1. Background

The UN General Assembly established the Office of the United Nations High Commissioner for Refugees (UNHCR) in 1950 to provide protection and assistance to refugees and other forcibly displaced people. In more than six decades, the agency has helped tens of millions of people to restart their lives. Today, UNHCR is one of the world's principal humanitarian agencies; its staff of more than 7,600 personnel is helping more than 36.4 million people in more than 126 countries. Staff members work in a diversity of locations and conditions including in our Geneva-based Headquarters (HQ) and more than 300 field locations. Many field locations have serious connectivity challenges, with several hundred sites utilizing satellite telecommunications which are extremely costly and provide poor performance for modern web applications.

It is therefore essential to provide UNHCR staff and partners with a set of functions and capabilities to enable them to access high quality, relevant, accessible and timely information across all functional areas the organization is concerned with. Most critically, solutions delivered must take into account of the fact that the majority of users are located in low bandwidth, high latency environments (1-1.5MBPs and 500-700ms).

2. Objectives In order to supplement its Applications Managed Service contracts and Business Applications Skills Frame Agreements, DIST would like to establish a partnership specifically for the provision of Microsoft SharePoint, business intelligence and .Net development/maintenance related technical resources with a company who will be able to assist DIST in the following areas:

1. To provide design, development and implementation of SharePoint, Business Intelligence and .Net/mobile applications.

2. Delivery of WAN optimized solutions and offline alternatives taking into account UNHCR’s challenging telecommunications architecture.

3. Provision of SharePoint governance and architectural design, implementation and operational advice including systems integration, security, performance monitoring and management.

3. RFP Objectives This Request for Proposal is intended to give bidders the necessary information to enable them

to submit proposals in the required format and in the required timescale that best meet UNHCR’s objectives. In addition, it describes how such proposals will be evaluated and sets out the way in which any necessary communications between bidders and UNHCR should be handled. UNHCR is not seeking a compilation of standard materials and marketing collateral – relevance and quality, rather than quantity, should be considered while proposals are being assembled.

UNHCR wishes to emphasize that the information contained herein is intended to compare approaches on a like for like basis to produce an efficient and fair evaluation process.

4. Overview of the Current Environment Collaboration in UNHCR is primarily enabled via a SharePoint 2013 on premise deployment. It hosts several team sites and business intelligence instances. The solution is centrally hosted at UNHCR’s data center facility in Geneva and consists of the below environments:

1. Development 2. UAT 3. Pre-Production 4. Production

The production environment is internet-facing and is accessed by end users through UNHCR’s Network (satellite (i.e., VSAT) and ISP networks). As UNHCR’s mandate requires it to operate in remote locations where connectivity is a challenge, UNHCR uses network optimization and acceleration tools to attempt to address this issue. Mobile/Offline capabilities are critical in delivering practical collaborative solutions to our users in deep Field locations.

5. General Requirements UNHCR is focused on providing employees with access to reliable and relevant information

and knowledge in order to increase productivity across the global organization with varying degrees of connectivity. SharePoint based Intranets, Extranets, Collaboration sites and Communities, Business Intelligence and web and mobile applications are the tools of choice in achieving this.

UNHCR seeks to partner with supplier(s) that have a unique and recognized track record, (ideally award winning and gold partner status) focused on designing, delivering and supporting a wide variety of SharePoint and related .Net based services while ensuring applications are optimized for connectivity challenged locations.

UNHCR requires a range of competitively-priced services and support in the following solution areas:

a. Intranets

i. Expert consulting in SharePoint (current version), Office 365, Azure, Corporate Social, Document and Knowledge Management, Search

ii. UX expertise relevant to SharePoint

iii. Ability to create social Intranets utilizing SharePoint and Yammer

iv. Ability to integrate a Microsoft Stack of tools in SharePoint including, but not limited to, Yammer, Lync, Exchange, Office, Skype, One Drive

b. Extranets

i. Ability to create Extranets for partners utilizing SharePoint

ii. Ability to advise and develop solutions for external user authentication

c. Collaboration

i. Ability to deliver team collaboration and community sites out of the box, or with highly configured features, such as workflows and custom lists, and where necessary line of business applications built on the platform while ensuring compliance with Office365

ii. Ability to Integrate with social enterprise and Intranet/Extranets

d. Business Intelligence

Ability to provide service and support across the full BI stack offered by Microsoft, specifically within the context of SharePoint:

i. SSRS, SSIS, SSAS, SQL Server 2012

ii. Performance Point and Reporting Services (Report Builder)

iii. Power View and PowerPivot Integration Features

iv. Power BI

v. Self Service Reporting

e. Websites and Mobile Applications

i. Ability to perform SharePoint Integrations with other platforms such as web services

ii. Ability to design, develop and/or support:

