TOEFL Computer-Based Test� Register online in the Learners and Test Takers section of the TOEFL Web site at www.ets.org/toefl. Credit card required. American

Express, Discover, JCB, MasterCard, and VISA are accepted.� Call the Regional Registration Center (RRC) for the country in which you plan to test at least three business days prior to your requested

test date. To schedule by phone, you need a valid credit card. American Express, Discover, JCB, MasterCard, and VISA are accepted. If youdo not want to use a credit card, you can still register by phone by completing the CBT Voucher Request Form in the center of thisBulletin. Follow the instructions on the back of the form. TOEFL Computer-Based Test� Report to the test center at least 30 minutes prior to your appointment. If you arrive late, you may not be admitted, and your test fee will

be forfeited.� Review the ID requirements on pages 11–12 and bring the required documents with you. Without the required ID documents, you will not

be permitted to test and your test fee will be forfeited.� If you have a CBT voucher, bring it to the test center.� The entire CBT test session is approximately four hours long.

TEST OF ENGLISH AS A FOREIGNLANGUAGE™The Test of English as a Foreign Language™ (TOEFL®) measures the ability of nonnative speakers of English to use and understandEnglish as it is spoken, written, and heard in college and universitysettings.

TOEFL scores are accepted by more than 6,000 colleges, universi-ties, and licensing agencies in 110 countries. Every test center isopen to everyone who is properly registered, regardless of race, color,creed, or national origin (subject to U.S. sanctions programs andembargoes).

This Information and Registration Bulletin contains informationabout the TOEFL computer-based test (TOEFL CBT) and the TOEFLpaper-based test (TOEFL PBT). A list of test centers is available inthe Learners and Test Takers section of the TOEFL Web site atwww.ets.org/toefl.

TOEFL Computer-Based Test (TOEFL CBT)The TOEFL computer-based test is approximately four hours long. It is offered year-round at institutional sites such as colleges anduniversities and at testing centers operated by Prometric®, a divisionof Thomson Learning.

The computer-based test has four sections, all of which aremandatory at each administration.� Listening measures the ability to understand English as it is spo-

ken in North America. This section tests comprehension of mainideas, supporting ideas, important details, and inferences. You willboth see and hear the questions before the answer choices appear.

� Structure measures the ability to recognize language that is appro-priate for standard written English. The language tested is formal,rather than conversational. When topics have a national context,they refer to United States or Canadian history, culture, art, orliterature. However, knowledge of these contexts is not needed to answer the questions.

� Reading measures the ability to understand short passages similarin topic and style to academic texts used in North American col-leges and universities. You will read a variety of short passages on academic subjects and answer several questions about each passage.

� Writing measures the ability to write in English on an assigned topic. You must compose an essay in order to receive a total score.

TOEFL Paper-Based Test (TOEFL PBT)The TOEFL paper-based test is approximately three and one-halfhours long. It is offered six times a year in specific locations.

The paper-based test has three sections, all of which are manda-tory. At least one question must be answered in each section toreceive a score.� Listening Comprehension measures the ability to understand

English as it is spoken in North America.� Structure and Written Expression measures the ability to recog-

nize language that is appropriate for standard written English.� Reading Comprehension measures the ability to understand non-

technical reading material.You will be given a test book and a paper answer sheet on which torecord your responses. The test that you take may include questionsthat do not count toward your score. These are either questions thatenable ETS to make test scores comparable across administrations ornew questions that help ETS determine how such questions functionunder actual testing conditions.

Each section of the test has a time limit. The test administratorwill tell you when to start and stop each section. You may read orwork on a section only during the time allotted for that section.If you finish a section early, you may NOT go on to the next sec-tion or return to a previous section. Failure to follow this rule mayresult in your scores being canceled.

The Test of Written English™ (TWE®) is a 30-minute writing testthat is required of everyone taking the paper-based test. You willwrite a short essay on one topic printed in your TWE test book todemonstrate your ability to write in English. This includes the abilityto generate and organize ideas, to support those ideas with examplesor evidence, and to compose in standard written English in responseto an assigned topic. You will not need special knowledge of thetopic. There is no separate fee for the TWE.

You will write your essay on a two-sided answer sheet attached toyour TOEFL answer sheet. When you are told to begin working, readthe instructions and the essay question carefully. You must write onlyon the assigned topic. If you write an essay on a different topic, it willnot be scored. You will probably want to spend a few minutes thinkingabout the kind of essay you will write, and you may wish to make afew brief notes. The test administrator will tell you where to makeyour notes for the writing test. Plan to take at least 20 minutes towrite your essay after you have read the instructions and made notes.

TEST OF SPOKEN ENGLISH™ (TSE®)The Test of Spoken English™ (TSE®) is administered by EducationalTesting Service (ETS) through the Test of English as a ForeignLanguage (TOEFL) program. The primary purpose of the TSE test isto measure the ability of nonnative speakers of English to communi-cate orally in English. The TSE is offered five times a year in specificlocations. See “Test Dates and Registration Deadlines” on page 8 andthe test center list in the Learners and Test Takers section of the TSEWeb site at www.ets.org/tse.

Academic institutions, corporations, government agencies, healthcare systems, and other organizations use TSE scores to guide theirdecisions regarding graduate assistantships in teaching and research,employment, and licensing and certification. Every test center isopen to every properly registered person, regardless of race, color,creed, or national origin.

