The commercial monitor reports on two separate geographies: (1) the combined village areas of CBD & Harbour and Chinatown & CBD South (2) the remaining eight village areas combined (please see map below). Information on each commercial project is arranged based on the status as at the end of each quarter (i.e. ‘Lodged’, ‘Approved’, ‘Commenced’ and ‘Completed’). Commercial development ‘Completions’ are reported for the preceding five years (i.e. from July 2008 to June 2013). Trends in approvals, completions, office vacancies and absorption of office space are also provided.
The City of Sydney Commercial Development Monitor provides up to date information on commercial development in the City of Sydney Local Government Area (LGA). It complements the City Residential Monitor which covers the residential market in ten village areas of the City. The ten village areas within the City of Sydney LGA are:CBD & Harbour; Chinatown & CBD South; Crown & Baptist Streets; Glebe Point Road; Green Square & City South; Harris Street; King Street; Macleay Street & Woolloomooloo; Oxford Street; Redfern Street.

The total completed commercial floor space across the LGA over the past six months was the largest area of additional floor space to be added to the market since December 2011. This result can be attributed to the completion of the new high rise building at 8 Chifley Square in the CBD and the mixed use development known as One Central Park, Chippendale. These two projects alone added more than 40,000m² of commercial floor space to the market.
The CBD and Harbour and Chinatown and CBD South village areas are currently experiencing a construction phase, however it is expected that the 2014/15 financial year will see the completion of several major commercial developments, including a number of sites at Barangaroo.
In addition the proposed re-development of the Sydney Convention Centre, Exhibition Centre and Entertainment Centre will significantly increase the amount of floor space for the City in coming years.
For the remaining eight village areas, the next six months are expected to yield more than 125,000m² of commercial floor space as developments such as the Life House Cancer Centre and the USYD Centre for Obesity, Diabetes and Cardiovascular Disease (both in located in Camperdown) near completion.
The net absorption rate from the preceding 6 months (January 2013 to July 2013) recorded a negative figure, of -26,980m² (Property Council of Australia). Analysts have attributed this drop in absorption to a combination of supply additions and negative demand.
The office vacancy rate for the Sydney CBD increased over the same six month period, from 7.2% in January 2013 up to 8.9% in July 2013 (Property Council of Australia). The five-year rolling average vacancy rate increased to 8.13% while the ten-year rolling average remained relatively steady at 8.16%.