- SharePoint Apps (JavaScript, CSS, HTML5)

- Provider hosted apps

- Azure Apps

- Mobile Apps (Android, iOS, Windows)

6. Capability Requirements To support the abovementioned solutions, it is essential that supplier(s) have the right mix of business and technical capabilities to support the required design, development and implementation of solutions. The required capabilities, which are described in Sections 6.1 and 6.2 below, range from assisting UNHCR in conceptualizing its requirements, to providing advice and counsel on best practices and approaches, to having expert technical knowledge to allow for the successful design, development and implementation.

Business Capabilities 6.1.

1. Demonstrated ability in establishing rapport with internal project teams to deliver solutions outlined above.

2. Demonstrated ability in migrating content from disparate systems to SharePoint and providing assistance and advice on content migration plans.

3. Demonstrated ability in integrating disparate systems with SharePoint by, for example, utilizing web services.

4. Demonstrated capabilities to develop solutions catering to varying bandwidth and latency connections.

5. Demonstrated ability to provide long term maintenance and support for custom solutions.

6. Demonstrated ability to create SharePoint based interfaces for multiple end user devices including smartphones and tablets.

7. Demonstrated ability to assist in articulating and implementing a robust and accurate Information Architecture across relevant solutions.

8. Demonstrated ability to transfer knowledge to the internal teams, stakeholders and managed service providers while also offering team augmentation for project specific or longer term interventions.

9. Demonstrated ability to provide counsel, advice and recommendations for SharePoint governance in the following areas:

a. Definition of roles, procedures, policies and standards associated with the planning, deployment, operations and support of the SharePoint environment, particularly as a central hub in a Digital WorkPlace strategy.

b. Definition of policies and standards related to the application/use of SharePoint with a focus on those aspects mentioned above including areas such as information management, data management, usage policies and security.

c. Assistance in the creation and implementation of a complete development, testing and production environment to enable all future phases of SharePoint implementation and ultimately support the foundation of the future Digital WorkPlace in UNHCR.

d. Provision of advice and approaches with respect to delivering SharePoint as a service in UNHCR, including key metrics, how quality should be assured, monitored, measured and how shortcomings should be addressed.

e. Assessment of WAN architecture, auditing connectivity, measuring impact on WAN performance for various solutions and proposing alternatives when online solutions are ruled out.

Technical (IT) – Capabilities 6.2.

All the following expertise areas are expected to be engaged at either a Senior and/or Junior level by the successful Bidder, on the understanding that the expertise necessary will ultimately be dependent upon the type of project work to be carried out.

SharePoint Functional and Technical Expertise

Proven expertise in SharePoint 2013/Office 365 product features and capabilities

Proven experience and success in delivering SharePoint solutions in an organizational setting

Proven experience creating mockups, wireframes and solution diagrams

Proven experience in delivering occasionally connected and offline solutions

Experience creating functional and technical specifications for SharePoint projects

Ability to work effectively with senior stakeholders, project teams and business users

SharePoint/.Net Application Development

Proven ability to develop line of business applications on top of the SharePoint platform

Proven expertise in Hybrid SharePoint 2013/Office 365 solutions and specifically the new app development paradigm in SharePoint 2013/Office 365 following best practices.

Proven expertise around web based applications and related practices (JavaScript, CSS, HTML, JavaScript APIs, RESTful APIs and other web services)

Proven expertise in development of .Net and MVC web application frameworks

Proven experience and success in building seamless Web, LightSwitch, and MVC applications integrated into SharePoint 2013/Office 365

SharePoint Business Intelligence

Proven expertise in SharePoint 2013/Office 365 BI product features and capabilities

Ability to create responsive designs that are implementable in SharePoint 2013/Office 365 and tested against the major smartphone and tablet operating systems and browsers

Proven experience and success in extending SharePoint 2013/Office 365 functionality beyond PCs and laptops to mobile environments such as tablets and laptops in both online and offline modes

Leveraging mobile applications as an offline solution to UNHCR’s connectivity challenges

7. Sample Resource Profiles

Below are a few examples of the types of resource profiles for Microsoft SharePoint skills that UNHCR would expect the successful Bidder to deliver. A full list of required profiles is provided in Section 8 and the capabilities sought are described in Section 6.2.

