民政事務局局長何志平太平紳士、各位嘉賓:

今天是仁愛堂第二十七屆董事局交職典禮,荷蒙 民政事務局局長何志平太平紳士蒞臨主禮,以及各界友好賢達撥冗光臨指導,實為本堂的榮幸。本人謹代表董事局同寅歡迎及感謝各位。

過去一年經濟氣氛好轉,市民生活普遍得到改善,然而放眼社會,尖銳的社會問題仍然存在,例如人口老化、家庭暴力、教育及醫療支援不足等。仁愛堂作為香港六大善團之一,肩負起重要使命,自就職當日起,丙戌年董事局便不斷地拓展新的服務範疇,加強與政府及社會各界的溝通和合作,並在籌募活動中屢創新猷,務求吸引更多善長人翁透過仁愛堂這個平台回饋社會。

現在就讓本人代表董事局同寅向大家分享仁愛堂過去一年的成果,就各部門的發展作一個精要的回顧。

首先,在董事局活動方面,過去一年董事局同寅拜訪及宴請了多個政府部門及友好機構,包括教育統籌局、衞生福利及食物局、保安局、新聞處、消防處、廉政公署、懲教署、社會福利署、立法會、中央人民政府駐港聯絡辦公室及香港神慈秀明會等;同時,香港特別行政區政務司司長許仕仁先生亦特意到本堂參觀,從而進一步了解本堂的服務,在政策制定上互相配合,照顧社會各階層。

社會服務方面,雖然自2006年4月1日起社會福利署已停止過渡補貼,但卻以一次過撥款港幣800萬元予本堂在5年內推行4個計劃項目,藉此改善員工之薪酬及提升員工之質素。在管理層嚴格監察開支下,整體營運仍達致理想水平。

此外,得到「伙伴倡自強社區協作基金」贊助港幣100

萬元、南華早報「愛心聖誕大行動基金」贊助港幣50

萬元及美國摩根大通銀行的支持,彩虹社區綜合發展中心及蕭鄭淑貞樂鄰社區支援中心得以開辦更多照顧弱勢社群的服務,可見商界與社會服務的關係不斷演化,逐漸在社會服務的發展上擔綱重要角色。同時,兩間分別在沙田及元朗之長者鄰舍中心的擴展工程已順利完成,提升了區內長者服務。

籌募活動方面,得到董事局同寅的鼎力支持及社會各界的踴躍捐輸,善款數字創港幣2,384萬新高。值得一提,去年由董事局成員經募或外間善長的贊助飆升了62%,足証仁愛堂與商界建立了良好的合作伙伴關係。

在全年18項包羅萬有的籌募活動中,「仁愛堂星光電訊中港台澳慈善健美大賽」及與安慶市再芬黃梅藝術劇院攜手合作的黃梅戲《徽州女人》慈善義演乃本堂前所未有的創意活動。而「仁愛關懷弱老日暨九龍香格里拉大酒店銀禧紀念」亦以嶄新方式與商界合辦,既籌募善款,又讓過百體弱長者於華麗的酒店享受一頓豐富的佳餚,充分表現了關懷弱老的善心。至於「樂助弱老」基金亦分別在有線電視及地鐵沿線播放廣告,除有效勸捐外,亦使普羅大眾亦更認識仁愛堂。此外,「籌款月」、「慈善獎券銷售」、「名人名曲慈善演唱會」、「周年慈善餐舞會」等多項活動均各自錄得逾百萬的善款佳績,令本堂有更多資源去推動各項利民舒困的服務。

教育服務方面,仁愛堂在學生資助、師資培訓及家校合作上均不遺餘力。學生資助方面,本堂成立了「仁愛堂教育發展基金」,透過撥款資助低收入家庭學生參加多元化的興趣活動,讓學生的潛能得以發揮。與此同時,本堂獲教育統籌局延伸支援計劃撥款近港幣38萬元,為來自綜援或低收入家庭的學生推行課後支援計劃。

