FINANCIAL REPORT: Evans presented an overview of the month-end March 2019 report. MONTH-END MARCH 2019

Revenue. Total revenue is almost $54,00 over year-to-date budget, mostly due to an unrealized gain of $48,946 in investments. Dues revenue, Publications and Contract Income are all slightly under budget while Continuing Education is over budget due to are when revenue from Legislative Day was budgeted (should have been in March and April instead of April and May). Libraries that were budgeted to pay their 2019 Institutional dues but have not include the Evergreen Community Library (Metamora), Sylvester Memorial Library (Wellston), and the Cleveland Heights-University Heights Public Library – which recently notified the OLC that it does not plan to pay dues in 2019.

Armstrong reported that she had spoken with Nancy Levine, Director of the CH-UHPL, who felt the $11,000 in Institutional dues are too much. Armstrong and Felton Thomas, Director, Cleveland Public Library, are meeting with Levin to discuss the issue.

Expenses. Total expenses are $11,120 over budget, mainly due to more than $15,193 in accrued staff vacation time. Almost all other expense categories are under budget or just slightly over – mostly due to timing of payments.

Overall, the year-to-date net change in assets is $42,864 over budget. The OLC’s net asset total is $1,761,792.

SEEBERG MOVED AND FIFAREK SECONDED APPROVAL OF THE MONTH-END MARCH 2019 FINANCIAL REPORT AS PRESENTED. MOTION PASSED UNANIMOUSLY.

NOMINATIONS Tepe reported that there were relatively few self-nominated candidates. COMMITTEE REPORT for the 2019 Board elections. Kellen Freeman will be a candidate for the

MLIS position against Armstrong; Lauren Hagen will be a candidate for one At-Large position against Brehm-Heeger, as they are both from metro libraries; Ronnie Choudhary will run against Seeberg and to ensure representation from northwest Ohio, Jed Griesz will run against Sarah Clevidence.

WHITAKER MOVED AND HERRICK SECONDED THE NOMINATION COMMITTEE’S RECOMMENDATIONS FOR ELECTION TO THREE-YEAR TERMS BEGINNING IN JANUARY 2020. MOTION PASSED UNANIMOUSLY.

REPORTS FOR Citizen of the Year Award. Evans noted that the Board is responsible for DISCUSSION identifying nominees and selecting the winner of the OLC Citizen of the

Year Award. A call for nominations will be published in Access, ThisWeek and posted on the OLC website. The selection will be on the agenda for discussion/action at the July 19 meeting.

OLC Professional Development Committee. The Professional Development Committee identified the three stand-alone events for 2020: Service for All (May, central Ohio); Multiple Literacies (June, southwest Ohio); and Innovation (August in northwest Ohio).

On-Demand Education. Members of the Professional Development Committee will meet with the On-Demand Education Committee to review

progress on the project. Guidelines for on-demand education include: themed topics; elicit content from membership; formats including podcasts, videos, and webinars; the Professional Development Committee will support the On-Demand Education Committee’s efforts and oversee its outcomes.

In response to a comment by Rubin about who no conferences are planned for northeast Ohio, Hensley explained how conference sites are moved around the state and selected. She also noted that the 2019 Safety and Security Conference will be held at the Holiday Inn – South Cleveland (Independence) on Oct. 9.

OLC FINANCIAL Brian Moore, the OLC’s investment advisor at Morgan Stanley, presented INVESTMENT REPORT an overview of the OLC’s short- and long-term investments. In his

portfolio review, he a gave a brief snapshot of both of OLC’s accounts, including the $500,000 in certificates of deposit that have “laddered” maturity dates, a short-term reserves account that includes low-risk mutual funds, and the TRAK or long-term account that includes assets invested in relatively conservative equities and fixed income accounts.

Moore reported that through the end of April, the value of the TRAK account has had a net increase of about 7.25%. Overall, market equities are up about 18.25%. Moore reminded the Board that 2018 was the first year every major investment class under performed under. However, by the end of December, the market was up almost 11,000 points, and from January – April 2019 the overall value of the stock market continued to increase.

Moore assured the Board that the OLC’s account is balanced per the investment policy. In response to a question regarding possible investment modifications, he recommended no changes at this time. The CD portfolio it is totally appropriate to spend down in times when you don’t have as much cash flow. Overall, the OLC’s investment position is very conservative by design.

In response to a question from Rubin, Moore commented that the returns on the OLC’s long-term investments are typically not going to be similar to the S&P 500 because of the relatively conservative nature of the investments. However, he could create a benchmark using another group of funds in order to show comparative returns.

Tepe commented that he would like to see, particularly for the long-term TRAK account, details regarding the investment philosophies, as well as examples and historical policies, and the projected volatility if the investments were more aggressive.

Moore also addressed Rubin’s questions about management fees and clarified how transaction costs are handled when trades are made within the investment funds.

Brehm-Heeger referenced Board discussions in 2009-10 when there was the possibility of using the investment accounts to possibly sustain operations during the downturn in library funding and decreases in institutional dues.

Evans reminded the Board that the OLC’s operating philosophy is to have an amount equal to at least six months of operating expenses invested at any given time to serve as a “rainy day” fund. If the invested funds exceed that level, it is the Board’s discretion to use the excess money to fund specific projects or activities.

The Board asked Moore to attend the Board meeting on July 19 to provide additional information about the performance of comparative funds and the projected risk if the OLC were to get more aggressive with its investments.

