The arrested persons are:

Back ground of the examination

The national level examination was to be initially held on the 15th April 2012. However, because of reasons, including the MCD elections in Delhi, the date of the examination was postponed for Sunday 13th May 2012. The examination was being conducted simultaneously at 18 different schools/venues across Delhi and some 26,700 candidates were appearing for the written exam in Delhi alone. The national level figures for venues and candidates appearing for the examination are still being ascertained.

The ‘Social Security Assistant’ is required to maintain accounts, work on settlement of claims, prepare cash books and reports and other similar duties with the Employee Provident Fund Organization. The pay band proposed for salary is PB-I, 5,200 – 20,200 (grade pay 2,200).

Any graduate with computer training certificate from a recognized university was eligible to sit for this exam. The additional requirement was that the candidate should possess a speed of at least 5000 Key depressions per hour for Data Entry Work. The national level vacancies were 1867 Posts in General Category and 76 Posts in the Sports Quota. The age limit was 18 - 27 years. The regions where the vacancies had been notified were Andhra Pradesh, Bihar , Chhattisgarh, Delhi, Goa, Gujarat, Haryana, Himachal Pradesh, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Orissa, Punjab, Rajasthan, Tamil Nadu, Uttarakhand, Uttar Pradesh, West Bengal and North Eastern Region. The vacancies advertised for Delhi were 156 seats only including ex-servicemen, physically handicapped and the sports quota.

The written examination was objective type 275 questions to be attempted within 2 hours with 1/4th negative markings for each wrong answer.

Team and operation

Insp. Arti Sharma of SIT/Crime Branch received information that organized cheating was being planned during the Employee Provident Fund Organisation National level examinations for the recruitment of ‘Social Security Assistants’ in Delhi.

Insp. Arti Sharma including SI Rajneesh Sharma, ASI Hemkaran, ASI Suresh, HC Amit Tomar, HC Rajender, HC Bahadur, Ct. Deepak, Ct. Narender, Ct. Devender, Ct. Gyaneshwar, Ct. Naseem and Ct. Dabbu under the supervision of Addl. DCP/Crime Joy Tirkey.

The two hour exam was to begin at 10:00 am and wind up at 12:00 noon. The team laid a trap on 13.5.12 and about 11:15 am, seven persons were apprehended inside the premises of one Nice Foundation School near the Rajkiya Sarvodaya Bal

Vidyalaya, Karala, Sultanpuri, Delhi. The accused were busy solving the questions from the photocopy of the question papers of the above said exam. They were conveying the answers through mobile phones to their respective candidates sitting inside the examination hall at the private school in Pushpanjali Enclave, Pitampura, Delhi. A case, vide FIR No 131/12 dt. 13/05/12 u/s 406/420/120B IPC PS Crime Branch was registered for the same and the accused were arrested.

Examination and modus operandi

During examination it was found that Rahul and Ram Kumar are the main organizers of the cheating racket. Their third main associate Sumit, is absconding. They devised a smooth plan. Sumit already knew that an examination centre was located at a Private school in Pushpanjali Enclave, Pitampura, Delhi. Sumit arranged for the question paper to be photocopied and smuggled out, just before the exam commenced. He passed the question paper to Rahul and Ram Kumar who already had five persons with them to ‘solve’ the question paper. The gang settled down at one Nice Foundation School (private primary school) near the Rajkiya Sarvodaya Bal Vidyalaya, Karala, Sultanpuri, Delhi. They were solving the questions and conveying the answers to their respective candidates sitting inside the examination hall on mobile telephone when they were apprehended red handed on 13th May 2012.

Rahul and Ram Kumar have disclosed that they have taken between Rs. 3.5 lakhs to Rs. 7.5 lakhs from each of their candidates based on the paying capacity of the candidate. Most of the candidates in their loop are local aspirants who live in outer Delhi or neighbouring Haryana. In the investigation conducted so far it has been found that at least 24 candidates were using unfair means in this examination. Photocopies of admit cards of these candidates with their respective mobile phone number written on them have been recovered from the gang.

The five ‘paper solvers’ apprehended were each promised Rs. 25,000 to Rs. 30,000 for their efforts.