There are two separate registration categories within the TSEprogram: TSE-A and TSE-P.� TSE-A is for teaching and research assistant applicants who have

been requested to take the TSE test by the admissions office ordepartment chair of an academic institution. TSE-A is also forother undergraduate or graduate school applicants.

� TSE-P is for all other individuals, such as those who are taking theTSE test to obtain licensure or certification in a professional oroccupational field.

TSE Test The TSE test lasts approximately 20 minutes and consists of ninequestions, each of which requires that you perform a particularspeech activity. Examples of these speech activities include narrating,recommending, persuading, and giving and supporting an opinion.

You will use a test book and audio-recording equipment to com-plete the test. A recording will lead you through the test. You willsimply respond to the questions and your responses will be recorded.

The time allotted for each of your responses ranges from 30 to 90seconds. All the recorded questions, as well as the allotted responsetime, are printed in the test book. The questions on the test are fairlygeneral, designed to inform the raters about your English-languageoral communication skills. Your score for the test will be based onthe recorded samples of your speech.

You may take the TSE test only once on any scheduled test date. If youtest more than once on a scheduled date, only your first session will bereported and test fees for any additional sessions will be forfeited.Violation of this policy may result in additional action being taken.

SCHEDULING HINTS FOR TOEFL CBT, TOEFL PBT, AND TSE� Register early; test centers fill up quickly.� Take the test as soon as possible so your scores will be received in

time to be considered with your application.� Appointments and admission tickets are not transferable. You are

not allowed to give your test appointment to someone else.� You will not be admitted to the test center if you do not have the

proper identification. See “Identification Requirements” on pages11–12. The name you give when you register must match thename on the identification document(s) you will present at the testcenter. If this information does not match, you will not be permit-ted to test and your test fee will be forfeited.

� Include payment. See pages 8–9 for payment policies.� Mail or fax the completed form to the RRC for your area (see pages

19–20). Do not mail this form to ETS.You will be assigned a test date, time, and location based on the infor-mation you provide. If no appointments are available, you will beassigned to a date as close as possible to your choices. If your assignedtest date does not meet your needs, contact the RRC within 24 hoursafter you receive the letter notifying you of your appointment.

You may take the computer-based TOEFL test only once in any calendarmonth, even if you took the test and canceled your scores. FRONT OF THE ADMISSION TICKETNameWhen you receive your ticket, check to be sure your name is spelledexactly as you printed it on your registration form. If your name isprinted in English letters on the required identification documentthat you will present at the test center (see pages 11–12), your namemust be spelled the same way on your admission ticket. Also checkyour birth date, sex, and address.

If changes are necessary, follow the directions on the ticket. Youmust give the corrections to the test administrator on the day of thetest. Name changes cannot be made. Only misspellings of your namecan be corrected.

If you correct an error in the printing of your name, birth date, orsex, the test administrator must verify the change with the informa-tion on your identification document. If the corrected information isthe same, the test administrator will sign the ticket. If the testadministrator does not sign your ticket, the change will not bemade. All corrections are subject to ETS approval. Only addresschanges will be accepted after the test date.

NOTE: Do NOT return the ticket; you will need it at the testcenter. After the test, the test administrator will collect ticketswith corrections.

Registration NumberYour registration number will be printed on your admission ticket.Keep the number in a safe place. You must have it if you contactTOEFL/TSE Services.

BACK OF THE ADMISSION TICKETInstitution and Department CodesYou may have official score reports sent directly to four institutionsfor TOEFL PBT and two institutions for TSE. Therefore, it is veryimportant that you accurately complete area 3 on your TOEFL admis-sion ticket and the TSE Score Report Mailing Instruction Form on theTSE admission ticket. A list of institution codes is in the Learners andTest Takers section of the TOEFL and TSE Web sites. Paper copies areavailable through ETS or its representatives and at many local educa-tional advising centers and libraries outside the U.S. and Canada.Department codes are on page 21 of this Bulletin.

If you are applying to an institution that is not listed, contact theinstitution and ask for its ETS/TOEFL or TSE code number, or con-tact TOEFL/TSE Services. You must have this information before thetest date so you can enter the code number on your answer sheet.

If you do not select score recipients when you test or if you wantto send score reports to additional recipients, you will have to completea Score Report Request Form and pay the required fee (see page 16).

If you are applying as an undergraduate student (you have fin-ished secondary school but have not completed your studies for abachelor’s degree), print 00 in the boxes for department code on theback of your admission ticket. Your score report will be sent to theundergraduate admissions office.

If you are applying for graduate study (you have already earned abachelor’s degree at a college or university), look at the DepartmentCodes list on page 21. Find the name of the department in which youplan to study and then write the code number. If your department isnot listed, write 99 in the boxes for department code on the back ofyour admission ticket. You must write a department code number soTOEFL/TSE Services can send your score report to the correct office.If you do not write a department code, your official score reportmay be sent to the institution’s undergraduate school.

For an agency or an institution that is not a college or university,print 00 in the boxes for department code.

PHOTO FILE RECORDBefore you report to the test center, you must do the following:� Sign the photo file record.� Attach a recent photograph of yourself (taken within the last six

months) showing only your face and shoulders.� Write your name, test date, registration number, and center num-

ber on the back of your photograph before you glue it to the photofile record in case it becomes detached.

