TRACTOR CHASSISThe chassis provided shall be a new, tilt-type custom fire apparatus. Both chassis and body shall be manufactured by the bidder eliminating any split responsibility. The tractor chassis shall be designed and manufactured for heavy-duty service, with adequate strength and capacity for the intended load, and the type of service required.

ADVANCE NOTICE OF SOLE SOURCE PROCUREMENTSEATING CAPACITYThe seating capacity in the cab shall be six (6).

WHEELBASEThe wheelbase of the vehicle shall be approximately 193.00”.

GVW RATING – (NO EXCEPTIONS)The gross vehicle weight rating shall be a minimum of 72,600 pounds. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID.

FRAMEThe chassis frame shall be built with two (2) steel channels bolted to five (5) cross members or more, depending on other options of the apparatus. The side rails shall have a 13.38" tall web over the front and mid sections of the chassis, with a continuous smooth taper to a 10.75" over the rear axle. Each rail shall have a section modulus of 25.992 in.³ and a resisting bending moment (rbm) of 3,119,040 inch pounds over the critical regions of the frame assembly, with a section modulus of 18.96 in.³ with an rbm of 2,275,200 inch pounds over the rear axle. The frame rails shall be constructed of 120,000 psi yield strength heat treated .38" thick steel, with 3.50" wide flanges.

FRONT NON DRIVE AXLE – (NO EXCEPTIONS)The front axle shall be of the independent suspension design with a ground rating of 22,800 pounds. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID.

Upper and lower control arms shall be used on each side of the axle. Upper control arm castings shall be made of 100,000-psi yield strength 8630 steel and the lower control arm casting shall be made of 55,000-psi yield ductile iron.

The center cross members and side plates shall be constructed out of 80,000-psi yield strength steel.

Each control arm shall be mounted to the center section using elastomer bushings. These rubber bushings shall rotate on low friction plain bearings and be lubricated for life. Each bushing shall also have a flange end to absorb longitudinal impact loads, reducing noise and vibrations.

There shall be nine (9) grease fittings supplied, one (1) on each control arm pivot and one (1) on the steering gear extension.

The upper control arm shall be shorter than the lower arm so that wheel end geometry provides positive camber when deflected below rated load and negative camber above rated load.

Camber at load shall be zero degrees for optimum tire life.

The kingpin bearing shall be of low friction design and be sealed for life.

Toe links that are adjustable for alignment of the wheel to the center of the chassis shall be provided.

The wheel ends must have little to no bump steer when the chassis encounters a hole or obstacle.

The steering linkage shall provide proper steering angles for the inside and outside wheel, based on the vehicle wheelbase.

ADVANCE NOTICE OF SOLE SOURCE PROCUREMENTThe axle shall have a third party certified turning angle of 45 degrees. Certification shall be included in the bid response. Front discharge, front suction, or aluminum wheels shall not infringe on this cramp angle. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID.

FRONT OIL SEALSOil seals shall be provided on the front axle.

FRONT SHOCK ABSORBERSHeavy-duty telescoping shock absorbers (KONI) shall be provided on the front suspension.

REAR AXLE – (NO EXCEPTIONS)The rear axle shall be a Meritor™, Model RS-25-160, with a capacity of 27,000 pounds. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID.

REAR OIL SEALS Oil seals shall be provided on the rear axle.

TOP SPEED OF VEHICLEA rear axle ratio shall be furnished to allow the vehicle to reach an approximate top speed of 65 MPH.

FRONT SUSPENSION – (NO EXCEPTIONS)Front independent suspension shall be provided with a minimum ground rating of 22,800 pounds. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID.

The independent suspension system shall be designed to provide maximum ride comfort. The design shall allow the vehicle to travel at highway speeds over improved road surfaces and at moderate speeds over rough terrain with minimal transfer of road shock and vibration to the vehicle's crew compartment.

Each wheel shall have torsion bar type spring. In addition, each front wheel end shall also have energy absorbing jounce bumpers to prevent bottoming of the suspension.

The suspension design shall be such that there are at least 10.00" of total wheel travel and a minimum of 3.75" before suspension bottoms.

The torsion bar anchor lock system allows for simple lean adjustments, without the use of shims. One can adjust for a lean within 15 minutes per side. Anchor adjustment design is such that it allows for ride height adjustment on each side.

The independent suspension shall be put through a durability test that has simulated a minimum of 140,000 miles of inner city driving.

REAR SUSPENSION – (NO EXCEPTIONS)Rear suspension shall be a Hendrickson FMX 270, air ride with a ground rating of 27,000 pounds. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID. The suspension has the following features:

1. Heavy-duty shock absorbers to protect air springs from overextension.2. Heavy-duty torque rods and bushings3. Premium, heavy-duty rubber bushings require no lubrication4. Integrated stabilizer design results in greater stability5. Low spring rate air springs for excellent ride quality

FIFTH WHEEL – (NO EXCEPTIONS)The fifth wheel shall be designed to allow the tiller trailer to pivot fore & aft and be rotated. The fifth wheel shall also be capable of full operation up to a 14 degree break over angle. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID.

FENDER PANELSThe chassis behind the cab shall be assembled with fender panels over the wheels, running boards and steps for access to the turntable and decking over the frame rails.

The fender panels shall be fabricated of .125"-5052 aluminum with a 38,000 psi tensile strength.

Fender design shall be provided for prevention of rust pockets and ease of maintenance.

The area over the frame rails between the cab and fifth wheel shall be covered with aluminum treadplate to serve as a walkway area.

The walkway area shall be properly reinforced with a steel substructure attached to the frame rails.

Running boards shall be installed on each side directly behind the cab for access to the walkway area behind the cab and the turntable.

The running boards shall be covered with aluminum treadplate.

ANTI-LOCK BRAKE SYSTEMThe vehicle shall be equipped with a Wabco, model XS4M, anti-lock braking system. The ABS shall provide a four (4) channel anti-lock braking control on both the front, rear and tiller wheels. It shall be a digitally controlled system that utilizes microprocessor technology to control the anti-lock braking system. Each wheel shall be monitored by the system. When any particular wheel begins to lockup, a signal shall be sent to the control unit. This control unit then shall reduce the braking of that wheel for a fraction of a second and then reapply the brake. This anti-lock brake system shall eliminate the lockup of any wheel thus helping to prevent the apparatus from skidding out of control.

BRAKES, TRACTOR FRONT AXLE – (NO EXCEPTIONS)The service brake system shall be full air type.

The front brakes shall be Knorr/Bendix disc type with a 17.00" ventilated rotor for improved stopping distance. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID.

The brake system shall be certified, third party inspected, for improved stopping distance.

BRAKES, TRACTOR REAR AXLE – (NO EXCEPTIONS)The rear brakes shall be Meritor™, Disc Plus, EX225 disc operated with automatic slack adjusters and a 17.00" ventilated rotor for improved stopping distance. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID.

ENGINE BRAKEA Jacobs’s engine brake is to be installed with the controls located on the instrument panel within easy reach of the driver.

ADVANCE NOTICE OF SOLE SOURCE PROCUREMENTThe driver shall be able to turn the engine brake system on/off and have a high, medium and low setting.

The engine brake shall be installed in such a manner that when the engine brake is slowing the vehicle the brake lights are activated.

The ABS system shall automatically disengage the auxiliary braking device, when required.

BRAKE SYSTEM AIR COMPRESSORThe air compressor shall be a Bendix BA-921 with 15.8 cubic feet per minute output at 1250 RPM.

BRAKE SYSTEMThe brake system shall include:

1. Bendix-Westinghouse dual brake treadle valve with vinyl covered foot surface.2. A heated automatic moisture ejector on air dryer.3. Total air system capacity of 4,362 cubic inch.4. Two (2) air pressure gauges with red warning light and audible alarm that activates when air

pressure falls below 60 psi. 5. MGM spring set parking brake system.6. Parking brake operated by a Bendix-Westinghouse PP-1 control valve.7. A parking "brake on" indicator light on instrument panel.8. Bendix-Westinghouse SR-1 valve, in conjunction with a double check valve system, shall be

provided with an automatic spring brake application at 40 psi.9. Wabco System Saver 1200 air dryer.

GUARD, PARKING BRAKEA U-bolt type protective guard shall installed over the "Parking Brake" knob to prevent accidental activation of the brake.

BRAKE LINESColor coded nylon brake lines shall be provided. The lines shall be wrapped in a heat protective loom where necessary in the chassis.

ISOLATED EMERGENCY BRAKE RELEASEAn additional air tank with 1454 cubic inch displacement shall be provided for an isolated emergency brake release. The control shall be located inside the cab within easy reach of the driver.

GUARD, ISOLATED EMERGENCY BRAKE RELEASEA U-bolt type protective guard shall installed over the "Emergency Brake Release" knob to prevent accidental activation of the release.

AIR INLETOne (1) air inlet with male coupling shall be provided. It shall allow station air to be supplied to the apparatus brake system through a shoreline hose. The inlet shall be located on the driver side seat riser. A check valve shall be provided to prevent reverse flow of air. The inlet shall discharge into the "wet" tank of the brake system. A mating female coupling shall also be provided with the loose equipment.

AIR OUTLETOne (1) air outlet shall be installed with a female coupling and shut off valve, located on the driver side seat riser. This system shall tie into the "wet" tank of the brake system and include an 85 psi pressure protection valve in the outlet line to prevent the brake system from losing all air.

MANUAL MOISTURE EJECTORSSix (6) manual moisture ejectors shall be installed in the brake system.

The moisture ejector shall be remote mounted on the driver side of vehicle, as close to the edge of vehicle as possible.

A loop shall be provided at the moisture ejector, to allow for ease of pulling the drain.

Each moisture ejector shall have a label directly under the ejector, stating air tank drain.

Nylon tubing, .38" diameter shall be routed from the air tank to the moisture ejector. The nylon tubing shall be cover with protective split loom.

The moisture ejectors shall be provided on the left side of the vehicle under the forward most position of the body.

ALL WHEEL LOCK-UPAn additional all wheel lock-up system shall be installed which applies air to the front brakes only. The standard spring brake control valve system will also be used for the rear.

GUARD, ALL WHEEL LOCK-UPA U-bolt type protective guard shall installed over the "Front Wheel Lock" knob to prevent accidental activation of the brake.

ENGINEThe chassis shall be powered by a Detroit Diesel electronically controlled engine as described below:

1. Model: Series 60, 14.0L (855 cubic inches)2. Rated Power: 515 bhp at 1800 rpm3. Peak Torque: 1650 lb-ft at 1200 rpm4. Governed Speed: 2000 rpm5. Bore and Stroke: 5.24" x 6.61"6. Number of Cylinders: Six (6)7. Compression Ratio: 16.75:1

Air To Air Aftercooled6. Lube Oil Cooler7. Lube Oil Filter: Full flow8. Air Cleaner: Farr or equal9. Fuel Filters: Dual, with check valve10. Coolant Filter: Spin-on with shut off valves (precharged with coolant inhibitor)

ENGINE INSTALLATION CERTIFICATIONThe fire apparatus manufacturer shall provide, at the time of delivery, a letter from the engine

ADVANCE NOTICE OF SOLE SOURCE PROCUREMENTmanufacturer stating they approve of the engine installation in the bidder's chassis. The approval of the engine installation shall be at full horsepower rating in a continuous duty application under all operating conditions, including road and pump. No type of automatic horsepower reduction feature shall be allowed.

There shall be no exception to any portion of the engine installation certification. Nonconformance shall lead to immediate rejection of bid.

CONTROLS AND INDICATOR LIGHTSThe following amber indicator lights shall be located on the driver's side of the cab to denote engine information:

1. Diesel Particulate Filter (DPF) 2. High Exhaust Temperature (HET)3. Malfunction Indicator Lamp (MIL)

A switch to initiate the diesel particulate filter regeneration cycle shall be located on the driver's side instrument panel.

ENGINE AIR INTAKEThe air intake with Ember Separator shall be mounted on the driver side of apparatus, to the front of engine. The ember separator is designed to prevent road dirt and recirculating hot air from entering the engine.

The Ember Separator shall be easily accessible by tilting the cab.

EXHAUST SYSTEMThe exhaust system shall be stainless steel from the turbo to the diesel particulate filter and shall be 5.00" in diameter. The exhaust system shall include a diesel particulate filter and a diesel oxidation catalyst to meet current EPA standards. The exhaust shall terminate horizontally ahead of the passenger side rear wheels. An insulation wrap shall be provided on the exhaust pipe between the turbo and DPF for reduction of heat to the cab. A heat deflector shield shall be provided where the tailpipe is routed under any side compartment.

FUEL SEPARATORThe engine shall be equipped with a Racor in-line spin-on fuel and water separator in addition to the engine fuel filters.

ENGINE HEATER A 1000 watt, 120 volt, immersion type engine heater shall be installed with the AC power inlet located to the rear of the driver's door.

A warning light shall be provided on the cab instrument panel to indicate water in the fuel system.

An additional engine start button shall be provided next to the standard button on the cab instrument panel.

HIGH IDLEA high idle switch shall be provided, inside the cab, on the instrument panel, that shall automatically maintain a preset engine rpm. A switch shall be installed, at the cab instrument panel, for activation/deactivation.

ADVANCE NOTICE OF SOLE SOURCE PROCUREMENTThe high idle shall be operational only when the parking brake is on and the truck transmission is in neutral. A green indicator light shall be provided adjacent to the switch. The light shall illuminate when the above conditions are met. The light shall be labeled "OK to Engage High Idle".

COOLANT LINES Silicone hoses shall be used for all engine/heater coolant lines installed by the chassis manufacturer.

Hose clamps shall be stainless steel "constant torque type" to prevent coolant leakage. They shall react to temperature changes in the cooling system and expand or contract accordingly while maintaining a constant clamping pressure on the hose.

RADIATORThe radiator and complete cooling system shall meet the NFPA cooling system standards and the engine manufactures guidelines at maximum load conditions.

The radiator shall be mounted parallel with the charge air cooler to avoid drawing preheated air from the charge air cooler across the radiator fins, thus creating efficiencies in cooling performance. The fan shall be mounted directly to the cooling package and within a molded shroud to minimize the required fan tip clearances and to optimize airflow efficiencies and cooling performance.

Cool air shall be drawn through the radiator by a belt driven fan. The fan shall be belt driven off the engine crank damper pulley utilizing a 1310 Series drive shaft and a 10 rib K-Section Poly V belt. The fan assembly shall be mounted directly to the radiator, and independent to the engine, which shall provide minimal fan tip to radiator shroud clearance resulting in optimum airflow.

The fan assemble shall also have a Horton fan clutch incorporated into the upper mounting assembly. Clutch fan shall be automatic when the pump transmission is in "Road" and engaged constantly when in "Pump" position.

The radiator shall have a sufficient capacity to exceed all cooling requirements specified by the engine manufacturer under all operating conditions. The system shall have a low coolant sight bulb mounted on the surge tank and an electronic controlled low coolant indicator mounted on the cab instrument panel.

A remote surge and deaeration tank shall be provided to optimize the cooling system for all operating conditions. The cooling system shall be equipped to maintain a pressure at ten (10) psi for the maximum heat dissipation. The system shall have a drain cock located at the lowest point of the cooling system. Circulation baffles shall be furnished to prohibit hot air from the engine compartment from adversely affecting cooling system performance.

The radiator shall be constructed with 175 tubes placed in three (3) rows with 16 fins per inch and bonded together by a patented "beta-weld" process for increased strength, longer life and solder-bloom corrosion protection. The completed core shall have a minimum 1200 square inches of cooling area. The entire cooling package assembly shall be mounted in a manner to prevent development of leaks caused by twisting or straining when the apparatus operates over uneven terrain. The radiator core shall be compatible with commercial antifreeze solutions.

The engine and cooling system with hoses shall have a coolant capacity of 60 quarts. The cooling system shall be protected with an antifreeze solution to minus 30 degrees Fahrenheit.

FUEL TANK – (NO EXCEPTIONS) A 50-gallon fuel tank shall be provided and mounted at rear of chassis. The tank shall be constructed of

ADVANCE NOTICE OF SOLE SOURCE PROCUREMENT12-gauge, hot rolled steel. It shall be equipped with swash partitions and a vent.

A .75" drain plug shall be provided in a low point of the tank for drainage.

A fill inlet shall be located on the driver's and passenger side of the body and be covered with a hinged, spring loaded, stainless steel door that is marked "Diesel Fuel Only". FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID.

A .50" diameter vent shall be provided running from top of tank to just below fuel fill inlets.

The tank shall meet all FHWA 393.67 requirements including a fill capacity of 95% of tank volume.

Servicing the fuel tank pick-up tubes and fuel gauge sending unit shall be capable of being accomplished by draining fuel and dropping tank.

All fuel lines shall be provided as recommended by the engine manufacturer.

AUXILIARY FUEL PUMPAn auxiliary electric fuel pump shall be added to the fuel line for repriming the engine. The switch shall be located in the engine compartment, close to the fuel filters.

TRANSMISSIONAn Allison Gen IV, model EVS 4000P, electronic, torque converting, automatic transmission shall be provided.

Two (2) PTO openings shall be located on left side and top of converter housing (positions 8 o'clock and 1 o'clock).

A transmission temperature gauge with red light and buzzer shall be installed on the cab instrument panel.

TRANSMISSION FLUIDThe transmission shall be provided with TranSynd, or TES 295 (generic synthetic fluid) equivalent heavy duty synthetic transmission fluid.

