawal causing threat
to Grid Security despite of all commercial mechanism like DSM, sign
change violation etc in place. On a query of MS SRPC it was stated by
SRLDC that wind pattern in AP & Karnataka will be similar where as in
Tamil Nadu it will be different. MS SRPC requested all SLDCs to cooperate
with SRLDC for better grid operation. Also he emphasized the need of
improved RE& Demand forecasting for healthy grid operation. Generators
were also suggested to cooperate with SLDCs by sticking to their schedules
and bring back the units/increase or backing down of generation as per
instruction of SLDCs. The maintenance of generating units should be given
priority and needed to be carried out in time to keep the Units healthy such
that the units may be taken on bar whenever warranted.
i) SE(O), SRPC suggested that POSOCO may be approached to explore the
possibility of scheduling centrally scheduled RRAS/SCED to the defaulting
state specifically. In special circumstances where states are overdrawing
more than 500/600 MW this can be thought off. It needs some regulatory
modifications. Scheduling to the pool will not correct DSM whereas
scheduling to specific beneficiary will correct DSM. RRAS can correct the
frequency, deviation can be corrected only by schedule change.
j) SRLDC agreed to address this suggestion to NLDC.

k) SRLDC expressed concern regarding the non-availability of spinning
reserve, insufficient ADMS, high demand and RE forecast errors. SLDCs
are leaning on ISTS drawl for managing their LGB.
B Conclusion
l) All constituents are requested to maintain their drawl close to schedule in
order to have secured grid operation.
m) All states are requested to provide ADMS operation details along with SOE
and quantum of load relief provided by ADMS.
n) All generators are requested to cooperate with SLDCs by coming on bar
whenever schedules are given. All units should be maintained such that at
the needed time units can be synchronized immediately.
o) KPTCL is requested to seek permission from Higher Management to go for
RTM so that system operators will get flexibility.
p) SRLDC stated that in order to maintain the grid parameters within IEGC
band, it is imperative for each control area to restrict the drawl within
schedules at all times by ensuring appropriate proactive/real time measures
such as accurate weather/demand forecasting, RE forecasting/scheduling,
portfolio management, maintaining adequate spinning reserves in the
system, co-ordination for maintenance of evacuation lines from generating
stations, procurement of power through RTM, staggering of loads, ensuring
sustained availability of ADMS etc.
q) Forum suggested that the situation may be watched for coming few days and
if overdrawals are still not controlled to the limit, a separate Meeting would
be convened to address the issues.
r) SRLDC will take action as per Operating Procedure in place to control the
over drawals / under drawls.
s) SRPC suggested that POSOCO may be approached to explore the possibility
of scheduling centrally scheduled RRAS/SCED to the defaulting state
specifically. It needs some regulatory modifications. Scheduling to the pool
will not correct DSM whereas scheduling to specific beneficiary will correct
DSM.
t) SRLDC agreed to give the feedback to POSOCO in this regard.

4. Follow up issues
4.1 Scheduling modalities during primary frequency response
testing of generators as per IEGC 5.2.g
a) As decided in the 170th
OCC Meeting, a meeting was held between SRPC &
SRLDC to on 14.09.2020 to discuss on the scheduling/accounting issues.
b) The following procedure is recommended during primary frequency response
testing:
1. ISGS Generators: The primary frequency response testing is the
mandatory requirement as per as per Indian Electricity Grid Code
Clause 5.2(g). Hence, generating station has to ensure the schedule
required for testing at different power levels in coordination with
beneficiaries.
2. IPPs and Merchant Generators: The primary frequency response
testing is the mandatory requirement as per as per Indian Electricity
Grid Code Clause 5.2(g). Hence, generating station has to ensure the
schedule required for testing at different power levels through states
LTA requisition, Day-ahead market and Real Time Market.
3. For generators which do not get full schedules or units are taken under
RSD, it was felt that the testing should be undertaken in peak months
i.e December-May period
4. The primary response testing is same as other testing like PG test etc,
which will not require extra compensation or deviation suspension.
Account would prepare as per the existing regulatory provisions.
5. There is requirement of part load operation at 80% and 65% loading.
The blocks of testing (80%/65%) will not be considered for part load
compensation both for generator and beneficiaries. The information
will be communicated by SRLDC to SRPC in mutually agreed format.
6. The testing schedule should be intimated to beneficiaries at least 7 day
ahead of the testing day by the testing agency/generating plant.
7. In every month OCC meeting, the testing schedule can be discussed for
generators which are going to be tested in the subsequent month and

concurrence may be taken from all constituents. The request would be
put forth to the OCC by concerned generator. Once the concurrence is
taken:
ISGS Generators: Schedule as agreed in Test would be ensured by
SRLDC for the applicable blocks.
IPPs and Merchant Generators: Schedule would be ensured by
respective generator.
8. The testing agency has to ensure all measures to avoid unit tripping
during testing. In case of Unit tripping during testing, which is
attributable to the testing will be dealt suitably after discussion in
appropriate forums on case to case basis.
The following were noted in the Meeting:
a) As decided in the 170th OCC Meeting, a meeting was held between SRPC
& SRLDC to on 14.09.2020 to discuss on the scheduling/accounting issues
and a procedure is recommended during primary frequency response testing
which needs OCC approval for implementation.
b) There was no comments from any entities and the forum approved the
procedure for implementation.
4.2 Declaration of High and Low demand seasons of Southern
Region for 2021-22
a) In the 170th
OCC meeting it was requested that observations/queries, if any on
procedure may be communicated to SRLDC within one week as SRLDC need to
declare the High/Low Demand Season by end of September 2020.
b) Accordingly SRLDC had declared High Demand season period of three months
in a year as April 2021, February 2022& March 2022and Low Demand season
(period of 9 months in a year) as May 2021 to January 2022.
In the Meeting OCC forum noted the same.
4.3 Providing SCADA data on Dual Channel & Voice
communication on VoIP(Voice over Internet Protocol )
a) SRLDC vide letter dated 28.08.2020had highlighted the importance of
availability of dual redundant data channels from field (wind/solar plants) to
SRLDC REMC.

b) SRLDC had informed that SRLDC had taken up with APSPCL& KSPDCL
regarding the need for dual redundant data channels from field to SRLDC
REMC. The Nodal Officers identified for communication regarding the issues
were also requested.
c) APSPCL had informed that they have furnished the information on 11.09.2020.
SRLDC informed that they will check the information and anything further
required would be sought accordingly.
d) KSPDCL had informed that the work of Supply and Commissioning of
Telemetry and Metering Gateway in 8 nos of 220 kV substation in Pavagada
Solar Park is awarded to M/s GET&D India Ltd vide letter dt.04.01.2020. The
drawings related to Telemetry and Metering Gateway in 8 nos of 220 kV
substations is approved by SEE, SCADA, KPTCL vide letters dt.07.4.2020 and
04.07.2020. The firm has requested to arrange for online inspection and it is
proposed to have online inspection along with assistance from SEE, SCADA,
KPTCL 14/16.09.2020. The SPDs have confirmed integration of their
equipment upto Inverter level with the SCADA installed inside their poling
substation.
The following were noted in the meeting :
i. SRLDC informed that VoIP is provided by two wind stations one at Tuticorin
and Betham. APSPCL had informed the Nodal officers details, others yet to
submit.
ii. KSPDCL had informed that all Telemetry had reached the site. All the material
supplied. Works will be started by next week and would be completed by next
month.
iii. APSPCL informed that upcoming developers have new IP phones and other
developers also requested to have the VoIP/dual channel availability. SPDs also
have been informed and they are ready to get new IP phones.
4.4 Communication related issues
a) As per Communication Regulations, 2017, from each RTU locations, dual path
communication availability is to be provided to RLDC and back up RLDC
exclusively. After deliberations in the 170th OCC meeting it was suggested that
a team of members from SRLDC, SR I, SR II, SRPC & concerned States may
check the dual communication path availability to Main & Back up SRLDC. As
far as possible physical redundancy may also be examined.

b) Accordingly SRPC vide letter dated 18.09.2020 (Annexure-4.4.A) had
requested SRLDC to kindly nominate their team leader and member and initiate
to seek nominations from other members to constitute Audit Team. SRPC has
nominated Mr A Kesavan, EE, & Mr. Bharat Kumar, AE as members of the
Audit Committee.
The following were noted in the Meeting:
i. SRPC, SRLDC, SR I, KPTCL & TSTRANSCO had furnished the nominations
for Audit team. APTRANSCO informed that nominations are furnished to
Management for approval.
ii. TANTRANSCO informed that they have informed communication wing and
will furnish the details shortly.
iii. SR II informed that they have requested ULDC team to nominate the officials.
iv. APTRANSCO informed that names are identified and will furnish within
couple of days.
v. APTRANSCO, KSEBL, TANTRANSCO & SR II are requested to furnish the
details.
4.5 RSD issues
a) A Meeting in this regard was convened on 19.08.2020 and 03.09.2020 through
WebEx VC. It was agreed that the RSD proposal (except Para IV and Para V (f)
to (l)) would be implemented in SR. Para IV and Para V (f) to (l) would be
implemented on Trial Basis for two months. Beneficiaries (including PGCIL,
Goa and Odisha) are requested to give concurrence for trial of two months.
b) It is noted that TSSLDC vide letter dated 24.09.2020(Annexure-4.5.A), KSEBL
vide letter dated 25.09.2020 (Annexure-4.5.B) &Goa vide mail dated
17.09.2020 (Annexure-4.5.C) had intimated their concurrence for two months
trial operation.
c) SR II, PGCIL vide E-mail dated 08.10.2020 (Annexure-4.5.D) had
communicated their concurrence for implementation of new RSD procedure on
trial basis for two months.
d) Puducherry vide letter dated 09.10.2020(Annexure-4.5.E) had communicated
their concurrence.
The following were noted in the Meeting:

vi. AP, TN, KAR, & SR II are requested to furnish the option at the earliest.
I. Subsequently TANTRANSCO vide letter dated 29.10.2020(Annexure-4.5.F)
had given concurrence for two months trial operation and Orissa vide letter
dated 13.10.2020 (Annexure-4.5.G) had communicated their concurrence for
implementation of new RSD procedure on trial basis for two months.
4.6 400 kV Hoody–Yelahanka&400 kV Hoody–Nelamangala
shutdown
a) The lines had been taken out on 05.03.2020.
b) In the 170th OCC Meeting, SR II had informed that the lines would be restored
by end of September 2020 (around 26th
).
c) SR II, PGCIL vide e-mail dated 06.10.2020 (Annexure-4.6.A) had furnished
the latest status of construction of 400 kV Pavagada-Devanahalli line in the
corridor of 400kV Hoody-Yelahanka and 400kV Hoody-Nelamangala lines.
The lines are expected by 20.10.2020.
In the Meeting the following were noted:
i. 400kV Hoody-Yelahanka and 400kV Hoody-Nelamangala lines are
expected by 20.10.2020
ii. SR II informed that Pavagada - Devanahalli line will be commissioned by
October end.
4.7 Expediting commissioning of AC transmission lines
emanating from Pugalur HVDC station
MOM of 171st OCC Meeting held on 09.10.2020
NLDC vide letter dated 10.07.2020 had expressed concern regarding delay in
commissioning of AC transmission lines emanating from Pugalur HVDC station.
NLDC had requested PGCIL, SR II that in order to improve the system at Pugalur
end and facilitate evacuation of power to the tune of 3000 MW (bipole capacity)
from Pugalur end, the completion of balance works of 400 kV Arasur and
Edayarpalyam lines from Pugalur HVDC station may be prioritized and
commissioning of these lines may kindly be expedited at PGCIL end.
In the Meeting SR II had furnished the following schedule:
a. 400 kV Pugalur - Arasur D/C: Commissioned.
b. 400 kV Pugalur - Edayarpalyam D/C : December 2020.
c. 400 kV Pugalur – Thiruvalam D/C: December 2020.
4.8 LC Oscillation / resonance during single phase Auto-
enclosure in over-compensated Transmission lines
The following were noted in the OCC Meeting:
i) SRLDC had informed that the proposal had been referred to CTU and
they are studying the same.
ii) SR II informed that they received permission from Corporate to
implement the scheme at SPDR – CTR.
iii) SR I informed that they have discussed with APTRANSCO(CE, Power
system) and this week end and works would be taken up to implement
the scheme at NPK-HPR.
4.9 Replacement of D 20 RTU with D400 RTU
a) The following were noted in the Meeting:
i. NLCIL TS II &TS I Expansion had confirmed that the concurrence has been
given to PGCIL in this regard. PO had been issued by PGCIL.
ii. KKNPP had earlier agreed for the replacement and concurrence needed to
be given to PGCIL.
iii. KGS concurred for the replacement and concurrence would be submitted to
PCCIL.
iv. MAPS (not present in the Meeting) is suggested to give concurrence to
PGCIL(else they needed to ensure the data availability themselves).
b) Subsequently KGS vide letter dated 27.10.2020(Annexure-4.9.A) had
communicated the concurrence to PGCIL.

4.10 Non-reporting of real time data of KTS-VI (Telangana) &
MTPS Stg-III (Tamil Nadu)
The following were noted in the OCC Meeting:
i. KTS-VI (Telangana): TS informed that material is expected by 10.10.2020.
Issues would be solved by next week.
ii. MTPS Stg-III (Tamil Nadu): TANTRANSCO informed that the issue is with
DCU which was under R & D period. R & D period is over and new tender has
been called. Tender opening is planned by October end.
4.11 Covid -19/Emergency control room operation
All the entities were suggested to maintain Emergency Control Rooms.
4.12 URTDSM project
The following were noted up to 170th
Meeting of OCC
a) Training
i. AP, KAR and KER had furnished the details of officials/modules for
the online training.
ii. TS, TN and Pudu stated that the training was required and they would
furnish the training requirement.
iii. SR I/SR II agreed to initiate action in this regard. iv. PED vide mail dated 29.09.2020 (Annexure-4.12. A) had have
informed that Puducherry Electricity Department, is not part of the
URDTSM Project and hence there is no nomination for the proposed
training in URDTSM from Electricity Dept, Puducherry.
v. TSTRANSCO vide E-mail dated 01.10.2020 (Annexure-4.12.B) had
informed that they require online training for analytical software and
PMU data based applications like LSE, stability issues like oscillations
identification, Eigen values computation(matrix pencil method) and
Relay vulnerability etc.. The details of officers nominated for training
also had been furnished.
vi. KPTCL vide E-mail dated 30.10.2020 (Annexure-4.12.C) had
intimated the following:
vii. The data reporting to PDC from the PMU’s commissioned in KPTCL
and Central Sector stations in Karnataka is taken through IEC 60870-
5-104 protocol from OSM Server to KPTCL SCADA system and
being used as standby data for SCADA. The PMU data is helping
greatly for fault analysis.

viii. However, the SLDC operators team to be trained on usage of PMU
data. Regarding Analytical Application, training needs to be given for
better usage.
The following were noted in the Meeting:
a. AP, KAR, TS and KER had furnished the details of officials/modules
for the online training. Puducherry have informed that PED is not part
of the URDTSM Project and hence there is no nomination for the
proposed training in URDTSM.
b. TN is requested to furnish the details.
c. SR I informed that project is monitored by SR I but all the trainings
are arranged from Bangalore, SR II and would be carried out
according to the provisions in the contract.
b) URTDSM Phase – II Requirement
It was noted that AP, TS, KER& TN had furnished the requirements.
The following were noted in the meeting
i. It was noted that AP, TS, KER & TN had furnished the requirements.
ii. SRLDC had stated that OF communication availability at the
identified locations was to be confirmed by PGCIL. SR II suggested
for a separate meeting in this regard.
iii. A VC meeting would be called separately to discuss regarding the
requirements/ communication availability at identified nodes.
c) URTDSM Phase-I project
i) PGCIL, SR II(RTAMC) had requested to provide an operational
feedback regarding Phase-1 project which shall be submitted with
URTDSM Phase-II proposal.
ii) SRLDC vide communication dated 06.10.2020 (Annexure-4.12.D) had
furnished the operational feedback of the URTDSM Phase I. SRLDC had
suggested that it is desirable to include real time analytical applications
for enhancing efficiency and reliability of the grid operation in Phase II
of URTDSM Project. It would be better to consult real operators at
National, Regional and State levels for ascertaining the real time grid
requirements.

4.13 Non availability of OPGW on NTECL - North Chennai
lines (since October 2019)
In the 170th OCC Meeting, TANTRANSCO had intimated that works may be
completed in 2 months’ time (by 15th October 2020) (delayed due to Covid-19,
material allotted to contractor).
The following was noted in the meeting
TANTRANSCO intimated that allotment had been given to EE, Operation,
Manali. Works will be taken up.
4.14 Schedule fixation methodology adopted in SR
a) A web meeting on schedule fixation methodology adopted in SR was held on
15.05.2020. MoM issued on 22.05.2020 is available at SRPC website.
Advantages and disadvantages in the existing methodology in SR and other
regions were analyzed. After deliberations it was requested to beneficiaries to
revert back on their choice. Majority of constituents (KPTCL confirmation
awaited) agreed for adopting all India schedule fixation methodology in
Southern Region. SRPC Forum had suggested to SRLDC to take up the All
India methodology for Schedule fixation in SR.
b) SRLDC vide their mail dated 05.10.2020 had informed that SRLDC has taken
up with the developer for implementation of the above and required changes
were incorporated in the Web Based Scheduling program (WBES) w.e.f 00:00
hours of 20th September 2020. Communication sent to constituents and SRPC
in this regard is at Annexure 4.14.A.
1. The following changes were carried out in WBES:
i. RRAS will be dispatched one block at a time, after gate closure and RTM,
similar to triggering of SCED.
ii. SCED and RRAS will be dispatched simultaneously, 28 minutes before
start of the dispatched block, as opposed to 13 minutes now.
iii. Technical Minimum support through RRAS may be provided by
RLDC/NLDC operator as per requirement. The RRAS Technical
Minimum support will be visible 28 minutes before the start of the
dispatched time block, one at a time.
iv. In case the RRAS and SCED is not visible 5 minutes before the start of
the Dispatched Time block and the Ramp violation is due to RRAS/
SCED, the generators shall call and inquire from the SRLDC operator.

v. States may note SR ISGS Ramp Fixation (one step fixation) in line with
our Regions as per the OCC discussions.