OLC EXECUTIVE Tepe presented a brief overview of the Executive Director search DIRECTOR SEARCH process, including interviews with that were conducted on April 23 with

the three final candidates. Notes from those interviews will be shared with the entire Board during the Executive Session.

STATE LIBRARY In addition to her written report, Cain reported on the following: REPORT

State Library Board Resignation/Appointment. Missy Deters from Cincinnati has resigned as a member of the State Library Board of Trustees. The State Library has been asked to present to the State Board of Education four possible candidates to fill the open position. The hope is to have the new Board member in place by July or October.

State Library Budget. The State Library’s FY20-21 budget, including OPLIN, remains flat. At the federal level, President Trump has again zeroed out the IMLS budget. However, the House of Representatives has increased the IMLS funding by $20 million, including $17 million in grants. The Senate probably will not be as generous.

State Library Board Meeting. The Board approved an LSTA grant for $1.5 million to support the Ohio Web Library, and approved subsidies for Blind and Regional Libraries..

ILS Grants. ILS grants were presented to the Wilmington Public Library to join COOL and the Logan-Hocking County District Library to join the Ohio Valley Library Consortium. There are about 40-50 public libraries that are running stand-alone ILS systems.

SLO Board Resolution. The State Library of Ohio Board passed a resolution recognizing Doug Evans for his 17 years as the OLC’s Executive Director. Cain asked to be on the agenda at the reception on June 14 to make the presentation.

CHAIR’S REPORT Armstrong reported that she attended all of the Trustee Dinners and the OLC Community Engagement Conference. She complimented the OLC staff and thanked them for their efforts.

OPLIN REPORT Complementing his written report, Yarman reported on the following:

Infrastructure Specialist. This new OPLIN staff position replaces the former Digital Services Manager position. The Infrastructure Specialist position is open for a few more weeks.

State Library Board Meeting. In addition of the renewal of the LSTA grant, Yarman reported the genealogy resources and Lynda.con are in three-year agreements. The State Library Board appointed Travis Bautz (MidPointe) and Hilary Prisbylia (CLEVENET) to initial terms on the OPLIN Board replacing Michael Penrod and Joseph Greenward who are at the end of their second OPLIN Board term.

LinkedIn Learning. LinkedIn has already merged the commercial side of Lynda.com into its newly-branded “LinkedIn Learning”. Users will be required to log into the video training collection through a LinkedIn account. They have not yet provided OPLIN with the patron transition experience, but OPLIN will be announcing a webinar containing more information soon.

Several Board members expressed concerns about users of the new LinkedIn Learning being required to have LinkedIn account profiles, which creates issues with patron privacy and the appearance that the library service is now connected to a commercial vendor. Yarman commented that some libraries are being used to beta test the new process. He and OPLIN Content Advisory Committee are reviewing LinkedIn’s policy on terms of use.

EXECUTIVE DIRECTOR’S Evans reported that this was his 101st and final Executive Director’s REPORT report. He expressed his appreciation to Armstrong for traveling around

the state to attend all four Trustee Dinners. The Board would like a comparison of the attendance from 2019 and 2018. Evans will provide these numbers.

Ohio Opioid Education Alliance. Evans expressed his appreciation to Jacobsen for building a website for the Ohio Opioid Education Alliance. The OLC is working with Andrea Lewis, account executive with Paul Werth Associate who handles the creative work for the campaign, to produce a webcast to instruct libraries on how to use the public education materials.

Staff Anniversaries. Evans acknowledged that Jacobsen’s third anniversary on the OLC staff on March 28 and Ro Swanson’s 19th anniversary on the staff was on May 8.

Ohio Legal Help Website. The Ohio Legal Help project set out to create an online source of information to help all Ohioans access the civil justice system and provide plain language legal help information. Since many users would access the website through their local public libraries, the work group invited the OLC to be involved in the website creation. Megan Sheeran, Reference Librarian at the Upper Arlington Public Library and member of the Reference and Information Services Division, participated in the creation of the website. It’s now in the testing stage. Megan will now transition to serving on the new committee that will oversee the ongoing development and promotion of the site.

GOVERNMENT AND Francis reported on the following: LEGAL SERVICES REPORT

Public Library Fund. The May PLF distribution far exceeded estimates based on the state tax receipts in the key month of April and tax filing season. The personal income tax came in about 40% over estimates.

Legislative Day. The OLC’s Legislative Day was a huge success. There were approximately 300 attendees. Governor Mike DeWine addressed the capacity crown in the Statehouse Atrium and praised public libraries as the center of Ohio’s communities. Senate President Larry Obhof and Minority Leader Kenny Yuko also spoke about the impact libraries have on Ohio’s workforce.

Library Levy Issues. Voters approved all five public library issues on local ballots. The passage rates should show legislators they should be spending money on libraries.

HB 166 - State Budget Bill. The House passed its version of the FY2021 budget on May 9, and maintained the PLF at the current level of 1.68%. Michael Penrod, Director, Wood County Public Library and whose State Senator is Theresa Gavarone, testified on behalf of OLC. The OLC received good press and good social media coverage. The OLC is still asking the Senate to increase the PLF to 1.7% of the GRF. Testimony before the full Senate Finance Committee will occur in the next few weeks. New talking points and a call-to-action will be going out to OLC members.