The persons working on the inside from the examination centre are still being identified. The involvement of the gang in other similar examinations is being explored. Recovery

Profile of accused persons1. Rahul Yadav (22) s/o Kuldeep Yadav r/o House No. 1, Pipalwala Mohalla,

Village Badli, Delhi – He is pursuing his MBA from a private college in Delhi. He has been selected as an Inspector in the Narcotic Control Bureau and was supposed to join his posting on the 28th of this month. He, Ram Kumar and Sumit are the main brains behind the racket. He along with Sumit and Ram Kumar devised the plan to smuggle the question paper outside the examination venue and convey answers through mobile phones inside the examination hall.

2. Ram Kumar (26) s/o Kishan Kumar r/o House No. 78, Village Singhola, Narela, Delhi – He is an MBA from IP University, Delhi. He is a Manager in the Food Corporation of India at Lucknow, UP since the past 3 years. He was in Delhi during the weekend for the specific purpose of organizing this cheating racket for the Social Security Assistant Exam. He along with Ram Kumar and Rahul Yadav form the core team. He recruited the ‘question paper solvers’ for this exam.

3. Vijay Kumar (32) s/o Surat Singh r/o House No. 497/21, Gali No. 4, Om Nagar, Gurgaon, Haryana – He is a Teacher with the MCD at Kapasera, Delhi.

He was one of the question paper ‘solvers’. He is preparing for State Civil Services Examination.

4. Sunil Kumar (32) s/o Munshi Ram r/o House near Brahmin Mandir, Qutabpur, Rewari, Haryana - He is a Teacher with Govt Primary School, Rewari, Haryana. He was one of the question paper ‘solvers’.

5. Manoj Kumar (27) s/o Om Prakash r/o House No. 484/21, Gali No. 4, Om Nagar, Gurgaon, Haryana - He is an ‘M Tech’ and is working as a teacher with Technology Institute in Gurgaon since the past 3 years. He was one of the question paper ‘solvers’.

6. Yashpal Singh (34) s/o Lakhmi Chand r/o House No. 211-B, Sec-1, HUDA, Narnol, Haryana - He is a graduate from Narnol. He is a Social Security Officer since the last 5 years with Employee State Insurance Corporation, Rewari. He was one of the question paper ‘solvers’.

7. Devesh Dinkar (27) s/o Nityanand Chowdhary r/o House No. 254, Janta Flats, Pul Prehladpur, Badarpur, Delhi - He is a Science Graduate from Bihar. He was also one of the question paper ‘solvers’. He is preparing for Civil Services Examination.

Further investigation is in progress and efforts are being made to apprehend to other co-accused persons involved in the racket.

WANTED CRIMINAL ARRESTED, WHO WAS DECLARED PROCLAIMED OFFENDER IN SENSATIONAL MURDER CASE

With the arrest of Neeraj Kumar Age 34 yrs. S/o Sh. Devender Kumar R/o B- 171, Ashok

Nagar, Delhi North East District Police has arrested the accused of sensational murder case of

Sumit @ Ballu. Age 28 yrs.

INCIDENT:-On 16/01/11 Sh. Brijpal Sharma S/o Lt. Sh. Kalu Ram Sharma R/o C- 476/D, Chajjupur,

Babarpur lodged a missing report vide DD No 12 B in PS Welcome of his son sumit @ Ballu

who was missing since 03.01.11. Later on victim was found dead in the jurisdiction of P. S.

Mansoorpur Distt. Muzaffar Nagar U.P. In this regard a case FIR No. 4/11 U/s 302/201 IPC dt.

4.1.11 was registered in P.S. Mansoorpur Distt. Muzaffar Nagar U.P.. On the request of

complainant this case was transferred to P. S. Welcome and a fresh case vide FIR No. 162/11

dt. 03.05.11, U/s 364/302/201 IPC was registered in P. S. Welcome.

TEAM:-A Team comprising Insp Yogesh Malhotra, Insp. Manmohan Kumar, HC Gajender No. 1343/NE

, Ct. Virender No. 2941/NE was constituted under the close supervision of Sh. Syed Shakir

Hasan ACP/Shahdara to arrest the accused and work out the case.

INVESTIGATION:- During the investigation mobile call details of the accused Neeraj Kumar

and Naveen Kumar were examined. On the basis of an eye witness account accused Neeraj

and Naveen s/o Sewa Ram R/O Vill. Jawli, Loni UP were found to have killed the deceased

Sumit @ Ballu. Naveen kumar was formally arrested in court on 06.07.11. Naveen confessed

and disclosed the role of Neeraj. Accused Neeraj Kumar was declared absconder & P.O. on

On 14.05.12 accused Neeraj was nabbed at Babarpur, Delhi on secret information when

he was come to meet his lawyer. On sustained interrogation, he revealed that deceased Sumit

@ Ballu was his close friend and also Co- accused in FIR no. 568/07 u/s 382/411/34 IPC, P.S.

