It is an honor to represent the United Arab Emirates in participating in the World Summit for Information Systems. This participation is a great opportunity to reassert TRA’s commitment towards its significant objectives. WSIS is an important platform that mobilizes and shares knowledge, expertise, technology and financial resources for enhancing the global partnership for sustainable development through inter-governmental and multi-stakeholder partnerships.

In the UAE, we believe in the major role of ICT in achieving the sustainable development goals. It is the nervous system of several aspects of modern life; such as: education, health, economy, society and security and provides the essential tools for implementing the global mechanism, follow-up and review of the 2030 SDGs Agenda. The UAE’s strong position in this regard is evident by its progress in achieving a knowledge-based economy, driven by diversification and capabilities development, in line with the vision of the UAE’s wise leadership.

Our government supports the collaboration between the public and private entities in the field of ICT. This accelerates growth and facilitates monitoring and evaluation of the implementation. Additionally, we promote the inclusion of high-level officials from the sectors of education, finance, health and environment to discuss the crucial cutting issues of ICT. This would support our steady transformation towards the concept of smart cities as the new vehicle for empowerment of startups and ICT manufacturing companies.

Currently, we are expediting the 2030 Agenda through the initiative of Government Accelerators, using excellence as motivator for the best innovative practices at the federal and local govt levels. Creating modern forms of ICT would enable building up the capacities of public as well as the private sector. A good example would be the government labs.

Needless to reaffirm, our commitment is to achieve the happiness of our people, which is the ultimate goal of our country. ICT and modern technology play a very important role in achieving that.

Throughout 2016, the UAE government has continuously improved its endeavors in supporting the public and private sectors’ ICT initiatives through the implementation of its government accelerators and smart data plans. The UAE government approach through its accelerators will expedite the achievement of all the National Agenda of the UAE Vision 2021.

2017 is considerably a guiding year towards the future. The government initiatives have played a catalyst role in extending excellence in best innovative practices towards federal and local entities thus improving their performance and building up their capacities through modern ideas such as smart government labs.

The Telecommunication Regulatory Authority has played a pivotal role in inducing the adoption of ICTs in line with the action lines set by the WSIS. The TRA has emphasized the cooperation with UAE’s public sector and foreign governments thus introducing new dimensions in brain storming sessions, security frameworks, infrastructure agreements and more.

The UAE is setting the global standard for best future smart government and best smart city in the world while placed tremendous efforts into becoming the happiest nation in the world that uses ICT means effectively. The UAE has also placed national efforts that combined the support received from many institutions in crafting empowering student programs giving rise to values of belongingness, social responsibility, leadership and positive thinking.

GOVERNMENT ACCELERATORS

In October 2016, the UAE’s cabinet announced the establishment of the world’s first Government Accelerators, this is a new Government approach that will expedite the achievement of all the National Agenda of the UAE Vision 2021. This platform was established in order to intensify the efforts and speed up the strides towards actualizing a future.

The Government Accelerators will speed up the policies and regulations, implementation of projects, and imbibe a culture of innovation and entrepreneurship in the Government. It will also further integrate Government entities and private sector partnership. With this, the government is moving towards structuring strategies for national development so as to identify mechanisms, at the national level for the initiation and promotion of partnerships among stakeholders of the Information Society.

INITIATIVES

С1. THE ROLE OF PUBLIC GOVERNANCE AUTHORITIES AND ALL STAKEHOLDERS IN THE PROMOTION OF ICTS FOR DEVELOPMENT

FUTURE SERVICE MODULE (FSM)

The Dubai Electrical and Water Authority (DEWA) will begin its Future Service Module (FSM) that would enable customers to engage in the advancement and evaluation of its smart service provision. The FSM will collect DEWA customers’ feedback on its smart service and use it to improve their smart products and update their technologies. DEWA’s innovation and initiatives are geared towards achieving happiness throughout the whole community using advanced solutions in technology and latest updates to handle the rapid development in Dubai. The project acquires data through the use of ICTs and thus allows the sole electricity provider in the emirate to improve their services.