4.15 Advisory on Spare Parts Management in Thermal Power
Plants
a) CEA vide letter dated 07.02.2020 has brought out "Advisory on Spare
Parts Management in Thermal Power Plants"(follow up action by CEA
on the Meeting held on 01.08.2019). The same is available at SRPC
website and also at CEA website.
b) Meeting in this regard was held on 24.06.2020 (State sector) and on
30.06.2020 (ISGS / ISTS).
All GENCOs were requested to take action for compliance of the
dvisory and furnish the details to SRPC.
4.16 Installation of PMUs/shifting of PMUs
The following was noted in the Meeting:
i. Trichur& Pugalur: SR II informed that two numbers of PMUs at
Pugalur have been installed and are reporting to SRLDC. The Order had
been placed on M/s GE and the supply is yet to be received (delayed due
to Covid).
ii. Narnoor, Mahboobnagar, Vemagiri to KTS VII (PST) &Vemagiri to
Ramadugu (LI): SR-I informed that M/s GE has submitted the drawings.
APSLDC & TSSLDC had approved the drawings and GE has to supply
the materials. APSLDC & TSSLDC were requested to coordinate in this
regard with GE. Placing Order is Powergrid’s responsibility, and further
coordination is to done by AP & TS.
iii. Trichy & Udumalpet STATCOMs 33 kV integration: SR-II informed
that Type Test is under progress. Cable would be dispatched by 15th
September 2020.
4.17 Upcoming Inter-Regional Links – Progress monitoring
TSTRANSCO vide letter dated 07.03.2020 had desired close monitoring of
two major upcoming inter-regional links in the OCC Meetings.

i. SR II informed that Pole I is commissioned 06.09.2020 and at present

4.19 Automatic Generation Control (AGC) implementation in
India
As per CERC Order dated 28.08.2019 all ISG stations whose Tariff is
determined or adopted by CERC should be AGC-enabled before 28th February
2020.
The following was noted in the Meeting:
i. NLCIL: ABB had given the work schedule for commissioning. Works
would be started by 12th
October 2020 and they have ensured that works
would be over by October end.

ii. NTECL: Panel had been received. Commissioning will be carried out by
mid-November 2020.
iii. NLC TS II - Exp: One channel testing is done while other channel
testing is pending. Testing would be done before commissioning of the
equipment.
iv. NTPC: AGC was being taken at Organization level (jointly for all the
stations).Order is placed on M/s ABB with completion schedule of Dec
2020. Individual stations were in touch with M/s ABB. Works are
moving as per schedule. Talcher may be slightly delayed due to Covid
issues.
v. NTPL: Material received on 22.06.2020 from vendor(ABB). Erection
and commissioning would be completed before 31st October 2020. SR
II informed that OPGW stringing and panel erection are over. Next week
commissioning can be carried out.
vi. NNTPP: SR II had confirmed that works are over.
4.20 AGC at state Level- Pilot Project identification &
Implementation
The following was noted in the OCC Meeting:
i. Andhra Pradesh (APGENCO: earlier Krishnapatnam): APTRANSCO
mentioned that in addition to Krishnapatnam they are planning for AGC at
VTPS, RyTPP, Upper Sileru& Lower Sileru. They have approached
APERC with the proposal. Concurrence from APERC is awaited.
ii. Karnataka (KPCL: Sharavathy-100 MW / Varahi-80 MW): KPCL
informed that works would be completed by December end at
Sharavathi. Varahi would be taken up subsequently.
iii. Kerala (KSEBL: Kuttiadi -50 MW & Idukki): KSEBL informed that
Kuttiadi comes under must run unit, at present and AGC is disabled. SRPC
requested KSEBL to put back the unit if it is not under Must Run status. At
Idukki, dedicated communication channel is required (FO to be laid) and it
will take couple of months to complete the works. For AGC on regular basis
Regulator has been approached.
iv. Tamil Nadu (TANGEDCO: North Chennai Stage-II-60 MW and
MTPS Stage II-60 MW each):TANGEDCO informed that
communication has to be established from NCTPS Stage II and MTPS to
MOM of 171st OCC Meeting held on 09.10.2020
SLDC. One more meeting was carried out with KSEBL on 30.09.2020.
Implementation will take another two to three months.
v. Telangana (TSGENCO: Kothagudem E-132 MW downward):
TSGENCO informed that the supply is expected by 10.10.2020.
Communication availability had already been tested.
vi. NP Kunta AGC: Will be informed later by SRLDC.
4.21 Insulator replacement in Sirsi-Guttur section of Kaiga -
Guttur
KPTCL had informed the retendering has been carried out on 29.07.2020 for
55 numbers of long rod Silicone insulators (to replace existing disc insulators).
Retendered on 29.07.2020. Evaluation completed. Approval awaited from
CEE Tz Bagalkot.
4.22 Rectification of OF cable between EDC to HAL
KAR SLDC had informed that the issue had been flagged to Director
(Transmission), KPTCL. CE Transmission Zone is seeking approval from
BBMP etc. SLDC is following up the issue.
4.23 Daily Load Forecasting by SLDCs
a) In the Meeting, SRLDC had presented the load forecast error (forecast
Vs actual demand) for the month of September 2020which is at
(Annexure-4.23.A)
b) It was noted that in the 170th
OCC Meeting, MS SRPC had requested
SRLDC to project Demand and Energy consumption curve from
171stOCC Meeting onwards with a comparison with last year same
month data. SRLDC is requested to project the same from next OCC
Meeting onwards.
4.24 Renewable forecasting
a) All states had been requested to furnish the implemented forecast, day
ahead forecast & actuals also (before 5th
of every month). It was noted
that this data was being sought by higher forums and other entities.
b) In the Meeting it was requested to SRLDC that in the 172nd
OCC
Meeting the analysis for September and October 2020 may be
presented.

4.25 Status of Implementation of the revised FGD
Installation/ESP Up-gradation Plan
a) CEA/MoP is seeking updated information in respect of implementation of
revised FGD installation/ ESP Up-gradation Plan and the regular updated
may kindly be furnished.
b) Units need to necessarily comply with norms, as per CPCB timelines
and changes thereof. This is a monitored activity by Hon’ble Supreme
Court and also by Government.
c) TANTRANSCO had furnished (Annexure-4.25.A) status of
implementation of the revised FGD installation/ESP up gradation plan.
The forum requested the concerned to comply with norms, as per
CPCB timelines and changes thereof. Since the activity is monitored
by Hon’ble Supreme Court / Government.
4.26 PSP- daily Demand and Consumption pattern
a) CEA had sought daily Demand and Consumption pattern and the reasons
for significant variations w.r.t last year and past few days. The format in
this regard has been communicated to States and SRLDC by mail dated
21.04.2020 by SRPC.

ii. A meeting would be called in November end to analyze the reports.
iii. All GENCOs to complete PSS Tuning/SRT wherever due.
iv. GENCOs to take action as per the Minutes of the 7th
PSS Meeting.
4.29 TSTRANSCO request for GIS details of SR I Lines.
i. TSTRANSCO requested GIS coordinates of Towers. For planning future
lines also this is very much required.
ii. SRPC suggested that PGCIL & TSTRANSCO to coordinate mutually in this
regard.
4.30 Request from SRLDC to give information of Nodal
officers
SRLDC informed that new POC will be implemented shortly. All DICs
(individually) are requested to furnish the details of Nodal Officer who can
change the data in Web Based Applications for making the Base Case. All ISG
Stations, IPPs & State Generators are requested to furnish the details at the
earliest.
4.31 Action Plan for Commissioning the work of Shifting of
Control and Protection for 400kV Mysore 1- Tie-Bidadi 1
(Dia 1) and Mysore 2- Tie-Bidadi 2 (Dia 2) at 400kV
Receiving station Nelamangala.
a) KPTCL vide E-mail dated 07.10.2020 (Annexure- 4.31.A) had forwarded
the Action Plan for Commissioning the work of Shifting of Control and
Protection for 400kV Mysore 1- Tie-Bidadi 1 (Dia 1) and Mysore 2- Tie-Bidadi
2 (Dia 2) at 400kV Receiving station Nelamangala. The action plan is planned
from 12.10.2020 to 06.11.2020.
b) Request communication(05.10.2020) for shutdown to KPTCL from TL &
SS Division, Nelamangala is at (Annexure- 4.31.B)
c) Minutes of the Meeting held between M/s KPTCL & M/s PGCIL at 400 kV
receiving station at Nelamangala on 03.10.2020 is at Annexure- 4.31.C
MOM of 171st OCC Meeting held on 09.10.2020
The following were noted in the Meeting:
i) KPTCL informed that there won’t be any load interruption and requested for
Shutdown approval. The request was submitted to SRPC in mid review
approval.
ii) SRPC informed that since there was some issue in the program SRPC/
SRLDC couldn’t receive the request.
iii) SE (O), SRPC requested KPTCL to request for shut down may be submitted
in coordination with SRLDC.
5 For Information of the OCC
5.1 Test synchronization of Gas Turbine Generator of YCCP
(1x370) MW to 220 kV Grid
a) KPCL vide letter dated 21.09.2020 (Annexure-5.1.A) had informed that it is
proposed to synchronize the 236.82 MW Gas Turbine Generator and 133.225
MW Steam Turbine generator of YCCPP to 220KV Grid in two phases. As
the intensive testing of 236.82 MW Gas Turbine Generator is successfully
completed, it is planned to test synchronize the unit to 220KV grid through
Generator Circuit Breaker (GCB) on 28/09/2020in the first phase. The unit
will be loaded around 20 to 25MW for 30minutes to observe the critical
parameters of the Machine.
b) In the Meeting KPCL informed that it was planned to test synchronise the
YCCP Gas turbine Generator (370 MW) on 02.10.2020. Pre-Commissioning
works under progress and at 3000 rpm, Turbine tripped on protection and a
freak fire accident occurred in Gas Turbine cubicle at around 3.00.Hrs. The
fire was immediately extinguished. Further Route cause analysis,
investigations and modification works under process. Further date of test
synchronization will be informed later.
5.2 Preparedness for North-East Monsoon
a) TNSLDC vide their letter dated 24.09.2020 (Annexure-5.2.A) had given
instructions to all concerned wings that necessary preventive maintenance of
all the substation equipment and associated lines have to be taken up
immediately.