師資培訓方面,為了使屬下各教育服務單位的教學質素更臻完善,本年度教育服務部曾舉辦多次大型教師培訓活動,包括:「仁愛堂教育研討會2007」、「學前教育境外考察交流計劃」、「幼稚園校長離岸培訓」等。

家校合作是提供良好教育的重要因素,故本堂一直著力推行家長教育課程。首先於2006-2007學年,本堂得「優質教育基金」資助推行「我們愛上學—幼兒情意教育計劃」。此外,本堂亦先後舉辦了不同類型的家長座談會、「雙親日」、「愛滿家校聯合畢業典禮」等,從而促進家長及學校間的溝通及合作,令下一代有一個愉快的學習環境。

醫療服務方面,本堂與醫院管理局及香港中文大學合辦的「仁愛堂綜合中醫診所暨香港中文大學中醫臨床教研中心」於2006年11月25日隆重開幕,正式成為醫院管理局轄下第8間中醫門診中心,提供專業及全面化的中醫專科服務。

同時,本堂於過去一年確立了「服務社羣,不論富貧」的宗旨,在大埔區的「仁愛堂謝吳翠霞綜合醫療中心」及灣仔區的「仁愛堂上海總會醫療中心」向六十歲以上的長者及領取綜援人士提供了「免診金西醫診症服務」及「優惠身體檢查服務計劃」,令普羅大眾從診療到預防疾病都不用「排街症」就可享有優質及廉價的服務。

另外,本堂的流動中醫醫療車共有9部,服務遍及全港、九及新界。為了不斷提升服務質素,醫療車已於本年3月實行全面電腦化,記錄求診者的病歷及藥單,有助醫師翻查紀錄,對症下藥。

康體服務方面,仁愛堂體育中心的宗旨是為市民提供優質康體設施,積極推動不同類型的體育運動,藉以培育市民對康體活動之興趣。於2006年1月至12月期間,中心便開辦了2,000多項不同類型之康體訓練班,及舉辦了10個大型體育活動,參與人數接近5萬人次。

同時,本堂聯同醫院管理局新界西聯網心臟復康小組推行「心臟復康計劃」,鼓勵病者保持恆常運動的好習慣,減低病人對醫院服務的倚賴及入院的需求,讓病人在社區中得到足夠的康復支援。

為了不斷改善設施及提升服務水平,本堂於去年底翻新使用超過23年的體育館及泳池。是項工程得蒙圓玄學院慨捐港幣200萬元,為紀其盛,該體育館已命名為「仁愛堂賽馬會圓玄學院文娛體育館」,並於2007

年3月22日投入服務。

在資訊科技方面,本堂已更換電郵系統,並簡化電郵名稱,加強對電郵容量、流量、阻隔垃圾電郵等方面的管理。其次,亦持續改善了各服務單位的資訊科技設施,包括提升寬頻網絡速度、更換性能老化的電腦、加入文件分享設備等,開發網上應用系統。

財務科方面,「會員及服務收費系統」將於2007至2008年度正式推行,這系統在改善收費及會計程序兩方面均有很大幫助。此外,本年度亦檢討及修訂了各類別的財務申請及審批權限,並新加設了導師及班組合作伙伴的申請及審批權,從而簡化了財務運作及監管程序,工作更見效率。

人力資源方面,本堂已從傳統的選、訓、用、留的工作範疇,逐漸調整與改變成配合策略組織,掌握核心發展的營運總部,為全堂超逾九百名員工及教師提供全面的人力資源管理和有關服務。行政方面,2006年度四化管理計劃項目主要集中推行「核心應用計劃」、「知識管理」、「管理審核系統」,以及「五常法」,進一步提升本堂的服務質素。

仁愛堂由地區性的慈善團體,發展成為今天為全港服務的慈善福利機構,廣受市民認識及認同,實有賴歷年來政府長官的指導、諮議局委員及歷屆前賢的匡扶、各界善長的支持、董事局同寅的衷誠合作,及全堂員工的努力,才能有今日豐碩的成果。本人相信仁愛堂將繼續與時並進,力求配合政府施政,提供多元化、全方位的服務,為香港市民謀求最大的福祉。新一屆的董事局雲集精英,在任德章主席的英明領導下,相信仁愛堂的工作將會再創高峰!