� Trim your photograph so that it is no larger than 5 x 5 cm or nosmaller than 3 x 3 cm. It cannot be larger than the designatedspace.

� Glue or tape your photo to the form. Do NOT use staples.� Laminated copies and photocopies are not acceptable.

You must give the test administrator a recent photograph or your scoreswill not be reported. The photograph you attach to your photo filerecord must be clear enough so there is no doubt about your identity.Your face in the photo must show you as you will look on the day of thetest, for example, with the same hairstyle, with or without a beard.

For TSE, if you plan to register for a new test date within 60 daysafter your original test date, you may send in your admission ticket(for which you will receive a credit of US$10 toward the test payment),a completed registration form, and the remaining test payment toTOEFL/TSE Services. This option is not available for TOEFL PBT.

RefundsTOEFL CBT, TOEFL PBT, AND TSEIf your request arrives before the deadline, you will receive a refundof US$65 for TOEFL CBT and PBT and US$10 for TSE. The remainderof your payment will be retained by TOEFL/TSE Services to coverexpenses for processing your registration, ordering and shipping testmaterials, and holding space at the test center. Cash refunds are notavailable.

Refunds will be in U.S. dollars. If original payment was drawn ona U.S. bank, please allow 8 weeks for your refund to be processed. Iforiginal payment was made in non-U.S. funds drawn on a bank out-side the U.S., allow 12 weeks for your refund to be processed.

Once you have been admitted to the test center, you are not eligi-ble for any refund. Refunds will not be given if you do not followproper registration procedures and/or fail to present the required IDdocument(s) at the test center.

To request a refundCBT Credit Card Payments� A refund will automatically be credited to your credit card account

approximately 7–10 days after your canceled test date.

CBT Payments by Check, CBT Vouchers, and UnusedTOEFL Paper-Based Test and TSE Admission Tickets� Complete the Refund Request Form on page 23. This form can also

be downloaded from the TOEFL or TSE Web site. Your unusedpaper-based test admission ticket or CBT Voucher must be returnedwith the completed request form.

� Your Refund Request Form (and admission ticket or CBT voucher)must be received within 60 days after your test date.

IMPORTANT: If you do not receive an admission ticket, but haveofficial authorization from TOEFL/TSE Services to take the test, youmust still take a recent photograph and the required identification tothe test center. The test administrator will give you a photo filerecord form to complete at the center.

The photograph attached to your TOEFL/TSE photo file recordwill be printed on your examinee score record and, in most instances,on the official score reports sent to institutions.

NOTE: If you fail to submit a photo file record, your scores may notbe reported.

TEST CENTER CHANGESYou should take the test at the center printed on your admissionticket. If you are unable to go to the assigned center, you may go toanother test center on the date printed on your admission ticket, butthere is no guarantee that space or test materials will be available foryou to take the test. Contact TOEFL/TSE Services for the test centeraddress and reporting time. Do not telephone or go to the test centerbefore the day of the test. The center will not have the informationnecessary to help you.

If you are admitted to the new test center, you must change thetest center number that is printed on your admission ticket and yourphoto file record. The admission ticket must be given to the testadministrator at the end of the test.

If you are not admitted to the new test center, see “Reschedulingor Canceling” below.

Rescheduling or Canceling

TOEFL COMPUTER-BASED TEST� You must call the appropriate RRC no later than three full days

before your appointment, not including the day of your test or the day of your request. For example, the deadline to cancel orreschedule a Saturday test appointment is Tuesday.

� You must provide your appointment confirmation number and the full name you used to make the appointment when you call.

� The RRC must receive payment prior to rescheduling yourappointment. The fee for rescheduling is US$40.

� Appointments cannot be rescheduled beyond one year of theoriginal appointment date.

� If you cancel a CBT appointment and you do not wish to register foranother date, you may apply for a partial refund. See “Refunds.”

Testing WITHIN Your Country of CitizenshipOnly one form of primary ID is needed if your primary ID documentcontains a photograph and signature. IDs that can be used to meetthe photograph and signature requirements are:� Passport with photograph and signature � Driver’s license with photograph and signature � State ID issued by motor vehicle agency with photograph

and signature� National ID with photograph and signature � Military ID with photograph and signature

If the test administrator has any concerns about the primary IDdocument, you will be required to present an acceptable secondaryID from the list below. If your primary ID does not contain your sig-nature, either sign the document or present an additional ID fromthe list of secondary identification documents.

Testing OUTSIDE Your Country of Citizenship� You must present your passport as your primary identification

document (citizens of European Union and Schengen Zone coun-tries see below). If you do not meet this requirement, ETS mayautomatically cancel your test scores.

� U.S. military personnel may present their U.S. military ID cardsfor admission to test centers. If a military ID card does not containa signature, a secondary ID from the list below is required.

If your passport is not written in English-language letters, you mustalso present an additional ID from the list of secondary identificationdocuments below that contains a recent, recognizable photo and isin English.

If your passport does not contain your signature, either sign yourpassport or present an additional ID from the list of secondary identi-fication documents.

Testing in European Union/Schengen Zone CountriesIf you are taking the test within a European Union or Schengen Zonecountry outside of your own, you can use your valid national orEuropean identity card if you have one. The card must contain:� a recent, recognizable photograph � your date of birth � your signatureIf your ID is not in English-language letters and the test administra-tor cannot read the language in which it is written, you may not beallowed to test.