During the First Lady’s stop at the Perry County Public Library last week, a little girl gave a speech about the library and its programs. Her mother went on to say that the library saved them between $5,000-10,000 per year through programs and services. Both have been invited to join the OLC during its testimony before the Senate Finance Committee. Senate amendments are due on Wednesday.

There have been extensive conversations with the First Lady about Books from Birth program. They are hoping to partner with some libraries in areas where it doesn’t currently exist.

The OLC’s Government Relations Committee and Legislative Network has been invited to host its next meeting at the Governor’s mansion, and discuss with Mrs. DeWine how libraries can be partners in her goals for childhood literacy.

EDUCATION REPORT Hensley reported on the following:

Community Engagement Conference. Attendance at the Community Engagement Conference was 180 and attendees’ evaluations indicate it was successful. Hensley acknowledged Tepe for his keynote presentation and Armstrong for her participation on one of the discussion panels.

Professional Development Committee. The Professional Development Committee conducting a review of the Library Core Competencies, which were last reviewed in 2014. A subcommittee has been established to handle the project.

“Re-IMAGEing Ohio’s Libraries” – Joint Library Association Conference. The event will be held at the OCLC Conference Center on June 14. At last count, 43 people had registered. The goal is 150-200.

2019 Convention and Expo. Planning for the events continues with the Program, Local Arrangements and Expo Committees.

Education Event Planning Manuals. The first draft of the Convention and Expo Planning Manual is being edited. Kim DeNero-Ackroyd and staff have begun work on a second planning manual for the stand alone events. The first draft if expected by the end of May.

Other Events. The first session of the New Directors Workshop series was held on May 8. Registration for the Library Facilities Conference will open on June 1.

EVENTS MANAGEMENT A written report was provided by Gandee. REPORT

Hensley reported on the status of the site for the 2021 OLC Convention and Expo. Originally Toledo bid on hosting the Convention in 2020 but said the same bid would be honored if the OLC committed to hosting the event in 2021. That offer has since been withdrawn. During a staff site visit on April 2, the Seagate Convention Center is much the same condition as the last visit, the Park Inn had even fewer renovations, but the new Renaissance Hotel would be a very goof host hotel, despite being 2+ blocks from the convention center. The proposed rate is $169/night. Unfortunately, the Renaissance can only commit 175 guest rooms, which is not enough to accommodate attendees on peak nights. Therefore it will be necessary to contract with another property to accommodate attendees who are unable to book at the Renaissance.

The Park Inn still has made no updates but continues to promise they will be made. However, a new Hyatt Place/Hyatt House is being planned for construction adjacent to the Park Inn and convention center. The projected date of completion is 2020 and it will be managed by the same group that manages the Renaissance.

Staff recommends that the OLC commit to hosting the 2021 Convention and Expo in Toledo, using the Renaissance Hotel for 175 rooms and the new Hyatt as overflow. Evans noted that Board action at this point would request contracts for negotiations so that the event can be put on the hotels’ and convention center’s books. Staff will report back at the July board meeting on the negotiations and, if appropriate, request Board approval.

TEPE MOVED AND HERRICK SECONDED TO SECURE TOLEDO FOR THE 2021 OLC CONVENTION BY MOVING FORWARD WITH REQUESTING THE THREE CONTRACTS FROM THE SEAGATE CENTER AND THE RENAISSANCE AND HYATT HOTELS, FOR THE DATES ARE SEPT. 29 – OCT. 1 OR OCT. 6-8; AND STAFF SHALL REPORT BACK AT THE JULY 19 BOARD MEETING. Promotion of Libraries. In the last two months there have been many opportunities to promote library events. The OLC experienced its highest level of Twitter activity, with over 33,000 impressions. Many legislators retweeted OLC postings.

Ballot Issues – May 7. The passage of all five library levies received significant media coverage around the state. Reporters continue to be impressed by the passage rates of library ballot issues.

Convention Microsite. The Convention micro-website is live and includes information about hotel accommodations. A save the date postcard will be sent by the end of May.

Testimonials. The Membership Committee provided testimonials regarding the benefit of OLC individual membership. An article in Access requested more testimonials. They will be incorporated into the membership page of the OLC website.

White Paper. A “Restore the PLF” white paper has been added to the advocacy tools on the website.

MEMBER SERVICES D’Andrea reported on the following: REPORT

Directors’ Survey. A survey was sent to all library directors requesting information about their policy/practice for paying for OLC Individual membership dues for staff. To date, 142 library directors have responded to the survey, indicating: 33 libraries pay partial dues; 77 libraries pay all dues; and 32 libraries paying no dues. A letter of thanks was sent to for directors of libraries that pay all or partial dues, and copied to the library board president,

Nominations and Elections. Division action council slates are being completed. OLC Board candidates will be contacted next week requesting biographical information and position statement.

Awards and Honors. A total of 19 Awards and Honors nominations have been received. The Awards and Honors Committee is scheduled to meet on June 7 to discuss all nominations and will prepare a list of recommendations to present to the Board at the July meeting.

ANNOUNCEMENTS The next meeting of the OLC Board of Directors is scheduled for July 19, 2019.

Armstrong noted that Doug’s retirement reception is on June 14 from 3:30-5:30 at the new Dublin Branch of the Columbus Metropolitan Library. All Board members are encouraged to attend.