Khajuri Khas in which they have looted one Truck having bags of Almonds. Out of which some

looted bags were recovered from the possession of accused Neerej. Sumit knew his all secret

and nefarious plans.

One day accused Neeraj Kumar overheard deceased who was talking to someone on

phone to got the accused eliminated. Hence he made a conspiracy along with Co- accused

Naveen Kumar to kill Sumit @ Ballu. On 03.01.11 Neeraj disclosed that he took deceased Sumit

in his vehicle Tata Safari No. DL 4C AL 0878 and enticed him to go with him to Muzaffar Nagar

UP near Mansoor Pur. On the way they consumed liquor and at the place of offence i.e. in the

area of PS Mansoor Pur UP they got down from the vehicle for urinating. There Neeraj Kumar

fired two round on the deceased by the pistol. There after he crushed the deceased under the

wheels of his Tata Safari and left his body there. After that he along with his associate came to

Delhi and was evading his arrest since then. Efforts are afoot to recover the Arms and vehicle

alleged to had been used in the crime.

BLIND MURDER CASE SOLVED, 2 ROBBERS CUM MURDERS OF KALI MIRCH GANG ARRESTED: ROBBED PROPERTY RECOVERED Highlights:- Blind murder case of a rickshaw puller by strangulation. Motive behind the crime was robbery. 2 robbers cum murders of Kali Mirch Gang arrested. Modus Operandi – alluring passersby through exposing themselves

as Kinnars and committing robbery during Sex.

With the arrest of accused persons namely Nanhu @ Naina s/o Saiju Ram r/o Vill. Lakhan Pur, District Munger, Bihar, presently residing at D-128, Qureshi Kabari, Vikram Enclave, Sahibabad UP aged 30 years and Vikas s/o Raj Singh r/o Vill. Laliyana District, Baghpat, UP at present residing at H No. 100, near Bharti Nushing Home, Naveen Shahdara, Delhi aged 30 years, the North East district Police has busted a gang of Kinnars and solved a blind murder case of PS Seema Puri.

INCIDENT:-

On 10.05.12, complainant Sh. Ajay Kumar s/o Late Chando Singh reported that at about 8:50, while he was going to meet his elder brother namely Saket Singh aged 38 years who was residing at Tahir Pur Village, was found dead near Tahir Pur T-point behind the wall. Accordingly a case under the head of murder was registered at PS Seema Puri and investigation was taken up.

TEAM: -

To apprehend the accused persons and workout the Murder, immediately a special dedicated investigation team headed by Inspr. Jai Pal Singh, SHO/ PS Seema Puri consisting of Insp. Virender Singh, Inspr. ATO/PS Seema Puri, SI Baldev Singh, HC Satpal, Ct/ Lovkesh, Ct. Sarvesh and Ct. Vijay, was constituted under the close supervision of Shri Ved Prakash Surya, ACP/Seema Puri. INVESTIGATION & OPERATION:-

Initially, the case was totally blind and there was no clue about the criminal involved in this case. Local inquiries were made by the police team to extract clues about assailants. With painstaking and relentless efforts, various pieces of evidence, testimony and information were linked to solve the intrigue puzzle of this murder.

With meticulous and methodical professional working, police team started picking up small leads and clues. With the help of Local inquiry, human intelligence, team started joining various pieces of puzzle.

Based on human intelligence, one Kali Mirch gang came to light which was active and performed its operation near by the area of Tahir Pur. With painstaking and persistent efforts the team succeeded in apprehending two members of the gang namely Nanhu @ Naina and Vikas.

EXAMINATION: -

On sustain examination, the accused persons confessed their involvement behind the crime. They further disclosed that the motive behind the crime was to rob the deceased. They also stated that both of them alongwith two other accomplices namely Kali Mirch and Saniya formed a gang who used to expose themselves as “Kinnars” and allure people for sex for money. During sex they robbed them near Tahir Pur road. RECOVERY: -

1. Purse robbed from deceased.2. One railway ticket.3. T-shirt of deceased.4. Cash worth Rs. 2000/- of robbed amount which was his share.

