Gabriel Ivan Barrera RIP Juan Carlos Aragon writes on digitalspy.co.uk: Well known Cono Sur Dxer and radio

listener Gabriel Ivan Barrera passed away on 14 September, suffering a heart attack in

Santiago de Chile. He was a collaborator of Radio Enlace of Radio Nederland and a

great DXer and informer about radio in Argentina and Chile and worldwide. Gabriel

was a former member of the Circle and he also signed my QSL card from Radio

Nacional LRA1 back in 1989. R.I.P.

New book predicts failure of DAB Digital Radio Digital radio switchover is unlikely to ever happen in the UK writes radio specialist Grant Goddard

in his new book “DAB Digital Radio: Licensed To Fail” published on 1 October 2010 by Radio

Books in the UK and US.

Mr Goddard uncovers a secret deal struck between the government and the UK commercial radio

industry to force DAB radio upon the British public. In return for the radio industry promising to

press ahead with DAB, the government bowed to pressure from the largest commercial group to

amend the law so that its most profitable national FM radio licence could be renewed without a

public auction.

Mr Goddard also exposes a wealth of inaccurate and distorted data published by radio industry

lobbyists as part of their campaign to convince the government and consumers that take-up of DAB

radio has been a success in the UK and overseas.

However, while the radio industry was assuring the government of its commitment to DAB as the

future of radio, Grant Goddard’s book reveals that the largest commercial radio group was quietly

closing its digital radio stations and selling off its investments in DAB radio licences.

Goddard estimates that the UK radio industry has invested almost £1 billion in DAB which has

contributed significantly to the current lack of profitability in the commercial radio sector. He

concludes that UK radio’s misplaced faith in European DAB technology has destroyed the viability

of much of the UK’s previously profitable local commercial radio industry.

Written as diary entries between 2008 & 2010, Mr Goddard’s 314-page book uses charts and

graphs to chronicle a critical period in DAB radio’s development. The government had launched a

number of initiatives intended to solve the problem of slow consumer take-up of DAB radio; the

Digital Radio Working Group, the Digital Britain consultation, Digital Radio Upgrade and the

Digital Economy Bill. The book documents these efforts and the last-minute legislation of the

Digital Economy Act during the last days of the outgoing Labour government in 2010.

Author Grant Goddard is a London-based media analyst specialising in the radio broadcasting

sector. For thirty years, he has worked in the radio industry as a senior manager and consultant, in

the UK and overseas, and has written extensively about the radio business for consumer and trade

Pirate broadcasts spark terror alert A pirate radio broadcaster whose equipment sparked a major terrorist alert has been jailed. James

Cooper, 28, from Walderslade, Kent, strapped a laptop computer and an aerial to the top of a 50-

foot water tower at Blue Bell Hill, Kent to pump drum 'n' bass from Flex FM to his audience.

But the crudely-assembled broadcast gear, placed on private property behind a six-foot chain-link

fence in Common Road, was mistaken for a bomb by a suspicious South East Water employee. He

called police, who brought in the bomb squad. A frantic five-hour disposal operation, in which two

controlled explosions were carried out, followed. Cooper was arrested when he arrived at the 50-

metre cordon set up by officers and was able to give information about the equipment. He was

sentenced to 150 days in jail after a hearing at Medway Magistrates' Court in September.

USA supports Amateur Radio Allocation at 461-469 & 471-478 kHz The Federal Communications Commission and the National Telecommunications and Information

Administration (NTIA) -- the spectrum regulators for United States private sector and government

users, respectively -- have agreed to support a secondary MF allocation to the Amateur Radio

Service at 461-469 kHz and 471-478 kHz at the 2012 World Radiocommunication Conference

(WRC-12), to be held in Geneva, Switzerland from January 23-February 17, 2012.

According to ARRL Chief Technology Officer Brennan Price, N4QX, the proposal reconciles two

widely divergent proposals for WRC-12 Agenda Item 1.23, adopted by consensus of the private

sector and government users. Agenda Item 1.23 calls on WRC-12 “to consider an allocation of

about 15 kHz in parts of the band 415-526.5 kHz to the amateur service on a secondary basis,

taking into account the need to protect existing services.” The FCC’s WRC-12 Advisory

Committee (WAC) had adopted a proposal for a secondary amateur allocation at 495-510 kHz, but

the NTIA, acting on the advice of government maritime interests, initially supported no change.

Some maritime interests, have opposed any amateur allocation in the range 415-526.5 kHz, citing

existing NAVTEX applications at 490 and 518 kHz, as well as future plans for the band that have

yet to be fully characterized, Price explained. To the extent future maritime uses of the band have

been discussed, the focus has been on the 495-505 kHz segment. Despite the lack of plans for the

remainder of the range under consideration, the International Maritime Organization (IMO) has

adopted a draft position of “no change” and has communicated this position to the ITU. IARU

President Tim Ellam, VE6SH, has met with IMO officials in efforts to soften this position.