Process

On June 11, 2019, OLC received an email from PLA informing us that PLA was looking at sites for its 2024 Conference, and Columbus, OH, was at the top of the list for the dates of April 3 – 6, 2024. As part of the process, PLA was seeking cooperation from the host state chapter, as well as all of the contiguous state chapter associations.

At the end of June, both the PLA and ALA Boards approved the site recommendation and dates. Final approval is contingent on receipt of approval letters from the state chapters.

POLICY TITLE ACTION PLAN FOR AN UNPLANNED TEMPORARY ABSENCE OF THE EXECUTIVE DIRECTOR

Date Adopted July 19, 2019

In order to ensure the continuous coverage of executive duties critical to the ongoing operations of Ohio Library Council and the services to its members, the Board of Directors shall enact the following policy and procedures in response to an unplanned and extended absence of the Executive Director. While the Board acknowledges that such an absence is highly improbable and certainly undesirable, it also believes that due diligence in exercising its governance functions requires that it have an emergency executive succession plan in place. It is expected that this plan will ensure continuity in member services, external relationships, organizational operations, and staff functions.

Priority functions of the OLC Executive Director The following key functions of the Executive Director include:

1. Serves as the organization’s principal executive leader, representative, and spokesperson in theOhio public library community.

2. Supports the Board of Directors through:a) ensuring integrity and strength of Board leadership and addressing issues around clarity of

role, governance, bylaws/policies, corporate structure, and membership;b) assisting with recruitment and orientation of new Board members;c) preparing Executive reports to Board of Directors and Executive Committee; andd) planning and attending Board meetings and various Board Committee meetings.

3. Convenes and leads the OLC staff.

4. Oversees the recruitment, screening, selection, and evaluation process of staff.

5. Implements the organization’s existing short-range and long-range program and project goals.

6. Establishes budgetary plan and oversees financial operations.

Notification of Absence In the event of an unplanned absence, the Executive Director is required to immediately notify the Chair of the OLC Board of Directors and staff person(s) as designated in the following action plans. If the Executive Director is incapacitated and unable to personally provide notification, information regarding Executive Director’s absence shall be provided to the OLC Office Administrator by his/her spouse/partner or immediate family member.

Action Plan: TEMPORARY, SHORT-TERM UNPLANNED ABSENCEA temporary absence is one of three (3) months or less, after which the Executive Director is expected to return to his/her position once the events precipitating the absence are resolved. An unplanned absence is one that arises unexpectedly, in contrast to a planned leave, such as an extended vacation or a sabbatical.

Upon notification of the Executive Director’s temporary unplanned absence, the Board of Directors authorizes the Executive Committee to implement the following action plan:

1. Notification of OLC Staff: The OLC Chair shall officially notify all members of the OLC staff ofthe Executive Director’s temporary absence.

2. Notification of OLC Board of Directors: The OLC Chair shall officially notify all members of theOLC Board of Directors of the Executive Director’s temporary absence.

3. Meeting of Executive Committee: As soon as possible, the OLC Chair shall convene a meetingof the Executive Committee to affirm the procedures prescribed in this plan or to makemodifications the Committee deems appropriate.

4. Assignment of Acting Executive Director and Management Responsibilities: As affirmed by theExecutive Committee, OLC staff members shall assume the following roles:

A. Acting Executive Director. The Director of Government and Legal ServicesCommunications shall assume the position of the OLC’s chief executive officer,responsible for supporting the activities of the Board of Directors, management of staff,and chief spokesperson for the organization.

B. Office Operations Manager: The Acting Executive Director, at his/her discretion, shallappoint a staff member who will be responsible for the management of the dailyfunctions of the OLC office, support staff assignments, and allocation of resources forcompletion of tasks. This individual assumes authorization as the primary checksignatory and assigns a secondary check signatory.

C. Financial Manager: The Accounting/Data Services Manager shall assume theresponsibility for oversight and management of the OLC’s financial activities, includingall receipts and payables, commercial banking, and investment management.

D. Other Staff Responsibilities: All other management and support staff personnel shallcontinue in their current responsibilities as well as provide supporting roles as deemednecessary by the Acting Executive Director.

E. If any of the individuals identified above is unable to serve in their assigned roles forany reason, the Executive Committee may consider alternative assignments, includingdividing responsibilities among the designated appointees.

5. Organizational Documents, Key Contact Information. Staff members and the Chair of the OLCBoard of Directors shall access and use key contact information that has been documented andprovided by the Executive Director to maintain organizational operations, including:

A. Organizational Documents: e.g., Articles of Incorporation, IRS Letter of Determination,Code of Regulations, Strategic Plan, etc.

B. Key Contact information: e.g., legal counsel, commercial banker, investment advisors,corporate insurance agent, financial auditors, employee benefit providers, officebuilding management, corporate leases, etc.

These documents will be provided to the designated Acting Executive Director and to the Chair of the OLC Board of Directors when he/she assumes the role each year.

6. Communications Plan: As soon as possible following the notification of the Executive Director’sabsence, information regarding the Executive Director’s temporary absence and theimplementation of the action plan shall be provided to:

A. All OLC members

B. OLC Business Partners: e.g., Sourcing Alliance, CareWorksComp, CareWorksMCO

C. External stakeholders and partners: e.g., American Library Association, State Library ofOhio, Regional Library Systems, State Library Associations, OhioNet, Ohio Society ofAssociation Executives

7. Compensation: Any additional compensation provided to the individuals who assume additionalresponsibilities during the absence of the Executive Director shall be at the discretion of theExecutive Director, in consultation with the Executive Committee, upon return from his/herabsence.

