To ensure its smooth and successful rollout, it is essential that all stakeholders both in the Government as well as outside are adequately prepared for the rollout. While the Department of Revenue is ensuring adequate infrastructural and legal preparedness of the Central and State Tax Authorities, Accounting Authorities and the Goods and Services Tax Network, it is also imperative to ensure that all sectors and businesses are 'GST ready' as well. 2. Secretary (MSME) took a meeting to take stock of readiness of GST Facilitation Cell functioning in the Office of DC (MSME) with Shri Anshuman Mohanty, Director (Tel.No.23061197; email: [email protected]) as Coordinator. All of you are requested to constitute a GST Cell in your office and put details of name, contact address including mobile number on the website to facilitate micro, small and medium enterprises and equip them with complete knowledge of relevant GST Act I Rules I Rate Structure, etc. 3. You are also requested to adopt industry clusters and organize workshop for industry in association with District Industry Sectors, Industry Associations, Cluster SPVs and other stakeholders. 4. While the Department of Revenue, Ministry of Finance is making the helpline operational for any individual taxpayer to seek resolution of any legal or IT related issues, the GST Cell at your level should serve as the first point of contact for addressing any issue faced by them. This would greatly facilitate the rollout of GST as desired by Government. In this regard, a copy of letter vide D.O.No.S.31011/15/2017-ST-I- DOR dated 2nd June, 2017 from Cabinet Secretary is enclosed. While the Department of Revenue is ensuring adequate infrastructural and legalpreparedness of the Central and State Tax Authorities, Accounting Authorities and theGoods and Services Tax Network, it is also imperative to ensure that all sectors andbusinesses are 'GST ready' as well.

2. Therefore, I request you to please ensure that all Public Sector Units in yourMinistrylDepartment are GST compliant before 1st July, 2017. I would suggest that youhave a meeting of all CMOs/Chairpersons of the PSUs, if any, under your charge tosensitize them towards GST rollout. Preferably, each PSU may constitute a 'GST Cell'which should be equipped with the complete knowledge of the relevant GSTAct/Rules/Rate Structure etc.

3. I would also like to add that business and industry would need to be provided withall possible support for the rollout of GST. For this, your Ministry/Department shouldactivate a 'GST Facilitation Cell' which is in constant touch with the major industry andbusiness associations relating to your Ministry. The 'GST Facilitation Cell' can preferablybe managed by a small core team headed by the Economic Adviser or any other seniordesignated officer. While the Department of Revenue is making the helplines operationalfor any individual taxpayer to seek resolution of any legal or IT related issues, the 'GSTFacilitation' Cell' could serve as the first point of contact for addressing any issue beingfaced by any sector related to your Ministry. This would greatly facilitate the rollout of GST.
