Energy Technology Expert EU GCC Clean Energy Technology Net work

Dr. Mustapha Taoumi is the Energy Technology Expert of the EU GCC Clean Energy Technology Network project since January 2016.

Dr. Taoumi has been leading Renewable Energy and Energy Efficiency projects and technology deployment for over 30 years. He has worked with US AID, GIZ (Germany), JICA (Japan) and EU (DGXII) as Project and Programme Manager. He has conducted numerous feasibility and planning studies, building programs and has implemented projects on the ground. He assisted local institutions to develop strategic plans in sustainable energy. He managed numerous seminars and training workshops concerning the use of renewable energy and energy efficiency. Dr. Taoumi was also involved in several initiatives and projects with a regional scope particularly in MENA and Mediterranean regions including the Mediterranean Solar Plan (MSP). As a Regional Programme Officer for North Africa and the Middle East region (MENA) within the International Renewable Energy Agency (IRENA), the first global intergovernmental organisation dedicated to all renewables, Dr. Taoumi managed several projects and initiatives across MENA region including Renewables Readiness Assessment (RRA), assessment of local manufacturing potential in the Arab region and recently the Pan Arab Clean Energy initiative (PACE).

Dr. Taoumi held several key positions including Secretary General and Interim Executive Director within the National Renewable Energy Centre (CDER) in Morocco - now transformed on a National dedicated Agency (ADEREE) as well as Executive Secretary of the Mediterranean Association of the National Agencies for Energy Conservation (MEDENER- Network). Before joining IRENA in 2010, he was nominated by the Ministry of Energy in Morocco as IRENA?s focal point and member of the IRENA?s Headquarters Selection Committee.

Among other positions, Dr. Taoumi is an active member on several organisations, conferences and networks around the world including the MENAREC Conference International Steering Committee. Dr. Taoumi holds a PhD in Electrochemistry from the Institut National Polytechnique de Grenoble (INPG) in France and master's degrees in Electrochemical Engineering and Management Science, he is fluent in English, French, Spanish as well as Arabic.

Eng. Zaher Al Sulaimani

Mr. Zaher Khaled Al Sulaimani (Omani), BSc & MSc in earth science & physics. Country Technical Representative in the Middle East Desalination Research Center, board member of public authority for water he was Director General water resources in ministry of regional municipality and water resources and then DG of projects in the public authority of electricity and water (total 19 years) . Before that he served in the ministry of petroleum and minerals for 11 years.

He is founder member and president of the Oman water society, member of the Historical Association of Oman, founder member of the Geological Society of Oman, member of the Water science technology Association, member of the Environment Society of Oman, international water association and international Desalination association.

His current interests focus on enhancing the principle of the integrated water resources managements and its applications, monitoring the climate change and its impact on the water resources and environmental systems.

Dr. Najib Dandachi

Dr. Najib is a recognized technical and business Executive in the field of utility strategic and master planning, asset management and capital investment. Through Al Usul, Dr. Dandachi is actively engaged in offering consultancy services to power & water utilit ies, regulators and governmental departments across the GCC.

He has 30 years of international experience gained in England and the GCC and is a thought leader on Energy and Water systems and its transformation through privatization, liberalization and regulation. He occupied a number of executive roles in Abu Dhabi Water and Electricity Authority over 18 years. In this role, Dr. Najib worked closely with Board of Directors and Governmental Authorities to set and direct company strategy and business plans. He has led a business transformation process which led to achieving the ISO 55000 asset management accreditations.

In the UAE, he chaired strategic and technical committees and provided expert advice under Governmental forums on energy and water strategy. He led the UAE Team that played a key role in the GCC Interconnection Authority, which connected the GCC Power Grid. He was, for a number of years the GCC convener of the EU?GCC Clean Energy Network on ?Electricity Interconnections and Market?.

He is regular speaker at the International Water Summit in UAE and has published more than 30 technical papers. Dr. Dandachi chaired International symposia, meetings and presented technical talks covering subjects such as ?Impact of privatization, economic modelling, the commercial environment? and ?Water Systems, Renewable Energy, and the Smart Grid?.

