    JOB DESCRIPTION- I&C Engineer

    1. JOB DETAILS:

    Position Title: Instrument & Control Engineer Sohar

    Reports to: Maintenance Manager Sohar

    2. JOB PURPOSE:

    o To apply specialist I&C engineering expertise to ensure the efficient operations of the Instrumentation and Controls

    Department at Sohar Power and Desalination Plant;o To ensure plant electrical equipment is maintained as per procedures documented in the Maintenance

    Management System (SAP);

    o To ensure downtime of the plant is reduced by careful planning and the implementation of Maintenance Practicesof all plant equipment and efficient resolution of equipment defects;

    o To ensure necessary spares and consumables are available and manage these inventories as it relates toelectrical equipment to ensure high availability of I&C Equipment.

    3. KEY ACCOUNTABILITIES: PERFORMANCE INDICATORS

    Description

    Safety at Work

    Ensures a safe working environment for himself and the I&CTechnicians whilst working on any equipment;

    Obtains a Permit to Work for each job as necessitated bythe Barka II Power and Desalination Plant HSE Proceduresput in place;

    Ensures all necessary precautions are taken by himself, theI&C Technicians and Contractors whilst undertaking anyjobs in Sohar Power & Desalination Plant;

    Ensures that all necessary tools are available to ensuresafety whilst working on equipment;

    Monitors the I&C Technicians and Contractors to ensurethey follow the guidelines of Safe Work Practices as per

    Plant HSE Standards; Points out any unsafe conditions to Management.

    Team Leadership

    Leads the I&C Maintenance Technicians and ensures ahigh level of efficiency within the Team;

    Builds and sustains a committed, cohesive and dynamic

    Continuous on-the-jobapplication of theSTOMO HSE Routines;

    Frequency of safetyincidents and nearmisses. Lost TimeInjury Frequency Rate(LTIFR);

    No EHS Compliancebreaches.

    Leads by example;

    Recommends the appropriate training for the I&CTechnicians.

    Maintenance Task Planning and Execution

    Ensures maintenance tasks are completed by theTechnicians as per Work Orders generated in SAP;

    Ensures the reports on maintenance is done anddocumented in SAP;

    Generates reports as necessary for the maintenance done;

    Plans for and ensures that maintenance on all I&Cequipment is in accordance with OEM Manuals for theequipment;

    Along with the Maintenance Manager, ensures I&Cequipment maintenance planning is correctly scheduled sothat all equipment is maintained as per OEM recommendedintervals;

    Reviews I&C Maintenance Procedures and suggestsimprovements.

    Equipment Failure Troubleshooting and Repair

    Supports reliable and accessible 24-hour engineering call-out functionality;

    Attempts all possible means of reducing equipment

    downtime and ensuring high plant availability; Performs troubleshooting activities as necessary to

    determine failure conditions and rectifies any defects found;

    Records and reports all rectification jobs undertaken to theMaintenance Manager;

    Generates reports on equipment failure;

    Performs Root Cause Analysis of failures;

    Works with Plant Operations Personnel to resolve problemsencountered with I&C equipment.

    Reporting, Overall Planning and Budgeting

    Discusses planned and unplanned jobs undertaken with theMaintenance Manager;

    Works with the Maintenance Manager for outage planningand execution;

    Assists the Maintenance Manager in planning and budgetpreparation processes.

    Spares, Consumables and Tools

    Ensures adequate inventories of spares and consumables

    Closed out WorkOrders;

    Efficiency at work;

    Quality of work;

    Quality of reports;

    Open vs closed WorkOrders per month.

    Efficiency attroubleshooting;

    RCA and follow-upaction.

    Ensures Third Party Certification of all tools is done on anannual basis or as required;

    Ownership

    Assumes ownership of plant I&C equipment and strives tomaintain them in the best possible condition.

    Delivers Technical Advice to Enable Efficient Maintenance ofElectrical Equipment and Continuous Improvement

    Delivers technical advice to colleagues and contractors toensure safety and the proper execution of PlantMaintenance Practices;

    Apply engineering knowledge and skills to review andupdate task list for equipment. Implements initiatives toaddress inconsistencies in SAP scheduling, practices anddocumentation.

    Trains and develops I&C Technicians to Build the Workforces

    Technical Capability and to Deliver a Step Up in Plant Performance

    Coaches I&C Technicians on instrumentation equipment,Safe Work Procedures and Operational Techniques to

    ensure proper execution of Plant Routines; Prepares and delivers technical training, including modules

    on calibration methods, GT, ST controls, RO plant controlsand instrumentation.