5.3 Stakeholder consultation for finalization of transformers /
associated bays under TC/ACC/NC-RE/other components
i. CERC vide notification dated 04.05.2020 has issued the Central Electricity
Regulatory Commission (Sharing of Inter-State Transmission Charges and
Losses) Regulations, 2020. As per the Regulations, the yearly transmission
charges are to be recovered under four heads:
a. National Component
b. Regional Component
c. Transformer Component
d. AC Component
ii. Guidelines regarding classification of transmission system elements under each
of the above four components have also been given in the above regulations. As
per the regulations,
a. Transformer Component for a State shall be borne and shared by the drawee
DICs located in the concerned State in proportion to their Long Term Access
plus Medium Term Open Access.
b. The treatment of transformers used for drawl requirement of more than one
State has been included in the 2020 Sharing Regulations as
follows: “transmission charges shall be apportioned to each State in the ratio
of number of feeders from such transformer for each State”.
c. Further, transformers used for evacuation of power (non-RE) shall be
included under AC-System Component while those used for evacuation
of RE power shall be included under NC-RE component.
d. The details of transformers (including associated bays and downstream bays
such as 220 KV bays wherever constructed as part of ISTS) to be included
under Transformers Component are to be worked out by CTU after
consultations with stakeholders.
iii. CTU vide E-mail dated 07.10.2020 had furnished the list of transformers and
downstream bays (both under RTM & TBCB). Same has also been uploaded on
CTU webpage at https://webapps.powergrid.in/ctu/u/default.aspx. It is
requested that observations/comments, if any, on the above proposal may be
forwarded to CTU latest by 20/10/2020 so that they can proceed further. In case
of non-receipt of observations/comments by 20/10/2010, it shall be inferred that
the entity is in agreement with the proposal.
The following were noted in the Meeting:
I. All stake holders are requested to vet the data and revert back to CTU.

II. TSTRANSCO had informed regarding some data non availability of
Regional Component and National Component Data. They requested for
ISTS lines which is being included in AC Component.
III. SRPC suggested TSTRANSCO to communicate CTU directly with a copy
to SRPC so that SRPC will also furnish the same to CTU.
5.4 From MNRE side the following could be noted:
i. Association of Renewable Energy Agencies of State (AREAS) proposes
to promote innovative Decentralized Renewable Energy (DRE) solutions
for rural livelihood applications through financial assistance. Accordingly
proposals are invited from innovators, technology developers,
manufactures etc. that have developed and demonstrated innovative DRE
solutions for different rural livelihood applications. The proposals needed
to be sent by 19.10.2020.
ii. Has published Revised list of Models and Manufactures (RLMM) as on
30.09.2020.
iii. The Government of India, Department for Promotion of Industry and
Internal Trade (DPIIT) issued Public Procurement (Preference to Make
in India), Order 2017 for encouraging 'Make in India'and promoting
manufacturing and production of goods and services in India with a view
to enhancing income and employment. Further, DPIIT vide order No.P-
45021/212017-PP (BE-Il) dated 4th June, 2020, have issued the revised
Public Procurement (Preference to Make in India) Order 2017. Further
MNRE had released new Order dated 23.09.2020.
iv. MNRE vide Resolution dated 25.09.2020 had notified Amendments to the
Guidelines for Tariff Based Competitive Bidding process for
procurement of Power from grid connected Solar Power Projects.
v. MNRE vide Corrigendum dated 28.10.2020 had extended date of
submission of bids up to 22nd
October 2020 w.r.t .“Developing a Long-
Term Vision, Implementation Plan, Road Map And Institutional
Framework For Implementing “One Sun One World One Grid”, dated
27.05.2020“
vi. Invitation for Expression of Interest (EOI) for installation of innovative
solar pump. Ministry of New and Renewable Energy (MNRE) has issued
Guidelines for promoting innovative solar pumps vide OM of even number
dated 22.06.2020. These guidelines are applicable for all Indian

innovators/manufacturers/service providers, who wish to include
innovative stand-alone solar pumps technologies/models under Schemes
operated by the MNRE. MNRE had invited
innovators/manufacturers/service providers to submit expression of
interest to participate in the above-mentioned scheme for promotion of
innovative solar pump technologies.
vii. MNRE had calledInvitation for Expression of Interest (EOI) for
conducting evaluation of Off-grid and Decentralised Solar PV
Applications Programme Phase-III.
5.5 From MOP side the following could be noted
i. MoP vide notification dated 01.10.2020 had published Draft Electricity
(Change in Law, Must Run status and other Matters) Rules, 2020. These
rules are proposed for pass through in cases of Change of Law and
compensation to RE generators for loss of generation due to non-
scheduling by the procures/intermediary procurers. The comments are
requested by 22.10.2020.
ii. Draft SBD- Guidance Note to SBDs for Privatization of Distribution
Licensees : The Ministry of Power had issued the Standard Bidding
Documents (SBD) for encouraging and supporting acceleration of Private
Sector Participation (PSP) in power distribution utilities across the
country.
5.6 UPCL vide E-mail dated 07.10.2020 (Annexure- 5.6.A) had submitted the point
wise compliance of OCC Agenda issues w.r.t UPCL. It is requested to all entities to kindly furnish the updates on each agenda item before the OCC Meeting so that time may be utilized for deliberations on the serious issues.
6. Outage Proposals/LGBR
6.1 Monthly Review of Maintenance schedules of ISGS :
a. (i) All the Generators were requested not to revise their AMP frequently
unless otherwise, if required, depending on that time Grid condition.
There are many revisions in the outage schedules for the maintenance of
various generating Units which could be seen from the following Table
No. 6.1.a and also multiple revisions in respect of the same Unit too.

Hence, MS, SRPC expressed concern on the frequent revision in
maintenance schedules and requested the Generators to avoid frequent
changes in the outage planning.

(ii). It can be seen from the Table No. 6.1.a that shut down of RSTPS
Unit 3 & 5 amounting to 700 MW have been further postponed by NTPC
in the 171stOCC. NTPC / NTECL were requested in the meeting to avail
all the maintenance schedules by Pongal / Shankranti.
b. NLC TS II 210 MW Unit 3 postponed : NLC TS II vide their mail
dated 26.09.2020 (Copy enclosed as Annexure No. 6.1.b) informed
that they were forced to shut down their Unit 3 on 25.09.2020 at 9:56
hrs, due to breakdown of ABG and their overhaul programme scheduled
for 23 days from 28.11.2020 to 20.12.2020 would be availed as OSD
during this forced outage period. In the meeting, it was informed that
unit would be revived on 17.10.2020.
c. Outage plan in respect of 800 MW Kudgi Unit 1 :
i. NTPC informed in the 170th
OCC meeting that maintenance schedule
of NTPC Kudgi Unit 1, which was planned earlier in 167 OCC to
avail during Oct-Nov, 2020, has been postponed indefinitely. They
also stated that the revised schedule would be informed after finalising
the same.
ii. In the meeting, NTPC informed that the outage will be availed during
June / July, 2021 only in respect of Kudgi Unit 1 and the Unit would
be available during the peak demand period of Southern Region.
d. Uncertainty in the outage plan in respect of NTPL 500 MW Unit 1 :
i. NTPL vide their letter dated 25.08.2020 (Copy enclosed as
Annexure No. 6.1.d) informed that M/s BHEL and M/s Dowell
Erectors could not carry out the overhaul approved in the 169th OCC
in respect of their Unit 1 to avail during 07.09.2020 – 11.10.2020 due
to covid-19 pandemic and hence they postponed the overhaul

programme. They also informed in the 170th OCC meeting that they
would inform their revised schedule after firming up with their OEM
and added that their Unit outage may be availed during Dec / Jan,
2021.
ii. In the meeting, it was informed by NTPL that Unit 1 outage would
be availed during 01.12.2020 – 04.01.2021 for 35 days. OCC Forum
requested to complete their maintenance outage as per the said
schedule and suggested them to postpone to June, 2021, if not
possible to revive the Unit 1 by 04.01.2021.
e. Postponement of 200 MW RSTPS Unit 3 :
i. NTPC informed vide their mail dated 08.09.2020 (Copy enclosed as
Annexure No. 6.1.e.i) that RSTPS Unit 3 maintenance schedule has
been postponed to 01/11 - 13/2 (105 days) due to mobilization issues
by BHEL / NGSL for R&M works of ESP and TG and confirmed the
same in the 170th
OCC meeting.
ii. KSEBL letter dated 15.09.2020 (Copy enclosed as Annexure No.
6.1.e.ii), expressed concern that the outage of RSTPS Unit 3 has been
postponed while the demand is likely to pick up by the end of January
and availability from CGS is crucial to meet the LGB for the States.
They also expressed concern that assembly elections are also due in
the next summer in several States, including Kerala.
iii. A letter in this regard, has been sent to NTPC by SRPC on 18.09.2020
(Copy enclosed as Annexure No. 6.1.e.iii) requesting them to avail
the outage by Pongal / Shanranti or to avail after the forthcoming
summer.
f. Aggregation of outage quantum during November / December, 2020
& Peak demand period of SR (January – March, 2021) due to
COVID -19 :
i. There were major changes in outage plan of generating units for the
FY 2020-21 due to men & material availability and other restrictions
on account of COVID-19. SRPC had expressed concern that outage
of generating units in SR during November / December 2020 which
got further aggregated to around 9,000 MW (includes Thermal,
Hydel, MPP/IPP) maintenance shut down whereas during October
2020, the total outage of SR Generating Units would be less than 2000