Action Plan: LONG-TERM UNPLANNED ABSENCE A long-term absence is one that is expected to last more than three (3) months. The procedures and conditions to be followed shall be the same as for a short-term absence with the following one addition:

The Executive Committee will give immediate consideration to whether OLC should engage an Acting Executive Director from outside the organization. If it is determined that a staff member shall serve as the Acting Executive Director, the Executive Committee and Acting Executive Director should evaluate the need to temporarily backfill the management position left vacant by the Acting Executive Director. This is in recognition of the fact that, for a term of more than three (3) months, it may not be reasonable to expect the Acting Executive Director to execute the duties of both positions. The position description of a temporary manager would focus on covering the priority areas in which the Acting Executive Director needs assistance.

Any additional compensation provided to the individual(s) who assumes additional responsibilities during the absence of the Executive Director shall be at the discretion of the Executive Committee.

Action Plan: PERMANENT UNPLANNED ABSENCEA permanent absence is one in which it is firmly determined that the Executive Director will not be returning to the position. The procedures and conditions shall be the same as for a long-term temporary absence with one addition:

The Board of Directors shall appoint a Transition and Search Committee to plan and carry out a transition to a new permanent executive director.

Per the Board’s direction, we have fully investigated the options for the 2021 OLC Convention and Expo to take place in Toledo, Ohio. The dates available for 2021 are Oct. 6-8, 2021.

Toledo Ohio’s SeaGate Convention Center provides adequate space and an acceptable price point. During our last site visit on April 2, we saw continued renovations and heard about many more that are planned to be completed by the time we come. It is definitely acceptable for our meetings and exhibit space. The rental fee is $13,000.

The new Renaissance Hotel about two blocks down the street from the Convention Center. It is open now and it truly exceeds the expectations we had when we visited in 2017 while it was still being renovated. OLC would be the primary, if not only, group in the hotel as we would take the maximum number of sleeping rooms they are willing to commit to us. They are offering us up to 175 rooms per night so we would still need an overflow hotel. They are offering us a rate of $165.

We have two options for the overflow block of approximately 70-90 rooms that we need:

1. Since our visit a very big announcement was made and that is that the shell of a buildingwhich is also attached to the SeaGate Convention Center has been purchased and will beopened by 2021 as a dual brand of Hyatt Place and Hyatt House. The managementcompany for the new Hyatt property is also the management company for the Renaissance.The company is FHG, Inc. They are not yet capable of selling space formally. But they havesubmitted a written statement indicating that they “…are committed to providing OLC firstright to bid for the dates requested on the condition that the hotel is open on or prior to thedates requested and that it is managed by FHG.” They are not quoting any rates.

2. The Park Inn is also connected to the Convention Center and is the hotel we have used inthe past when OLC has held the event in Toledo. We’ve always needed an overflow hotel asthe Park Inn has only even been able to commit 200 rooms and we need at least 250 on twopeak nights (Wednesday and Thursday). For 2021 they are telling us they can commit all250 rooms. They are promising big renovations. We saw only a very few and are notconvinced that they have the projects on track at all – even by 2021. They are offering us arate of $129 - $139 depending on when we sign a contract.

Additionally the Convention and Visitor’s Bureau, Destination Toledo, is offering OLC a rebate based upon room night consumption. They are offering $5.00 per room night back to OLC which can be used at our discretion. This money could be used to hire shuttles to transport attendees between the hotel and the SeaGate Convention Center during peak times.

It is the recommendation of staff the 2021 OLC Convention and Expo be held in Toledo, Ohio, Oct. 6-8. It is recommended that the SeaGate Convention Center be the site for all meetings andexhibits associated with the event. Our recommendation is that that the Renaissance Hotel be

contracted as the headquarter hotel and that the Hyatt property being built be contracted as the overflow hotel for guest rooms.

If the Hyatt property is either not built and / or not managed by FHG, OLC’s back-up position would be to get the overflow sleeping rooms needed at the Park Inn.

We currently have contracts for both the SeaGate Convention Center and the Renaissance Hotel in hand and they have been reviewed by Experient and they have included their standard protection language into the contracts. The contracts are now being reviewed by OLC’s legal counsel.

Assuming the language Experient added as well as any changes our legal counsel advises are accepted, it is requested that staff can sign the two contracts (SeaGate and Renaissance.)

Sharing our Stories September 25-27, 2019 Duke Energy Convention Center, Cincinnati, Ohio

Executive Summary Planning for the 2019 Convention and Expo has been proceeding smoothly, thanks to the leadership of committee chairs, Trinity Lescallett, Kathy Bach, and Steve Moser.

The basic schedule is very similar to previous years, including a keynote speaker each day, LIBChats on Wednesday and Thursday and 70 one-hour break-out sessions; this is an increase of 4 program sessions from past years. For this year we have done something a bit different with LIBChats. We have invited several past Awards and Honors winners to speak about their work, the actions that resulted in the award for them or their library, and outcomes for them or the library from receiving the award. We are also able to offer a bookstore at the convention again.

Below is a brief summary of committee planning to date.

Choose to Read Ohio

• Choose to Read Ohio (CTRO), a project of the State Library of Ohio and Ohioana Library, encourages public libraries, schools, families, and others to build a community of readers and an appreciation of Ohio authors, illustrators, and literature. CTRO produces a biennial booklist, selected by Ohio educators and librarians, to spotlight the diversity and quality of Ohio literature.