If your official ID does not contain your signature, you must pres-ent an additional document from the list of secondary identificationdocuments below that does contain your signature.

ACCEPTABLE SECONDARY IDENTIFICATION DOCUMENTSIf your primary identification is missing either a photograph or a sig-nature, you must present one of the following secondary IDs in addi-tion to your primary ID. The secondary ID must contain a recent,recognizable photograph and your signature, and cannot be expired.Secondary IDs that can be used to meet the photograph and signa-ture requirements are:� a government-issued ID document including, but not limited to,

passport, driver’s license, state ID cards, national identification, ormilitary identification. (There are exceptions: see “UnacceptableIdentification Documents” on page 12.)

Report Mailing Instruction Form on your TSE admission ticket.This will enable you to have official score reports sent directly tofour institutions for TOEFL PBT and official score reports sent totwo institutions for TSE. You will grid your score recipient codes onyour answer sheet for TOEFL PBT, and for TSE, you will give theScore Report Mailing Instruction Form to the test center adminis-trator. See “Institution Codes” and “Department Codes” on page 21.

� Your signed photo-file record, with a recent, recognizable photo.� For TOEFL PBT, take 3 or 4 sharpened soft-lead (No. 2 or HB) pen-

cils and a good eraser. Pencils and erasers will not be supplied atthe test center. Mechanical pencils and pens are not permitted.

Identification (ID) RequirementsFor TOEFL CBT, TOEFL PBT, and TSEThe identification information and requirements contained in thissection must be read by all test takers.

NOTE: Your ID requirements depend upon the country of yourcitizenship and the country in which you plan to test. Please readthe specific information below for acceptable primary and secondaryidentification documents.

GENERAL ID INFORMATION� You must have acceptable and valid identification (ID) with a

signature and photograph to be admitted to a test center. Expireddocuments are not acceptable. The photograph on your ID documentmust be recent and recognizable. Original documents must bepresented; copies are not acceptable. ID requirements are strictlyenforced. It is your responsibility to read and understand theinstructions and requirements.

� If you arrive at the test center without the required ID, the testcenter administrator will not admit you to the test and you willforfeit your test fee.

� When scheduling your appointment or completing your registra-tion form, you must use exactly the same name and the samespelling of that name that appears on the primary ID documentyou will present at the test center. Make sure to provide yourentire first (given name) and entire surname (family name). DoNOT register under a nickname. If the name shown on yourprimary ID does not match the name you registered under, you willnot be permitted to test. When applying to a college or university,use the same name and spelling of your name on your application.

� NAME CHANGES WILL NOT BE MADE—only misspellings ofyour name can be corrected at check-in. If your name haschanged for any reason, including marriage, you still mustpresent primary ID in the name under which you registered, oryou will not be permitted to test. Marriage certificates and divorcedecrees cannot be used to confirm name differences.

� If the test administrator questions the ID you present, you will berequired to present additional proof of identity. If positive confir-mation cannot be made, you may be refused admission to the testcenter and will forfeit your test fee.

� Test center personnel will check your ID before assigning you aseat at the test center and, for CBT, you will be asked to sign thetest center log. The test administrator will check your signature toverify that you are the person in your photo identification. Theadministrator will repeat this procedure before and after all breaks.

� Admittance to the test center does not imply that your form of IDis valid or that your scores will be reported. All reported cases ofquestionable ID are subject to review and approval by the ETSOffice of Testing Integrity.

� Dress so that you can adapt to any room temperature. � Friends or relatives who accompany you to the test center are not

allowed to wait in the test center or be in contact with you whileyou take the test. Except for ETS-authorized observers, visitors arenot allowed in the testing room while testing is in progress.

Verifying Your IDYou must present valid and acceptable identification documents. See“Identification Requirements” on pages 11–12 for acceptable identifi-cation documents. Identification verification at the test center mayalso include� thumb printing � photographing/videotaping � other forms of electronic ID confirmation.

If you refuse to participate, you will not be permitted to test and youwill forfeit your test fee.

Personal ItemsPersonal items other than ID are not allowed in the testing room.Before the test, you will receive instructions from test center staffregarding where you must deposit personal items. You will nothave access to your personal items during the test or break. Cellphones, PDAs, BlackBerry® devices, and any other electronicdevices must be turned off and put away. Cell phones are notpermitted on the writing surface. Test centers assume noresponsibility for candidates’ personal belongings.

SeatingThe test administrator will assign you a seat.

Delayed or Rescheduled TestsWeather conditions or other circumstances beyond the testadministrator or ETS’s control may require a delayed start or therescheduling of your test. If your test session is canceled or if it islater determined that your scores could not be reported, you can� retest free of charge � receive a full refund of the original test fee � seek reimbursement from ETS for reasonable and documented

expenses (for yourself only) associated with traveling to the testcenter. To request reimbursement, contact TOEFL/TSE Serviceswithin 30 days of your original test date. Reimbursement requestsmust include your

• name• date of birth • mailing address • daytime telephone number • e-mail address • original test date • registration or CBT appointment number • a brief description of what occurred at the test center

ETS will determine the appropriateness of the request. Approvedreimbursements are made in U.S. dollars.