1. Nanhu @ Naina s/o Saiju Ram r/o Vill. Lakhan Pur, District Munger, Bihar aged 30 years. He is presently residing at D-128, Qureshi Kabari, Vikram Enclave, Sahibabad UP. He is illiterate and unemployed. He has one younger brother in his family.

2. Vikas s/o Raj Singh r/o Vill. Laliyana District, Baghpat, UP aged 30 years and presently residing at H No. 100, near Bharti Nushing Home, Naveen Shahdara, Delhi, studied up to 6th class and works with Orchestra and Jagran Party.

DESPERATE BURGLAR ARRESTED & FOUR CASES BURGLARY / HOUSE THEFT WORKED OUT

STOLEN PROPERTY WORTH LACS OF RUPEES RECOVERED

With the arrest of accused Sudhir Singh @ Pappu s/o Chotte Lal R/o B-151, Pul Pehladpur, New Delhi, staff of PS K.M. Pur, South District has solved 4 cases of burglary / house theft and recovered stolen gold / silver jewelry, watches, etc. worth lacs of rupees.

BRIEF FACTS :

On 22.02.12, complainant Smt. Sandhya Pokhriyal w/o Sanjay Pokhriyal R/o 5/2, Aliganj Village, Kotla Mubarakpur, New Delhi reported that she had gone out of the house to take her children who gone to school. When she came back, she found that lock of her house was broken and gold / silver jewelry, mobile phone and cash Rs. 7,000/- had been stolen. Accordingly, a case vide FIR No. 34/12 dated 22.02.12 u/s 454/380 IPC PS K.M. Pur was registered and investigation was taken up.

INVESTIGATION :

During the course of investigation, it was found that there are other incidents of burglary in which the same modus operandi was adopted by the accused persons wherein the locked houses were burgled by breaking the locks wherein the owner of the house had left for office or housewives left to pick the school going children.

In order to apprehend the criminals involved in such criminal activities, a team comprising SI Sanjeev Kumar, HC Bijender No. 559/SD, Ct. Narender No. 1738/SD, Ct. Jagdish No. 2390/SD and Ct. Anil No. 3843/SD was formed under the leadership of Inspr. Naresh Solanki, SHO/K M Pur and under the guidance of Sh. Mehar Singh, ACP/Defence Colony. The members of team worked relentlessly and details of several criminals with same modus operandi were analyzed minutely and sources were geared up to develop the information about such criminals, which bore results. On 10.05.12, a secret information was received that a desperate burglar namely Sudhir Singh @ Pappu, who is involved in the burglary of Village Aliganj would come near Tyagraj Stadium, K.M. Pur in the evening along with stolen property. Immediately, the team swung into action and a trap was laid at and around Tyagraj Stadium. At about 8 PM, the members of team noticed one person in suspicious condition and when he was asked about the presence in the area, he could not reply satisfactorily. During enquiry, he was identified as Sudhir Singh @ Pappu s/o Chotte Lal R/o B-151, Pul Pehladpur, New Delhi. On search, a mobile phone was recovered from his possession, which later he disclosed to have stolen from Village Aliganj. Accordingly, accused was arrested and his police remand was obtained from the court to recover more stolen property. INTERROGATION / MODUS OPERANDI :

During interrogation, accused disclosed to have involved in various incidents of thefts / burglaries. At the instance of accused, stolen gold / silver jewelry, wrist watches, weighing machine, etc. were recovered and 4 cases of burglary / house theft worked out. Accused further disclosed that in order to make quick money, he resorted to crime. He generally targets the ladies residing in the rented accommodation. He used to adopt a novel method to identify the target. He used to visit the schools where mothers come to pick their wards. Then, he would follow the lady to her house to judge that during that period whether there is other family members are present in the house or not and would select the target. Next day, he

would strike the same house as soon as mother leaves the house after getting it locked. In another modus operandi, he used to roam in the government colonies and target the locked houses. He used to go to the neighbours posing as acquaintance of the owners and would ask “Yeh Kab Aayenge” and after confirming their absence, he would strike at the house. CASES WORKED OUT:

PROFILE OF THE ACCUSED :

Accused Sudhir Singh @ Pappu S/o Chotte Lal belongs to lower middle class family. He is illiterate. He is married and has two children. His wife had left him two years ago as she found that accused was in the habit of roaming with different girls and was neglecting his family. He lives in rented accommodation and keeps on changing addresses. He is previously involved in the following cases :

1. 3 iron rods wrapped with khakhi tapes and one Chani used to break / open the locks of the houses.

