HKCT Institute of Higher Education (CTIHE) is a newly established education institution under HKCT Group. HKCT, which was formerly known as the Mong Kok Workers’ Night School, was established in 1957. Over the decades, it is proven to have made contribution to local education development, in the areas of tertiary and continuing education.

在全球化和地區融合的趨勢下,香港和中國內地的經濟轉型以及社會和人口的轉變 , 加劇貧困、性別、勞工、移民人口、少數族裔、社會多元化、社會不平等、城鄉發展等多方面問題。這些嚴峻的挑戰,反映了社會有急切需要去培訓社會發展工作者,以便他們能夠運用具批判力、反思能力、和具國際視野及地域關懷的社會發展介入方法去處理這些挑戰。

香港在促進香港和中國內地的社會發展扮演著一個重要的角色。在香港,有關社會發展的組織十分蓬勃,它們關注包括有關貧困、勞工、婦女、性別不平等、移民人口、環保及社區發展等方面社會發展議題。除此之外,香港也為國際的發展和人道組織扮演一個樞紐的角色,讓這些組織進入中國內地進行人道救援、扶貧和可持續發展等工作,例如樂施會、世界宣明會、綠色和平、紅十字會、國際小母牛、社區發展伙伴、以及其他慈善組織。

除了透過服務進行直接發展介入之外,也可透過倡導組織、非政府機構、區議會、立法會 、 以及其他政治團體和智庫進行政策倡導、政策諮詢和政策制訂去促進社會發展。

上述各式各樣就香港和中國內地的社會發展介入方法,都需要很多有抱負、有能力的人才;他們具備專業知識並與社區和弱勢社群同行,透過提供服務以及政策倡導從而推動可持續發展的解決方案。

Amid trends towards globalisation and regional integration, the economic restructuring as well as social and demographic changes in Hong Kong and Mainland China are rapidly intensifying, which in turn lead to the worsening of social problems that are already existing in the realms of poverty, gender, labour, migrant population, ethnicity, social diversity, social inequalities, spatial development and the like. These harsh challenges in social development are calling for the need to develop an innovative training programme to nurture social development practitioners who would strive to cope with these challenges in Hong Kong and Mainland China with critical and reflective social development interventions of a global perspective well versed with regional concerns.

Hong Kong has been playing an important role in working towards these challenges of social development in both Hong Kong and Mainland China. Hong Kong has a vibrant social development sector working towards the social development issues in both Hong Kong and Mainland China, for example, poverty, labour, women issues, gender inequality, migration, environmental protection and community development. Furthermore, Hong Kong is also serving as a regional hub for local and international development and humanitarian non-governmental organisations (NGOs) working in Mainland China in the areas of humanitarian assistance, poverty reduction and sustainable development, such as Oxfam, World Vision, Greenpeace, Red Cross, Heifer, Partnership for Community Development and a number of charitable foundations.

Besides direct development interventions through service provision, social development can be influenced through participation in policy advocacy, policy consultation and policy making through advocacy NGOs, the District Council, Legislative Council, as well as political organisations and think-tanks.

The afore-mentioned interventions in social development of Hong Kong and Mainland China are demanding visionary and competent individuals who should be equipped with expertise to work with communities and vulnerable groups through service provisions and policy advocacy to pursue sustainable development solutions.

為何要關心社會發展 Why Social Development Studies

「社會發展研究」本科課程 Undergraduate Programmes in Social Development Studies

Aims of Programme

1. To provide students with global and regional perspectives, knowledge and research skills to identify and analyse social development issues, amid the social, cultural, environmental, economic and political changes in the globalisation, regionalisation and localisation processes, in particular, of Hong Kong and Mainland China;

2. To develop critical reflection upon existing solutions and to generate social innovations to these social development issues with global and regional perspectives;#

3. To equip students with analytic and practical skills of development work to tackle social development issues in the region, in particular, Hong Kong and Mainland China with professionalism;# and

4. To prepare students’ potential careers as social development practitioners in Hong Kong and Mainland China by enhancing their capabilities through integrated learning with work and research.#

Programme Intended Learning Outcomes1. Critically appraise and examine the social phenomena with

diverse perspectives, including cultural, historical and technological;

2. Command a solid basis of theoretical foundations from multiple disciplines underlying the social development studies, in particular, sociology, social work, political science, and economics;#

3. Critically analyse the spectrum of specialised knowledge in social development studies ranging from economic, social, cultural and political analysis, as well as evaluate existing development interventions and formulate reflective responses with global and regional perspectives;#

4. Apply effectively a range of transferrable skills, including language, communication, numeracy and information management;

5. Perform theoretical and empirical analysis on social development issues and related development interventions in Hong Kong and Mainland China with global and regional perspectives;# and

6. Perform social development interventions professionally and reflectively through working with individuals, groups or communities in the areas of issue identification, needs assessment, service delivery, programme management, advocacy and policy analysis.#

#(For the Social Innovation and the Environment programme, emphases will in particular be put on social innovative interventions and environmental issues.)

