Federal Belt-Tightening May Cause a Shift to Passenger Facility Charges (PFCs) for Funding
PFCs are NOT subject to M/W/DBE Rules
Bottom Line: PFC Increases Should be Tied to Expansion of M/W/DBE Rules
We also need stronger local M/W/DBE programs