Prof. Ahmed Musht aque Ph.D.

Prof. Mushtaque Ahmed obtained his PhD from Iowa State University, USA in 1988 and MSc from University of Hawaii in 1984 (Civil Engineering). He is currently a Professor of the Department of Soils, Water and Agricultural Engineering of Sultan Qaboos University (SQU), Oman. He joined SQU in 1996 and has held different positions including Head of the Department, Assistant Dean and Director of the SQU Environmental Studies and Research Center (CESAR). Prior to joining SQU, he worked with CSIRO and New South Wales State Government in Australia. His current research interests are biosaline agriculture, managed aquifer recharge, climate change and adaptability, desalination in agriculture, wastewater treatment and reuse. He has published more than 240 scientific papers in peer reviewed refereed journals, book chapters, conference proceedings, and manuals, as well as serving as Editor of various publications. He is a corporate member of the Institution of Engineers, Australia and a member of the International Desalination Association (IDA). He has worked as consultant for UN organizations such as UNEP, IAEA, UNOPS and UNESCO. He has supervised large number of postgraduate students and has been an external examiner for graduate students of SQU, Curtin University (Australia), RMIT (Australia), Univ of South Australia (Australia) and Rhodes University (South Africa). Currently he is a member of the International Scientific Evaluation Panel for the PRIMA (Partnership for Research and Innovation in the Mediterranean Area), Barcelona. He has reviewed for 40 international refereed journals and 5 international research and funding organisations.

Dr. Naddeo is professor at Department of Civil Engineering of the University of Salerno (Italy) where he drives research activities as Director of the Sanitary Environmental Engineering Division (SEED).

His research focuses on advanced water/ wastewater treatment, characterization and control of environmental odours and environmental impact assessment (EIA). He recently developed advanced biotechnologies for wastewater reuse with simultaneous energy saving and production.

He holds 4 patents on water and wastewater treatments by sonolysis and 1 patent on novel electronic nose (e.Nose). From January 2018 Dr. Naddeo is CEO and co-founder of Sponge s.r.l., a Spin-Off of the University of Salerno working on Green Environmental Technologies. Dr. Naddeo has (co-)authored over 200 refereed publications in ISI journals, congress proceedings and book volumes.

Omar Saif is a multi-disciplinary professional currently working for the Dutch Ministry of Foreign Affairs as a regional expert on the Water-Energy-Food Nexus.

Omar graduated with an M.Eng. in Engineering & Public Policy from McMaster University in Canada ? focusing on sustainable desalination in the Gulf region. For the past 6 years, Omar has been based in the Middle East, where he worked as a Research Engineer at Masdar Institute in Abu Dhabi focusing on research in the power and water sectors. Omar later joined the Climate Change & Sustainability Services team at Ernst & Young, managing and delivering a wide range of sustainability and energy management projects to clients across the MENA region. Omar?s core interest lies in bringing various stakeholders together to tackle the Middle East region's various sustainability challenges through a holistic and integrated approach.

Dr. Jauad El Kharraz

Dr. Jauad El Kharraz is head of Research at the Middle East Desalination Research Center (MEDRC) where he manages its research programs dealing with sustainable desalination technologies, water-energy-food nexus and other water related topics. He has more than 18 years of international experience (Spain, France, Oman, Euro-Mediterranean region) in water management issues: Water Information Systems, Remote Sensing applied to environment, drought monitoring, desalination technologies, water-energy-food nexus, environmental issues, and also scientific research. He has been chair of evaluation of water projects proposals for the Euro-Mediterranean program PRIMA, apart from chairing the evaluation of Jordanian-Palestinian MEDRC scholarships and the Palestinian-Dutch Academic Cooperation Program on Water (PADUCO), among other programs.