實務工作坊四年級時,學生必須修讀兩個「高級實務工作坊」。在學習的最後一年,學生必須整合過去所學所思,包括實習期間所見所聞所經歷,從而專修和提升自己在社會發展領域方面的興趣或專長。這些「高級實務工作坊」可以進一步裝備學生,促使他們在畢業後,能夠有效擔當社會發展工作者的職位。

Practice WorkshopsDuring Year 4, students must attend the Advanced Practice Workshops. In the last year of study, students shall have to consolidate and integrate what they have learnt and thought about in the previous years, including what they have seen and experienced during internship, from which to specialise and enhance their own interest or individual talents in the area of social development. These Advanced Practice Workshops will further equip students so that upon graduation, they will be capable of taking up the position of social development practitioners.

服務學習在二年或四年的學習歷程中,學生將要參與服務學習,從而得到全人發展的機會。透過服務學習,學生既「學習去服務」又「從服務中學習」。學生在積極參與服務和反思的基礎上,不單從中學習,也同時服務社區。此外,學生的自信、學習動機、對社會的關心和觸覺也得以提升。

Service LearningIn the two or four years of learning, students will have to take part in service learning activities for holistic development of the person. Through service learning, students “learn to serve” and “serve to learn” at the same time. On the basis of actively participating in service and reflection, students not only are doing their own learning but serving the community by the same act. Besides, their confidence, motivation to learn, care for the community and social touch will also be enhanced.

雙語教學本課程以中英雙語授課,個別科目因應其學科要求和性質除外。科目採用由中文和英文所撰寫的參考書籍和資料。每個科目的講師,將使用最有利學生學習的語言來授課。語文科目則協助學生鞏固和進一步提升其語文能力,尤其是與社會發展有關的英文、中文以及普通話。Bilingual Medium of InstructionThe programme adopts bilingual medium of instruction (MoI) of Chinese and English, unless otherwise required by specific discipline or nature of individual subjects. Reference books and materials written in Chinese and English will be used. Lecturers will use the language most beneficial to students when teaching the respective subjects. For the language subjects, the purpose is to help students reinforce and further enhance their language ability in English and Chinese as well as Putonghua as are relevant to social development.

學習活動和田野考察除了課堂授課之外,講師和教授亦會帶領學生進行田野考察,例如前往位於粉嶺馬屎埔村的馬寶寶社區農場了解永續發展和到西貢鹽田梓體驗低炭生活的可能性,讓他們了解現實情況,更好地將理論和實務結合。

Learning Activities and Field VisitsBesides classroom teaching, lecturers and professors will also take students out on field visits-- such as the visits to Mapopo Community Farm at Fanling Ma Shi Po Village to learn about sustainable development and to Sai Kung Yim Tin Tsai Village to experience the feasibility of low-carbon living, so that students could understand the issues in a real life situation and have a better integration of theory and practice.

從現實環境中學習 Experiencing in real & practical environment

社會發展研究(榮譽)社會科學學士實習是整個課程的關鍵環節。學生於三年級至四年級的暑期將要修讀「社會發展實務實習」課,到香港或中國大陸的社會發展機構實習,在富有經驗的實習導師指導下,完成實習計劃項目並整合所學到的知識和技能。在為期8個星期共320小時的實習過程中,學生將獲得如何綜合應用社會發展概念、介入策略和實務技巧的寶貴經驗。透過參與實習機構的日常運作,學生不單能獲得工作經驗,更能加強他們對自己的優缺點和價值觀的認識。總的而言,實習加強學生的實務能力、知識、以及價值觀,並為他們日後進入社會發展界別任職作準備。

社會發展研究(榮譽)社會科學學士(社會創新與環境)課程著重將課堂學習、社會發展介入及社會創新實務的結合使用。學生將透過緊密的實習,並在富有經驗的實習導師指導和督導之下,在真實的工作環境之中體會到具體的操作情況。實習亦提供機會讓同學發揮能力,在社會發展機構的操作層面實踐所學和提升能力。畢業生將擁有足夠的專業準備,以便將來在社會發展機構或其他範疇擔當社會創新和環境項目的工作。

Bachelor of Social Sciences (Hons) in Social Development StudiesInternship for Social Development Practice is the key part of the whole programme. Students will take up internship at organizations in the social development sector in Hong Kong or Mainland China during the summer preceding their Year 4 study. Under the supervision of experienced instructors, students will have to complete the internship project and consolidate what they have learnt in knowledge and practical skills. In the eight weeks of internship totaling 320 hours, students will gain valuable experience in comprehensive application of social development concepts, intervention strategies as well as practical skills needed in a real work place. Students will not only be able to acquire real life work experience, but also will be able to gain a better understanding of themselves in terms of personal strengths and weaknesses as well as their own values. Overall, internship will strengthen students’ capacity in practice, knowledge, as well as values, and will prepare them for subsequently entering the social development sector to work as a practitioner.

