1 Before starting You have been selected by a partner university to come and study with us. You are very welcome here in Saint-Etienne.

With it humble size in comparison to other business schools in France, ESC Saint-Etienne is close to its students, which allows them to make their stay (either short or long term stay) enjoyable. The cultural diversity of the city, the proximity of Lyon (3 rd biggest city in France), of the southern beaches, of the skiing options in the Alps and being in the center of Europe makes Saint-Etienne very attractive for students.

ESC Saint-Etienne is proud to welcome foreign students we hope to have more and more international students.

This guide is meant to help you with everything you might need to know before arriving, and upon arrival in Saint-Etienne. Do not hesitate to contact us should require more information.

2 Arriving in Saint-EtienneSaint-Etienne is in the middle of France and Europe for that matter. To get to Saint-Etienne, the best way is to fly in Lyon Saint Exupéry (LYS) airport. Lyon is only 70 km away from Saint-Etienne. Once in Lyon Saint-Exupery, the new tram called RHONEXPRESS (www.rhonexpress.fr) can take you directly to the main train station in Lyon called LYON PART-DIEU. From there, there are two trains per hour going to Saint-Etienne Châteaucreux train station. Once in Saint-Etienne, someone from the school (either member of the international office or a student from one on our students’ union, the World ConneXion association, refer to point 3) will be there to welcome you (between 8:30 am and 5:00 pm only) and take you to your accommodation or to school (depending on the time and date of arrival). If you are coming by car, the school is situated at Exit 21 (call Rond-Point) on the A47 highway from Lyon. Please refer to appendix 1

from the 20th of December until the 6th of January

and is not opened on the weekend.

Don’t forget to fill the ARRIVAL FORM (refer to appendix 2) and send it back to us in order to be sure that your arrival is logged. Be aware that an arrival after 5pm in Saint-Etienne might cause you to have to take a hotel room for the first night of the entry in the chosen housing is not possible.

3 The world conneXion association (student union)

World connexion union is here to welcome and integrate exchange students coming to ESC Saint-Etienne, and provide them, help, and support throughout the duration of their stay with us.

We also wish to inform exchange students about everything linked to the school's daily life, in order to assure the best possible integration!

This year, we have been to the Gare de Châteaucreux to welcome students, we also have organised visits of Saint-Etienne and Lyon. We plan an integration party, and we are taking part in the cultural life of Saint-Etienne.

Once your application has been processed and accepted, you will receive by e-mail then by postal mail, your acceptance letter. This letter is important for the non-european students because it will allow you to pursue with your visa application. Be aware that the visa application to come to France is a lengthy process so it is really important to start it early. In most of the countries, you will have to follow the proceedings of CAMPUS FRANCE : www.campusfrance.org.

It is better if students apply for the visa called “VLS-TS- VISA d mention ETUDIANT”. Indeed, the immigration proceedings, as well as all administrative proceedings once in France, will be then easier. Please also note that the immigration proceedings will be finalized once in France with the OFII.

OFII: (www.OFII.fr) Office Français de l’immigration et de l’intégration) : this immigration proceedings is the normal ending of the Student Visa Application. This government agency will call you for a medical check in Lyon, as well as an interview with a government official. For this, please bring any medical information with you (immunization card, prescription card…). Il will give you a Resident’s permit in France (which allow you to get some rent reduction from the government).

5 Housing, house insurance and rent allocation (caf)

5.1 HousingWe have some partnerships with students’ residences. All the options are walking distance from the school.

Les ESTUDINES :www.estudines.fr This one is close to the main shopping centre of the town. Prices are OK – furnished and fully equipped (sheets, cutlery, crockery…)

Le LITTRE : littre.vitorygestion.com : it also quite close to the shopping centre too. The price are cheaper because the apartments are furnished but not equipped.

La TOISON D’OR: it also quite close to the shopping centre too. The prices are cheaper because the apartments are furnished but not equipped.

Residence CAP etudes cap-etudes.com it also quite close to the shopping centre too. The price are cheaper because the apartments are furnished but not equipped. You can borrow linen for free.

You can, of course, search for other solutions outside of these ones – please make sure to consider the prices and costs that might occur. Nevertheless, you will manage everything yourself (water, electricity, furnishment…)

One time costs: be aware that upon your arrival, your costs are going to be high. You usually have to pay: a deposit (1 or 2 months’ rent) : this deposit is refunded to you upon departure if your apartment is in good condition.

Admin fees : depending on what type of apartments you are looking at, the admin fees vary from 215 euros to 400 euros if you take a bigger apartment. These fees are “lost” as you don’t get them back.

5.2 House insurance From 60 euros to 200 euros per year depending on the size of your apartment. You have to pay a yearly insurance. If you stay less than a year, the extra money you’ve paid will be reimbursed to you. You will subscribe to the house insurance (and pay for it) during the orientation week.

Please refer to appendix 3 “Accommodation form”.

5.3 CAF (caisse d’allocation familiale/ family allowance fund) www.caf.fr : this government agency offers a rent reduction to the international students to help them pay for their housing . Assistance amounts are computed case by case, based on the rental amount, the student's resources, types of visa…. The benefit is not automatic or assured.

To help you obtain this discount, we will organize session of enrollment during the orientation week and you will have to bring:

copy of passport and visa, copy of the European card of health insurance or French social security certificate, copy of your birth certificate (translated in French by the consulate of France in your

country).