TOEFL CBT ONLYThe following procedures and regulations apply during the entire testsession, which begins at sign-in, ends at sign-out, and includesbreaks.� If you requested and received an authorization voucher from ETS,

you must take it with you to the test center.� Pencils will be supplied at the test center.� You will be required to write (not print) and sign a confidentiality

statement at the test center. If you do not complete and sign thestatement, you cannot test and your fees will not be refunded.

(See a sample Confirmation of Identity Letter below.) The lettermust contain your name and date of birth; a recent, recognizablephotograph; your signature; the name of your school; and the dateissued. A letterof identity is valid for only one year after the date issued.

� There is no scheduled break during the TOEFL/TWE test. If youmust leave the testing room, you are required to give the supervi-sor your identification document(s) before you leave the room. Youwill not be permitted to make up the time you lose.

Although tests are administered under strict supervision and securitymeasures, testing irregularities may sometimes occur. Please contactETS as soon as possible to report any observed behavior that maylead to an invalid score—for example, someone copying fromanother test taker, taking a test for someone else, having access totest questions before the exam, or using notes or unauthorized aids.All information is held in the strictest confidence.

DISMISSAL FROM A TEST CENTERThe test administrator is authorized to dismiss you from a test ses-sion and/or your scores may be canceled for violations such as, butnot limited to, the following:� Attempting to take the test for someone else or having someone

take the test for you � Failing to provide acceptable identification � Obtaining improper access to the test, part of the test, or informa-

tion about the test � Using a telephone or cell phone during the test session or during

breaks � Using any aids in connection with the test, such as mechanical

pencils, pens, pagers, beepers, calculators, watch calculators,books, pamphlets, notes, rulers, highlighter pens, stereos or radioswith headphones, cell phones, watch alarms, stop watches, diction-aries, translators, PDAs, BlackBerry devices, and any handheldelectronic or photographic devices

� Creating a disturbance (disruptive behavior in any form will not betolerated; the test administrator has sole discretion in determiningwhat constitutes disruptive behavior)

� Attempting to give or receive assistance. Communication in anyform is not permitted during the test administration. Discussionor sharing of test content during the test administration, and/orduring breaks is prohibited. Discussion or sharing of test contentafter the test is also prohibited.

� Removing or attempting to remove any test content, scratch paper,or notes relating to the test. Under no circumstances may test con-tent or any part of the test content be removed, reproduced, and/ordisclosed by any means (e.g., hard copy, verbally, electronically) toany person or entity.

� Referring to, looking through, or working on any test, or testsection, when not authorized to do so, or working after time hasbeen called

� Tampering with the computer� Leaving the test room or test center vicinity without permission

during the test session or during breaks � Taking a weapon or firearm into the test center � Taking food, drink, or tobacco into the testing room

� You will be required to sign the test center log before and after thetest session and any time you leave or enter the testing room.

� Your picture will be taken and will be reproduced at your testingstation and on your score report. Be sure the correct photograph is displayed on your assigned testing station.

� You must answer at least one question in each section and write an essay every time you take the test in order to receive an officialscore report.

� You must compose an essay, and if you choose to handwrite it, youmust write it on the TOEFL CBT Handwritten Essay Form. If youwrite it on anything but the form, your essay will not be scored.Time will not start until you have received your essay form.

� DO NOT click on Next and Confirm until you have finished typingor writing your essay.

� Scratch paper is provided following the break to aid you in organ-izing your essay. Scratch paper and note taking are not permittedduring the Listening and Structure sections. If you decide to hand-write your essay, writing material will be provided. Once time hasended for the essay section, you must stop writing and hand inyour essay. All scratch paper must be returned to the test centeradministrator.

� There is a mandatory five-minute break midway through the test-ing session. If you exceed the time allotted, you may be dismissedand/or your score may be canceled.

� If you need to leave your seat at any time other than the break,raise your hand. The timing of the section will not stop.

� If you have a problem with your computer at any time during the test, or if you need the test administrator for any reason, raiseyour hand.

� Testing premises are subject to videotaping.� The maximum time allotted for the tutorial and/or other untimed

sections prior to the test is 30 minutes. The purpose of the tutorialand/or other untimed sections prior to the test is to become famil-iar with the computer functions and other important informationthat will make your computer-based test experience as convenientas possible. The time you spend on the tutorial and/or otheruntimed sections should not be used for any other purpose. Youmay not use scratch paper during this time. Infractions will bereported to ETS, and the test administrator is authorized to dis-miss you from the test session if you fail to follow the test adminis-trator’s directions.

TOEFL PBT AND TSE ONLYThe following procedures and regulations apply during the entire testsession, which begins when you are admitted to the test center andends when you leave the test center.� Take your admission ticket and photo ID to the test center. You

must submit a completed photo file record or your scores will notbe reported.

� Take three or four sharpened soft-lead (No. 2 or HB) pencils and agood eraser. Pencils and erasers will not be supplied at the testcenter.

� No test taker will be admitted after test materials have beendistributed.

� Paper of any kind is not permitted in the testing room.� You may wish to pace yourself with your own watch, but the test

administrator is the official timekeeper. You will not be permittedto continue the test or any part of it beyond the established time.Watch alarms and clocks on cell phones are not permitted.

� You may not mark or underline words in the test book or makenotes in the test book or on the answer sheet.