US company installs MW triplexer in Taiwan LBA Technology has designed, built and delivered to Taiwan an advanced technology AM

Triplexer system for Broadcasting Corporation of China (BCC). This is the second successful

multiplexer project undertaken by the North Carolina company for the BCC.

The project is especially notable because the tower site posed an engineering challenge. The AM

triplexer had to be incorporated into an electrically short tower in the middle of a lake, with the

tower base and triplexing equipment fitted snugly on a small platform area 30 feet above the water.

An AM triplexer allows the simultaneous use of 3 MW AM transmitters on a single antenna. AM

triplexers combine an antenna tuning unit and a rejection filter section for each frequency, which

sort out and pass through desired frequencies and reject undesired frequencies. The triplexer for

BCC was designed for 531kHz, 648kHz and 963kHz, and 10,000 watts power at 125 percent

SPAIN: COPE Local Programmes with Stefan Schliephacke

During the summer months I made some DX preparations for the up-coming season. Checking my verification count and preparing myself

to make the "100th goal", I realized that there are still lots of COPE I don't have a QSL yet. I prepared a list with all the local "opt outs" in

order to tune in to there local programmes when propagation allows. I also found that the information provided in the EMWG for the COPE

stations does not match with several station's schedules published in the official COPE web site. Please not that for Burgos and Alermeria

there was no information available and there is a eveneing sced for Caceres only (even I speak Spanish, my emails remained unreplied or I

was advised to check the official web site… All times valid for Monday thru Friday only. All times are in CET. I don't know whether local

advertisement opt outs previously aired in the evening hours are still in place. The only programme listed during the weekend is a local

It’s a fairly quiet month with the main news relating to 1060 WBIX and 1290 CFRW, but little else of major interest, so here are the details:

The application describes their action: “WWVA has removed the damaged section of tower, leaving stubs of each tower in place. From the top of the eastern most tower in the array, a long wire has been attached and bonded to this tower at the highest accessible point. This wire extends approximately 125 feet in a westerly direction to an appropriate insulating assembly, which is itself suspended by a remaining stub tower, at approximately 40 foot above ground level”. Now, what does that mean to the Dxer living west of Wheeling? Since their normal nighttime pattern is directed eastward, those 12,500 Watts at night throws a significant amount of signal to areas not normally covered. So, if you’ve never logged WWVA, this may be the opportunity. (A)

The owners have located and purchased the property housing the former 2-tower site of WLVV, and will be filing for a CP moving to that site. In the meantime, WMOB is operating under an STA with D1 1000/0 from a temporary site.

However programme from VOA was in Special English which makes reception under QRM much

easier. VOA is listed on its website on 1296 kHz from 2030 to 0030 UTC. But I cannot find a

Italy Here is some information about Ondamedia Broadcast, the new Italian MW station on 1512 kHz.

The Mosfet transmitter has a power of 600 W but currently its output is limited to 350-400 W into

a vertical 1/8 wave antenna. In the coming future the ground system will be improved, with more

radial wires. The transmitting site is San Pietro in Casale, between Bologna and Ferrara (northern

Italy). At present the station is operating from 0700 to 2330 hours local time. The letterhead

indicates also a frequency of 1503 kHz, possibly for the announced future DRM transmissions.

Programs will be of local nature, with music, news and cultural contents. The head of the station is

This site, at Chão da Felpa (São Jorge, near Santana, NE Madeira), was switched off

end July last, and the tx was taken to the new site of Poiso, Chão dos Balcões, near Pico

do Areeiro. Audio from Funchal do Santana was via a dedicated telephone line from PR

www.portugaltelecom.pt, and the stn claimed it was expensive. So this Santana tx would then be

used temporarily at Poiso, possibly on 1530 kHz, not 1017, and would remain there as a stand by

unit after the 10 kW for 1530 kHz is made operational... some day. However, PEF's plans were

abruptly changed when the forest fires devasting areas of Madeira in July reached Chão dos

So PEF is currently audible just via 1530 kHz 1 kW (reserve tx, to be scrapped), St.º António, west

of Funchal, and is still (!) awaiting repair of its main, 10 kW unit, to be moved to Poiso when in

condition. One of the reasons why PEF is running just 1 kW on 1530 is to reduce interference in the

neighbouring households - at least that's what they claim -, but this is so for almost three years now!

The other motive is the fault on its main tx which should have been made ready ages ago... so

without speculating too much about the whole issue, I would say this huge delay is funds related, a

detail PEF, like many other priv. stns, are not keen in disclosing. What PEF does not hide from the

public, however, is that it got a severe blow from the [commercial] competition posed years ago

when local stns were allowed to operate on the islands, so no wonder the [costly] MW operation

faces hurdles.