TRANSMISSION SHIFTERA six (6)-speed push button shift module shall be mounted to right of driver on console. Shift position indicator shall be indirectly lit for after dark operation.

The transmission ratio shall be: 1st - 3.51 to 1.00, 2nd - 1.91 to 1.00, 3rd - 1.43 to 1.00, 4th - 1.00 to 1.00, 5th - 0.75 to 1.00, 6th - 0.64 to 1.00, R - 4.80 to 1.00.

The shifter shall have a "Mode" button which shall be programmed to indicate the transmission fluid level.

TRANSMISSION COOLERA shell and tube transmission oil cooler shall be provided, using engine coolant to control the transmission oil temperature. The cooler shall have an aluminum shell, and copper tubes. The cooler shall be assembled using pressed in rubber tube sheets to mechanically create a reliable seal between the coolant and the oil. No brazed, soldered, or welded connections shall be used to separate the coolant from the oil.

The shafts shall be dynamically balanced before installation.

A splined slip joint shall be provided in each driveshaft, slip joint shall be coated with Glidecoat or equivalent.

STEERINGDual Sheppard M110 steering gears, with integral heavy-duty power steering, shall be provided. The power steering shall incorporate a Vickers V20NF hydraulic pump with integral pressure and flow control.

The steering wheel shall be 18.00" in diameter, and capable of tilting and telescoping.

TIRES, TRACTOR FRONT AXLE Front tires shall be Michelin radials 425/65R22.50, 20 ply "all position" XZY 3 tread.

WHEELS, TRACTOR FRONT AXLEThe tires shall be mounted on Alcoa 22.50" x 12.25" polished aluminum disc-type wheels with a ten (10) stud, 11.25" bolt circle.

TIRES, TRACTOR REAR AXLE Rear tires shall be four (4) Michelin radials 12R22.50, 16 ply "all position" XZE tread.

WHEELS, TRACTOR REAR AXLEThe tires shall be mounted on Alcoa 22.50" x 8.25" polished aluminum disc wheels with a ten (10) stud-11.25" bolt circle.

LUG NUT COVERSChrome plated lug nut covers shall be installed on all lug nuts.

HUB COVERS, TRACTOR FRONT AXLEStainless steel hub covers shall be provided on the front axle. An oil level viewing window shall be provided.

HUB COVERS, TRACTOR REAR AXLEA pair of stainless steel high hat hub covers shall be provided on rear axle hubs.

MUD FLAPS, TRACTOR REAR AXLEMud flaps shall be installed behind the rear wheels of the apparatus.

WHEEL CHOCKSThere shall be two (2) sets of folding Ziamatic SAC-44-E, aluminum alloy, Quick-Choc wheel blocks with easy-grip handle and SQCH-44-H horizontal mounting brackets provided. The chocks shall be mounted on the trailer, one (1) pair on the left side forward of the wheel and one (1) on the right side forward of the wheel.

CAB – (NO EXCEPTIONS) The cab shall be designed specifically for the fire service and manufactured by the chassis builder.

ADVANCE NOTICE OF SOLE SOURCE PROCUREMENTConstruction of the cab shall consist of high strength 5052-H32 .125" aluminum welded to extruded aluminum framing.

The cab shall be built by the apparatus manufacturer in a facility located on the manufacturer's premises.

Cab shall be 96.00" wide, with the forward cab section overall height (from the cab roof to the ground) of approximately 108.00". The crew cab section shall have a 12.00" raised roof, with an overall cab height of approximately 120.00". The overall height listed shall be calculated based on a truck configuration with the lowest suspension weight ratings, the smallest diameter tires for the suspension, no water weight, no loose equipment weight and no personnel weight. Larger tires, wheels and suspension shall increase the overall height listed.

The raised crew cab shall provide a minimum crew cab floor to headliner dimension of 70.00".

Crew cab shall be of the totally enclosed design, with access doors constructed in the same manner as the front cab doors.

Cab shall be a full tilt design, allowing easy maintenance of the engine compartment.

Cab shall be isolated from the chassis inputs by four (4) rubber load cushions and shall be tilted by an electric/hydraulic pump connected to two (2) cab lift cylinders. Cab shall then be locked down by a 2-point automatic locking mechanism that actuates after the cab has been lowered.

Cab entrance steps shall be enclosed and automatically drop down when the door is opened and raised up when the door is closed. Both cab step assemblies shall be of simplistic and identical design.

The steps shall be operated by a switch (air spool valve) on the cab door frame, which is connected to an air cylinder, that activates both the up and down operation of the steps. A dedicated air supply tank shall be furnished for the step air system, to assure an adequate air supply for the up and down activation.

Each step, when in the stored position, shall be totally enclosed to protect the mechanisms from road debris and moisture.

Each step assembly shall be designed in a three (3) step arrangement, with each step spaced no more than 16.00" apart, providing easy cab entry and egress.

Each step surface shall be a minimum of 160 square inches.

The step surface shall be constructed out of a non-slip material that shall also be self-draining. Cab doors shall be approximately 32.00" wide x 61.00" high. The crew cab doors shall be approximately 32.00" wide x 70" high.

Crew cab doors shall be located on the side of the cab.

Cab and crew cab doors shall be equipped with automotive type rubber continuous perimeter bulb seal on the door opening to ensure a weather tight fit.

ADVANCE NOTICE OF SOLE SOURCE PROCUREMENTPolished stainless steel scuffplates shall be installed on the inside of all cab doors, extending from the bottom of the door to 12.00" above the floor line.

Cab doors shall be constructed of aluminum with a double pan design.

All cab and crew cab entry doors shall contain a conventional roll down window.

The upper area of the two front cab doors shall be contoured into the roof and include a contoured tinted window feature that provides better visibility on the interior and to the exterior of the cab.

Flush mounted, chrome plated paddle type door handles shall be provided on the interior and exterior cab and crew cab doors.

The cab doors shall be provided with interior locks as required by FMVSS 206. The locks shall include exterior keyed locks to prevent locking occupants out of the cab. A rotary knob on the inside door handle shall actuate the locks.

The door hinges shall be stainless steel piano type with a .25" pin.

Cab and crew cab shall be designed to optimize room and allow complete visual and audio communications between all fire fighters.

The driver and officer shall have a flat floor area measuring a minimum of 21.50" wide (door to engine tunnel) and 28.00" long (front to rear seat riser). The entire cab floor shall be at the same level both front and rear and shall be void of any step wells.

The dimension from the back edge of the steering column to the driver's seat back (seat in rearmost position) shall be a minimum of 30.00".

The dimension from the crew cab floor to the headliner shall have a minimum height of 65.00”.

A 20.00" slip resistant handrail shall be provided adjacent to all door openings to assist with entrance into the cab.

Circular inner fender liners in the wheel wells shall be provided.

Heavy duty black rubber mud flaps shall be installed on the cab behind the front wheels. Bright aluminum treadplate shall be overlaid on the outside rear wall of the crew cab except for areas that are not typically visible when the cab is lowered.

A contoured molded fiberglass housing shall be installed on the front of the cab. The housings shall be painted to match the cab. A contoured aluminum grille, headlight bezel and wrap around band consisting of three (3) separate bright finished sections shall be installed on the front of the housing.

A logo shall be affixed permanently to the grille housing.

A contoured molded fiberglass "eye brow" trim assembly shall be installed at the front roof line above the windshield. The eye brow shall be painted to match the cab roof. The marker lights shall be recessed into the eye brow.

A large curved; safety glass windshield shall provide over 4,100 square inches of clear viewing area for

The cab windshield shall be installed utilizing modern automotive techniques, which include bonding to the cab sheet metal with a urethane adhesive, and then trimmed in rubber.

Economical windshield replacement glass shall be readily available.

Two (2) smoked Lexan sunvisors shall be provided, one (1) above each windshield.

Electric windshield wipers shall be provided that meet FMVSS and SAE requirements. One control shall operate both wipers. The wiper control shall be two (2) speed (high and low) and feature an intermittent control. The control shall also have a "return to park" provision (toward center of cab). The wipers shall have a pantographic design for covering a large sweeping area.

Each wiper shall be equipped with a washer that is actuated by the wiper control.

Wash reservoir shall be able to be filled without raising the cab.

CAB INTEGRITY CERTIFICATION – (NO EXCEPTIONS)The fire apparatus manufacturer shall provide a cab crash test certification with this proposal. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID. The certification states that the cab must meet or exceed the requirements below:

1. European Occupant Protection Standard ECE Regulation No.29.2. SAE J2422 Cab Roof Strength Evaluation - Quasi-Static Loading Heavy Trucks.3. SAE J2420 COE Frontal Strength Evaluation - Dynamic Loading Heavy Trucks.4. Roof Crush - The cab shall be subjected to a roof crush force of 26,400 lbs. This value shall be

120% of the ECE 29 criteria, and equivalent to the front axle rating up to a maximum of 10 metric tons.

5. Side Impact - The cab shall be subjected to dynamic preload when a 14,060 lb moving barrier is slammed into the side of the cab at 5.1 mph, striking with an impact of 12,200 ft-lbs of energy. This test shall closely represent the forces a cab shall see in a roll-over incident.

6. Frontal Impact - The cab shall withstand a frontal force produced from 65,000 ft-lbs of energy using a swing-bob type platen.

There shall be no exception to any portion of the cab integrity certification. Nonconformance shall lead to immediate rejection of bid.

CAB MODIFICATIONThe engine tunnel shall be designed to provide maximum occupant space, and required clearance to the engine and related components. The engine tunnel shall include a modification on the passenger side to accommodate the Turbo and related components.

AUXILIARY AIR COMPRESSORAn auxiliary air compressor shall be furnished to supply air for the cab step system. The air compressor shall be a 12-volt DC and wired directly to the batteries. The compressor shall have a rating of .5 CFM at 100 psi. The compressor shall insure fully automatic step operation at all times.

CREW CAB WINDOWSOn each side of the crew cab, a window, with tinted glass, shall be provided. The window shall be in two sections with the lower section sliding to provide added ventilation in the crew cab. The upper section shall be a fixed window. The lower sliding window assembly shall be approximately 16" wide by 12" high. The upper fixed window shall be approximately 16" wide by 20" high.

WINDOW TINTCrew cab windows shall be tinted for 44% light transmission. The following windows are included:

1. Crew cab side windows2. Crew cab door, roll-up windows

LOGO AND CUSTOMER DESIGNATION ON HORN BUTTONThe steering wheel shall have an emblem containing the fire apparatus manufacturer's logo and customer name. The emblem shall have three (3) rows of text for the customer’s department name. There shall be a maximum of eight (8) characters in the first row, eleven (11) characters in the second row and eleven (11) characters in the third row.

The first row of text shall be: ALAMEDA.

The second row of text shall be: COUNTY.

The third row of text shall be: FIRE.

FENDER CROWNSStainless steel fender crowns shall be installed at cab wheel openings. The fender crowns shall have a radius outside corner that allows the fender crown to extend beyond the side wall of the front tires and also allow the crew cab doors to open fully.

CAB LIFTA hydraulic cab lift system shall be provided consisting of an electric powered hydraulic pump, dual lift cylinders, and necessary hoses and valves.

The hydraulic pump shall have a manual override for backup in the event of electrical failure.

Lift controls shall be on a panel located on the pump panel or front area of the body in a convenient location.

Cab shall be locked down by a two (2)-point automatic spring loaded hook mechanism that actuates after the cab has been lowered.

The hydraulic cylinders shall be equipped with a velocity fuse that protects the cab from accidentally descending when the control is located in the tilt position.

A redundant mechanical stay arm shall automatically be engaged once the cab has been fully raised. Before lowering the cab, this device must be disengaged using the stay arm control located near the cab raise/lower switch.

INTERLOCK, CAB LIFT TO PARKING BRAKEThe cab lift system shall be interlocked to the parking brake. The cab tilt mechanism shall be active only

LABEL, CAB LIFT FLUID LEVELA label which states "Cab Lift Fluid Level - Full Line" shall be provided on the hydraulic fluid reservoir. The reservoir shall also be provided with a vinyl stripe affixed to the reservoir at the full line. The full line shall be provided when the cab is in the tilted position, in order to prevent the tank from being overfilled.

MIRRORSRamco, Model No. 6000FFR-750, door mount, polished aluminum mirrors shall be mounted, one (1) on each of the cab doors. The mirrors shall be 9.25" x 13.50", with a full flat face. An additional convex section shall be bolted to the top of each mirror. The mirror head shall have a highly polished aluminum finish.

The flat glass in each mirror shall be adjustable with remote controls that are convenient to the driver.

The convex section in each mirror shall be adjusted manually.

BUMPERA one (1) piece, ten (10) gauge 304-2B polished stainless steel bumper, a minimum 12.00" high shall be attached to the front of the chassis frame.

A 9.00" formed steel channel shall be mounted directly behind bumper for additional strength.

GRAVEL PANA gravel pan, constructed of bright aluminum treadplate, shall be furnished between the bumper and cab face.

FRONT TOW EYES Two (2) chromed steel tow eyes shall be installed under the bumper and attached to the front frame members. The inner and outer edges of the tow eyes shall have a 0.25 radius.

The tow eyes shall be designed and positioned to allow up to a 6,000 pound straight horizontal pull in line with the centerline of the vehicle. The tow eyes shall not be used for lifting of the apparatus.

CAB INTERIOR The cab instrument panel shall be padded and covered with 46 ounce, leather grain vinyl, resistant to oil, grease and mildew.

The door panels shall be covered with a high impact ABS plastic.

The cab dash fascias shall be a wrap-around design to provide easy access of controls and shall be constructed out of high impact ABS plastic.

The headliner shall be installed in both forward and rear cab sections. Headliner material shall be vinyl. A sound barrier shall be part of its composition. Material shall be installed on aluminum sheet and securely fastened to interior cab ceiling.

Forward portion of cab headliner shall provide easy access for servicing electrical wiring or for other maintenance needs without removing the entire unit.

CAB INTERIOR PAINTThe cab interior metal surfaces shall be painted to match the cab exterior color.

GRAB HANDLEA black rubber covered grab handle shall be mounted on the door post of the driver's side cab door to assist in entering the cab. The grab handle shall be securely mounted to the post area between the door and windshield.

A long rubber grab handle shall be mounted on the dash board in front of the officer.

DRIVER’S SEATA Seats Inc. #911 Magnum 100 "knee-action" air-ride style seat with high-back shall be provided in the cab for the driver.

The seat shall have 3.00" of height adjustment, in addition to the "knee-action" suspension.

The driver's seat shall be furnished with three (3)-point shoulder type seat belt. The seat belt shall be furnished with automatic retractor. Extension shall be provided with the seat belt so the male end can be easily grasped and the female end easily located while sitting in a normal position.

DRIVER’S SEAT COMPARTMENT A vertically hinged access door, constructed of smooth aluminum, shall provide access to the compartment located under the driver air ride seat. The door shall include a chrome plated lift and turn latch.

OFFICER’S SEATA Seats Incorporated 911 "scissors-action" air-ride style SCBA seat with high-back shall be provided in the cab for the officer. The SCBA cavity shall be adjustable front to rear in 0.50" increments to accommodate different size SCBA bottles.

Moving the SCBA cavity shall be accomplished by unbolting, relocating and rebolting in the desired location.

The officer seat shall be furnished with three point shoulder type seat belts. The seat belts shall be furnished with automatic retractors. Extensions shall be provided with the seat belts so the male end can be easily grasped and the female end easily located while sitting in a normal position.

OFFICER’S SEAT COMPARTMENT A radio compartment shall be provided under the officer's seat.

The inside compartment dimensions shall be 14.88" deep x 13.00" across x 5.25" high.

A vertically hinged door, with hinge to the inside, shall be provided on the front side for access. The hole in the back of the compartment is to be slotted all the way to the bottom, so the box can be removed without disconnecting the wires from the radios. There shall be a U-shaped notch at the rear of the compartment for wire access.

The compartment shall be constructed of smooth aluminum and painted to match the cab interior.

FORWARD FACING CREW CAB SEATSTwo (2) forward facing, Seats Incorporated 911 fold-up style seats shall be provided in the outboard positions, against the cab rear wall.

The seat back shall be a contoured high back cushion. Includes a 9 degree back.

Seats shall be furnished with three (3) point shoulder type seat belts. The seat belts shall be furnished with automatic retractors. Extensions shall be provided with the seat belts so the male end can be easily grasped and the female end easily located while sitting in a normal position.

SEAT UPHOLSTERYAll seat upholstery shall be 46 oz. leather grain black vinyl resistant to oil, grease and mildew. The backrest bolsters on SCBA type seats and top outside edges of bottom cushion shall be lined with Tuff-Tex material for long lasting durability.

AIR BOTTLE HOLDERS – (NO EXCEPTIONS)All SCBA type seats in the cab will have a "Hands-Free" auto clamp style bracket in its backrest. For efficiency and convenience, the bracket will include an automatic spring clamp that allows the occupant to store the SCBA bottle by simply backing into the seat back. For protection of all occupants in the cab, in the event of an accident, the clamp will constrain the SCBA bottle in the seat for up to a 30G force (dynamic sled test), and will meet NFPA 1901-04 Section 14.1.10.1. Bracket designs with manual Restraints (belts, straps, buckles) that could be inadvertently left unlocked, and allow the SCBA to move freely within the cab during an accident, will not be acceptable. The bracket will be a "one size fits all" style, and will accommodate SCBA cylinders from the high pressure 30-minute to the high pressure 60-minute. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID.