SMART DUBAI

DUBAI BLOCK CHAIN STRATEGYThe Dubai Blockchain is a new-fangled, innovative device designed to facilitate safe and secure online transactions. The project, an upshot of an alliance between the Smart Dubai Office and the Dubai Future Foundation, is targeted at achieving the vision of His Royal Highness Sheikh Mohammed bin Rashid Al Maktoum. The vision aims to continue to discover and appraise the latest technological innovations that provide opportunities for the realisation of seamless, secure and efficient city experiences that would be impactful and make Dubai the best city on earth. The effective participation of Government and all stakeholders would be vital in developing the ICT Society, especially in developing national e-strategies, identifying national, regional and international partnership mechanisms among stakeholders of the Information Society and encourage other related measures..

DUBAI SMART GOVERNMENT & EMIRATES IDENTITY AUTHORITYMY ID

In transforming Dubai into a smart government, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister and Ruler of Dubai in conjunction with Dubai Smart Government (DSG) and the Emirates Identity Authority (EIDA) have launched MyID. This platform is a single user login which allows the users joint access for all e-Services supplied by government agencies to the user. Strong security measures have be put in place to ensure the safety of the platform from hackers and identity thieves. The action line here is towed by both the government and the private sector. Both the stakeholder and the government have partnered to put together and innovation that has helped the user’s ease of accessing government services and also strengthened security measures.

THE UAE INNOVATION WEEK

The UAE Innovation Week is a national celebration introduced by His Highness Sheikh Mohammed bin Rashid Al Maktoum, the Vice President, Prime Minister and Ruler of Dubai. It celebrates the largest innovation initiatives, by private sector, individuals and the government of the UAE to help build a nationwide culture of creating, developing and inventing in the society. This has strengthened the position of the UAE as a global hub for innovation in the entire world. One of the aims of the programme is to enhance the development of nation-wide policies that ensure the infusion of ICT learning and training into administration and management of training programmes that promote constant learning. The UAE Innovation Week provides a structured dialogue involving all the sector and their partnerships in devising e-strategies for the Information Society and for the exchange of best practices.

С2. INFORMATION AND COMMUNICATION INFRASTRUCTURE

MOHAMMED BIN RASHID SPACE CENTRETHE NANOSATELLITE OUTREACH PROGRAM (NSOP)The Mohammed Bin Rashid Space Centre put together a NanoSatellite outreach program, which provides the necessary opportunity for universities across the UAE to select a group of their students to do the design, building and launching of a nanometric satellite in the Centre. This program is designed to build the skills and capabilities of students studying different relevant engineering courses, this will further develop the human capacity and infrastructure needed for the UAE’s space sector. This type of partnership will make the UAE the main destination for all the most prominent innovations and innovators in the region. This partnership with universities will equip the youths with the scientific skills they need so as to make them the main driving force behind achieving the Vision of the UAE. NSOP has improved ICT connectivity for all the universities involved while aims at improving the infrastructure on the long term in the space sector.

ROADS AND TRANSPORT AUTHORITYSMART TRANSPORTATION DRIVEThe UAE is increasing its drive headed for the acceptance of autonomous transport with a five-year road map that will prepare the way for all future technologies in this sector. The Roads and Transport Authority (RTA) on publicized a new smart transport approach 2017-2021, that will guarantee that Dubai is on track to change 25 per cent of its road trips and movements into autonomous by 2030. The Smart Transportation Drive has placed a map in essence of government policy that favors the growth of the use of ICTs to encourage economic progress and job creation.Future Progress.

The project will feed into wider global supply chain communication platforms and act as an accelerator for development and trade in the Emirate, a core objective for ADPC and a central pillar of the Abu Dhabi Economic Vision 2030. The project will allow all those involved in the supply chain of shipping lines to benefit from the time needed to clear, export and import goods.

C3. ACCESS TO INFORMATION AND KNOWLEDGE

MOHAMMED BIN RASHID LIBRARY

The Mohammed bin Rashid Library, a Dh1 billion library project, housed in a 650,000 square feet building is designed to allow for 4.5 million digital and printed books and a visit of up to 42 million people annually. The seven-storey library is projected to be the biggest educational enterprise in the Arab world with the design taking the shape of a book opened on a lectern and is expected to yearly host more that a 100 educational and cultural events, an enduring art gallery, as well as support the development of the content of the Arabic language. In addition, the library has a centre for books restoration and conservation, documents, a civilisation museum, and a library specially designed for the Al Maktoum-related collection of works. It would allow for individuals, to gain access to information anywhere globally, and would be beneficial to both institutions and societies as well. The Mohammed bin Rashid Library proved in this action line that the government has encouraged to provide adequate access through various communication resources to public official information while encouraging universal accessibility.

