Building capacity to provide Climate Change Related Statistics

There are wide gaps in countries’ capacity to compile climate change-related statistics

New requirements • Developing countries will be required to provide new data on climate change

mitigation and adaptation to the United Nations Framework Convention on Climate Change (UNFCCC)

• New countries are developing their greenhouse gas inventory systems• Information on the effects of mitigation-related policies, and data on vulnerability

and adaptation to climate change are becoming more and more topical

In this session we will discuss the way for improving the capacities of national statistical systems to provide information related to Climate Change

Gaps for greenhouse gas inventories

Key capacity gaps

Official statisticians’ knowledge of the general inventory system and its data needs

According to the 17th UNFCCC Conference of the Parties in Durban negotiation (the Durban Platform on Enhanced Action) all countries, developed and developing, would be required to report GHG emissions at least every second year beyond 2020

it is important the involvement of the NSO in the inventory process

Key data gaps

• For inventory compilers: what data are available from the statistical system and accessing these data

• For inventory reviewers: matching the quality of source data with inventory data requirements, especially concerning data on waste, energy, land use and forestry

• For analysts: timeliness of data, length of time series, access to disaggregated data and possibilities of linking emissions with other statistics.

More data is needed on social and economic impacts of climate change, mitigation and adaptation.

It is important to use large and diverse microdata sets and to combine various types of data relevant for climate change analysis. It is necessary to improve methodology to increase the ability to match data from multiple sources, to use archives and Big Data

It is useful to develope internationally comparable statistics, definitions, classifications and methods

New kinds of expertise in natural science, geological science, agricultural science, meteorological science, GIS etc .. Closer networking with all the organizations involved in climate issues would be helpful to fill these gaps

Key data gaps

Countries are now requested to report on the Nationally Appropriate Mitigation Actions (NAMAs) referring to policies and actions aimed at a reduction in emissions

New data will be required to estimate the effects of mitigation policies and measures, or assess vulnerability and adaptation to climate change

Data needs: • Drivers & Impact• Mitigation• Adaptation

Geospatial data would be precondition for spatial analysis of the impacts of and vulnerability to climate changeNSOs also need to invest in improving geo-referencing of basic statistics