    Accuracy of outageplanning;

    Accuracy of forecastbudget;

    Downtime due tounavailability ofnecessary spares andconsumables;

    Condition and quantityof available tooling.

    Quality and accuracy ofdocumentation.

    4. HEALTH & SAFETY:

    The Job Holder will be based at Sohar Power and Desalination Plant or any other Plant within

    STOMOs control; The Job Holder will work in a controlled hazardous environment.

    Work Levels and Conditions and Risks:

    Work Level 1: the tasks that he/she performs as part of their daily work activities do not represent arisk for their integrity;

    Work Level 2: the tasks that he/she performs as part of their daily work activities represent a risk for

    their physical integrity (e.g. working in zones with high temperatures or with permanent increasednoise levels);

    Work Level 3: the tasks that he/she performs as part of their daily work activities represent a risk ofmedium kind and with temporary consequences like blows, falls, etc.;

    Work Level 4: the tasks that he/she performs as part of their daily work activities represent a risk ofaccidents of medium kind that can generate permanent consequences (burns, mutilations, irreversiblewounds);

    Work Level 5: the tasks that he/she performs as part of their daily work activities represent risks andare controlled by means of procedures, supervision, safety devices and HSE Teams in such a waythat its non-observance that could lead to a serious accident of even death.

    Work Level 6: the tasks that he/she performs as part of their daily work activities represent a high riskfor their physical integrity. This job is classified according to International Safety Regulations as ahigh risk level job.

    Exposure to Risks:

    Traffic/automobile accidents, ergonomic problems and accidents; Risks inherent to the job of the I&C Engineer while performing inspections, site visits, operations and

    maintenance activities, etc.

    Purpose:

    Avoiding exposure to forced wrist movements in gooseneck lamp extension inducing the CarpalTunnel Syndrome;

    Avoiding distraction for the vehicle Driver whilst handling the mobile/GSM whilst driving.

    Medical Exams/Laboratory Exams before Taking the Position:

    Complete medical physical examination; Visual acuity examination.

    RECOMMENDED FOR PERSONS OLDER THAN 45 YEARS:

    Laboratory tests: complete blood biometrics, blood chemistry: 3 elements (glucose, urea and creatine)and a general exam of urine;

    Electrocardiogram;

    Medical Criteria for the Position: High Blood Pressure: not to present a TA greater than 135/85 in case of present alteration and

    individual monitoring program;

    5. JOB CONTEXT:

    The Job Holder:

    Works in the power and desalination plant under the supervision of the Maintenance Manager;

    Works closely with the Instrument Technicians to ensure the Plant routines are carried outefficiently and to high quality standards;

    Is required to understand and promptly act upon oral operational instructions, respond effectivelyin pressure situations, make quick decisions in the event of breakdown or failure to safeguard the

    plant, manage stress, assess and change operational parameters with minimal supervision,coordinate and follow up on maintenance activities, ensuring high levels of safety and compliancewith procedures;

    Is expected to cross train across different areas of the business as required by localmanagement. He is expected to develop and assist in different domains as part of his growth andprovide the employer with effective utilization of labour as per local requirements;

    Performs all duties and responsibilities assigned by his/her Line Manager, but not specificallystated in this description.

    10. QUALIFICATIONS, EXPERIENCE AND SKILLS:

    Essential Qualifications:

    Bachelors Degree in Instrumentation/Mechatronics/Electronics/Control system Engineering

    Experience:

    At least one year experience in the maintenance and repair of Instrumentation & Control equipments,preferably in a power and desalination plant;

    Experience in the maintenance and repair of Distributed Control Systems;

    Experience in the maintenance and repair of motor, hydraulic and air operated control/stop valves;

    Operational plant or construction site experience required;

    Electrical and/or controls design experience preferable.

    Skills:

    Communication: English is essential: excellent communication skills both written and verbal;

    Must be flexible: willing to work long hours, weekends and be on call (periodically); Computer literate: must be proficient with SAP, databases, word processors, spreadsheets and

    maintenance management systems;

    Ability to plan work independently and take responsibility for plant projects;

    Must be a strong team player and have excellent organizational skills;

    Knowledge and hands-on background in water treatment equipment maintenance as related to gasturbines and high pressure boilers, desalination, cooling water systems and water purificationequipment;

    Knowledge of types of equipment installed derived through a combination of hands-on experience andformal training performed in the manufacturers factory and/or at the jobsite;

    Working knowledge of Environmental Regulations as they pertain to the Operation and Maintenanceof an energy generating facility;

    Demonstrates skills in the use of tools, test equipment and calibration appliances;

    Basic understanding of chemistry, physics, electricity and mathematics;
