New York’s system will be characterized by funding and services demonstrating flexibility, responsiveness and collaboration.

New York’s workforce development system will effectively assist people with disabilities achieve their employment, career and self-sufficiency goals.

A job is defined as employment at a business where the employment relationship is legal, and the individual is receiving commensurate wages for the tasks of the job.

Individuals should have the opportunity to earn the highest possible wages in jobs offering the most integrated setting in order to achieve the highest level of economic self-sufficiency.

These Employment System principles should be integrated into all service design components, actual services and supports, the funding of such and other accommodations.

Employers are educated, engaged, and supported in the employment partnership

Government/funders are collecting and reviewing Employment outcome data and prioritizing funding for effective services