SEAT BELTSAll seating positions in cab and crew cab shall have red seat belts.

ENGINE COMPARTMENT LIGHTAn engine compartment light shall be installed under the engine hood, of which the switch is an integral part. Light shall have a .125" diameter deep hole in its lens to prevent moisture retention.

CAB INTERIOR LIGHTING Auxiliary lights shall be provided in the cab and consisting of:

1. Two (2) Weldon, Model 8081-6978-68, Red/Clear dome light located, one (1) on the officer side

CREW CAB INTERIOR LIGHTING Auxiliary lights shall be provided in the crew cab and consist of:

1. Four (4) Weldon, Model 8081-6978-68, Red/Clear dome lights located two (2) each side, controlled by the following:

Clear forward lights controlled by the door switch and the lens switch. Red rearward lights controlled by the lens switch.

A courtesy light at each door opening, controlled by automatic door switches

CAB HEATERThere shall be a 40,000 BTU heater in the cab located below the right side cab dash. The heater/defroster ventilation shall be built into the design of the cab dash instrument panel. The heater ducts shall be vented in a manner to provide heat directed towards the officer and the driver. The defroster ducts shall be designed to provide maximum defrosting capabilities for the windshield. Adjustable defroster louvers shall be provided for directing airflow to the side cab door windows. Heater defroster controls shall be located on the cab dash within easy reach of the driver.

AIR CONDITIONINGA high performance air conditioning system shall be furnished inside the cab and crew cab.

The air conditioning system shall perform as follows:

In 100 degree Fahrenheit ambient temperature, with 50 percent relative humidity and at 1200 engine RPM, the cab and crew cab shall cool down to 72 degrees Fahrenheit within 30 minutes. Actual test results from the manufacturer of the air conditioning system verifying this performance requirement shall be submitted with the bid.

A 12.6 cubic inch compressor shall be installed on the engine.

A roof mounted condenser with adequate BTU to meet the performance specification, shall be installed on the cab roof. Condenser mounting below the cab or body is not acceptable.

Two (2) evaporator units shall be installed in the cab, located in the following locations:2. One (1) in the cab dash, just to the front of the officer3. One (1) in the crew cab, mounted to ceiling

The evaporator units shall have an adequate BTU rating to meet the performance specifications.

The air conditioning system shall have adjustable air outlets incorporated into the cab dash at both the driver and officer positions. The evaporator unit in the crew cab shall have adjustable air outlets located directly on the evaporator unit.

The air conditioner refrigerant shall be R-134A, installed by a certified technician.

ADVANCE NOTICE OF SOLE SOURCE PROCUREMENTINTERIOR CAB INSULATIONThe cab and crew cab walls shall be insulated with 2.00" insulation where possible and the roof with 1.00" insulation to aid in cooling.

The insulation shall be covered with a vinyl liner or a metal panel painted to match the interior.

CAB INSTRUMENTATIONInstrument panel controls and switches shall be identified as to function by imprinted word(s) adjacent to each item. Actuation of the headlight switch shall illuminate ("back-lite") wording for after dark operation. Turn signal and high beam headlight indicator lights shall also be provided.

To avoid confusion, warning indicators shall be (where possible) the "dead front" type, meaning the warning light and word identification of same does not show up unless it is necessary. The built-in emergency light switch panel shall have a red master switch plus individual switches for selective control. The switch panel shall be located in the "overhead" position above the windshield on the driver's side to allow for easy access. Switches shall be rocker type with an indicator light, which is an integral part of the switch.

Instrument panel gauges, vehicle lights and other electrical accessories shall use proper size wiring to accommodate expected current load. Wiring shall meet SAE J-1128 specifications for high temperature (250 degrees Fahrenheit min.) conditions and be color, number and function coded.

Cab instruments and controls shall be conveniently located within the forward cab section. Gauges and emergency vehicle switches shall be installed on removable panels for ease of service. The following gauges and controls shall be furnished:

1. Speedometer/Odometer: Electric2. Tachometer: Electric3. Hourmeter for Engine4. Engine Oil Pressure Gauge: Red warning indicator light and audible alarm5. The compact disc stereo radio shall be mounted within reach of the officer.

The quantity and location of the speakers shall be one (1) pair of 5.25" speakers located in the cab and one (1) pair of 5.25" speakers located in the crew cab.

The type and location of the antenna shall be a side-mounted antenna located on the passenger's side of the cab.

SWITCH PANELSThe built-in emergency light switch panel shall have a master switch plus individual switches for selective control. The switch panel shall be located in the "overhead" position above the windshield on the driver's side to allow for easy access. Switches shall be rocker type with an indicator light, of which is an integral part of the switch.

ELECTRICAL POWER CONTROL SYSTEM Electrical compartments shall be provided in the cab and on the chassis to house the vehicles electrical power, circuit protection and control components. Serviceable components shall be accessible.

Power, circuit protection and control components shall be protected and tested with documentation against the following:

1. Corrosion 2. Excessive heat 3. Excessive vibration 4. Water spray 5. EMI and RFI. 6. Current Carrying Capacity (Minimum & Maximum).

Circuit protection devices which conform to SAE standard shall be utilized to protect each circuit. All circuit protection devices shall be rated per NFPA requirements, to prevent wire and component damage when subjected to extreme current overload. General protection circuit breakers shall be Type-I automatic reset (continuously resetting) or Type-II (manual resetting) and conform to SAE J553 or J258. When required, automotive type fuses conforming to SAE J554, 1284, 1888 or J2077 shall be utilized to protect electronic equipment.

Power control relays and solenoids shall have a direct current (dc) rating of 125 percent of the maximum current for which the circuit is protected.

CONTROL SYSTEMA microprocessor-based controller shall be utilized to achieve advanced control of a fully computerized vehicle network system. The system shall comply with all appropriate SAE J1939 recommended practices.

Each of the control system modules shall be configured as follows: 1. Sealed to a NEMA 4 rating 2. Operating range from -400F to 1850F (-400C to 850C) 3. Communicate using J1939 data link 4. Two (2) diagnostic LED lights 5. One (1) green light that illuminates when module has power (B+) and ground

The microprocessor controller shall include the following attributes: 1. On-board self-diagnostic messages and status indicators. 2. Automatic self-test on startup and during vehicle operation. 3. Eliminate control logic relays wherever possible. 4. Provide logic control for NFPA 1901 mandated safety interlocks and indicators. 5. Utilize control system to eliminate redundant wiring and components. 6. Improve control system reliability by reducing relay and connector contacts. 7. Advanced electrical system load management and sequencing system. 8. Customized control software programmed to reflect the vehicles configuration. 9. Reprogrammable to accommodate changes to the vehicles operating parameters. 10. Complete operating and troubleshooting manuals.

Copies of all "Job Specific", Input/Output (I/O) Sheets shall be provided with each chassis.

ON-BOARD ELECTRICAL SYSTEM DIAGNOSTICS Advanced on-board diagnostic messages shall be provided to support rapid trouble shooting of the electrical power and signal system. The diagnostic messages shall be displayed on the information center, located at the driver's position. Refer to the Cab Display option for more information.

ADVANCED DIAGNOSTICS An advanced, Windows based, diagnostic software program shall be provided. The software shall

The service and maintenance software shall include the following features: 1. Easy to understand and use. 2. Ability to view system input/output (I/O) information. 3. A complete trouble shooting guide shall be provided with the vehicle.4. Documentation on installing and using the software.

VOLTAGE MONITOR SYSTEM A voltage monitor system shall be provided to indicate the status of the battery system connected to the vehicles electrical load. The system shall provide visual and audible warning when the system voltage is below or above optimum levels.

The alarm shall activate if the system falls below 11.8 VDC for more than two (2) minutes. The alarm shall also activate if the system voltage rises above 15 volts for more than 8 seconds.

PROGRAMMING ENHANCEMENTS The microprocessor controller shall control all Side Scene, Rear Scene and Perimeter lights. In addition to the control feature for these different light options, these lights shall be deactivated when the parking brake is released.

EMI/RFI PROTECTION The electrical system shall reduce undesired electromagnetic and radio frequency emissions. An advanced electrical system shall be used to insure radiated and conducted EMI (electromagnetic interference) or RFI (radio frequency interference) emissions are suppressed at their source.

The apparatus shall have the ability to operate in the electromagnetic environment typically found in fire ground operations. The contractor shall be able to demonstrate the EMI and RFI testing which has been done on similar apparatus and certify that the vehicle proposed meets SAE J1113/14 requirements.

EMI/RFI susceptibility shall be controlled by applying appropriate circuit designs and shielding. The electrical system shall be designed for full compatibility with low level control signals and high powered two (2)-way radio communication systems. Harness and cable routing shall be given careful attention to minimize the potential for conducting and radiated EMI-RFI susceptibility.

POWER DISTRIBUTION CENTERAn electrical component compartment shall be provided in an easily accessible location within the cab. The distribution center shall not require tools to gain access for maintenance. The following items shall be furnished within this compartment:

1. Fuses2. Circuit Breakers3. Relays

The distribution panel shall be clearly labeled and include:1. Circuit Numbers 2. Use of each fuse, circuit breaker, relay or fused stud.

Each fuse, circuit breaker and relay shall also be numbered to correspond with wiring diagrams provided with each vehicle.

The studs shall consist of the following: 1. Stud #1 shall be 12-volt 40-amp, controlled by battery switch. 2. Stud #2 shall be 12-volt 100-amp, ground. 3. Stud #3 shall be 12-volt 60-amp, controlled by ignition switch. 4. Stud #4 shall be 12-volt 60-amp, battery direct.

INFORMATION CENTER An information center employing a 7” diagonal color LCD display shall be encased in an ABS plastic housing.

The information center shall have the following specifications:1. Operate in temperatures from -40 to 185 degrees F2. An Optical Gel shall be placed between the LCD and protective lens3. Five weather resistant user interface switches4. Black enclosure with gray decal5. Sunlight Readable6. Linux operating system7. Minimum of 400nits rated display

OPERATION The information center shall be designed for easy operation for everyday use.

The page button shall cycle from one screen to the next screen in a rotating fashion. A video button shall allow a NTSC signal into the information center to be displayed on the LCD. Pressing any button while viewing a video feed shall return the information center to the vehicle information screens. A menu button shall provide access to maintenance, setup and diagnostic screens.

All other button labels shall be specific to the information being viewed.

GENERAL SCREEN DESIGNWhere possible, background colors shall be used to provide “At a Glance” vehicle information. If information provided on a screen is within acceptable limits, a green background shall be used. If a caution or warning situation arises the following shall occur:

1. An amber background/text color shall indicate a caution condition.2. A red background/text color shall indicate a warning condition.

Every screen shall include the following:

1. Exterior Ambient Temperature2. Time (12 or 24 hour mode)

Text Alert Center: 1. The information center shall utilize an “Alert Center” to display text messages for audible alarm

tones. The text messages shall be written to identify the item(s) causing the audible alarm to

2. Button Labels: A label for each button shall exist. The label shall indicate the function for each active button for each screen. Buttons that are not utilized on specific screens shall have a button label with no text.

PAGE SCREENSThe Information center shall include the following screens:

Load Manager Screen: A list of items to be load managed shall be provided. The list shall provide:1. Description of the load 2. Individual load shed priority: The lower the priority number the earlier the device shall be shed

should a low voltage condition occur.3. Load Status: The screen shall indicate if a load has been shed (disabled) or not shed.4. “At a Glance” color features are utilized on this screen

Do Not Move Truck: The Do Not Move Truck screen shall indicate the approximate location and type of item that is open or is not stowed for travel. The actual status of the following devices shall be indicated:

CAB ROOF COVERINGHorizontal cab roof surfaces shall be covered with bright aluminum treadplate. Edges and fastening screws shall be properly caulked to prevent water from leaking under aluminum. Front and side warning lights shall not be mounted on top of treadplate. The treadplate shall extend and terminate next to the warning lights.

ADVANCE NOTICE OF SOLE SOURCE PROCUREMENTBATTERY SYSTEMSix (6) Delphi 12 volt, 700 CCA, 180 reserve capacity, high cycle, maintenance-free group 31 batteries with a system rating of 4200 CCA at 0 degrees Fahrenheit and 1080 minutes of reserve capacity. The batteries shall be provided with threaded posts.

BATTERY SYSTEMA single starting system shall be provided.

An ignition switch and starter button shall be located on the instrument panel.

MASTER BATTERY SWITCHA master battery switch, to activate the battery system, shall be provided inside the cab within easy reach of the driver.

An indicator light shall be provided on the instrument panel to notify the driver of the status of the battery system.

BATTERY COMPARTMENTSBatteries shall be placed on non-corrosive mats and be stored in well ventilated compartments located under the cab.

Heavy-duty battery cables shall be used to provide maximum power to the electrical system. Cables shall be color coded.

Battery terminal connections shall be coated with anti-corrosion compound. Battery solenoid terminal connections shall be encapsulated with semi-permanent rubberized compound.

JUMPER STUDSOne (1) set of battery jumper studs with plastic color coded covers shall be installed on the front side of battery box on driver’s side. This shall allow enough room for easy jumper cable access. A tag shall be provided for positive/negative terminals.

BATTERY CHARGER A Kussmaul Autocharge 1200 battery charger shall be provided. A display bar graph, indicating the state of charge, shall be mounted on the driver side seat riser.

The charger shall have a maximum output of 40 amps and a fully automatic regulation.

The battery charger shall be wired to the 120-volt shoreline to activate automatically when power is connected.

Battery charger shall be located in the crew cab seat riser.

ALTERNATOR – (NO EXCEPTIONS) A C.E. Niehoff, model N1222-5, alternator shall be provided. It shall have a rated output current of 290 amp as measured by SAE method J56. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID. Also it shall have a custom three (3)-set point voltage regulator, manufactured by C. E. Niehoff. The alternator shall be connected to the power and ground distribution system with heavy-duty cables sized to carry the full rated alternator output.

The purchaser wants to maintain this alternator part number and capacity to keep consistency with the

12 VOLT DC WIRING FOR ACCESSORIES12 volt, 10 gauge wires shall be provided. A yellow power wire shall run from the battery switch to the passenger side overhead switch panel. It shall then continue to the area beneath the officer’s seat. A red power wire shall run from the battery to beneath the officer’s seat. It shall then continue to the passenger’s side overhead switch panel. Both sets of wires shall also include black ground wires. The wiring shall be routed per photos and wiring diagrams provided by ACFD at pre-construction.

SPARE CIRCUIT #1There shall be one (1) pair of wires installed. These wires shall have the following features:

1. Wires shall be connected directly to the battery power.2. Wires shall be protected to 15 amps.3. Power and ground shall end on the far right side of the dash panel on the passenger's side.4. Termination shall be with 15 amp, power point plug with rubber cover.5. Wires shall be sized to 125% of the protection.

CUSTOMER FURNISHED RADIO ANTENNASThere shall be three (3) customer furnished two-way radio antennas provided for installation. The antennas shall be located at the top of the cab as directed by ACFD at pre-construction and the wiring routed per photos and wiring diagrams provided by ACFD at pre-construction.

ROUTE CUSTOMER SUPPLIED CABLESThe fire apparatus builder shall install customer provided power cables for the David Clark radio system and Motorola data cables. The wiring shall be routed per photos and wiring diagrams provided by ACFD at pre-construction.

The fire apparatus builder shall install two (2) customer supplied six (6) conductor David Clark intercom cables. The cables shall run from under the officer's seat to the officer's overhead switch panel area.

MOBILE DATA TERMINAL PROVISION A metal slide tray shall be provided and installed allowing the tray to slide 11.25" toward the officer and lock into place for the MDT.  The surface area of the tray shall be 12.50" wide x 10.00" deep.

A 20 amp 12AWG power and ground circuit will be provided to the MDT area.

ELECTRONIC LOAD MANAGER An electronic load management (ELM) system shall be provided that monitors the vehicles 12-volt electrical system, automatically reducing the electrical load in the event of a low voltage condition, and automatically restoring the shed electrical loads when a low voltage condition expires. This ensures the integrity of the electrical system.

The system shall include the following features: 1. System voltage monitoring. 2. A shed load shall remain inactive for a minimum of five minutes to prevent the load from cycling

on and off.3. Sixteen available electronic load shedding levels.4. Priority levels can be set for individual outputs. 5. High Idle will activate before any electric loads are shed and deactivate with the service brake.

The information center includes a "Load Manager" screen indicating the following:

1. Load managed items list, with priority levels and item condition.

Individual load managed item condition: 2. ON = not shed 3. SHED = shed

SEQUENCER A sequencer shall be provided that automatically activates and deactivates vehicle loads in a preset sequence thereby protecting the alternator from power surges. This sequencer operation shall allow a gradual increase or decrease in alternator output, rather than loading or dumping the entire 12 volt load to prolong the life of the alternator.

Emergency light sequencing shall operate in conjunction with the emergency master light switch. When the emergency master switch is activated, the emergency lights shall be activated one by one at half second intervals. Sequenced emergency light switch indicators shall flash while waiting for activation.

When the emergency master switch is deactivated, the sequencer shall deactivate the warning light loads in the reverse order.

Sequencing of the following items shall also occur, in conjunction with the ignition switch, at half second intervals:

1. Cab Heater and Air Conditioning2. Crew Cab Air Conditioning (if applicable)

AMP DRAW REPORT – (NO EXCEPTIONS)The bidder shall provide, at the time of bid and delivery, an itemized print out of the expected amp draw of the entire vehicle's electrical system. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID.