He has been information and projects manager at the Euro-Mediterranean Water Information System (EMWIS) based in Sophia Antipolis (France) before joining MEDRC for the 11 years and half. He was also co-leader of water panel at WANA Institute (Jordan). He has published and contributed to hundreds of conferences in more than 50 countries, journals and reports in the fields of water management, desalination, agriculture, water information systems, remote sensing applications and scientific research. He co-authored the last UNESCO science report (Arab countries chapter). Dr. Jauad contributed to numerous projects funded by the European Commission, ESA, USAID, and other regional programs (FP5-FP7, H2020, ENPI NGO, ENPI CBC-Med, LIFE, SMAP?).

He got MSc & PhD degrees in Physics from the University of Valencia, Spain. He also got a Diploma in Enterprises Management & Strategy from SKEMA European Business School, France.

Prof. Abdulaziz Al t urbak

Prof. Abdulaziz obtained his master and Ph.D. from civil Eng. Dept. at Colorado State University. He spent the last 35 years teaching courses for undergraduate and graduate students at King Saud University in addition to supervising many graduate studies research. Prof. Abdulaziz currently holds the academic position of Emeritus professor, civil Engineering Department, King Saud University (KSU), Saudi Arabia and he was dean of College of Engineering, KSU for six years (1995-2005). He also served as Chairman, Civil Engineering Department, KSU 1988-1992, and Member of board of Journal of Engineering Sciences, KSU 1995-1999 and Member of KSU Scientific Council and Member of College of Engineering Council 1996-1999.

He served as member of many past and present technical committees (working on water related problems), he also worked as consultant to Ministry of Agriculture & water 1984-1988, Consultant to Ministry of Economy and Planning from 1993-2005 while participated in many consultative works to governmental and non-governmental organization and institution. At the present time, he works as consultant to Municipality of Riyadh on floods and Stormwater problems. He is also a council member of prince Sultan International Prize for water and member of the board of WSTA.

Prof. Abdulaziz has participated in a number of scientific and research activities such as principal investigator and co-investigator in many research projects funded by KACST (King Abdulaziz City and Technology), published more than 100 articles and lectures in local, regional and international journals and conferences, review many articles submitted to refereed regional and international journals and review of promotional papers.

Prof. Hassan A. Arafat

Director, Center for Membrane and Advanced Water Technology Professor of Chemical Engineering, Khal ifa Universit y, UAE

Prof. Arafat is the director of the Center for Membrane and Advanced Water Technology and professor of chemical engineering at Khalifa University of Science and Technology in Abu Dhabi, UAE. His current research expertise is in membrane-based desalination, with focus on third-generation desalination technologies such as membrane distillation (MD) and the development of novel membranes thereof. He initiated a new research trend on sustainable desalination, which integrates multiple multidisciplinary tools to enhance the prospects of deploying desalination, with the aim of achieving national water and food security. The concepts behind this trend are captured in his book: Desalination Sustainability: A Technical, Socioeconomic and Environmental Approach. Prof. Arafat received his Ph.D. in Chemical Engineering from the Univ. of Cincinnati (Ohio, USA) in 2000 and a BSc in Chem. Eng. From the Univ. of Jordan. From 2000 to 2003, he worked at Argonne National Laboratory (Illinois, USA) as a postdoc then as a research scientist, developing processes for nuclear waste treatment at the United States Department of Energy (DOE) sites. Between 2003 and 2010, he was a faculty member of the Chem. Eng. Dept. at An-Najah University (Palestinian Territory). Between 2009 and 2012, he served as an adjunct associate professor of the Biological Eng. Dept. at Utah State Univ. (Utah, USA) and in 2010, he joined the Massachusetts Institute of Technology (Massachusetts, USA) as a visiting professor. He is a recipient of four research fellowships by the US National Academy of Science (USA), the Open Society Foundation (USA) and DAAD (Germany). Through his career thus far, he supervised more than 30 postdoctoral fellows and graduate students and received 23 research grants, exceeding $13 Million in funding. His research was published in 230 book chapters, journal papers and conference presentations, in addition to two US patents and 50+ keynote and invited talks worldwide. Among other honors, Prof. Arafat received the Khalifa Award for Education, presented by the President of UAE, the Mohammad Bin Rashid Medal for Scientific Excellence, presented by the Prime Minister of UAE, the United States Department of Energy Secretarial Honor Award, the Mondialogo Engineering Award by Daimler AG and UNESCO, and the Univ. of Cincinnati Distinguished Dissertation Fellowship.