MOHAMMED BIN RASHID CENTRE FOR GOVERNMENT INNOVATION

In September 2014, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime

Minister of the UAE and Ruler of Dubai, established the Mohammed Bin Rashid Centre for Government

Innovation to motivate and encourage innovation in the public sector by making available tools essential to

develop organisational procedures and structure. Specific laboratories for different innovations are established

by the centre to facilitate learning and trainings across the national labour-force. The innovation center seeks to promote international and regional cooperation in the field of capacity building as it has put in place the necessary infrastructure following international best

practices to motivate and encourage learning and innovation, which will further promote the UAE as a

leading destination for innovation in the area.

FURSATI PROGRAM

The Ministry of Education in the UAE has signed an agreement, first of its kind, with Microsoft Gulf, it comprises of a suite of unique advantages that will help key strategic urgencies of the Ministry to incorporate smart learning into the education system. The “Fursati” program is one of such initiatives. Microsoft will be teaching 25 students to provide them with fundamental skills and knowledge, with access to a system of possible career prospects. Fursati Program students in the UAE are provided with the opportunity to learn and train in the best way possible (the SMART learning process). With the introduction of Microsoft Gulf, ICT is fully integrated into the process whereby the students are being trained and prepared for possible career opportunities into certain fields. The program promotes e-literacy skills while aims at creating a critical mass of qualified and ICT skilled professional for the future.

C5.BUILDING CONFIDENCE AND SECURITY IN THE USE OF ICTS

AUTOMATIC PLATE RECOGNITION SYSTEMS

In 2016, the Jebel Ali Free Zone showcased many integrated package services and new smart solutions for companies and customers. Jebel Ali Free Zone has introduced many technology-driven solutions throughout the free zone. One of the innovations rolled out by Jebel Ali Free Zone is the Automatic Plate Recognition Systems.

The system utilizes a long-range card reader with access control and high definition CCTV to register the vehicles passing through Jafza gates while creating a comprehensive database by logging the entry and exit of vehicles to the free zone. This solution has devised a means to use ICT to bring about improved security in the free zone. The project strengthens the security framework through the use of ICTs while encourages the use information security and data collected to all parties concerned.

ROBOT COP

Robot Cop is the latest recruit by Dubai Police to help combat crime and other ills through the use of a touch screen on the Robots chest to report cases of crime, submit paperwork, and complete payment for violating traffic rules.

Just like any Police Officer, the Robot can also shake hands and salute as well. In addition, the robot has a battery life that can last about eight hours and is also able to automatically go back to its station where it does get charged whenever the need arises. Robot Cops displays the use of ICTs in robotoics while inducing the use of modern technologies such as Robot Cops in security systems.

SMART YARD

The Roads and Transport Authority (RTA) has introduced Smart Yard for the testing of drivers for the registration and issuance

of licenses at the Dubai Driving Centre. The plan of the Road and Transport Authority is to make sure that virtually all processes are SMART in the UAE therefore, the cars used

for drivers’ tests will equally have to be smart (automated). The smart yard is fitted with

sensors and cameras that will help compute the errors each driver makes during the

test. This system is still the first of its kind globally. The government in the UAE towards

the actualization of its vision of being the smartest city in the world has but in place an

action lie geared towards develop national e-government initiatives and amenities, at all stages, improving the needs of citizens and business, to attain a more effective

distribution of resources.

AUTOMATED SYSTEMS TO CONNECT WITH PASSENGER

Through 7 smart innovations, Dubai Airports plans to improve customer services at all

Dubai International Airport facilities. All these innovations have been launched to help the faster transition of people through all the airport facilities in Dubai. It will make use of ICT to make sure the traffic flow inside

the airport buildings are quickly reduced by providing the necessary network and WIFI

systems to handing language barrier, luggage handling and distribution. The use of this ICT initiative assists the citizens feel the

impact of the government as they seek to reduce the burdens and hardships they face by reducing the amount of time they spend in airport facilities. The initiative is adapted

to the requirements of citizens and business, to realise a more effective distribution of

resources and public infrastructure.

