o N/A Social Media- National Trends The top conversation among the public is the reopening of the economy. This

conversation has increased in recent days due in part to comments from government officials and public health experts offering varying opinions. Most people want to see things return to normal, but want it done safely. They want to be assured by testing data that the timing is right.

There is growing discussion about the use of antibody testing to determine who has already recovered from COVID-19. While people are hopeful this could offer a way forward, many are skeptical the nation will be able to offer widespread testing following shortages for COVID-19 tests in many places.

Concern for nursing home residents is increasing. Upon news that more than 3,600 deaths have been linked to nursing homes, many question if enough is being done to protect the elderly.

The general public is responding with anger and frustration following news that a bailout for the US Postal Service has been rejected by the Administration. Many feel the postal service has been a critical lifeline during this pandemic.

There has been an increase in concern over whether FEMA can handle a pandemic and any natural disaster that might occur at the same time upon coverage of emergency responders making new plans amidst the COVID-19 threat.

Social Media- Regional Trends Testing sites in several states have been closed due to severe weather: Massachusetts,

Maryland, Pennsylvania, New York, New Jersey, District of Columbia Flash flooding has caused a string of road closures and ponding water is widespread in

low-lying areas. Nursing Homes and Behavioral Health Centers requesting PPE. Grocery stores are beginning to enforce more social distancing measures. Gas stations have been offering discounts to healthcare workers.

10. Defense Coordinating Element National Guard Activation Status/#s: Activated; 295 (♦) Personnel USACE is considering asking the DCNG for assistance during construction phase. CA EMAC - Mather AFB to deliver ventilators for DE, MD and DC. Continued discussions with the Health and Medical Surge Planning team centered on defining

the preferred model for medical surge for DC and delineating future surge needs across DC. DC published RRF requesting Title 10 medical staff support for the DC Convention Center.

The SOW is with FEMA and ESF-8 for staffing prior to submission. Medical support will augment the overall staffing solution (250 beds of the 1200 required).

DSC Request is still pending with OSD. The RRF for the medical support to the DC Convention Center is now MA # 4502DR-DC-

DOD-01. It was validated by the DCO on Friday (10 Apr) and is with the UCG(FEMA/HHS) at FEMA HQ for prioritization and approval. Medical assets are obviously in high demand/low supply so the UCG is taking their time to ensure that the available support gets to the locations with the highest need. The requested available date for DOD medical staff support is April 29, acknowledging the limited predictability of infection rates and changing epidemiological modeling. Required date of staff support will likely change as more data is available to validate existing models (predominantly CHIME and IHME).

Recent analysis indicates that DC may have a bed availability delta of 1041 bed not previously identified.

o The coordinating group—comprised of one health expert, one economic development expert and the respective Chief of Staff from each state—will work together to develop a fully integrated regional framework to gradually lift the states’ stay at home orders while minimizing the risk of increased spread of COVID-19.

o The council will create this framework using every tool available to accomplish the goal of easing social isolation without triggering renewed spread—including testing, contact tracing, treatment and social distancing—and will rely on the best available scientific, statistical, social and economic information to manage and evaluate those tools.

Some of the outdoor testing sites were closed on April 13 due to severe weather. MD planning with Baltimore City on testing sites, including mobile testing sites and

looking at Mondawmin Mall. MDOT MTA will implement further reductions of MARC Train service in response to

significant reductions in ridership as riders continue to limit their use of these services to essential trips only.

A temporary mortuary center will open April 24 at Garden's Ice House in Laurel. Hospital Surge Task Force has credentialed 350 nursing and 50 respiratory externs and

Assessments of Ryken High School in Leonardtown and WL Gore Building in Elkton were scheduled for April 13.

Meeting on April 13 between USACE, MD Dept. of General Services, and Counsel to discuss real estate needs for the Washington Adventist Hospital ACS.

USACE contract for the Hagerstown Correctional Facility ACS (exclusively for inmates) build-out awarded on April 11. Estimated to be completed by May 2.

o It will utilize the shuttered portion of the facility for inmates only. o MD is assessing need for Title 10 or Title 32 support medical staffing at the Hagerstown

Correctional Facility ACS. o Looking at tented facilities at Hagerstown and Jessup corrections facilities for

convalescent situations. A facility manager has been hired for the Baltimore Convention Center; IMAT-A initiated

in a VTC today with Vice President Pence and Administrator Gaynor Social Media Chesapeake Testing site is closed today due to weather. An inmate has died and 93 inmates have tested positive in MD jails. Peninsula Regional Medical turned its conference center in the Layfield Tower into

a 43-bed COVID-19 ICU.

10. Defense Coordinating Element National Guard Activation Status/#s: 534 (♦) Personnel Primarily supporting logistics movement of medical supplies, establishment of testing sites,

distribution and warehouse operations, supporting planning efforts, and medical treatment to non-COVID 19 patients.

o Presidential proclamation received on April 7 approving the use of PANG in a Title 32 502f status. 502(f) RRF has been updated with new period of performance and costing data; submitted to FEMA. Mission Assignment for Title 32 502f status for PA was validated by the DCO and is currently with OSD for approval.

Priority is to support efforts to resource PA’s COVID-19 emerging/potential hotspots, specifically in eastern PA

o Coordinating site visit to East Stroudsburg Univ. ACS. o USACE developing an expedited site build out plan for East Stroudsburg Univ. ACS. o Depending the available capacity of local hospitals, it is anticipated that the Title 10

medical staff will augment the nearby hospitals until they exceed capacity and the supporting ACS is activated.

o Upon activation of the ACS, the Title 10 medical teams would withdraw from the hospitals to staff the ACS. These are tentative plans as PEMA staff, FEMA, HHS and 44th MED Planners work out details.

o Med Aug for 500 Bed ACS ISO East Stroudsburg at NC for review. T32 Activation for Pennsylvania approved Montgomery County CBTS is now closed. State is opening 2 new testing sites next

week, 1 at the Montgomery Community College and 1 at a site TBD in NE PA. The site will be run by the PANG.