Prof. Ali Karnib is working extensively in a wide range of areas in sustainable water resources management in the Arab region, such as studies on water-energy-food security nexus, assessment of the impact of climate change on water resources and water supply and sanitation. His experience is a combination of strong academic credentials (Full Professor of Engineering at the Lebanese University and strong publications and scientific modeling record) as well as wide experience from projects and programmes management and consultancy services both at policy level as well as from the field. In addition, he provided research results, technical advisory services and expertise to assist Arab countries to prepare for the formulation and follow-up to the water-related Sustainable Development Goals (SDGs).

Prof. Ali Karnib holds a PhD in Civil Engineering from Artois University, France. He has a BE in Civil Engineering from Beirut Arab University in Lebanon. He has published over 50 scientific articles, international working papers, reports and technical manuals. He is member of the Editorial Board of the International Water Utility Journal published by EWRA and member of the international scientific committee of the WORLD CONGRESS OF EWRA on Water Resources and Environment and reviewer for several international water journals.

Dr Slim Zekri is Associate Professor and Head of the Department of Natural Resource Economics at Sultan Qaboos University (SQU) in Oman. He earned his PhD in Agricultural Economics and Quantitative Methods from the University of Cordoba, Spain. He is Associate Editor of the journal of Water Economics and Policy. Dr. Zekri has worked as a consultant for a range of national and international agencies on natural resource economics, policy and governance, agriculture, and water economics in the Middle East and North Africa. He is member of the Scientific Advisory Group of the FAO?s Globally Interesting Agricultural Heritage Systems. His main research interests are in Water Economics & Policy and Environmental Economics. In 2017 he was awarded the Research and Innovation Award in Water Science from the Sultan Qaboos Higher Center for Culture & Science in the Scientific Publications Category.

Martine Mamlouk is high level advisor for prospective and stakeholder?s management at ENGIE MESCAT. She joined ENGIE in 2017 after having served several years at the French Embassy to the UAE where she was Deputy Permanent Representative of France to IRENA and involved in the preparation of COP21 and a number of climate initiatives. She combines a diversified and long governmental experience in international affairs at bilateral, European and multilateral level, in management of projects and programs, evaluation of policies and account auditing at French Cour des Comptes as well as trading in the private sector.

Before coming to the UAE, she was at France?s ministry in charge of environment, energy and environment, Deputy Director for protection against terrorism for all modes and infrastructures of Transport, Energy, Water, Environment, Urban and Land Planning. Earlier on she was for several years managing French participation to European RD projects of transport, space and cities and Galileo ? Europe?s satellite navigation system- project leader for France. Previously, she has been for several years seconded to the United Nations, where she successively worked as deputy UN permanent representative in Uganda and covered regional support to Eastern and Central European and CIS countries. She formerly served as economic and commercial counselor at the French Embassies in Canada and in Syria. In the initial years of her career, she had successively responsibilit ies in the field of transport and technical and economic cooperation with Maghreb and Machrek. She graduated from ENA in 1976 after completion of Master in law and Diploma of political science (Sciences Po).

Ziad Khayat is Economic Affairs Officer at the Water Resources Section of the Sustainable Development Policies Division at the Economic and Social Commission for Wester Asia (ESCWA). Mr. Khayat joined ESCWA in 2015 focusing on water related sustainable development issues within the context of a nexus approach and on shared water resources opportunities and challenges in the Arab region. He has also been involved in the United Nations-League of Arab States Regional Initiative for the Assessment of Climate Change Impacts on Water Resources and Socio-Economic Vulnerability in the Arab Region (RICCAR) exploring climate change effects on groundwater. He previously worked with UNDP in Lebanon on a national groundwater assessment and with Dar Al-Handasah Consultants on various hydrogeological assessments and groundwater management issues in the Arab region. He has also taught Hydrogeology graduate courses at the American University of Beirut in Lebanon. He holds degrees from the University of British Columbia in Vancouver and from the American University in Beirut with a focus on hydrogeology.