SharePoint Functional Expert 7.1.

Expert functional knowledge of SharePoint business processes with at least five (5) years previous hands-on relevant experience

Ability to conduct business analysis and design workshops Ability to prepare documentation for functional requirement and design Ability to compile key deliverables of a Development lifecycle (e.g. requirements definition,

10+ years of experience in installing, deploying and configuring Microsoft SharePoint 10+ years of experience in customizing Microsoft SharePoint including workflows, lists,

libraries, web services, etc. Possess good knowledge of the Microsoft SharePoint technical requirements and tools Past project experience with application development in .NET integrations with SharePoint Experience in Javascript Full software development project lifecycle experience, including development, unit

testing, integration testing, and implementation

SharePoint Solution Architect 7.3.

Expert technical knowledge in Microsoft SharePoint, with at least five (5) years of experience in SharePoint solution design and architecture processes

Ability to provide direction and leadership in terms of interface design, development, and testing effort for the back-end and user interfaces

Ability to liaise with Functional, Software Engineering and Test and Release Management leads to improve development methodology, version control and release management guidelines

Experience in working closely with the Technical Expert to ensure solution architecture and standards are being followed by offshore developers

Experience in working closely with the Functional Lead and Business Analysts to ensure ongoing business requirements are clearly specified

Ability to identify and resolve issues that impact the integrity of solution designs Ability to compile key deliverables of a development lifecycle (e.g. requirements definition,

document business and system processes, test plans, etc.), conduct fit-gap analysis, match user requirements to SharePoint functionality, compile technical specifications and conduct integration and user acceptance testing activities

Experience with leading the software delivery life cycle, including production test and release management processes

Experience in setting up documentation standards both at all levels, including solution design level, code-level and at a configuration/customization level

8. Services Proposal Bidders are requested to submit proposals (with the associated commercial terms in the Commercial Proposal) covering the requirements / services described below. Please reply using the same section headings and giving precise answers to the questions.

Resource Profiles 8.1.

The specific capabilities of the company and sample resource profiles are detailed in Sections 6 and 7. Please review the table set forth below and indicate if you are able to supply the resources and skills indicated in each of the areas with associated typical lead times (earliest date of request to date of commencement of work). Rates must be included clearly in the Commercial Proposal. Once a contract is established, a statement of work (SOW) will be issued for every assignment specifying the required skills and whether the work is to be performed on-site (on shore) or offsite.

Key Personnel Proposed 8.2.

Describe your company’s Microsoft SharePoint, Business Intelligence and .NET team size including team compositions. Specific expertise with localization, Intranets, Extranets, Hybrid Cloud, social community tools like Yammer and web and mobile related technologies/capabilities should be highlighted. (please fill out the table provided in an annex to this RFP – please include the Excel spreadsheet in soft copy as part of the technical proposal).

Vendor Project Management Activities 8.3.

The Bidder is expected to provide a Focal Point to lead the Bidder resources and activities with close collaboration with the UNHCR Project Manager.

Similarly, the Bidder will be asked to assist the UNHCR Project Manager with the following major project management activities:

Transfer functional and technical knowledge on the deployed system knowledge to UNHCR resources; and

Contribute to the UNHCR Project Manager’s planning activities.

Projects and Outsourcing 8.4.

The majority of work commissioned under the contract will be on a Time & Materials basis (agreed fully inclusive daily rates) using “Statements of Work” (SOW) for an agreed resource

for a specific number of days. However, where the requirement can be clearly defined and it is advantageous to do so, an activity and/or work package will be outsourced to the Partner for delivery. In this case the ‘Statement of Work’ will clearly specify the delivery requirements enabling the Partner to quote fixed-cost or number of person days’ estimate. Please include how such a process will work, outline any methodologies, concepts and roles and responsibilities for delivering these types of activities and the level of involvement expected of UNHCR staff.

Bidder Profile 8.5.