• The new 2019 & 2020 CTRO booklist features 20 notable titles for all ages by Ohio authors and illustrators, including Wil Haygood, Mary Doria Russell, Mindy McGinnis, Dav Pilkey, Brenda Woods, Pat Mora, Cynthia Rylant, and others. Download and share the booklist on the CTRO web page.

• Readers’ toolkits for the books on the new CTRO booklist are being posted to the CTRO web page. Twelve new toolkits are available now; the others are in development and will be posted as available. Each toolkit includes an author biography, discussion questions, activities, and links for further exploration of the book’s themes, topics, or setting.

Floyd’s Pick Book Award

• Floyd’s Pick Book Award is given in memory of children’s literature expert, advocate, and librarian Floyd Dickman. It is awarded annually to a book written by an Ohio author or illustrated by an Ohio illustrator that is representative of high-quality literature created for children, to carry on the legacy of Floyd’s work to support and share children’s literature.

Guiding Ohio Online

• Guiding Ohio Online is a State Library administered competitive LSTA (Library Services and Technology Act) grant. The purpose of the grant is to allow libraries in rural Ohio to hire a dedicated technology trainer for their library. The technology trainer is hired as an independent contractor in a full- or part-time capacity depending on the needs of the library for a one-year period.

o The application period for the 2019-2020 Guiding Ohio Online grant closed on May 19, 2019. Applicants are currently being reviewed, and grant recipients will be notified in late July.

• The 2019 ILEAD USA – Ohio cohort met for their second (of three) three-day, in-person sessions at Mohican State Park Lodge & Conference center. Attendees had time to work in their individual groups on their identified team projects, as well as hear from speakers on topics such as diversity and inclusion, mindfulness, adaptability, and leadership. Additionally, attendees honed their public speaking skills through giving Pecha Kucha-style technology-related PowerPoint presentations.

The committee also developed an infographic/fact sheet to encourage libraries to participate in the USDA’s Summer Food Service Program (SFSP) and other summer meal opportunities.

OPLIN Infrastructure Specialist Mandy Knapp’s “Digital Services Manager” position was replaced with a position specializing in Linux server administration and network support, and we’re pleased to welcome Jessica Dooley to the OPLIN office team. Most recently, Jessica was the IT Specialist/Access Services Coordinator for the Adams County Public Library, and her Linux expertise is steeped in the support of frontline library services. Jessica starts Monday, July 22. LinkedIn Learning

The Louisville Public Library will be Ohio’s first test for the transition from Lynda.com onto the LinkedIn Learning platform. They have few patrons actively using Lynda, and as a Sierra library they use Patron API authentication rather than the generic SIP protocol. We have won some token concessions out of LinkedIn, such as extending the pre-migration notice to patrons out to 30 days, and changing the wording on that notice so it no longer says the change is at the library’s request. In addition to the data privacy objections many librarians have with LinkedIn’s move, there are practical problems specific to the statewide nature of OPLIN’s contract. I can share details at the meeting. Drupal 8 The first libraries to have their OPLIN-hosted webkit sites upgraded to Drupal 8 are poking around to make sure everything works as desired, and they should go live within a couple weeks. Around that time, the OPLIN website will also launch a redesign running on the new Drupal version.

Professional Development Committee The PDC’s next regularly scheduled meeting is Aug. 8. The PDC developed a sub-committee to review the Ohio Public Library Core Competencies as it has been 5 years since they were last fully reviewed. They met on June 26. There were a number of changes suggested. The committee is putting a revised version of the Core Competencies together and will share a report with the full PDC at their Aug. 8 meeting and with the OLC Board of Directors at the September meeting. Liaisons continue to meet with their assigned divisions and with planning committees for events. A sub-committee has been developed to work more closely with the On-Demand Education Committee. The sub-committee met on July 2. The results of the Community Engagement Conference have been added to the history database that the PDC continues to maintain. The sub-committee appointed to work on the Certification Luncheon at the Convention and Expo determined that they will invite Charis Weible to be their guest speaker. Ms. Weible is a costume designer, shop manager, and teacher based in the Dayton area. She serves as the head of wardrobe for live entertainment at King’s Island. She also coordinates various freelance costume design projects and serves on the music and staff at Grace United Methodist Church. 2019 OLC Stand Alone Conferences/Initiatives Community Engagement Conference (May 15, 2019 – OCLC Conference Center)

On-Demand/Self-Directed Online Education Committee (Ongoing) x Chair: Maria Fesz, Content Specialist, Overdrive x In 2018, the PDC recommended the formation of a new committee to direct on-demand

education. The committee has formed and preliminary work began in 2019. Guidelines for on-demand education could include themed topics; elicit content from the membership; include formats that include but are not limited to podcasts, videos, and webinars; content could be released at the same time (asynchronous instruction); consideration will also be given to the possibility of having content be accessible to individual and institutional members for FREE; In 2020, the PDC will support the On-Demand Committee’s efforts and oversee its outcomes more. Members of the PDC and the OLC staff will attend their first in-person meeting on July 17.