The manufacturer of the apparatus shall provide the following:1) Documentation of the electrical system performance tests.

2) A written load analysis, which shall include the following:A) The nameplate rating of the alternator.

B) The alternator rating under the conditions specified per:Applicable NFPA 1901 or 1906 (Current Edition).

C) The minimum continuous load of each component that is specified per:Applicable NFPA 1901 or 1906 (Current Edition).

D) Additional loads that, when added to the minimum continuous load, determine the total connected load.

E) Each individual intermittent load.

EXTERIOR LIGHTING Exterior lighting shall meet or exceed Federal Department of Transportation, Federal Motor Vehicle Safety Standards and National Fire Protection Association requirements in effect at time of proposal.

Front headlights shall be halogen, round, two (2) mounted in each front trim housing.

The directional lights shall wrap-around on the outside corners of the trim housing. The headlights and directional lights shall be in the same housing assembly.

An additional directional/marker combination light shall be located on each side of cab behind the bumper.

Five (5) clearance lights and marker lights shall be installed in the "eye brow" trim above the windshields. The lights shall be Grote, SuperNova, amber LED lamps.

BACK-UP ALARM An ECCO, Model SA917-PM2, solid state electronic audible back-up alarm that actuates when the truck is shifted into reverse shall be provided. The device shall sound at 60 pulses per minute and automatically adjust its volume to maintain a minimum five (5) dba above surrounding environmental noise levels.

TOW EYESTwo (2) rear painted "tow" eyes shall be located at the rear of the apparatus and shall be mounted directly to the torque box. The inner and outer edges of the tow eyes shall be radiused.

COMPARTMENTATION – (NO EXCEPTIONS)Body and compartments shall be fabricated of .125", 5052-H32 aluminum with a tensile strength range of 31,000 to 38,000 psi. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID.

Side compartments shall be an integral assembly with the rear fenders.

Circular fender liners shall be provided for prevention of rust pockets and ease of maintenance.

Compartment flooring shall be of the sweep out design with the floor higher than the compartment door lip.

The compartment door opening shall be framed by flanging the edges in 1.75” and bending out again .75” to form an angle.

Drip protection shall be provided above the doors by means of bright aluminum extrusion or formed bright aluminum treadplate.

The top of the compartment shall be covered with bright aluminum treadplate rolled over the edges on the front, rear and outward side. These covers shall have the corners “TIG” welded.

Side compartment covers shall be separate from the compartment tops.

LOUVERSAll body compartments shall have a minimum of one (1) set of louvers stamped into a wall to provide the proper airflow inside the compartment and to prevent water from dripping into the compartment. COMPARTMENT CUBIC FOOTAGE – (NO EXCEPTIONS)The side trailer compartments, tractor compartment and tractor reservoir compartment shall combine to provide a minimum of 525 cubic feet of usable storage space. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID.

The purchaser will verify usable cubic feet of storage space prior to any order being placed and also at time of final inspection. If the end product does not result in 525 cubic feet of usable storage space, it will be grounds to reject the vehicle.

Doors shall be provided with a closed cell rubber gasket around the surface that laps onto the body. A second heavy-duty automotive rubber molding with a hollow core shall be installed on the door framing that seals onto the interior panel, to ensure a weather resisting compartment.

All compartment doors shall have polished stainless steel continuous hinge with a pin diameter of .25” that is bolted or screwed on with stainless steel fasteners. (Hinges which are welded on shall not be acceptable.) A dielectric substance shall be applied to each hinge fastener.

All door lock mechanisms shall be fully enclosed within the door panels to prevent fouling of the lock in the event equipment inside shifts into the lock area.

Doors shall be latched with recessed, polished stainless steel "D" ring handles and Eberhard 106 locks.

To prevent corrosion caused by dissimilar metals, compartment door handles shall not be attached to outer door panel with screws. A rubber gasket shall be provided between the "D" ring handle and the door.

KEYED LOCKSA keyed lock shall be furnished for thirteen (13) compartment doors. The compartmentation to have a keyed lock shall be all trailer body compartment and the tractor compartments EXCEPT for compartment P8 and D1 / P1 (which are roll-up door compartments).

REAR BUMPERA 5.00" rear bumper shall be furnished. Bumper shall be constructed of steel framework and shall be covered with polished aluminum treadplate. The bumper shall be 5.00" deep x 5.00" high and shall be spaced away from the body approximately 1.00". It shall extend the full width of the body.

DOOR FRAME SCUFFPLATESThirteen (13) scuffplates shall be provided for the lower door frames of all lap style door compartments. Each scuffplate shall be brushed stainless steel with a .38" lip down.

ADJUSTABLE SHELVESThere shall be fifteen (15) adjustable shelves with a minimum capacity of 215 pounds provided. The shelf construction shall consist of .125" pan-shaped aluminum with 2.00" sides. Each shelf shall be infinitely adjustable by means of a threaded fastener, which slides in a track.

The location shall be as directed by ACFD at pre-construction.

ADJUSTABLE SHELF TRACKSThere shall be fifteen (15) sets of adjustable shelf tracking provided for mounting shelves in each compartment. These tracks shall be installed vertically to support the adjustable shelves.

PULL-OUT TRAYSThere shall be four (4) slide-out trays with 2.00" sides and a minimum capacity of 500 pounds provided. Capacity rating shall be in the extended position.

Slides shall be General Device ball bearing type for ease of operation and years of dependable service.

ADVANCE NOTICE OF SOLE SOURCE PROCUREMENTAutomatic locks shall be provided for both the "in" and "out" positions. The trip mechanism for it shall be located at the front of the tray for ease of use with a gloved hand. Tray location shall be as directed by ACFD at pre-construction. Heavy-duty steel angle iron assembly shall support the body under the compartment floor. It shall be attached to the chassis frame for load transfer and to reduce stress on body.

TWO (2)-WAY UTILITY TRAYSThere shall be three (3) slide-out trays provided as directed by ACFD at pre-construction.

The capacity rating shall be 1000 pounds minimum in the extended position.

Interior tray dimensions shall be 85.00" long x 3.00" deep x as wide as possible for the compartment.

Tray shall slide out to either side of the vehicle; two-thirds (2/3) of its length.

The vertical location of the tray within the compartment shall be adjustable.

The construction shall consist of .188" thick aluminum for the tray bottom, and special aluminum extrusions for the tray sides, end, and tracks.

Corners shall be welded to form a rigid unit.

Automatic locks shall be provided for both the in and out tray positions.

COMPARTMENT DECKING   Black Turtle Tile self-draining interlocking vinyl tiles, with beveled edge caps, shall be provided on the floor, shelves and trays of each enclosed compartment.

HOSE STORAGE TRAY A hose storage tray shall be provided above the tractor compartment D1 / P1. The tray shall be fabricated out of bright aluminum treadplate with TIG welded ends and an open top. Aluminum grating shall be provided at the bottom of the tray. Two straps with Velcro fasteners shall be provided to secure the hose. The tray shall have a capacity for 125' x 3.00" DJ hose.

RUB RAILBottom edge of the side compartments shall be trimmed with a bright aluminum extruded rub rail.

Trim shall be 2.12" high with 1.38" flanges turned outward for rigidity. The rub rails shall not be an integral part of the body construction, which allows replacement in the event of damage.

BODY FENDER CROWNS Stainless steel fender crowns shall be provided around the rear wheel openings.

A rubber welting shall be provided between the body and the crown to seal the seam and restrict moisture from entering.

A dielectric barrier shall be provided between the fender crown fasteners (screws) and the fender sheet

REAR AIR BOTTLE STORAGE – (NO EXCEPTIONS)An air bottle compartment shall be provided at the rear of the tiller trailer under the tiller cab. The compartment shall be located between the frame rails. The compartment shall contain a rack to store three (3) air bottles horizontally. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID. A bright aluminum treadplate drop down door with two (2) lift and turn latches shall be provided. The bottle storage bins shall be approximately 27.00" deep x 8.50" wide x 8.50" high. The flooring of each bin shall be rubber lined. A dielectric barrier shall be provided between the door hinge, hinge fasteners and the body sheet metal.

FENDER AIR BOTTLE STORAGE – (NO EXCEPTIONS) A total of four (4) air bottle compartments shall be provided. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID. There will be two (2) air bottle compartments on each side of the trailer in the rear fender area, one forward and one aft of the wheels. The air bottle compartment shall be in the form of a round tube (7.63" diameter minimum) and of adequate depth to accommodate different size air bottles. Flooring shall be rubber lined and have a drain hole. A stainless steel door with a chrome plated latch shall be provided to contain the air bottle. A dielectric barrier shall be provided between the door hinge, hinge fasteners and the body sheet metal.

AIR BOTTLE STORAGE BIN A storage bin shall be provided for storage of twelve (12) air bottles. This storage bin shall be installed as directed at pre-construction. Each separate air bottle storage compartment shall be 7.50" square x 23.00" deep. The storage bin shall be formed out of aluminum and the flooring lined with Dura-surf.

GROUND LADDERSThe following Alaco wooden ladders shall be furnished:

1. One (1) Alaco Model 2300, 35'- 2 Section wooden extension ladder (this ladder shall be side stacked on top of the passenger’s side compartments).

2. One-(1) Alaco Model 2301, 14'- 2 Section wooden baby Bangor extension ladder.

3. Two (2) Alaco Model 2302-16' wooden wall ladders.

4. Two (2) Alaco Model 2302-20' wooden wall ladders.

5. Two (2) Alaco Model 2302-24' wooden wall ladders.

6. One (1) Alaco Model 2304-12' wooden roof ladder.

7. One (1) Alaco Model 2304-16' wooden roof ladder.

8. One (1) Alaco Model 2304-20' wooden roof ladder.

9. One (1) Alaco Model 1600F-12' wooden combination step and extension ladder.

This truck is non-NFPA compliant due to the following NFPA 1931 deviations. These deviations shall be the responsibility of the individual who will sign and submit a waiver letter:

4.2.2 - The minimum inside width between beams for single ladders shall be 406 mm (16.00”).4.5.2 - The minimum inside width between beams for combination ladders shall be 305 mm

(12.00”).

ADVANCE NOTICE OF SOLE SOURCE PROCUREMENT4.3.3.1 - Extension ladders shall have a minimum inside width between beams on any section of at

least 406 mm (16.00”).

GROUND LADDER STORAGE – (NO EXCEPTIONS)The ground ladders shall be removable from the center rear of the apparatus.

The ladders shall be individually stored in stainless steel slides and shall be arranged in such a manner that any one (1) ladder can be removed without having to move or remove any other ladder. Black Dura-Surf friction reducing material shall be added to the stainless steel slides, on the bottom horizontal surfaces, of the ladder storage rack.

A door shall be provided at the rear. The door shall be capable of opening beyond 90 degrees to aid in ladder storage. The door shall be a single lift-up door constructed of aluminum, painted job color, with D-ring handles and pneumatic lift assist cylinders.

Doors shall be of double pan aluminum construction. Single sheet aluminum doors shall not be considered. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID.

LADDER ROLLERS AND CAM LOCK SYSTEM – (NO EXCEPTIONS)A cam-actuated locking system shall be provided to secure the ladders during travel. A single actuator shall be provided in the center of the ladder storage area to lock and unlock the ladders. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID. The locking mechanism shall consist of a padded channel that shall apply pressure to the ladders that are stored vertically in the torque box.

There shall also be a series of rollers that the ladders shall rest on to help aid in deployment and storage.

PIKE POLESThe following pike poles shall be furnished and stored in tubular holders located in the ground ladder storage compartment:

One-(1) Duo-Safety 6FP, 6' fiberglass handle pike pole shall be provided with the apparatus. One-(1) Duo-Safety 8FP, 8' fiberglass handle pike pole shall be provided with the apparatus. Two-(2) Duo-Safety 12FP, 12' fiberglass handle pike poles shall be provided with the apparatus.

STOKES BASKET w/ STORAGEOne (1) Ferno Washington #71 rescue stretcher and 4-point lifting bridle shall be supplied and installed inside compartment D3 / P3 as directed by ACFD at pre-construction.

ELECTRICALAll 12-volt electrical equipment installed by the apparatus manufacturer shall conform to modern automotive practices. All wiring shall be high temperature crosslink type. Wiring shall be run, in loom or conduit, where exposed and have grommets where wire passes through sheet metal. Automatic or manual reset circuit breakers shall be provided which conform to SAE Standards. Wiring shall be color, function and number coded. Function and number codes shall be continuously imprinted on all wiring harness conductors at 2.00" intervals. Exterior exposed wire connectors shall be positive locking, and environmentally sealed to withstand elements such as temperature extremes, moisture and automotive fluids. Electrical wiring and equipment shall be installed utilizing the following guidelines:

(1) All holes made in the roof shall be caulked with silicon, rope caulk is not acceptable. Large fender washers, liberally caulked, shall be used when fastening equipment to the underside of the cab roof.

ADVANCE NOTICE OF SOLE SOURCE PROCUREMENT(2) Any electrical component that is installed in an exposed area shall be mounted in a manner that shall not allow moisture to accumulate in it. Exposed area shall be defined as any location outside of the cab or body.

(3) Electrical components designed to be removed for maintenance shall not be fastened with nuts and bolts. Metal screws shall be used in mounting these devices. Also a coil of wire shall be provided behind the appliance to allow them to be pulled away from the mounting area for inspection and service work.

(4) Corrosion preventative compound shall be applied to all terminal plugs located outside of the cab or body. All non-waterproof connections shall require this compound in the plug to prevent corrosion and for easy separation (of the plug).

(5) All lights that have their sockets in a weather exposed area shall have corrosion preventative compound added to the socket terminal area.

(6) All electrical terminals in exposed areas shall have silicon (1890) applied completely over the metal portion of the terminal. Identification of the switches shall be done by either printing or etching on the switch panel. The switches and identification shall be illuminated.

All lights and reflectors, required to comply with Federal Motor Vehicle Safety Standard #108, shall be furnished. Rear identification lights shall be recessed mounted for protection. Lights and wiring mounted in the rear bulkheads shall be protected from damage by installing a false bulkhead inside the rear compartments.

An operational test shall be conducted to ensure that any equipment that is permanently attached to the electrical system is properly connected and in working order.

The results of the tests shall be recorded and provided to the purchaser at time of delivery.

STEP LIGHTSAerial turntable and turntable access lights shall be activated by the aerial master switch. All step lights shall be Ri-Tar model M27HW2 LED lights.

REAR FMVSS LIGHTINGThe rear stop/tail and directional lighting shall consist of the following:

Two (2) Whelen model 600 red LED stop/tail lights. Two (2) Whelen, Model 60A00TAR, amber LED populated arrow turn light. Two (2) Whelen, Model: 60C00VCR, LED backup lights shall be provided.

These lights shall be installed at the rear of the truck in a polished housing.

Four (4) red reflectors shall be provided.

A Weldon, Model 23882-2600-00, license plate bracket shall be mounted on the driver's side above the warning lights. A Weldon, Model 9186-23882-30, step lamp shall illuminate the license plate.

The three (3) Truck-Lite model 35 LED identification lights located at the rear shall be installed per the following:

As close as practical to the vertical centerline. Centers spaced not less than six (6) inches or more than twelve (12) inches apart.

To indicate the overall width of the vehicle. One (1) each side of the vertical centerline. All at the same height and as near the top as practical. To be visible from the rear and the side. One (1) each side, facing the side and one (1) each side, facing the rear. Per FMVSS 108 and CMVSS 108 requirements.

TRAILER DIRECTIONAL / MARKER LIGHTThere shall be one (1) pair, of Truck-Lite, Model: 21290 amber LED light kits shall be furnished, one (1) each side of the rear fender panel. The light shall double as a turn signal and marker light.

TRAILER MARKER LIGHTS There shall be One (1) pair of amber marker lights mounted one (1) each side on the trailer and on the catwalk directly above the center line of the trailer axle on the apparatus. The marker lights shall be wired to the running lights of the vehicle. Each marker light shall be a Truck-Lite, model 15, sealed lamp with chrome trim.

RUBBER ARM REAR MARKER LIGHTSThere shall be One (1) pair of amber and red LED marker lights with rubber arm, located one (1) each side at the rear of the trailer body. The amber lens shall face the front and the red lens shall face the rear of the truck.

These lights shall be activated with the running lights of the vehicle.

LIGHTING BEZEL – (NO EXCEPTIONS)Two (2) Whelen, Model Cast 4V, four (4) light aluminum housings shall be provided for the rear stop/tail, directional, scene lights and warning.

MAP LIGHTOne (1) map light with goose neck with a switch control on base of light shall be installed on the instrument panel within easy reach of the officer. The light shall be a Sunnex, Model 742 with a 20.00" long flexible neck that exits the top of the chassis mount.

"DO NOT MOVE APPARATUS" INDICATORA Whelen, model CR12 Responder Cadet, red rotating beacon (located in the driving compartment) shall be illuminated automatically per NFPA (1996 edition, 9-11 or 1999 edition 11-11). The light shall be labeled "Do Not Move Apparatus If Light Is On".

An audible alarm shall be provided with the open door indicator light.

The CR12 will activate when the parking brake is set with the ignition switch on. When the parking brake is released the audible alarm and light will be activated.

MESSAGES, DISPLAY, Do Not Move TruckThere shall be fourteen (14) possible messages displayed on the "Do Not Move Truck" screen, of the information center. The messages shall designate the specified location of what open doors or other applicable options are not in the stowed position (parking brake has been released).