2. One pocket scale and electronic weighing machine used for weighing the stolen jewelry soon after commission of theft.

3. 3 gold chain, one gold ring, one tops, one nose pin, six pair silver anklets, 4 silver bangles and some artificial jewellery.

4. 2 wrist watches (make Titan and Citizen).

Whereas a large numbers of complaints are being received that people purchasing liquor vends often start consuming in front of liquor vend and at other public places. Venders selling eatable and juices, at times, also station themselves unauthorizedly outside liquor vends which further facilitate this undesirable activity. Sometimes, “Baratis” of marriage processions also openly drink liquor etc., on the Roads while the Barats are moving. Drinking in public is a nuisance with a serious potential to result in brawls and quarrels causing serious injuries/death and damage to public and private property. This affects the peace and tranquility of the area and creates problems in maintaining law and order. It is also a punishable offence u/s 40 of the Delhi Excise Act-2009 (Delhi Act 10 of 2010).

2. And whereas it is necessary to take speedy measures in this regard to prevent danger to human life and safety and to thwart/prevent un-toward incidence which may affect the peace and tranquility of the area.

D) Before starting sales for the day, the manager of the liquor vend should ensure the CCTV system is in a proper working order and in case any defect is noticed, immediate action to get it rectified should be taken. An entry should be made in the register and intimation in writing should be sent to the police station simultaneously to be got duly received from the Duty Officer of the police Station mentioning Daily Diary Number on the intimation.

E) During the course of monitoring of the CCTV System, the Manager of anyone specifically designated by the Manager for real time monitoring of CCTV Cell immediately inform the police Control Room at Telephone No.100 and also the nearest police Station in case any illegal drinking in public or unauthorized vendor is noticed in the CCTV coverage area.

F) The vend owner shall display prominently at least two bilingual sign boards mentioning that the drinking in public place is an offence and standing of unauthorized vendors outside the liquor shop is strictly prohibited. Telephone number of nearest police Station shall also be mentioned on the signboards.

4. This order shall come into force with effect from 15.5.2012 and shall remain in force for a period of 60 days i.e. upto 13.7.2012 (both days inclusive) unless withdrawn earlier.

(d) The identity of the the visitor/user shall be established through identity card, voter card, ration card, driving license, passport and photo credit card (any one of them).(e) Activity server log should be preserved in main server and its record should be preserved for atleast six months.(f) If and activity of the visit is of a suspicious nature the owner of Cyber Café will immediately inform the police station (g) Record be maintained about the specific computer used by the person, and(h) Make sure that the users of Cyber Café are photographed on continuous basis and a record of the same is being maintained properly.

Whereas a large numbers of complaints are being received that people purchasing liquor vends often start consuming in front of liquor vend and at other public places. Venders selling eatable and juices, at times, also station themselves unauthorizedly outside liquor vends which further facilitate this undesirable activity. Sometimes, “Baratis” of marriage processions also openly drink liquor etc., on the Roads while the Barats are moving. Drinking in public is a nuisance with a serious potential to result in brawls and quarrels causing serious injuries/death and damage to public and private property. This affects the peace and tranquility of the area and creates problems in maintaining law and order. It is also a punishable offence u/s 40 of the Delhi Excise Act-2009 (Delhi Act 10 of 2010).

2. And whereas it is necessary to take speedy measures in this regard to prevent danger to human life and safety and to thwart/prevent un-toward incidence which may affect the peace and tranquility of the area.

And whereas, it has been noticed that the private courier services generally book goods or items to be transferred on the face value of the courier sender without bothering to verify his of her address thereby paying the way for unscrupulous persons using the courier services for illegal activities.

And whereas, instances have come to notice where criminals have used courier services to send incriminatory items, contraband and even dead bodies in the guise of courier.

And whereas, it has also been observed that the record of courier senders are not kept by the courier services or agents engaged in the business of facilitation courier of goods making it difficult for the investigation agencies to identify the culprits behind such crimes.

And whereas, it is thus rendered imperative to put regulatory check on the private courier services who deal in booking and sending goods from one place to another so that the anti social elements may not be able to use them to send incriminatory things through them and it is felt that immediate action is necessary in this regard.