SMART CAR RENTALS

H.E. Mattar Al Tayer, Director General and Chairman of the Board of Executive Directors of Roads and Transport Authority (RTA), has initiated the Smart Rental Service, the first of its kind in the entire Middle East. This service creates an avenue for customers, particularly

those who make use of public transport to be able to have access to car hire within a six hour-period using smart apps. To do this, RTA has employed the services of U-drive and Ekar companies to run 200 vehicles at a specified

price range. Smart Car Rentals supports the involvement government in developing

national e-government initiatives and services, for public transport users adapted to their

specific needs which will further create efficiency and ease for the users.

BUILDING MANAGEMENT SYSTEMS

The German multinational software company (SAP) has been contracted to assist the Dubai

Electrical and Water Authority DEWA to develop its electric vehicle charging stations, smart home appliances and smart metering, as well as coming up with methods on how

to tackle Internet of Things (IoT) and Big Data analysis. DEWA has sought out the services of the SAP to improve activities in its sector. BMS allows the government of the UAE to connect properly with its own citizens in

the sector by meeting their needs and also building external interactions with foreign private companies hence its collaboration with the German multinational software

company (SAP).

CIO MAJLIS

The CIO Majlis initiative is an initiative brought by Smartworld that pursues to

share experience, improve information, and discover business answers of its members. It is a collaborating platform for vendors,

media and CIOs for exchange of best practices and opinions and creates strategy to address mutual IT issues. The Members of the CIO Majlis are always high-ranking

level technology officials coming from diverse industries. By enabling knowledge and idea-sharing about the best practices

being applied by CIOs from different industries, CIO Majlis will come out with

creative and innovative solutions that they can implement in their organizations. The

CIO Majlis develops national e-government resourcefulness and services that suits the needs of its stakeholders in sharing their

valuable information thus crating a platform knowledge exchange and achieving a more

effective distribution of resources.

IJAFZA

iJafza is a new innovative smart phone application for reporting of any incidents

within the Jebel Free Zone to help improve the community. Users that makes use of the app can now escalate or report any incidents they notice in their environment via text or video uploads. iJafza is an interactive and easy to use application that is both user

friendly and smart. There is prompt response to the reports as they are quickly acted upon

to further encourage people to adopt the application in their daily use. iJafza allows the use of ICT in supporting sustainable growth in the fields of public management due to the fact that the free zone is growing and the need of citizens was filled to close the communication gap between Jebel Ali Free

Zone’s management and its visitors.

NATIONAL UNIFIED DATABASE OF PATIENTS

The National Unified Database of Patients initiative is one of the ideas of the Cabinet’s Innovation laboratory, by Vice President, Prime Minister and Ruler of Dubai, His

Highness Sheikh Mohammed bin Rashid Al Maktoum, during a Ministerial Retreat. Its aim to unify all the medical records of patients in the UAE, facilitate the movement of patients between healthcare providers, as well as facilitate

a connection between public hospitals and clinics. The database will also be used as patient registries that is a

well source for research amongst healthcare institutions and government g=health authorities in the country. The National Unified Database of Patients seeks to promote

joint efforts between healthcare government entities in the UAE through the use of ICTs to improve and extend health care, while create an ICT infrastructure that is accessible

between all healthcare providers.

SMART PATIENT PORTAL

The Ministry of Health and Prevention (MOHAP), launched a smartphone app that links directly to new Smart

Patient Portal for direct booking. This portal is available for patients or users to book or confirm appointments

with healthcare institutions that fall under the umbrella of MOHAP without having to call or being physically present in a hospital or clinic. The appointment of the

user or patient is confirmed through the short message system (SMS). This smart patient portal also has all the information of the patient to decrease medical mistakes and ensure that the patient gets access to

proper healthcare in any of Dubai’s smart healthcare service centres. The Smart Patient Portal uses ICT into

the field of medicine and healthcare through its adoption by government, its health agencies and health through

which access to necessary patient needs and information are easily accessed and appointments are equally easily

booked.

ELECTRONIC MEDICAL RECORDS

The Electronic Medical Record, also known as “Salama”, is an electronic medical record system project for patients, facilitated by Dubai Health Authority. The project would

assist in maintaining and making available, electronic medical records of patients across all health facilities of the Dubai Health Authority and also provide a portal for

patients to be able to gain access to their medical records. The plan is to promote the exchange of data on the health status of patients based on international standards as well

as taking into cognisance the privacy of patients. It also provides information for strengthening research on public

health and methods of prevention. The project in one of its kind in the country provides all patients with transparent

information on their medical records while encourages the use of ICT in the health sector through all stakeholders

involved.