Joint Conference of Library Associations in Ohio (June 14, 2019 – OCLC Conference Center)

x Theme: Re-IMAGEing Ohio’s Libraries: A Collaborative Event for the Staffs of Ohio’s Academic, Public and School Libraries

x 120 library staff attended the event; this included public, academic, school and special library staff members. Kay Coughlin, CEO of Facilitator on Fire, served as the planning consultant as well as the onsite facilitator for the daylong event that featured programs and experiences to improve Ohio’s library workforce, facilitate partnerships, and support initiatives that improve the capacity of librarians and staff to improve their knowledge and skills. With keynote presentations, panels and networking activities, the attendees reported that they felt more connected to others in their community – both locally and throughout the state with all libraries. The LSTA grant that was received allowed us to keep the cost to a minimum. OhioNET also partnered with event planners to manage attendee registrations. The final LSTA grant report is due to the State Library in September.

2020 OLC Stand Alone Conferences A call for committee members and specifically those interested in being considered as Chairs for the 2020 events was published in ACCESS on June 12. The original deadline for the submission of names was June 28. This deadline was extended to July 22 in order to give members more time to see the opportunity and consider volunteering. The Appointments Committee of the Board will select the Chair for each event in late-July or early-August. The plan is to be able to conduct an orientation meeting with the Chairs so they can appoint their full planning committees for the events prior to Leadership Conference which will be held on Oct. 30. It is also a possibility that the Service for All Conference may hold its first planning meeting prior to Leadership.

Local Arrangements and Expo Committees - The Local Arrangements and Expo Committees continue to meet monthly for the planning of the convention. The Local Arrangements Committee is planning the Thursday evening events that will include a reception at the main downtown library, the Ultimate Library Live Trivia Contest, the Board Game Gallery and the Hootenanny. They are also in charge of our convention book store, author signings and the hospitality and registration desks. The Expo Committee members are currently making phone calls to potential exhibitors. As of 7/10/19 (53) booths have been rented. A confirmation packet has been sent to exhibitors. The formal exhibitor prospectus has been mailed to potential exhibitors twice. A mailing was also sent to professional organizations and state agencies offering a reduced exhibit rate. Government Relations

• State Budget – the OLC website and the Library Funding microsite (libraryfunding.olc.org) were updated at each step of the budget process. New advocacy tools were created and posted for use with the House and Senate Leadership as well as the Conference Committee. “Call to Action” e-mails were sent and the home page of the OLC website continues to have a direct link to state funding information and updates.

• Ohio Department of Education - The ODE re-ran the OLC’s guest blog article on its website.

“Libraries Help Fight the Summer Slide” highlighted the benefits of summer reading programs, ways libraries keep students learning, and included information on summer feeding sites at Ohio’s public libraries. ODE promoted this article on all of their social media platforms.

Convention and Expo

• A promotional SAVE-THE-DATE postcard was mailed on May 27 and a brochure will be mailed on July 22. Articles about keynote speakers have appeared in Access, the OLC website and social media pages. Development of the Convention & Expo app and website (conventionexpo.olc.org) is underway. Registration will open later this month.

• OLC Connects!

An e-mail was sent to all Division Coordinators to prepare collateral materials for the OLC Connects! area in the Exhibit Hall. Brochures, bookmarks, posters and other materials will be created to promote Division membership and activities.

Education Promotion

• New Directors Workshop series continues to be promoted in Access, social media and the OLC website.

• Re-IMAGEing Ohio’s Libraries (collaborative event with academic and school libraries) was promoted in Access, social media, and the OLC website. A targeted e-mail was sent to promote the event.

• Library Facilities Conference continues to be promoted in Access, social media, and the OLC website. Targeted e-mails were sent to the Management and Administration Division and library branch managers.

targeted e-mail will be sent on July 23. Division/Committee Projects

• Information on voting for OLC Leadership was included in Access, This Week and on the OLC website.

• The Children’s Service Division sent out an e-mail promoting their statewide mentoring program. The Division Action Council will match mentors and protégés in July. The Division also sent out its quarterly e-newsletter. 260 people opened this e-mail (51%).

• A Call for Event Chairs and Planning Committee members for the 2020 Professional Development conferences was posted to the OLC website and covered in Access.

• Information on dues proration was shared in Access and on the OLC website.

• The Certified Public Librarian and Certified Public Library Staff certification holders were

listed in Access and on the OLC website. Media Coverage

• A statement from the OLC Board of Directors was written to address comments and questions surrounding LGBTQ events at public libraries. The statement was quoted in the New York Times (“Drag Queen Story Time Continues Its Reign at Libraries, Despite Backlash” June 6, 2019). The issue was covered by other national publications and websites as well as state and local media outlets.

• Several radio stations and newspapers covered Ohio’s public libraries who stepped in to help their communities after severe storms and tornadoes hit parts of Ohio over the Memorial Day weekend.

• A news release was sent on June 5 to announce OLC’s new Executive Director.