Now therefore, in exercise of the powers conferred upon me by virtue of section 144 Cr.P.C., 1973 (N0. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s is Notification No.U-11036/(i)UTL, dated 09.09.2010, I, B.S. (f) The recording system shall preserve a digital record of CCTV coverage for not less than 30 days.

(g) The private courier service or agent shall cause to copy the CCTV coverage on a CD and hand over to the police whenever demanded.

(h) Inform the nearby police station if the courier sender of the goods is found

suspicious.

Whereas, a large number of people sell and purchase Second Hand Vehicles including Motor Cycles, Scooters and Cars in Delhi through dealers engaged in this profession.

And whereas, it has been noticed that the Second Hand Vehicles are commonly sold without filling all the columns especially date of transaction of Form No.29 and Form No.30 (part-I & II) thereby resulting in transfer of vehicle to number of purchasers before the actual transfer of the vehicle in the records of Transport Authority. This is to circumvent the requirement of section-50 of the Motor Vehicles Act, 1988, that the fact of transfer of vehicle should be reported to the Transport Authority within 14 days for local transfer and 45 days for inter-district transfer.

3. And whereas, it has been noticed that the stolen vehicles involved in crime are sold to several purchasers through dealers/agents of Second Hand Vehicles. Such second hand vehicles are likely to be used for commission of various type of crime like robbery etc. and may be used even in terrorist activity.

4. And whereas, it has also been observed that the record of seller and purchaser are not kept by the dealers or agents engaged in the business of facilitating sale and purchase of Second Hand Vehicles making it difficult for the investigation agencies to identify the criminals involved in such crimes.

5. And whereas, it is rendered imperative to put regulatory check on the vehicle dealers who deal in sale and purchase of Second Hand Vehicles so that the anti social elements may not use them to sell the stolen vehicles through them and it is felt that immediate action is necessary in this regard.

RECOVERED. HIGHLIGHTS:-

         Two accused namely Mahesh @ Rahul, Vishawjeet @ Babu @ Vishu arrested and one juvenile apprehended.         One Murder-cum-Robbery case worked out.         The Bi-cycle of the deceased, weapon of offence (Kirpan), Purse of the deceased and Mobile phone of the deceased recovered.

 BRIEF FACTS:-

            With the arrest of Mahesh @ Rahul (age-24 years) S/o Shri Ram Dulare R/o I-31, Vijay Vihar, Phase-II, Delhi, Vishawjeet @ Babu @ Vishu (age-20 years) S/o Shri Gautam manna R/o H. No. 786, Block- G, Gali No. 1, Jahangirpuri, Delhi and J-43, Vijay Vihar Phase-II, Delhi and apprehension of one juvenile, the staff of PS-Begumpur solved a blind murder case of unknown male, later on identified as Lokesh Kumar S/o Shri Sureshpal R/o C- 92, Karan Vihar, Part-5, Delhi. INCIDENT:-            On 30/04/2012 at 7.35 AM, an information was received vide DD No. 12-A at PS-Begumpur, Delhi that a male dead body was lying at sector-24, pocket-4&5, near Power House, Rohini, Delhi. On receiving the information SI Sandeep alongwith staff reached the spot near Pocket-4&5, Sector 23, Rohini, Delhi and found an unknown male dead body aged about 22-23 years with multiple injuries on neck, back and other part of the body lying on the lonely road. Sincere efforts were made to identify the dead body and later deceased was identified as Lokesh Kumar S/o Shri Sureshpal R/o C- 92, Karan Vihar, Part-5, Delhi. A case vide FIR No. 98/12 dated 30/4/2012 U/S 302 IPC was registered at Police Station Begumpur, Delhi and investigation was taken up and section u/s 392,397,411/34 IPC was added with the apprehension of one juvenile. INTERROGATION:

During the course of investigation one juvenile was apprehended on 04/05/2012 and the cell phone of deceased was recovered from his possession. Mahesh @ Rahul S/o Shri Ram Dulare R/o I-31, Vijay Vihar, Phase-II, Delhi age about 24 years and Vishawjeet @ Babu @ Vishu S/o Shri Gautam manna R/o H. No. 786, Block- G, Gali No. 1, Jahangir puri, Delhi and J-43, Vijay Vihar Phase-II, Delhi age about 20 years were also found involved in the committing  of robbery. On 29/4/12, in the evening they were present at the lonely road near pocket-4&5, Sector-23, Rohini, Delhi. The deceased Lokesh was coming on his Bi-cycle when he reached near divider of Sector- 23/24 road, Rohini, Delhi. They robbed his Bi-cycle, Mobile Phone and purse when he tried to retaliate they stabbed him on neck, back and other part of the body with kripan and ran away from the spot.

