Preface
8th Panchayat General Election’2013 is Scheduled to be held on 6tJuly, 2013 ( 2nd phase of election).Conducting election for 3-tier Panchayat Raj Bodies is formidable task. It requires proper planning, coordination, management of human resources, materials, vehicles arranging infrastructures. We are half way through the polling process and we have still a long way to go.
This hand book gives an account of preparedness for the 8th Panchayat
General Election-2013, i.e., the planning process ,deployment of human resources, distribution and management of materials ,vehicles, setting up of infrastructural, communication networks etc. I, hope that this Hand Book will be very useful to the officers and staff engaged in conducting the election, to the Observers and all those who are connected with the election process.
I thank all my officers and staff who have put in hard work in bringing out this Hand Book. I believe that with our teamwork and combined efforts we will able to complete the Polling Process smoothly and peacefully.

BIRBHUM : IN THE PAGES OF HISTORY
Birbhum is one of the important district of “RARH REGION” in West Bengal. It is situated in the west side of west Bengal bound by Santhal Paraganas of Jharkhand State to its West & North, Murshidabad in the East & North East and Burdwan in the West. At the dawn of the history, part of the district as now constituted appears to have been included in the tract of the country known as "Rarh" and part in the tract called "Vajjabhumi ". The traditions of the JAINAS state that MAHAVIRA, their last great Tirthankara, wandered through these two tracts in the 5th Centur, B.C.; and the description of them would seem to show that the eastern part of the district , with its alluvial soil, well watered by rivers, formed part of Rarh, while the wilder and more rugged country to the west was aptly known as Vajjabhumi, i.e., the country of Thunderbolt.
Rarh was part of the territory ruled over by the MAURAYAN Emperors, and was subsequently included in the empire of the imperial GUPTAS, of SHASANKAS and of HARSHAVARDHANA. After dismemberment of Harsha's Empire , it was included in the PALA kingdom and formed a part of it until middle of 12th Century A.D. when the overlordship passes to the SENA kings.
In the 13th Century A.D. the district passed under the rule of the SULTANATE KINGDOM / MUGHALS, and according to some authorities, Lakhanor ( or Lakhnur ), an important frontier post of SULTANATE KINGDOM / MUGHALS territory, lay within its limits. After this, for many centuries the controls of the Sultanate Kingdom / Mughals over the Western part of the district appears to have been merely nominal, and the country was left under the rule of Hindu chiefs, called “BIR” Rajas.
After the cession of the Diwani to the East India Company in 1765, Birbhum was administered from Murshidabad until 1787. In that year in consequence of the unsettled state of the country, which required a separate administration, it was constituted as district with Vishnupur/Bishnupur ( i.e. eastern portion of Bankura), and this arrangement continued till 1793, when Vishnupur was transferred to the Burdwan Collectorate. In 1809, the collectorship of Birbhum was abolished, and the district was again administered from Murshidabad, an Assistant Collector remaining in charge at SURI. In 1820, Birbhum was reconstituted as a separate district and restored to its former area, with the exception of a few estates were transferred to the Jungle Mahals. After the Santhal rebellion, the upland tracts on the West, which had been a rallying point of the rebels, were transferred to the newly constituted district of Santhal Paraganas and in this way four paraganas and a part of the fifth were detached from Birbhum, viz., Sarath Deoghar, Pabbia , Kundahit Karaya, Muhmmadabad and part of Darin Mauleswar. In 1872 the district consisted of the following thanas (1) Suri, (2) Rajnagar, (3) Dubrajpur, (4) Kasba (now Bolpur), (5) Sakulipur, (6) Labpur, (7)Barwan, (8) Mayureswar with a total area of 1,344 square miles. In 1879 Barwan with an area of 108 sq. miles was transferred to Murshidabad, while the thanas of Rampurhat and Nalhati ( including the present thana of Murarai) were transferred from Lalgunj subdivision of that district to Birbhum