Individual Membership The Individual Membership count as of July 8, 2019 is 2,399. By comparison, the 2018 July 03 total was 2,328. The OLC Individual Membership revenue budget at the end of June of $175,750 is over budget by $3,128. There are 233 new Individual members. In addition, there are currently 1674 Library Trustee Members; 113 Friends Groups; 241 Public Libraries; 15 Other Institutions and 10 Associate Members. Proration of individual membership dues for New members only, began on July 1. *New Members joining between July 1 and September 30 pay one-half annual membership dues. *New Members joining after October 1 receive free membership for the remainder of the current year with the payment of full dues for the following year. *Applies to individuals who have never been OLC members or who have not been OLC members for five or more consecutive years. The Membership Committee met by conference call on June 6. Discussion included: statistics update; ALA/OLC Joint Membership update; survey to directors; student survey and raffle winner; promotion of prorated dues; convention booth plans; New Member Meet & Greet Ice-breaker; and Access Articles. Nominations and Elections The start of the online voting process in the OLC's 2019 elections opened on June 30, using our election software Election Runner. Electronic ballots were sent to all Individual members who have a valid email address on file. Members without e-mail addresses, Friends groups, those who opted out of online voting and any trustees that were entered after we pulled our data were mailed paper ballots. (Approximately 530). Members have 30 days to cast their ballots for four positions on the OLC Board of Directors, as well as the action council members for their respective Divisions. Staff will review the results with Tepe, Nominations Chair a few days after the online election closes to allow time for any print ballots to be received by the postmark deadline. A final results report will be sent to all candidates on all ballots prior to posting to the OLC website. Awards and Honors The Awards and Honors Committee met on June 7 at OLC. The Awards and Honors Committee recommendations for the 2019 Award winners are covered under a separate report Item 4.C. Assuming the recommendations are accepted, nominators of both winner and non-winner nominees will be notified the week of July 22, 2019.

PLF The Ohio Department of Taxation (ODT) posted the July 2019 Public Library Fund distribution of $37,724,727. It was calculated based on the permanent law percentage of 1.66% of the state’s General Revenue Fund tax receipts for the month of June. Even though overall state tax receipts for the month of June came in $34.3 million over estimate, the actual July PLF distribution does not reflect the PLF percentages still pending at the Statehouse. Based on a quick analysis for OLC by Dr. Howard Fleeter, the July PLF distribution could have been either of the following:

x July PLF at 1.68%: $38,184,262 x July PLF at 1.70%: $38,643,797

A look at the PLF distribution for the past three years and a link to an Excel spreadsheet listing each county’s distribution total for July 2019 can be found on the OLC website at http://olc.org/funding/ ODT Update to Final CY19 PLF Certification The Ohio Department of Taxation (ODT) issued their final estimates for the PLF distributions for each county for Calendar Year 2019 (CY19). It is extremely important to note that these revised estimates do NOT take into consideration the proposed changes in HB 166, the state’s biennial budget bill, as it is still pending at the Statehouse. Each county certification clearly states: “This entitlement estimate is based on 1.66 percent of projected revenues (net of the transfers) from General Revenue Fund tax sources, multiplied by your county’s computed share of the total PLF for the July-December 2019 period (statutory percentage).” ODT also notes “that the above figures for the remainder of 2019 are estimates, reflecting the current best projection of state tax revenues during Calendar Year 2019 under existing law.” Be sure to read your county’s certification carefully. The January-June 2019 distributions are actual amounts distributed and the July-December 2019 distributions are still estimates. Overall, ODT is now estimating the total CY19 PLF distribution will be $405,464,170, which is $10,362,822 more than the figure ODT certified in December 2018 ($395,101,348).

As a reminder, by statute, ODT is required to provide an initial certification in July for the following calendar year. That certification is then updated later that year in December and a final update is required in June of the actual calendar year. Therefore, the final statutorily required certification for CY19 was just provided and no further updates are planned by ODT for the CY19 estimates. The next certification issued by ODT will be at the end of July 2019 for CY20. Once the state budget bill is finalized, OLC will work with our consultant, Fleeter & Associates, to update the PLF distribution estimates for the remainder of CY19. State Budget Wrap-Up Webinar Once the State Budget is finalized a State Budget Wrap-up Webinar will be scheduled. OLC will host the free webinar for members on the final version of the bill and its impact on public libraries. It will include information on changes to the PLF, other policy changes in the bill impacting libraries, as well as what did and did not make it into the final version. HB 166 – State Budget Bill The Ohio General Assembly missed their June 30 deadline for passing a state budget for FY20-21. The House and Senate Leadership are continuing to meet behind the scenes to work out their differences and reach a final agreement on the FY20-21 state budget bill, House Bill (HB) 166. The PLF was automatically cut on July 1 back to 1.66%. We are continuing to advocate for the 1.7% that was included in the Senate version of the bill and we are advocating for a true-up once the conference committee reaches a final agreement as to the PLF percentage for FY20-21. OLC has sent several Calls to Action to library directors, fiscal officers and library trustees asking them to make specific contacts at the Statehouse. OLC member advocacy efforts are making a difference. We are informing legislators that state funding for Ohio’s 251 public library systems through the Public Library Fund (PLF) was automatically cut on July 1. The following message is being shared: Now is NOT the time to be cutting funding for Ohio’s public libraries and Ohio’s 8.5 million library users.

x All of Ohio’s public libraries are in the middle of Summer Reading Programs to prevent the Summer Slide.

x More than 140 public library locations are providing Summer Food Service Programs so children don’t go hungry.

x Ohio’s public libraries are also preparing for the online portion of the 2020 Census so that all Ohioans can be counted.

OLC members are urging Ohio House member to:

x Keep the Senate language that sets the PLF at 1.7% for FY20-21. This will help to maintain our state funding regardless of the final tax reform package passed by the General Assembly.

x Support language in the final conference report for a true-up so that public libraries will be made whole for the month of July and not impacted by the delay in passage of the state budget bill.
