The 13th round of Phase-IV training of the mandatory Mid-Career Training Programme(MCTP) for IAS officers (2018) is scheduled from 24th September, 2018 to 19th October, 2018 atLal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie.

2. The current round of Phase IV training is being offered to the officers indicated below:

(i) Officers of 2003 batch (i" chance)(ii) Officers of 2002 batch (2ndchance)(iii) Officers of 2001 batch (3rd chance)(iv) Officers from 1991 to 2000 batches (on case to case basis)

3. Further, an officer who has less than three years of services after the year in which he/she has been slotted to undergo the Phase-IV of the MCTP would not be sent for the trainingand, therefore, the officers who are retiring before 31.12.2021 shall not be nominated for thecurrent Phase IV training programme.

4. A list of the officers falling in the eligibility zone (Le. after deleting the names of theofficers who are superannuating before 31st December, 2021), as per our database, is attached.Any discrepancy in this list may kindly be brought to the notice of Training Division, Departmentof Personnel and Training, Govt. of India, for corrective action.

5. All phases of the MCTP are mandatory and also entail advance planning in terms of tyingup with foreign/domestic partner institutions and faculty resources, apart from handling thelogistics connected to foreign visits etc. As per the IAS (Pay) Rules, 2016, undergoing the PhaseIV, MCTP is pre-requisite for drawing increments after completion of 16 years of service. A copyof the letter dated 01.02.2012 from Secretary (Personnel) to all Cadre Controlling Authorities,regarding complying with the provisions of the IAS (Pay) Rules, is enclosed for kind reference.Hence, timely release of the officers, who have enrolled 'on-line' for the Phase IV Programme, isextremely important and may kindly be ensured.

I, therefore, request you to kindly instruct all the officers, eligible for the Phase IVtraining this year, to enroll 'on-line' by registering on the linkhttp://intraias.nic.in/LoginArea/Login.asp by 20th August, 2018. You are also requested tocommunicate your consent for the participation of eligible officers, latest by os" September,2018. Dear Chief Secretary,

You mav be aware that a career-linked mandatory Mid-Career Training. .,Programme (J\.lCTP) for lAS officers was started in January, 2007 with the objective ofimproving their 'Next-level Competencies' at certain identified stages of their careers.The IAS (pay) Rules as amended, make successful completion of Phase-Ill, Phase-Ivand Phase- V of the MCTP a prerequisite for granting the career benefits of'Junior Administrative Grade', 'Super Time Scale' and 'Increment after 28th year orService', respecti vel y. to the officers ( relevant extract of notifica non enclosed) .

2. In order to strike Cl balance between the implementation of the above-mentionedmandatory provisions of the lAS (Pay) Rules and the difficulties being faced by theCadre Controlling Authorities (CC As) in relieving the officers due to administrativeexigencies, each officer is allowed three chances to complete each phase of the MeTP.

3. During the course of my review of the implementation of MCTP, I have observedthat the full capacity of the various Phases of the progranune is not being utilized asofficers are not being released by the CCAs. It has 2JSO come to my notice that theCC As have been granting the aforesaid career benefits to the officers without theirsuccessful completion of the respective phases of this mandatory programme which isnot in consonance with the IAS (Pay) Rules 2007.

4. ln view of the above, I would like to reiterate that it is mandatory for every IASofficer to complete the various phases of the MeTP at appropriate stages of their careerwithin the given three chances (preferably in the first yem it falls due) and that theofficers should be granted the career benefits only after they have successfullycompleted the respective phases of the MCTP thus complying with the provisions of theIAS (Pay) Rules, 2007.