IMPORTANT PLACES IN BIRBHUM
TARAPITH TEMPLE
Tarapith is a temple town in Birbhum-Murshidabad. It is a major Hindu pilgrimage centre and several thousand devotees visit the temple every day.
According to Hindu belief, an insulted Sati, the wife of Lord Shiva, sacrificed herself at a yagna (fire worship ritual) which was being performed by her father Dakshmaharaj. Angry with this incident Lord Shiva started the Tandava Nritya (Dance of Destruction). In order to prevent destruction of all creation, Lord Vishnu used his Sudershan charka (wheel) to cut the body of Sati into several parts. Sati's body was scattered all over what is presently the Indian subcontinent. There are 51 such holy spots where temples have been erected and they are called Pithas or the Shakti Pithas. Some of the Pithas are in West Bengal. The most popular of them are Kalighat (in Kolkata}, Bakreshwar and Tarapith.
It is believed that the eyeball of Sati fell down at Tarapith. In Bengali, the eye ball is called 'Tara' and that is why the name of the village was changed from the earlier Chandipur to Tarapith.
It is said that in ancient times Saint Bashistha attained his divinity by meditation under a Simul tree on the bank of river Dwaraka. He attained his divinity by worshipping the Goddess Sati or Tara (in the form of Kali)and sitting on tha panch mundi ashan or the sitting place surrounded by 5 skulls of different animals, like human, owl, elephant, black snake and monkey. That Simul tree is no more there and river Dwaraka has moved away. Subsequently a number of saints like Saint Bamakshyapa (19th century devotee) and Kamalakanta (18th century devotee, who composed many songs, still sung) came here to worship the Goddess for their spiritual salvation.
The old temple of Goddess Tara is somewhat damaged. The present temple with eight roofs was built in 1225 by one Jagannath Ray of Mallarpur village. On the main gate of the temple the statue of Goddess Durga and her full family are carved. On the left the war of Kurukshetra (Mahabharata) and on the right stories from Ramayana are depicted.

SANTINIKETAN
Shantiniketan ("Abode of Peace") began as a meditation centre founded and endowed in 1863 by Maharishi Debendranath, the father of the Nobel laureate Bengali poet Rabindranath Tagore, who, in turn, established the Brahmo Vidyalaya (school) and in 1901 another open-air laboratory school. By 1921 the latter had expanded into Vishva Bharti University, which sought a basis for a common fellowship between the cultures of East and West.
A residential university with an international student body, hostels, and extensive grounds, it includes colleges for fine arts and crafts, Sino-Indian studies, music and dance, research in Asian languages, teacher training, technology, and postgraduate studies and research. Rabindra-Sadana is the university's museum and academy for the study of Tagore. The town also contains Udayana, Tagore's residence. Another Nobel laureate, Amartya Sen, studied at Shantiniketan, as did Satyajit Ray and Indira Gandhi. At nearby Sriniketan is an institution founded in 1922 by Tagore and an associate that is concerned with rural reconstruction, health, social welfare, and the revival of ancient arts and handicrafts. Many outstanding Indian painters have studied there.
Poush Mela (Bengali: পৗষ মলা) is
an annual fair and festival that takes place in Santiniketan, in Birbhum District in the Indian state of West Bengal, marking the harvest season. Commencing on the 7th day of the month of Poush, the fair officially lasts for three days, although vendors may stay up until the month-end. The key characteristic of this fair include its live performances of Bengali folk music, notably baul music.
Devendranath Tagore with twenty followers accepted the Brahmo creed from Ram Chandra Vidyabagish on 21 December 1843 (7 Poush 1250 according to the Bengali calendar). This was the basis of Poush Utsav (the Festival of Poush) at Santiniketan.

A Brahma mandir was established at Santiniketan on 21 December 1891 (7 Poush 1298 according to the Bengali calendar). A small fair was organised in 1894 in connection with the establishment anniversary of the Brahma mandir, in the ground opposite the mandir. What started as a small homely Poush Mela now attracts attention of not only the people of Birbhum district but tourists from all around.
In earlier days the mela (fair) was held in the ground on the north side of Brahma mandir (also referred to as glass temple). On that day, a firework display was held in earlier days after evening prayers. As the mela increased in size, it was shifted to the field in Purbapalli.
Hot Spring at Bakreswar a legendary temple of Shiva
Village Bakreswar in Suri Sub-division is situated 18 kms South West of Suri, the district headquarter of Birbhum. The place is renowned for "HOT-SPRING" and has historical importance as holy place for the existence of "SHIVA LINGAM". There are a number of hot springs with cold springs in close proximity to them. They all discharge in to a rivulet which run past and join a small stream about 200 yards from the temple. The hot springs at Bakreswar are reputed to cure numerous chronic ailments.

Hetampur
The earlier name of the place was Raghabpur, named after Raghab Roy, who was a Zamindar of the place under the Royal Kings of Rajnagar. Murshid Quli Khan, Nawab of Bengal, came, on the
request of the Rajnagar kings, to tame the rebellious Raghab Roy. The latter was defeated and he fled. Thereafter, Hatem Khan became Zamindar, of this place and it was renamed Hatempur. With the passage of time it became Hetampur. It is said that Hafeez Khan, a soldier, had an affair with a royal princess of Delhi. He fled from Delhi
along with the princess and was provided refuge by Hatem Khan. He followed the latter as jaigirdar of Hetampur.

Birbhum District consists of three Sub-divisions namely, Sadar (Suri), Rampurhat and Bolpur. Rampurhat is the largest Sub-division and Bolpur is the smallest. The district has 19 Development Blocks out of which Eight are in Rampurhat Sub-division, Seven are in Sadar Sub-Division and Four are in Bolpur Sub-Division.