COMPARTMENT LIGHTING6.00" diameter Truck-Lite, model 79384, light/s shall be provided in each enclosed compartment. Each light shall have a number 1076 one filament, two wire bulb.

Opening the compartment door shall automatically turn compartment lighting on.

COMPARTMENT LIGHT MASTER SWITCHA master switch for the compartment lights shall be installed inside the cab, on the light switch panel.

PERIMETER SCENE LIGHTS, CABThere shall be a weatherproof light provided for each cab door. Lighting shall be designed to provide illumination on areas under cab and crew cab exit areas, which shall be activated automatically when the exit doors are opened, by the door jam switch. The light is an integral part of the inside door panel.

The lighting shall be capable of providing illumination at a minimum level of one (1) foot-candle on ground areas within 30.00" of the edge of the apparatus in areas which personnel climb in or out of the apparatus or descend from the apparatus to the ground level.

PERIMETER SCENE LIGHTS, BODYThere shall be a total of eight (8) Truck-Lite, Model 40034, 4.00" grommet mount weatherproof lights provided on the apparatus. Each light shall consist of a 4.00" weatherproof light, rubber mount, and pigtail kit. The lights shall be mounted in the following locations: two (2) lights shall be provided under the rear step area, one (1) light shall be provided each side of body under front compartment, one (1) light shall be provided each side of body under rear compartment and one (1) light shall be provided each side under the pump panel running boards.

The lighting shall be capable of providing illumination at a minimum level of one (1) foot-candle on ground areas within 30.00" of the edge of the apparatus in areas designed for personnel to climb onto the apparatus or descend from the apparatus to the ground level.

These lights shall be provided with a flange.

TILLER CAB SCENE LIGHTS One (1) pair of Whelen model: 90*000*R, scene lights shall be installed on the rear of the tiller cab.

The lights shall have eight to thirty two degree internal optics.

These lights shall be controlled by a switch in the tiller cab.

These lights shall be provided with a flange.

CORNERING / SCENE LIGHTSA pair of Whelen®, Model 700 cornering lights shall be provided on the apparatus. The lights shall be located one on each side, mounted below the body, just forward of the tiller trailer tires.

The lights shall be wired so they activate and cancel with the tiller cab directional lights.

CENTERING LIGHT A centering light shall be provided on the crew cab roof. The light shall be a "boat" type light mast which shall be approximately 18.00" tall. The light shall be mounted at the center rear of the crew cab and shall be used by the tillerman to center the tiller trailer on the chassis. The light shall be wired to the headlight switch.

WORK LIGHTSTwo (2)-6.00" Unity AG deck lights shall be provided at the rear of the apparatus. The lights shall be furnished with a halogen flood bulb.

MAG LIGHT FLASHLIGHTSThere shall be four (4) lights MagLite model RX1019 flashlights each with a 12 volt direct charger provided and located on the engine tunnel, one (1) each side and one (1) to the inside of each rear facing crew cab seat.

STREAM LIGHT LITEBOXESThere shall be two (2) Streamlight LiteBoxes provided with the orange thermoplastic body. The location shall be in the crew cab, in between the rear facing seats and the side cab wall mounted on the seat base.

12 VOLT LIGHTINGA Fire Research Focus 150 watt light with wire guard shall be provided. The light shall be mounted on a special bracket on the front of the cab roof that allows it to be inverted below the visor. Bracket will be sized to fit quartz light.

12 VOLT LIGHT SWITCHA remote switch shall be provided for each 12VDC floodlight and shall be installed in the cab instrument panel.

AIR HORN SYSTEMOne (1) Grover air horn shall be provided and installed in the front bumper, recessed on the driver's side. The air horn system shall be piped to the air brake system wet tank utilizing .38" tubing. A pressure protection valve shall be installed to prevent the loss of air, in the brake system.

AIR HORN CONTROLThe air horns shall be actuated by a chrome push button located on the officer side of the engine tunnel and by the horn button in the steering wheel. The driver shall have the option to control the air horns or the chassis horns from the horn button by means of a selector switch located on the instrument panel.

ELECTRONIC SIRENA Whelen, Model: 295HFS, electronic siren and remote head with microphone, shall be installed.

A Whelen, Model: 295HFSDA, second amplifier kit shall be provided.

The model to be used shall be determined by the chassis and location of the siren remote head.

Siren head shall be located on a swivel bracket mounted on the headliner so that it is accessible to both the driver and officer. The swivel bracket shall be capable of rotating a minimum of 180 degrees.

ELECTRONIC SIREN CONTROLThe electronic siren shall be controllable on the siren head and horn ring only. No foot switches shall be required.

The driver shall have the option to control the siren or the chassis horns from the horn button by means of a selector switch located on the instrument panel.

ELECTRONIC SIREN SPEAKERThere shall be one (1) speaker recessed in the front bumper. Each speaker shall be a Whelen, Model SA122FMP, cast aluminum, 100-watt, flange mount with polished aluminum finish. Each speaker shall be connected to the siren amplifier.

MECHANICAL SIRENA Federal Q2B siren shall be furnished. A siren brake button shall be installed on the center console switch panel, same as their previous unit #11200.

The mechanical siren shall be recessed in the front bumper in the center. The siren shall be supported by the bumper framework.

The mechanical siren shall be actuated by two (2) foot switches, one (1) located on the officer's side and one (1) on the driver's side.

MECHANICAL SIREN GUARDA chrome plated guard shall be provided over the Q2B siren recessed in front bumper extension. Guard

All the lenses shall be same color as the LED they are in front of.

Two (2) switches located in the cab, on the switch panel, shall control this lightbar. One (1) for all the warning lights. One (1) for the traffic light controller.

To meet NFPA requirements, the clear LED lights and the traffic light controller shall be disabled when the parking brake is applied.

LIGHTBAR LENS COLOR, BLACK TO THE REARAll cab lightbars shall have black lenses or inserts to the rear.

The blacked out rear sections are required per NFPA. This is required to keep the light from entering the crew cab windows.

HEADLIGHT FLASHERThe high beam headlights shall flash alternately between the left and right side, wired through the E-master switch

Alternating function shall be controlled by the programming of the ECU.

The flash mode shall automatically cancel when the hi-beam headlight switch is activated and when the parking brake is set.

FRONT LOWER ZONE WARNING LIGHTSFour (4) Whelen model 60*02F*R flashing Super LED lights shall be installed on the cab face, above the headlights, mounted in common bezels matching the headlight bezel. They shall be located above the headlights.

The outer LEDs shall flash and shall meet or exceed the NFPA front lower zone optical warning light requirements. The color of these lights shall be red Super LED/red lens.

The two inside LEDs shall be steady burning and shall be auxiliary lights. The color of these lights shall be red Super LED/red lens

All of these lights shall be activated by the same switch in the cab.

To meet NFPA requirements, the inside lights will be disabled if clear, but will not be load managed if colored when the parking brake is applied.

RUBRAIL WARNING LIGHTSTwo (2) pair of Whelen model Strip-Lite™, PS*00F*R LED lights shall be provided on the side of the truck, evenly spaced in the rub rail, two (2) each side on the trailer body.

The color of the lights shall be red. The flash pattern shall be controlled by a 3TERM LED flasher.

These lights shall be provided in addition to the NFPA minimum. These lights shall be activated with the side warning switch.

REAR LOWER ZONE WARNING LIGHTSTwo (2) Whelen model 60*02F*R, LED, red Super LED/red lens lights shall be located at the rear of the apparatus required to meet or exceed the lower level optical warning and optical power requirements of NFPA. Each light shall be mounted in a housing.

REAR UPPER ZONE WARNING LIGHTSTwo (2) Whelen L31HRF LED warning beacons shall be provided at the rear of the truck located one (1) each side. These lights shall be activated by a lighted switch on the instrument panel. The color of the lights shall be red.

TRAFFIC DIRECTING LIGHTOne (1) 36" Whelen, Model: TAL65, traffic directing light shall be surface mounted with 4-way aluminum cover, on the rear of the vehicle.This light shall include six (6) amber LED modules.

One (1) Whelen, Model: TACTLD1, control head, located in switch panel, per layout shall be included with this installation. This control shall activate in the warning mode with the emergency master switch.

ELECTRICAL SYSTEM GENERAL DESIGN for ALTERNATING CURRENTThe following guidelines shall apply to the 120/240 VAC system installation:

General Any fixed line voltage power source producing alternating current (ac) line voltage shall produce electric power at 60 cycles plus or minus 5 cycles.

Except where superseded by the requirements of NFPA 1901, all components, equipment and installation procedures shall conform to NFPA 70, National Electrical Code (herein referred to as the NEC).

ADVANCE NOTICE OF SOLE SOURCE PROCUREMENTLine voltage electrical system equipment and materials included on the apparatus shall be listed and installed in accordance with the manufacturer's instructions. All products shall be used only in the manner for which they have been listed.

GroundingGrounding shall be in accordance with Section 250-6 "Portable and Vehicle Mounted Generators" of the NEC. Ungrounded systems shall not be used. Only stranded or braided copper conductors shall be used for grounding and bonding.

An equipment grounding means shall be provided in accordance with Section 250-91 (Grounding Conductor Material) of the NEC.

The grounded current carrying conductor (neutral) shall be insulated from the equipment grounding conductors and from the equipment enclosures and other grounded parts. The neutral conductor shall be colored white or gray in accordance with Section 200-6 (Means of Identifying Grounding Conductors) of the NEC.

In addition to the bonding required for the low voltage return current, each body and driving or crew compartment enclosure shall be bonded to the vehicle frame by a copper conductor. This conductor shall have a minimum amperage rating of 115 percent of the nameplate current rating of the power source specification label as defined in Section 310-15 (amp capacities) of the NEC. A single conductor properly sized to meet the low voltage and line voltage requirements shall be permitted to be used.

All power source system mechanical and electrical components shall be sized to support the continuous duty nameplate rating of the power source.

OperationInstructions that provide the operator with the essential power source operating instructions, including the power-up and power-down sequence, shall be permanently attached to the apparatus at any point where such operations can take place.

Provisions shall be made for quickly and easily placing the power source into operation. The control shall be marked to indicate when it is correctly positioned for power source operation. Any control device used in the drive train shall be equipped with a means to prevent the unintentional movement of the control device from its set position.

A power source specification label shall be permanently attached to the apparatus near the operator's control station. The label shall provide the operator with the information detailed in Figure 19-4.10.

Direct drive (PTO) and portable generator installations shall comply with Article 445 (Generators) of the NEC.

Overcurrent protectionThe conductors used in the power supply assembly between the output terminals of the power source and the main over current protection device shall not exceed 144 inches. (3658 mm) in length.

For fixed power supplies, all conductors in the power supply assembly shall be type THHW, THW, or use stranded conductors enclosed in nonmetallic liquid tight flexible conduit rated for a minimum of 194 degree Fahrenheit (90 degrees Celsius).

ADVANCE NOTICE OF SOLE SOURCE PROCUREMENTFor portable power supplies, conductors located between the power source and the line side of the main overcurrent protection device shall be type SO or type SEO with suffix WA flexible cord rated for 600-volts at 194 degrees Fahrenheit (90 degrees Celsius).

Wiring MethodsFixed wiring systems shall be limited to the following:

- Metallic or nonmetallic liquid tight flexible conduit rated at not less than 194 degrees Fahrenheit (90 degrees Celsius)

or- Type SO or Type SEO cord with a WA suffix, rated at 600 volts at not less than 194 degrees Fahrenheit (90 degrees Celsius)

Electrical cord or conduit shall not be attached to chassis suspension components, water or fuel lines, air or air brake lines, fire pump piping, hydraulic lines, exhaust system components, or low voltage wiring. In addition the wiring shall be run as follows.

- Separated by a minimum of 12 inches (305 mm), or properly shielded, from exhaust piping

- Separated from fuel lines by a minimum of six (6) inches (152 mm) distance.

Electrical cord or conduit shall be supported within six (6) inches (152 mm) of any junction box and at a minimum of every 24 inches (610 mm) of continuous run. Supports shall be made of nonmetallic materials or corrosion protected metal. All supports shall be of a design that does not cut or abrade the conduit or cable and shall be mechanically fastened to the vehicle.

Wiring IdentificationAll line voltage conductors located in the main panel board shall be individually and permanently identified. The identification shall reference the wiring schematic or indicate the final termination point. When prewiring for future power sources or devices, the unterminated ends shall be labeled showing function and wire size.

Wet LocationsAll wet location receptacle outlets and inlet devices, including those on hardwired remote power distribution boxes, shall be of the grounding type provided with a wet location cover and installed in accordance with Section 210-7 "Receptacles and Cord Connections" of the NEC.

All receptacles located in a wet location shall be not less than 24 inches (610 mm) from the ground. Receptacles on off-road vehicles shall be a minimum of 30 inches (762 mm) from the ground.

The face of any wet location receptacle shall be installed in a plane from vertical to not more than 45 degrees off vertical. No receptacle shall be installed in a face up position.

Dry LocationsAll receptacles located in a dry location shall be of the grounding type. Receptacles shall be not less than 30 inches (762 mm) above the interior floor height.

All receptacles shall be marked with the type of line voltage (120-volts or 240-volts) and the current rating in amps. If the receptacles are direct current, or other than single phase, they shall be so marked.

ADVANCE NOTICE OF SOLE SOURCE PROCUREMENTAll receptacles and electrical inlet devices shall be listed to UL 498, Standard for Safety Attachment Plugs and Receptacles, or other appropriate performance standards. Receptacles used for direct current voltages shall be rated for the appropriate service.

Electrical System TestingThe wiring and associated equipment shall be tested by the apparatus manufacturer or the installer of the line voltage system.

The wiring and permanently connected devices and equipment shall be subjected to a dielectric voltage withstand test of 900-volts for one (1) minute. The test shall be conducted between live parts and the neutral conductor, and between live parts and the vehicle frame with any switches in the circuit(s) closed. This test shall be conducted after all body work has been completed.

Electrical polarity verification shall be made of all permanently wired equipment and receptacles to determine that connections have been properly made.

Operational Test per NFPA 1901 Chapter 19-14.4The apparatus manufacturer shall perform the following operation test and shall certify that the power source and any devices that are attached to the line voltage electrical system are properly connected and in working order.

The prime mover shall be started from a cold start condition and the line voltage electrical system loaded to 100 percent of the nameplate rating.

The power source shall be operated at 100 percent of its nameplate voltage for a minimum of two (2) hours unless the system meets category certification as defined in NFPA 1901 chapter 19-14.5.

Where the line voltage power is derived from the vehicle's low voltage system, the minimum continuous electrical load as defined in NFPA 1901 Chapter 9 shall be applied to the low voltage electrical system during the operational test.

GENERATOR – (NO EXCEPTIONS)The apparatus shall be equipped with a complete electrical power system. The generator shall be a Harrison Model 15.0 MPC 15.0 kW Hydraulic unit. FAILURE TO COMPLY WITH THIS KW RATING REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID.The wiring and generator installation shall conform to the present National Electrical Codes Standards of the National Fire Protection Association. The installation shall be designed for continuous operation without overheating and undue stress on components.

The output of the generator shall be controlled by an internal hydraulic system. An electrical instrument gauge panel shall be provided for the operator to monitor and control all electrical operations and output.

The generator shall be driven by a transmission power take off unit, through a hydraulic pump and motor.

The generator shall include an electrical control inside the cab. The hydraulic engagement supply shall be operational at any time (no interlocks).

An electric/hydraulic valve shall supply hydraulic fluid to the clutch engagement unit provided on the chassis PTO drive.

Generator Instruments and ControlsTo properly monitor the generator performance a digital meter panel shall be furnished and mounted next to the circuit breaker panel. The meter shall indicate the following items:

- Voltage

- Amperage for both lines

- Frequency

- Generator run hours

- Over current indication

- Over temperature indication

- "Power On" indication

- Two (2) fuse holders with two (2) amp fuses (for indicator light protection)

The meter and indicators shall be installed near eye level in the compartment. Instruments shall be flush mounted in an appropriate sized weatherproof electrical enclosure. All instruments used shall be accurate within +/- two (2) percent.

Generator Wiring:The system shall be installed by highly qualified electrical technicians to assure the required level of safety and protection to the fire apparatus operators. The wiring, electrical fixtures and components shall be to the highest industry quality standards available on the domestic market. The equipment shall be the type as designed for mobile type installations subject to vibration, moisture and severe continuous

Wiring:All electrical wiring shall be fine stranded copper type. The wire shall be sized to the load and circuit breaker rating; ten (10) gauge on 30 amp circuits, 12 gauge on 20 amp circuits and 14 gauge on 15 amp circuits. The cable shall be run in corner areas and extruded aluminum pathways built into the body for easy access.

Load Center:The main load center shall be a Cutler Hammer with circuit breakers rated to load demand.

Circuit Breakers:Individual breakers shall be provided for all on-line equipment to isolate a tripped breaker from affecting any other on-line equipment.

GENERATOR LOCATIONThe generator shall be mounted in the area above the goose neck of the tiller trailer. The flooring in this area shall be either reinforced or constructed, in such a manner, that it shall handle the additional weight of the generator.

GENERATOR COVERAn aluminum treadplate surround shall be provided to conceal the generator. Adequate louvers or knock-outs shall be provided for cooling the generator.

GENERATOR STARTA switch shall be located on the cab instrument panel to engage the generator.