Bachelor of Social Sciences (Hons) in Social Development Studies (Social Innovation and the Environment)The programme emphasises the integration of classroom learning, social development intervention and social innovation practices in real industry setting. Through an intensive internship, students are exposed to real life operational practice in the industry under the guidance and supervision of experienced supervisors. The internship can provide students with opportunities to demonstrate their ability to apply what they have learned and to develop competence at operational level in the social development agencies. Graduates will be professionally prepared for their future employment in social innovation and environmental initiatives in social development organizations as well as other sectors.

當中最大的轉變莫過於從前的一大班同學一起上課到現在的小班教學。回想起在學期初還互不認識的同學在經過兩個月的相處後已漸漸熟絡,這種關係是在其他院校不能經歷的。

The greatest change it all is that in the past, a large group of students attended the class together, but now it is small class teaching. I can still remember how we started off as total strangers in the beginning of the school term but after two months of studying together we have become better acquainted now. Such kind of relationship cannot be found in other institutions.

My greatest gain from this programme is that I have become more courageous in the face of adversity such as the language hurdle I have to overcome in the programme; and thanks to the encouragement and support from lecturers and classmates, I am now confident that I can rise above the limitations I have imposed on myself.

與以往在副學士就學的兩年經驗相比,學習模式上有了不少轉變。現在上課較過去集中,同學都可以多提問和回答,遇到不明白的地方就能與老師互相交流,大大提高學習的效能。

Compared with the two years I have experienced during the Associate Degree programme, there are many changes in the mode of learning. Now classes are more focused than before and students can raise more questions and try to give the answers; students can also exchange ideas with teachers wherever there are things they do not understand. This has greatly enhanced the effectiveness of learning.

Attained Level 3 for English Language and Chinese Language, and Level 2 for Mathematics and Liberal Studies and one elective subject of HKDSE [performance in Applied Learning subjects would be considered on a case-by-case basis]; or

Attained a pass in Chinese Language & Culture and Use of English plus 1 A-Level or 2 AS-Level subjects in HKALE plus 5 passes in HKCEE (including Chinese Language and English Language); or

學術Academic發展 Development

研究資助局撥款「社會發展與創新實務中心」獲得研究資助局撥款250萬元,於2016年3月起開展為期3年

的實務研究計劃。本研究計劃透過與本港和中國內地社會發展業界的合作來提升學院的研究能力。

Funding Support from Research Grants CouncilThe Practice Centre for Social Development and Innovation has been granted $2.5 million from the Research Grants Council to launch a three-year Practice Research Programme, which will commence in March 2016. Through collaboration between the social development communities of Hong Kong and the Mainland China, the research is expected to strengthen our research capacity.

Orientation Day

In order to facilitate new students to quickly get used to the identity of being undergraduate students, the mode of undergraduate study and the campus atmosphere, CTIHE will organize tailor-made activities for them before the commencement of the academic year, including the Orientation Day.

墟市課程的習作,除了論文和小組演示等形式外,同學亦有機會將所學以活動形式實踐出來。例如在「社會發展整合實務」一科,同學便曾舉辦一個馬鞍山墟市,提供平台讓非政府機構和環保組織與馬鞍山居民共同參與。

Flea Market

In addition to essay writing and group presentation, students also have the chance to practice what they have learned in the form of activities. For example, in the subject Integrated Development Practice, students have organized a Ma On Shan Flea Market which provided a platform to enable NGOs and green groups to participate jointly with the residents of Ma On Shan.

雲南實習除了香港之外,同學亦有機會選擇到國內實習。2015年夏天便有兩位同學選擇到雲南實習。他們在城中村生活了兩個月,其中一位主要服務對象是一群流動兒童,而另一位的服務對象則是農民工。

Internship at Yunnan

Besides Hong Kong, students will also have the chance to choose to conduct their Internship in Mainland China. In the summer of 2015, two students chose to practice at Yunnan. Both of them have lived in the rural urban village for two months. One student worked with migrant children as the major target group, while the other student mainly served the peasant-workers.