The Santana tx on 1017 was able to provide daytime reception up here on mainland despite adj.

QRM from Spain, and after nulling co-ch. QRM from the same country; night time reception was a

nightmare - as far as I am concerned, no signal. The Funchal tx on 1530 is still able to reach

mainland during daytime, but is typical worse than the formerly parallel 1017 via Santana: its

modulation was slightly weaker;

more, no information whatsoever was obtained on whether their MW outlet is already active, or

was terminated, which is most probably the case! The typical reply to this question by anyone

answering the phone at RA always shows their MW operation is kept under a cloak of [silly, even

stupid I'd dare say] secrecy, and that any questions about it should be addressed to the stn director...

my own experience after talking with him several times tells me he is also keen in avoiding this

issue... So the more important or bigger the station is, the more information you [easily] get; it

simply goes the other way round when it comes to petty, sorry, small [MW] stations here, here on

Russia Radio Yunost in Russia no longer operates on medium waves. The transmitting is completely

stopped on medium and long waves(153kHz). Now on them only noise, broadcasts nothing. You

Ofcom News Community Radio Stations In Breach 28 September, 2010 Fifteen UK community radio stations have found themselves in breach of their licence conditions

after failing to submit annual reports to Ofcom on time. One of the 15 and another station have also

been found in breach for obtaining more than half their income through on air advertising and

sponsorship.

Under the terms of community radio licences, stations are required to send Ofcom a report annually

setting out how they've been meeting their 'key commitments'. One of these commitments is to

produce the report itself. Under Ofcom rules failure to submit it represents a 'serious and

fundamental breach of a community radio licence', as the absence of the information contained in

the report means they're unable properly to carry out its regulatory duties.

Thirteen stations failed to submit the reports on time - with most missing the deadline by around

four to six weeks. The stations are the 5 Garrison Radio licences (Colchester, Edinburgh, Salisbury

Plain, Aldershot and Catterick) as well as a number of FM stations.

Ofcom said they are putting licensees on notice that their present contravention of their licences is

being considered for the imposition of a statutory sanction. (via Steve Whitt)

Commercial Radio News talkSPORT boosts UTV turnover 19 August, 2010

The owner of talkSPORT, UTV Media, has reported group revenue up by nine per cent in the first

six months of 2010 to £59.2m. Its GB radio division had extra revenue strengthened by the World

Cup, and the inclusion of Sport magazine which was acquired in May 2009.

Advertising revenue in talkSPORT in the second half of the year is expected to benefit from the

two significant rights packages obtained for the Premier League, but its Irish Radio revenue is

down four per cent on last year. The GB radio division's turnover is up by 22 per cent to £25.1m

(2009: £20.6m), increased by talkSPORT. Local radio revenue remained unchanged.

John McCann, Group Chief Executive, UTV Media plc, said: "The first six months of 2010 saw a

better trading performance due to the improving economic environment and the stimulus of the

World Cup and this improvement in trading appears to be continuing in the third

Traffic Radio expensive for the taxpayer 20 September, 2010

Traffic Radio says online listening to the station has gone up 350 percent in 12 months. The station

responded to tabloid claims that the service is a wasting £2.8m a year of taxpayers' money.

The story, in the Daily Mail this weekend, reported that Traffic Radio's cost the taxpayer almost

£10.4m in five years, but says fewer than 500,000 of the UK's 32 million vehicles have DAB radios

to receive it. The Taxpayers' Alliance called for the service to be scrapped, saying it's something

already provided by local radio stations so shouldn't be state-

funded. The RAC joined the criticism too, adding that people can

get the information online from websites such as their own.

Traffic Radio is managed and produced for the Highways Agency

by Global Traffic Network (GTN) and is broadcast on 31 local

DAB multiplexes, as well as on a long-term RSL on 1386 kHz

medium wave around the NEC in Birmingham.

A spokesman for Traffic Radio told RadioToday.co.uk that listening numbers are up. "Because

people tune in for instant traffic updates and listen for less than 15 minutes at a time, standard

industry audience figures are not available," he said. "But we measure online listening and this has

increased by 350 percent over the last 12 months. And listening to Traffic Radio increased almost

ten-fold at the time of 2009 severe winter weather." (www.radiotoday.co.uk)

OTHER NEWS Steve Whitt reported on 25 September,2010 that he had heard MAR (Merseyside Alternative

Radio) on 1314kHz from the Liverpool area. (0845utc). The Station gave full ID’s, website, e-mail

& phone number but it clearly was playing an old recording. The programme referred to "Sunday

night" but it was Sunday morning and it was announcing 217 metres/1386kHz but in reality was

operating on 1314 kHz. 25 September.