Chairman CHEUNG Sum-yu’s Report on Yan Oi Tong

Dear Dr. Patrick Ho, Secretary for Home Affairs, J. P.,

Honorable Guests,

Today, we have the handover ceremony of the 27th

Term Board of Directors of Yan Oi Tong and are

honoured by the attendance of Dr. Patrick Ho, J. P.,

Secretary for Home Affairs, as our officiating guest,

elites and celebrities from various sectors. I hereby

welcome and thank you on behalf of the Board

of Directors.

Last year, we saw the recovery of the local economy

with better living conditions for the general public.

However, we still have many acute social problems,

such as the aging population, domestic violence,

and insufficient support for education and medical

services. As one of the s ix major char i table

organizations in Hong Kong, Yan Oi Tong was founded

with an important mission. Since the day of the

inauguration, the Board of Directors have continually

developed a new range of services and reinforced the

communication and cooperation with the government

and various sectors in society. We have often taken

innovative steps in fund-raising activities to attract

more kind-hearted people to contribute to the society

through Yan Oi Tong.

Now, on behalf of the Board of Directors, I would like

to share with you the achievements of Yan Oi Tong in

the last year, with a brief review of the development of

various departments.

To begin with, the Board of Directors visited and

invited many government departments and associate

agencies for meals last year, including the Health,

Welfare and Food Bureau, the Security Bureau, the

Information Services Department, the Fire Services

Department, the Independent Commission Against

Corruption, the Correctional Services Department,

the Social Welfare Department, the Legislative

Council, the Liaison Office of the Central People’s

Government in Hong Kong Special Administrative

Region and Hong Kong Shumei Church of Divine

Guidance Limited. Meanwhile, Mr. Rafael Hui, Chief

Secretary for Administration, also paid a visit to Yan Oi

Tong with the purpose of understanding our services

further. This visit fostered the mutual understanding

and cooperation between us which in turn helped us

better formulate polices in providing care to all walks

of life.

As far as social services are concerned, the Social

Welfare Department has ceased transitional subsidies

since 1st April 2006 but provided us with a lump

sum of HKD$8 million for 4 planned projects in 5

years to improve the remuneration and quality of

our personnel. Under the strict supervision of our

management, our overall operation has achieved

good results.

Moreover, with the donation from our following

sponsors , spec i f ica l l y, HKD$1 mi l l i on f rom

“Enhancing Self-Reliance Through District Partnership

Programme”, HKD$5,000,000 from “Operation Santa

Claus” of South China Morning Post, and the support

of J. P. Morgan Chase Bank, U. S. A., our Rainbow

Community Integrated Development Centre and Siu

Cheng Shuk Ching Neighbour Support Centre are

able to offer better services for the under-privileged.

It shows that the relationship between the commercial

sector and our social services sector is continuing

to evolve. The commercial sector is gradually

playing a bigger role in the development of social

services. Meanwhile the extension projects of the

Neighbourhood Elderly Centre in Shatin and Yuen

Long (by Elderly Care Fund) have been completed

smoothly to upgrade the services for the local elderly.

As for fund-raising activities, with the full support

from the Board of Directors and the various sectors in

society, donations have broken the record and risen to

HK$23,840,000 in total. It is worth mentioning that the

funds raised by the Board of Directors and contributed

by external sponsors have increased sharply by

62%. This clearly exemplifies the good cooperation

between Yan Oi Tong and the commercial sector.