The Bidder’s careful attention is required throughout this section to understand UNHCR’s expectations from the company. UNHCR will carefully assess the Bidder’s Profile to determine the extent of compliance with UNHCR’s expectations, along the following headlines: Company Information

UNHCR expects the Bidder to provide the following information and documents:

a. List your company’s full legal name, corporate address, telephone number and fax number.

b. List your company’s primary contact and a back-up contact for this RFP process. Please include title, address, telephone number, fax number and email address.

c. Describe the company’s philosophy, vision, mission and long-term strategy. Describe how this vision would benefit UNHCR. Include a brief company history (one page).

d. A brief company history.

e. Financial statements covering the last three years.

f. Provide a list of the company’s major customers, with contact information, that are similar in size and culture as UNHCR and have contracted with your company for similar project requirements. UNHCR may choose to contact them for reference purposes.

g. Describe any conflicts of interest your company may have in entering into a contractual relationship with UNHCR.

h. Project Experience: Please provide details of three relevant implementations of Microsoft SharePoint your company completed in the past 24 months, including Intranets. Detail approaches in terms of project management methodology, counsel and assistance given, as well as, installation, migration, support and maintenance and customized development undertaken. Provide outcomes, highlighting the risks and mitigations as well as any lessons learned. Please include a customer contact for each and advise whether or not you can arrange a walkthrough of the work you have done in their environment.

i. Provide evidence of the company’s official qualifications and accreditations with regard to Microsoft SharePoint.

The quality of the Managements’ vision and execution of this vision to improve the quality of staff must be outlined including:

How many employees does the bidder have (world-wide, by location, etc.)? How many employees do you have for each of the resource profiles?

IT Experience

How many years has the bidder been in the IT business? How many years of expertise in SharePoint? Which area does the bidder consider they are the best?

Certification Programs

Is the bidder a Microsoft SharePoint Gold Partner? How many years of continuous certification? Does the bidder other equivalent nationally and internationally recognized certifications? What level and did an independent company perform the certification?

Which other certifications does the bidder possess? Is there a skills certification program specifically related to Microsoft SharePoint and .Net?

Please provide evidence of the company’s official qualifications and accreditations with regard to Microsoft SharePoint and .Net.

Awards

Has the bidder received awards from independent bodies or organs based on the projects it has delivered for customers based on Microsoft SharePoint and .Net applications?

Quality Assurance 8.7.

Describe your approach to Quality Assurance in terms of the provision of resources and work performed offshore.

Client Manager 8.8.

UNHCR believes that an effective Client Manager is critical to the success of resources allocation and management and indeed the overall outsourcing agreement as it enables a more collaborative relationship between UNHCR and the bidder. Bidders should include resumes of potential Client Managers.

Monitoring and Reporting 8.9.

What Customer reports does the bidder provide for monitoring performance? How is this linked to Service Level Agreements? What reports and how will these be used to feed root cause problem analysis, facilitate trends identification and drive problem avoidance and continuous improvement processes. Indicate how user satisfaction will be measured and user concerns addressed.

Relationship Management 8.10.

Evaluation of Proposals 10.1.

The process and deadlines for the RFP evaluation is outlined in the covering letter that accompanied this document. Please refer to and follow strictly the instructions in that letter. Failure to do so may result in your submission being eliminated or disqualified. Your proposal will be evaluated from a technical and price perspective. Proposals that do not comply with the submission guidelines or which clearly do not meet the minimum technical requirements may be eliminated and not fully evaluated. Technical evaluation may include a face to face presentation of the submission to the evaluation panel. If required, this presentation can be on-site in Geneva or via videoconference link.

Terms of contract 10.2.

UNHCR anticipates entering into a Consultancy Framework Agreement with multiple partners for skills based resources for a term of two (2) years with an option to renew for one (1) year, but will consider alternative contract terms if bidders can demonstrate that significant benefit will accrue to UNHCR and early exit strategies are provided. Retendering can be expected at the end of the second or third year of the contract. The successful bidder(s) should not assume that the contract will be renewed without retendering.

UNHCR General Terms and Conditions for the Provision of Services 10.3.

UNHCR’s General Conditions for the Provision of Services are included as an Annex to this RFP. By submitting a response to this RFP you are indicating your agreement with those conditions.

Any contract signed as a result of this RFP will be subject to the UNHCR General Conditions for the Provision of Services and any individual, consultant, or sub-contractor provided will also be bound to these General Conditions. These individuals will be expected to sign a declaration stating that their employer has made them aware of these General Conditions and any other specific clauses in the contract – in particular the “declaration of confidentiality” clause.

UNHCR refers to General Conditions for Provision of Services- (2010 Version), as per Appendix A.

Performance 10.6.