A team consisting of Insp. Richhpal Singh( Investigation/Begumpur), Insp. Rajesh Kumar(ATO/Begumpur),  SI Madan Lal Meena No. D-3974, HC Sukhbir Singh No. 265/OD, HC Ram Kishan No. 990/OD, HC Surender Kumar No. 336/OD, Const. Chand Ram No. 1180/OD and Const. Vijay Singh No. 1540/OD under the guidance of Insp. C. L. Meena, SHO/Begumpur and under the close supervision  of Sh. Jasmeet Singh, IPS, ACP/Sultan Puri was constituted.  MEMBER OF DACOIT GANG ARRESTED

            With the arrest of accused Jaleel @ Shanu s/o Sh. Mishri Khan r/o Village Reech Pura, PS Kurawali, Distt. Mainpuri, UP, the 6th accused of this gang has been arrested in Case FIR No. 34/11 dated 25.04.11 u/s 395/397/412/34 IPC + 27/54/59 A. Act P S Mayapuri, Delhi. 5 Dacoits namely (i) Jabbar Singh S/o Lt. Sh. Sita Ram, (ii) Mukesh Kumar Yadav S/o Lt. Sh. Kashi Ram Yadav (iii) Beer Bhan Yadav S/o Sh. Rajbir Singh Yadav (iv) Yaseen S/o Jahangir R/o Village Konchi Dera, PS Sakeet, Distt. Etah, UP (v) Gulfan S/o Chashmuddin R/o Village Nangla Bise, PS Karhal, Distt. Mainpuri, UP, the dacoity case, committed in the intervening night of 24-25/04/2011 at Writers Safeguard Pvt. Ltd, situated at WH-88, Ph-I, Mayapuri Industrial area has been solved and the gang has been busted. The details of other gang members has also been revealed. The looted SBBL gun, three live rounds of 12 bore and a Mobile Phone has been recovered.PROFILE OF ACCUSED ARRESTED            1.         Accused Jaleel @ Shanu S/o Sh. He is a part time vender of artificial jewelries at Chandigarh and criminal minded by birth. He is married having one child. He is poor by status.  He studied upto class 5th and can sign in English.

1.                      01 SBBL Gun2.          01 Mobile3.          06 No. 12 bore cartridgesINCIDENT AND TEAM               In the intervening night of 24-25/04/11 the aforesaid accused persons alongwith his 8 other associates committed dacoity in the office of Writers safeguard pvt. Ltd company, situated at WH-88, Ph-I Mayapuri industrial area, Delhi. In that dacoity the accused and their associates could not do much due to timely intervention by police. However, they decamped with one SBBL gun belonging to one armed guard and a mobile phone. It is important to inform that the business of writers safeguard pvt. Ltd is to collect cash from the various banks, offices and business installations in the evening and again hand them over after making proper bundles in the morning.  The gang was equipped with deadly weapons and gas cutter for cutting the chest.  But to their bad luck, they could not do much due to timely intervention by

police. However the 5 members of this gang had already been arrested and the recovery has already been effected from them.              On 29.04.12 on receipt of secret information by Sh. V. Renganathan, Addl. C.P./West a team in the supervision of Sh. Pankaj Kumar Singh, ACP/Tilak Nagar and Sh. Sushil Kumar, SHO/Maya Puri, comprising members Const. Aditya Kumar No. 2780/W, Ct. K. Munday No. 1298/W, headed by Inspector R.N. Choudhary, Inspector Investigation PS Mayapuri was formed. The accused was tracked at Pinjor Haryana and Chandigarh but the accused smelled the rat and escaped from that place. Immediately on 04.05.12 the information was received to the Addl. C.P./West that accused has reached at his native place Village Reech Pura, PS Kurawali, Distt. Mainpuri, UP. On this   the same team headed by Inspector R. N. Choudhary was sent. On the direction of Sh. V. Renganathan, Addl. C.P./West and in the supervision of  Sh. Pankaj Kumar Singh, ACP/Tilak Nagar and Sh. Sushil Kumar, SHO/Maya Puri a trap was laid and on 06.05.12 accused Jaleel @ Shanu who is one of the master mind of this case has been apprehended and arrested.     INTERROGATION AND MODUS OPERANDI                         During interrogation, the accused Jaleel disclosed that the accused Jabbar Singh, Mukesh Kumar Yadav and Beer Bhan Yadav were the main persons of this dacoity. Accused Jaleel had made the plan. He surveyed the area and gave final touches to the planning and was actively involved in the execution. Their docoity bid was failed by the intervention of the guard and local police. Later on all of them escaped from the scene and evading arrest.              Staff involved in good work is being rewarded suitably.