Amid the 18 comprehensive fund-raising activities,

the innovative “Yan Oi Tong 4-region Body Building

Charitable Tournament” and charity show of Huangmei

opera《Hui Zhou Women Drama》in cooperation with

Anhui City Arts Theatre in Anqing City are the first of

its kind ever held by us. “Yan Oi Tong Elderly Care

Day cum Kowloon Shangri-La 25th Anniversary” is

another innovative example of cooperation with the

commercial sector. Apart from raising funds, more

than 100 senior citizens had a delicious meal in the

splendid hotel. The publicity of “the Elderly Care

Fund” has been broadcasted on cable TV and at all

MTR stations to solicit donations. It has also enabled

the general public to get a better understanding of

Yan Oi Tong. Furthermore, various events like the

“Fund Raising Month”, “Charity Raffle Ticket”, “Yan

Oi Tong Charity Fusion Show” and “Yan Oi Tong

Annual Charity Ball” have been very successful with

donations amounting to more than HKD$1 million at

each event.

As far as education is concerned, Yan Oi Tong did

its best with facilitating student subsidies, teacher

training and parent-school cooperation. We have

set up the “Yan Oi Tong Education Fund” to provide

subsidies for students from low-income families to

allow them to participate in a diverse and interesting

array of activities to develop their potential. Similarly,

we have received funding of nearly HKD$380,000

from the extended support system of Education and

Manpower Bureau to proceed with the off-school

hour support system for students from low-income

families and those receiving Comprehensive Social

Security Assistance.

Regarding teacher training, our education services

department has held various large-scale teacher

training activities for the year, in order to further

optimize the teaching quality of our education

services units. These activities include the “Yan Oi

Tong Education Conference 2007”, “Overseas Training

on Pre-school Education to China” and “Kindergarten

Principal Overseas Training”.

Parent-school cooperation is a crucial element to

providing good education. Hence, we have been

implementing with great effort an education course

for parents. For the academic year of 2006-2007,

subsidized by the Quality Education Fund, we have

implemented the “We Love Our School” QEF Project.

In addition, we have held various types of seminars

for parents such as the “Yan Oi Tong Kindergartens

Joint School Family Day” and the “Yan Oi Tong

Kindergartens Joint School Graduation Ceremony”.

As a result, we have reinforced the communication

and cooperation between the parents and the schools

and provided a happy learning environment for our

next generation.

Regarding medical services, the grand opening of

Yan Oi Tong Chinese Medicine Polyclinic with the

Chinese University of Hong Kong Chinese Medicine

Clinical Training & Research Centre jointly run by

the Tong, the Hospital Authority and the Chinese

University of Hong Kong was held on 25 November

2006. It has become the eighth out-patient centre for

Chinese medical services under the Hospital Authority

providing professional and comprehensive Chinese

medical services.

Meanwhile, last year we have achieved the objective

of “serving the poor and the rich alike in society”. “Yan

Oi Tong Tse Ng Tsui Ha Medical Centre” in Tai Po and

“Yan Oi Tong Shanghai Fraternity Association Medical

Centre” in Wanchai provided senior citizens over 60,

and those receiving Comprehensive Social Security

Assistance with “Medical Fee Waiver for Diagnosis

by Medical Practitioners” and “Favoured Body Check

Project”. From treatment to disease prevention, the

public can now enjoy high quality and affordable

services without the need for an out-patient center.

Moreover, Tong has been equipped with nine mobile

Chinese medical service vehicles to provide services

all over Hong Kong Island, Kowloon and the New

Territories. In order to keep upgrading the quality of

service, our medical service vehicles were equipped

with a comprehensive computer system in March to

record patient diagnosis history and medicine lists to

aid medical practitioners in prescribing treatment.

Regarding recreational and sports activities, Yan

Oi Tong Sports Centre aims to provide quality

recreational and sports facilities for the general

public, taking the initiative to promote and nurture the

public’s interest in recreational and sports activities.