MW. SRPC further expressed concern that some outage of Generating
Units may get postponed to the SR Peak Demand period of January –
March, 2021.

ii. In 170
th OCCM (11.09.2020), it was observed that around 4500 MW
of outage of CGS units of SR would be availed during the period
November 2020 to January 2021 and the same was brought down to
4000 MW (Graph-1) in 171st OCCM. Therefore, all NTPC / NTECL
/ NTPL were requested in the 170th
and 171st OCC meeting to avail
and complete all the maintenance schedules by Pongal / Shankranti
(January, 2021).
iii. As per the outage planning of generating units in SR (Graph-2), it
was observed in the 171st OCCM that the possibility of availing
maintenance shutdown during October, 2020 could be explored. It is
a matter of concern that around 9,000 MW of outage during
November / December, 2020, around 5000 MW during January 2021
and 2000 MW (CGS) during February / March, 2021 have been
proposed against the outage of around 2000 MW originally planned
to avail during January / February / March, 2021 in SR.

g. Uncertainty in the outage plan in respect of 500 MW Talcher Unit 5
:
i. NTPC informed in the 170th
OCC meeting that maintenance schedule
of NTPC Talcher Unit 5, which was planned originally to avail during
27.05.2020 - 25.06.2020, has been postponed to avail during Dec /
Jan, 2021, after the revival of their Unit 6.
ii. NTPC informed in the meeting that the maintenance schedule of Unit
was under finalisation and would be informed shortly. OCC requested
NTPC to plan this shut down to complete by Pongal / Shantranti and
to submit their schedule at the earliest.
iii. It is a matter of concern that NTPC vide their mail dated 17.10.2020
furnishing 182nd
LGBR data for the period October, 2020 – March,
2021, informed that their Unit 5 has been scheduled to avail
maintenance shutdown during 25.12.2020 – 28.01.2021. The
possibility of postponing this outage to avail after forthcoming
summer may to be explored.
h. Postponement of 500 MW Talcher Unit 6 :
i. In the meeting, NTPC informed that shutdown of 500 MW Unit 6 of
Talcher would be availed from 04.11.2020 to 18.12.2020 as approved
in 170 OCC for 45 days. While SRPC requested NTPC to avail their

MOM of 171st OCC Meeting held on 09.10.2020
Unit 6 outage from 08.11.2020 – 22.12.2020, they informed that Unit
6 Boiler License is to renewed on 04.11.2020 and subsequently, vide
their mail dated 10.10.2020 (Copy enclosed as Annexure No. 6.1.h),
NTPC informed that the boiler license of the unit which is under
extension, is valid till 3rd
Nov-2020 and they are committed to take
the shutdown as per the plan as Govt of Odisha would not extend the
boiler license.
ii. TSTRANSCO requested to club Talcher Unit 6 outage along with
Talcher – Kolar Pole outage proposed from 19th – 21
st, December,
2020.
iii. NTPC was requested to avail either Unit 5 or Unit 6 maintenance
outage along with Talcher – Kolar Pole outage.
i. Postponement of 220 MW KGS Unit 1 of Kaiga Stage I & Unit 3, 4
of Stg II :
i. NPCIL informed vide their mail dated 05.10.2020 (Copy enclosed as
Annexure No. 6.1.i.i.a) that the maintenance schedule of their Unit 1
has been postponed from 22.11.2020 to February / March, 2020 as
discussed by them with their Head quarter and subsequently informed
vide their mail dated 12.10.2020 (Copy enclosed as Annexure No.
6.1.i.i.b) that Unit 1 would be availed during 15.02.2021 to
30.03.2021
ii. NPCIL informed vide their mail dated 08.10.2020 (Copy enclosed as
Annexure No. 6.1.i.ii) that the maintenance schedule of their Unit 3
has been postponed from 01.11.2020 – 14.01.2021 to 22.11.2020 –
01.02.2021 and subsequently confirmed vide their above said mail
dated 12.10.2020 that Unit 3 would be availed during 22.11.2020 to
02.02.2021. They had already informed vide their original Annual
Plan that Unit 4 would be availed for 10 days between October to
December, 2020 for the erection work of Generator Unit 3 and now
they have proposed vide their above said mail dated 12.10.2020 to
avail 15 days outage of Unit 4 from 01.12.2020 to 15.12.2020.
iii. It was noted in the meeting with concern that all NTPC / NTECL /
NTPL Generators were requested in the past OCC meetings to avail
and complete all the maintenance schedules by Pongal / Shankranti.
However, the action taken by NPCIL to avail during February /
MOM of 171st OCC Meeting held on 09.10.2020
March, 2020 will highly affect the LGB of SR as KKNPP Unit 1
would be also out in this period and the outage of 2000 MW in SR
during this period will further go up to 2400 MW during the overlap
period of the NPCIL Units.
iv. NPCIL was requested to review their decision to postpone the above
maintenance schedules and requested to complete by Pongal /
Shankranti 2021 as discussed in the earlier OCC Meetings or to avail
after May, 2021.
v. NPCIL assured in the meeting that they would ensure availability of
3 Units during Nov / Dec / Jan, 2021 and 2 Units during Feb / March,
2021.
j. Preponement of 500 MW Simhadri Stage I, Unit 2 due to turbine
shaft vibration :
i. It was noted with concern in the meeting that some of the Generating
Units of NTPC have been scheduled earlier than their original
maintenance schedule due to turbine shaft vibration issue.
ii. NTPC vide their mail dated 08.10.2020 furnishing 182nd
LGBR data,
informed that they would avail 45 days of maintenance due to turbine
shaft vibration issue in respect of 500 MW Simhadri Stage I, Unit 2,
which was not scheduled originally during the year 2020-21 and
already availed in July, 2019 for 33 days.
iii. Therefore, NTPC was requested in the meeting to analyse the causes
for the frequent turbine shaft vibration issues faced by their Units and
to come out with report.
k. The list of maintenance schedules of ISGS and MPPs proposed to avail
during the period of current month and next month period (October /
November, 2020) and postponed from these periods were mailed to
OCC Google Group on 04.10.2020 and reviewed in the meeting. The
approved list of maintenance schedules of ISGS and MPPs was mailed
to OCC Google Group on 12.10.2020 (copy enclosed as Annexure No.
6.1.k).

6.2 Processing of monthly outage proposals of Transmission Lines and Elements
a. The outages proposed for the month of November, 2020 in respect of
Transmission Lines and Elements proposed by other regions, State
Transmission Utilities, PGCIL and other transmission Entities were
processed and discussed in the Outage Coordination Meeting held on
07.10.2020 through WebEx.
b. The list of outages of Transmission Lines and Elements, approved in the
Outage Coordination Meeting, was uploaded in PWC Web portal as well
as in SRPC Website and mailed to OCC Google Group, also on 07.10.2020.
c. 400 kV Hoody – Yelahanka & 400 kV Hoody – Nelamangala Shutdown
i. These lines had been taken out by PGCIL SR 2 on 05.03.2020.
ii. KPTCL expressed concern on the delay and requested to complete the
restoration works on priority.
iii. PGCIL SR 2 informed in the meeting that these lines would be
restored by 20.10.2020. However, later it was informed that
restoration of these lines was postponed to 28.10.2020.
iv. PGCIL SR 2 was advised to avail the outage of their 400 kV Kolar –
Hoody Line proposed during 7,8 & 9th
Novemebr, 2020, only after
charging these lines.
d. Prolonged outage of 400 kV NCTPS Stage II – Vallur Circuit 1 :
i. The shutdown of 400 kV NCTPS StageII – Vallur 1 was taken on
19.03.2020 and was under prolonged outage due to problem in Earth
Switch.
ii. NTECL vide their mail dated 01.10.2020 informed that the line was
charged on 14.09.2020 within the fresh clearance due date 19.09.2020
and confirmed the same in the meeting.
e. 400 kV Pavagada - Devanahalli construction works :
i. SR II, PGCIL vide e-mail dated 06.10.2020 (Copy enclosed as
Annexure No. 6.2.e) had furnished the latest status of construction of
400 kV Pavagada-Devanahalli line in the corridor of 400kV Hoody -
Yelahanka and 400kV Hoody-Nelamangala lines. In the meeting, it was
confirmed by PGCIL that the lines are expected by 20.10.2020.

ii. However, it was informed later on 20.10.2020 that restoration of these
lines were postponed to 28.10.2020 as their work got delayed due to rain
and tower top painting work, which is under Aviation Zone, was under
progress.
f. Shutdown proposal of Talcher - Kolar Bipole :
i. PGCIL, SR II vide letter dated 06.10.2020 (Copy enclosed as Annexure
No. 6.2.f) had requested for shut down of Talcher - Kolar bipole from
19.12.2020 to 22.12.220 to carry out the stringing works of electrode line
for the diversion of crossing of upcoming M/s East Cost Railway line.
They stated that the tower erection were completed and the stringing
works of the electrode line at two locations (37-38, 39-40) are to be
carried out for which shutdown of both the poles are required.
ii. There was insulation failure of smoothing reactor of Pole I on
19.09.2020 due to heavy pollution at Talcher, which lead to forced
outage of Pole I. Hence they have planned to take up RTV coating of all
terminal station DC equipment at Talcher end during bipole shutdown
and further one more day shutdown is required for pole II to complete
RTV coating of Pole II DC equipment at Talcher end, as shown below :