Since then, he has carried out many hydraulic studies, including environmental impact and risk and safety assessments, using a variety of state-of-the-art numerical models and dedicated in-house software, for clients all over the world. He has working experience in Russia, Brazil, Kazakhstan, Australia, Oman, UAE, Ghana, the UK, The Netherlands, Germany and Belgium.

Since 2018, he manages the office of Witteveen+Bos in Dubai, UAE, which focuses on improving the regions' major challenges in dealing with water shortages, environmental pollution and rapid urbanisation, as well as in securing energy supplies and providing an adequate transport infrastructure. He is responsible for the business development in the Middle East region and the daily management of operations in Dubai. Mr Vreman is heading the EIN enterprise group, which is a high level and innovative niche player in energy and healthcare in North-Western Europe and the Middle East. Since 2009 the company has among other things been entrusted with the implementation of the Dutch Energy Solutions programme, a cooperation between the main industry associations in The Netherlands in this industry, actively supported by the Dutch Ministry of Economy and Climate Change. This programme has seen growing influence in the Middle East, in close alignment with Royal and Ministerial visits to the region. He attended Twente University of Technology where he graduated in Mechanical Engineering (MSc). His thesis was awarded with a Unilever Research Prize, a yearly prestigious award for work judged to be scientifically relevant in the field of biology, chemistry and engineering.

He completed his Minor in International Development Cooperation, and worked in disaster management assignments at Médécins Sans Frontières. During his period at DSM, the leading petrochemical firm in The Netherlands at the time, he combined his industrial engineering capability with the enhancement of Health, Safety and Environment, while obtaining his post graduate qualifications in the latter field. He completed his Master of Business Administration at Erasmus University, Rotterdam School of Management, with focus in Strategy.

Under his coordination EIN also achieved regional leadership in mobile healthcare, like cancer screening solutions, and disaster management, as state-of-the-art CBNRE solutions.

It is in the ambition of Mr Vreman to enhance the implementation of the Sustainable Development Goals through different mechanisms, among which sustainability, health and safety in industry. Further, digitalisation will take an important role, fostering better possibilit ies for predictive modelling, deep learning (AI) and embedded security. Entrepreneurship is key, both within the corporate environment and in new ventures.

Niel s Erik Bos

Niels Bos is a Partner at Dynaflow Research Group since January 2008 after several years of experience as Sr. Engineer and Project Engineer at Dynaflow. He has worked on a range of different type of projects within the office. Examples are the following:

- General Engineering - Surge analysis, static analysis and FEM analysis performed for many different systems. Niels helped several clients solving vibration problems on their plant. Through the analysis of the Eigen-frequencies of the system and the performance of a root-cause analysis he was able to help clients to solve their problems and increase the plant.

- Training - Niels has given several training sessions over the years on different software packages such as FE/ Pipe, CAESAR II, and BOSfluids.

- Fiberglass ? Niels has been a technical consultant to several clients on fiberglass project all around the world. He has an extensive experience in fiberglass analysis, installation, design and testing.

Before joining Dynaflow Research Group, Niels worked for a pipe manufacturer, for Shell in Buenos Aires, Argentina and several years as a consultant for The Boston Consulting Group. Niels holds both a Bachelor and a Masters degree in Applied Physics from Delft University of Technology (1996). He received his MBA cum laude from Columbia Business School, New York, USA (2001).

In his spare time, Niels likes to be active outdoors such as skiing, playing basketball and field-hockey. Windsurfing and chess are also activities of which Niels is very passionate about.