From January to December in 2006, the centre has

organized more than 2000 training courses for various

recreational and sports activities and 10 large-scale

sports activities, with a participation of nearly 50,000

man-hours.

Meanwhile, we have implemented the “Cardiac

Rehabilitation Program” jointly with “NTW Cardiac

Rehabilitation Project Group” to encourage patients

to develop the good habit of doing exercise regularly

in order to minimize their dependence on hospital

service and reasons for hospitalization, so that

patients can obtain sufficient rehabilitation support in

the community.

In order to keep improving facilities and upgrading

service levels, we renovated the 23-year old sports

centre and swimming pool at the end of last year.

Yuen Yuen Institute has made a general donation of

HKD$2 million for the project. To commemorate the

donation, the sports centre has been named “Yan

Oi Tong Jockey Club Yuen Yuen Institute Recreation

& Sports Stadium” and has been running since 22

March 2007.

Within information technology, we have replaced

the ex is t ing emai l sys tem, s impl i f ied emai l

names, and enhanced the management of email

capacity, flow and spam blockage. In addition, the

information technology facilities of all service units

have undergone continual improvements, such as

increasing the speed of the broad band network,

replacing the aging computers and adding document

sharing equipment.

Concerning our finances, “Membership and Income

Accounting System” will be officially launched during

2007 to 2008. The system will be very helpful for

improving fee collection and accounting procedures.

Moreover, the terms of reference for various types of

financial application, examination and approval has

also been reviewed and amended this year, with the

addition of the right of examination and approval for

applications regarding the tutor-course partnership.

As a result, financial operations and regulating

procedures have been simplified leading to higher

on-the-job efficiency.

In terms of human resources, the Tong has shifted

gradually from the traditional scope of screening,

training, employing and retaining work to the extent

of compliance with strategic organization. It has

grasped the core development of the operation

headquar ters to offer comprehensive human

resources management and related services for

the personnel and teachers totaling over 900. With

regards to administration, the 2006 projects of Four

Management Directions Implementation have placed

emphasis on the Core Application Project, Knowledge

Management, the Management and Verification

System and “5S : Sort, Straighten, Shine, Standardize,

Sustain”, leading to the further enhancements to the

quality of services provided by us.

Yan Oi Tong, a district charity group in its early days,

has developed into a charity and welfare agency

for Hong Kong as a whole. It is widely known and

recognized by the general public, due to the guidance

of senior government officials and members of the

Advisory Council and former esteemed members of

Yan Oi Tong. Today’s achievements are the results of

the support of generous donors from various sectors

in society, the whole-hearted committment of the

Board of Directors, and the effort of all staff. I believe

that Yan Oi Tong will continue to get abreast of time,

try the best to comply with the government policies,

and provide diversified and life-wide services that

maximize benefits to Hong Kong people. The elite

members of the new Board of Directors are under

the wise leadership of Chairman YAM Tak Cheung.

We believe that Yan Oi Tong will strive for further

breakthroughs in the year to come.

I would like to express my gratitude again for your

support and wish you all happiness in life. In my

opinion, Yan Oi Tong will continue to set new records

with its charity work. Thank you!

仁愛堂今天舉行第二十八屆董事局就職典禮,荷蒙 民政事務局局長何志平太平紳士蒞臨主持監誓儀式,以及在座各位嘉賓撥冗光臨觀禮。本人謹代表董事局同寅向各位致以最衷心感謝。

仁愛堂自二十世紀三十年代開始,建立中醫診所贈醫施藥,到一九七七年正式成為政府註冊非牟利機構,至今天服務延伸到各項社會福利、教育及康體等範疇,成為香港六大善團之一,全賴歷屆董事局成員積極拓展各項善業,就如本年就職特刊的封面一樣,用愛心一針一針地將仁愛堂的社會服務網,編織成溫暖全港的頸巾,將一份關懷送到每一個有