6.3 Shutdown proposal for 400 kV Simhadri – Kalpaka Ckt 3&4 by APTRANSCO :
(a) APTRANSCO submitted their revised proposal vide their letter dated
01.10.2020 (Copy enclosed as Annexure No. 6.3.a) to avail outage
during November / December, 2020 in respect of the following lines :
(i) Simhadri – Kalpaka Ckt 3&4 : 23.11.2020 –
17.12.2020
(ii) Simhadri - NTPC Vemagiri_AP 1 : 20.11.2020 –
20.12.2020
(iii) 400 kV Kalpaka – NTPC Vemagiri_AP 1 : 20.11.2020 –
20.12.2020
(iv) APTRANSCO informed that the temporary modification
arrangement is to tie up 400 kV Kalapaka – Vemagiri and STPP –
Vemagiri (AP) by dismantling the jumpers at Loc.no.3/D,
providing cross jumpering near Loc.No.03 as done on Nov/Dec,
2018.
(v) They also stated that re loading of relay settings for the modified
Line and re-installation of SEM Meters will be done at the Panel in
Kalpaka SS, 2 Nos. of CBs at Vemagiri pertaining to STPP and
Kalpaka will be in off condition and after commissioning / charging
STPP – Kalpaka 3&4, STPP – Vemagiri and Kalpaka – Vemagiri
would be normalised back.
(vi) In the meeting, TSTRANSCO requested not to reduce their share
from Simhadri Stage I during the shutdown period and hence OCC
suggested that APTRANSCO would avail this outage during
Simhadri Unit 2 outage proposed from 20.11.2020 to 03.01.2021.
(vii) APTRANSCO also requested to concur cross jumpering
arrangement proposed by them from STPP Simhadri – Vemagiri to
Kalpaka – Vemagiri Line temporarily.
(viii) OCC Forum agreed to avail the said outage after Simhadri Unit 2 is
taken off bar on 20.11.2020 and requested APTRANSCO to
complete the tower installation works and to charge back the lines
before the Unit 2 is revived. The outage of 400 kV Simhadri –
Kalpaka Ckt 3&4 are to be availed in coordination with the
outage of NTPC Simhadri Stage I, Unit 2. Moreover, 400 kV
Simhadri - NTPC Vemagiri_AP 1 & 400 kV Kalpaka – NTPC

Vemagiri_AP 1 are also to be charged back with the original
configuration.
6.4 Opening of 220 kV Kadakola - Kaniyampeta line (Agenda No.3.15) :
a. 220 Kadakola - Kaniyampeta line outage for providing intermediate tower
in the forest area at sagged locations, proposed by KPTCL was taken up by
KSEBL with their higher level management and they requested KPTCL to
furnish the schedule of maintenance activities along with the timeframe so
that KSEBL can concur the shutdown.
b. KPTCL replied vide their mail dated 09.09.2020 attaching their letter dated
27.07.2020 and in the meeting confirmed that NIT for the said work was
issued on 27.07.2020 from CEE T&P. It was also informed that Technical
Bid opened on 29.08.2020 and tender under evaluation at CEE T&P.
Completion period would be 12 months from the date of award of Contract.
c. KSEBL agreed for the execution of intermediate tower installation works
and requested KPTCL to ensure the above timelines.
d. In the meeting, KPTCL was requested to submit their outage schedule vide
PWC Portal.
6.5 LGBR, Review LGBR & Outage Planning for the year 2021-22 :
(a) Annual LGBR & Demand and Energy Forecast for the year 2021-22
:
i. All the States / Generators / Transmission Entities were requested vide
letter dated 10.09.2020 to send data to SRPC by 31st October, 2020 in
the prescribed excel format to enable timely finalization of draft outage
planning for the year 2021-22 and to prepare draft LGBR for the year
2021-22.
ii. Very few Generators (TN Gas based Units, NTECL, HNPCL, NTPL,
NLC TS 1 Exp & NNTPP) had only submitted the data. In the meeting,
other Generators and Constituents were requested to submit the data.
iii. The Constituents were requested in the meeting to furnish month wise
Demand and Energy Forecast for the year 2021-22 on top priority.
SRPC has prepared State wise Demand and Energy Forecast for the year
2021-22 (Copy enclosed as Annexure No. 6.5.a.iii). In case of more

deviation in their forecast, constituents may please furnish the reason for
additional / less consideration also.
iv. The Constituents / States / Generators were also requested in the meeting
to furnish annual maintenance schedule in respect of Generating Units,
Transmission Lines and Elements for the year 2021-22 on top priority.
(b) Quarterly Review of LGBR :
i. The Review LGBR (182 LGBR) for the period October – March,
2020-21 has to be prepared by SRPC. All the Constituents were
requested in the 170th OCC Meeting to submit their LGBR data along
with the revised maintenance schedules, if any, in the prescribed
format. APTRANSCO, KSEBL and TANTRANSCO submitted the
data.
ii. KPTCL, TSTRANSCO, NPCIL, NLC TS II, NLC TS II Exp, NTPL
& NNTPP were requested to submit the data urgently.
(c) Monthly Review of LGBR for the next 5 months (Availability &
Requirement) : The Availability & Requirement in respect of the State
System are reviewed every month for the next 5 months. Constituents
were requested to submit this data every month by 3rd
of the month.
Constituents were also requested to furnish the detailed Availability &
Requirement for the period from October, 2020 to February, 2021.
6.6 Preparation of Outage Deviation Report :
(a) Outage Deviation Report : In earlier OCC meetings, SRPC pointed
out with concern that some of the Constituents and Entities have
dropped submitting OCC data for outage deviation report. The
Constituents were requested to furnish the said data in the
prescribed format mailed to the OCC Google Group on 26.06.2020.
The States / Generators / Transmission Agencies were requested to
furnish the data for the Outage deviation Report along with OCC
data every month, without fail.

6.7 Updating Monthly Progress Report with the ongoing projects of Generators, Transmission Lines & Elements and Sub-Stations :
a. In the earlier OCC meetings, the Constituents / Entities were requested
to furnish the said data in the prescribed format. This format was
mailed to the OCC Google Group on 26.06.2020.
b. It was appreciated in the meeting that APTRANSCO and APGENCO
have started submitting the data in the prescribed format.
c. TSTRANSCO was also appreciated for switching over to the prescribed
format. However, 220 kV, 400 kV report were submitted in separate soft
files. It was requested to submit in the single soft file.
d. The Progress Report from PGCIL, KPTCL and TANTRANSCO are
being received in the prescribed format only for many years and the same
was highly appreciated in the meeting. However, TANTRANSCO was
requested to submit the data which are pending after March, 2020.
e. The progress data in respect of KSEBL are not received. KSEBL was
requested to submit the same in the prescribed format every month along
with OCC data.

6.8 Pending data from APTRANSCO for SRPC Annual Report 2019-20 :
The data for the preparation of Annual Report of SRPC for the year 2019-
20 were to be submitted by 22-05-2020. However the data in respect of AP
system were not received and they were requested to submit the data
urgently.
6.9 Shut down of Pole-1 of 800 kV Raigarh - Pugalur HVDC for Pole-3 for construction works :
(a) SR II PGCIL vide letter dated 08.10.2020 (Copy enclosed as Annexure
No. 6.9. A), had requested for shut down of Pole I for Pole – III works
(from 08:00 hours of 20.10.2020 to 18:00 hours of 22.10.2020) and shut
down of 400 kV Bus -2B of 765/400 kV Raigarh S/S (08:00 hours of
19.10.2020 to 12:00 hours of 19.10.2020)
(b) In the meeting, SRLDC was requested to pursue with NLDC / WRLDC
/ PGCIL in connection with the precautionary measures / system
constraints to be taken care of during the above shut down for the Pole 3
construction works.
7 Availability and Requirement
a) The Availability & Requirement in respect of the State System were reviewed
for the next 5 months. Constituents were requested to submit this data every
month by 3rd
of the month.
b) The detailed Availability & Requirement for the period from October, 2020 to
February 2021 has been attached as Annexure -7A
8 REVIEW OF THE POWER SUPPLY POSITION
8.1 Grid Highlights for September 2020(Annexure-8.1.A)
9 Frequency
9.1 High Frequency
i) It was noted that the Regional Grid had operated above IEGC range i.e.50.05
Hz for 20.61 %of the time. It was also noted that the frequency on some of the

days was higher for considerable duration of times. (Refer Table-IV of
Appendix)
ii) SRLDC informed that maximum frequency had touched 50.19 Hz at 06:04
hours of 06.09.2020 (Graph at Annexure-9.1.A). Also the duration of time Grid
operated above IEGC limit is observed to be high which is to be looked into
seriously.
iii) SRLDC presented the underdrawal of states when frequency was above 50.05
Hz. (Annexure-9.1.B). The maximum underdrawals touched by States during
September 2020 also was presented.
iv) Constituents were advised to avoid under drawal at high frequencies. SRPC
requested all the constituents that action needs be taken to adhere to the schedule
since it has commercial/operational impacts even for under drawal.
9.2 Pump mode operation
It was noted that there was no consumption in pump mode at N’Sagar &
Srisailam. Kadamparai consumption in pump mode was 11.95 MU during
the month of September 2020.
9.3 Low Frequency
A. Sustained low frequency & OD/UI incidents were to be discussed. SRLDC has
been requested to communicate specific incidents to states which may be
discussed.
B. In the Meeting, it was noted that the frequency of grid operation was at times
lower than IEGC range. Grid had operated below IEGC range i.e. 49.90 Hz for
4.57 % of time during the month (Refer Table-VI of Appendix).
C. SRLDC informed that minimum frequency touched 49.69 Hz at 09:10 hrs on
24.09.2020. Drawals of Southern Regional states at that instance were also
projected (Graph at Annexure-9.3.A).
D. Overdrawal by SR constituents at frequency less than 49.90 Hz (Annexure-
9.3.B) was presented by SRLDC. The maximum over-drawals touched by
States also was presented.
E. MS, SRPC had requested SRLDC to analyze how much SR is contributing to
dip or hike in frequency.