TWO PROPERTY DEALERS WITH ILLEGAL SEMI AUTOMATIC PISTOLS HELD  

A person namely Sanjeev Kumar Midha S/o Sh. Raj Kumar R/o A-1/208 Paschim Vihar New Delhi (aged 30 Years) was travelling in Mahindra Scorpio No. DL 2CAB-8181 which was driven by Rajender S/o Mahender Singh R/o RZF-317, Nihal Vihar, New Delhi ( aged 42 years)    fired in air through his illegal Semi Automatic Pistol 9 MM 32 when  another vehicle Santro car driver did not give way to pass on outer Ring Road. Santro Car occupants informed the police picket and the accused persons were apprehended by the police team of P.S. Paschim Vihar, Delhi vide FIR No. 106/12 U/S 336 IPC R/W 25/27/54/59 Arms Act and vide FIR No. 107/12 U/S 25/54/59 Arms Act P.S. Paschim Vihar.

RECOVERY Two semi  automatic Pistols with 01 empty cartridge & 01 live cartridge  INFORMATION AND OPERATION 

On 14.05.2012 at 2.00 AM Sh. Nitin Sareen S/o Late Sh. Kamal Sareen R/o GH-14/972 Paschim Vihar N.Delhi along with his brother Rajat Sareen was proceeding towards his house in his Santro Car No. DL 4CM 2085 23.03.2012. When they reached near Bhera Enclave round about, a Scorpio car No. DL 2CAB 8181 came from behind which was being driven by a Sikh who was later identified as Rajender S/o Mahender Singh R/o RZF-317, Nihal Vihar, New Delhi and continuously blowing horn for side . The way to pass to the scorpio could not be provided due to insufficient space, the boy whose identity revealed later on as Sanjeev Kumar Midha S/o Raj Kumar Midha R/o A-1/208 Paschim Vihar New Delhi  sitting on front seat used filthy language and asked the driver to follow the santro. Rajat Sareen advised his brother Nitin sareen not to stop the vehicle and they turned their vehicle towards Peeragarhi Chowk and from Peera Garhi Chowk turned towards Bhera Enclave. They were followed by the Scorpio. At 2.15 AM When they reached near Distt. park Outer Ring Road, the boy open fired in air. Nitin Sareen accelerated the speed of santro and immediately stopped the vehicle near Police Picket Subham Enclave  and informed the staff deployed at Picket. In the mean time, Inspr. Anil Kumar Chauhan SHO/Paschim Vihar who was on night patrolling with his staff,  ASI Suresh, Ct. Satyaveer, Ct. Subhash, Ct. Ishwar and Ct. Gajraj, in Govt. Maruti Gypsy also reached and overpowered the occupants of Scorpio. One semi automatic pistol was recovered from the possession of Sanjeev Kumar Midha S/o Raj Kumar Midha R/o A-1/208 Paschim Vihar New Delhi. During search of vehicle, empty cartridge was also recovered from the Scorpio. Accordingly a case vide FIR No. 106/12 U/S 336 IPC R/W 25/27/54/59 Arms Act  was registered against Sanjeev Midha. During search of  driver Rajender S/o Mahender Singh R/o RZF-317 Nihal Vihar N.Delhi, another semi automatic pistol with live cartridge was recovered. Accordingly,  a case vide FIR No. 107/12 U/S 25/54/59 Arms Act was registered at P.S. Paschim Vihar. INTERROGATION 

During sustained interrogation, the accused Sanjeev Kumar Midha S/o Raj Kumar Midha R/o A-1/208 Paschim Vihar New Delhi disclosed that about 3 years ago, he came in contact with a person namely Pappu while dealing in property business. Both the arms were given by Pappu to him and he handed over one to Rajender. He acquired for safety as he deals in the business of property dealing in Dwarka & Bindapur.                           Staff involved in good work is being rewarded suitably.