ETS reserves the right to take all action—including, but not limitedto, barring you from future testing and/or canceling your scores—forfailure to comply with test administration regulations or the testadministrator’s directions. If your scores are canceled, they will notbe reported, and your fees will not be refunded.

� Taking excessive or extended unscheduled breaks during the testsession. Test administrators are required to strictly monitorunscheduled breaks and report test takers who take excessive orextended breaks.

Interpreting Your TOEFL Scores

TOEFL COMPUTER-BASED TESTYour scores are based on your performance on the questions pre-sented, the difficulty of those questions, and the number of questionsyou answered. More credit is given for correctly answering a hardquestion than for correctly answering an easy one. You must answerat least one question in each section and write an essay each timeyou take the test to receive an official score report.

Your score from the Structure section is combined with youressay rating to form the Structure/Writing scale score. For the com-puter-based test, you will receive four scale scores: Listening (0-30),Structure/Writing (0-30), Reading (0-30), and a total score (0-300).The essay score, on a scale of 1 to 6, will be shown separately. Anessay is rated 0 if it contains no response, merely copies the topic, isoff topic, is not written in English, or consists only of keystrokes.

You will be able to view your scores on the computer screenimmediately following the test. You will see your complete scores forListening and Reading. Your Structure/Writing and total scores willbe shown to you as score ranges because your essay will not yet havebeen read and rated. The printed score report that is mailed to youand your designated institutions will contain all of the final sectionscores as well as your total score and essay rating.

ETS will send the examinee score record to you at the most recentaddress you provided. If the postal service returns your score recordas undeliverable, TOEFL/TSE Services will send it again only if thereis a new address on file. If your address changes after you take thetest, contact TOEFL/TSE Services.

For a fee, you may also request additional official score reports forinstitutions you did NOT identify on the day of the test. Your requestmay be made by phone, mail, or fax. See the Score Report RequestForm on page 25.

TOEFL COMPUTER-BASED TESTETS will send an examinee score record to you approximately twoweeks after you take the test if you compose your essay on thecomputer. If you handwrite your essay, your scores will be mailedapproximately five weeks after the test date.

At the end of your test, you will see on the computer screen a listof institutions and instructions about how to select them (the list isalso on the TOEFL Web site). For institutions in the United States,you will need to know the name of the state in which the institutionis located. If you do not see the institution you would like to desig-nate to receive an official score report, ask the test center administra-tor for a Score Report Request Form. Complete the form and returnit to the test administrator before you leave the test center. If you donot select institutions on test day, you must pay US$17 per institu-tion to have scores sent at a later date.

NOTE: Test centers do not provide receipts or printed scores for the test.

Canceling Your ScoresYou should consider very carefully before canceling your scores.Scores will be reported to institutions only at your request. If youcancel your scores, they will NOT be reported to you or to any insti-tutions, and no refund will be made. Canceled scores are deletedfrom your permanent record.

Canceled CBT scores can be reinstated if you decide within 60days to do so (see TOEFL CBT below). Paper-based scores cannot bereinstated and reported at a later date. If you wish to take the testagain, you must complete a new registration form and submit it withanother test payment.

NOTE: You cannot cancel your score for one section of a test andhave the scores for the remaining sections reported.

TO CANCEL YOUR TOEFL CBT SCORE� On test day, after viewing your scores on the screen you can

choose to report them or cancel them.� If you cancel your CBT scores and you decide within 60 days that

you would like to have them reinstated, you may call, fax, or mail awritten request to TOEFL Services (see page 6 for contact informa-tion). The fee for CBT score reinstatement is US$20. Your requestshould include your name, date of birth, daytime phone number,appointment number, and payment (see “Payment Policies” onpages 8–9). Scores will be reinstated and reported to you inapproximately two weeks.

TO CANCEL YOUR TOEFL PBT SCORE� Complete the score cancellation section of your answer sheet, or� Contact TOEFL/TSE Services after the test. See page 6 for contact

information. TOEFL/TSE Services must receive your request tocancel your scores no later than seven days after the test date. E-mail communications must be followed up with a written andsigned request.

In this example, your final total score would be somewhere between157 and 223. After viewing your scores on screen, you can choose toreport them or cancel them. (See “Canceling Your Scores” for addi-tional information.)

TOEFL PAPER-BASED TESTYour score record will show three section scale scores and a total scalescore. Each correct answer counts equally toward the score for thatsection. There is no penalty for wrong answers. The total number ofcorrect answers is called the “raw score.” (Note: some questions inthe test may not count toward the section or total scores.)

The raw score for each section is converted by statistical means toa number on what is called the TOEFL test scale. The TOTAL paper-based test score is reported on a scale that ranges from 310 to 677.

The TWE score is reported separately, on a scale of 1 to 6. Ascore between two points on the scale (for example, 5.5, 3.5) canalso be reported.

Interpreting Your TSE ScoresYour score record will consist of one score of communicative languageability, which is reported on a scale of 20–60. Raters evaluate eachquestion and assign score levels using descriptors of communicativeeffectiveness related to language task/function, coherence and use ofcohesive devices, appropriateness of response to audience/situation,and linguistic accuracy. The assigned score levels for each questionare averaged. Because of this average, the scores are reported in incre-ments of five (i.e., 20, 25, 30, 35, 40, 45, 50, 55, 60).

All TSE answers are independently scored by trained raters. Norater knows the score assigned by the other raters.