F. SRLDC had informed that on case to case basis all the states are partially
contributing for the dip and hike in frequency. ED SRLDC had informed that
from next month analysis SCED portion would be excluded.
10 VOLTAGE PROFILE
10.1. Low voltage
a) Details of capacitors installed during September 2020 is at Annexure-10.1.A
b) SRPC vide letter dated 29.06.2020 enclosing capacitor status report as on
30.04.2020 had requested all the states to verify the report and furnish the
vetted data to SRPC. The capacitor requirement for 2020-21 as computed by
State Study Group and the status of faulty capacitors also may be furnished.
c) The following were noted in the Meeting
i) AP, KER and Puducherry are furnishing the updates in the Standard format.
(attached at Annexure-II of the above mentioned letter)
ii) TS is furnishing the monthly addition, but not in the prescribed format. It
is requested to TS to furnish the information in the Format from April 2020.
iii) TN has furnished the data till May 2020(in the prescribed format). TN is
requested to furnish the information in the prescribed format from June 2020
onwards.
iv) KPTCL has furnished the details till July 2020(not in prescribed format) in
which some discrepancies are observed which needs to be sorted out. SRPC
had already requested KPTCL to look into this issue. KPTCL is requested to
furnish the status as per format from April 2020 onwards.

10.2. High Voltage
10.2.1 High Voltage at UPCL
Deliberations /Updates
a) UPCL had informed that high voltage issues are still persisting. Both bus
reactors at UPCL reached at site and erection and commissioning may take
another two months. Connection of Reactor at Hebbanhalli to 400 kV UPCL
Hassan line is requested and being follow up since more than a year. As the
station is ready, SRPC is requested to take up the matter with KPTCL to
expedite the Habbanhalli reactor to UPCL –Hasan line.

b) KPTCL informed that LC is requested for UPCL-Hassan line for
constructing intermediate tower construction and once the construction is
completed, Hebbanahalli S/s (Yettinahole LIP) and one more 220 kV S/S at
Hebbanahalli (under construction) would come up by December 2020.
10.2.2 High Voltages at Pavagada
a) As per the meeting held by SRPC/SRLDC with KSPDCL and SPDs of
Pavagada Solar Park on 02.07.2020, it was instructed to set the Inverters in
constant Voltage mode to overcome over voltage problems in Pavagada
Solar Park.
b) After deliberations in the 169th OCC Meeting, KSPDCL was suggested to
follow up with SPDs for necessary compliance.
Deliberations /Updates
i) KSPDCL informed that there was no major tripping due to over voltage.
Off load voltages observed is 239 kV at 220 kV side, 70 kV at 66 kV side
and 34 kV at the 33 kV side.
ii) Some SPDs have expressed their inability to put the machines on constant
mode since manual intervention is required to switch off/on the MCCB.
Studies are being carrying out by SPDs and study report is expected by this
month end.
iii) SGM, SRLDC informed that many tripping on over voltage had been
observed and instructions were also given to address/solve these issue with
action to be taken.
iv) SE(O), SRPC opined that as per Regulation it is being asked.
v) KPTCL also expressed concern regarding the high voltage tripping which
badly affecting KPTCL grid operation.
vi) SRLDC/SRPC requested KSPDCL to take up the issue on priority to
comply with IEGC provisions.
10.2.3 MVAR Interchange
In the 169th
OCC Meeting it was felt that MVAR testing may be taken up
after the Corona pandemic issues settle down.
A. SRLDC/SLDCs are requested to present the MVAR interchange of
generators in their control area.
10.2.4 RE Generators for Reactive Compensation & High
Voltage

a) All the states were again requested to kindly examine and ensure voltage
based MVAR interchange for RE generators.
b) The following was noted in the Meeting:
i) KPTCL- A Meeting had been held at Cauvery Bhavan. KERC had raised
some queries and KEGC review panel had discussed the queries. Reply is
prepared and study results by RT wing had been submitted. Similar study
report was sought for Wind also which is under progress. KERC may
consider the same in final Grid Code.
ii) KSEBL: Final Grid Code would be notified shortly by KERC.
iii) TSTRANSCO: The charges are yet to be notified by TSERC. TSERC had
started functioning.
Deliberations /Updates
It was decided that this issue will be further deliberated in thes
state specific High Voltage/ Reactive Power Management meeting.
10.2.6 MVAR interchange with ISTS
a) SRPC had analyzed the nodes of high voltage coupled with MVAR
injection during February 2019 to August 2020and the following was
observed:

Status of implementation of Bus / Line Reactors approved in the Standing
Committee/SRPC pending for commissioning by the SR constituents(Refer
table-II).
10.2.8 Reactor status
i. Hoody reactor: Relay testing, SAS integration completed, equipment testing
under progress. CEIG commissioning approval awaited. Likely to be
commissioned by 20.10.2020.
ii. KKNPP reactor: Shunt Reactor will be put back into service in Dec, 2020.
iii. KGS reactor: Tender would be open for both the reactors on 26.10.2020.
11 Network Protection/Security issues
11.1 U/F &df/dt Relays Schemes
11.2 Implementation of SRPC recommended quantum
a) It was noted that all States had implemented AUFR and df/dt schemes fully.
b) In the Meeting, SRLDC presented the load relief realized as a percentage of
AUFR quantum declared in the identified feeders during the month of
September 2020 as follows: (Detailed Presentation is at Annexure-11.2.A)
c) AP: 83 %, TS: 121 %, KAR: 50%, KER: 78%, TN: 73%, Pudu: 95% &SR:
75%.
d) SRLDC expressed concern regarding the less realization by KPTCL.
e) KPTCL informed that they will take up with SCADA wing and issues, if any,
would be addressed.
f) Status update of SCADA mapping of feeders of AUFR &df/dt schemes

A. The Mock Test for Raichur-Sholapur and KK2 SPSs would be carried after
verification of DS Matrix. A Meeting was convened to finalize the DS Matrix
on 10.09.2020. Finalized SPS DS matrix is at (Annexure-11.3.1.A)
B. In the Meeting it was noted that in the 170th OCC Meeting MS SRPC had
enquired about the mock test carried in State Sector SPS.CGM SRLDC had
informed that the practice of testing at State Level SPS was not in practice and
may be explored. States are requested to looked into it and revert back.
11.3.2 SPS for Talcher – Kolar HVDC Bipole
a) In compliance of Commission’s Order dated 26th
March 2018 in Petition No.
09/SM/2015, the list of SPS in SR had been communicated to all concerned.
SRLDC was to furnish the details of ISTS SPSs and SLDCs for other intra state
SPSs. This information is to be submitted along with OCC on monthly basis.
b) SRLDC had furnished the SPS operations for the month of September 2020
which is at Annexure-11.3.2.A.
c) HVDC Talcher - Kolar Pole –I tripped on 19th September 2020 at 05:04 hours.

11.4 SPS for Raigarh–Pugalur

B. TANTRANSCO vide their letter dated (Annexure-11.4.A) had furnished the
details of feeders, port no/DTPC location at which the SPS signal is required
along with rout diagram.
C. PGCIL vide E-mail dated 24.09.2020 (Annexure-11.4.B) have informed that
Raigarh-Pugalur SPS-1 signal has been taken into service w.e.f 16:00 hrs of
24.09.2020 vide NLDC Code 1150 and SRLDC code 2169.