East Stroudsburg University construction is in progress. Expected Completion April 14. Wraparound services and Staff Management contracting identified. April 17 Decision Point for April 18 IOC.

to discuss plans to employ the 352-1 UAMTF out of California. Following teleconference, DCE will provide a supplemental report with PEMA’s plans, medical personnel requirements (med specialties), and other pertinent details. This morning, the TF-SE A3, COL Walker, and Colonel Dewey to the 352-1 UAMTF, COL Caroline Ryan to give her and her staff an update on tentative JRSOI plans and employment plans in eastern PA. DCE will continue to follow up with her and her team as the situation develops.

Tentatively (pending the outcome of the teleconference), PEMA and state officials will lead DCE on site surveys to both ACS and local hospitals with HHS, FEMA, DCE, 44th Med, and TF-SE planners to include Brig Gen Lambe on April 15. Site survey will determine more details on specific medical requirements, billeting, feeding and local transportation. Med planners will gain fidelity on medical facility & ACS current and planned capabilities, capacity, staffing, etc. MED planners from 44th MED BDE arrived and integrated into DCE for upcoming assessments. Made coordination w/ ARNORTH ENG, LTC Rockwell, who will also participate in planned site surveys at Temple and East Stroudsburg.

Travel Restrictions • Non-essential out-of-state visitors must self-quarantine for 14 days. • State Police may monitor roads for travelers from areas of COVID-19

community spread.

The Governor placed an additional county (Jackson) under enhanced restrictions. Under the new orders, gatherings are limited to 5 or fewer people. All businesses must require employees to work from home to the maximum extent possible. Local Health Departments will establish the maximum occupancy and proper social distance within essential businesses and take action to enforce these health regulations. The State Police will assist with enforcement of local county orders. The other 11 counties with enhanced restrictions include Berkeley, Cabell, Harrison, Jefferson, Kanawha, Marion, Monongalia, Morgan, Ohio, Wayne, and Wood). The 12 counties account for most of the positive cases in the state.

WVNG, in collaboration with researchers from WVU, academic institutions, community and technical colleges, as well as business and industry leaders from across the state have developed solutions to address the critical PPE shortage. They collaborated and developed an N-95 mask and filter that would alleviate the strain on the supply chain while looking at advancements for design, fit, and decontamination.

o Initially, the prototype N-95 masks were developed and refined using 3-D printers from the state’s network of colleges and universities.

o After a working filtration system was developed and the design finalized, the WVNG stood up Task Force Innovation to coordinate the production of PPE throughout the state.

o The typical production of a single mask is around an hour and 45 minutes to 2 hours, while each printer runs 7-8 hours a day using a network of almost 400 printers. Foreseeing this issue, they are working on other avenues such as cast molding to fill in the gaps of 3-D printing.

o Between both types of production – 3-D printing and cast molding – it is expected that the network of WV residents working on this project can produce 200 masks each week.

o WVNG, in conjunction with the WV Hospital Assoc., is testing this new mask through the decontamination and sanitization process. In addition, they are looking into establishing regional quick reaction teams that could travel around the state to offer mobile mask sanitization for healthcare facilities that could potentially save N-95 masks for reuse up to 20 times.

FEMA VAL participating in WV VOAD Feeding Committee to assist with identifying and addressing current feeding needs in WV. Food banks have indicated that there has been an approximate 40% increase in food distribution.

WV Dept. of Education distributed more than 1M multi-day meal packs to students across the state last week.

In response to the USDOT suspending its prohibition on food trucks at federally-funded rest areas, the WV Div. of Highways has set guidelines allowing for food trucks at rest areas as a temporary measure to ease the burden on truck drivers during the ongoing pandemic.

Resource Allocation Strategy Prioritization (35% to hospitals, 40% to local health departments (EMS/Primary Care/Home Health), 15% to nursing homes and long-term care facilities, and 10% surge for WV DHHR as of March 31.

WVNG, WVDHSEM, and WV DHHR establishing an interagency task force to refine PPE

tracking and ensure needs are being met. The lack of data for face shields and coveralls is due to lack of reporting in these two

categories from the WVNG and WV Hospital Assoc. per IMAT-A representatives. Per IMAT-A counterpart, the daily usage and 14-day projections will be updated once a week

when the hospitals are required to respond to the survey sent out by the WV Hospital Assoc. Additionally, the ‘State Provided’ column has not been provided by the state. The WV IMAT-A is working actively with the WVNG and WV Hospital Assoc.

RRFs put in for PPE to be utilized by First Responders. Request is for 400,000 gloves, 205,000 face shields, 205,000 N95 respirators, 120,000 surgical gowns – not being recorded in PPE-Vent Data sheet due to non-hospital affiliation.

IGA Governor Hogan (MD), Governor Justice (WV), and Mayor Bowser (DC) participated

in a VTC today with Vice President Pence and Administrator Gaynor Social Media West Virginia received approximately one million unspecified PPE from former

government official connections. A student in a dorm at West Virginia University tested positive for the coronavirus.

As a result, others in the dorm are required to self-quarantine. A Huffington Post article covered recent WV Hospital closures, healthcare worker

furloughs, and financial difficulties. The daily report from WV DHHR announced the state’s 9th death from the

coronavirus, and 626 positive cases.