Work is to be performed to the satisfaction of the UNHCR. Performance and payment will be based on monthly management reports and approved individual time reports. There will be an implementation task for the Partner(s) and UNHCR to jointly determine the methodology of the methods of measurement, the calculation of performance, and the preparation of monthly reports.

Performance Reviews

UNHCR will require monthly performance reviews to include measurement of Project Management Office satisfaction as well as service delivery. Bidders are invited to describe their approach to such reviews with particular reference to resolution of persistent problems, analysis of trends and plans for continuous service improvement.

Service Level Agreements

When appropriate, Service Level Agreements will be established between the Partner and UNHCR for delivery against specific Statements of Work.

Security Procedures 10.7.

In any services arrangement, non-UNHCR employees may have direct access to sensitive UNHCR information resources. The bidder shall describe their programs, policies and procedures for ensuring the integrity and confidentiality of UNHCR information resources. These policies and practices should include, but not be limited to, the following: managing OS access rights, managing passwords, bidder procedures for their employee’s departure, bidder internal confidential agreements with their employees, security policies and practices related to remote management. Please provide a copy of the relevant portions of your Information Security Policy, Procedures, or Standards.

It is also a UNHCR requirement that all Partner employees engaged in work with UNHCR sign a Non-Disclosure Agreement and the UN’s Supplier Code of Conduct prior to commencement of any assignment.

Invoices 10.8.

The selected Partner should submit monthly invoices covering the portion of the work that the Partner completed during the previous calendar month. Time reports that have been signed by the appropriate UNHCR Project Manager confirming completion and acceptance of the work should be submitted with the invoices.

Payment Terms/Price Policy 10.9.

Payment Terms

Payment terms are “net 30 days” after UNHCR’s receipt of invoice and any associated time reports and other supporting documents “in good order”. Payment is contingent upon UNHCR’s acceptance of the work and any published service levels the parties agree upon.

Service Level Linked Payments

When established under a specific Statement of Work, it is the intent of UNHCR to structure pro-rated payments based upon achievement of the agreed SLAs. It is also the intent of UNHCR that such prorated payments should decrease with consecutive months of nonattainment of SLAs.

Travel and Missions 10.10.

It is possible that in completing the tasks specified under a specific Statement of Work, that the consultants engaged under the terms of this contract will need to travel to other locations (e.g. other UNHCR duty stations) in addition to being located in Geneva or Budapest (as applicable). In this case, UNHCR will arrange and cover the costs of any such travel in accordance with the UNHCR travel policy. The contractor will be entitled to the same DSA (Daily Subsistence Allowance) as UNHCR staff traveling to the same location. The Partner will be responsible for any travel authorizations (visas etc.) and vaccinations as may be necessary. However, UNHCR will assist to the best of its ability in acquiring visas and medical clearance.

Any travel requirements will be clearly defined before the terms of the SOW are agreed to ensure that the staff provided for the engagement are available and eligible to travel.

Contract Duration 10.11.

UNHCR anticipates entering into a Framework Agreement with one (1) to three (3) partners for a term of two (2) years with the option to renew for one (1) additional year. Based on satisfactory performance, the contract may be renewed for a further one (1) year for a total of three years (2+1). After three (3) years the selected Bidder(s) should expect a new market survey to be conducted and a new RFP issued.

Contract Terms 10.12.

The Bidders should outline their key contractual terms, in particular the “make or break” issues that are envisaged and may become a stumbling block in establishing a contract with UNHCR.

12.Evaluation Process

Submission of Bids 12.1.

The procedures to be followed in preparing and submitting your proposal are defined in the covering letter for this RFP. You should carefully follow the instructions and guidelines in the covering letter in preparing your response and adhere to the established deadlines.

The RFP process is governed by UNHCR’s Financial and Procurement rules and these will be strictly adhered to throughout the whole RFP process. The RFP process is managed by the Procurement Service (PS) and any contact with UNHCR in relation to this RFP must be through the designated focal point within PS.

Technical Evaluation 12.2.

This evaluation criterion is internal to UNHCR and will not be shared with any of the Bidders, either prior to or after the final submission date. The evaluation criteria will be based on the information requested in this RFP.

UNHCR/DIST will form an evaluation committee which will examine all offers that where received in good order and prior to the closing deadline for submissions. The evaluation committee will normally be composed of UNHCR staff members (DIST and others) but may also include independent external consultants.

Any submission that does not pass this initial inspection will not be evaluated further.