11.5 Load relief details of 335 MW for Raigarh - Pugalur SPS in TSTRANSCO
a) TSTRANSCO had raised the issue of difficulty in identification of new loads
for HVDC Raigarh - Pugalur SPS.
b) In the 170th
OCC Meeting, TSTRANSCO had expressed the discrepancies
with SRLDC analysis and also expressed difficulties in identifying the loads
since huge quantum of loads had already identified for different
protection/SPS schemes. After deliberations it was suggested that the issue
would be discussed in a separate Meeting(VC).
c) In the Meeting it was noted that a meeting was convened on 23.09.2020
through WebexVC. MoM is available at SRPC website. TSTRANSCO had
furnished the details on 09.10.2020. The same will be analyzed in
coordination with SRLDC and may be discussed in the Next OCC Meeting.
11.6 SPS for Pugalur–Trichur
It was agreed that KSEBL will wire 80 MW at Madakkathara and 135 MW
at Palakkad identified for Udumalpet – Palakkad line SPS for Pugalur –
Trichur HVDC SPS.
11.7 RGMO/FGMO
a) As per 5th Amendment to IEGC, gas stations above 50 MW Installed Capacity
were also to come under RGMO/FGMO Operation w.e.f. 1st October 2017.
b) Inadequate response was needed to be taken up by SLDCs with respective
SERC’s in line with Hon’ble CERC Orders in respect of Petition No.
84/MP/2015 and 302/MP/2013.The non-performance of the generators under
SRLDC control would be taken up by SRLDC with the respective generators.
c) In the Meeting SRLDC informed that the final RGMO response from May
2020 to August 2020 incorporating all the observations had been furnished
which is at Annexure-11.7.A

b) ADMS feeders may also be mapped, for enhanced visualization and analysis of
ADMS operation.
c) All states were requested to identify additional feeders which could be tripped
through SCADA rotationally with load relief of (OD-Max dev limit). Any loads
tripped under ADMS should be brought back only under the directions of SLDC
keeping in view the frequency, overdrawal etc.
d) SRLDC vide E-mail dated 05.10.2020 (Annexure-12.A) had furnished the
ADMS operations during September 2020. It was noted that there was tree
incidences w.r.t KPTCL(3rd
, 24th
& 28th ), 1 incidence w.r.t AP (on 8

The following were noted in the Meeting:
i) SRLDC expressed concern that ADMS operation was not observed from
SCADA drawal in most of the incidences.
ii) KPTCL informed that on 3rd
Sep, the error in ADMS program was rectified.
On 24th , 349.58 MW load relief was obtained &on 28
th ,249.87 MW load relief
was obtained.
iii) It was noted that the States could support the ADMS relief (feeder tripping)
through SoE. Incidence can be validated accordingly.
iv) All the states are requested revert back on the non tripping of ADMS for the
incidents in September 2020.

13 Grouping of loads (IEGC clause 5.4.2 (e)) Regulations in respect of Grouping of loads to be complied by all the
concerned utilities.
14 LVRT Implementation a) Status review of Pending points as discussed in 4
th RE/LVRT meeting
b) Quarterly reports of the SR constituents jointly validated by SRLDC/SRPC
Secretariat are being communicated to Hon’ble CERC in respect of the
installation and performance of LVRT installed on existing WTGs as per the
directives of Hon’ble CERC.
Deliberations /Updates
i) SRPC requested all the SLDCs to furnish the LVRT status(33 kV & above) for
the WTGs being commissioned w.e.f. 06.08.2019.
ii) AP, TN & KER are requested to furnish the WTG details as per the standard
format (WTGs which was installed before April 2014 and after April 2014 and
status of LVRT implemented).
15 Emergency Restoration System (ERS) Deliberations /Updates
i) AP: 3rd
ERS is under progress.
ii) TS: Tender is extended till 23.06.2020.
iii) KER: Retendering is under progress.
iv) TN: Tender opened, not considered due to high cost. Retendering is under
process
16 SCADA AND COMMUNICATION The following SCADA/Communication issues were to be brought to the notice
of the forum.
a) KGS Issue: KGS vide E-mail dated 18.09.2020(Annexure-16.A) had informed
regarding the non-working of PLCC in KGS 1 to 4. It is a long pending issue
and the following are the deficiencies.
i. PLCC for GUTTUR a. Carrier fail Window Annunciations is there continuously.

b. LED indication on Channel -2 failure is glowing continuously.
c. There is no speech communication.
ii. PLCC for Kadra and Kodasalli a. Carrier fail Window Annunciations is there continuously.
b. There is no speech communication.
iii. Also there is only one charger and there is no stand by. KPTCL help is required for connection and synchronization of 1 No standby charger which is kept ready for connection at the location.
iv. It is requested that team of M/s KPTCL may please be deputed at the earliest to check this problem and communicate on above and send the details of officials coming to KGS KAIGA for attending above problem so as to make gate pass.
v. In the Meeting, SRLDC informed that the issue had been solved.
b) SEIL issue
SR I informed that the works will be taken up in November 2020. Shut down
of line is required and in consultation with SEIL works would be planned. Two
days shutdown will be required for rectification works.
c) Mytrah issue
SRLDC informed that SCADA points were yet to be integrated for Phase – III
of Mytrah.
d) NTECL Issues
i) OPGW cable laying and completion status of Vallur- Kalavathapattu lines (
redundant Path communication) for AGC implementation.
PGCIL had informed that the works are pending. At present
people are working at KSEB side and after completing that work
this will be carried out.
ii) NTECL Vallur - Alamathy Line-1 channel PLCC communication failure
remain unattended more than two year.
NTECL stated that for checking at Almathi side, no officials were
available. NTECL and PGCIL would coordinate mutually to solve
the issue. .
iii) SEMs meter replacement with new GPS synchronized meter at NTECL
Vallur as time drift is gradually increasing.
PGCIL informed that the details from field were awaited.

17 REMC Project in SR SLDCs Deliberations /Updates
a) KPTCL had furnished the issues in respect of FSPs.
b) APTRANSCO, TANTRANSCO & SRLDC were requested to furnish the
issues in respect of FSPs after discussing with REMC wings.
c) A separate meeting with SLDCs/SRLDC and REMC FSPs would be convened.
18 Periodical Audit and Vulnerability Assessment &
Penetration Testing (VAPT) of Infrastructure
a) CISO MoP vide letter dated 31.01.2019, 20.02.2019, 22.04.2019 and
29.05.2019 had requested all stake holders to carry out Cyber Security Audit
and VAPT of ICT Infrastructure, website, web application etc in defined
intervals by CERT-IN empanelled cyber security audit agencies to avoid
vulnerability and report to CISO MoP along with the key findings of the audit.

of ICT infrastructure for the year 2020-21.

OCC Meeting w.r.t. TSTRANSCO letter dated 04.08.2020,
SRLDC had informed that he will discuss with IT wing and revert back. SRPC
stated that a workshop in this regard would be convened in consultation with
SRLDC. MS SRPC had informed that the issue would be referred to CE(IT),
CEA and CISO, MoP. Subsequently issue was taken up with Sectoral CERTs
vide letter dated 10.08.2020.
d) Identification of Critical Information Infrastructure(CII) in respect of Stake
holders under the purview of SRPC:
i) SRPC vide letter dated 22.07.2020 had taken up the issue with CERT-Hy, CERT-
Th, CERT-Trans, CERT-Distribution
ii) CISO(Distribution) vide E-mail dated 22.07.2020 had informed that as far as the
Distribution sector is concerned, it may please be noted that information on the
status of cyber security measures taken by various DISCOMs including their
updated CISO details & CII details is being furnished to MoP and NCIIPC by
CERT-D on regular basis.

iii) Reply from other CERTs is awaited.

19 Communication Audit
a) For Annual Audit for FY 2020-2021 all entities to maintain the data/information
systematically.
b) Due to Covid -19 pandemic, SRPC is unable to Audit the Sub-Stations.
Therefore, as discussed in the COM SR October 2020 meeting held on
17.09.2020, a list of Sub-Stations comprising 2 from each Entities were selected
for Audit. SRPC vide letter dated 18.09.2020, had requested that the Nodal
Officers may kindly arrange to conduct the audit in respect of their Sub-Stations
listed in the Annexure of the said letter, fill the Audit Format attached , which
is also available in the SRPC Website http://www.srpc.kar.nic.in under
Communication / Other Documents and submit to SRPC e-mail
([email protected]) by 30.11.2020.
c) PED, Puduchery submitted the report in the format. TANTRANSCO informed
that they were preparing the same.
d) APTRANSCO, KPTCL, KSEBL, TANTRANSCO, TSTRANSCO, PGCIL
SR 1 & SR 2 were requested to conduct Communication Audit and submit
the Audit report at the earliest.
20 VC Facility at SLDC In the Meeting, Puducherry ED informed that VC facility would be commissioned
by March 2021.

24 Any other issues with the permission of the Chair
MS, SRPC congratulated Shri Asit Singh, SE(O), SRPC on his promotion to Chief
Engineer and informed the forum that he would be joining Polavaram Project
Authority at Hyderabad. MS thanked him for his excellent contribution and
valuable services to SRPC in operation division and called him as an outstanding
power engineer. He was felicitated and given ovation by all the members of the
OCC forum thanking him for his services and wishing him success in his new
assignment. MS informed that Mr. R M Rangarajan, SE(Protection) was given the
additional charge of SE (Operation).
25 Vote of Thanks
Member Secretary, SRPC thanked all the participants for their valuable inputs
during the deliberations in the Meeting. Actionable points will be posted and
requested all to go through the same and take adequate actions. Category-wise
consumption/load details may be submitted in time without fail.
37th TCC Meeting of SRPC is scheduled on 28.10.2020 through WebexVC. He
requested all to furnish the agenda items if any, at the earliest. Many training
programs on various power system subjects are being conducted regularly by
PSTI, Bangalore & HLTC at Somanahalli which are Govt. of India organizations
under NPTI. He requested all to make use of these institutes, which is cost
effective also. He requested all SLDCs/GENCOs/Generators to come up with
firm proposal w.r.t outage planning of the Generating Stations. For ensuring
electrical safety & quality of work, he stressed that qualified
contractors/supervisors, who are authorized by State Electrical Licensing Board,
should be engaged in O&M work of the plants, substations and lines. He
requested the members to avoid unwanted trippings of electrical equipment

during maintenance. He informed that CEA’s electrical safety regulations, 2010
specifies syllabus for various training requirements of engineers, supervisors and
technicians engaged in O&M of power plants, transmission and distribution
systems. The training can be either at their own training institutes or recognized
institutes such as NPTI, PSTI etc. For fruitful discussions/and conclusion in the
Meeting, he requested all participants to go through the agenda and attend
meeting well prepared. He thanked all the SR constituents for the cooperation
extended to smooth grid operation.