CIRCUIT BREAKER PANELThe circuit breaker panel shall be located as directed by ACFD at pre-construction.

120 VOLT LIGHTINGA Kwik-Raze Model 436-I Magnafire light shall be provided.

The light shall be bottom raising with an inner telescoping pole with an up indicator switch. The telescoping pole shall be as long as is practical to fit in the location it is mounted.

The light shall be installed with thru-body mounting brackets and have a Magnafire 3000 head.

The light fixture shall be a single 750 watt 120 volt MagnaFire 3000 Series head.

The light head shall have a minimum of 19,200 lumens, 6.25 amps.

A total of Four (4) shall be provided one (1) each side at the front of the trailer body and one (1) each side at the rear of the last full height compartment. Mount the lights as close as possible to the rear wall to maximize space.

120 VOLT LIGHTING, TIP OF LADDERTwo (2), Kwik-Raze, 636, Magnafire 3000, 750 watt, 120 volt light(s), with non-telescopic, permanent mount, shall be provided at the tip of the ladder. The light(s) shall be located on the driver's and passenger's side. Light(s) shall be 120 volts. Light(s) shall be switched at the lighthead only.

The reel shall be provided with a 12-volt electric rewind switch, that is guarded to prevent accidental operation and labeled for its intended use. The switch shall be protected with a fuse and installed at a height not to exceed 72 inches above the operators standing position.

A captive roller assembly shall be provided to aid in the payout and loading of the reel. A ball stop shall be provided to prevent the cord from being wound on the reel.

A label shall be provided in a readily visible location adjacent to the reel. The label shall indicate current rating, current type, phase, voltage and total cable length.

A total of one (1) cord reel shall be provided on top of trailer gooseneck.

ELECTRIC CORDProvided for electric distribution shall be 200 feet of black 10/5 electrical cord installed on the cord reel. A total of one (1) shall be provided.

PORTABLE JUNCTION BOXThere shall be four (4)-120 vac, 20 amp, twist lock (L5-20R) receptacles, and a locator/indicator light provided in an outlet box. The junction box construction shall be weatherproof and have flip-up covers lined with soft neoprene rubber at each outlet opening. The junction box shall be a Circle-D, model PF-51 G.

A 20 amp twist lock connector body shall be installed on the end of the cord. A total of one (1) shall be provided.

ELECTRIC CORD REEL ENCLOSUREAn aluminum treadplate enclosure shall be installed over the reel. The enclosure shall be provided with a stainless steel hinge that shall allow the cover to be opened.

A captive roller assembly shall be provided to assist with the payout of the cord. A ball stop shall be provided on the cord to stop the cord at the roller assembly.

A total of one (1) shall be installed over the electric cord reel.

110 VOLT INTERIOR JUNCTION BOXJunction box with a solid cover shall be provided with 110 volt 14 gauge wiring three (3) wire type connected to the shoreline.

There shall be one (1) receptacle provided.

The junction box will be located in the passenger's side rear compartment as directed at pre-construction and shall be painted gray to match the compartment interior.

120 VOLT INTERIOR JUNCTION BOXA junction box with a solid cover shall be provided. The circuit provided to the box shall be 120 volt with a 14 gauge three (3) wire cord connected to the shoreline.

The box shall be painted job color.

There will be two (2) painted junction boxes located in the jump seat area and one (1) painted junction box on the back side of the wrap around dash facing the officer.

20 AMP RECEPTACLESWired to the power supply shall be six (6) receptacles that are a 120 volt 20 amp three wire twist-lock NEMA L5-20 type with weather resisting cover located (1) each side at the rear of the trailer, (1) on the rear exterior panel of the left wheel well housing, (1) on the rear exterior compartment wall of the right side rear most compartment and (1) each side on the exterior rear wall of the tractor.

KUSSMAUL AUTO EJECT FOR SHORELINEOne (1) shoreline receptacle shall be provided to operate the dedicated 120-volt circuits on the truck without the use of the generator.

The shoreline receptacle (s) shall be provided with a NEMA 5-20, 120 volt, 20 amp, straight blade Kussmaul Super auto eject plug with a yellow weatherproof cover. The cover is spring loaded to close, preventing water from entering when the shoreline is not connected.

The unit is completely sealed to prevent road dirt contamination.

A solenoid wired to the vehicle's starter is energized when the engine is started. This instantaneously drives the plug from the receptacle.

An internal switch arrangement shall be provided to disconnect the load prior to ejection to eliminate arcing of the connector contacts. The shoreline shall be connected to the battery charger, engine heater and four (4) junction boxes.

A mating connector body shall also be supplied with the loose equipment.

The shoreline receptacle shall be located on the driver side rear bulkhead of body.

FOUR SECTION 100’ AERIAL LADDER CONSTRUCTION STANDARDS – (NO EXCEPTIONS) The ladder shall be constructed to meet all of the requirements as described in the current NFPA 1901 standards.

The aerial device shall be a true ladder type device; therefore ladders attached to booms shall not be considered.

These capabilities shall be established in an unsupported configuration.

All structural load supporting elements of the aerial device that are made of a ductile material will have a design stress of not more than 50% of the minimum yield strength of the material based on the combination of the live load and the dead load. This 2:1 structural safety factor meets the current NFPA 1901 standard.

All structural load supporting elements of the aerial device that are made of non-ductile material shall have a design stress of not more than 20% of the minimum ultimate strength of the material, based on the combination of the rated capacity and the dead load. This 5:1 safety factor meets the current 1901

Wire ropes, chains, and attaching systems used to extend and retract the fly sections shall have a 5:1 safety factor based on the ultimate strength under all operating conditions. The factor of safety for the wire rope shall remain above 2:1 during any extension or retraction stall. The minimum ratio of the diameter of wire rope used to the diameter of the sheave used shall be 1:12.

The aerial device shall be capable of sustaining a static load one and one-half times its rated tip load capacity (live load) in every position in which the aerial device can be placed when the vehicle is on a firm level surface.

The aerial device shall be capable of sustaining a static load one and one-third times its rated tip load capacity (live load) in every position the aerial device can be placed when the vehicle is on a slope of five degrees downward in the direction most likely to cause overturning.

With the aerial device out of the cradle and in the fully extended position at zero degrees elevation, a test load shall be applied in a horizontal direction normal to the centerline of the ladder. The turntable shall not rotate and the ladder shall not deflect beyond what the product specification allows.

All welding of aerial components, including the aerial ladder sections, turntable, pedestal, and outriggers, shall be in compliance with the American Welding Society standards. All welding personnel shall be certified, as qualified under AWS welding codes.

All material and welds shall have a fatigue life structural safety factor of 2:1. This shall be derived from a fracture mechanic's analysis for crack initiation and propagation of the material and welds for all operating temperature ranges and will take into account structure weight, payload, wind load, ice load, nozzle reactions, and dynamics.

The aerial device shall be capable of operating with the maximum rated tip load in either of the two (2) following conditions:

- Conditions of high wind up to 50 mph

- Conditions of icing, up to a coating of .25" over the entire aerial structure

All of the design criteria must be supported by the following test data. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID.

- Strain gage testing of the complete aerial device

- Analysis of deflection data taken while the aerial device was under test load

- Accelerometer test to determine dynamic response during ladder operation

- Accelerometer test to determine dynamic response during road travel

- Material fracture mechanic's testing

- Weld fracture mechanic's testing

- Hydraulic component operating and burst strength testing

The following standards for materials are to be used in the design of the aerial device:

- Material testing that is performed after the mill test will be for verification only and not with the intent of changing the classification

- All welded structural components for the ladder shall be traceable to their mill lots.

LADDER CONSTRUCTION – (NO EXCEPTIONS) The ladder is comprised of four sections and shall extend to a nominal height of 100 feet above the ground at 80 degrees.

The ladder shall have the capability to support a minimum of 250 pounds at the tip in the unsupported configuration, based upon 360 degree rotation, up to full extension and from -5 degrees to +80 degrees.

The ladder shall be constructed of high strength low alloy steel, minimum 70,000 pounds per square inch yield, with full traceability on all structural members.

Each section shall be trussed diagonally, vertically and horizontally using welded steel tubing.

All critical points are reinforced for extra rigidity and to provide a high strength-to-weight ratio.

All ladder rungs are round and welded to each section utilizing "K" bracing for torsional rigidity.

The inside width dimensions of the ladder shall be: - Base Section = 42.50"

- Lower Mid Section = 35.37"

- Upper Mid Section = 28.37"

- Fly Section = 21.37"

The height of the handrails above the centerline of the rungs shall be. FAILURE TO COMPLY WITH THESE HANDRAIL DIMENSIONS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID.

- Base Section = 22.88"

- Lower Mid Section = 20.00"

- Upper Mid Section = 17.88"

- Fly Section = 15.75"

The ladder shall be designed to provide continuous egress for firefighters and civilians from an elevated position to the ground. The end of the fly section shall be constructed in a manner that aids personnel in climbing off the ladder.

The egress section shall be designed to maintain the rated load of the aerial device. It shall be bolted on

Each rung shall be covered with a secure, heavy-duty, fiberglass pultrusion that incorporates an aggressive, no-slip coating.

The rung covers shall be glued to each rung, and shall be easily replaceable should the rung cover become damaged.

Each rung cover edge shall have 2.00" of photo-luminescent, aggressive, no-slip coating to assist in providing a light source for each rung during low light conditions.

The photo-luminescent coating shall remain visible for up to 20 hours after exposure to light.

The use of electrically powered lighting or tape to light the rungs shall not be allowed. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID..

Under no circumstances shall the rung covers be fastened to the rungs using screws or rivets. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID.

The rung covers shall have a 10-year, limited warranty. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID.

TURNTABLE The upper turntable assembly shall connect the aerial ladder to the turntable bearing. The steel structure shall have a mounting position for the aerial elevation cylinders, ladder connecting pins, and upper turntable operator's position. The turntable platform shall be rectangular-shaped and approximately 96.00" wide by 72.00" long.

The turntable shall be a 1.00" thick steel deck, coated with a non-skid, chemical resistant material in the walking areas. The stepping surfaces shall meet the skid-resistance requirements of the current NFPA 1901 standards.

The turntable is lighted for nighttime operation with a minimum of two (2) work lights activated by the aerial master switch.

The turntable handrails shall be a minimum 42" high and shall not increase the overall travel height of the vehicle. The handrails shall be constructed from 1.25" diameter extruded 6063-T6 aluminum with a slip resistant knurled surface. The handrails shall be anodized to resist corrosion.

FOLDING STEPS One (1) set of folding steps with detents shall be supplied to provide sufficient footing at the tip of the ladder. The stepping surfaces shall meet the skid-resistance requirements of the current NFPA 1901 standards.

ADDITIONAL FOLDING STEPSAn additional set of folding steps shall be provided on the ladder fly section. This set of steps shall be located 70.00" below the ladder tip.

ELEVATION SYSTEM Two (2) double acting lift cylinders shall be utilized to provide smooth precise elevation from 5 degrees

The lift cylinders shall have a 5.00" internal diameter (bore), 3.50" diameter cylinder rod and a 31.75" stroke.

The lift cylinders shall be equipped with integral holding valves located on the cylinder to prevent the unit from falling should the charged lines be severed at any point within the hydraulic system.

They also shall have spherical bushings at each end to reduce pin wear.

Both raising and lowering functions are influenced by flow compensation which maintains ladder tip speed within approximately 10% regardless of load, angle or extension.

Ladder tip speed is automatically decelerated at angles above 70 degrees reducing "tip-lash".

EXTENSION/RETRACTION SYSTEM – (NO EXCEPTIONS) A full hydraulic powered extension and retraction system shall be provided using two (2) hydraulic cylinders and cables.

Each set is capable of operating the ladder in the event of a failure to the other.

The extension cylinder shall have a 2.75" internal diameter (bore), 1.50" diameter rod and a 118.00" stroke.

Extension and retraction shall be internally limited within the cylinders, eliminating excess strain on cables, sheaves and the ladder structure.

Each of the cylinders, cables and sheave assemblies shall be completely independent of the other, so as to provide a safety factor wherein a failure of one assembly shall not affect the function and operation of the other.

The extension cylinders are equipped with counter balance valves to synchronize the cylinders for smoother operation and prevent the unit from retracting should the charged lines be severed at any point within the hydraulic system.

The reeling of the cable shall be such as to provide synchronized, simultaneous movement of all sections to full extension.

The extension/retraction cables shall be 7-flex galvanized wire rope with stainless steel threaded ends, and shall possess the following characteristics:

- Lower Mid Section .50 diameter, 26,200# breaking strength

- Upper Mid Section .38" diameter, 14,880# breaking strength

- Fly Section .31" diameter, 10,380# breaking strength

Wear pads made of polymer material shall be used between the telescoping sections for maximum weight distribution, strength and smoothness of operation.

Adjustment screws are provided on the wear pads to permit proper side alignment.

ROTATION SYSTEM A 46.00" diameter, external tooth, monorace, slewing ring bearing shall be used for the rotation system. The gear teeth shall be a stub tooth form.

The bearing race shall have sealed 1.00" ball bearings.

The bearing shall provide 360 degree continuous rotation.

The turntable shall be bolted to the bearing using 36 SAE Grade 8, .875" diameter bolts.

To secure the bearing to the base support 36 Grade 8, .875" diameter bolts shall be used.

The turntable base and the torque box bearing plate shall be machined to fit the bearing thereby providing even distribution of forces.

A hydraulically driven, planetary gear box with a drive speed reducer shall be used to provide infinite and minute rotation control throughout the entire rotational travel.

The gearbox shall have a torque rating of 100,000 pounds per square inch.

A spring applied, hydraulically released disc type swing brake shall be furnished to provide positive braking of the turntable assembly.

Provisions shall be made for auxiliary operation of the system in case of prime mover failure.

The hydraulic system is equipped with pressure relief valves which shall limit the rotational torque to a non-destructive power.

ROTATION INTERLOCK A permanently installed prevention mechanism shall be provided as part of the rotation system to prevent the rotation of the aerial device to the side in which the stabilizers have not been fully deployed or are short-jacked.

The mechanism shall allow full and unrestricted use of the aerial in the 180 degree area on the side(s) where the stabilizers have been fully deployed.

The system shall also have a manual override to comply with NFPA 1901.

This shall consist of a switch located in the lower control station so that activation shall require two (2) persons (one at an aerial device control location and one at the lower control station).

SYSTEMS THAT PERMIT THE AERIAL TO ROTATE TO THE "SHORT JACK" SIDE WITHOUT AUTOMATICALLY STOPPING THE ROTATION AND/OR WITHOUT ACTUATION OF THE "MANUAL OVERRIDE" SHALL NOT BE ACCEPTED. SYSTEMS THAT ONLY INCLUDE AN ALARM ARE NOT CONSIDERED AN INTERLOCK AND SHALL NOT BE ACCEPTED.

LOAD CAPACITIES – (NO EXCEPTIONS) The following load capacities shall be established with the stabilizers at full horizontal extension and

Reduced loads at the tip can be redistributed in 250 lb. increments to the fly, mid, or base sections as needed.

BOOM SUPPORTA heavy-duty boom support shall be provided for support of the ladder in the travel position. On the base section of the ladder, a stainless steel scuffplate shall be provided where the ladder comes into contact with the boom support. In the stowed position, the ladder tip shall be not less than 10.00" below horizontal for unsurpassed visibility and safety while maneuvering the apparatus.

SPOTLIGHTSFour (4) Unity AG-S-4007 12 volt spot/flood lights shall be furnished.

The two (2) "tracking lights" shall be mounted on the base section of the ladder, one (1) on each side.

The two (2) "tip lights" shall be mounted on the tip of the ladder, one (1) on each side.

The lights shall be mounted below the handrail height so as not to increase the overall height of the unit.

An individual master switch with appropriate identification labels shall be provided for the "tracking lights" and "tip lights" in addition to the on/off switch located on the light itself.

ELECTRICAL SYSTEM – (NO EXCEPTIONS)The aerial electrical system shall be designed and manufactured in such a way that the power and signal protection and control compartments shall contain circuit protection devices and power control devices.

ADVANCE NOTICE OF SOLE SOURCE PROCUREMENTThe power and signal protection and control components shall be protected against corrosion, excessive heat, excessive vibration, physical damage, and water spray.

The aerial electrical system shall be designed and manufactured to allow the following:- All of the serviceable components shall be readily accessible.

- Circuit protection devices shall be utilized to protect each circuit.

- General protection circuit breakers shall be Type-I automatic reset (continuously resetting) or Type-II (manual resetting) and conform to SAE requirements. When required, automotive type fuses conforming to SAE requirements shall be utilized to protect electronic equipment.

- Power control relays and solenoids, when utilized, shall have a direct current (dc) rating of 125% of the maximum current for which the circuit is protected.

The aerial electrical system shall be designed and manufactured to allow the following:- Toggle switches shall be utilized that are certified for the outside conditions that fire apparatus experience. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID.

- All wiring shall be protected through conduit or loom.

- All wiring harnesses shall be properly supported to eliminate harness damage through rubbing.

- All connectors utilized in the system shall be of a waterproof design.

- Two (2) inductive proximity switches and an illumination light shall be incorporated into the boom support.

- The aerial master and aerial PTO can be engaged after the water pump has been engaged without having to bring the RPM back to idle.

- Standard cabling to the tip of the aerial shall consist of one (1) 16/20 cable and one (1) 12/8 cable.