I have been hearing a relay of Radio Caroline on 1278 kHz at my QTH. I have checked it most

days in the last week and the signal is weak/fair – using a loop pointed

SE. My local LPAM CRUSH 1278 kHz (from Hertfordshire College

Hatfield) is off air. An unusual frequency for a pirate and ironically

Caroline used to use this frequency in 2004 for a month long RSL!

Capital Network to launch January 2011 14 September, 2010

I know its’ an FM issue – but these changes are very significant to the UK radio scene. The owners

of Capital Radio -Global Radio - is to scrap the Galaxy Network, Red Dragon FM, Trent FM,

Leicester Sound and Ram FM and rebrand all stations as Capital FM.

The new nine-station “Capital Network” will launch on January 3rd 2011 when all programmes

with the exception of breakfast and drive will originate from Leicester Square, London. Founder

and Global Group CEO, Ashley Tabor told RadioToday.co.uk that only a “handful” of presenters

will lose their jobs as a result of this move, which he describes as one of the biggest events to

happen in UK commercial radio.

He said: “Since Global was created we have prided ourselves on being

an industry innovator. The formation of the new Capital Network

represents another huge innovation from Global Radio, taking an

established, trusted and loved brand and extending it across the UK to

create a true national network of stations reaching 6.3m with a clear hit

music proposition.”

Local presenters on Trent, Ram, Red Dragon and Leicester Sound, plus some Galaxy presenters are

affected by the changes. Split links will be used by all London presenters outside of breakfast and

drivetime to keep local content on the regional and local stations.

Capital FM will replace the six Galaxy stations operating in Scotland, South Coast, Birmingham,

and Manchester, Yorkshire and North East as well as the current Hit Music Network stations Red

Dragon, Trent, RAM and Leicester Sound.

From 2011 the network will be known as “95 – 106 Capital FM, The UK’s No.1 Hit Music Station”

but the stations will ID locally as [freq] Capital FM but local news hours will be extended and local

advertising will remain locally sold. Global Radio has only just completed a similar programme of

creating Heart as a national brand, closing 20 locations and merging them with nearby stations to

create larger single stations.

sign-on. At 2300 the Mongolian time pips were 3 (maybe more

lost in noise burst) short pips followed by one long pip. Radio

Many thanks to David and to Mark for what I think are first contributions to DX Loggings – a very

warm welcome to you both! David was using his Winradio G31DDC for overnight recording, and

tells us that his antenna is a Datong AD370 active vertical in loft feeding the Excalibur and QS1R

receivers, and that it works very well. Now for a few comments from our contributors.

Barry writes: “Nothing to shout about despite an active band. Hopefully the key DX month of

October will bring some real goodies hi!”

Paraphrasing Ronald’s comments: “At the beginning of September I had some logs of (North

America) east coast & Caribbean under weak to fairly conditions, then a week with bad conditions;

since 12th again less good, but hearing most of the common east coast stations, and recently late

evening few Asian stations. On 19, 20 and 22 September I listened in the early morning hours and

found a little bit better conditions but short band openings and unstable signals. Hopeful October

will be better for DX, with stronger signals and some reception from the west coast of the USA and

Canada ;-)

Maurits comments: “More than usual, of course the conditions are good, and I’m home every day.

Best here in the direction of LA (certainly Colombia) during the second weekend in September.

I’ve bought also a monitor receiver, the R&S EK07/D2, and I’m using this in the evening for

Middle Eastern reception - the sound is great and it’s very sensitive”. Unfortunately I’ve run out of

space to include the picture you very kindly sent - mah

Max adds: “Lately, some Africans were heard like Djibouti, Ethiopia and Sudan. Interesting,

hopefully more Africans will be present in the future. I was busy with the set up of my new

Perseus, so I am now hoping for good conditions. Friedhelm: “From 25th September to 16th

October I spent my Kur-holiday in Bad Sachsa / Harz. I hope it's good for my health” – I hope you

came back refreshed after your break – mah.

John mentions: “Just a few logs from me. All have been overnight recordings with the exception of

using my Tecsun one evening and heard WWZN (induction loop)”.

Here in Clashmore I’m well back into the swing of DXing after the summer break. September has

been an interesting month, with the first North American west coast and prairies stations being

heard around 0500-0600 UTC when conditions have been good. Quite a few unusual east coast

stations were also heard at this time, and propagation to Mexico produced some good results,

though stations were rarely strong. In the last few days of the month daytimers were heard around

2300, and I’ll be watching out towards the end of October an hour or so earlier, looking for those

elusive stations (see the US Daytimer Targets list in last month’s MWN) – mah.

The deadline for the November DX Loggings is Tuesday 26th

October. I look forward to

receiving your logs by then, preferably electronically/via e-mail using the Word pro-forma, which

is available from the “Files” section of our Yahoo Group; very many thanks to all members

making the effort to submit contributions following the format used in DX Loggings.