需要的人士身上,不管是老弱無依的長者、家境清貧的學童、甚或中年失業人士等,都能在仁愛堂中找到這份愛心。今天這條為人送暖的冷頸巾已編織到第三十個年頭,由前賢的手交到本人及新一屆董事局成員的手上。現在就讓我們齊心協力,向著仁愛堂「匡老扶幼、興學育才、助弱保康、關社睦鄰」的宗旨繼續努力,為本堂編寫光輝新一頁。

財務方面,本堂善業在過往兩年不斷擴展:如開辦新幼稚園、開設新聯營及獨資醫療診所及增購中醫醫療車等,這亦帶來本堂的收支持續性地增長。本堂會進一步提高財務運作監管。

就投資管理,本堂會確保及加強在資金投資方面的監管和回報。至於支出方面,因過往跟廉政公署「機構顧問組」合作的內部監控評核效果理想,本堂將繼續邀請他們合作以增強內部監控,確保本堂善用資源。

本堂將會持續檢討內部工作分配、運作流程和財務系統來提升工作效率及迎接新善業不斷帶來的挑戰。

社會服務方面,本堂繼續推行社會福利署一次過撥款所資助的計劃項目,進一步提升員工在輔導受助者及管理上的能力,並改善員工福利,冀能培訓出最專業的團隊,留住最優秀的人才。其次,本堂計劃擴展樂鄰家居照顧服務隊,為更多輪候入住院舍的體弱長者獲得照顧,從而讓他們安享晚年。

此外,本堂於2005年成立的「樂助弱老」基金已有小成,善款數字及受惠人數均有顯著增長。邁向三十周年,我們以擴展基金服務於全港十八區為目標,不僅希望更多長者受惠,更希望讓全港市民藉著「樂助弱老」基金認識仁愛堂,踴躍捐輸,讓「仁助弱老、愛解厄困」的信念深入民心。

醫療服務方面,在2007至2008年度仁愛堂將整理服務手冊及守則,使醫療服務更規範及優質化。此外,為了於新一年能做到走入社區的目標,本堂一方面會增加在老人中心及學校的外展疫苗注射及免費體檢工作,另方面本堂會積極與地區團體合辦各項健康教育講座及活動,從而提高市民的健康意識。還有,本堂中醫服務將發展「到會式」的診療服務,讓老人院舍的公公婆婆足不出戶,也能接受仁愛堂專業的中醫服務。

康體服務方面,隨著仁愛堂賽馬會圓玄學院文娛體育館翻新後,會員及市民大眾可享受更優質的康體設施及服務。同時,本堂康體中心會繼續積極鼓勵工作團隊參與各項在職培訓課程,以提升個人能力及中心的服務質素,全心全意為推廣體育運動及服務市民而繼續努力。

教育服務方面,本堂會繼續透過創新的「教育巿場推廣計劃」,進行一系列大型宣傳活動,包括電台訪問、刊登報章廣告,及舉行慈善首映禮等,增加家長們對本堂轄下幼兒中心、幼稚園、小學及中學的認識;繼而透過追蹤畢業生升學後的學業及非學業表現,為家長們提供更多資訊。此外,本堂屬下兩所中學相繼於來年成立法團校董會,落實對推動校本管理及促進校政民生化的使命與承諾。

董事局方面,今屆董事局成功邀請工商界精英加入,藉著他們豐富的營商經驗,必定為本堂注入商界「高效、創新、求變」的成功元素,帶領本堂找出新方向。而籌募活動方面,則會以「突破」及「結合社會使命」為目標,務求令善款節節上升之餘,亦對社會造成正面影響。仁愛堂與香港整體發展同步向前,來年本堂更會致力透過具成本效益的途徑,向巿民宣揚本堂服務全港三十年,及以鞏固仁愛堂於港人心目中的地位。