DRIVER SIDE TORQUE BOX POWER DISTRIBUTION PANELA fuse and relay panel, located in the passenger side gooseneck area, shall include the following:

- NEMA 4x rated weatherproof enclosure

- Relays, fuses, and circuit breakers for aerial and stabilizer interlocks and control switches

TURNTABLE LIGHTINGThe turntable shall be lighted for nighttime operation with a minimum of two (2) work lights activated by the aerial master switch. A foot switch shall be located at the turntable console to allow hydraulic flow to the aerial device. The foot switch shall be protected by a cover to prevent accidental activation. Activation of the foot switch is necessary for aerial device operation.

The turntable console shall be lighted for nighttime operation with one (1) work light activated by the aerial master switch. A fuse panel shall be located in the turntable console.

TURNTABLE OVERRIDE CONTROLSThe aerial manual override controls shall be located in the turntable control console.

MASTER OVERRIDE CONTROLSAn emergency power switch shall be located at the rear of the apparatus. The switch shall activate the emergency power unit and allow control of the aerial or stabilizers based on the direction the switch is toggled.

A work light shall be provided to illuminate the master override controls when the battery switch is active and the master override door is open.

BOOM SUPPORTTwo (2) Turck inductive proximity switches shall be provided on the boom support to detect if the aerial device is fully stowed within the boom support.

STABILIZER INDICATORA "Stabilizers Not Stowed" indicator shall be provided in the driver’s compartment. It shall illuminate automatically whenever the stabilizers are not fully stowed, to prevent damage to the apparatus if moved. The stabilizer system shall also be wired to the "Do Not Move" indicator light, which shall flash whenever the apparatus parking brake is not fully engaged and the stabilizers are not fully stowed.

CRADLE INTERLOCK SYSTEMA cradle interlock system shall be provided to prevent the lifting of the aerial from the nested position until the operator has positioned all the stabilizers in a load supporting configuration. A switch shall be installed at the cradle to prevent operation of the stabilizers once the aerial has been elevated from the nested position.

STABILIZER ALARMAn electronic warning device shall be provided at each stabilizer to warn personnel that the stabilizers are being deployed. Each alarm shall produce a fast pulsing 90 DBA signal and shall cancel only when the stabilizer is put into a load bearing configuration.

STABILIZER SCENE LIGHTSA 4.00" clear floodlight shall be provided on each stabilizer to illuminate the surrounding area. The light shall be actuated by the aerial master switch.

CONTROL STATIONThere shall be a turntable control station located on the right hand side of the turntable so the operator

The controls shall permit the operator to regulate the speed of the aerial functions within safe limits (as determined by the manufacturer and NFPA standards). The controls shall be clearly marked and lighted for nighttime operation. A hinged aluminum cover shall be provided. The momentary foot switch located at the turntable control station shall activate the aerial function controls. They are capable of being operated independently or simultaneously.

The following controls and indicator lights shall be clearly identified, illuminated, and conveniently located for ease of operation and viewing:

- Elevation, extension/retraction, and rotation controls

- High idle switch

- Rung alignment indicator light

- Tip/Tracking lights

- Hydraulic system pressure gauge

- Indicator/Alarm test switch

- EPU switch

- Operator's load chart

- Stabilizer Not Fully Extended indicator light

- Monitor controls

- Aerial waterway flow meter

There shall also be a minimum of two (2) 12-volt work lights installed on the turntable to illuminate the surrounding area for nighttime operation. The work lights shall be activated by the aerial master switch.

STABILIZER CONTROL STATIONThere shall be an easily accessible control station located at both the driver and passenger side of the apparatus. The following controls and indicator lights shall be clearly identified and conveniently located for ease of operation and viewing at each control station.

- Stabilizer controls for driver and passenger side

- Stabilizer Firm On Ground indicator lights

- Stabilizer Fully Extended indicator lights

- Inclinometer for grade and slope

- Stabilizer EPU switch

- High Idle switch

ADVANCE NOTICE OF SOLE SOURCE PROCUREMENTThe vehicle shall come equipped with a stabilization system consisting of two (2) hydraulically operated out and down style stabilizers. This system shall meet or exceed all requirements of the NFPA specifications related to stabilization and setup on sloped surfaces.

The stabilizer/leveling jacks shall have a maximum spread of 16' measured from the centerline of the jack footpads when the beams are fully extended. The beams shall be 6.81" wide x 8.88" high with 3/4" thick top and bottom plates and 1/2" thick sides of 100,000-PSI minimum yield strength steel. The cylinders shall have pilot-operated check valves with thermal relief designed to insure that the beams will not drift out of the stowed position during travel. Wear pads shall guide the stabilizers.

The horizontal extension cylinders shall be totally enclosed within the beams and shall incorporate telescoping hydraulic tubing to supply the jack cylinder hydraulic power. Stabilizer hydraulic hoses shall remain stationary during operation of the stabilizers to prevent hose wear and potential failure. The cylinders shall be equipped with decelerators to reduce the speed of extension and retraction when the beams are near the fully retracted and extended positions. The stabilizer extension hydraulic cylinders shall have the following dimensions: 2.25" bore, 1.38" rod, and 51.25" stroke.

The vertical jack cylinders shall be capable of 12.00" ground penetration. The cylinders shall be supplied with pilot operated check valves on each jack cylinder to hold the cylinder in the stowed or working position, should a charged line be severed at any point in the hydraulic system. For safety, the integral holding valves shall be located in the cylinder base end, NOT in the transfer tube. Vertical jack cylinder rods shall be fully enclosed by a telescoping inner box to protect the cylinder rods from damage. Each vertical jack cylinder shall be equipped with a 1.25" mechanical pin lock, to hold it in a working position. The stabilizer jack hydraulic cylinders shall have the following dimensions: 4.50" bore, 3.00" rod, and 28.88" stroke.

Each stabilizer jack shall have a polished stainless steel shield. The stainless steel shield shall be a maximum of 14.00" wide so as to allow the extension of the stabilizer between parked cars or other obstacles. This plate shall serve as a protective guard and a mounting surface for warning lights. The top, forward, and rear edges shall be flanged back 90 degrees for added strength. Each stabilizer shall be supplied with a red LED warning light on each side of the beam. A reflective stripe shall be provided on the horizontal and vertical beams of each stabilizer. A 4" diameter clear work light shall be provided to illuminate the stabilizer and the ground. Lighting shall automatically activate with the aerial master switch.

STABILIZER PADSThe stabilizer footpad shall be 12" in diameter. The footpad shall be attached to the jack cylinder rod by means of a machined ball at the end of the jack cylinder rod which mates to a socket machined into the footpad. The footpad shall have the ability to pivot 20 degrees from horizontal in any direction to allow setup on uneven terrain.

AUXILIARY STABILIZER PADSAn auxiliary ground pad shall be supplied for each stabilizer to provide additional load distribution on soft surfaces. The pads shall be 24.00" square and made from a lightweight composite material. The ground pressure shall not exceed 75 pounds per square inch when the ground pads are used and the apparatus is fully loaded and the aerial device is carrying its rated capacity in any position.

STABILIZER CONTROLSAn electrically controlled hydraulic valve shall power stabilizer movement. The valve can also be manually controlled in the event of electrical malfunction. Hydraulic power override controls shall be incorporated into the valve. The manual override mechanism shall be completely sealed within the valve

The stabilizer controls shall be located to provide the operator with a full view of each stabilizer being positioned. Each stabilizer control panel shall include the following:

-In/out stabilizer beam control toggle switch-Up/down stabilizer jack control toggle switch-Emergency hydraulic power unit (EPU) control toggle switch-High idle control toggle switch-Stabilizer fully extended LED indicator lights-Stabilizer planted LED indicator lights

As a safety device, an electrically actuated diverter valve shall be provided. The hydraulic power shall be diverted to the aerial ladder controls automatically the instant all stabilizer jacks are firmly planted on the ground. Once the aerial ladder is raised from the bedded position, the stabilizer hydraulic power is cut off so the stabilizers shall not accidentally be moved while the aerial is being operated.

To aid in leveling the unit, two bubble type angle indicators shall be located near the stabilizer controls. One indicator shall show the angle of the truck from the front to rear and the other shall show the side to side angle of the truck. The indicators shall be color coded green to show when the truck has been properly leveled allowing the aerial device to be operated at full capacity.

A stabilizer deployment audible warning alarm shall be provided at each side of the body, activated by the stabilizer movement.

A "Stabilizers Not Stowed" indicator light shall be provided in the cab within view of the driver. It shall illuminate automatically whenever the stabilizers are not fully stowed to prevent damage to the vehicle if it is moved. The stabilizer system shall also be wired to the "Do Not Move Truck" indicator light. This light shall flash whenever the apparatus parking brake is not engaged and the stabilizers are not fully stowed.

STABILIZER WARNING LIGHTSTwo (2) Whelen model 60*02F*R flashing Super LED warning light shall be mounted on the stabilizer cover panel, one (1) for each panel.

These lights shall be controlled by the NFPA side lower zone switch.

The color of these lights shall be red Super LED/red lens each side.

These lights shall be provided with a flange.

STABILIZER BEAM WARNING LIGHTSTwo (2) 4.00" diameter red LED flashing lights shall be mounted on each stabilizer, one (1) facing forward and one (1) facing rearward.

The lights shall be Grote Supernova 40 series LED lights.

The lights shall be recessed in the horizontal beam of the stabilizer.

These warning lights shall be activated with the aerial master switch.

ADVANCE NOTICE OF SOLE SOURCE PROCUREMENTAll hose assemblies shall be assembled and crimped by the hose manufactures certified technician. An assembly cell shall be located on the premises where the technician can perform audits of the final aerial assembly for proper fitting torque and hose routing.

All manufacturing employees responsible for the installation of hydraulic components shall be properly trained. Training shall include: proper handling, installation, torque requirements, cleanliness and quality control procedures for hydraulic components.

Hoses used in the aerial hydraulic system shall be of a premium quality hose with a high abrasion resistant cover. All pressure hoses shall have a working pressure of 4000 psi and a burst pressure rating of 16,000 psi.

The hydraulic oil shall be a premium Multi-Vis product having a leading edge additive package, provide oxidation stability, be extremely shear stable and maximum anti-wear properties. All oil delivered to the manufacturing site shall have a minimum ISO cleanliness level of 18/15/13.

Each aerial shall be evaluated as to the region and climate where it shall be used to determine the optimum viscosity and proper oil grade. Oil viscosity shall be based on an optimum range of 80 to 1000 SUS during normal aerial use. Before shipment of the unit, an oil sample shall be taken and analyzed to confirm the oil is within the allowable ISO grade tolerance.

The aerial hydraulic system shall have a minimum oil cleanliness level of ISO 18/15/13 based on the ISO 4406:1999 cleanliness standard. Each customer shall receive a certificate of actual cleanliness test results and an explanation of the rating system.

Each aerial shall include an oil sample port, identified with a yellow dust cap and a label, for subsequent customer testing.

Ball valves shall be provided in the hydraulic suction and return lines to permit component servicing without draining the oil reservoir.

The system hydraulic pressure shall be displayed on a 2.5" liquid filled gauge, located on the control console.

The hydraulic system shall be additionally protected from excessive pressure by a secondary pressure relief valve set at 3,150 psi. In the event the main hydraulic pump compensator malfunctions, the secondary relief shall prevent system damage.

HYDRAULIC CYLINDERS – (NO EXCEPTIONS)All cylinders used on the aerial device shall be produced by a manufacturer that specializes in the manufacture of hydraulic cylinders.

Each cylinder shall include integral safety holding cartridges. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID.

Each cylinder shall be designed to a minimum safety factor of 4:1 to failure.

All safety holding cartridges shall be installed at the cylinder manufacturer, in a controlled clean environment to avoid possible contamination and or failure.

ADVANCE NOTICE OF SOLE SOURCE PROCUREMENTThe hydraulic system shall be supplied by a 4.6 cubic inch variable volume, load and pressure compensating piston pump. The pump shall be rated at a minimum of 5,365 psi peak pressure and 2,600 rpm. The pump shall meet the demands of all three simultaneous aerial functions without degradation of performance. The pump shall provide proper flow for single aerial function with the engine at idle speed. A switch shall be provided on the control console to increase the engine speed for multiple function operation.

EMERGENCY PUMPThe aerial shall be equipped with an emergency hydraulic pump, electrically driven from the truck batteries. The pump shall be capable of running for 30 minutes for limited aerial functions to stow the unit in case of a main pump or truck system failure. A momentary switch shall be located at the stabilizer and aerial control locations to activate the emergency pump.

AERIAL CONTROL VALVEThe aerial hydraulic control valve shall be designed with special spool flows, limiting the oil flow for the designed function speed. The valve shall be manually controlled and be located in the control console with the handles protruding through the operating surface for operation. The activation handles shall be spaced a minimum of 3.5" for ease of operation. The valve spools shall be designed to bleed off downstream pressure, in the neutral position and allow proper seating of any cylinder holding cartridge.

OIL RESERVOIRThe oil reservoir shall have a minimum capacity of 40 gallons. The oil fill location shall be easily accessible and be labeled "Hydraulic Oil Only" and also indicate the grade of oil that is installed in the reservoir. The fill cap shall have a 40 micron filter to provide protection from contamination. A drain hose shall be included and shall terminate with a quarter turn ball valve.

Two suction ports shall be provided, one for the main hydraulic pump and one for the emergency pump. The main suction shall be slightly elevated off the bottom of the reservoir and include a 100 mesh suction strainer. The emergency suction port shall be closer to the bottom of the reservoir to provide some reserve oil for emergency operation.

A six (6) disc type magnetic drain shall also be provided to collect any ferrous contaminants.

A combination sight glass and thermometer shall be mounted to the reservoir in an easily viewable location.

HIGH PRESSURE FILTERThe pressure filter shall be rated for 6,000 psi working pressure and generously sized for efficiency and capacity. A 90 psi bypass spring shall be included to protect the element and hydraulic system during lower than normal system operating temperatures.

The 5Q filter element shall be constructed of a micro glass medium, which has the highest capture efficiency, dirt holding capacity and life expectancy over other media such as cellulose and synthetic. The nominal rating shall be 5 micron and have an efficiency rating of 99.3 % for 5 micron sized particles. The element shall have a dirt holding capacity of not less than 35 grams.

RETURN FILTERThe return filter shall be rated for 150 psi working pressure and generously sized for efficiency and capacity. A 25 psi bypass spring shall be included to protect the element and hydraulic system during lower than normal system operating temperatures. The 10Q filter element shall be constructed of a micro glass medium, which has the highest capture efficiency, dirt holding capacity and life expectancy over

HYDRAULIC SWIVELThe aerial ladder shall be equipped with a high pressure hydraulic swivel which shall connect the hydraulic lines from the hydraulic pump and reservoir, through the rotation point, to the aerial control bank. The hydraulic swivel shall allow for 360-degree continuous rotation of the aerial.

ELECTRIC SWIVEL – (NO EXCEPTIONS)The ladder shall be equipped with an electric swivel to allow 360-degree rotation of the aerial while maintaining connections in all electrical circuits through the rotation point. A minimum of 32 collector rings that are capable of supplying 30-amp continuous service shall be provided. All collector rings shall be enclosed and protected against condensation and corrosion. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID.

120-VOLT RECEPTACLE AT TIPA 120-volt, 20 amp, three (3)-prong twist lock receptacle, with weatherproof cover shall be provided at the tip of the aerial device.

COMMUNICATION SYSTEMAn Atkinson communication system shall be furnished between the aerial tip and the turntable operator's position. The communication system shall be a two (2)-way system with the communication speaker at the tip requiring no operator attention to transmit or receive. The transmitting and receiving volume controls shall be located at the turntable operator's position.

ROOF LADDER MOUNTING BRACKETSBrackets shall be "D/A" finished and provided near the end of the fly section of the aerial ladder for mounting of a customer supplied 16’ roof ladder.

EXTENSION INDICATORExtension markings and corresponding numerical indicators shall be provided along each inside and outside top rail of the base section of the aerial every ten (10) feet. They shall indicate various positions of extension up to full. Markings and indicators shall be clearly visible to the console operator. To aid in visibility during hours of darkness, the markings and numerical indicators shall be of a red reflective material.

LIFTING EYE - ROPE RESCUE ATTACHMENTTwo (2) eyes shall be welded, one (1) to each ladder beam, at the ladder egress with a spreader bar to be mounted between the eyes. This design shall distribute a load evenly across the ladder beams because of a single lifting eye on the spreader bar. The bar is retained by two (2) locking pins, one (1) at each end outboard of each eye. Leveling is maintained by the bar rotating in the eyes.

CENTRALIZED LUBRICATION SYSTEM, AERIALA centralized lubrication system for the aerial device shall be provided on this unit. It shall consist of a transfer system, one (1) pail of grease and five (5) lubrication points. The system shall assist in lubricating the aerial and turntable at the following locations:- Lift Cylinders - Lower and Upper Barrel, two (2) points each

- Rotation Bearing - One (1) point

TILLER CAB – (NO EXCEPTIONS)A permanently mounted tiller cab shall be located on top of the tiller trailer, to the rear of the aerial ladder.

The maximum overall height of the tiller cab shall not exceed 134.00". FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID.

The tiller cab shall be totally enclosed.

The cab windshield shall be automotive approved tinted safety glass and shall provide a minimum of 1,513 square inches of clear viewing area.

Each side window, directly rearward of the windshield, shall be more than 536 square inches. The side windows, combined with the windshield, shall provide a minimum of 2,585 square inches of unobstructed viewing area.