Use the TSE Score Comparison Table to help you interpret yourscore. Assume that your score is 45. Under “Your Score,” find thescore 45. In the “Percentile Rank” column, opposite 45, is the num-ber 54. This number means that you achieved a higher score thanapproximately 54 percent of all people who took the test from July2003 through June 2005.

* The percentile rank for each score point is the percentage of examineesscoring below that score plus one-half of the percentage of examinees whoachieved that score.

� Sign and date the form. � Include an acceptable form of payment and include the correct

amount (reports will only be sent to the number of institutions forwhich you have paid).

HOW LONG ARE SCORES VALID?� TOEFL and TSE scores are valid for two years. Because lan-

guage proficiency can change considerably in a relatively shortperiod of time, scores more than two years old cannot bereported or verified.

� If you took the TOEFL or TSE test more than two years ago andneed to submit scores to an agency or institution, you must takethe test again to have your scores reported.

Rescoring RequestsYou can request that your TOEFL CBT essay, TOEFL answer sheet,TWE essay, or TSE responses be rescored up to three months afteryour test date. Only one rescoring request per administration can be submitted.

TOEFL CBT Essay Rescoring: Essays will be scored independ-ently by two readers who have not previously seen the essay. If therescoring procedure confirms your original score, you will be notifiedby letter. If the rescoring procedure results in an increase or decreaseof your essay rating, your Structure/Writing score, and your totalscore, you will receive a revised examinee score record. Revisedofficial score reports will also be sent to the institutions that receivedyour scores. These revised scores will become your official scores.

TOEFL PBT Answer Sheet Rescoring: The TOEFL PBT answersheet will be rescored independently by two different people. If handscoring confirms the accuracy of the scores reported earlier, you willbe notified by letter that scores are not changed. If there is a differ-ence between the hand-scored and machine-scored results, the hand-scored results (which may be higher or lower than those originallyreported) will be reported to all recipients of the earlier scores withan explanation of why the scores changed.

TWE Essay Rescoring: Your TWE essay will be scored by tworaters who did not score your essay previously. If rescoring confirmsyour original TWE score, you will be notified by letter. If the rescor-ing procedure results in an increase or decrease in your TWE score,you will receive a revised examinee score record and revised officialscore reports will be sent to the institutions that received your score.This revised score will become your official TWE score.

TSE Response Rescoring: Your TSE responses will be scored byan additional independent rater who did not previously review yourresponses. If rescoring confirms your original TSE score, you will benotified by letter. If the rescoring procedure results in an increase ordecrease in your TSE score, you will receive a revised examinee scorerecord and revised official score reports will be sent to the institu-tions that received your score. This revised score will become yourofficial TSE score.

To request rescoring, complete the Rescoring Request Form onpage 23 of this Bulletin and send it, with the required fee, to theaddress on the form. If you are paying by credit card, you may faxthe form. See the instructions on the back of the form for mailingand payment information.

The results of the rescoring will be available approximately threeweeks after TOEFL/TSE Services receives your Rescoring RequestForm and fee.

Ordering Additional Official ScoreReportsYou can have additional official score reports mailed to institutionsyou did not identify on the day of the test. Additional score reportscan be ordered by phone (credit card required) or by completing theScore Report Request Form in this Bulletin. This form is also avail-able on the TOEFL and TSE Web sites. You will receive an acknowl-edgement confirming that your score reports were mailed.

The Score Report Request Form will be returned to you if youdo not include complete and accurate information and the correctfee. Designated institutions cannot be changed or deleted after yousubmit the request. No refunds will be made.

TEST QUESTION INQUIRIESLanguage specialists prepare TOEFL/TSE test questions. These spe-cialists follow careful, standardized procedures developed to ensurethat all test material is of consistently high quality. Each question isreviewed by several members of the ETS staff. The TOEFLCommittee of Examiners, an independent group of professionals inthe fields of linguistics, language testing, and language teaching thatreports to the TOEFL Board, establishes overall guidelines for thetest content and specifications. After test questions have beenreviewed and revised as appropriate, they are selectively administeredin trial situations and assembled into test pools. The test pools arethen reviewed according to established ETS and TOEFL/TSE pro-gram procedures to ensure that all possible versions of the test arefree of cultural bias. Statistical analyses of individual questionsensure that all items provide appropriate measurement information.

Although ETS employs extensive quality control checks through-out the development of test questions and the preparation of finaltests, typographical errors or flaws in questions may occasionallyoccur. If you suspect a problem and want to question a test item forany reason, notify the test supervisor before you leave the test site. You may also write to MS 42N-208, TOEFL/TSE Test Question Inquiries,Educational Testing Service, Rosedale Road, Princeton, NJ 08541-0001USA, or send a fax to 1-609-683-2600 immediately after taking the test.Please include the name of the test, the section of the test, the testdate, the name of the center where the test was taken, and, if possible,the number of the test item being questioned. If you have a complaintabout the testing facilities or the supervisor, write to TOEFL/TSE (see“Test Center Complaints,” page 6) within three days after the test date.Be sure to give the date of the test, the name of the test center, and thecity and country in which you tested.