在過去三十年,仁愛堂一直得到社會各界廣泛支持及厚愛,在此本人謹代表仁愛堂感謝一直指導本堂工作的政府長官、社會賢達及各界善長。本人與新一屆董事局定當全力以赴,竭盡所能令仁愛堂繼續發熱發光。

Speech by Chairman Yam of the 28th Term Board of Directors

Dear Dr. Patrick Ho, J. P., Secretary for Home Affairs

and Honorable Guests,

Today is Yan Oi Tong’s Inauguration Ceremony of the

28th Term Board of Directors. We have the pleasure of

having Dr. Patrick Ho, J. P., Secretary for Home Affairs

as the officiating guest for the administration of oaths

and the presence of all honorable guests. On behalf

of the Board of Directors, I would like to express our

gratitude from the bottom of our hearts.

Since the 30s, Yan Oi Tong has set up clinic for

providing free of charge Chinese medical services

and has become a non-profit making organization

registered with the government by 1977. Today, our

services extend to cover various areas including social

welfare, education, recreation, sports and so on. We

are proud of being one of the six major charitable

organizations in Hong Kong. Over all these years, the

Board of Directors has taken the initiative to develop

various types of charity work. As revealed on the cover

of the special issue for the inauguration ceremony this

year, we have managed to extend our concerns to

everyone in need including the elderly, underprivileged

students, and the unemployed middle-aged through

our extensive social services network, just like a

scarf giving warmth to every corner of society. Today,

this scarf of love which has warmed our hearts for

30 years is to be handed over to the new Board of

Directors and myself. Now, together let us strive for the

best and continue to fulfill the organization’s mission

of “Caring for the Old and the Young, Promoting

Education and Nurturing Talented Students, Supporting

the Disadvantaged and the Sick, and Serving the

Community”, by this we hope to create a new chapter

in Yan Oi Tong’s brilliant history.

Our finances have reflected the continuous expansion

of our charitable businesses over the past two

years. We have been active with opening new

kindergartens as well as new clinics, and acquiring

new vehicles for Chinese medical services. In other

words, these activities have brought about the

continual increase of organization revenues and

expenditures. We are going to take further measures

to monitor and regulate our financial operations.

As far as investment management is concerned,

the Board of Directors will continue to ensure and

reinforce regulating measures and returns in capital

investment. Regarding expenditures, in cooperation

with the “Advisory Services Group” of Independent

Commission Against Corruption, we aim to ensure

the effectiveness of the internal audit system

in order to ensure proper use of our resources.

We will impose persistent reviews on the internal

allocation of work, the operations flow chart and the

financial system to upgrade the on-the-job efficiency

and welcome new challenges from new charity work.

Concerning social services, we will continue to

implement projects subsidized by the lump sum grant

from the Social Welfare Department to enhance the

staff’s counseling and management skills and improve

their fringe benefits. In doing so, we hope to have a

professional team groomed through proper training

and to retain the most outstanding talents. In addition,

we plan to extend the “Neighbourhood Home Support

Service” to care for the elderly on the waiting list for the

admission to elderly homes, so as to maximize their

enjoyment in the latter part of their lives.

Furthermore, the “Elderly Care Fund” set up in 2005

has seen significant growth in donations and the

number of the elderly benefited. Striding towards the

30th anniversary, we aim to extend the Fund services

to all 18 districts in Hong Kong. Apart from the hope of

benefiting more elderly, we would like to promote Yan

Oi Tong to all Hong Kong citizens through the “Elderly

Care Fund” and encourage them to donate more in

the future, realizing our belief of “Helping the Elderly in

Difficulties with Love and Kindness”.

Regarding the medical services, we will publish a

2007/2008 regulations and services handbook to

standardize and optimize medical services operations.