The accommodation allowance is attributed from the month following the date of entry into the accommodation. This means that you will pay your first month rent in full.For example: if you rent from 1st September. You will receive an allowance for the month of October.

5.4 Taxe d’Habitation - French Residence TaxThis is an annual residence tax imposed on the occupier of a property in which they were resident on 1st January of each year. If the property is your second home, even though you may not physically be resident on 1st January, the tax is still payable, provided the property is capable of occupation. Thus, the law assumes that if you have the right of occupation of the property and it is furnished and habitable, then the tax is payable. Liability to the tax has nothing to do with the amount of time you actually occupy the property. The tax demand is sent out towards the end of each year with a specified end date for payment, unless you elect to choose to pay on a monthly or annual basis by direct debit. You can also pay it via the internet, or by check;

6 Living expenses

6.1 Housing, electricity and waterHousing is 450 euros approx + water, electricity and utilities. The electricity fee depend on your consumption! Be aware that the more you spend, the more you will pay.

Please refer to Appendix 3 Accommodation form 6.2 Food costs It depends on the consumption and tastes of the students: we think that 60 euros a week is plently.

6.3 BooksThe school does not ask the students to buy the books for the classes. Those are available at the school library.

6.4 Local transportation Saint-Etienne is a mid-sized town and everything can be done on foot. A subscription to public transportation is about 40 euros / month (2012/2013).

Saint-Etienne is 70 kms from Lyon (45 minutes by train) and 2 ½ hours from Paris by high speed trains. A train ticket to Lyon is around 8 euros (for people under 25 years old) and a train tickets to Paris can cost between 30 euros to 100 euros (depending on the time of the year, and how in advance you book the ticket).

7 Social securityAll students under the age of 28 are required to take out the French Social Security health coverage whether they come to ESC Saint-Etienne for one semester or for one year. This is compulsory even if students have taken out insurance in their home country (even if asked by the French Embassy or by their home institutions). It is illegal for students to attend French schools if they do not have this coverage.

Exemptions: students from Europe who can provide, on arrival, the European Health Insurance card in their name and valid for the length of their studies at ESC Saint-Etienne. Private insurances cannot be accepted under any circumstances. Students over 28 years of age, please contact [email protected]

7.1 OPTION 1: You are able to provide the European card of Health insurance valid for the length of your stay in saint-Etienne

In this case, it is not necessary for you to be registered with the “French” social security. Please note that it is necessary for you to take out a private insurance policy for 100% reimbursement of your costs.

7.2 OPTION 2: you are NOT able to provide the European card of health insurance

In this case, registration with the Social Security health coverage is an obligation. We will help you to register during the orientation week, please provide the ESC with :

a copy of your birth certificate, certified by the Embassy or Consulate; a translation by an official is required

proof of identity (identity card, passport, residence permit, visa) the social security charges : 211 euros

MORE INFORMATION ABOUT STUDENT SOCIAL SECURITY IN FRANCE:The cost of medical visit in France is as follows: 23 EUROS for a general practitioner (doctor), 25 EUROS or more for a specialist (e.g. dermatologist, gynecologist, ophthalmologist, etc.), with a surcharge for home visits. Your Social Security centre reimburses you 70% of this sum, minus a flat-rate patient contribution of 1 EURO, which amounts to 15.10 EUROS for a consultation with a general practitioner.If you wish for a higher level of reimbursement, you need to take out complementary healthcare insurance. For 100% reimbursement of your costs, you must take out private cover (about 350/year, in France). You can take out a private health insurance in France or in your own country. In any case, you’ll have to be registered with the Social Security health coverage.

Your referring physician (general practitioner)In France, you are required to register with a referring physician (GP): this is the doctor you will see as a matter of course during your stay, and who will refer you to a specialist should the need arise.The referring physician (GP) plays a key role in the French healthcare system: you will need to inform the Social Security office responsible for your payments of your registration with a specific doctor using the form. If you fail to do this, your reimbursements will be reduced as penalties are applied.

8 Bank account / MoneyIt is advisable for all students to open a bank account in France, even if they are only staying for 1 semester. It is necessary for receiving health insurance reimbursements, the rent reduction (CAF), deposit (when you leave)… The world conneXion association negotiates a contract with a local bank each year so that international students can open and close an account without having to pay additional fees. You can of course chose another bank if you want.

MasterCard and Visa credit cards are accepted almost everywhere in France. The opening of an account allows you to obtain a credit card and a check book that are very largely used in France. We will help you to open it during the orientation week.

11 Course choices Please choose your courses before arriving in France. You will find in appendix 4 a blank learning agreement and in appendix 5 the “courses catalogue”.

12 Recognition of the mobility, transcript of records and grading scale

The learning agreement is concluded before the start of the mobility. It is signed by the student, the ESC and the sending institution. Only the courses included in the learning agreement are reported on the transcript.

Every student must pick up the transcript him/herself! The ESC SAINT ETIENNE will NOT automatically send your transcript to your home university. If the student’s exam grades are not yet available when you leave, please make arrangements with the proper office to have your transcript sent to you.The transcript will be available within 5 weeks at last.

The transcript includes the following information:

Course code Course name grade / 20 ECTS per course and total of ECTS

Grading scale ranges from 0 to 20, ≥16=very good excellent; ≥14-16=good; ≥12-14=satisfactory; ≥10-12= sufficient; <10 not satisfactory, unsufficient