In order to provide maximum visibility for the tillerman, there shall be no corner posts at the forward corners of the windshield. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID.

The upper area of each tiller cab door shall be contoured into the roof, providing greater clearance when entering and exiting the tiller cab.

The tiller cab doors shall be equipped with drop-down sliding window. The windows shall be 18.00" wide x 31.00" high.

The rear wall of the tiller cab shall have a vertically-split sliding window. The window shall be 33.50" wide x 27.75" high.

The tiller cab floor shall be constructed of aluminum treadplate.

A two speed electric windshield wiper with washer shall be provided for the front windshield.

The windshield washer reservoir shall have a capacity of two (2) quarts and shall be located forward of the tiller cab.

An adjustable, telescopic steering column shall be provided.

Auxiliary lighting inside the tiller cab shall consist of a 5.00" diameter overhead dome light with an integral switch.

TILLER CAB HEATERFor the tillerman's comfort, the cab is equipped with a 13,650 BTU heater/defroster.

The heater shall have a multi-speed motor and thermostatic control located in the tiller cab within reach of the tillerman.

The heater shall be diesel/kerosene fueled and shall have a separate three (3) gallon fuel tank which shall provide a minimum of 23 hours of continuous running time.

The fuel tank shall be recessed in the body, behind the driver side tiller cab access steps.

There shall be a minimum of two (2) defrost outlets in the cab for maximum defrost performance.

The heater/defrost system shall have an airflow of 85 cfm.

TILLER CAB SEAT – (NO EXCEPTIONS)A Seats Inc. 911 adjustable "scissors action" air ride seat shall be provided in the tiller cab for the tillerman. The seat shall be provided with a switch that's connected to a warning indicator in the tractor cab. The indicator shall indicate the tiller driver not present in the tiller cab. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID.

The seating position shall be furnished with a lap type seat belt. The seat belt shall be furnished with an automatic retractor. Extension shall be provided with the seat belt so the male end can be easily grasped and the female end easily located while sitting in a normal position.

TILLER CAB STEPSFor access to the tiller cab, a series of four (4) steps shall be furnished at the rear on each side of the apparatus.

The steps shall be constructed of aluminum treadplate with Morton Cass inserts.

The steps shall be a minimum of 21.00" wide x 8.00" deep. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID.

Handrails shall be provided on each side of the step assemblies for maximum safety.

TILLER WARNING INDICATORA warning indicator in the tractor cab shall be activated if the parking brake is released and the tiller driver is not present in the tiller cab.

TILLER CAB CONVEX MIRRORSAn 8.00" diameter round convex mirror with adjustable arm shall be installed on each side of tiller cab.

TILLER CAB AIR CONDITIONER – (NO EXCEPTIONS)Air conditioning shall be provided for the tiller cab. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID.

The unit shall be manufactured by Danhard Inc.

The air conditioner shall have cooling capacity of 13,500 BTU.

The unit shall be 120 volt AC and shall be run off of the onboard generator. The full load amperage draw shall be 12.00 amps in the cooling mode.

The evaporator shall be located ahead of the tiller cab on the top deck of the tiller trailer. The air conditioning unit shall not increase the overall height of the tiller cab.

A tag shall be located next to the power control for the tiller cab air conditioning. The tag shall indicate that the generator shall be on in order for the air conditioning to operate.

SUNVISOR, LEXANA smoked Lexan sunvisor shall be provided above the windshield in the tiller cab.

TILLER TRAILER FRAME The gooseneck area of the tiller trailer shall be constructed of 100,000 psi minimum yield strength steel.

The gooseneck area shall have a section modulus of 289 cu. in. and a resistance to bending moment of 28,900,000 inch pounds.

The gooseneck area shall be 46.00" wide x 13.50" deep.

The tiller trailer frame shall be box type construction to effectively resist trailer twist.

The side rails shall have a 13.38" tall web over the front and mid sections of the trailer, with a continuous smooth taper to a 10.75" over the tiller axle.

Cover plates shall be 50,000 psi minimum yield strength steel.

The tiller trailer frame shall have a section modulus of 257.7 cu. in. and a resisting bending moment (rbm) of 12,880,000 inch pounds over the critical regions of the frame assembly, with a section modulus of 18.96 cu. in. with an rbm of 2,085,803 inch pounds over the rear axle.

The overall length of the tiller trailer frame shall be 462.00".

WALKWAY, TURNTABLE TO BODYA walkway shall be provided from the aerial turntable to the tiller body.

TILLER TRAILER NON DRIVE AXLE – (NO EXCEPTIONS)The tiller trailer axle shall be of the independent suspension design with a ground rating of 22,800 pounds. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID.

Upper and lower control arms shall be used on each side of the axle. Upper control arm castings shall be made of 100,000-psi yield strength 8630 steel and the lower control arm casting shall be made of 55,000-psi yield ductile iron.

The center cross members and side plates shall be constructed out of 80,000-psi yield strength steel.

Each control arm shall be mounted to the center section using elastomer bushings. These rubber bushings shall rotate on low friction plain bearings and be lubricated for life. Each bushing shall also have a flange end to absorb longitudinal impact loads, reducing noise and vibrations.

The upper control arm shall be shorter than the lower arm so that wheel end geometry provides positive camber when deflected below rated load and negative chamber above rated load.

Camber at load shall be zero degrees for optimum tire life.

The kingpin bearing shall be of low friction design and be sealed for life.

Toe links that are adjustable for alignment of the wheel to the center of the trailer shall be provided.

The wheel ends must have little to no bump steer when the chassis encounters a hole or obstacle.

The steering linkage shall provide proper steering angles for the inside and outside wheel, based on the vehicle wheelbase.

The turning angle shall be 24 degrees or greater. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL AUTOMATICALLY DISQUALIFY THE BID.

TILLER TRAILER STEERINGDual Sheppard M110 steering gears, with integral heavy-duty power steering, shall be provided.

The steering wheel shall be 18.00" in diameter, and capable of tilting and telescoping.

The independent suspension system shall be designed to provide maximum ride comfort. The design shall allow the vehicle to travel at highway speeds over improved road surfaces and at moderate speeds over rough terrain with minimal transfer of road shock and vibration to the vehicle's crew compartment.

Each wheel shall have torsion bar type spring. In addition, each wheel end shall also have energy absorbing jounce bumpers to prevent bottoming of the suspension.

The suspension design shall be such that there are at least 10.00" of total wheel travel and a minimum of 3.75" before suspension bottoms.

The torsion bar type spring and anchor lock system shall allow for simple lean adjustments, without the use of shims. Adjustment for a lean shall be accomplished within 15 minutes. Anchor adjustment design is such that it allows 4.0" of ride height adjustment per side.

The independent suspension shall have been put through a durability test that simulated a minimum of 140,000 miles of inner city driving.

TILLER TRAILER TIRESTiller trailer tires shall be Michelin radials 425/65R22.50, 20 ply "all position" XZY tread.

The tires shall be mounted on 22.50" x 12.25" polished aluminum disc type wheels with a ten (10)-stud 11.25" bolt circle.

TILLER TRAILER HUB COVERSStainless steel hub covers shall be provided on the tiller trailer axle. An oil level viewing window shall be provided.

TILLER TRAILER OIL SEALSOil seals shall be provided on the tiller axle.

EQUIPMENT - AERIAL The following loose equipment, specified in NFPA 1901, Latest Edition, shall be provided with units without a preconnected waterway and shipped loose with the aerial device:    1. One (1) Akron Style 1494 Pyrolite Electric Ladder Pipe with model 3488 2-1/2" aluminum discharge pipe (shaper tube)  2.  One (1) Akron model 5177 nozzle

3. Three (3) Akron Style 489 tips  4. One (1) 125 foot length of 3" double-jacketed fire hose with 3" NST coupling  5. Hose straps (one (1) per ladder section)

ADVANCE NOTICE OF SOLE SOURCE PROCUREMENT 6. One (1) Akron model 497 mounting fixture to mount ladder pipe when not in use

7. 12 volt power shall be supplied and control of the electric nozzle shall be provided at the aerial turntable by the contractor.

LOOSE EQUIPMENTThe following equipment shall be furnished with the completed unit:

- One (1) bag of chrome, stainless steel, or cadmium plated screws, nuts, bolts and washers, as used in the construction of the unit

PAINTThe exterior custom cab and body painting procedure shall consist of a six (6) step finishing process as follows:

1. Manual Surface Preparation - All exposed metal surfaces on the custom cab and body shall be thoroughly cleaned and prepared for painting. Surfaces that shall not be painted include all chrome plated, polished stainless steel, anodized aluminum and bright aluminum treadplate. Each imperfection on the exterior metal surface shall be removed or filled and then sanded smooth for a smooth appearance. All seams shall be sealed before painting.

2. Chemical Cleaning and Treatment - The metal surfaces shall be properly cleaned using a high pressure and high temperature acid etching system. Surfaces are chemically cleaned to remove all dirt, oil, grease and metal oxides to ensure the subsequent coatings bond well. An ultra pure water final rinse shall be applied to all metal surfaces, excluding undercarriage components, at the conclusion of the metal treatment process.

3. Primer/Surfacer Coats - A two (2) component urethane primer/surfacer shall be hand applied to the chemically treated metal surfaces to provide a strong corrosion protective base coat and to smooth out the surface.

4. Hand Sanding - The primer/surfacer coat shall be lightly sanded to an ultra smooth finish.

5. Sealer Primer Coat - A two (2) component sealer primer coat shall be applied over the sanded primer.

6. Topcoat Paint - Two (2) coats of an automotive grade, two (2) component acrylic urethane paint, shall also be applied.

All removable items such as brackets, compartment doors, door hinges, trim, etc. shall be removed and painted separately to insure paint behind all mounted items. Body assemblies that can not be finish painted after assembly shall be finish painted before assembly.

The cab shall be two-tone, with the upper section painted white and lower section of the cab and body painted red (shades to be determined at pre-construction).

PAINT - ENVIRONMENTAL IMPACTContractor shall meet or exceed all current State (his) regulations concerning paint operations. Pollution control shall include measures to protect the atmosphere, water and soil. Controls shall include the following conditions:

ADVANCE NOTICE OF SOLE SOURCE PROCUREMENT- Topcoats and primers must be chrome and lead free.

- Metal treatment chemicals must be chrome free. The wastewater generated in the metal treatment process must be treated on-site to remove any other heavy metals.

- Particulate emission collection from sanding operations must have a 99.99% efficiency factor.

- Particulate emissions from painting operations must be collected by a dry filter or water wash process. If the dry filter means is used, it must have an efficiency rating of 98.00%. Water wash systems must be 99.97% efficient.

- Water from water wash booths must be reused. Solids shall be removed mechanically on a continual basis to keep the water clean.

- Paint wastes are disposed of in an environmentally safe manner. They are used as fuel in kilns used in the cement manufacturing process - thereby extracting energy from a waste material.

- Empty metal paint containers must be cleaned, crushed and recycled to recover the metal.

- Solvents used in cleanup operations must be collected, sent off-site for distillation and returned for reuse. Residue from the distillation operation shall be used as fuel in off-site cement kilns.

Additionally, the finished apparatus shall not be manufactured with or contain products that have ozone depleting substances. Contractor shall, upon demand, present evidence that his manufacturing facility meets the above conditions and that it is in compliance with his State EPA rules and regulations.

TILLER CAB PAINTThe tiller cab shall be two-tone, with the upper section painted white and lower section of the cab painted red (shades to be determined at pre-construction).

The paint break shall be located as determined at pre-construction.

PAINT CHASSIS FRAME ASSEMBLYThe chassis frame assembly shall be painted black before the installation of the cab and body, and before installation of the engine and transmission assembly, air brake lines, electrical wire harnesses, etc. Components that are included with the chassis frame assembly that shall be painted black are frame rails, cross members, axles, suspension, steering gear, fuel tank, body substructure supports, miscellaneous mounting brackets, etc.

PAINT, COMPARTMENT INTERIORInterior of compartmentation shall be painted with gray spatter type paint.

AERIAL DEVICE PAINT COLORAll aerial device structural components above the rotation point that are not chrome plated or stainless steel shall be painted.

All buy out components, such as monitor, nozzle, gauges, etc. shall be supplied as received from the vendor.

All areas to be painted shall be sanded to remove any metal flakes and smooth any rough surfaces.

ADVANCE NOTICE OF SOLE SOURCE PROCUREMENTAll ladder surfaces to be painted shall be phosphatized to remove metal impurities, aid paint adhesion and inhibit rust.

The components shall be prime painted with an epoxy primer and finished painted with durable, high quality white paint (manufacturer's standard brand).

The support structure and components below the rotation point shall be painted job color.

The torque box, stabilizers, tiller axle & suspension shall be painted job color.

The tip of the ladder shall be painted a contrasting color for high visibility.

A reflective stripe shall be provided on the vertical and horizontal members of the stabilizers.

REFLECTIVE BANDA 6.00" white reflective band shall be provided across the front of the vehicle and along the sides of the body. A 4.00" band shall be provided at the rear of the apparatus.

REFLECTIVE STRIPE, CAB DOORSA 4.00" x 24.00" white reflective stripe shall be provided across the interior of each cab door. The stripe shall be located approximately 1.00" up from the bottom, on the stainless steel door panel.

This stripe shall meet the NFPA 1901 requirement.

REFLECTIVE STRIPE INSIDE COMPARTMENT DOORA 6.00" white reflective stripe shall be provided inside (14) compartment doors. All trailer body compartment and the tractor compartments.

The reflective band provided on the cab face shall be below the headlights on the fiberglass or on the bumper.

LETTERING ON AERIAL BOOMThere shall be ruby red reflective lettering, 10.00" high with shade and outline, provided on a separate panel at each side of the aerial base ladder section. The panels shall be painted white to match the color of the aerial device.

GOLD LEAF LETTERINGSixty-one (61) to eighty (80) genuine gold leaf lettering, 3.00" high, outlining and shading shall be provided.

Forty-one (41) to sixty (60) genuine gold leaf letters, 2.00" high, outlined and shaded shall be provided.

The lettering shall be totally encapsulated between two (2) layers of clear vinyl.

GOLD LEAF STRIPINGThere shall be a gold leaf stripe provided on the paint break. The stripe shall be on both sides of cab and in place of chrome molding.

There shall be one (1) gold leaf stripe located just below the window line on each side of the cab front.

There shall be one (1) gold leaf stripe on each side of the cab, along the bottom edge of the cab doors.

ALAMEDA COUNTY VENDOR FIRST SOURCE AGREEMENTFOR SOLE SOURCE PROCUREMENT REQUEST

VENDOR INFORMATION

COUNTY PROVISIONSA. The County is vitally interested in promoting the growth of small and emerging local businesses by means of

increasing the participation of these businesses in the County’s purchase of goods and services. In order to encourage businesses to locate and remain in the County, to provide and enhance employment opportunities for persons living in the County, and to contribute to the economic environment of the County, the General Services Agency will incorporate the following requirements for procurements.

Up to $25,000 Purchase from a local certified Emerging business first; if not Emerging, then Small contractor at the lowest cost.

Over $25,000 Purchase from a local certified Emerging business first; if not Emerging, then Small contractor at the lowest cost. Non-certified Small Local and Emerging Businesses (SLEB) must subcontract a minimum 20% of contract value with certified SLEB.

A small business for purposes of this procurement is defined by the United States Small Business Administration as having no more than 500 over the last three (3) years. An emerging business, as defined by the County is one having annual gross receipts of less than one-half (1/2) of the above amount over the same period of time. In order to participate in any contract awarded for this procurement, the small or emerging business must also satisfy the locality requirements and be certified by the County as a Small or Emerging, local business.

A locally owned business, for purposes of satisfying the locality requirements of this provision, is one which holds a valid business license issued by the County or a city within the County and where the owner maintains a fixed office located in and having a street address within the County for at least six (6) months prior to the date upon which a request for sealed bid or proposal is issued.

The County reserves the right to waive these SLEB participation requirements as follows: (1) For contracts over $25,000, when the additional estimated cost to the County, which may result from inclusion of these requirements, exceeds five percent (5%) of the total estimated contract amount or Ten Thousand Dollars ($10,000), whichever is less, excluding taxes, and (2) for contracts up to $25,000, when the additional estimated cost to the County, which may result from inclusion of these requirements, exceeds ten percent (10%) of the total estimated contract amount or Three Thousand Dollars ($3,000), whichever is less, excluding taxes.

First Source Program: The First Source Program has been developed to create a public/private partnership that links CalWORKs job seekers, unemployed and underemployed County residents to sustainable employment through the County’s relationships/connections with business, including contracts that have been awarded through the competitive process, and economic development activity in the County. Welfare reform policies and the new Workforce Investment Act require that the County do a better job of connecting historically disconnected potential workers to employers. The First Source program will allow the County to create and sustain these connections.

Contractors awarded contracts for goods and services in excess of One Hundred Thousand Dollars ($100,000) are required to provide Alameda County with ten (10) working days to refer to Contractor, potential candidates to be considered by Contractor to fill any new or vacant positions that are necessary to fulfill their contractual obligations to the County, that Contractor has available during the life of the contract before advertising to the general public. Potential candidates referred by County to Contractor will be pre-screened, qualified applicants based on Contractor specifications. Contractor agrees to use its best efforts to fill its employment vacancies with candidates referred by County, but the final decision of whether or not to offer employment, and the terms and conditions thereof, rest solely within the discretion of the Contractor.