C7. ICT APPLICATIONS:E-ENVIRONMENT

ECO-RUNNERS

Since the future of our planet lies in the hands of our children, an initiative by the Ministry of Energy has been launched to help kids understand the necessity of respecting the environment and living a sustainable lifestyle. Hence, MiceSus, the UAE’s first fully-sustainable branding and marketing agency, developed Eco Runner – a fun and informative game motivated by eco-responsibility. Developed the directives of the ministry of Energy, Eco Runner is being hailed as a game changer, the world’s first ever sustainable game. Kids from ages 6 to 16 can take on different challenges whether in conserving energy, saving water and decreasing pollution this therefore teach them valuable lessons towards living greener as they play. Eco Runner is a genius method of using ICT to create an awareness and education platform for children on how to make the world a greener place. In this case, the government, in cooperation with other stakeholders (MiceSus) have used ICTs as a tool of environmental protection and the sustainability of natural resources.

BOLISATY

‘Bolisaty’ is an e-Manifest System initiated by Tadweer, which aims at transforming into an electronic system, paper-based Manifest and the building of an integrated database for waste in Abu Dhabi. The project is designed to align with the Vision 2030 of Abu Dhabi Emirate and to also achieve the strategic goals of Tadweer as it relates to the use of technology within international best practices in order to achieve the management of waste sustainability and integration. Bolisaty displays the government’s alliance with other stakeholders to enhance and promote the use of ICTs as a tool for protecting the environment and sustaining the utilization of natural resources.

C7. ICT APPLICATIONS: E-LEARNING

SMART READING APPLICATION

In Ras al-Khaimah, the Human Resources Department has created and launched the first all-inclusive

smart reading application in the UAE called “Our Resources Read”. The application provides numerous

reading facilities and is measured to be part of the department’s creative initiatives in the advancement

of reading for all the workers of the Ras al-Khaimah government. The department launched this application

in collaboration with the e-Government in Ras Al Khaimah. The Smart Reading Application induces

growth and elevation of programs to eliminate illiteracy using ICTs at all levels. It makes use of ICT to create and imbibe an effective learning culture for the

people in Ras al-Khaimah.

MOBILE ENHANCED LEARNING PROJECTS

The project is an initiative of Zayed University for an all-inclusive educational system targeted at the Research, and instructive Integration of Arab content deploying a modular system of content development. It is cautiously aimed at meeting the students’ needs as it relates to their programs as well as developing resources that can be used on mobile devices in terms of reviewing them whenever they want to and wherever they are. Therefore, students can now concentrate on getting what they need at any time. LINGUISTIC DIVERSITY AND LOCAL CONTENT

LUGHATI INITIATIVE

A first-of-its-kind ingenuity in the Arab world, Lughati is motivated to build a knowledge-based society by pioneering the learning of Arabic in the smart way.

The initiative is brought by the directives of the local Government of Sharjah. The scheme was launched

with aims to enrich Arabic language education using user friendly technology and to encourage students

to incorporate it into their daily lives. Ultimately, it seeks to make the learning of Arabic simple and more available for young people and endear them to it as their mother tongue. The Lughati initiative

has also adopted the use of ICT to make the process of learning Arabic language easy. ICT would make

this process better by using ICT to make the learning process more interactive and more fun hence, making it more appealing to the people in the UAE and even

the outside world. Lughati supports and preserves the Arabic language through the use of ICTs.

AI ROBOT

Artificial Intelligence (AI) Robot is a humanoid robot introduced by Emirates NBD bank in Dubai and has the capacity to recognize the principal emotions of humans and adapt his actions to the disposition of his interlocutor. Developed by Softbank Robotics, the first robot introduced to Emirates NBD, titled “Pepper”, is designed to relate in an engaging way with customers who are visiting the bank and make sense of their various needs while presenting them with alternatives for products and services through the assistance staff. Government, private sector and international organizations are urged to promote the continuous advancement of e-business, thus this project displays innovation in the use of advanced technologies to promote such activities.