ETS Score Cancellation PolicyEducational Testing Service strives to report scores that accuratelyreflect the performance of every test taker. Accordingly, ETS’s stan-dards and procedures for administering tests have two primary goals:giving test takers equivalent opportunities to demonstrate theirabilities, and preventing any test takers from gaining an unfairadvantage over others. To promote these objectives, ETS reserves theright to cancel any test score when, in ETS’s judgment, a testingirregularity occurs, there is an apparent discrepancy in a test taker’sidentification, the test taker engages in misconduct, the test takerattempts to use the printed work or ideas of others as their own inthe essay section of the test, or the score is invalid for another rea-son. Reviews of scores by ETS are confidential. When, for any of the above reasons, ETS cancels a test score that has already beenreported, it notifies score recipients that the score has been canceled,but it does not disclose the reason for cancellation except whenauthorized to do so by the test taker and in certain group cases.

TESTING IRREGULARITIES“Testing irregularities” refers to problems with the administration ofa test. When testing irregularities occur, they may affect an individualor groups of test takers. Such problems include, without limitation,administrative errors (such as improper timing, improper seating,defective materials, and defective equipment); improper access to testcontent; and other disruptions of test administrations (such as natu-ral disasters and other emergencies). When testing irregularitiesoccur, ETS may decline to score the test or may cancel the test score.When in ETS’s judgment it is appropriate to do so, ETS gives affectedtest takers the opportunity to take the test again as soon as possiblewithout charge.

Other Score Related Information

SCORE VERIFICATIONInstitutions are advised to request official verification of any testscores sent to them directly by examinees. If you send your examineescore record to an institution and there is a difference between theofficial scores recorded at ETS and those on the score record youprovided, the institution will be requested to send ETS a copy of thescore record you submitted. At the written request of an institutionofficial, ETS will report the official scores, as well as any previousscores recorded for you within the last two years. ETS or its author-ized representative will also provide information about your scores atthe request of an institution or agency that has a copy of yourexaminee score record.

NOTE: The information in your TOEFL/TSE record is the same as theinformation printed on your examinee score record.

ACCEPTABLE SCORESEach institution that requires TOEFL, TWE, or TSE scores decidesfor itself what scores or ranges of scores are acceptable. These require-ments vary from institution to institution, depending on such factorsas your field of study, your level of study (graduate or undergraduate),whether you will be a teaching assistant, and whether the institutionoffers special courses in English as a foreign or second language.There is no specific passing or failing score. If you have questionsabout how your scores have been used or interpreted, contact theinstitutions or agencies that received your test results directly.

TEST SCORE DATA RETENTIONIndividually identifiable TOEFL and TSE test scores are retained in adatabase for only two years. After two years, all test-taker informationand scores are removed. If you took the TOEFL or TSE test morethan two years ago, you will have to take the test again to have scoressent to you, an institution, or agency.

CONFIDENTIALITY OF SCORESThe TOEFL and TSE programs recognize the right of examinees toprivacy with regard to information that is stored in data or researchfiles held by Educational Testing Service and the program’s responsi-bility to protect information in its files from unauthorized disclosure.ETS or its authorized representative may share examinee score datawith institutions or agencies for verification purposes.

TOEFL and TSE test score data and writing and speakingresponses that may be used at any time for informational, research,statistical, or training purposes are not individually identifiable.

Information retained in TOEFL/TSE records is the same as theinformation printed on the examinee’s score record and on the offi-cial score reports. Official score reports will be sent only to thoseinstitutions or agencies designated by the examinee on the day of thetest, on a Score Report Request Form submitted at a later date, orotherwise specifically authorized by the examinee.

Scores are not to be released by institutional recipients withoutthe explicit permission of the examinee.

Your score record and the documents you complete that are retainedat ETS (for example, your photograph) may be released to thirdparties, such as government agencies or parties to a lawsuit, ifrequested pursuant to a subpoena or required by applicable law.

INVALID SCORESETS may also cancel scores if, in its judgment, there is substantialevidence that they are invalid for any other reason. Evidence ofinvalid scores may include, without limitation, unusual answer pat-terns and/or inconsistent performance on different parts of the test.Before canceling scores pursuant to this paragraph, ETS notifies thetest taker in writing about its concerns, gives the test taker an oppor-tunity to submit information that addresses ETS’s concerns, consid-ers any such information submitted, and offers the test taker a volun-tary score cancellation. In addition, the test taker is sent a copy of thebooklet Why and How Educational Testing Service Questions TestScores, which explains this process in greater detail. (This booklet isavailable to any test taker at any time upon request.)

IDENTIFICATION DISCREPANCIESWhen, in ETS’s judgment or the judgment of test center personnel,there is a discrepancy in a test taker’s identification, the test takermay be dismissed from the test center. In addition, ETS may declineto score the test or may cancel the test score and you will forfeit yourtest fee.

MISCONDUCTWhen ETS or test center personnel find that there is misconduct inconnection with a test, the test taker may be dismissed from the testcenter, or ETS may decline to score the test or may cancel the testscore. Misconduct includes, but is not limited to, noncompliancewith the “Test Center Procedures and Regulations” found on pages12–14 of this Bulletin.

PLAGIARISMETS reserves the right to cancel the scores of test takers when, inETS’s judgment, there is evidence that an essay includes, for exam-ple, text or ideas that are substantially similar to that found in otherTOEFL/TSE responses or quotations or paraphrasing, without attri-bution, of language or ideas from published sources. Such responsesdo not reflect the independent speaking or compositional writingskills that the test seeks to measure.