Furthermore, for the purpose of entering the community

in the coming year, we will, on one hand, extend our

services of vaccinations and free health checks to

elderly centers and schools and, on the other hand,

hold various health education seminars and activities

in cooperation with district groups for enhancing the

public’s health awareness. Moreover, we will go further

to provide diagnosis and treatment services in patients’

living place so that the elderly are able to enjoy the

professional Chinese medical services of Yan Oi Tong

without leaving home.

Following the renovation of “Yan Oi Tong Jockey Club

Yuen Yuen Institute Recreation & Sports Stadium”, its

members and the general public are able to enjoy more

quality recreational and sports facilities and services.

Meanwhile, we will continue to encourage the staff to

enroll in various courses of on-job training to enhance

personal capabilities and the quality of service in the

centre, with the mandate of promoting sports activities

with enthusiasm and serving the general public.

For educational services, we will continue to implement

a series of large-scale promotional activities through

the innovative “Marketing and Promotion of Education

Service Scheme” which includes radio interviews,

newspaper advertisements and charitable premieres

to enhance the parents’ understanding of nurseries,

kindergartens, primary and secondary schools of Yan

Oi Tong, coupled with the tracking of academic results

and non-academic performance of the graduates.

Furthermore, our two secondary schools are going to

establish a committee in the coming year to fulfill the

mission and commitment of school based management

and allowing people from outside to participate in

school affairs.

Regarding the Board of Directors, the current Board

has managed to recruit talents from the industrial

and commercial sectors. Backed up with abundant

commercial experience, they will definitely bring along

success factors of “High Efficiency, Innovation and

Seeking Change” from the commercial sector to the

organization for brand new developments. Apart from

securing donations, we aim at making breakthroughs

and integrating these traits with social missions to bring

about positive effects in society. Yan Oi Tong is aligned

with the overall development of Hong Kong. Having

served the entire city for more than three decades,

this year, Yan Oi Tong will promote its diversified

services to consolidate its position in the eyes of Hong

Kong people.

Over these three decades, Yan Oi Tong has garnered

the extensive support and favor from various sectors

in society. On behalf of our organization, I take this

opportunity to express our gratitude for the guidance

of government officials, social talents and generous

donors to our cause. Certainly, the new Board of

Directors and I will make every effort to foster and

maximize Yan Oi Tong continued development.

Finally, I wish all of you happiness in life and a loving

今日是仁愛堂第二十八屆董事局就職典禮,我們實在非常榮幸邀得民政事務局局長何志平太平紳士蒞臨主禮,以及各界友好賢達撥冗光臨,使今日的典禮倍添光寵。本人謹代表董事局同寅向惠賜花籃、花牌及代金致賀的各方善長與好友,致以衷心謝意。

在未來的一年,董事局同寅定當繼續堅守「匡老扶幼、興學育才、助弱保康、關社睦鄰」的宗旨,把現有的醫療、教育、康體及社會服務加以完善,並積極開拓更多新的服務項目,努力配合政府各項社會福利政策,為社會上有需要人士,提供最適切及最有效的援助。董事局同寅定必秉承前賢的優良傳統,並匯聚各成員的嶄新思維,承先啟後,令仁愛堂善業發揚光大。

Dear Dr. Patrick Ho, J. P., Secretary for Home Affairs

and Honorable Guests,

Today is Yan Oi Tong’s Inauguration Ceremony of

the 28th Term Board of Directors. It is our greatest

pleasure to have Dr, Patrick Ho, J. P., Secretary

for Home Affairs, as our officiating guest and the

presence of friends and social talents from various

sectors in society. Your coming has glorified this

ceremony. On behalf of the Board of Directors, I would

like to express our whole-hearted gratitude for your

floral baskets, floral plaques and donations in lieu.

In future, the Board of Directors will definitely adhere

to the objective of “Caring for the Old and the Young,

Promoting Education and Nurturing Talents, Supporting

the Disadvantaged and the Sick, and Serving the

Community”. We will optimize the existing medical,

education, recreational, sports, and social services,

take the initiative to develop more new service projects,

and strive for the best to comply with the various social
